Abstract:
In the introductory remarks of this article the authors examine the birth of the newly industrialized countries and the emergence of a new international division of labor. After stressing the two modes of the industrial strategy followed by these countries, the authors look at two newly industrialized countries (Brazil and South Korea). These specific countries due to the interplay of both, objective factors (natural resources, location, manpower...) and policy choices have followed divergent development strategies. The authors conclude that it is not so much the classical policy dilemma import substitution vs expert promotion that will determine the future of these semi-industrialized countries, than their ability to master the technological know-how that sustains their industrial development. The new technological trends in robotics and telematics constitute powerful factors of relocation which may threaten the long run growth prospects of the semi-industrialized countries.

The purpose of the article is to study the dynamics of Ukraine’s export-importoperations with EU and CIS countries and to identify the weaknesses of industriesthat have difficulty reorienting exports. The object of the study is export-importactivity of Ukraine. The subject of the research is the problem of reorientationof export of some industries of Ukraine from the lost CIS markets to the EUcountries. the methodological bases of the research are dialectical methods ofscientific knowledge, systematic approach; the study used the work of foreign andlocal experts on international economic relations between Ukraine and the EU.The methods of scientific comparative analysis, general scientific methods oftheoretical, empirical research and method of expert evaluation were used. thescientific novelty of the article is that for the first time the data on the analysisof export-import operations of Ukraine with the EU and CIS countries, theircomparative characteristics, including by industry, are given. conclusions. Theissue of reorientation of Ukraine’s exports by sectors is considered, the industries that have been most adapted to the change in the vector of Ukraine’s foreigneconomic priorities have been identified. It has been found that the export ofhigh-tech industries is experiencing the greatest difficulties due to the loss ofsome CIS markets and the need for significant investments to adapt to the highEU standards.

This article made empirical analysis of industrial agglomeration and export based on the manufacturing panel data during 2002-2011 in Jiangsu Province. The results indicate industrial agglomeration has a negative impact on export in the 29 industries. We should distinguish between the impact of industrial agglomeration and industry dispersed on export, and study different effect on export among concentration trends of manufacturing industries. On this basis, we propose some targeted recommendations.

Abstract:
The article presents a program (technique) for research in forensic commodity examinations involving market value assessment of industrial equipment. The subject matter and the object of forensic commodity examinations of industrial equipment are identified, the range of tasks faced by a commodity expert is outlined; the most common questions raised to the experts are listed. The methods for expert study are described as well as a particular example from expert practice is given. The author suggests a sequence and main stages of the expertise in question, including the one using only the provided documents if they contain the necessary information about the object of the research and its “life cycle”. Using the documents, an expert can draft an “image of the object” and establish the factors affecting its quality, possible reasons for quality change, the extent of deterioration in quality and others. The article addresses the difficulties emerging before the experts during the examination of the industrial equipment, which are mostly related to the assessment of its wear and tear at a specific date.

Abstract:
Export trade can measure the economic level of a country, but it can only reflect the amount of exports, but not the quality of exported products and the technical content of exported products. Therefore, domestic and foreign scholars have begun to study the complexity of export technology. The development of big data technology makes it possible to analyze the export complexity using big data analysis technology. With the rapid development of high-tech industries represented by high-end manufacturing, there is more and more research on the export of high-tech industries. Based on the existing research results, this article first introduces the current export profile of high-tech products and explains the concept of export complexity. Then, the flow of big data analysis was sorted out. Finally, this paper theoretically analyzes the influence of industrial agglomeration on industrial export complexity, and uses big data analysis and regression verification. The results show that industrial agglomeration has a significant role in promoting the export complexity of China’s high-tech products.

SUMMARY We find that auditor industry expertise is both a firm-level and partner-level phenomenon, which suggests that industry expertise captured by accounting firms is dispersed among engagement partners through knowledge sharing and transfers within audit firms. We also find that the higher audit fees by expert auditors are due to more hours and not higher rates. While spending more hours allows expert auditors to extract higher fees in total, the finding that expert firms/partners exert greater effort does not support the suggestion that expert auditors are in general more efficient in audit production. However, we find weak evidence that audit hours for expert auditors are lower in industries and companies with homogenous operations and comparable accounting than in other industries and companies. This finding suggests that knowledge transfers more likely take place in homogeneous and comparable industries, leading to production efficiency that moderates the increase in audit hours charged by experts. Environmental parameter control is a common case in the technique of computer measurement and control, which has been widely applied to the practice of industrial and agricultural production. PID refers to one of the algorithms commonly used in temperature control, while the setting of PID parameters is the key to the algorithm. As one of the most successful branches in artificial intelligence technology application, expert system can simulate the thinking process of human experts by making use of the experience and expertise accumulated by experts for years, so as to resolve difficult problems that can only be settled by experts. An application scheme of expert system to PID thermostatic control is proposed by this paper for the purpose of making thermostatic control more convenient and intelligent.

L'etude porte sur un processus thermique a contre courant de type industriel (four ceramique pour la cuisson de briques et de tuiles). On a cree et installe un systeme de pilotage numerique qui a permis une amelioration du fonctionnement energetique du processus. Toutefois, cette consommation energetique minimale doit tenir compte d'une production maximale admissible. Etant donne la nature et l'etat de connaissance des problemes de conduite rencontres, etant donne les difficultes propres a l'identification des parametres du processus, la recherche d'une politique optimale de fonctionnement ne pouvait se faire qu'autour d'un concept qui autorise le melange d'informations empiriques diverses: un systeme expert d'aide a la conduite. La connaissance est repartie par centre d'interet en une structure hierarchique de modules, dont on gere apres-coup les conflits de decision inherents au decouplage artificiel de certains modules de connaissance. Pour que le systeme expert doit credible et sur, chaque module de connaissance est analyse et verifie sur le plan logique. De plus, une transformation des modules e connaissance permet de reduire considerablement le temps de reponse du systeme expert

Cette recherche étudie l’activité des enseignants de technologie. Par activité, nous entendons la prédiction de la difficulté des exercices de dessin industriel, avant la séance, et l’anticipation des difficultés que peuvent rencontrer les élèves pour résoudre ces tâches au cours de la séance. L’analyse porte sur la détermination des éléments explicatifs du processus de prédiction et d’anticipation, et les raisons des choix explicités par les enseignants en matière de difficulté.Tout d’abord, nous déterminons les caractéristiques propres des exercices de dessin industriel sur lesquelles s’appuient les enseignants pour prédire le niveau de difficulté, à partir des résultats issus d’un questionnaire soumis à une centaine d’enseignants. Ensuite, nous explicitons les facteurs propres à la situation d’interaction qui permettent aux enseignants d’anticiper les difficultés d’apprentissage des élèves à partir d’une analyse vidéographique de trois séances d’enseignement, suivi par des entretiens. Enfin, la méthodologie mixte nous permet d’analyser l’articulation des résultats obtenus lors du processus de prédiction et d’anticipation.Les résultats obtenus mettent en évidence le concept d’anticipation et de prédiction lors du processus d’enseignement-apprentissage.L’identification du processus de prédiction et d’anticipation contribue à dégager des pistes pour la réalisation future d’un dispositif de formation pour les enseignants novices.Mots clés : Enseignant
This research studies the activity of technology teachers. By activity, we mean the prediction of the level of difficulty of the industrial drawing exercises, before the session, and the anticipation of the difficulties that the pupils may meet to solve their tasks during the session. The analysis will concern the clarity and certainty of the explanatory elements of the process of prediction and anticipation, and the reasons for the choices made by teachers in terms of difficulty.First, we determine the specific characteristics of the industrial drawing exercises on which teachers rely to predict the level of difficulty, based on the results of a questionnaire submitted to about hundred teachers. Next, we explain factors specific to the interaction situation that allow teachers to anticipate learning difficulties for students from a video analysis of three teaching sessions, followed by interviews. Finally, a mixed methodology will enable us to analyze the articulation of the results obtained during the process of prediction and anticipation.The obtained results highlight the concept of anticipation during the process of teaching and learning:The identification of the prediction and anticipation process helps to identify contrivances for the future realization of a training plan for novice teachers

The doctoral thesis concerns the development and validation of the SYNOP expert system for the ergonomic evaluation and improvement of graphic views used in control rooms of industrial processes SYNOP uses a first-order inference engine and the concepts of frame and semantic network for knowledge representation. It is written in LISP language. Its knowledge bases contain ergonomic concepts for information presentation on graphic screens. Its evaluation module, as well as its expert and user interfaces, are detailed. The principles for developing and validating its ergonomic knowledge bases are explained. The thesis also describes the contribution of the SYNOP expert system to the evaluation and improvement of a graphical user interface in an industrial context. The thesis ends with several research perspectives

Dans le cours des dernières années, la traçabilité s’est positionnée au cœur de plusieurs enjeux fondamentaux pour les entreprises. Cependant, cette notion est encore aujourd’hui vue comme une contrainte, servant uniquement à respecter des impositions légales et à rappeler des produits non-conformes. Dans ce projet, nous nous sommes attachés à élargir la définition de traçabilité aux domaines de la prévision et de la protection, pour qu’elle ne soit plus perçue comme une obligation supplémentaire à assumer, mais comme un véritable argument d’avantage concurrentiel. Ces travaux de recherche sont consacrés à l’exploitation des informations de traçabilité par l’utilisation des techniques d’intelligence artificielle et de recherche opérationnelle, afin de proposer des actions d’amélioration en production et en logistique. Ils ont été menés en collaboration avec la société ADENTS International, experte en traçabilité. Ce projet est composé de deux principaux axes de travail : l’un portant sur le diagnostic de la criticité d’une production, en fonction des informations de traçabilité et l’autre sur les actions à entreprendre par rapport à ce diagnostic. Dans le premier, nous remarquons l’importance de la notion de dispersion de matières premières et des composants, ainsi que celle des écarts en termes de qualité et de sécurité. Dans le second, nous nous intéressons d’avantage à la notion de rappel de produits, visant une gestion de transformations adaptée en aval de la production, afin de minimiser ces rappels. Pour la mise en place de ces deux grandes activités, nous nous sommes engagés à proposer des modèles et des méthodes flexibles et réactives, pouvant s’adapter à la versatilité ontologique des flux d’informations de traçabilité
The recent product traceability requirements demonstrate an industrial need to improve the information management strategies within traceability systems in order to evolve from reactivity to proactivity. The aim of this work is to exploit the recently available real-time access to traceability information. We propose the utilization of artificial intelligence and operational research techniques to analyse the information and therefore suggest improvement actions. This research project is composed of two main activities: first, the diagnosis of the criticality value associated to a production regarding the traceability information and second, the actions to undertake as a result of this diagnosis. One of the issues studied in this thesis is the problem of minimizing the size of products recall. Initially the problem of raw materials dispersion minimization is analysed. Then a result of the dispersion rate along with other production criteria are evaluated in order to determine a risk level criterion in terms of quality and security that we name “production criticality”. This criterion is used subsequently to optimize deliveries dispatch with the purpose of minimizing the number of batch recalls in case of crisis. This is achieved by implementing flexible and reactive tools

Computer-aided engineering is widely used in various areas including manufacturing, requirement planning and product design. These specific CAE tools, here called expert tools, manipulate large amounts of data. Some of those data also need to be processed by other expert tools to allow a flexible collaboration between various experts. This article proposes an approach to exchange data of various formats manipulated by different expert tools through model-based technologies. The presented approach is validated by its implementation on an academic use case involving commercial industrial tools.

The complexity of modern safety critical systems is becoming higher with technology level growth. Nowadays the most important and vital systems of automotive, aerospace, nuclear industries count millions of lines of software code and tens of thousands of hardware components and sensors. All of these constituents operate in integrated environment interacting with each other — this leads to enormous calculation task when testing and safety assessment are performed. There are several formal methods that are used to assess reliability and safety of NPP I&C (Nuclear Power Plant Instrumentation and Control) systems. Most of them require significant involvement of experts and confidence in their experience which vastly affects trustworthiness of assessment results. The goal of our research is to improve the quality of safety and reliability assessment as result of experts involvement mitigation by process automation. We propose usage of automated FMEDA (Failure Modes, Effects and Diagnostic Analysis) and FIT (Fault Insertion Testing) combination extended whith multiple faults approach as well as special methods for quantitative assessment of experts involvement level and their decisions uncertainty. These methods allow to perform safety and reliability assessment without specifying the degree of confidence in experts. Traditional FMEDA approach has several bottlenecks like the need of manual processing of huge number of technical documents (system specification, datasheets etc.), manual assignment of failure modes and effects based on personal experience. Human factor is another source of uncertainty. Such things like tiredness, emotional disorders, distraction or lack of experience could be the reasons of under- and over-estimation. Basing on our research in field of expert-related errors we propose expert involvement degree (EID) metric that indicates the level of technique automation and expert uncertainty degree (EUD) metric which is complex measure of experts decisions uncertainty within assessment. We propose usage of total expert trustworthiness degree (ETD) indicator as function of EID and EUD. Expert uncertainty assessment and Multi-FIT as FMEDA verification are implemented in AXMEA (Automated X-Modes and Effects Analysis) software tool. Proposed Multi-FIT technique in combination with FMEDA was used during internal activities of SIL3 certification of FPGA-based (Field Programmable Gate Array) RadICS platform for NPP I&C systems. The proposed expert trustworthiness degree calculation is going to be used during production activities of RPC Radiy (Research and Production Corporation). Our future work is related to research in expert uncertainty field and extension of AXMEA tool with new failure data sources as well as software optimization and further automation.

Abstract:
The identification of potential failure locations in ageing topside piping equipment of offshore production and process facilities (P&PFs) requires rigorous analyses. The risk based inspection (RBI) analysis methods defined in industrial standards classify the equipment according to the risk levels. The RBI analysis carried out on the plant equipment of P&PFs identifies the systems and sub-systems according to the different risk levels. However, the sub-systems (i.e. corrosion loops) are mainly defined according to the degradation behavior of the equipment. The equipment hierarchy for P&PFs is designed based on the RBI analysis outcome. The major part of risk level evaluation is based on equipment’s probability of failure, which is related to degradation. The risk level analysis of equipment and thickness measurement locations (TMLs) within a sub-system is based on the expert engineering judgments of field experts. This analysis varies depending on the expertise of the evaluator in identifying and classifying critical TMLs in a sub-system. This manuscript illustrates an expert system using fuzzy inference systems (FISs) to identify the potential failure of TMLs in a sub-system suppressing the variation of analysis results given by different field experts. The method is illustrated by considering two degradation mechanisms (corrosion and erosion) to identify the probability of potential failure and integrating the production and process data to the FIS based expert system to generate a dynamic output.

This study examines the hypothesis of the Export-Led Growth in the seven selected Middle East and North Africa countries, the hypothesis state that export growth driven by export promotion policies enhances overall economic growth. Empirical investigations have tended to focus attention on the direction of causality between exports and economic growth using Granger causality tests. However, the empirical results based on these tests are, at best, mixed and often contradictory. The paper employs panel data analysis by utilizing the Pedroni panel cointegration, Pedroni Dynamic Ordinary Least Squares and Fully Modify Ordinary Least Squares, and Canning-Pedroni causality methods, a recent development in panel data econometrics, properties of integration and cointegration and consistency of parameters. The study considers the following three variables; Real Gross Domestic Product (GDP), Real exports (EXP) and Real import (IMP). Annual secondary data are obtained from the World Bank Development Indicator for seven MENA countries, Namely, Algeria, Egypt, Sudan, Jordan, Saudi Arabia, UAE, and Qatar. The empirical results emphasize the existence of a positive relationship between Export and GDP. Results of waled and Z-bar Group statistics indicate the long-run unidirectional causality between Export and GDP, operates from Export to the GDP. It confirms the validity of Export-led growth hypothesis of the seven selected MENA countries. Empirical evidence suggests significant policy prescriptions; these countries should focus more on supporting export orientated industries through aid-for-trade, trade-capacity building schemes and other types of policies in order to promote economic growth.

Information technology is one of the fastest growing service export industries in the world. According to information collected by LIAA (Information and Communications ..., 2018), in 2017, 40 % of Latvian information technology companies exported to the Baltic States. In 2017, the United States (further – US) was the ninth largest export partner and the 18 th largest import partner of Latvia. The US is the world’s largest software and information technology services provider, accounting for ¾ of the total global IT market. Latvian information technology companies have an interest in an information technology service exports to the US; however, currently IT companies mostly choose not to conduct market research and export strategy development. Consequently, it is necessary to evaluate the export potential of Latvian information technology services and to determine the export promotion activities of Latvian information technology services to the US. So far, there are no analysis of the Latvian IT export promotion to US that would be based on company’s needs, experience and resources available. The results of the research concluded that the export tendencies of IT services are upward and the export balance of Latvian IT services with the US is positive.

Abstract:
The paper is devoted to the analysis of the exports and competitiveness in the Baltic States from the trade in value added perspective. The main objective is to determine the differences in export patterns measured in gross terms and in value added terms and the implications on competitiveness. Focusing on the recent trend to facilitate high value added exports, the article describes high- and medium-high-tech industries as classified by the EUROSTAT in more detail. OECD database is used for the study purposes, data are analysed using different statistical methods, including the calculation of relative indicators and regression analysis. The results show that Lithuania seems to be more competitive Baltic Country in general terms, but Latvia is lagging behind in the sector of high- and medium-high-tech industries.

Abstract:
We introduce a novel apprenticeship learning algorithm to learn an expert's underlying reward structure in off-policy model-free batch settings. Unlike existing methods that require hand-crafted features, on-policy evaluation, further data acquisition for evaluation policies or the knowledge of model dynamics, our algorithm requires only batch data (demonstrations) of the observed expert behavior. Such settings are common in many real-world tasks---health care, finance, or industrial process control---where accurate simulators do not exist and additional data acquisition is costly. We develop a transition-regularized imitation learning model to learn a rich feature representation and a near-expert initial policy that makes the subsequent batch inverse reinforcement learning process viable. We also introduce deep successor feature networks that perform off-policy evaluation to estimate feature expectations of candidate policies. Under the batch setting, our method achieves superior results on control benchmarks as well as a real clinical task of sepsis management in the Intensive Care Unit.
