Formativní hodnocení je aktuálně často diskutovaným hodnoticím přístupem, který může vést ke zvýšení kvality výsledků žáků v přírodovědných předmětech. ASSIST-ME byl evropský projekt, jehož hlavním cílem bylo pomoci efektivní implementaci formativního a sumativního hodnocení do badatelsky orientovaného vyučování přírodovědných předmětů a matematiky na základní a střední škole v různých evropských vzdělávacích prostředích a také ověřit připravenost současných a budoucích pedagogů k využití formativního hodnocení ve výuce.Tento příspěvek prezentuje výsledky sondy zjišťující zkušenosti žáků vybraných základních škol a nižšího cyklu víceletých gymnázií v Jihočeském kraji s různými hodnoticími metodami při výuce přírodopisu a biologie. Důraz byl také kladen na znalost a osobní zkušenost žáků s formativním hodnocením. Celkem byla dotazníkovým šetřením získána data od 1 848 respondentů. Bylo zjištěno, že na vybraných školách převládá zejména sumativní hodnocení, které však samotní žáci shledávají jako vyhovující způsob hodnocení a preferují jeho upřednostnění před jinými hodnoticími způsoby. Žáci shodně uvedli, že jsou převážně zkoušeni písemnou formou, v níž se učitelé zaměřují zejména na jejich znalost obsahu. Zhruba polovina respondentů měla osobní zkušenost s formativním hodnocením.

Zánik bipolárního světa a zhroucení komunistických režimů vyvolalo nebývalou mobilitu lidí a předznamenalo novou fázi evropských migrací. Východoevropanům se již nenabízela pouze „svoboda odejít“ na Západ, nyní mohli „svobodně odejít a vrátit se“. V tomto textu se zaměřím na genderované transnacionální, přeshraniční praktiky a schopnosti Středoevropanů a Východoevropanů, kteří jsou takzvaně v pohybu a kteří využívají svou prostorovou mobilitu k přizpůsobení se novému kontextu postkomunistické transformace. Zabýváme se zde praktikami, které se velice liší od těch, jichž se většinou týká literatura o „přistěhovaleckém transnacionalismu“. Místo toho, aby spoléhali na vytváření transnacionálních sítí jako prostředku zlepšení svých podmínek v zemích svého usazení, mají tito lidé sklon „usazovat se v rámci mobility“ a zůstat pohybliví „tak dlouho, jak můžou“, aby zlepšili anebo zachovali životní úroveň doma. Zkušenost migrace se tak stává jejich životním stylem, jejich opouštění domova a odchod pryč paradoxně strategií zůstávání doma, a tudíž alternativou k tomu, za co se migrace obvykle považuje – k emigraci/imigraci. Přístup k mobilitě a její řízení jsou genderované a závislé na institucionálním rámci. Mobilita coby strategie může posilňovat, představovat zdroj a nástroj sociálních inovací a jednání a také důležitý rozměr sociálního kapitálu – pokud nad ní mají migranti kontrolu. Mobilita může ovšem odrážet i zvýšené závislosti, nárůst počtu nejistých pracovních míst a absenci pohybu a svobody, jako je tomu v případě obchodu se ženami.

Text se věnuje otázce identifikace prvních generací lokálních a regionálních politiků v České republice po roce 1989. Krátce přibližuje proměny politických a ekonomických elit a poté věnuje zvláštní pozornost ustavení, personálnímu složení a dalším charakteristikám prvních lokálních politiků. Specifičnost první generace místních lídrů spočívá v nutnosti naučit se vykonávat množství rolí spojených s obnovenými institucemi místní samosprávy. S nástupem nové generace lze očekávat rostoucí propast mezi názory a postoji lokálních politiků na jedné a občanů na druhé straně. První regionální lídři se vyznačují osobní zkušeností z předchozích funkcí v místní politice. Vykazují relativně vysokou míru interpersonální a institucionální důvěry, mají rovněž vysoké sebevědomí. Etablovaní členové regionální elity se začínají prosazovat ve špičkách politických stran, před lokální politiky staví otázku větší politizace. Otevřeným tématem zůstává postavení regionálních reprezentací v širším, evropském měřítku.

This work deals with the URBACT II Operational Programme and EU supporting the development of cities. The introductory part describes the development of URBAN I and II initiative and comprehensively analyzes the URBACT II - who can participate in it, what projects and themes are supported, how is the program managed, etc. It also focuses on the analysis of European cities involved in this program and the expected development in the period 2014 to 2020. The work also includes evaluation of the involvement of Czech cities in the URBACT. Analyzes which cities are involved in projects and what topics these projects deal with, what is their output or what are their impacts.

This work focuses on evaluation of possible impacts of structural and regional EU policy applied in the Czech Republic. Besides preliminary assessment of the use of economic, social and territorial cohesion policy in the Czech Republic, its aim is to put our national specific approach in the context of the whole European Union. It required not only a general appraisal of single priorities but also direct comparison with impacts of similar measures on the economies of the EU in the past. For this objective, an important part of the work consists in four case studies, analysing the application and impacts of the EU cohesion policy instruments in cohesion countries (Spain, Portugal, Greece, Ireland) since the first programming period 1989--1993 until the current period 2007--2013. With respect to the starting point of these economies and societies I would consider the convergence process to the EU relatively successful. Nevertheless, there are some important differences in the use and impact of the cohesion policy in these four member states. The results show that the impact of the Structural Funds in Spain has been quite sizeable in terms of its contribution to the economic growth and reduction of unemployment. Spain as a whole is approaching the EU average in most of the economic indicators. The convergence of the Portugal economy was markedly less substantial and the disparities increased on the regional level. The significant side effect of spending of Structural Funds in Greece consists mainly in the improvement of the institutional framework and strategic planning. The Irish example points to the importance of using the assistance rather for public goods than for supporting the private sector. The Czech Republic should take an example from this experience. Effects of the EU cohesion policy on the domestic economy could be very significant -- not only for a short-term but also for a long-term perspective. However, it is necessary to be aware of the fact that we are still talking about possible impacts, whose real successful fulfilment depends on individual participants -- whether on the strategic or the final beneficiaries levels.

The target of this research is to reveal causal factors that influence the way policy goals and instruments of international organizations in the domain of human trafficking are designed. By tracking evolutions of anti-trafficking policies undergone by the Council of Europe and the Organization for Security and Cooperation in Europe, the thesis demonstrates impact of specific factors on changes in the functioning of international organizations. To unravel mechanism explaining the internal workings of a policy formation within an IO, the thesis considers and tests theoretical assumptions of three rivalling theories on institutions; the realism, historical institutionalism and neoliberal institutionalism. Premises of respective theories, which offer contrasting perspectives on the functioning of international organizations, will help to formulate corresponding independent variables. The dependant variable being the changing design of institutions, the detailed cross-case analysis spanning a period of one decade uncovers causal relations between independent dependent variables. Thus, by means of time series data collection, patterns revealing which of independent variables can be designed as responsible for observed changes becomes visible. The diploma thesis is focused on the Smart Cities concept in the Czech Republic. The aim of the thesis is to get an overview of foreigner and Czech cities that are successful in implementing the Smart Cities concept. The main aim of the thesis is to evaluate the possibility of applying Smart Cities principles in a city České Budějovice. The thesis is based on a study of scientific literature, strategic or conceptual documents and the examples of "best practice". The draft of Smart City concept České Budějovice results from the questionnaire survey and the conducted interviews.

Thesis deals with the issue of dissolution of political parties. States should recognise that everyone has the right to associate freely in political parties. As a particularly far-reaching measure, enforced dissolution of political party may only be justified in the case of party that advocates the use of violence as a political means to overthrow the democratic constitutional order, thereby undermining the rights and freedoms guaranteed by the constitution. The dissolution of a political party is an exceptional measure in a democratic society and should be govern by the principle of proportionality. Apart from Czech legislation and recent judicial cases, this thesis is focused on Slovak and German experience with political party ban. Relevant decisions of European Court of Human Rights are introduced as well. In the first chapter the term "political party" is defined. Essential role of the political parties in parliamentary democracy as well as its extraordinary status among associations is emphasized. This part of thesis discusses situations when state can interfere with freedom of association or freedom of speech. Legally defined reasons for the dissolution of political parties are explained.
