Abstract:
Studies and accounts of change in police organizations frequently emphasize case studies of specific efforts enacted during relatively discrete periods of time in one or a few agencies. The narratives often emphasize the success of change efforts or seek to explain why initiatives failed in the case study agency. While instructive, such accounts do not provide broader insights into successes and failures with change across longer periods of time, differing types of change, and diverse organizational contexts. Using survey data from mid-career police supervisors attending the FBI National Academy program, this study considers change experiences. In particular, consideration is given to the frequency of change, its results, and the factors associated with successful and failed outcomes.

Abstract:
Primarily, this technical article intends to address the hiring practices of executive police leadership. The article questions police executives’ capability based upon a significant number of police chiefs exiting their position for several reasons related to the summer of 2020, whereas several societal crises ensued. The article demonstrates how police executives are not hired based on their ability to be capable leaders or, highly skilled experts but are repeatedly hired based upon tenure, deemed as qualified. Subjective measures exclude specific demographics, human and conceptional skills, and the lack of community input from the societies they are appointed to serve are continually used to hire police leaders. Additionally, the subsequent promotional exams allowing aspiring police leaders are subjective, demonstrated by the multiple suits filed from across the country, as is the proper selection or lack of essential training such as entry to the FBI academy law enforcement training. A specific model, the Three Skill Approach, outlines the various skills for selection criteria. The article asserts that other models can be employed, emphasizing that multiple skills within potential leaders are critical. Also strongly suggested in the report is that the community in which police serve must be aware of how police executives are selected and included in that process, allowing for a partnership between the police leadership and the community. Often, unknown to the community is the right to articulate and establish how they are policed, which can only be realized by a leader who has the multiple skills and has developed a genuine relationship with the community, eventually seen as part of the community.

The development of sharia-based products is increasingly prevalent in Indonesia, including pawn shops. Perum pawnshops issued sharia-based products called sharia pawnshops. Basically, sharia-based products have such characteristics, do not collect interest in various forms due to usury, determine money as a medium of exchange not as a commodity traded, and do business to obtain compensation for services and or profit sharing. This research includes the type of literature study by looking for theoretical references that are relevant to cases or problems found. Theoretical references are obtained by means of literature study research and then used as the basic foundation and main tools for analyzing data. The type of data used by the authors in this study is secondary data obtained from journals, books, documentation and the internet. The data that has been obtained is then analyzed using a descriptive analysis method of Islamic Pawnshop or known by the term rahn, in its operation using the Fee Based Income (FBI) or Mudharabah (profit sharing) method. Because customers using UP (UP) have different objectives, for example for consumption, paying school fees or additional working capital, the use of the Mudarabah method has not been used properly. Данная статья посвящена одному из эпизодов его научной деятельности в середине — второй половине 1920-х гг.: взаимоотношениям с Академией наук СССР и попытке выдвижения его кандидатуры в действительные члены АН СССР в 1928—1929 гг. Теоретические построения Шмита не находили понимания у представителей академической корпорации, однако с энтузиазмом принимались учеными более молодого поколения. В частности, представители музейного мира активно поддержали выдвижение Шмита в академики. Fyodor Ivanovich Schmit was a prominent Russian Byzantinist, art historian and museologist. This article is devoted to one of the episodes of his academic biography in the mid — second half of the 1920th: his relations with the Academy of Sciences of the USSR and an attempt to propose him as a full member of the Academy of Sciences of the USSR in 1928—1929. Schmit's theoretical conceptualizations did not find understanding among members of the academic corporation, but they were enthusiastically accepted by scholars of the younger generation. In particular, representatives of the museum world actively supported Schmit's election to the Academy.

Abstract:
Using the Federal Bureau of Investigation's (FBI) 212 th session of the National Academy, a residential adult learning environment, as a case study and the 1996 research on participant's perception of residential adult learning environments by Dr. Jean Anderson Fleming, this study examined the relationship among the characteristics (overarching themes: detachment and continuity and descriptive themes: building relationships in residence, learning in residence, and individual change in residence) and how this relationship impacts the participant's attitude of satisfaction with the program. A 33-item Likert scale, developed by the researcher, was used to collect the data from 244 police officers and the Kropp-Verner Attitude Scale was used for measuring the overall participant attitude of satisfaction with the residential learning environment. Demographic data were also collected from the participants to provide an overall profile of the respondents and each police officer had the opportunity to respond to an open-ended question at the end of the survey. Six hypotheses formed the basis of the study and were investigated through bivariate and multivariate analysis. Univariate analysis was used to describe and summarize the collected demographic data, as well as the frequency responses to each statement by the participants, while multivariate analysis was used to determine the best model for the prediction of satisfaction. Positive relationships existed between each of the five independent variables (detachment, continuity, building relationships in residence, learning in residence, and individual change in residence) and the dependent variable, satisfaction. The overarching themes of detachment and continuity were combined to form a new variable, DECONTI. Individually, (bivariate regression) DECONTI was the most significant predictor of satisfaction, while building relationships in residence exhibited no significance. Multivariate analysis (standard and stepwise regression) suggested that the model of DECONTI, learning in residence, and individual change was the best predictor of satisfaction. The analysis of the characteristics of residential adult learning environments and their impact on participant satisfaction was quantitatively supported in this study. The results of this study supported the assertions of Fleming, the literature, and the research questions, while offering new observations and insights into the effectiveness of residential adult learning environments.

Abstract:
The Red Scare of 1919-1920 has been presented as a wave of anti-Radical hysteria that swept post WWI America; a hysteria to which the state reluctantly capitulated to by arresting Radicals and deporting those alien Radicals they deemed most threatening. This presentation, however, is ludicrous when the motivations of the state and its conservative allies are examined. The truth of the matter was that almost all of the people targeted by the Red Scare represented no significant threat to the institutions of the United States and were merely targeted for holding Leftwing ideas, or being connected to a group that did. This work examines how the Red Scare deportations were used as a performance to gain power and funding for the Bureau of Investigation and how the Bureau sought to use this performance to set itself up as the premier anti-Radical agency in the United States. While the topic of the Red Scare of 1919-1920 has been thoroughly covered, most works on the subject attempt to cover the whole affair or even address it as part of a larger study of political repression in the United States. In these accounts these authors do not see the Red Scare as a performance, which culminated in the Soviet Ark deportations, put on by the BI in order to fulfill its goal of expanding its own importance. This work addresses the events leading up to climactic sailing of the Soviet Ark, as political theater put on by the BI and its allies in order to impress policy makers and other conservative interest groups. Since the Soviet Ark deportations were the climax of the Red Scare performance, this work addresses the event as a theatrical production and follows a three act dramatic structure. It begins by exploring the cast of characters, both individuals and organizations, in the BI's performance. This is followed by an analysis of the rising action of the BI, and other reactionary groups in the evolution of their grand performance. Finally the deportations serve as the climax of the Red Scare in this performance that the BI and its allies would use to justify an expansion of their influence. Through the use of government records, biographies, and first hand accounts, this work explores the Soviet Ark deportations as the high point of the first Red Scare, the point in which the BI and its allies took their quest for expanded power the furthest before having to change course. The grand performance that the Bureau of Investigation put on is looked at, not as a response to placate others – something the BI was merely swept up in – but as a performance that they designed to meet the specific needs of their campaign to grow their agency, a performance for which they were willing to draft those that represented no real threat despite the consequences to those individuals.

Abstract:
Ultra High Temperature Ceramic (UHTC) ZrB2- 10, 20, 30wt%SiC composites are of high interest for use in hypersonic air-breathing vehicles. In this work, ZrB2- 10, 20, 30wt%SiC UHTC composites were produced by the Spark Plasma Sintering (SPS) technique. After sintering, almost dense ceramics with ~ 5-8% porosity were produced. Their mechanical properties, such as Young's, shear, and bulk moduli, along with Poisson's ratio, 4-point bending strength, and single edge V-notched beam (SEVNB) fracture toughness were measured. In addition, in-situ bending experiments under a Raman microscope were performed to determine the piezo-spectroscopic coefficients of SiC Raman active peaks for calculation of thermal residual stresses. The results show that these materials are possible candidates for hypersonic air-breathing vehicles due to their high Young's modulus, ability to withstand high temperatures, and relatively low densities.

Abstract:
This study investigated the academic and athletic experiences of African-American males in a Division I football bowl subdivision football program. Critical race theory, identity development model, and social learning model were the theoretical frameworks used as the critical lenses in a qualitative design to examine the participants. The participants’ responses were analyzed and interpreted using thematic analysis. A qualitative research design, which included individual interviews with 10 second year African-American male football players, was used to address this research problem. The goal was to bring together both the psychological and sociological perspectives and to challenge participants to candidly describe their academic and athletic experiences and attitudes toward obtaining an undergraduate degree. Four themes were determined in the data analysis: differential treatment and determining oneself, time management, relationships, and career aspirations. In relation to the theoretical frameworks, the development of self-confidence and knowledge of balancing their academic and athletic schedules was critical for all participants. The sense of feeling different and challenged because of the differences in culture and experience was evident. From this study, university and collegiate athletics administrators may better understand the backgrounds, challenges, and learning needs of this population. As a result, higher education personnel may improve the services they provide these young men in hopes of educating and developing whole persons—physically, emotionally, intellectually, socially, and spiritually—to become well-rounded and functional in contemporary society.

Abstract:
This qualitative study utilized elite, semi-structured interviews of a purposive sample of the first women who became Special Agents and supervisors in the highly gendered Federal Bureau of Investigation (FBI). The historical context for their experiences is significant in light of social and legal mandates for equal opportunity and the increased interest in gender-specific research that took place during the 1970s. Literature relating to feminist perspectives, the integration of women into nontraditional occupations, and the gendered nature of bureaucracy supported the conceptual framework. Guided by educational criticism, four strategies were used recursively: typological analysis was used to define categories of data; interpretive analysis was used to identify patterns and connections in the data; evaluation was used to attach value to the data beyond the participants, and thematics were used to analyze pervasive messages within the data as a whole. Typologies included the choice of nontraditional careers, decision-making, efficacy as leaders, and efforts to negotiate the FBI’s bureaucracy. Three metaphors were used to interpret connections and patterns according to feminist standpoint theory, career self-efficacy theory, and various organizational principles. A Supergirl metaphor highlighted women’s unique knowledge and complex roles; a Target metaphor highlighted complex patterns for high achievement and response to obstacles, and a Clubhouse metaphor highlighted masculine culture, the role of rules, and changes to an organization’s equilibrium. Evaluation analysis addressed the moral obligation for women in leadership and the need for organizational diversity. Themes in the data included occupational pride, the challenge to manage multiple roles, an absence of relationship support, and inconsistency in feminist views.

The objective of this study is to evaluate the impact of the quota policy at the State University of the West of Paraná - Unioeste - Campus de Cascavel, which was implemented in the institution in the year 2009. The cut for this research are the students from the 2009 period 2016. The intention is to verify if the implementation of the quotas in the university has had an impact in the undergraduate courses, increasing the number of students of public schools, as well as to verify who they are included, if they remain in the university and what their academic performance in non-quota students. The research is of quantitative nature and the methodological procedure for the accomplishment of this study was based on the cadastral information of the academic life of the students, which is in the computerized system of the Unioeste called "Academus", being used the universe of the data, that is, this study did not is by sampling. The micro data were provided by the Unioeste Technology Center. The result of the research indicates that there was a high impact of the quota policy in the university, with a high increase in the number of public school students, especially in the courses where there is greater competition in the selective admission process, reaching a percentage of 390% in the medical case The study also revealed that the included students are: economically most needy; that these students, in the general average, enter younger, have a higher grade of achievement, have fewer disapprovals, are less likely to graduate from the university and are more educated. As well as, once included, these students do not interfere, negatively, in the quality of the teaching of the institution, demystifying the idea that the quotaholders would possibly lower the level of education in the universities.
O objetivo deste estudo foi avaliar o impacto da política de cotas na Universidade Estadual do Oeste do Paraná – Unioeste – Campus de Cascavel, a qual foi implantada na instituição no ano de 2009. O recorte para esta pesquisa são os ingressantes do período de 2009 a 2016. O intuito é verificar se a implantação das cotas na universidade gerou impacto nos cursos de graduação, elevando o número de estudantes de escolas públicas, bem como verificar quem são os incluídos, se eles permanecem na universidade e qual é o seu desempenho acadêmico em relação aos estudantes não cotistas. A pesquisa é de cunho quantitativo e o procedimento metodológico para a realização deste estudo foi baseado nas informações cadastrais da vida acadêmica dos estudantes, constante no sistema informatizado da Unioeste, denominado “Academus”, sendo utilizado o universo dos dados, ou seja, este estudo não é por amostragem. Os micros dados foram fornecidos pelo Núcleo de Tecnologia da Informação da Unioeste. O resultado da pesquisa aponta que houve alto impacto da política de cotas na universidade, com alta elevação do número de estudantes de escolas pública, principalmente nos cursos em que há maior concorrência no processo seletivo de ingresso, chegando a um percentual de 390%, no caso de Medicina. O estudo revelou também que os estudantes incluídos são economicamente mais carentes; que estes estudantes, na média geral, ingressam mais jovens, possuem nota maior de aproveitamento, possuem menos reprovações, evadem-se menos da universidade e formam-se mais. Bem como, uma vez incluídos, estes estudantes não interferem, negativamente, na qualidade do ensino da instituição, desmistificando a ideia de que os cotistas, possivelmente, baixariam o nível de ensino nas universidades.

Abstract:
Seminal papers of Solow (1957) and Swan (1956) stimulated debate among economists on the role of technical change in productivity improvements and for that matter economic growth. The consensus is that technological change accounts for a significant proportion of gross national product (GNP) growth in industrialised economies. In the case of Australia, the aggregate productivity performance was poor in the 1970s and 1980s, but picked up very strongly by the 1990s, and was above the OECD average growth level for the first time in its productivity growth history. However, this high productivity growth rate could not be sustained and Australia started to experience a slowdown in productivity growth since 2000. This study empirically measures the performance of productivity in Australia’s economy for the period 1950-2005, using an econometric approach. Time-series data are used to develop econometric models that capture the dynamic interactions between GDP, fixed capital, labour units, human capital, foreign direct investment (FDI) and information and communication technology (ICT). The Johansen (1988) cointegration techniques are used to establish a long-run steady-state relation between or among economic time series. The econometric analysis pays careful attention to the time-series properties of the data by conducting unit root and conintegration tests for the variables in the system.
This study finds that Australia experienced productivity growth in the 1950s, a slow down in the mid 1960s, a very strong productivity growth in the mid 1990s and another slowdown from 2000 onwards. The study finds evidence that human capital, FDI and ICT are very strong determinants of long-run GDP and productivity growth in Australia. The study finds that the three, four and the five factor models are likely to give better measures of productivity performance in Australia as these models recognise human capital, FDI and ICT and include them as separate factors in the production function, This study finds evidence that the previous studies on the Australia’s productivity puzzle have made a very significant omission by not considering human capital, FDI and ICT as additional exogenous variables and by excluding them from the production function for productivity analysis.

Abstract:

The dissertation describes a crucial step in the development of a modern writer's identity in Sweden. It applies the French sociologist Pierre Bourdieu’s theories of the autonomous ”literary field” to the development in eighteen-eighties, one of the most important periods in Swedish literary history.

During this decade a large group of authors appeared, with August Strindberg in the front. In accordance with the dominating esthetical view of the nineteenth century, ”ideal realism”, the writers had an ethical responsibility. But they differed from their predecessors by not being loyal to the bourgeois society and its values, as codified in the concept of ”decency”, that contained, among other things, rules for what could be said in public. On the contrary, the new generation of authors attacked the bourgeoisie in novels, dramas and articles, especially in the singularly most controversial area, the regulation of sexuality and the ideals of bourgeois women.

This study argues that the new authors in their radical criticism aimed at the position of power in society traditionally upheld by the State church, which supervised education and ethical values. They did this by creating a role for themselves as young and oppressed, something that made it possible to deny any responsibility for the present state and furthermore to speak up, despite their own bourgeois background, for other oppressed groups like the working classes, the poor and women. But this also meant that they could not be successful in their ambitions to gain influence without loosing their identity. This was especially the consequence of the fact that an autonomous ”literary field” did not yet exist. That is, there were no internal literary institutions that, seemingly independent of the rest of society, decided what was ”good literature.” Instead, the singularly most important judge of interesting literature was the bourgeois public. Strindberg seems to have realised this early, and achieved an identity as ”uncontrolled”. He thereby lost his intellectual credibility, but gained a much bigger freedom to write and also got the attention of the large audience. At the same time, his writing undermined the values of decency by breaking the bourgeois society’s fundamental wall between the private and the public sphere, not least by writing what was regarded as facts about his own private life.

The conservative reaction accelerated towards the end of the decade while the authors grew more and more bitter about the public’s lack of understanding. At this point the author Verner von Heidenstam took the opportunity to declare a new literary era, dissociating his aesthetics from the one of the Eighties and proclaiming the necessity of an aristocratic, ethically indifferent literature (with himself as its leader).

Confronted with the new concept of what ought to be regarded as “modern”, the established male authors were generally quick to separate themselves from the female authors, and to identify the attacked literature solely with the one that critically discussed the situation of women in society - a description that has been largely adopted in the history of literature. A number of male authors also wrote novels separating themselves from the Eighties. Thus, they could continue into the new period, while female authors in general were silenced or forced to write in less esteemed genres (”popular literature”, children’s books).

Ultimately the result was a more distinct male domination coupled with a growing contempt for the large audience. This, in turn, created a need for internal institutions that could interpret, value and support literature - scholarships, elitist critics, and a writers’ union. These institutions subsequently were founded or developed during the nineties – all of them steps towards autonomy.

Imagine a world where someone’s personal information is constantly compromised, where federal government entities AKA Big Brother always knows what anyone is Googling, who an individual is texting, and their emoticons on Twitter. Government entities have been doing this for years; they never cared if they were breaking the law or their moral compass of human dignity. Every day the Federal government blatantly siphons data with programs from the original ECHELON to the new series like PRISM and Xkeyscore so they can keep their tabs on issues that are none of their business; namely, the personal lives of millions. Our allies are taking note; some are learning our bad habits, from Government Communications Headquarters’ (GCHQ) mass shadowing sharing plan to America’s Russian inspiration, SORM. Some countries are following the United States’ poster child pose of a Brave New World like order of global events. Others like Germany are showing their resolve in their disdain for the rise of tyranny. Soon, these new found surveillance troubles will test the resolve of the American Constitution and its nation’s strong love and tradition of liberty. Courts are currently at work to resolve how current concepts of liberty and privacy apply to the current conditions facing the privacy of society. It remains to be determined how liberty will be affected as well; liberty for the United States of America, for the European Union, the Russian Federation and for the people of the World in regards to the extent of privacy in today’s blurred privacy expectations.

AbstractThis chapter looks at the effect of corruption on foreign direct investment (FDI) at the world and regional levels, with a focus on East, South and Southeast Asia. The academic literature is inconclusive because the nature of corruption can be different from one country to another and because various other factors can decide whether a foreign company will invest in a country or region despite a relatively high level of corruption. To shed light on the effect of corruption, the authors proceed to a paneleconometrics investigation that assesses the relationship between the stock of FDI and the‘control of corruption’, published by the World Bank, for a sample of 180 countries over the period 2002–2019. The‘control of corruption’ index combines 23 different assessments and surveys capturing perceptions of the extent to which public power is exercised for private gains. A low score means that the authorities do not fight corruption or are not effective in fighting it, and therefore corruption is high; and vice versa. The authors include two control variables (real GDP and secondary school enrolment) to better estimate the specific role of corruption. Their results show that at the world level, thecontrol of corruption is low and has a positive effect on FDI, which means that corruption is a stimulus to FDI, in line with Egger and Winner's findings. However, in East Asia, Southeast Asia, Australiaand New Zealand, corruption has a ‘grabbing hand’ effect. In theEuropean Union, corruption is a helping hand. The authors’ results confirm the importance of a regional approach to the analysis of the effect of corruption on FDI.

The FBI standoff with the Branch Davidians proved an important turning point, a great tragedy in FBI history that called into question key premises and tactics that it had relied on in dealing with religious groups in the past. Beginning with the aftermath of the Branch Davidian standoff, this chapter will focus on efforts to develop a consultative relationship between the FBI and scholars of religion in order to avoid similar tragedies in the future. Do scholars have anything to teach the FBI about religion? Have their insights made any positive difference? This chapter will address such questions by tracing the FBI’s engagement with academia between 1993-2001 and broaching the situation since 9/11.

In this paper the free-electron laser (FEL) study in China is presented. The FEL theoretical research in China commenced in the mid- 1970s, but experiments commenced later. In 1987 Hefei National Synchrotron Radiation Laboratory, in cooperation with Shanghai Institute of Optics and Fine Mechanics, produced an experiment based on rf linac of 30 MeV, in which an infrared radiation at wavelength of 10 µm is observed. In 1988 China Academy of Engineering Physics (CAEP) had performed an experiment based on pulse line accelerator, in which 7.6 MW radiation has been observed at 36.9 GHz representing 5% efficiency. These early experiments were characterized by small efficiency due to poor quality of electron beams at the time. However, now the induction linac of 4 MeV and 1 kA with qualitative electron beam is projected for SG 1 FEL amplifier by CAEP and 30 MeV rf linac is being upgraded by Institute of High Energy Physics to provide electron beam for FEL oscillator in the infrared region. The FEL with electromagnet wave pump is projected by University of Electronics Science and Technology of China. The superconductor accelerator is by accelerator laboratory of Peking University and the Cherenkov FEL experiment is produced by Changsha Polytechnic Institute. Now the FEL research is intensely produced by theoretical and experimental aspect in China.

Este artigo é um resumo parcial da tese "A ALCA no limiar do século XXI: Brasil e EUA na negociação comercial hemisférica", apresentada pelo autor no Curso de Altos Estudos (CAE) da academia diplomática brasileira, o Instituto Rio Branco, em outubro de 2001. Pela exiguidade de espaço, no artigo a narrativa estará concentrada: nos antecedentes históricos da negociação comercial hemisférica, em especial as tentativas no passado dos EUA de montar um esquema comercial que envolvesse todos os países do hemisfério; nas pré-condições criadas para o lançamento da ALCA; e em breve análise das linhas gerais da posição do Brasil e dos EUA na negociação comercial hemisférica. Ao longo do processo negociador, a convergência de posições entre esses dois parceiros foi indispensável para permitir a passagem para as fases seguintes. À medida que se caminha para o final da negociação e aproxima-se o início da Co-Presidência Brasil-EUA (novembro de 2002), a tendência da ALCA é situar-se no centro do relacionamento entre os dois países. Na fase final da negociação, que se avizinha, o entendimento estratégico entre Brasil e EUA será extremamente relevante para o sucesso da negociação comercial hemisférica.
