Human behavior is incredibly complex, but it drives how our society functions. Economists have recently taken greater interest in understanding the decisions that people make, rather than prescribing optimal actions to take. The first two chapters of this dissertation contribute to the field of behavioral economics by using incentivized and unambiguous settings to determine if people base their decisions, in part, on sunk costs. In Chapter 2, I study the effects of in-kind versus cash transfers on the welfare of poor households in rural Mexico. Abstract:
Humans are social animals who evolved to live in societies. They are "encultured" actors as their preferences, perceptions and values are shaped by the social context to which they are exposed. Part of economic failures is due to suboptimal social contexts which determine individuals' decisions. These social contexts can be better designed by organizations and governments. The ultimate goal of this research is to emphasize that social context can be detrimental for individual decisions, providing empirically-based behavioral insights for policy makers who wish to implement regulatory policie

The first essay of this dissertation explores the role of congressional politics in environmental law enforcements in the United States. It examines if and to what extent the political affiliation of a representative politician matters for the enforcement of the Clean Air Act (CAA); in particular whether the affiliation of a representative politician to a particular party results in a higher/lower level of enforcement in his/her constituency. The period of 1989 to 2005 is considered. The analysis shows that political processes at the local, state and federal level did matter for facility level
