Abstract:
When investigating and hearing criminal proceedings, civil and administrative cases in courts, there is a need for special information in thefield of commodity science. Such information is obtained during commodity expertises. Analysis of the stages of forensic commodity expertise in the current legislation shows the presence of a significant number of problems at certain stages of study, which requires effective resolution in accordance with current regulatory and technical parameters and prospects for further development in Ukraine. As practice shows, forensic commodity expertises are often appointed, the subject of which is to determine the market value of objects on the date in the past. If the necessary documents are available, the difficulty of providing conclusions about the value of the objects of study is due to the lack of initial data on the market of such property. This is due to the fact that there are very few publicly available sources where you can find archival information on the price of a product on the date in the past, especially if it concerns specialized property, or property whose sale and purchase market is limited. That is why the article purpose is to highlight peculiarities of the determination of value of goods at the date of past within the framework of the commodity expertise. A t the present stage in Ukraine there are no meaningful studies and regulations on conducting the commodity expertise to determine the value of goods in the past, so this issue needs further study to create a unified and comprehensive approach while conducting the commodity expertises on the value of goods at the date of the past and development of a methodology that will be used in forensic expert practice during the conduct of commodity expertises, to ensure the systematization and methodological uniformity of the expert practice, reducing the complexity and time spent during expertises. Thus, the formation and development of property valuation are possible only in market conditions with a clear definition of the role and place of the state in matters of pricing and legal regulation of entrepreneurial activity. In addition, it is necessary to develop ways to improve the effectiveness of research that could provide the necessary conditions to protect professional competence of a forensic expert for appealing expertise results in court.

Abstract:
The multiple, different and specific expertises are often needed in making YES-or-NO (YES/NO) decisions for treating a variety of business, economic, and agricultural decision problems. This is due to the nature of such problems in which decisions are influenced by multiple factors, and accordingly multiple corresponding expertises are required. Fuzzy expert systems (FESs) are widely used to model expertise due to its capability to model real world values which are not always exact, but frequently vague, or uncertain. In addition, they are able to incorporate qualitative factors. The problem of integrating multiple fuzzy expert systems involves several independent and autonomous fuzzy expert systems arranged synergistically to suit a varying problem context. Every expert system participates in judging the problem based on a predefined match between problem context and the required specific expertises. In this research, multiple FESs are integrated through combining their crisp numerical outputs, which reflect the degree of bias to the Yes/No subjective answers. The reasons for independency can be related to maintainability, decision responsibility, analyzability, knowledge cohesion and modularity, context flexibility, sensitivity of aggregate knowledge, decision consistency, etc. This article presents simple algorithms to integrate multiple parallel FES under specific requirements: preserving the extreme crisp output values, providing for null or non-participating expertises, and considering decision-related expert systems, which are true requirements of a currently held project. The presented results provides a theoretical framework, which can bring advantage to decision making is many disciplines, as e.g. new product launching decision, food quality tracking, monitoring of suspicious deviation of the business processes from the standard performance, tax and customs declaration issues, control and logistic of food chains/networks, etc.

O objetivo precípuo do artigo é compreender sistemicamente o processo de conversão do conhecimento tácito em conhecimento explícito do Agente Universitário da Unioeste. Toma-se como objeto de estudo o Plano de Desenvolvimento do Agente Universitário (PDA) proposto pela Pró-reitoria de Recursos Humanos e pela Reitoria da Unioeste em outubro de 2012. A estratégia de pesquisa foi o uso do Estudo de Caso e do Modelo SECIde conversão do conhecimento de Nonaka e Takeuchi. O artigo foi construído teoricamente ancorado na gestão do conhecimento e no paradigma sistêmico de compreensão do mundo. Os resultados da pesquisa apontam que de fato, a transformação de expertises individuais em expertises coletivas aumentam a capacidade organizacional nos aspectos de eficiência, eficácia, economicidade e efetividade no alcance de resultados organizacionais. Abstract:
The article is devoted to the study of the peculiarities of linguistic expertise in the judicial process. The scientific work characterizes the concept of linguistic expertise, highlights the types of linguistic expertise, analyzes the features and differences of semantic-textual and author expertise, identifies the objects of expertise, describes the range of questions posed for linguistic expertise. It has been established that the linguistic expertise of speech plays an important role during the investigation of criminal proceedings and the consideration of court cases, and its conclusions serve as a basis for protecting the interests of the state and its citizens. It is noted that the forensic semantictextual expertise of the text within the framework of court proceedings is carried out in accordance with the norms defined by the Instructions on the appointment and conduct of forensic expertises and expert studies and Scientific and methodological recommendations on the preparation and appointment of forensic expertises and expert studies, approved by the order of the Ministry of Justice of Ukraine. In turn, the legal nature of linguistic expertise is due to the availability of special knowledge in the field of science, which allows establishing or refuting facts that are of great importance in the consideration of a court case and the resolution of a dispute. It has been analyzed that the direct theoretical study of linguistic expertise does not allow to form a holistic and objective idea about its nature, as well as its importance in the process of law enforcement and establishing the truth in the case. In particular, the procedural procedure for the appointment of a linguistic expertise was clarified, and the judicial practice regarding the consideration of cases in which a linguistic expertise was appointed was analyzed.

Abstract:
Criminalistic/forensic expert examination of documents is a segment of criminal technique, i.e. forensic science. In modern countries, these activities are undertaken by highly specialized services that are frequently under the control of various security structures (judiciary, police, immigration services, etc.). In Bosnia and Herzegovina (as well as in the countries of the former Yugoslavia), these jobs have traditionally been associated with police agencies whose actions fall into the sphere of criminal techniques (more recently, forensics). Certain methods of behaving, ways of functioning, as well as processes linked to staff training and ways of acting within individual activities of this sort of expertise, have been formed via the accomplishment of the aforementioned duties. The purpose of this article is to introduce the field of criminal expert examination of questioned documents, namely the knowledge and conditions that a welltrained expert in this field should have. Furthermore, the work demonstrates in greater detail how the necessary insights and knowledge should be gathered. The fundamental reason for this work´s theme is the goal to describe this field from the standpoint of modern science, profession, and established standards that are used around the world. Another motive is the goal to explain the settings of this sector in a scientific and practical manner from the standpoint of international experience. Specifically, the article will examine some of the international standards and procedures for this field of expertise. The preceding study will be based on a survey of comparative literature as well as an examination of the standards and practices of organizations such as: The Scientific Working Group for Forensic Document Examination (SWGDOC), American Board of Forensic Document Examiners (ABFDE), American Academy of Forensic Sciences (AAFS), American National Standards Institute (ANSI), The American Society of Questioned Document Examiners (ASQDE), Southwestern Association of Forensic Document Examiners (SWAFDE), Southeastern Association of Forensic Document Examiners (SAFDE) and The European Network of Forensic Science Institutes (ENFSI).

IntroductionThe transgression of the law can be a deliberate act by a lucid adult, but it can also be the result of a deficiency in judgment and discernment due to lack of age or insanity. Psychiatric expertises are more and more solicited in the penal field with the objective of identifying the causal link between mental illness and the criminal act.ObjectivesThe objective of this work was to give an overview of the subjects expertised, the offences and the pathologies encountered through the report of a psychiatric expertise activity in criminal law.MethodsIt is a retrospective descriptive study carried out on the criminal psychiatric expertises made for a forensic act in the psychiatric department of Mahdia during the period from January 1, 2003 to March 30, 2022.ResultsIn total, we collected 101 defendants. The average age of our study population was 35±12.07 years. The majority of our study sample was male (98%), from an urban area (50%). 46.6% had primary education and only 11.2% had higher education.The defendants were single in 57.8% of the cases, and almost half (45.7%) had no occupation. Two-thirds of the accused (61.2%) had experienced emotional deprivation at a young age. The problematic use of psychoactive substances was found in 10.3%, as well as alcohol consumption in 46.6%. Moreover, 39.7% of the patients had a personal psychiatric history and 19% had been incarcerated at least once. The forensic acts were mostly against people (62.9%) dominated by physical aggression (33.6%) followed by homicide or its attempt in 19% of the cases. The majority of patients were not related to their victims (62.1%). The nosographic diagnosis found was a personality disorder in 32.75% of cases, followed by schizophrenic disorders in 22.4% of cases.ConclusionsPsychiatric expertise is a useful, complex and noble clinical act. Determining the predictive factors of a possible acting out allows to specify the objectives of interventions aiming at limiting the acts of violence, hospitalizations and incarcerations of patients suffering from mental disorders.Disclosure of InterestNone Declared

Business, economic, and agricultural YES-or-NO decision making problems often require multiple, different and specific expertises. This is due to the nature of such problems in which decisions may be influenced by multiple different, relevant aspects, and accordingly multiple corresponding expertises are required. Fuzzy expert systems (FESs) are widely used to model expertises due to their capability to model the real world values, which are not always exact, but frequently vague, or uncertain. In this paper, different expertises relevant to the decision solution are modelled using several corresponding FESs. These systems are then integrated to comprehensibly judge the YES-or-NO binary decision making problem, which requires all such expertises. This integration involves several independent and autonomous FESs arranged synergistically to suit a varying problem context. Then, the main focus of this paper is to realize such integration through combining the crisp numerical outputs produced by multiple FESs. The newly developed methods MPDI and WMPDI are utilized to combine the crisp outputs of multiple parallel FESs, whilst weights are determined through the analytical hierarchy process (AHP). The presented approach of utilizing the proved efficient MPDI combining criteria along with AHP will encourage practitioners to take advantage of integration and cooperation among multiple numerically outputting knowledge sources in general.

Abstract:
Introduction. The aim of the article is to show the socio-philosophical basis of humanitarian expertises and to demonstrate an important role of these technologies in the life of society and the world for solving of current socio-cultural dilemmas. We set ourselves the following tasks: to conduct a socio-philosophical justification of the theoretical foundations of moral expert science, to define three types of humanitarian expertises, to identify the range of their application, to show the significance of their application for society and for professional organizations.Methodology and sources. This work methodologically is based on a socio-philosophical analysis of the works of well-known sociologists and philosophers of the ХХ–XXI centuries who created the foundation for humanitarian expertises as well as on a comparative analysis of the three expertises with the identification of their deferential characteristics.Results and discussion. Thanks to the developed methods and methodologies in sociology, cultural studies, etc., various new approaches were created for the scientific study of the society problems and the consequences of the influence of scientific and technological progress on it. These methods and methodologies which are the basis of humanitarian technologies, allowed us to step over the individual subjectivity and to consider objectively socio-cultural phenomena, based on facts and on the justification of social action. Suggested by Emile Durkheim’s practical sociological method of investigating facts made it possible to combine the forces of specialists in different fields to identify the causes of the appearance of normal and pathological factors and to analyze them. Whereas, M. Weber outlined the methodological foundations of social action with the help of them it is possible to objectively identify the main actions developed by this society. The methods and techniques formed the basis of the humanitarian technologies of three examinations: socio-humanitarian, humanitarian and ethical. There is still no term under which they can be combined so the author’s this article proposed the term – humanitarian. The humanitarian is from the word humanity (humanity), that is, what is inherent in all people including society and its actions. Functional analysis of social and cultural products by Robert Merton and show of ethics micro and macro order by George Ritzer had formed the foundation for modern humanitarian expertises: social humanitarian, humanitarian and ethical.Conclusion. When the role of science in the life of society becomes dominant, it is necessary to have such methodologies with which it will be possible to control the illegal use of scientific achievements, to identify unethical behavior of scientists. The main focus of these expertise is to control the illegal activities of professionals, to protect the interests and health of people.

Cette contribution interroge le rôle des experts dans l’évaluation de l’incapacité de travail, dans les divers secteurs de la protection sociale. Observant que l’incapacité de travail, telle qu’elle est définie, est en réalité insaisissable par la science, elle soumet au débat l’opportunité d’un barème qui intégrerait les choix sociétaux implicites de l’évaluation, rendant à l’expert sa vraie place dans la procédure .

Abstract:
Business, economic, and agricultural YES-or-NO decision making problems often require multiple, different and specific expertises. This is due to the nature of such problems in which decisions may be influenced by multiple different, relevant aspects, and accordingly multiple corresponding expertises are required. Fuzzy expert systems (FESs) are widely used to model expertises due to its capability to model real world values, which are not always exact, but frequently vague or uncertain. In this research, different expertises, relevant to the decision solution, are modeled using several corresponding FESs. Every FES produces a crisp numerical output expressing the degree of bias toward “Yes” or “No“ decision. A unified scale is standardized for numerical outputs of all FESs. This scale ranges from 0 to 10, where the value 0 represents a complete bias ”No“ decision and the value 10 represents a complete bias to ”Yes“ decision. Intermediate values reflect the degree of bias either to ”Yes“ or ”No“ decision. These systems are then integrated to comprehensibly judge the binary decision problem, which requires all such expertises. Practically, the main reasons for independency among the multiple FESs can be related to maintainability, decision responsibility, analyzability, knowledge cohesion and modularity, context flexibility, sensitivity of aggregate knowledge, decision consistency, etc. The proposed mechanism for realizing integration is a hierarchical fuzzy system (HFS) based model, which allows the utilization of the existing If-then knowledge about how to combine/aggregate the outputs of FESs.
