Abstract:
It is imperative to understand factors of demographic and social issues, economic development, and global influences which have influenced China’s family planning policy implementation through time from the one-child to three-child policy. To further explore how such factors influenced the evolution of China’s family planning policy and to predict future policy outcomes, this research has extensively discussed demographic challenges, economic development, social issues, and global influences. The research has also analyzed how these factors influence China’s family planning policy direction towards the future. For sustainability, in relation to family planning, this research has identified that the Chinese government could implement targeted and flexible approaches to childbirth control, implement social support and services to help couples meet their family goals, and enhance social awareness via education and family therapy. In sum, this research is important because it provides an elaborate discussion of the evolution of China’s family planning policy and predicts the future direction of such policing to ensure sustainable family planning in China.

Abstract:
Different intergenerational fertility levels affected by the family planning policy under such altruistic behavior will inevitably affect real estate prices. This paper studies the effect of different intergenerational fertility levels on real estate prices under the parental altruistic behavior model with Chinese characteristics by constructing an Overlapping Generation Model (OLG) with intergenerational wealth transfer. The empirical results show that the lower the intergenerational fertility level of the middle-aged generation, the higher the average wealth level transferred to the youth generation, and the higher the real estate price. This result shows that, unlike the high fertility rate of popular cognition, the low fertility rate of the middle-aged generation under the influence of the family planning policy and the altruistic behavior of the Chinese parents are the important reasons for the current high housing prices. This paper reveals the relationship between China's population policy and real estate price, and can guide the judgment of China's real estate market in the future.

Abstract:
This thesis focuses on the concept of informed choice in family planning and how numerical and systematic targeting aimed at raising the numbers of contraceptive acceptors fundamentally undermines this concept in highland Chiapas. The Government of Mexico’s policy aims within its Reproductive Health Programme (1995-2000) are to reduce the total fertility rate whilst promoting reproductive health services and family planning choices. Though Mexico has seen a decline in its total fertility rate attributed to increased contraceptive use in urban areas, in rural parts the rate remains high. Consequently, the rural poor, and in Chiapas overwhelmingly indigenous populations, have become a major target of the Reproductive Health Programme. Monthly targets are set for clinics and family planning services are offered systematically every time a woman attends a clinic for whatever reason. Amongst the factors which must be accounted for in assessing family planning provision in highland Chiapas are cultural differences between mestizo providers and the indigenous target groups as well as local economic and political conditions. Presently, the state of Chiapas is highly militarised and under the cloud of a low intensity war precipitated by the Zapatista uprising in 1994. The provision of any kind of health services is difficult under these situations, but more so what one considers the distrust sown between some indigenous communities and the government Who provide the health services. This thesis examines the practicalities of implementing a global policy at a local level and the constraints faced by both providers and intended recipients in the social context of Los Altos. Mindful of the care required in identification most people in this thesis (with the exception of a few well-known academics) appear under pseudonyms.

Abstract:
In China, April 13, 1989 was marked as the "1.1 Billion Population Day." Though it has become the first "demographic billionaire" in the world, China has obtained remarkable results in population control. According to the statement issued by China's National Bureau of Statistics in 1987, the natural population growth rate dropped from 25.83 per thousand in 1970 to 11.28 per thousand in 1985. This has been viewed as an achievement not previously seen in any other population. In the past four decades, the Chinese government has adopted a population policy to organize the fertility transition in a planned way through education, motivation and persuasion. Five communication campaigns have been instituted to implement the policy. The successive family planning campaigns have played a vital role in educating and persuading individuals to accept the new fertility norms advocated by the government. In the communication processes of these campaigns, the strategies used have changed from the media-oriented strategy of the first campaign, to the introduction of an interpersonal approach in the second followed by an integration of media, interpersonal and organisational communication in the three latest campaigns. The integration of the media and interpersonal communication approaches was achieved through group discussion sessions and home visits, in which media messages were mediated and interpreted as a reinforcement to media impact. The group dynamics in the interpersonal communication has played an important role in changing individuals' attitudes towards and behaviour of family planning. As a campaign is an organized activity which requires organizational channels to ensure the conduct of the activity and the flow of information, a well-established organization hierarchy for family planning work has facilitated the management of family planning campaigns and also been regarded as a fundemental element to the success of the later campaigns.

Abstract:
The purpose of this research was to examine the implementation of Georgia's Medicaid family planning program, known as Planning for Healthy Babies or P4HB. This program is the first such program to provide both family planning services and inter-pregnancy care services through a Medicaid expansion to low-income, uninsured women. An evaluative case study design was employed using mixed methods. These methods incorporated process measures to study the implementation of P4HB and to assess whether P4HB was implemented as planned We incorporated theory from the policy implementation and health care access literatures to understand what served as facilitators or barriers to successful implementation. Findings suggest that despite precise goals and objectives, formal guidance about the program did not incorporate clear implementation planning. Many stakeholders, including advocates, providers, and representatives from implementing agencies felt left out of the implementation process and did not feel invested in the program. Considerable confusion existed among eligible clients and providers about the nature and scope of the P4HB program. This lack of awareness and understanding about P4HB likely contributed to the program's low enrollment and participation in the first year of its implementation. As many states prepare to expand their Medicaid programs under the Patient Protection and Affordable Care Act (ACA), this study provides important lessons for policy planning and implementation.

Abstract:
Since the Open Letter of 1980, identified as the starting point of China’s strict population control, the so-called “one-child policy” was characterized by variations and exceptions and, over the years, went through a long and gradual process of change. The four administrations from Deng Xiaoping till Xi Jinping carried on family planning with different approaches but in the spirit of continuity, without ever questioning its status of basic-state policy. In 2015, after 35 years of one-childization, a reform that allowed every couple to have two children was approved, marking a major change in the State’s ideology towards population. The policy-making process that led to this decision has been punctuated by a lengthy debate among scholars and birth planning officials on the feasibility of a national openness to two children. Given the increased pluralization of the arena of debate, the process was analyzed using the theoretical framework of Fragmented Authoritarianism. I first described the bureaucratic structure of family planning apparatus, thereafter, defined the political entrepreneurs that shaped the process of change and, finally, compared the issue framing they used to make their thesis prevail in relation with the official narrative. The universal two-child policy was certainly influenced by the demographers’ work and the current situation of very low fertility, despite policy relaxation, confirmed the correctness of their thesis.

Abstract:
In 1979, the Chinese government introduced the One-child Policy for the purpose of controlling population growth. Thirty years later, the fertility rate in China has declined to a very low level and one-child families have become the norm. At the same time, the consequences of low fertility rates have emerged. In 2015, the government announced a new policy that encouraged couples to have two children in order to raise the total fertility rate. In this paper, I analyze the economic and legal implications of the Chinese family planning policies. By examining to what extent fertility decisions are affected by government policies, I evaluate the potential effects of the Two-child Policy. The findings suggest that the Two-child Policy might not be effective in increasing the total fertility rate.

AbstractIn the 1950s, the UN began to use the concept of social development, in contrast to economic development. Social development as adapted to Japan brought a dramatic change in Japanese policy debates on human resources and social security. In this chapter, I discuss the role of the idea of social development in promoting the policy debate towards introducing child allowance in Japan. Social development as a Japanese concept was combined with an interest to improve “the quality of population”, in particular through the state’s role in family planning, while the UN’s concept encompassed a more general humanism or psychosocial well-being.

Abstract:
The real-world application of planning techniques often requires models with numeric fluents. However, these fluents are not directly supported by most planners and heuristics. We describe a family of planning algorithms that takes a numeric planning problem and produces an abstracted representation that can be solved using any classical planner. The resulting abstract plan is generalized into a policy and then used to guide the search in the original numeric domain. We prove that our approach is sound, and we evaluate it on a set of standard benchmarks. We show that it can provide competitive performance when compared to other well-known algorithms for numeric planning, and a significant performance improvement in certain domains.

The Markov Decision Problem (MDP) plays a central role in AI as an abstraction of sequential decision making. We contribute to the theoretical analysis of MDP PLANNING, which is the problem of computing an optimal policy for a given MDP. Specifically, we furnish improved STRONG WORST-CASE upper bounds on the running time of MDP planning. Strong bounds are those that depend only on the number of states n and the number of actions k in the specified MDP; they have no dependence on affiliated variables such as the discount factor and the number of bits needed to represent the MDP. Worst-case bounds apply to EVERY run of an algorithm; randomised algorithms can typically yield faster EXPECTED running times. While the special case of 2-action MDPs (that is, k = 2) has recently received some attention, bounds for general k have remained to be improved for several decades. Our contributions are to this general case. For k >= 3, the tightest strong upper bound shown to date for MDP planning belongs to a family of algorithms called Policy Iteration. This bound is only a polynomial improvement over a trivial bound of poly(n, k) k^{n} [Mansour and Singh, 1999]. In this paper, we generalise a contrasting algorithm called the Fibonacci Seesaw, and derive a bound of poly(n, k) k^{0.6834n}. The key construct we use is a template to map algorithms for the 2-action setting to the general setting. Interestingly, this idea can also be used to design Policy Iteration algorithms with a running time upper bound of poly(n, k) k^{0.7207n}. Both our results improve upon bounds that have stood for several decades.

Abstract:
Through the initiative of the Family Planning Fortnight: Meeting the Future Challenges, held in December 1993, the Government of Bangladesh made a policy statement about the critical importance of dealing with the nation's population problem. The Fortnight provided the strategic framework for developing actions to strengthen the National Family Planning Program that would meet the country's population challenges. To initiate rapid action, the Family Planning Fortnight Steering Committee, under the chairmanship of the Secretary, Ministry of Health and Family Welfare, formed a working group to prepare a report that would capitalize on all earlier efforts and lay out a plan of action. The working group identified a number of priority areas requiring immediate action to regain the momentum of the National Family Planning Program, and to ensure success in meeting the government's demographic, social, and economic goals. The working group recognized that there are a number of long-term, strategic policy issues that also require quick attention. As noted in this report, efforts to increase the dissemination and utilization of research results for policy formulation have been productive in Bangladesh from the perspective of the government, NG0s, and donors.

In the Philippines, demand for family planning (FP) is high, and the government is committed to helping the population achieve universal access to quality FP information and services. Reach Health Assessing Cost-Effectiveness for Family Planning (RACE-FP) is a decision support tool designed to estimate the impact FP interventions have on averting unintended pregnancies and on downstream maternal and neonatal health (MNH) outcomes. This report provides technical details of the RACE-FP model. RACE-FP is organized by objectives: improve postpartum FP, improve public sector and private sector provision of FP, improve demand for FP, reduce contraceptive stockouts, and introduce a modern contraceptive method. Although other models have been developed to estimate the impact of contraceptive use on averting unintended pregnancy at the national level for the Philippines, RACE-FP is the only model to provide estimates at national and regional levels, include intervention and commodity costs, disaggregate outcomes by age group and setting (public, private, community), and estimate the broader impact of modern contraceptive prevalence on MNH outcomes. RACE-FP can be an important resource to determine the relative benefit of FP interventions in the Philippines and could support policy decisions globally.

In August 2021, the Chinese three-child policy took effect, ending the former restrictive population policy of the country. Low fertility intention is one of the reasons behind the rapid aging of the society in China, thus the new policy seeks to achieve its demographic goals by encouraging childbirth. The first part of this paper presents the family-friendly and family protection measures the central government has introduced in recent years. The second part, based on local family planning regulation amendment reports and related news, introduces how local childbearing promotion initiatives complement the central measures in the first four months of the three-child policy. The analysis concludes by outlining the future of the three-child policy. The policy is unlikely to reverse fertility decline and ageing, although it can slow down its pace and help China gain time to continue the development of its social care systems. It is worthwhile for Hungary to monitor what kind of unique subsidies China introduces to promote childbirth in the future.

Rapid population growth, poor and uneven economic performance, and slow progress in health and education are interrelated phenomena. However, while there is strong support for public policies aimed at economic recovery and human resource development in the Philippines, there is still a lack of consensus on the need for public policy to moderate population growth and on the role of a government-sponsored family planning program in overall population and development activities. This paper examines alternative population projections and analyzes the contribution to future population growth of unwanted fertility, high desired family size, and population momentum. The aims are to highlight the multiple policy responses that are needed to moderate rapid population growth and to clarify a number of factors that have prevented the development of a consensus on Philippine population policy.
