Abstract:
Summary The policy of personalisation in English adult social care prioritises choice and control by service users over the support they receive. Carers also have rights to assessments and support, but these rights have developed separately, so interdependencies between carers and service users may be overlooked. Moreover, it may be difficult to reconcile these divergent policies in routine practice. This article reports findings from a study examining the roles played by carers in England in the processes of assessment, support planning and management of personal budgets for disabled and older people. The study was conducted between January 2011 and February 2013. It involved a survey of 16 adult social care departments across 2 English regions, and interviews with personalisation and carers lead officers in three local authorities. The Framework approach was used to manage the data, and analysis was done thematically. Findings Practice was fragmented and inconsistent. Carers were reported to be involved in service users' assessments, and also asked about their willingness and ability to continue caring, but not necessarily about their own needs. Separate carers' assessments were reported to be usually offered, but take-up was low and lead officers' opinions about their value varied. Any help given by carers reduced the level of service users' personal budgets, but there was no evidence that carers' own needs (as identified in carers' assessments) were taken into account. Applications Greater clarity and consistency is needed, especially the linking of service users' and carers' assessments and finding appropriate ways to meet both. These changes will become increasingly urgent with the implementation of the 2014 Care Act.

Community Participating in socialization and training in order to manage family finances by applying household budget as a reference to managing family income and expenditure. The problem that often happens in a family is greater expenditure than their income. This training is needed to help people in managing their finances. Implementation of this training used presentation technique, discussion if there are any questions. The result of this socialization shows that the participants were enthusiastic in the training because they need to apply the budget in their household.

Abstract:
This article provides a detailed analysis of the income and expenditure of a stem family household from Bastelica, Corsica, based on information collected in 1867 and 1887 according to the scheme recommended by Frédéric Le Play. The budget indicates the work undertaken by each member of the family and which economic activities were most valuable to the family in terms of the income they generated and the level of profit. The primary resource of the family was its members, as the family used almost no non-family labour. The composition of the household, and the distribution of its members in terms of age and sex, were therefore critical for its economic well-being. Members of the family contributed their labour according to their sex, age and place within the household. Males were better paid than females but each son received more than his father and the daughters were better paid than their mother. Apart from the father, the less well paid the family member, the longer the time they were at work. In addition, the two highly paid sons were unemployed for more than half of the year. This provided a reserve of labour in the event of a rise in the ratio of consumers to workers within the family. The economy of the family was based on the exploitation of its patrimony and on animal husbandry. Food constituted the largest single item of expenditure but the diet of this family did not provide the 2,800 calories of the average diet in France between 1855 and 1874.

Background: The Abuja Declaration committed African Union countries to allocate at least 15% of their budget to improving the health sector. Consequently, Deutsche Stiftung Weltbevoelkerung (DSW) has been undertaking annual budget studies in Kenya and Uganda to track financial allocation for health and family planning (FP). Methods: This study, carried out between the months of May and October 2017, involved budget analysis of general health and FP funding at national and sub-national level. The study covered the fiscal year 2017/18. However, for comparison purposes, fiscal years 2015/16 and 2016/17 were included in the analysis. Results: In Uganda, during the 2017/18 fiscal year, the government allocated 0.73% ($3.7 million) of its health sector budget ($506.7 million) to FP; of which 98.8% ($3.6 million) was allocated to National Medical Stores (NMS), mainly for the supply of reproductive health commodities. Analysis of four districts shows that only 0.5% ($7,966), 0.8% ($10,046), 0.9% ($9,663) and 1.9% ($35,395) of the health sector budget was allocated to FP in Kamuli, Mityana, Mukono and Tororo, respectively, during the 2017/18 fiscal year. In Kenya, the FP budget allocation at the national level reduced from $6.05 million in 2015/16 to $2.93 million in 2017/18. At the subnational level, there were combined increases in the estimated sub-national FP budget allocations in all eleven counties of 21.8% ($2.1 million), from $9.6 million (2016/17) to $11.7 million (2017/2018). Conclusions: The findings indicate an overall increase in FP allocations over the last three years in the two countries of study. Advocacy personnel should be enlightened on the budget making process, as it provides an excellent platform for advocating for budgetary increases.

ABSTRACT The aim of this work is to analyze how the budget need is conceived in family businesses in the process of succession. There is a gap about the reasons for using the budget in the context of a family business succession process, whose characteristics and purposes of the budget reflect their need depending on the antecedents the reasons for use. The relevance of the theme lies in understanding the intergenerational succession as a part of the life cycle in family companies and the interface with the management control system (MCS) from the need of the budget with a planning and control tool. As an impact on the area, this study broadens the field of research on budget considering its characteristics and purposes in a context of organizational transition that involves succession in a family business. We adopted the single case study with data collected through semi-structured interviews, observations, and documents. Data were analyzed from the discursive textual analysis whose focus is the contents related to succession from the organizational life cycle, changes in the MCS, and budget need. The results showed that changes resulting from the succession process on the strategies of its planning (professionalization of management, creation of the holding company, and governance) interact and influence the need of the budget. This stems from the reasons for operational planning and strategic training from its antecedents associated with the organizational characteristics of the success and renewal phase of the life cycle. The contribution of the study is based on the combination of succession in family business and budget by making it possible to reflect on the need for a specific tool (the budget) to support goal setting and decision-making in this context. It will contribute to the MCS and family business by understanding the need for budgeting in the succession process. In addition, it will validate the three-phase model of the succession process in a family business as part of the organizational life cycle.

Abstract:
The paper analyses the contribution of informally employed women (for the age group of 16-60 years) to their household budget. The urban informal sector largely absorbs women workers. We examine the determinants of their contribution to their household budgets for the survival of the families. Applying the OLS model to 937 observations, it is found that women as heads of household, women’s education, and ownership of assets by woman have a positive effect on their contribution. The burden of the large family size, household poverty, and loans availed by the household are shared by the informally employed women, as these variables positively affect their contribution. Age of the woman has a non-linear effect on woman’s contribution. The contribution first increases and then decreases by an increase in the age of the woman. Married women and women living in nuclear families contribute more to the household budget. The household per capita income and number of children (5-15 years) in the household have shown a negative effect on the contribution of women to the household budget. The household’s economic vulnerability due to unemployment of husband and lower productivity caused by lower education of husband are also largely shared by the urban informally employed women, i.e., they struggle more for family survival. However, the number of adult males in the household decreases the volume of contribution by women and the burden on women is relaxed.

Abstract:
The study describes and assesses the mathematical-statistical methodology of the contemporary Soviet Family Budget Survey, both in regard to the sample design and in regard to the processing and analysis of the survey data. A wide range of methodological deficiencies are identified, accounting for the widely recognised unreliability of the data produced. The problems of using the survey data in various fields of policy-making, planning and research are explored. It is shown that Soviet data-users where possible avoid relying on data from this survey. The historical and social factors influencing the methodology of the Family Budget Survey are discussed. The most important causes of the deficient methodology are found to be the neglect of mathematical statistics and sampling theory in Soviet socio-economic statistics, originating in the Stalin period, and the bureaucratic inertia of the Central Statistical Administration.

The goal of this thesis is to describe a complex financial plan of a family using all available products on the Czech financial market. The thesis is especially aimed at sources of possible family budget reserves and alternatives of backing life insurances using offers of local insurance companies. First of all you can find simple definition of life time cycle. Based on this cycle I try to describe any differences in needs, which may help to fulfill wishes and priorities that may come up during different life periods. There is a detailed explanation of basics and characteristics of particular components of family financial plan in the following chapters. After these theoretical chapters you can find a comparison of financial products suitable for securing sufficient retirement savings. Following chapters include analysis of risk insurance products with comparison of real existing offers on the Czech insurance market (based on price and specifics of insurance contract conditions).

Introduction: Over the past few years, the capacity of the government of Mozambique to sustain the cost of payment of salaries to operationalize the Indoor Residual Spray (IRS), a widely recommended tool to control and prevent malaria, is facing numerous challenges. This is due to recent restrictions of the Official Development Assistance (ODA), an external aid scheme and the main source of financing of the Mozambican government budget. Objective: The objective of this study was to estimate the cost of IRS operationalization activities in Matutuine and Namaacha districts health directorates, in Maputo Province, Mozambique. Methods: A cost analysis using an approach from the provider’s perspective was conducted in two district health directorates in the Maputo province, Matutuine and Namaacha. The institutions were purposely selected since in 2014 in both districts the expenditure on salaries to operationalize IRS was funded by the government budget. Cost information was collected retrospectively and both economic and financial costs were calculated. Uncertainty of results was tested using “one-way” deterministic sensitivity analysis. Results: The average total annual economic cost was 117,351.34 US$. The average economic cost per households sprayed totalled 16.35 US$. On average the economic costs per person protected is 4.09 US$ in total. In the financial analysis, the average total annual financial costs totalled 69,174.83 US$. The average financial cost per household sprayed and per person protected were 9.84 US$ and 2.46 US$ respectively. Vehicles, personnel salaries and consumables were the major substantial cost components. Conclusion: Setting aside the ODA restriction and focusing on the aim of implementing IRS within the existing resources, the study makessuggestions for improving efficiency by focusing on areas with a higher need and pays attention to cost drivers in order to reduce the costs.

Construction projects for buildings, in the execution stage, show a variation of the real with respect to what is planned in the budget. The consequence of this lag presented usually causes large economic losses. Given this situation, in the construction industry, various control systems have been developed that have as a final deliverable a frequent management report, which serves to make decisions regarding the analyzed, whose results are applied and evaluated after a specific period of time. These management reports have good results at the time of their application; however, data processing, analysis execution, and decision making take approximately 30 days. In this sense, the present investigation proposes to develop a control system focused in real time, generated by the daily control in the execution stage. The results show a reduction of waste in the main resources of multi-family building projects, and this is in labor and materials, identifying the causes that originate them and suggesting generic solutions, at the end of the workday.

After the period of monetary stabilization started with the Real Plan in 1994 , the credit market has shown annual growth rates of 20 %. About 40 % of this growth came from the credit market for individuals . This paper analyzed the profile of the families who have credit expenses, and what changes in their characteristics can cause any effect in their propensity to take credit . For this purpose we applied binary logit choice model based on microdata from the Household Budget Survey (POF 2008 / 09 ) of the IBGE, in an attempt to measure the probability of the family take a loan. For this, we used categorical variables relating to the constitution of families, such as education level, sex, race and age of household head, and other information on the composition of household expenditures found in POF. The data suggest that the two most important factors to increase the likelihood of family borrowing is the age of the household head and income per capita. However other factors also contribute significantly, such as the existence of financial investment spending , expend with reform the household or even health spending, children's age, sex, race and education of household head
Após o período de estabilização monetária iniciado com o Plano Real em 1994, o mercado de crédito brasileiro vem apresentando taxas de crescimento anuais nominais acima de 20%. Cerca de 40% deste crescimento advêm do mercado de crédito direcionado às pessoas físicas. Neste trabalho é analisado o perfil das famílias que possuem despesas com crédito, e quais mudanças em suas características podem causar alterações em sua propensão a tomar crédito. Para tal objetivo foi aplicado o modelo de escolha binária logit à base dos microdados da Pesquisa de Orçamento Familiar (POF 2008/09) do IBGE, na tentativa de mensurar a probabilidade da família ser tomadora de crédito. Para tanto, são usadas variáveis categóricas referentes à constituição das famílias, como: grau de escolaridade, sexo, raça e idade do chefe da família, além de outras informações sobre a composição das despesas familiares encontradas na POF. Os dados sugerem que os fatores mais relevantes a aumentar a probabilidade da família tomar empréstimos são a idade do chefe da família e a renda per capita. No entanto outros fatores também contribuem significativamente, tais como a existência de gastos com aplicação financeira, gastos com reforma do domicílio ou mesmo com saúde emergencial, idade dos filhos, sexo, raça e educação do chefe da família

This diploma thesis describes the methods of valuation by using cost valuation method for family houses. The thesis defines the basic concepts from this field, methods of valuation and helps to create individual calculations. The main goal of this work is the valuation of five family houses by two cost valuation methods, their comparison and evaluation of the degree of difference between the methods. In order to achieve this goal, it is necessary to ascertain the total cost differences of individual constructions and equipment with the help of an itemized budget and by following the valuation order of the Ministry of Finance, compare the results and call attention to possible shortcomings of a given method.

Сьогодні в Україні оцінювання якості освіти належить винятково державним структурам. Зважаючи на те, що будь-яка оцінка якості є відносною, жодній структурі не може належати монопольне право на її оцінювання. Освіта повинна доводити свою якість не лише перед державними органами, а й перед суспільством, споживачами освітніх послуг, а також світовою спільнотою. Громадська оцінка якості середньої й вищої освіти сьогодні використовується в багатьох країнах. Разом із цим, в оцінюванні якості результату освіти, освітньої діяльності педагогічних працівників та самої освіти адміністрації шкіл, керівники органів управління освіти орієнтуються здебільшого на традиційні показники статистичної звітності, оскільки відсутні єдині вимоги та методики оцінювання не тільки змісту, а і якості освіти. Abstract:
This diploma thesis is focused on the estimation value of the family house in the area of Slezská Ostrava. In the first part of the thesis, theoretical background is defined. Theoretical background describes the terms closely related to the issue of valuation and valuation methods that are applied to the family house. The next part consists of the description of the area, identification of the land, and the essential information about the family house from the construction and layout perspective. Furthermore, the thesis provides the description of the market in the area, as well as the database of comparable objects. The database of comparable objects was created, in order to determine the estimated market value of the property. Moreover, the cost price of the family house is assigned by using an itemized budget and cost method in accordance with the established regulation for valuation. Likewise, the correction proposal was created by estimating the coefficient for an atypical construction of the family house. In the conclusion of the thesis, the price shares of constructions stated in the valuation decree are compared with the price shares obtained from cost valuation methods.

AbstractThis chapter sets out to examine how family policies differently affect the poverty rate of single-parent families versus couples with children and also probes whether or not there is a premium—or penalty—for single parents. This is based on a literature review and analysis of a number of comparative family policy data infrastructures. Although single parents were found to benefit from child income support, parental leave, and ECEC, important differences were found. The evidence is strong that child income support as family benefits do in fact lower poverty for all families and especially for single-parent families. On the other hand, ECEC costs in many countries represent a larger share of their household budget compared to dual-earner couples. In countries with low replacement rates during parental leave, the income position of single parents on leave is substantially worse than among dual-earner parents in which one parent is on leave.

Abstract Although the Lithuanian Government has an active programme (Global Lithuania) to engage with citizens residing abroad, there is a lack of social protection policies for non-resident nationals who are facing economic difficulties. This is due to the public opinion that Lithuanians abroad are in a better financial position to contribute rather than benefit from the already limited state budget. Nevertheless, some assistance exists in the area of health care: Lithuanian consulates help Lithuanians abroad with evacuations or if they get into an accident and wish to return to Lithuania. Consulates also assist emigrants with the receipt of pensions and family-related documents.

This chapter gives an overview of the research in developing “minimum income standards” and “family budget standards,” “indicative budgets” and “standard budgets.” It analyzes goods and services that are considered necessary to reach a minimum standard of living for an individual or household within a given country context, region, or city. It also brings together up-to-date and accessible information and analysis in an effort to raise the profile and understanding of reference budget research. The chapter places minimum income standards at the heart of global social policy debates that focus on strengthening social protection systems. It also discusses reference budgets and minimum income standards research, covering different methodologies and approaches in relation to the implementation of policy and practice.

This chapter focuses on the French experience of reference budgets in establishing an operational definition of “minimum decent income,” which since has been inspired by the Minimum Income Standards (MIS) methodology developed in the UK. It explains the MIS approach that has been applied extensively in the French context and covered six family types. It also examines the most recent “MIS France” results, which confirms that the basic amount of guaranteed minimum incomes in France is far below the reference budgets for all family types, and yet for the time being. The chapter points out how reference budget research has failed to stir political action and public debate in France. It highlights the main results of the study and related research findings that place reference budgets in the French policy debate.

This chapter draws attention to Australia's very rich tradition of family budget research, which was associated with the Social Policy Research Centre. It explains that the idea of a basic living standard enshrined in wage laws became a reality in Australia at the start of the 20th century. It also charts the history of budget standards research in Australia, focusing on the four major studies that were coordinated during the 1990s, 2000s and 2010s. The chapter looks at the latest work that relates to the budget for healthy living and combines public health knowledge and focus group deliberations. It concludes that budget standards only provide a rough-and-ready adequacy benchmark, which should be used with care and in conjunction with other measurement approaches to living standards whenever possible.

Abstract:
This chapter takes up the history and development of standard “basic needs” budgets in the US. It explains in detail why the focus remains only on basic survival needs in the US context. It also points out how basic needs budgets are largely left to state governments and their agencies in order to develop family budget standards for their state in the absence of national action by the federal government. The chapter illustrates the overwhelming lack of economic security and social protection in the US, which caused many households to struggle in coping with incomes below the most basic of living standards. It mentions a new poverty line that comprises of an allowance for food, clothing, and shelter, which would be updated annually based on changes in the consumption of necessities by a reference group of families in the general population.

The paper proposes an intermediate modeling ground that bridges the gap between engineering design models and marketing models for the development of platform-based product families. In this model, each variant in the product family is assumed to contribute a percentage to the overall market coverage inside a target market segment and we wish to maximize this coverage subject to an available development budget. Following the conceptual engineering design phase of the product family, this model will optimize the initial investment in the platform, the commonality level between variants, and the number of variants to be produced in order to maximize market coverage. An application of the model using a Drill product family is included to demonstrate the usefulness of the proposed model.

A public divisible resource is to be divided among projects. We study rules that decide on a distribution of the budget when voters have ordinal preference rankings over projects. Examples of such portioning problems are participatory budgeting, time shares, and parliament elections. We introduce a family of rules for portioning, inspired by positional scoring rules. Rules in this family are given by a scoring vector (such as plurality or Borda) associating a positive value with each rank in a vote, and an aggregation function such as leximin or the Nash product. Our family contains well-studied rules, but most are new. We discuss computational and normative properties of our rules. We focus on fairness, and introduce the SD-core, a group fairness notion. Our Nash rules are in the SD-core, and the leximin rules satisfy individual fairness properties. Both are Pareto-efficient.

The construction with the use of container has gained notoriety in recent years. The few researches that deal with this constructive system highlight the positive aspects related to sustainability, innovation and constructive viability. However, the analysis of cost and time is still poorly explored. In this sense, this paper aims to make a comparison of cost and time between the construction in container and the traditional masonry system, quite consolidated in the Brazilian works. For this, a case study was carried out, being the study object two architectural designs of a single-family residence with a popular pattern, from which the budget and schedule were made based on these two constructive systems. From the comparative analysis of the budget tables, the bell curve and the S curve, it can be highlighted as advantages of the construction in container: the speed of execution of 49% in relation to the conventional masonry system, the positive related aspects to Sustainability and cleanliness at the construction site.

Due to rapid changes in end-user requirements and vast improvements in technology, many product development companies identified strategies like time-to-market (TTM) compression and product family development as critical for attaining success in today’s hyper-competitive environment. Further, the companies are increasingly investing on involving suppliers in various activities of a product realization process. The present paper facilitates this trend of the market by adopting supplier involvement in product design phase. Product design phase has been chosen because 70–80% of the product cost is locked in during this phase. A methodology for optimal supplier network formation is proposed so that the product development projects are completed on time and on budget, while catering to the evolving end-user requirements over a given planning horizon. The present methodology selects the detail design of the product families while forming the supplier network. In this methodology, apart from cost and time, inter-supplier communication has been modeled as one of the supplier selection criteria. This criterion is based on the effect of product architecture on integrator-supplier-supplier communication and the nature of supplier organization. The present problem has been illustrated using the case example of insulin delivery device product families and the proposed methodology has been solved using a goal programming approach.

With the increase of salaries of medical workers in Kyrgyzstan their income increased. But the desire to earn additional income from patients not disappeared. As practice shows, giving money to the hands of health care workers is widespread in health system of Kyrgyzstan. It is not only drops the image of doctors, but also causes serious damage to the family budget of citizens who are in a hospital bed, or at the reception of doctor's. The main reason for the existence of informal payments in health care is considered a relatively low level of wages. If in the real sector the financial stimulation carried out by the expense of encouraging profit in medicine only source of stimulation is wage fund. The stimulating part should be increased at the expense of main part of wages. İnasmuch as there is no profit in medicine as a source of encouragement it is used the funds received from paid services. The basis for motivation of labor in medicine is to avoid time-based wage system and to introduction of piecework forms in different versions. Criterion for evaluating health care workers is the health of the patient after treatment.

Abstract Two-dimensional (2D) materials have recently garnered significant interest due to their novel and emergent properties. A plethora of 2D materials have been discovered and intensively studied, such as graphene, hexagonal boron nitride, transitionmetal dichalcogenides (TMDCs), and other metallic compound MXenes (nitrides, phosphides, and hydroxides), as well as elemental 2D materials (borophene, germanene, phosphorene, silicene, etc.). Considering the widespread interest in conventional van der Waals 2D materials, two-dimensional metallic nanosheets (2DMNS), a recent addition to the 2D materials family, have exhibited diverse potential spanning optics, electronics, magnetics, catalysis, etc. However, the close-packed, non-layered structure and non-directional, isotropic bonding of metallic materials make it difficult to access metals in their 2D forms, unlike 2D van der Waals materials, which have intrinsically layered structure (strong in-plane bonding in addition to the weak interlayer interaction). Until now, conventional top-down and bottom-up synthesis schemes of these 2DMNS have encountered various limitations such as precursor availability, substrate incompatibility, difficulty of control over thickness and stoichiometry, limited thermal budget, etc. To overcome these manufacturing limitations of 2DMNS, here we report a facile, rapid, large-scale, and cost-effective fabrication technique of nanometer-scale copper (Cu) 2DMNS via iterative rolling, folding, and calendering (RFC) that is readily generalizable to other conventional elemental metallic materials. Overall, we successfully show a scalable fabrication technique of 2DMNS.

Abstract:
The global upheavals of recent years have had a serious impact on the personal well-being of citizens. It becomes important for a person to effectively manage the family budget, which requires increasing the level of knowledge about finance, economics, investments, etc. The purpose of the report is to study foreign experience and Kazakhstan's experience in improving financial literacy. Practice shows that the formation of financial literacy, instilling culture and reasonable, rational behavior is necessary for society and the economy as a whole. It is possible to achieve such results by changing a person's consciousness. The younger generation has a huge potential in this regard. Currently, only some aspects of economic thinking are addressed in the works of teachers. The methodology of the article is based on the study of the works of foreign authors on the problems of the impact of crises of various etymologies and origins on the change in financial literacy, including certain elements: levels, factors, policy, structure. The result of the study was to identify the features of financial literacy systems in different countries. The analysis showed that financial literacy is considered a well-developed element in the general model of economic consciousness formation. However, at the present stage, the problem of financial literacy and economic awareness is not given due attention in countries, including developed ones. The article was prepared within the framework of the project of grant financing of the Ministry of Education and Science of the Republic of Kazakhstan "transformation of the economic consciousness of society in the conditions of the pathology of the economy (on the example of the Republic of Kazakhstan)" (IRN AR09259332).
