Abstract:
Support for export activities has been the focus of the Government of the Federal Republic of Germany for many years. Since the launch of the «three pillars system» in 1971, considerable experience has been accumulated in testing and implementing export support mechanisms. An important feature of the German export support system is the significant role, in addition to state institutions, of «intermediary organizations» – such as the AHK, GTAI, GIZ and others. In many ways, the success of German exports is due to the effective interaction of government agencies, private business and advisory / public associations. Germany’s systematic approach to implementing the policy of supporting export-oriented SMEs in priority export industry areas deserves special attention. The purpose of the article is to identify the strengths of the German export support system. The study of the accumulated foreign experience may be of interest for the further development of domestic exports, including in the context of the ongoing reform of the relevant institutions for supporting and facilitating export activities.

Abstract:
Regions are active participants of foreign economic activity, with their contribution to the total export being significant. Therefore, data analysis of the volume and structure of exports and investments is important for determining the efficiency of support measures and for elaborating a further development strategy. A review of scientific sources demonstrates the role of investment and government support in stimulating exports. This article examines the efficiency of regional export support measures and their correlation with investments. Statistical data on exports, investments, and government support measures from 2012 to 2022 is compared. The research demonstrates the performance of the Irkutsk Region Export Support Center in the following spheres: in supporting exporters in concluding export contracts, in stimulating export activities of small and medium-sized enterprises, in engaging new exporters in foreign economic activities, as well as in promoting export diversification. Data on the increase in the share of nonresource, non-energy goods in the structure of the region exports confirms the efficiency of the undertaken supporting measures. The performance of the Export Support Center indicates its increasing popularity and efficiency. Moreover, the increasing number of exporters and the volume of export contracts demonstrates the positive impact of supporting measures on the export sector development and regional economy competitiveness. After considering the three main drivers of economic performance, i.e., consumer demand, exports, and investment, it can be concluded that the regional authorities use levers of influence over the latter two factors.

Abstract:
Export is crucial for economy. It influences the level of economic growth, balance of payment and social welfare among many others. Therefore, increase in exports often becomes one of the main objectives of governments. This raises the question of how to support export activity of the companies in order to ensure the expected increase in export. Approaches towards this problem differ significantly. The fact that this support is covered mainly from public funds raises the question of the justifiability and effectiveness of such assistance. The aim of this paper is to investigate whether to support export activity at all, and if so, how to do it effectively. To achieve the goal of the article the author analyzed both Polish and foreign literature, with special emphasis on the newest trade theories. The Author analyzes secondary data describing factors that determine export activity, describes the profile of a company becoming an exporter and investigates actual connection between the offered support and the increase in export activity.

Abstract:
Promotion of domestic companies interests abroad is the main task of economic diplomacy. Promotion of domestic goods and services in foreign markets ensures the coun- try's stable position in the world economy and economic stability within the state. Following economic boost, world trade and especially export growth may ensure not only country's economy growth, but also citizens welfare through mechanisms for reallocating funds. Value-added exports development in Russia has been brought to the rank of one of the key government goals. Russia has an export promotion institutions system. Some institu- tions have long history. Others have been created recently and based on foreign practices. The Russian government has developed the national project "International cooperation and export", it sets the goal to ensure export growth through effective interaction of existing institutions. The article reviews the foreign and domestic practices of export support through financial and non-financial instruments. They include market analysis tools, exhibition support, popu- larizing exports within the country, various export credit and insurance instruments pro- tecting the exporter from political risks in foreign markets. Author analyzes the legislative framework of key support measures and possible ways to improve efficiency by eliminating duplication in various institutions functions. It should provide a synergistic effect boosting their efficiency. The methodology of the study is based on a comprehensive analysis of the modern export promotion institutions system in Russia and abroad, a regulatory analysis of fundamental documents and a comparative analysis of export support measures. The extensive research subject has provided the usage of an interdisciplinary approach covering economic and po- litical research.

Abstract:
Purpose – The purpose of this study is to analyze the impact of official export finance supported by the Export-Import Bank of Korea on Korea's exports. In particular, in order to differentiate from previous studies, the detailed size, as well as the long-term and short-term effects of export financing support on exports, were analyzed. Design/Methodology/Approach – In this analysis, an Export Demand Function Model was introduced. Prior to the empirical analysis, a unit root test and cointegration test were conducted. As a result of the pretest, it was found that the variables included in the analysis were I (1), and the cointegration vector did not exist. Based on these results, a Vector Autoregressive (VAR) model was established. Findings – As a result of estimating the impulse response function, it was found that when an official export finance shock was applied, exports gradually increased from the time of the shock to the third period, and then the increase slowed and converged to zero. As a result of the variance decomposition analysis, the export financing support amount began to show explanatory power in export fluctuations from the second period, and showed about 2.5% explanatory power from the third to the tenth period. Research Implications – It was confirmed that export finance provided to exporting companies plays an important role in helping to promote exports. Therefore, the government and financial institutions should support exporting companies by providing active export financing support, along with export promotion policies.

Abstract:
This article discusses the best foreign experience in stimulating the export of New Zealand dairy products. A retrospective analysis of the composition and structure of the country’s dairy exports has been carried out. The stages of reforming the agrarian policy are systematized. Targeted programs of public-private cooperation for the development of the dairy sector have been considered. It was revealed that long-term primary partnership programs are used as support tools, the implementation of which made it possible to introduce innovations in the production and processing of milk, feed production, and marketing. The increase in the number of trade agreements contributes to the expansion of the geography of deliveries and the dynamic increase in the volume of export of products. Recommendations for the development of domestic dairy exports are proposed.

Abstract:
Despite the ongoing sanction regimes, the Russian Federation is seeking to enhance the competitiveness of tradable goods and, hence, expand the international trade, increase exports and provide legal support for export crediting as a guarantee for maintaining the active trade balance of the country. until now the regulatory framework for export crediting in the Russian Federation is not complete: certain provisions of the Russian and international law related to the area under study need harmonization. In this paper, the author examines the compliance of the terms of the OECD Arrangement on Officially Supported Export Credits with the regulatory framework governing export crediting in the Russian federation. The paper analyzes the Russian legislation, strategic planning documents and in-house documents of organizations that form the national export support system. The analysis revealed the lack of legislative consolidation of export development in the Russian Federation, with regulatory issues reflected in non-core documents. The problem solution lies in improving the regulatory framework for support of export crediting so as to reduce the country risk and enhance the national competitiveness.

Abstract:
We investigate the impact of Brazilian state financing to exports – Proex, Exim and Drawback – on the performance of firms in foreign trade between 1998 and 2007. We focus on the i) risk of abandonment of export activity; ii) number of destinations; and iii) export value. Through a quasiexperiment with a unique dataset of Brazilian firms entering foreign markets, we find a positive relationship between export programs and the intensive and extensive export margins, as well as with persistence in international trade, although not all three programs are effective. Supported firms had their chance to keep exporting augmented between 4% and 13%, increasing their number of destinations by up to 43% and the export value between 74% and 90%. The results suggest that financial constraints may limit the export potential of firms and highlight the importance of the government’s export promotion policies, mainly in developing countries which systematically suffer from credit market failures.

Abstract:
Globalisation in general and trade liberalisation in particular have impacted on many areas of industrialised governments’ foreign economic policy. Export support is an area which is inevitably affected by trade liberalisation, as governments are expected to decrease their intervention into exports in the name of barrier-free(er) trade. However, if one considers that the 1990s and 2000s have seen governments expanding their trade promotion agencies, increasing funding for export support provision and developing a range of new export support programmes, it is easy to recognise that government export support seems to have grown, rather than diminished over the past decade. This thesis investigates the complex influences of the world trade regime, to create a nuanced picture within globalisation theories - which ultimately explains the paradox of growing government support in the era of deepening trade liberalisation.

Abstract:
Diploma thesis focuses on an issue regarding the state interventions into market economy and provides the explanation, how does different economic ideas approach this issue and whether they support or deny the state interventions. It focuses in detail on support that is provided towards exporting companies. Czech Republic has two export credit agencies, firstly Export Guarantee and Insurance Corporation (EGAP) and secondly Czech Export Bank (CEB). This diploma thesis analyses only EGAP´s structure and quantifies the impact of its existence on Czech economy. In a first part we analyze historical evolution of ideologies that deals with state interventions and market failures in connection with support for exporters. It continues by description how international institutions like WTO or OECD work. Rules for export credit agencies, which summarize Consensus OECD, are closely analyzed. From this point forward the practical part begins to focus on EGAP´s structure. Firstly we describe the mechanism of support through the specific insurance products for exporters, following by analysis of uncommon structure of premium rate. The diploma thesis presents EGAP´s different approach in areas of regulation, structure of shareholders and uncommon risks insuring from regular commercial insurance company. In the last part we describe the procedure of evaluating the output of EGAP´s support for its whole existence. The analysis measures the profits and losses in related areas that were supported by EGAP´s insurance products. Mainly these areas are following: Accumulated loss of EGAP, The amount of profit amongst supported exporters, The amount of profit amongst financing banks and in the end the analysis of the positive impact on the unemployment in Czech Republic. The result should show, how convenient is for government to possess such an institution, especially nowadays when all developed countries do own similar institutions.

Abstract:
This thesis is focused on the development of the support of exports in the Czech republic. The Czech republic is a relatively small country which means it needs international trade to be able to satisfy domestic demand because of the lack of resources. In the early 90's the Czech republic was a transforming economy with no measures of export support. Because the czech exporters needed the public support to succeed on foreign markets, all the financial and non-financial measures of the export support had to be implemented from the beginning. To support the export, the country concluded contracts about trade liberalisation, provided information and assistance services for exporters and provided also financial and insurance services with the state assistance. The thesis is divided into several parts according to the periods of implementation of the export support. In the first two periods till 2002 there was not a unified system of providing the export support, the state institutions did not cooperate enough and the whole support system has been developing till the present. Since 2003 the Czech republic has had a conception of the export support that stipulates conditions of functioning of the export support system and it includes the ways how to improve this system.

Malik, Mohammed Ehsan. "Export marketing support activity : a study on supporting export promotion programmes (EPPs) in Pakistan." Thesis, University of Leicester, 1998. http://hdl.handle.net/2381/31125.

Full text
Abstract:
Export marketing support services offered by the government and other agencies, particularly in developing countries, seem well-suited to exporting firms for their involvement in foreign markets. The effects of governmental export marketing support on firms' exporting activity is found a limited researched issue in international marketing, particularly the measurement of the effects of export promotion programmes (EPPs). Such programmes specifically are directed at assisting exporters' export market entry. The study addresses the role and effectiveness of export marketing support as the acquisition of such support is influenced by management's orientation and information search and use behaviour (Reid, 1984; Katiskeas and Piercy, 1993). The analysis involves:;1- A comparison of the sample groups of programmes' users (UEP) and programmes' non-users (NUEP). 2- A detailed investigation of the export promotion programmes (EPPs) in export market entry. Overall, the thesis findings suggest that certain behavioural differences exist between firms using export promotion programmes (EPPs) in their export market entry and the firms not using EPPs. But no difference was found as far as export performance of both sample groups is concerned. However, users of programmes seem more organised and proactive in export marketing activity. Measurement of the effectiveness of export promotion programmes (EPPs), however, appears complicated by a variety of factors which could not be clearly attributed to the use of EPPs. Such programmes are seen as having a lasting effect on the exporting firms' export market involvement. Although the role of export promotion programmes must be seen as complementary to firms' export marketing efforts in general, these are accorded importance in export market entry.

Abstract:
AbstractThe Dutch Republic underwent a process of state formation, accelerated economic growth and military reforms during the Eighty Years War. In particular between 1585 and 1621, Dutch merchant-entrepreneurs built up a burgeoning arms industry and sector of arms exports. These exports required a system of passports, still an under-researched theme in current literature, organized by the States-General and admiralties in order to support exports to neutral and allied states, but to forestall these did not fall into enemy hands. In particular, the system of passports shows how merchants, acting as intermediaries between allies and the States-General and the admiralties, could meet the volatile demand of war materials. As a result, the supply side of the export market was oligopolistic, but the composition of the group of oligopolists varied depending on the region and the prevailing market conditions in question. From this study it can be concluded that the system of export control had only a limited effectiveness regarding the creative arms exports to Spanish Habsburg destinations, due to divergent central and local interests. However, the major part of the Dutch arms exports flowed to allies such as France, Venice, Sweden and the German protestant states. Dutch merchants provided them with batches of strategic materials and total package-deals of armaments for entire army and navy units. From 1621, the States-General supported these transactions by supplying war materials from the state arsenals fostering timely and largescale deliveries, meeting volatile demand conditions.

Abstract:
This study deals with defining the link between logistics performance scores (LPI index) and export growth. The main aim of the paper is to evaluate the influence of logistics performance on the expansion of countries' exports, utilising the LPI index and its components, such as infrastructure quality, ability to track and trace consignments, ease of arranging competitively priced shipments, or efficiency of the customs clearance process. Poisson pseudo-maximum likelihood estimators with fixed effects were used to estimate gravity models as the core method of application. The results of the research suggest that higher logistics performance impacts export growth, while increasing the similarity of the overall LPI between countries supports more intensive bilateral trade flows. The study thus emphasises the importance of improving logistics efficiency as a tool to strengthen countries' export performance and support their global competitiveness.

Abstract:
The research studies the international marketing strategies of agri-food companies engaged in export. The aim of the study is to form a methodological basis for the selection of an international marketing strategy for the export of an agri-industrial company. The main research method of study is content analysis. The paper provides an example of Slovak agri-food companies engaged in the export of their own brands. The results of the study show that for agri-food companies, the most productive type of strategy is the strategy of growth and support of their own trademark. The developed model for substantiating the selection of an international marketing strategy of an agri-food company can serve as a tool for market penetration or adaptation, as it allows for step-by-step adjustments to the developed sales strategy of behavior in foreign markets in accordance with changes in the market situation.

Abstract:
Abstract Corrosion management is a critical component of pipeline integrity, aimed at preventing or mitigating the degradation of pipeline materials. The scope of the study is to conduct a corrosivity study and confirm corrosion management strategy of several pipelines that are part of Low Pressure (LP) gas grid that export excess wet gas from several production stations to a compression station. The study support assessment of pipelines with lack of design document that state the internal barriers and considers criticality of these pipelines along with its historical legacy. It was required to define the requirement of internal corrosion barriers by taken into consideration the pipeline service, corrosion prediction and assessment, along with available inspection data for several pipelines. The method of this study is to carry in depth assessment to all aspects of corrosion modeling, corrosion monitoring, corrosion inspection, as process modeling. A review of internal corrosion and degradation threats to grid system pipelines may be contingent upon including humidity and corrosivity prediction modeling (LarktonTM CO2 and Hydrocor) using current process conditions. Furthermore, a thorough review of the available NDT data and the available In-Line Inspection data (where applicable), available intrusive corrosion monitoring device data, and current cleaning pigging frequencies.

Abstract:
This paper aims to explore export potentials of Kyrgyzstan and proposes possible measures to increase it. Comparative factor endowment estimations show that export production of Kyrgyzstan is labor-intensive. Therefore, promotion of labor-intensive sectors of the economy is important for growth of the export. Thus, determination and promotion of relatively advantageous sectors of the economy are most important measures. In particularly promotion of textile and processing industries are characterized as significant among other sectors of the economy. Development of export potentials necessitates special state support and advisory agencies. Further acceleration of integration process with other Eurasian economies is expected to positively contribute to growth of the export. However, recent socio-political developments in Kyrgyzstan have shown that stability and provision with security are fundamental factors for development of export potentials.

Abstract:
Nowadays, there are a sufficient number of different web-based conference support systems. Many of them are provided as services both commercial and free. These systems implement various functions that are aimed at supporting the full life cycle of the conference. However, these systems do not implement the possibility of preparing metadata of conference proceedings for export to external information resources, which does not allow solving the problem of rapid dissemination of research results. The article proposes an approach to the development of conference information support services based on an integrated approach with the implementation of the function of generating metadata of conference proceedings for subsequent export to external information resources that do not support automated metadata exchange. We have presented a functional scheme of interaction of the main elements of the complex information space of the scientific conference "Internet and Modern Society". The necessity of further development of this space is substantiated.

Cruz, Marcio. Do Export Promotion Agencies Promote New Exporters? Inter-American Development Bank, April 2014. http://dx.doi.org/10.18235/0011636.

Full text
Abstract:
Do export promotion agencies (EPAs) impact the probability of non-exporting firms to export? In the last decade many countries have introduced EPAs to support their firrms in order to deal with asymmetric information problems and make feasible additional gains from trade. Some recent studies have found that the support of EPAs has been effective with respect to the intensive and extensive margins of trade. Nevertheless, due to the lack of information on non-exporting firms, few of them analyze their impact on the probability of promoting new exporters. This paper evaluates the impact of the Brazilian Trade and Investment Promotion Agency (Apex-Brasil) on firms' export status using a unique firm-level dataset which covers the full manufacturing sector in Brazil. In order to identify the impact of Apex's assistance on firms' export propensity this paper relies on a procedure of matching difference-in-difference estimators. The empirical results show evidence of the program's positive impact on the probability of promoting new exporters. Also, the effect is heterogeneous according to firms' size categories and sectors. Although the evidence of positive effect is robust, the low propensity to export for both the treated and the control groups reinforces the importance of other firms' determinants (e.g. productivity) widely emphasized by trade literature.

Abstract:
Analyzing how Georgia can diversify its exports, this report shows how it could potentially ramp up its pharmaceutical, apparel, jewelry, and almond exports, and assesses how an effective export strategy would drive more resilient economic growth. Based on stakeholder interviews, it considers the trends, value chains, and opportunities for each of the high potential sectors and explores how Georgia can leverage its location, favorable business environment, and free-trade agreements. Emphasizing the need for greater innovation and strong government support, it recommends taking a “Team Georgia” approach that centers on building an ecosystem to improve export promotion, increase target market access, and support exporters.

Smallridge, Diana, and Malcom Stephens. A Study on the Activities of IFIs in the Area of Export Credit Insurance and Export Finance. Inter-American Development Bank, September 2002. http://dx.doi.org/10.18235/0008568.

Full text
Abstract:
Export Credit Agencies (ECAs) play a role of central importance in international trade and investment flows. ECAs are a vital part of the infrastructure supporting trade and have often been considered to be a critical component in a nation's export-led growth strategy. The basic role of an ECA is to support and encourage exports and outward investment by insuring international trade and investment transactions and, in some cases, providing finance directly. One of the most common and most challenging problems that ECAs face is what to do about small exporters. Small exporters are a significant and politically sensitive subject in most countries for various reasons and not necessarily because they make a substantial or potentially substantial contribution to total exports. Facilities tailored to small exporters may be costly to operate largely because of diseconomies of scale: administrative costs per contract may be as high as those for larger exporters, yet income per contract is likely to be lower. The International Financial Institutions (IFIs) have played an increasingly active role in the area of export credit insurance and finance, but the extent and nature has varied significantly between individual IFIs. Helping to establish and support an ECA in the difficult early days has been recognized as an important role for IFIs. Moreover, IFIs can play a part in helping to address gaps in the availability of trade finance and working capital -especially for Small and Medium-Sized Enterprises (SMEs)- which can exist and which can be helped by trade facilitation arrangements of various kinds. IFIs have been active in developing programs to assist in national and regional trade development and facilitation efforts. Access to and availability of appropriate financial tools, including export credit facilities, have been components of some of these efforts. IFIs, even with their relatively modest involvement in supporting the export credit field, have taken a variety of different approaches. With trade a key agenda item for IFIs, it seems inevitable that there will be a continuing and even growing focus on trade finance systems, including export credit schemes. Looking at the experience of other IFIs, it seems that the most successful facilities and initiatives were designed to meet specific rather than general objectives problems; and worked with existing market practices and documentation and did not seek to reinvent mechanisms or to apply unduly complicated documentation or practices.

Abstract:
Empirical analyses that rely on micro-level panel data have found that exporters are generally less pollutant than non-exporters. While alternative explanations have been proposed, firm level data has not been used to examine the role of destination markets behind the relationship between exports and pollution. In this paper we argue that because consumers in high-income countries have higher valuations for clean environments than consumers in developing countries, exporters targeting high-income countries are more likely to improve their environmental outcomes than exporters targeting destinations where valuations for the environment are not high. Using a panel of firm-level data from Chile we find support to this hypothesis. A 10 percentage point increase in the share of exports to high-income countries is associated with a reduction in CO2 pollution intensity of about 16%. The results have important implications for firms in developing countries aiming to target high-income markets.

Abstract:
Entering new export markets is primarily a discrete choice. Even though several empirical papers have used modeling strategies consistent with this fact, no study has examined the effects of public policies aimed at affecting this decision within this setting. In this paper we assess the impact of trade promotion activities on export outcomes using trade support and highly disaggregated export data for the whole population of exporters of a small developing country, Uruguay, over the period 2000-2007 to estimate a binary outcome model which allows for unobserved heterogeneity. We find that trade supporting activities have helped firms reach new destination countries and introduce new differentiated products.

Abstract:
As the world economy rapidly decarbonises to meet global climate goals, the export credit sector must keep pace. Countries representing over two-thirds of global GDP have now set net zero targets, as have hundreds of private financial institutions. Public and private initiatives are now working to develop new standards and methodologies for shifting investment portfolios to decarbonisation pathways based on science. However, export credit agencies (ECAs) are only at the beginning stages of this seismic transformation. On the one hand, the net zero transition creates risks to existing business models and clients for the many ECAs, while on the other, it creates a significant opportunity for ECAs to refocus their support to help countries and trade partners meet their climate targets. ECAs can best take advantage of this transition, and minimise its risks, by setting net zero targets and adopting credible plans to decarbonise their portfolios. Collaboration across the sector can be a powerful tool for advancing this goal.

Abstract:
Increasing productivity is generally considered to be the only sustainable way of improving living standards in the long term. The Brazilian economy has had periods of strong growth, particularly until 2010, but the country has performed poorly in terms of aggregate productivity. The federal government has implemented many programs aimed at boosting firm growth and fostering competitiveness in Brazilian industries, though knowledge about their results to date is scarce. This study provides an overview of various Brazilian programs of firm support — including productive finance, business consulting, value chain, export promotion, and innovation support — as well as an assessment of the effects of a subset of these programs on productivity, employment, and real wages. Access to a unique dataset on Brazilian firms and beneficiaries allowed the Office of Evaluation and Oversight to analyze these programs over an 11-year period, 2002 to 2012.

Abstract:
Blackberry production has been common for decades in Ecuador''s inter-Andean valleys, but a fresh or processed export industry has not emerged despite export successes experienced in neighboring countries. This case study examines the potential for expansion of blackberry export market and identifies several key barriers: low volume of production for export, phytosanitary and other obstacles constraining production at scale, lack of support services from the public sector, and lack of an organizational presence for producers seeking alternative markets. While production of blackberry is relatively high, and markets and an export window exist, Ecuadors industry needs vision and leadership for a viable export industry to emerge.

Abstract:
This study looks at several major legislative actions in 2002 that will substantially affect trade negotiations with the United States, and examines the US import protection for agricultural products that will be critical in trade negotiations with Central American countries. The two important legislative actions were the passage of the 2002 Farm Bill and the passage of Trade Promotion Authority, which provides for "fast track" treatment of trade agreements. The 2002 farm bill was widely denounced as a major reversal of US farm policy, away from the earlier move toward reduced levels of support and toward decoupled supports for key commodities. In fact, however, the 2002 farm bill contained the same support mechanisms that were in the highly touted 1996 farm bill. The 2002 farm bill also reauthorizes the various export programs that the US government uses to support the increased exports of US farm products. The Trade Promotion Authority contains several new restrictions on US negotiators. It lays out a list of sensitive agricultural products and requires special procedures before any negotiations to liberalize access can occur. In addition to the list of sensitive products the US has some significant tariffs on a number of products that the Central American countries export to the US. Elimination of these tariffs can provide significant gains in market access for some products. In summary, the successful negotiation and approval of a US-CAFTA will require major political will on both sides to overcome the major hurdles that exist.
