Abstract:
The multidimensional open epistemological active network MOGAN is the basis for the transition to a qualitatively new level of creating logical artificial intelligence. Mivar databases and rules became the foundation for the creation of MOGAN. The results of the analysis and generalization of data representation structures of various data models are presented: from relational to "Entity — Relationship" (ER-model). On the basis of this generalization, a new model of data and rules is created: the mivar information space "Thing-Property-Relation". The logic-computational processing of data in this new model of data and rules is shown, which has linear computational complexity relative to the number of rules. MOGAN is a development of Rule - Based Systems and allows you to quickly and easily design algorithms and work with logical reasoning in the "If..., Then..." format. An example of creating a mivar expert system for solving problems in the model area "Geometry"is given. Mivar databases and rules can be used to model cause-and-effect relationships in different subject areas and to create knowledge bases of new-generation applied artificial intelligence systems and real-time mivar expert systems with the transition to"Big Knowledge". 
 The textbook in the field of training "Computer Science and Computer Engineering" is intended for students, bachelors, undergraduates, postgraduates studying artificial intelligence methods used in information processing and management systems, as well as for users and specialists who create mivar knowledge models, expert systems, automated control systems and decision support systems.

The purpose of the monograph is to create a methodology, combined expert and simulation models, as well as algorithms and software-modeling tools for reconstruction and examination of accident events for automating decision-making by an expert center employee.
 The methodology of combining and algorithms of joint work of an expert system based on logical artificial intelligence (mivar approach) and a simulation system for solving problems of reconstruction and examination of road accidents are developed; model reconstruction and examination of the accident in the formalism of the knowledge base bipartite oriented mivar nets, including analysis formulas braking qualities of the vehicle, determining the speed of a car's performance in terms of specific DTS, the formula for calculating different occasions: - slip car when braking, driving on curved sections of the road, hitting a car on the pedestrian in uniform motion and unlimited visibility; a method of generation of interfaces for designer expert systems based on the concept of mivar approach; special software in the form of expert systems "Analysis of road accident" in order to reduce the complexity of the process of calculating the disputed accidents, errors in the calculation and improve the accuracy and objectivity of the results obtained and the speed and quality of the calculations.
 It can be useful to specialists of expert institutions, insurance companies, educational institutions in the field of expertise, as well as unmanned vehicles in terms of objective analysis and examination of road accidents.

Abstract:
This book investigates political thought under the conditions of the postwar welfare state, focusing on the Federal Republic of Germany (1949–89). It argues that the welfare state informed and altered basic questions of democracy as those institutions take on broader and more concrete forms after the 1950s. These questions were especially important for West Germany, given its recent experience with the collapse of capitalism, the disintegration of democracy, and National Socialist dictatorship after 1930. Three central issues emerged. First, the development of a nearly all-embracing set of social services and payments recast the problem of how social groups and interests related to the state, as state agencies and affected groups generated their own clientele, their own advocacy groups, and their own expert information. Second, the welfare state blurred the line between state and society that is constitutive of basic rights and the classic world of liberal freedom. Rights became claims on the state, and social groups became integral parts of state administration. Third, the welfare state potentially reshaped the individual citizen, who became wrapped up with mandatory social insurance systems, provisioning of money and services related to social needs, and the regulation of everyday life. This book describes how West German experts sought to make sense of this vast array of state programs, expenditures, and bureaucracies aimed at solving social problems. Coming from politics, economics, law, social policy, sociology, and philosophy, they sought to conceptualize their state, which was now social (one German word for the welfare state is indeed Sozialstaat), and their society, which was permeated by state policies.

This chapter explores the role of the political settlement in shaping outcomes of land investments by analysing struggles in key sectors of the economy. Land reform during the socialist period had far-reaching implications for the political settlement. Reforms to land rights under liberalization involved strengthening land markets; however, the state continued to play a significant role. Corruption within formal land management systems became prevalent during the period of high growth. Vietnam experienced a rapid growth in export agriculture but, in contrast with stable property rights for smallholders, Tanzania’s efforts to encourage large land investments were less successful. Industrialization in both countries generated new forms of land struggles that were influenced by the different distributions of power between the state, existing landowners, and investors.

The ambiguities of the globalized economy—epitomized by growing levels of inequality exacerbated by the 2007–8 financial debacle—have generated a feeling of disbelief towards experts and hostility towards elites. Financial elites, in particular, have become one of public opinion’s favourite targets because of their responsibilities in triggering the financial crisis, the very high compensations enjoyed before and after the 2008 Lehman collapse, and the relatively obscure nature of their activity. What has been the role played by financial elites (and financial experts) in different European societies and markets over time? What have been their links with other national/international elites? What has been their contribution to the recent financial collapse, and how does this compare to previous crises? How have financial elites adjusted to, or influenced, the process of evolution of the financial system’s regulatory framework over time? This book—a collection of chapters dedicated to the European financial elites—answers these questions through historical comparisons and country and cross-country case studies. The volume provides a timely contribution to the current debate on the role of financial elites/financial experts within society and the markets. The focus on European bankers complements the post-crisis literature mainly focused on American (or Anglo-Saxon) bankers and allows for a fruitful comparison between the two sides of the Atlantic Ocean.
