Abstract:
Problem setting. The introduction of the model of innovative development of the national economy requires the improvement of the system of state regulation of investment and innovation processes. It is the transformational trends in the national innovation system that necessitates a comprehensive analysis of the main factors that contribute to innovative development. At the same time, the stimulation of innovation orientation of any country’s development should be considered as part of the model of investment development of its economy, provided that this model has priority in innovative development. Target of research is to study the main factors promoting innovation. To achieve this goal, structural, comparative and statistical research methods were used. Analysis of resent researches and publications. Problems of development of the national innovation system and innovation infrastructure, ensuring the development of innovation processes have received considerable coverage in the works of scientists: S. V. Hlibko, O. V. Rozghon, A. M. Liubchych, A. V. Strizhkova and others. Article’s main body. One way to conceptually organize all the factors that determine innovation in a country is to think about the triangle of innovation success: the factors of the business environment along one side of the triangle; trade, tax and regulatory environment – the other party; and the innovation policy environment – along the third party. An effective business environment includes the institutions, activities and opportunities of the country’s business community, as well as broader societal attitudes and practices that promote innovation. An effective trade, tax, and regulatory environment has a competitive and open trade regime that includes strong government efforts to protect its businesses from foreign mercantilist practices; supporting competitive markets so that new entrants, including those implementing new business models, can thrive; processes that make it easy to open a new business and bring innovation to market; transparency and the rule of law; a reasonable tax burden on business, especially for innovation-based firms and commercial companies. The final stage of the innovation triangle is a complex and powerful system of innovation policy. Although markets and business are key to innovation, without an effective innovation policy, markets will be inefficient. Conclusions and prospects for the development. Effective innovative development of the country is possible only if there is a developed business, trade, tax, regulatory environment and an environment of innovation policy that can guarantee proper support for public investment in innovation infrastructure. At the same time, for Ukraine to be attractive to foreign investors, legislation on attracting investment must be clear, democratic and stable.

Abstract:
The aim of this paper is to explore what endogenous factors dominate in the regional development of Latvia. To achieve the aim, the following tasks were established: to examine the theoretical background of regional development; to analyze the endogenous factors of regional development in Latvia; to evaluate the significance of the endogenous development factors of regions by using expert evaluation method. The following research methodology was used: literature review, graphical method, expert evaluation method and logically constructive approach – for data evaluation and result analysis; synthesis method – to combine the elements in a unified system; social research methods – to obtain the primary information and to carry out its verification. For expert evaluation data processing the statistical and data analysis methods were used, including the data parametric grouping and correlation calculations, and the average calculations of the factors corresponding to each group. The analysis of the statistical data and the independent expert evaluation results allow concluding that the most important factors influencing regional development are the government decisions and the existing infrastructure, as well as the influence of migration, the distance from the centre and the availability of investment. These findings on regional development apply particularly to a small country where geographically and historically has formed a single highly-developed economic and political centre – the capital, and where does not exist a secondary centre. The research findings confirm the thesis that the endogenous development factors are the primary in the regional development

Abstract:
This study identified the motives and factors which affect women starting business activities. The analysis was based on the results of an internet poll conducted in December 2018 among 110 female entrepreneurs conducting individual business activity in towns of various sizes. Different types of services dominated among the businesses conducted by women (78%), whereas trade activities were conducted by 17% of women and production-oriented businesses were conducted by only 5%. A large portion of females (20%) conducted activities combining two or three industry branches. According to the study, women started their business activity for personal reasons rather than out of necessity. Their decisions were motivated mainly by the need to have an opportunity for professional self-development, self-fulfilment and independence. The main problems when starting and running their businesses were difficulties in acquiring external funds, excessive non-salary labour costs and a limited availability of crèches and kindergartens. Despite various barriers and obstacles in running their businesses, over 90% of females in the poll forecast a development in their activities or expansion to new markets by investing in technology, self-development, personnel training or by expanding their product range. The share of women planning to develop their businesses is increasing with growing experience and the length of time a business is run.

Abstract:
In the article, the authors analyze the scope of international tourism development factors based on factological and statistical grounds. It was proven in the article that on the macro-level tourist markets can be grouped into national and oversea ones. The classification of the national markets implies their division into highly-intensive markets (USA, Germany, Great Britain, etc.), stabilized markets (Spain, Greece, Turkey, Poland, etc.), reformed markets (Bulgaria, Romania, Ukraine, China, etc.), ant accumulated markets (India, Tunis, Egypt, Cuba, etc.). The basic factors affecting the international tourist market include static (climate, natural resources, cultural heritage, etc.) and dynamic ones (population, urbanization, wealth, family, leisure, income, spending, technological advancement, international conflicts and their resolution, etc.). In the article, special attention is paid to the analysis of the dynamic factors of international tourism development, social and economic ones in particular. The presence of positive factors in the country promotes favorable conditions for enhancing its tourist attractiveness on the international level. It was found out that positive factors increase the inflows of tourists for the specific regions (Brazil, France, Great Britain, Germany, Finland, Sweden, Cyprus, Israel, and U.A.E.). On the national level, the following factors are crucial for the development of tourist industry: natural resources, politics, population and its well-being, cultural heritage and rich history. It was revealed, that in Ukraine tourist business is internationally-oriented, which has both pros and cons for the national economy. In the article, the authors presented a matrix with positive (catalysts) and negative (inhibitors) factors affecting tourist business in Ukraine. Among the positive drivers are large contribution to the national economy and state financial support. At the same time, imperfect infrastructure and lack of legal regulations can be referred to the negative factors. It was stressed in the article that drastic measures should be undertaken in order to increase social and economic performance of national tourist business in Ukraine and increase it international image.

This study will analyze a typical case of Eximbank (EIB) a listed big bank in Vietnam market. By using Eview software to conduct an econometric (OLS regression) and taking advantage of qualitative analysis and inductive methods, The research findings tell us that because total revenue has higher impact on net profit than sale cost, Eximbank (EIB) need to pay more attention to selling and increasing revenues from business, as well as managing cost better. Next, as CPI, G and R has high positive correlation with net profit, there is policy implication that CPI can increase a little but and GDP growth increase to be in favor of rising net profit of EIB.

Abstract:
Entrepreneurship and business creation are a growing alternative for young people in different economies whose age group often faces a labor market with double digit unemployment rates. Due to low economic growth, traditional career paths and opportunities are disappearing rapidly. In response to these challenges, the government introduced the National Youth Policy (NYP), amongst others, to deal with the challenges facing youth in Kenya. It was through the NYP that the Youth Enterprise Development Fund (YEDF) was transformed to a state corporation in 2007 as a strategic move toward arresting unemployment among youth in Kenya. This study sought to report on the factors affecting youth entrepreneurship development in Kibera, a district of Kenya. Kibera is a low income, informal settlement in southwest Nairobi (Kenya) with an estimated population of one million housed on less than 2% of the total municipal residential land (or 3,000 people per hectare). A sample of three hundred entrepreneurs (aged 18-35) within the Kibera district, Kenya was drawn to participate in this study. Structured survey questionnaires were used to collect data from young business owners in Kibera. Findings revealed that government policy (NYP) and access to credit have a moderate to strong positive relationship in the development of youth entrepreneurship. Though the positive relationship shows that the Kenyan government is supporting youth entrepreneurship in Kibera, there have been differing views as to whether the programs to support youth are yielding positive results or not. Entrepreneurial conduct holds the key to economic growth. Thus those business that show growth and development are considered entrepreneurial, implying that SMME policy initiatives should focus on businesses with growth potential, and not the small business sector as a whole. The success of a small business seems to depend on the intentions of the owner, together with factors associated with the ability of, and opportunity for, the specific business to grow. The aim of this article is to make use of a multiple linear regression model to determine the variables that impact positively on business growth. In addition to demand factors, it was established that smaller and younger businesses are the ones that grow faster. A successful business also shows a positive correlation between business management skills and entrepreneurial conduct.

This paper deals with problems of rural tourism development. The works is focused on researching the situation in the area of rural tourism in the Czech Republic, on understanding the attitudes of entrepreneurial sphere and rural population to this entrepreneurship and mainly on the determination of limiting factors that prevent this form of tourism from a more distinctive development. Rural tourism in the Czech Republic is still in the initiating stage of its development and it is not as developed as in some countries in West Europe. This goal has been reached with the help of primary questionnaire inquiry among business and agricultural subjects in rural areas in the individual regions and the detail results of this questionnaire inquiry are enclosed to the following paper. These identified factors were mainly insufficient financial means and at the same time insufficient state assistance connected with this. Insufficient awareness of this support as well as its inaccessibility for small business appears to be a difficulty, too. From the other obstacles, we can mention the current legislation system, bureaucracy, the state of communication and tourist infrastructure, fears of neighbours’ intolerance and losing privacy and also unfamiliarity and little experience.

Abstract:
The development toward the bioeconomy requires, among others, generating and institutionalizing knowledge that contributes to technical and nontechnical inventions and innovations. Efforts to support innovation are often linked with the development of business models that facilitate the development in bioeconomy. However, the interdependences between the business models and their business environments are not sufficiently well understood in a way where misalignments that can obstruct the development can be dealt with adequately. Given this lacuna, this research aims to contribute to the development of a comprehensive analytical framework for better understanding the conditions of business environment as well as empirically apply the framework in an empirical study on cases of bioeconomy enterprises in Europe. In this paper, a comprehensive business environment framework is developed and applied for analyzing over 80 cases, thereby allowing for critical action arenas and crucial success factors to be identified. The findings are derived from a systematic application of the framework to relevant action arenas for business development: institutional development, technology and knowledge, consumers’ agency, market structure, funding, resource and infrastructure, and training and education. The results show that businesses in the bioeconomy, unlike other businesses, have to deal with more and very specific constraining legislative issues, infant and non-adapted technology and knowledge, as well as unclear values and perceptions of consumers. Due to this, businesses have to develop new forms of cooperation with different stakeholders. Successful businesses are characterized by the fact that they develop specific strategies, steering structures, and processes with a particular focus on learning and innovation to overcome misalignments between the business environment and their business models. Focusing efforts on learning and innovation in institutional development, technology and knowledge, consumers’ agency, and funding are especially promising as these turned out to be particularly critical and in particular need of institutional alignment for reducing different kinds of transaction costs in the development of bioeconomy.

Abstract:
The purpose of the study is to identify the factors influencing the management of the activity of small businesses and to provide recommendations for its development through the resolution of crisis issues that prevent businesses from achieving strategic prospects and stable profits. The main factors for reducing the effectiveness of small businesses have been identified on the basis of the results of the questionnaire survey of one level of managers (small business directors), which should be taken into account in the formation of strategic management decisions and long-term development strategies. It is found that many of the factors are subject to managerial influence, which minimizes the negative impact on the performance of small business entities. The hypothesis that the main tool for stimulating small business development remains the state has confirmed with the help of research, but there is an urgent objective need to identify other factors that influence the activities of small businesses that impede their development and lead to closure. The study suggests that only a balance between the internal environment of small businesses and the regulatory framework of the state will allow them to work effectively in market conditions and provide the national economy with money. The authors present a position on the organization of a small business entity management system that reflects the links between processes and events in a market environment. The presented approach takes into account a number of elements of influence on a small business when forecasting its development in a strategic perspective. The results of the study showed that it is necessary to clearly identify the tasks at each stage of development of a small business entity, to form alternative models of its development by looking for ways to optimize activities and opportunities to avoid possible risks.

Abstract:
When studying Arctic entrepreneurship, the researcher encounters many paradoxes. Against the background of a powerfully developed topic of entrepreneurship and entrepreneurship in regional science, the layer of work on the entrepreneur in the Arctic is extremely thin. What is even worse – well-known mainstream theories turns out to be unsuitable for the study of Arctic entrepreneurship.Under these conditions, the only way out for a researcher is to attach to a zonal paradigm and recognize the Arctic as an anti-mainland, and Arctic entrepreneur as the full antipode of a continental fellow. The adherence to the zonal paradigm removes contradictions and equips the researcher with a comparative method to elaborate all facets of the Arctic exceptionalism in the figure of the entrepreneur. The entrepreneur here is understood as a close «relative» to the indigenous peoples and the entire Arctic economy, the Arctic environment, and their specific behavioral traits and adaptation strategies to natural and economic extremes. The most important factors in the development of entrepreneurship in the Arctic, which create a mosaic picture of situations in the Arctic territories, are: the geographical location – an island or quasi-mainland position; the presence of large resource corporations and a specific stage of their exploitation of the resource field; the institutional structure of the local economy in terms of the degree of nationalization. The cumulative impact of these factors creates a multi-faceted picture, when the Murmansk oblast is at one pole of the extreme favorable conditions for business, and the Chukotka autonomous okrug is at the other extreme hardness. However, the favorable factors themselves do not guarantee the active development of entrepreneurship. The example of the Murmansk oblast demonstrates the opposite: the conditions for entrepreneurs here are so comfortable that they prefer to slip to the south, where there is no need to bear the burden of northern guarantees and compensations for the employee, and from there to conduct their business activities.

Sustainable development of rural areas is a multifaceted and complex concept. One of the factors affecting the prosperity of the regions is the presence of small and medium-sized businesses. Improving government programs to support small and medium-sized businesses is a priority of state policy. The theoretical methodological and practical foundations of the strategic development of small and medium businesses were investigated. We have identified the main factors affecting the development of small business in Russia, such as low population density, low pre-emptive activity of the population, low support from the regional authorities. UMKM is recognized as having an important role as an economic buffer through its contribution to national GDP and unemployment reduction. However, the acknowledgment, the reality is not linear with improving business performance and the development of the UMKM business itself. Even though it has contributed greatly, its performance and development still cannot compete with MSMEs in other Asian countries. This phenomenon encourages a study to empirically model determinant factors that influence the development of MSME businesses. The result is an empirical model of business development that is explained by business performance, entrepreneurial competence, personal factors, organizational factors and environmental factors. To meet the data needs of these variables, interviews were conducted using a questionnaire. Testing empirical models and hypotheses through the research data obtained was carried out using the Structural Equation Modeling (SEM) approach. Abstract:
A firm’s competitiveness in markets is not any more valued only by profit and other aspects of business results, but also by the ability for change. Unavoidable business transformation means adjustment. Features of the strong modern economy are economic sustainability and development. Business perspective focused on financial goals as the only one result, today is considered as too conservative and not flexible enough for actual market’s requests - which are not anymore ruled by rigid supply/demand relation, yet the focus of business success is exceeding, to fields of renewability, sustainability, circular economy patterns so as changes prediction. While external and inner business – influential factors have been known since forever, still, a contemporary business entity is today recognized more as an ecosystem. Since the 50s of the XX century, the modern business agility of an enterprise is constantly in process of development, improvement, and valorization via three central factors for surveying sustainability and social impact: environmental, social, and corporate governance (ESG). Strictly corporately focused firm ambition is seen as indispensable overcoming, because no matter how much international or global is the nature of business – right now business sphere is irreversibly and with purpose in the process of transformation into the green business. This process means rationalization of its production, but not a rationalization of its productivity too, because the business plan is not presenting just the firm’s ID anymore, but the social effect, economic efforts, and ecological enthusiasm of its management for global improvement of life. In 2008. year, all firms which did not adjust their business with upper mentioned modern aspects didn’t make it, while the 2020 year brings new challenges to contemporary management in way of business politics, crucial business factors, and business trends implementation.

Abstract:
In as much as entrepreneurial action fosters job creation and economic growth, entrepreneurs encounter the significant risk of failure, and community bears the brunt. Though business incubators were designed to provide support and hope to ailing businesses, evidence suggests that not all on these programs succeed. Going on the assumption that even businesses on incubation programs do not seem to be immune to failure, this study sought to determine the key factors that hinder the growth of incubatees in South Africa. Adopting a quantitative approach, the questionnaire was utilized as the primary data collection tool, and the snowball sampling method was employed resulting in a sample size of 93 respondents. The research participants for this study were limited to firms that were registered on the databases of two business incubators who promote small business development strategy and programs in Cape Town and Johannesburg, respectively. The findings indicated that lack of funding, lack of credit facility, competition, crime, lack of access to external market, lack of business skills and lack of product selection and design were the key factors that hinder the growth of incubatees. Given the substantial resources invested in business incubation programs, the fact that business incubators are entrepreneurial ventures in themselves, understanding and finding sustainable solutions to the factors that hinder the growth of their clients (incubatees) would be a win-win solution for the relevant stakeholders. The article deals with the problems of modern interaction between science and innovative media technologies. The principles of creating and implementing a knowledge-based economy are relevant for all countries of the world, including Kazakhstan. The media play an important role in popularizing promising and significant scientific research, as they transmit truly scientific knowledge to society. However, today the news of scientific research is of little interest to journalists. The author describes the possibilities of digital journalism that should be used to promote scientific knowledge in society, as well as to attract the attention of government agencies to the activities of Kazakhstani scientists. It is noted that the multimedia environment has up-to-date technical means for creating a high-quality information base for scientific developments and their introduction into the modern economy. Abstract:
This study is dedicated to assessing the factors of entrepreneurship that contribute or impede the development of small business in the regions. The study aims at displaying the factors of entrepreneurship in Russia through statistical indicators and determining their impact on the development of small enterprises in the regions with different conditions and development. At the first stage of the study, two groups of regions with the most favorable and unfavorable conditions for the development of small business were identified by using the multivariate comparative analysis. At the second stage, the entrepreneurship factors in the form of statistical indicators were divided into four groups: political, economic, socio-cultural, and technological-innovative. Using the correlation analysis, the factors that had the strongest impact on the development of small business in the regions were determined. These factors were compared to the results of monitoring the entrepreneurship in world countries and Russia. The difference between the results of the statistical analysis and the results of the entrepreneurs’ surveys has been revealed. During the study it has been determined that depending on a region and its development, one and the same factor of entrepreneurship can influence small businesses in different ways. It has also been substantiated that it is impossible to correctly compile a general list of entrepreneurship factors for the Russian regions. It is necessary to monitor the opinions of entrepreneurs and carry out the statistical analysis of factors for each group of regions that are similar in their development. The conclusions of the study can be used as theoretical basis for studying the problems of developing small business in the regions.

Abstract:
The paper offers a comprehensive approach to analyzing the processes of environmentally sustainable development (ESD) and green economy (GE) through the prism of interaction between business, the state and the society. The authors grouped twelve factors of ESD and GE in Russia into four categories: those that relate more to the society (formation of an eco-friendly lifestyle, development of eco-activism, popularization of eco-volunteerism), the state ( need for modernization of economy, participation in international cooperation in the field of sustainable development, implementation of state projects of international importance, achievement of environmental sustainability in urban development) and business (development of environmental regulation of business, emergence of green business opportunities, proliferation of sustainable norms and standards of doing business), as well as background factors ( use of new technologies that promote ESD and GE, and actualization of environmental problems). The approach presented allows us to systemically evaluate the processes of ESD and GE and can be applied both for theoretical studies and for achieving practical results.
