Abstract:
With the rapid development of modern video technology, the range of video applications is increasing, such as online video conferencing, online classroom, online medical, etc. However, due to the quantity of video data is large, video has to be compressed and encoded appropriately, but the encoding process may cause some distortions on video quality. Therefore, how to evaluate the video quality efficiently and accurately is essential in the fields of video processing, video quality monitoring and multimedia video applications. In this article, subjective, and comprehensive evaluation method of video quality were introduced, a video quality assessment system was completed, four ITU recommended videos were encoded and evaluated by Degradation Category Rating (DCR) and Structural Similarity (SSIM) methods using five different formats. After that, comprehensive evaluations with weights were applied. Results show that data of all three evaluations have good consistency; H.264 is the best encoding method, followed by Xvid and wmv8; the higher the encoding bit rate is, the better the evaluations are, but comparing to 1000kbps, the subjective and objective evaluation scores of 1400kbps couldn’t improve obviously. The whole process could also evaluate new encodings methods, and is applicable for high-definition video, finally plays a significant role in promoting the video quality evaluation and video encoding.

Abstract Given the mandate of Universities of Applied Sciences (UASs) to create an impact on society, the evaluation of their research impact is of great importance. And yet, the methodology for evaluating this impact appear less explicitly in research literature then other forms of research. The purpose of this article is to present a literature-based analysis to discover from the complex world of existing theories and frameworks what criteria, assumptions and requirements are relevant for evaluating the impact of applied research. This article will also discuss the relevancy of frameworks currently used for research impact evaluation and the potential they have for operationalising, enriching and supporting the current national evaluation framework used by Dutch UASs. Finally, this article will conclude that the recommendations necessitate the creation of a new framework where the context and process of practice-based research and their stakeholders are included.

A variety of manuals, handbooks, and field research protocols have been developed over the past decade to facilitate the application of anthropological concepts, methods, and techniques to applied settings. These are variously titled depending on their genesis and disciplinary base; they include community diagnoses, needs analyses, rapid anthropological procedures/assessments (RAP/RAA), focused ethnographic surveys (FES), and to some extent, also rapid rural appraisals (RRA). Their development and their application has been discussed in a number of publications. (For a brief introduction to this literature, see "For Further Reading," page 5.) Nevertheless, there is a continued need for evaluation of the manuals and their uses, as they appear and are adopted by individual researchers, governments, and multilateral agencies.

The article analyzes the problems of improving the effectiveness of applied sociological research. The scientific method that helps to ensure objectivity and consistency in the study of a social problem is considered. The directions, forms and prospects for the development and improvement of the effectiveness of applied sociology from a practical point of view are given.Intelligence research is the simplest type of applied sociological analysis. It solves problems that are very limited in their content, covers, as a rule, small study populations, and is based on a simplified program and concise methodological tools, which in applied sociology is understood as a package of documents specially developed for each study designed to collect primary sociological information, such as: an interview form, a mass or expert questionnaire, a card for recording the results of observation, studying documents; further: sampling projects, mathematical analysis of primary information, etc.A methodology for evaluating the social effectiveness of applied sociological research applied to any written results of scientific activity is proposed.

Abstract:
<p>There exist several methods, which can be used for evaluation of commercially available CASE-tools. Each method has its own focus and is based on specific underlying assumptions. There have been attempts to standardise evaluation of CASE-tools; however available methods differs much from each other.</p><p>One such method, named the 2G method has been proposed, which for each application, will establish a specific evaluation framework. This framework is tailored to the organisation at a specific point in time (since an organisation will change over time). The method consists of two phases which are iterated a sufficient number of times before a stable evaluation framework will be the result. The 2G method has been successfully applied on several applications in different organisations, though only for evaluation of CASE-tools before adoption. In this dissertation we report on an application of the 2G method, which aims to evaluate a CASE-tool from a company context which has already adopted a CASE-tool. As part of this method application the 2G method has also been transferred to the organisation.</p><p>An additional issue this dissertation addresses is what kind of support a general Qualitative Research Tool will offer a method user when using the tool in a 2G method application. Likewise the goal includes to establish is what is poorly or unsupported in such tool in a 2G application.</p><p>This dissertation will show that the 2G method is applicable also in a scenario where a CASE-tool has already been adopted, and therefore demonstrate that the method also is useful in evaluation studies performed after a CASE-tool has been adopted in an organisation. From the experiences of the application points will be made concerning what kind of support one would like to have in a qualitative research tool to simplify the work during the 2G applications.</p>

Inclusive public dialogue about issues of concern to science and society can democratise and widen the knowledge base for decision-making so scientific research and developments are made accountable to citizens’ priorities. This participatory model of science communication is not yet widely practiced. More research is needed into how to make such communication effective. Formative audience research can inform a communication strategy’s design to meet its objectives effectively and enhance its relevance to participants’ needs and communication preferences. However, audience research designs based on transmission models are inadequate for the participatory objectives of public dialogue. They must therefore be adapted. This dissertation proposes how audience research should be designed and conducted when the objective of communication is public dialogue about science, such as biotechnology. The methodology involves building an evaluation framework from the literature and applying this to a case of applied research. Four sub-questions are addressed. First, audience research and participatory development communication literature is reviewed to propose how audience research should be designed and conducted for public dialogue broadly. Second, literature on public engagement about science is analysed for the challenges in public dialogue about science and the implications for audience research. Third, a set of guidelines is presented for evaluating the appropriateness of audience research for public dialogue about science. Finally, these guidelines are used to evaluate a case of qualitative audience research commissioned by the Public Understanding of Biotechnology (PUB) programme, judging the appropriateness of its design to the communication objectives and extracting further lessons for audience research. The findings present a “double-dialogical” approach to audience research, where the research methods and the information elicited reflect dialogical objectives. This approach emphasises listening over telling, building relationships over interrogating targets, and optimising inclusivity and diversity in identifying participants, framing issues, and selecting channels and spaces for deliberative dialogue, wherein participation and information dissemination play complementary roles. Following these principles, audience research can build democratic foundations for public dialogue about science while recognizing the following challenges: the specialized and technical nature of science, the complexity of issues, the power of commercial interests, the need for social accountability, low motivation and interest amongst publics, and the resistance of technical experts and decision-makers towards dialogue. A framework of guidelines is offered for designing and evaluating audience research for public dialogue about science, structured around 5 interrelated elements: WHY – clarifying the objectives of communication and audience research; GENERAL – overall research design considerations; WHO – conceptualizing and investigating dialogue participants; WHAT – framing issues from multiple perspectives; and HOW – identifying spaces and channels for public dialogue. Applying the framework to the case study demonstrates the guidelines’ usefulness for evaluation purposes, grounds the study in an actual case of audience research and extracts lessons for future applications. The framework succeeds in judging the appropriateness of the study’s design for its purpose. The study contributes to the search for effective means of public engagement by proposing practical guidelines for the first steps of such a process, a methodological praxis for audience research that can be useful in scholarly and practitioner communities and can be refined and adapted for various contexts.<br>Dissertation (MA)--University of Pretoria, 2012.<br>Information Science<br>unrestricted

Three hydrosalinity models of different complexity were evaluated against data from selected citrus orchards in the Lower Coerney River irrigation area. These models were statistically compared with field data, and found to vary in accuracy of output predictions. The simplest model, the LEACHING REQUIREMENT (LR) model, has the lowest data input requirements and produces output predictions that correlate with up to 93% of the variance in measured data. SODICS, which is theoretically more detailed and requires a greater level of detail in input, produces predictions of an accuracy equivalent to the LR model. The PEAK model was assessed in two parts, the PEAKM module simulating soil moisture and soil moisture movement was able to predict variations in moisture up to 99% of the time. The PEAKD module, which predicts solute concentrations was less effective in replicating real world conditions

Abstract:
This thesis develops computational and applied tools to study differentiated products. The core of the thesis focuses on Berry, Levinsohn, and Pakes’s [1995] (BLP hereafter) model of differentiated products. First, I examine how polynomial-based methods for multi-dimensional numerical integration improve the performance of the model. Unlike Monte Carlo integration, these rules produce reliable point estimates and standard errors as well as increasing the accuracy and execution speed of the estimation software. Next, I conduct a large scale simulation study to investigate both the asymptotic and finite sample behavior of the BLP model using the traditional instruments formed from characteristics of rival goods and also supply-side cost shifters, which are necessary for asymptotic identification. The final part of the thesis evaluates the 2003 merger of Morrisons and Safeway by combining a discrete/continuous choice model of demand with census data to construct a geographic distribution of demand. I use this distribution to model the interaction between the location of consumers and stores, focusing on the welfare implications of the merger.

Thesis (MPhil)--Stellenbosch, 2001.<br>ENGLISH ABSTRACT: The aims of this study were to establish whether there had been discernable changes in the nature of knowledge production at higher education institutions in the Eastern Cape since the transition to democracy, and to relate these to international and national trends in the way knowledge is produced. In view of the emphasis in government policy on the development of science and technology, the study was focused on researchers in this area and on the administration of research in this context. The research was conducted through structured interviews with administrators and active researchers at the three technikons and five universities in the province. The study found that there had indeed been changes, both in the way research is managed, and in the nature of the research itself. Research has become more applied over the last five years and there has been a move towards multidisciplinary, multi-institutional research, although administrators tended to underestimate the extent of this change. Research management has also become businesslike with the establishment of dedicated Deans/Directors of research on most campuses. Administrators ascribe these changes to new government policies and to changes in the requirements of funding agencies. Researchers, however, generally ascribe the changes to factors more directly related to themselves, such as changes in institutional research policy, more opportunities for multidisciplinary work and to greater linkage with the private sector. The study also found that many of the changes were already underway some time ago and that there was a degree of proactiveness in the way some institutions had realigned their research. The study found that there are significant differences between formerly advantaged institutions and their historically disadvantaged counterparts. The latter are dominated by less well qualified staff and produce fewer research outputs than the former. Research cultures are less well developed and researchers complain of a lack of institutional support for research. Despite this, research continues to be a significant activity on these campuses. In general, staff at technikons are more positive about the future of research than their colleagues at universities, irrespective of historical advantage. The study found that knowledge production has assumed some of the characteristics of so-called Mode 2 knowledge production as a result of a variety of national and international influences, and historically advantaged institutions have been able to initiate adjustments to the way in which research is done in anticipation of new policies. Publication of government policy on science and technology and on higher education may have accelerated the change but did not initiate it. The historically disadvantaged institutions, however, appeared to have done little in anticipation of new policy and have been forced to be reactive to recent government initiatives.<br>AFRIKAANSE OPSOMMING: Die doel van die studie was om ondersoek na die voorkoms van waarneembare veranderinge in die karakter van die lewering van kennis by hoer-onderrig institute in die Oos- Kaap, na die oorgang van demokrasie, in te stel. Verder is gepoog om hierdie veranderinge in verband met internasionale en nasionale tendense, met betrekking to die wyse waarop kennis voortgebring word, te bring. In die lig van die regering se beleid aangaande die ontwikkeling van wetenskap en tegnologie was die studie op navorsers in hierdie rigting, sowel as die aanpassing van navorsing in hierdie konteks, gefokus. Die ondersoek was deur middel van gestruktureerde onderhoude met administrateurs en aktiewe navorsers aan die drie tegnikons and vyf universiteite in hierdie provinsie uitgevoer. Die ondersoek het aangedui dat veranderinge in die wyse waarop navorsing bestuur word en in die karakter van navorsing op sigself, inderdaad plaasgevind het. Navorsing het gedeurende die afgelope vyf jaar toenemend toepaslik geword en hoewel administrateurs geneig het om die omvang daarvan te onderskat, was daar 'n merkbare verplasing na multidissiplinere en multi-institution ale navorsing. Abstract:
This study investigated the impact a community college associate of applied science degree from a rural college in east Tennessee has on the area served by the college. Variables explored in this study included residence location, employment status, employment location, salary range, and advanced degree persistence. The population for this study included all Summer 1999, Fall 1999, Spring 2000, and Summer 2000 Associate of Applied Science graduates from Walters State Community College. Data for this study were collected via a student survey and information gathered from the student information system database at the college. All hypotheses were analyzed using descriptive techniques appropriate to the data analyzed, including Chi Square, Mann-Whitney U, and Kruskal-Wallis H tests. Based on the analysis of the population sample, Associate of Applied Science graduates do have a positive impact on the Walters State Community College service delivery area. Associate of Applied Science graduates tend to reside in the area, are employed in the area, have reasonable salaries, and many work toward advanced degrees.

Abstract:
This poster presents development and pilot-testing of an electronic survey evaluating behavior analysts perceptions and use of Evidence-Based Practices (EBPs). Demographic information, ratings of quality indicators (Horner et al 2005) in evaluating and choosing behavior interventions, and resources identifying EBPs were assessed. Fourteen graduate trainees in a behavior analysis certification program were participants. Test-retest intra-rater agreement was assessed approximately 2 weeks apart and varied considerably across survey items. Overall exact agreement was 71 % while agreement within 1 rating point was 91 %. The most highly rated quality indicators were clear descriptions of baseline and intervention conditions, measures of inter-observer agreement, and repeated measures of target behaviors. Lowest rated were group experimental designs, statistical analyses, and numbers of participants. Surprisingly, multiple studies with 20+ participants, integrated intervention packages, and written intervention manuals were not as highly rated. Most frequently reported EBP sources were professional society websites, university courses, practitioner journals, and professional peer-reviewed journals. Least frequently reported were webinars by private entities, non-peer-reviewed journals, and government websites (e.g., What Works Clearing House). Participants identified time constraints, difficulty finding research relevant to their current situation and technical rather than practical nature of research as impediments to keeping current with EBPs

Education reform initiatives continue to push schools to improve methods of measuring accountability intended to improve student achievement in the United States. Federal programs like the Teacher Incentive Find (TIF) provide school districts with funds to develop and implement school accountability and leadership programs. Teacher leadership is one of the concepts being formally developed amongst these initiatives. My applied thesis project focused on work I conducted with a team of researchers at American Institutes for Research, where we evaluated a teacher leadership program in its third year of implementation. Teacher leadership is facilitated through distributive leadership. School leaders distribute responsibilities that provide teachers with opportunities to extend their expertise outside of their own classrooms. My thesis explores teacher leadership roles and investigates implementation across the client school district. It also discusses how particular anthropological theories about communities of practice, learning, and identity can provide a foundation for conceptualizing teacher leadership implementation and the social interactions between program actors.

This learning paper presents an initial analysis of the emerging research to policy linkages within the Agricultural Policy Research in Africa (APRA) programme of the Future Agricultures Consortium, which is funded by the Foreign, Commonwealth &amp; Development Office (FCDO). APRA has an innovative monitoring, evaluation and learning approach known as the ‘Accompanied Learning on Relevance and Effectiveness’ (ALRE), which is being delivered by a small team of embedded evaluation specialists. This paper discusses how ALRE has applied the COM-B (Capability, Opportunity, Motivation and Behaviour) (Mayne 2018; Mayne 2016; Michie, van Stralen and West 2011) model of behaviour change to explore the interactions and influencing strategies between researchers and policymakers in the context of agricultural policy research in Africa. These insights have produced the Diamond of Influence, a new ALRE-adapted model, which applies each of the COM-B elements to discuss the different aspects of research to policy processes, drawing on examples of how researchers in each of the APRA focus countries (Ethiopia, Ghana, Malawi, Nigeria, Tanzania and Zimbabwe) are engaging in policy spaces.

While modern overpass bridges are safe against collapse, their functionality will likely be compromised in case of design-level or beyond design-level earthquake, which may generate excessive residual displacements of the bridge deck. Presently, there is no validated, quantitative approach for estimating the operational level of the bridge after an earthquake due to the difficulty of accurately simulating residual displacements. This research develops a novel method for probabilistic evaluation of the post-earthquake functionality state of the bridge; the approach is founded on an explicit evaluation of bridge residual displacements and associated traffic capacity by considering realistic traffic load scenarios. This research proposes a high-fidelity finite-element model for bridge columns, developed and calibrated using existing experimental data from the shake table tests of a full-scale bridge column. This finite-element model of the bridge column is further expanded to enable evaluation of the axial load-carrying capacity of damaged columns, which is critical for an accurate evaluation of the traffic capacity of the bridge. Existing experimental data from the crushing tests on the columns with earthquake-induced damage support this phase of the finite-element model development. To properly evaluate the bridge's post-earthquake functionality state, realistic traffic loadings representative of different bridge conditions (e.g., immediate access, emergency traffic only, closed) are applied in the proposed model following an earthquake simulation. The traffic loadings in the finite-element model consider the distribution of the vehicles on the bridge causing the largest forces in the bridge columns.

Abstract:
With the funding programme Talents, the Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology (BMK) supports people in applied research throughout their entire career. The overarching goal is to increase the utilisation of human potential in the application-oriented, scientific and technical RTI sector. The programme objectives are 1) to inspire young people for research and development, 2) to connect researchers with the economic sector, 3)to guarantee equal opportunities for all. Within the framework of three fields of intervention, there are various programme lines: 1) Intervention field Young Talents with the programme lines Internships for Students and Talents Regional, 2) Intervention field Female Talents with the programme lines FEMtech Internships for Female Students, FEMtech Career and FEMtech Career Check for SMEs (2015 and 2016), as well as FEMtech Research Projects; and 3) Intervention field Professional Talents with the programme lines The Austrian Job Exchange for Research, Development and Innovation as well as Career Grants for Interviews, Relocation and Dual Careers in Applied Research. After an interim evaluation in 2014, a final evaluation took place at the end of the programme period (end of 2020). The programme was analysed with regard to its conception, implementation, achievement of objectives and impact. Furthermore, conclusions and recommendations for the further development of the Talents programme have been drawn. The methodological basis of the evaluation is a document analysis, secondary data analysis (FFG monitoring data), interviews with experts, online surveys of funding recipients (FEMtech Career / FEMtech Career Check for SMEs and Career Grants), case studies (FEMtech Career projects) and workshops.
