Abstract:
There is a requirement for accredited laboratories to participate in external quality assessment (EQA) schemes, but there is wide variation in understanding as to what is required by the laboratories and scheme providers in fulfilling this. This is not helped by a diversity of language used in connection with EQA; Proficiency testing (PT), EQA schemes, and EQA programmes, each of which have different meanings and offerings in the context of improving laboratory quality.We examine these differences, and identify what factors are important in supporting quality within a clinical laboratory and what should influence the choice of EQA programme. Equally as important is how EQA samples are handled within the laboratory, and how the information provided by the EQA programme is used.EQA programmes are a key element of a laboratory's quality assurance framework, but laboratories should have an understanding of what their EQA programmes are capable of demonstrating, how they should be used within the laboratory, and how they support quality. EQA providers should be clear as to what type of programme they provide – PT, EQA Scheme or EQA Programme.

Abstract:
HIV rapid diagnostic tests (RDTs) are instrumental in scaling-up HIV testing services (HTS) in low-income and middle-income countries (LMICs). HIV misdiagnosis is a growing concern in the era of expanded and decentralised access to HTS. External quality assurance (EQA) programme including proficiency testing (PT) for HIV RDTs is a priority to guarantee the accuracy and reliability of the patients’ result. Here we are sharing Haiti’s 11 years’ experience in implementing HIV RDTs EQA programme to help address some of the challenges faced by other LMICs. HTS is expanding beyond laboratory walls and HIV RDTs are increasingly performed by non-laboratory personnel and closer to the community. EQA programmes for HIV RDTs in Haiti have faced significant challenges. In expanded HTS settings, non-laboratory personnel (nurses, aid-nurses) involved in HIV RDT are usually undertrained and participate poorly in PT programs. In more than half of the lab enrolled in the PT programme in Haiti, the panels are always tested by the most experienced technician, defying the purpose of the program which is to evaluate the performance of the technician performing the test daily. EQA programme in Haiti and other LMICs are usually not tailored to address community HIV testing challenges. With decreased funding and absence of government financial commitment to HIV RDTs EQA programmes, more innovative and cost-efficient strategies are sought to ensure the quality of HIV diagnosis in LMICs. Qualified human resources, continuous training, supervision and community-tailored PT programmes remain key components for the success of HIV RDT quality management.

The CDIO approach intends to raise the quality of engineering education programs, worldwide by including a number of quality assurance (QA) tools such as the CDIO Standards, Syllabus, and self-evaluation model. CDIO programmes are also evaluated by external standards. Therefore, a CDIO programme needs a quality assurance system that fulfills external requirements and is able to produce the necessary evidence and documentation with minimal additional effort above and beyond the CDIO QA components. Efficient execution of this task requires understanding the similarities and differences between the CDIO and external quality assurance systems, in this case, the European Accreditation of Engineering Programmes (EUR-ACE) system. This article compares and contrasts these two QA approaches, in particular the CDIO Syllabus and the EUR-ACE programme outcomes and the CDIO Standards and EUR-ACE accreditation criteria. Also considered are the pros and cons of a continuous improvement rating scale-based system and a threshold-based accreditation model.

Abstract:
Purpose The purpose of this paper is to foster a better understanding of how decision-making processes work in sport clubs and to develop appropriate advisory concepts or management tools in order to successfully realize structural changes in sport clubs. This paper examines the decision-making processes associated with an external advisory programme. Based on the assumption of bounded rationality, the garbage can model is used to grasp these decision-making processes theoretically and to access them empirically. Design/methodology/approach Based on a case study framework, an in-depth analysis of the decision-making and implementation processes involved in an advisory programme was performed in ten selected football clubs. Guided interviews were conducted on the basis of the four streams of the garbage can model. The interviews were analysed with qualitative content analysis. Findings Results show that three types of club can be distinguished in terms of their implementation processes: low implementation of the external input; partial implementation of the external input; and rigorous implementation of the external input. In addition, the analysis shows that the participants in the advisory programme are the key actors in both the decision-making process and the implementation. Originality/value The paper provides insights into the practicability of advisory programmes for sport clubs and the transfer to the clubs’ practical decision-making routines. Additionally, it shows how sport clubs deal with (external) advisory impulses, and which different decision-making practices underlie these processes.

Rationale, aims and objectives: Uptake and adherence to physical activity (PA) programmes for recovering cancer patients remain low with only 20% of patients meeting the UK guidelines of 150 minutes a week. The aim of our study was to examine the support systems that enabled a group of cancer patients to sustain PA for 6 months.Method: Fourteen mixed site cancer patients aged 43-70 (11 women, 3 men) participated in a 2-phase PA intervention that took place at a University in the South West of England, UK. The intervention consisted of an 8-week structured exercise programme and a 4-month period of independent PA. Semi-structured interviews were employed to collect the data and a grounded theory approach was used for the analysis.Results: We found that different types of support were required for each stage of the intervention. Internal support was necessary while undertaking a structured PA programme. External support was necessary to sustain PA to 4-month follow-up. The two aspects of internal support were identified that enabled the patients to adhere to the programme; support from exercise professionals and peer support from patients on the programme. External support that enabled the patients to sustain independent PA to 4-month follow-up was support from close partners or from a spouse.Conclusions: Our study has provided valuable insight into internal support systems that enable recovering mixed-site cancer patients to adhere to a structured PA programme and external support from close relationships to sustain independent PA for an additional 4 months.

Abstract:
This article shows first of all the importance of geographic studies of the foreign aid programmes as necessary adjuncts to the analysis of trade flows between industrial-ised and less-developed countries. Secondly, it deals briefly with the total volume of bilateral and multilateral external aid in the world and ranks Canada among the first fifteen donor countries. Finally, it emphasizes the evolution of the spatial distribution of Canada's bilateral external aid programme. Beginning as an integral part of the Colombo Plan in 1950, this programme was extended to the other Commonwealth countries in 1958 (Caribbean) and 1960 (Africa). Only in 1961 did it go beyond the Commonwealth framework due to Canada's bilingual and bicultural character (aid to French-speaking Africa) and to its location in the Western Hemisphere (aid to Latin American, beginning in 1964). The article concludes by stressing the need for further studies in this field, at a time when Canada seems to indicate willingness to intensity its external aid commitments.

Abstract:
This thesis examines the social mediation of a transnational educational programme, namely the University of London’s International (External) Undergraduate Laws Programme. The thesis explores the lived experiences of a variety of stakeholders – university academics, frontline teaching staff and students - in the context of historical legacy and current development. The University of London’s International (External) programmes is one of the oldest forms of distance education, and the Undergraduate Laws Programme is the second largest subscribed programme and represent the fundamental academic legal education for the legal profession in numerous countries. With the separation of teaching, assessment and award as the distinguishing feature consequential to the origins of the University of London its legacy results in multitude stakeholders with vested interests in each aspect. The thesis seeks to understand the motivations behind and implications resulting from the various stakeholders’ experiences through an analysis of their narratives gleaned from interviews and data recorded from observations. Is there a distinct identity and culture within each group of stakeholders which has developed through the evolution of the programme? Can a pattern or theory of teaching and learning unique to the programme be identified and if so, what kind of impact has that had on legal education? The possibility of identifying existing and/or emerging communities of practice within and across each group of stakeholders is a recurring theme discussed on the basis that the theory of situated learning within a community of practice is a form of active learning; an objective which the University of London has sought to actively achieve since 2005. By building an ethnography of the various stakeholders, the thesis explores a formerly under researched aspect of undergraduate legal education and acts as a prompt for future areas of research in the areas of legal and distance education.

Abstract:
This dissertation endeavours to address an identified gap in literature concerning the relationship between New Zealand and the European Union (EU) in the field of research, science and technology (RS&T). Examination of the partnership begins with the creation of the Science and Technological Cooperation (STC) Arrangement in 1991 and comes to a close in 2008, following the Arrangement’s ‘upgrade’ to an STC Agreement on 16 July. During this time, the intensification of the EU’s activities in RS&T is evident. The Seventh Framework Programme (FP7) currently constitutes the most internationalised Programme to date. Identifying the complementary nature of New Zealand and EU research priorities thus suggests that now, more than ever, the New Zealand research community stands to gain from participation within such an inclusive venture. Aiming to assess the current status of New Zealand-EU research collaboration, the research identifies a number of recurring themes, both positive and negative, that influence the nature of the RS&T relationship. These themes focus on problems concerning visibility within the EU, geographical isolation from this important market, an absence of targeted domestic funding for New Zealand-EU RS&T collaboration and the unwieldy bureaucratic process of the Framework Programme. The research also determines the importance of both ‘official’ and ‘informal’ mechanisms’ in combating the outlined collaborative bottlenecks. Taking these themes into account, the thesis ultimately looks to provide recommendations concerning the future of New Zealand-EU engagement in this field.

L'utilisation de la précontrainte extérieure au béton se développe chaque jour (en réalité, cette précontrainte est généralement "mixte", associant des câbles extérieurs à des câbles intérieurs solidarisés au béton par injection). Cette nouvelle technique impose que des méthodes fiables de calcul soient mises au point pour les besoins des praticiens. Or les structures avec câblage extérieur présentent des particularités de comportement qui échappent aux méthodes classiques basées sur l'élasticité non-linéaire appliquée aux poutres avec armature intérieure. S'il s'agit de poutres à voussoirs munies ou non d'armatures adhérentes traversant les joints, les problèmes spécifiques au comportement de ces sections sont à prendre en compte. Cette étude a pour objectif de proposer une méthode rationelle de calcul des poutres à précontrainte mixte qui tient en compte des aspects propres aux câbles extérieurs : la variation de tension liée aux déformations de la poutre, la variation d'excentricité entre points de déviation ou d'ancrage et le glissement sur les déviateurs. Le fondement du calcul est l'équilibre d'un élément de poutre compris entre deux fissures (ou joints) compte tenu des particularités de distribution des déformations du béton et de la dégradation de l'adhérence des armatures qui les traversent. La formulation proposée est basée sur les enseignements tirés de la critique de la série 11(onze) poutres essayées dans le cadre de la recherche et sur des propositions existantes dans la littérature tecnhique disponible. La méthode développée a été introduite dans un logiciel de calcul qui a servi aux analyses numériques entreprises. L'étude comprend une analyse comparative entre les résultats du modèle théorique et ceux des essais, qui débouche sur un certain nombre de conclusions et de suggestions de poursuite dans cette voie de recherche. Enfin, des propositions sont faites touchant la règlementation et la pratique des projets.

Denna kvalitativa fallstudie undersöker hur svenskämnet på IB-programmet regleras i styrdokumenten, hur styrdokumenten kan omsättas till undervisningspraktik samt vilka fördelar och nackdelar lärare som undervisar i både IB-svenskan och de nationella svenskkurserna Svenska A och Svenska B upplever med IB-svenskan. Fallstudiens metoder är en hermeneutisk styrdokumentsanalys av IB-svenskans styrdokument i relation till kursplanen för Svenska B, en halvstrukturerad observation av en lektion i IB-svenska och halvstrukturerade intervjuer med de två lärare som undervisar i IB-svenska på den undersökta gymnasieskolan. Som analysverktyg nyttjas ramfaktor- samt frirumsmodellen. De slutsatser som kan dras utifrån fallstudien är att de yttre ramarna för IB-svenskan i form av styrdokumenten är snävare än för kursen Svenska B. Kursplanen, betygssystemet, ”Prescribed Book List”, den tillgängliga tiden, elevunderlaget och gruppstorleken utgör alla ramfaktorer som inskränker lärarnas frirum, både det upplevda och reella, i utformningen av och undervisningen i IB-svenska. Detta ser lärarna både fördelar och nackdelar med. De tydligare uppgiftsspecifika betygskriterierna är ett exempel på en fördel med IB:s betygssystem, medan en nackdel med Prescribed Book List är att den gör det svårare att lyfta in dagsaktuell litteratur. Samtidigt uppmärksammar studien att det reella frirummet som ges i Svenska B-kursen inte alltid utnyttjas på grund av ramfaktorn tid. Vida yttre gränser innebär alltså inte per automatik ett stort upplevt frirum för lärarna.

This thesis deals with the treatment of chronic pain by using neuromodulation, where a external generator is used in a trial period. In the first section the principle of pain management is described and then the main nature of neuromodulation. The possibilities of chronic pain suppression are described, where we are mainly dealing with neurostimulation (stimulation with electric current). For better understanding, examples of neurostimulation usage are shown, where and in what problems it is used. Because this work deals with an external generator for a trial period (a trial system), the possibilities of testing electric impulses are described, which are then used in a implantable generator IPG. The requirements for such a external generator are also described, which are important for the design of such a device. The design of the device is firstly modeled by a block scheme, where function of the separate blocks is described and afterwards, the entire design of the external generator for neuromodulation is given. The test sample of the external generator is manufactured and tested.

This study explores monitoring and evaluation as a critical element in the success of any EAP. This forms part of Standard 27 in the EAPA-SA standards document. The monitoring and evaluation of the EAP in an organisation refers not only to the individual employee but also to the work organisation and the impact, success, and value of the programme within these two spheres. In recent years, EAPs have been recognised for returning employees to higher levels of efficiency and productivity as a result of the brief therapy offered. In order to maintain this recognition, it is critical for EAPs to demonstrate their cost-effectiveness in terms of both employees and the organisation. This study is based on General Systems Theory and is of a qualitative nature. As is consistent with qualitative research, the aim was to gain an in-depth understanding of the meaning that participants attach to the evaluation of EAPs. This was done by interviewing identified role players, often being those dealing with the EAPs in their organisations. The sample was taken from the client base of a leading EAP service provider and each client was approached to participate voluntarily in the research. The sample size was a total of twelve participants, however the researcher took saturation levels into consideration and therefore a total of ten participants were interviewed. The results of the research highlighted that, in the represented population, there is wide use of monitoring and evaluation processes. The results of these processes are used for various reasons, at different levels of the organisation and are often associated with the success and continuation of the programme. The researcher found that, whilst monitoring and evaluation takes place, standardisation is lacking and a number of clients have mentioned the need for standardised definitions and processes as well as an automated system. It is, therefore, recommended that iv further studies take place with clients of other service providers and that a process of standardisation be considered by EAPA.

Esta Dissertação analisa a situação de duas escolas estaduais de Juiz de Fora, sendo uma delas com baixo desempenho no Programa de Avaliação da Alfabetização – PROALFA, considerada escola estratégica, e outra que melhorou sua proficiência no mesmo programa do ano de 2010 para 2011 e atingiu as metas propostas pela Secretaria de Estado de Educação de Minas Gerais, buscando identificar práticas escolares que possam contribuir para justificar essa diferença de resultados, a partir da implementação do Programa de Intervenção Pedagógica / Alfabetização no Tempo Certo – PIP/ATC. O interesse pelo tema da pesquisa se justifica pela constatação de que apesar do investimento do governo estadual em capacitações e materiais, com foco na alfabetização, ainda temos muitas escolas consideradas estratégicas, que são escolas que possuem dez ou mais alunos com proficiência abaixo do nível recomendado nas avaliações do PROALFA, ou seja, nos níveis intermediário ou baixo.No âmbito da pesquisa qualitativa foi realizado um estudo de caso que verificou a influência do Programa de Intervenção Pedagógica sobre o planejamento e o direcionamento das ações dos professores alfabetizadores das escolas mencionadas anteriormente. Foi investigada a importância dada pelo gestor às ações e materiais do programa advindos da SEE/MG e a existência de possíveis entraves no desenvolvimento do programa que apontem para a necessidade de ajustes e reformulações do mesmo, ou seja, foi realizada uma análise da gestão do PIP dentro das escolas. Os resultados indicaram que o PIP/ATC tem influenciado as escolas a desenvolverem ações que interfiram na condição de alfabetização dos alunos, tendo como elemento motivador da mudança o monitoramento do aprendizado dos alunos via avaliações externas, ou seja, é a avaliação que está mobilizando as escolas. A pesquisa também identificou pontos de dicotomia entre a escola estratégica e a escola que não está nessa condição. Os principais pontos são: gestor que conduz a discussão do PIP na escola X gestor que atua como coparticipante na implementação do PIP; maior frequência nas capacitações X menor frequência nas capacitações e PIP centrado em ações específicas em sala de aula X PIP com base em intervenções mais gerais, ainda que os dados analisados nesse último ponto sejam menos consistentes.
This thesis analyzes the situation of two state schools in Juiz de Fora city, one of them with low performance in Assessment Program of Literacy – called in portuguese PROALFA considered strategic school, and another who improved their proficiency in the same program from 2010 to 2011 and reached the goals proposed by the State Department of Education of Minas Gerais, searching to identify school practices that may contribute to explain this difference results from the implementation of the Educational Intervention Program / Literacy at the Right Time - PIP / ATC (Portuguese Abreviations). The interest in the subject of the research is justified by the fact that despite the state government's investment in training and materials, with a focus on literacy, we still have many schools considered strategic, which are schools that have ten or more students with proficiency below the recommended level evaluations of PROALFA, which means, with low or intermediate levels of literacy. Within the qualitative research was conducted a case study that examined the influence of Pedagogical Intervention Program for planning and directing the actions of literacy teachers of the schools mentioned above. We investigated the importance given by the manager to the actions and program materials given by SEE / MG ( State Departament of Education of Minas Gerais) and possible obstacles in the development of the program which may indicate the need for adjustments and restatements of the same, in other words, an analysis of the management of PIP (Abreviation in Portuguese for a program in Education) was done inside the schools. The results indicated that the PIP / ATC has influenced schools to develop actions that has been interfering in the condition of literacy students taking as basic motivator of change the monitoring of students learning via external evaluations, in other words, it is the school evaluation that is mobilizing schools. The survey also identified points of dichotomy between strategic school and the school that is not in this condition. The main points are: school manager leading the discussion of PIP in school X and school manager who acts as a co-participant in the implementation of the PIP; greater frequency in the training X less frequently in the training and PIP focused on specific actions in the classroom based on X PIP based on more general interventions, although the data analyzed in this last point are less consistent.

AbstractQuality management systems (QMS) are central to FACT-JACIE accreditation standards for haematopoietic cell therapy (HCT) programmes. The quality management plan (QMP) defines the acceptable level of quality of the activities performed or of the products released by the HCT programme and describes how this level of quality in its deliverables and work processes will be ensured. An integrated HCT programme may have a single or several QMPs that addresses all aspects of the clinical, collection, and processing facilities, whilst separate organizations providing the components of an HCT programme may have distinct QMPs joined via service-level agreements (SLAs) and other arrangements. The QMP or QMPs must detail all key elements that affect the quality of recipient and donor care and cellular therapy products. The specific SOPs to be followed for each of these elements should be referenced within QMPs, and linked to the appropriate document where the details are described. The thoroughness in preparation of a QMP and its implementation reflect how quality is perceived within the HCT programme and by external inspectors in the accreditation process.

AbstractIn this chapter we explore the higher education institutional landscape taking the case of the largest post-Soviet higher education system: Russia. In the Post-Soviet period, Russian higher education has tremendously expanded. The dramatic growth of the number of students and institutions has been facilitated by the introduction of tuition fees in public and a new private sector. The shifts in social and economic demand for professional fields affected the disciplinary and organisational structure of higher educational institutions.The external forces (economic, political, social conditions) and higher education policy have been changing during the last decades. In the first part of the transitional period, the state provided limited regulation of the higher education system. In the 2000s, it has returned to its role of the main agent of change of the higher education system design. The diversity of institutional types that evolved in Russian higher education illustrate the consequences of massification and marketisation, such as new “broad access” segments and institutional programme drift. Also, the governmental role in shaping institutional diversity can be seen through attempts to increase vertical diversity (excellence initiatives), on the one hand, and to restrain it by closing down bottom-tier institutions, on the other.

Andreeva Bay is located in the Zapadnaya sea inlet at the extreme North-West of the Kola Peninsula (Russian Federation), about 40km from the Norwegian border. It is rather inaccessible, except by sea and the nearest town with facilities for Western visitors is Murmansk some 80km to the SE. Spent nuclear fuel (SNF) was initially stored in two large pools within building 5, however after serious leaks the fuel was transferred to an external “drystore” constructed by adapting three existing concrete tanks, previously allocated for the storage of liquid radwaste. There are currently approximately 20,000 spent fuel assemblies (SFA) stored within the three tanks. The storage conditions of the assemblies are less than adequate, the steel canisters used to store the assemblies are in poor condition and their standard of manufacture was not good. Shielding is locally inadequate and the concrete roof segments are ill fitting with snowmelt known to enter the tanks. Building 5 still contains some fuel fragments that could not readily be moved. The remaining water and structure remain highly active and this included some 4000Ci in sludge and debris at the bottom of the pool. The UK has agreed to support activities to improve the conditions at Andreeva Bay, with respect to SNF management, and DTI (Department of Trade and Industry) have appointed RWE NUKEM as their project management consultants for their Nuclear Legacy Programme in North-West Russia. A number of projects have been identified by the Russian Federation Ministry of Atomic Energy, MINATOM, and these are currently in the project definition stage. These include the characterisation of Building 5, an options study for SNF management at the site, and the construction of a cover for Tank 3a. This paper will describe the current conditions with respect to spent nuclear fuel at Andreeva bay and will discuss the proposed projects under consideration for funding by DTI.

The International Nuclear Management Academy (INMA) is an International Atomic Energy Agency (IAEA) framework to support the establishment and sustainability of Master’s level Nuclear Technology Management educational programmes and the development of nuclear technology management professionals. The INMA framework describes a broad range of competencies across four Aspect Groups of External Environment, Technology, Management and Leadership, that have been identified as the basis for the successful management of nuclear projects. By following the INMA framework these competencies can be achieved by nuclear technology subject matter experts to support their career path into managerial roles or by experienced managers moving into the nuclear sector. The IAEA in conjunction with worldwide universities with nuclear education programmes have developed an endorsement process to recognise which university Master’s programmes adhere to the INMA framework and can therefore produce graduates with the required competencies. It is also recognised though that the implementation of these competencies can only be fully achieved through on-the-job training or experiential learning. A combination of education and experience is therefore required to be recognised as a nuclear technology management professional. To date two universities, The University of Manchester and the Moscow Engineering Physics Institute, have received INMA endorsement for their Master’s programmes in Nuclear Technology Management. The University of Manchester programme is part-time while the MEPhI programme is a two-year full-time programme. Several other universities — North West University and University of the Witwatersrand (both South Africa), Texas A&M University and the University of Tokyo having been assessed for endorsement, and many others developing nuclear technology management programmes are entering the process. The IAEA organise an INMA Annual Meeting where universities can meet to express interest in the programme, learn more about what is required for the programme and endorsement, and exchange best practices. The International Nuclear Management Academy is therefore making significant contributions to improving nuclear technology management competencies leading to improved managerial decision making with the associated benefits to the global nuclear industry.

Safety margin of the in-vessel retention strategy is given by the difference between thermal load acting on inner reactor surface and coolability limit (in terms of critical heat flux) on outer reactor surface. In order to study the two-phase flow in external reactor vessel cooling loop and heat transfer from curved reactor wall, the RESCUE-2 (Representative loops for External System Cooling Understanding Experiments) experimental facility was erected in CEA Cadarache in France. The facility consists of electrically heated simulator of reactor vessel with an ellipsoidal lower head and cooling loop that enables natural circulation of coolant around the reactor wall. In the frame of SARNET 2 project (Severe Accident Research Network of Excellence, 7th EU Framework Programme) several experiments devoted to external reactor vessel cooling phenomena with certain relevance to VVER-440/V213 reactors, were performed on this facility. The heat flux profile generated by electrical heaters in these experiments was based on the results that were obtained by using ASTEC code for this reactor design. The results of two RESCUE-2 experiments are used in this paper for benchmarking of RELAP 5 Mod.3.3 code and ASTEC V2.0 code.

External Corrosion Direct Assessment (ECDA) has now become acknowledged, by the Office of Pipeline Safety (OPS) in North America, as a viable alternative to both in-line inspection (ILI) and the hydrostatic pressure test for the purpose of managing the integrity of high pressure pipelines. Accordingly an ECDA standard is now in existence. The essence of ECDA is to use indirect above ground survey techniques to locate the presence of coating and corrosion defects and then to investigate some of the indications directly by making excavations. However, one of the problems of above ground survey techniques is that they do not locate all defects and are susceptible to false indication. This means that the defects will not be present at all indications and that some defects will be missed. In view of the limitations of above ground survey techniques the ECDA standard requires that at least two complimentary survey techniques should be used. The selected survey techniques will depend on the nature of a particular ‘ECDA segment’, taking account of the surface characteristics. However, in many situations the surveys will include a coating survey and a corrosion survey. In general the outcome from these two surveys will be NH locations at which just the coating survey gives an indication, NC locations at which just the corrosion survey gives an indication and NHC locations at which both surveys give an indication. This paper presents a new probabilistic methodology for estimating the distributions of the actual numbers of coating and corrosion defects, taking account of the outcomes of the surveys and the probabilities of detection and false indication of both techniques. The method also shows how the probabilities of detection and false indication are updated depending on what is found during the excavations and the distributions of the numbers of remaining corrosion and coating defects are subsequently modified. Based on a prescribed repair criterion the analysis is used to determine the probability that at least one remaining corrosion defect will exceed the repair criteria. As excavations are sequentially performed the probability naturally reduces. The attainment of an acceptably low probability is used as a trigger to terminate the excavation programme. A detailed description of the development of the method is given in this paper and the application is illustrated through a simple numerical example. A description of how the method is used to build a Direct Assessment module for a pipeline integrity management system is described in an accompanying paper.

Abstract:
Purpose – to examine the Latvian micro-enterprises having indicated the external financing as an important factor for their development. Research methodology – the results of the ad hoc survey (WAPI) on companies registered in Latvia in nationally defined sectors are used. Valid responses were received from 2.511 companies, of which 1.879 were micro-enterprises, the results were processed by using the SPSS programme. Findings – micro-enterprises that have not received the necessary external financing in previous years were less sustainable in the later period. Of the liquidated micro-enterprises examined, 16% were closed in 2020. Research limitations – the study highlights the impact of the availability of finance factor on the survival of micro-enterprises. Practical implications – the findings are useful for business support policy makers to identify preventative measures to ensure the resilience of micro-enterprises in times of economic turmoil when the spread of the Covid-19 has affected economy. Originality/Value – although scientific research on the need for financial support for companies has already been conducted in recent years, our study emphasizes the importance of access to finance for micro-enterprises.

Abstract:
The safety upgrading of the Phenix plant undertaken between 1994 and 1997 involved a vast inspection programme of the reactor, the external storage drum and the secondary sodium circuits in order to meet the requirements of the defence-in-depth safety approach. The three lines of defence were analysed for every safety related component: demonstration of the quality of design and construction, appropriate in-service inspection and controlling the consequences of an accident. The in-service reactor block inspection programme consisted in controlling the core support structures and the high-temperature elements. Despite the fact that limited consideration had been given to inspection constraints during the design stage of the reactor in the 1960’s, as compared to more recent reactor projects such as the European Fast Reactor (EFR), all the core support line elements were able to be inspected. The three following main operations are described: Ultrasonic inspection of the upper hangers of the main vessel, using small transducers able to withstand temperatures of 130 °C. Inspection of the conical shell supporting the core diagrid. A specific ultrasonic method and a special implementation technique were used to control the under sodium structure welds, located up to several meters away from the scan surface. Remote inspection of the hot pool structures, particularly the core cover plug after partial sodium drainage of the reactor vessel. Other inspections are also summarized: control of secondary sodium circuit piping, intermediate heat exchangers, primary sodium pumps, steam generator units and external storage drum. The pool type reactor concept, developed in France since the 1960’s, presents several favourable safety and operational features. The feedback from the Phenix plant also shows real potential for in-service inspection. The design of future generation IV sodium fast reactors will benefit from the experience acquired from the Phenix plant.

NUMO (Nuclear Waste Management Organization of Japan) has the responsibility for implementing deep geological disposal of high-level (HLW) and transuranic (TRU) radioactive waste from the Japanese nuclear programme. A formal Requirements Management System (RMS) is planned to efficiently and effectively support the computerised implementation of the management strategy and the methodology required to drive the step-wise siting processes, and the following repository operational phase. The RMS will help in the comprehensive management of the decision-making processes in the geological disposal project, in change management as the disposal system is optimised, in driving projects such as the R&D programme efficiently, and in maintaining structured records regarding past decisions, all of which lead to soundness of the project in terms of long-term continuity. The system is planned to have information handling and management functions using a database that includes the decisions/requirements in the programme under consideration, the way in which these are structured in terms of the decision-making process and other associated information. A two-year development programme is underway to develop and enhance an existing trial RMS to a practical system. Functions for change management, history management and association with the external timeline management system are being implemented in the system development work. The database format is being improved to accommodate the requirements management data relating to the facility design and to safety assessment of the deep geological repository. This paper will present an outline of the development work with examples to demonstrate the system’s practicality. In parallel with the system/database developments, a case research of the use of requirements management in radioactive waste disposal projects was undertaken to identify key issues in the development of an RMS for radioactive waste disposal and specify a number of use cases to guide the overall development of the system. The findings of the case research will also be shown in the paper to provide general information on the application of an RMS in a radioactive waste disposal programme, the difficulties of successful implementation and suggestions on how these difficulties can be overcome.

Abstract:
Cooling is required to enable the turbine components to survive and have acceptable life in the very high gas temperatures occurring in modern engines. The cooling air is bled from the compression system, with typically about 15% of the core flow being diverted in military engines and about 20% in civil turbofans. Cooling benefits engine specific thrust and efficiency by allowing higher cycle temperatures to be employed, but the bleed air imposes cycle penalties and also reduces the aerodynamic efficiency of the turbine blading, typically by 2–4%. Cooling research aims to develop and validate improved design methodologies that give maximum cooling effectiveness for minimum cooling flow. This paper documents external cooling research undertaken in the Isentropic Light Piston Facility at QinetiQ as part of a European collaborative programme on turbine aerodynamics and heat transfer. In Phase I, neither the ngv nor the rotor was cooled; cooling was added to the ngv only for Phase II, and to the rotor and ngv in Phase III. Coolant blowing rates and density ratios were also varied in the experiments. This paper describes the ILPF and summarises the results of this systematic programme, paying particular attention to the variation in aerofoil heat transfer with changing coolant conditions, and the effects coolant ejection has on the aerofoil’s aerodynamic performance.
