Abstract:
These two lectures by Leo Strauss, “What Can We Learn from Political Theory?” delivered in July 1942, and “The Re-education of Axis Countries Concerning the Jews,” delivered November 7, 1943, include not only Strauss's most elaborate statement about the relation of political philosophy and political practice (in the first), but what may well be his fullest written public statements about matters of contemporary foreign policy. Both lectures obviously were carefully considered, composed, and corrected, but Strauss did not attempt to publish either. He may have had second thoughts about some of the arguments he advanced in these lectures, or he may simply have chosen to concentrate his literary efforts elsewhere. Other lectures he prepared during this period but did not publish himself have since been published: “The Living Issues of German Postwar Philosophy,” delivered April 1940 at Syracuse University, and “Reason and Revelation,” delivered January 1948 at Hartford Theological Seminary, both in Heinrich Meier, Leo Strauss and the Theologico-Political Problem (Cambridge University Press, 2006); “German Nihilism,” delivered to the New School's General Seminar February 26, 1941, is in Interpretation 26:3 (Spring 1999).

Abstract:
Hugh Esmor Huxley devoted his life to understanding how muscles contract. He was born in Birkenhead and entered Christ's College, Cambridge, in 1941 to study Physics. Joining the RAF in 1943 as an Acting Pilot Officer, he later moved to the Malvern Telecommunications Research Establishment where his pioneering work on developing H 2 S Mk IVA airborne radar over two years to 1947 led to his being elected a Member of the Order of the British Empire in 1948 while still an undergraduate. He started X-ray research on living muscle with Sir John Kendrew at the Medical Research Council Unit in the Cavendish Laboratory and showed that skeletal muscle is made of a hexagonal array of thick and thin filaments. In 1952 he moved to the Massachusetts Institute of Technology (MIT) to study muscle ultrastructure by electron microscopy, where he was joined by Jean Hanson, and in 1954 they published the sliding filament hypothesis (7) † . Back in London he produced ultra-thin sections of muscle barely 150 Å thick, which showed cross-bridges between the filaments, and in 1960 was elected a Fellow of the Royal Society. His research at the MRC Laboratory of Molecular Biology from 1962 led to his proposal of the swinging cross-bridge model. His ambition of studying cross-bridge movement in living muscle by X-ray diffraction in the millisecond time range required ever stronger X-ray sources and more sensitive detectors. The development in the 1970s of beam lines from synchrotron radiation opened a new perspective that fascinated him for the rest of his working life. From his last work at Argonne National Laboratory with Massimo Reconditi, Hugh finally convinced himself that he had incontrovertible evidence for the tilting lever-arm model.

Abstract:
This article assesses the role of the Czechoslovak coup d’état in February 1948 in the establishment of the Brussels Pact a month later and formation of the North Atlantic Treaty Organization in April 1949. The article places these developments in the larger context of post-1945 national security policymaking in several countries, weighing the impact of the Czechoslovak coup on relations among seven countries on national security issues at the outset of the Cold War: Czechoslovakia, France, the United Kingdom, the three Benelux countries, and the United States. The article shows that the only proper way to evaluate the effect of the Communist takeover in Czechoslovakia on the formation of the Western alliance is by looking at the considerations present in each country and seeing how they interacted with one another. The Czechoslovak factor varied in its magnitude from country to country.

In Eastern Europe, 1956 was above all the year that marked the beginning of destalinization, following the submission to the 20th Congress of the Soviet Communist Party (17–24 February) of Nikita Khrushchev's famous report on Stalin's crimes.Khrushchev's revelations were soon to have repercussions, notably in Poland where thousands of political prisoners were released as early as April of the same year. Among them was Wladyslaw Gomulka, former Secretary-General of the Polish Communist Party from 1943 to 1948, who had been dismissed in 1948 for “right-wing and nationalist deviation” and jailed in 1951.

U.S. intelligence officials in early postwar Czechoslovakia had access to some of the Czechoslovak government's highest-ranking individuals and plenty of time to prepare for the looming confrontation with the Czechoslovak Communist Party. Yet the Communist takeover in February 1948 took them by surprise and undermined their networks. This article discusses the activities of four Czechoslovak security and intelligence agencies to demonstrate that the scale of the U.S. failure in Prague in 1945–1948 was far greater than often assumed, especially if one considers the substandard size and quality of Czechoslovakia's Communist-dominated special services after the war.

In 1945 the building of the Central Judaist Library was inhabited by ca. 30 illegal tenants. After the real estate had been taken over in February 1946 by the Central Commission of Polish Jews most of them moved, but one family refused to leave the apartment they had been living in. Certain files that have survived in the Legal Department of the Archive of the Jewish Historical Institute contain correspondence regarding the rooms on Tłomackie Street, which allow for a reconstruction of the dispute that began in 1948 and which this article describes. Aside from the profiles of the illegal tenants we also present the profiles of the legal tenants of the building at Tłomackie Street No. 5

Abstract:
Thesis deals with the postwar economical development in Czechoslovakia, in particular it covers the period from 1945 to 1948. At first it focuses on situation right after the end of WWII, especially on the conditions ruling in the Czechoslovak economy and on possible directions of its future economical restoration. The crucial part in this issue belonged to aid received from international organization UNNRA. The courses of UNNRA's aid as well as the supply of its goods are described in detail. Thesis then follows the political development in postwar period, it mainly concentrates on the acceptance of The Kosice Government Programme and its economical consequences in form of land and monetary reform. Special chapter is then dedicated to nationalization. After parliamentary elections in 1946 thesis focuses on two-year plan of economical restoration and its particular aspects. In relation to unsatisfactory conditions in 1947 thesis contains the reasons for rejection of Marshall Plan. Thesis ends with the February 1948economical changes and the commence of the communist era.

Abstract:
The thesis maps the change in the territorial structure of Czechoslovak foreign trade in 1945-1953. The aim of the study is verification of the hypothesis that allows for direct foreign trade policy constraints on political events. In other words, as the gradual political integration of Czechoslovakia into the Soviet bloc touched territorial structure of foreign trade. The text examines the changing trend in foreign trade, which has been shown by growth of the share of the USSR at the expense of the capitalist states, and addresses the question of whether and how much the Soviet Union could replace the liberal market economy. The work contributes to the knowledge of the functioning of the post-war period with foreign exchange trading and describes the influence of foreign trade by the disproportionately greater economic and political entity.

Abstract:
This thesis seeks to examine the factors that led to the February 28th Incident of 1947 in Taiwan in which tens of thousands of Taiwanese were massacred by the Nationalist troops from Mainland China. The Nationalist crackdown was a counter measure against a spontaneous island-wide insurrection that broke out approximately a year and a half after Taiwan was returned to China at the end of the Pacific War. The Incident was a censored issue in Taiwan until recently. Since the late 1980s and early 1990s, it has become one of the most intensively researched and vehemently debated subjects in Taiwan. After fifteen years of study, main contributing factors to the Incident such as Nationalist misrule, social and cultural differences between China and Taiwan, and factional struggles in the Nationalist Party were identified. This study aims to provide a more nuanced interpretation of the origins of the Incident by demonstrating that Nationalist propaganda designed to re-Sinicize the 'Japanized' Taiwanese also contributed to the Taiwanese uprising. Evidence from three major newspapers published in Taiwan between October 1945 and February 1947 will be used to illustrate the author's contention. Theories of propaganda and communication will also be utilized to support the main argument.

Because of El Niño's seemingly late start and uncertain progress, a pattern that did not conform to some early predictions, some people in the western United States question what effect El Niño finally will have on the area; some even believe the event might be diminishing. El Niño, however, should not be lightly dismissed, as recent rains demonstrate. A January report from the U.S. Weather Service's Tucson office confirms El Niño's continued presence: 'We are currently in a strong El Niño episode, which is forecast to continue through April 1998. This episode is similar in magnitude and aerial extent to that of 1982-83, which is considered the strongest of the century."

During the last two decades international terrorism has made international civil aviation one of its prime targets. While the aviation security conventions cover a variety of acts of terrorism against civil air transport they failed to adequately deal with terrorism at international airports.
In direct response to the terrorist attacks that took place at Rome and Vienna international airports in December 1985, the international civil aviation community adopted under ICAO auspices the Montreal Protocol of 1988, a new legal instrument aimed at the control of terrorism at airports serving international civil aviation.
The purpose of this thesis is to critically examine the Protocol in order to provide an answer to the question whether or not this legal instrument can be considered as an effective tool for the achievement of its main goal, the suppression of terrorism at international airports.

Abstract:
Stvaranje jugoslavenske države 1918. predstavljalo je objedinjavanje nacionalnih, vjerskih, kulturnih, historijskih, društvenih, ekonomskih, regionalnih razlika i perspektiva, sponu raznolikih državno-pravnih historija, iskustava, tradicija, običaja, mentaliteta, standarda obrazovanja i življenja. Bila je i “rezultat međunarodnih okolnosti”, novi toponim, složena tvorevina na mapi “nove Evrope”, sastavljena od više “matičnih naroda” (Hrvata, Slovenaca i Srba) te nacionalnih i vjerskih manjina. Počivala je na nestabilnim temeljima. Interpretacije akta o “brzom ujedinjenju” ostale su predmet nesporazuma i razmimoilaženja. Sukob između pobornika antagonističkih nacionalnih ideologija oko vizije države, bio je najteži unutrašnji problem. Bosna i Hercegovina je nakon 1918. zadržala, preko Zemaljske vlade do jula 1921, a potom Pokrajinske uprave, neke oblike autonomnosti. Pokrajinska uprava djeluje do februara 1924, kada se, shodno odredbama Vidovdanskog ustava (1921), u državi okončava organiziranje oblasti i zavodi centralizacija uprave. BiH je izdijeljena na šest oblasti, bez međusobnih veza, podređenih vladi u Beogradu. Formiranjem novih administrativnih jedinica – banovina, s ciljem razbijanja historijskih pokrajina, BiH je podijeljena 1929. između Drinske, Vrbaske, Primorske i Zetske banovine. Njen je status zavisio od projekcija režima, kao i od međusobnih srpsko-hrvatskih političkih odnosa i sporova, što se manifestiralo i tokom stvaranja Banovine Hrvatske (1939) i određivanja njenih granica, kao i u kombinacijama oko daljeg teritorijalnog preustrojstva države. Srpski i hrvatski političari nisu bili spremni da prihvate stvaranje posebne “bosanske banovine”, kako su tražili muslimanski predstavnici. Teško naslijeđe pokušaja da se riješi unutrašnje uređenje zemlje imalo je znatnog uticaja na podjele i konflikte 1941. na prostoru okupirane Jugoslavije.

Abstract:
Od početka ustaničkih aktivnosti u Bosni i Hercegovini 1941. godine osnivani narodnooslobodilački odbori (NOO) na oslobođenim teritorijama postepeno su se razvijali u organizovan sistem lokalne samouprave. Tokom 1941. i 1942. godine na oslobođenim područjima Bosne i Hercegovine osnovano je više stotina seoskih i opštinskih NOO. Dolaskom Vrhovnog štaba i glavnine partizanskih snaga na prostor istočne Bosne stvorena je šira oslobođena teritorija sa sjedištem u Foči. Već u februaru 1942. godine Vrhovni štab je donio propis kojim je regulisano formiranje, ustrojstvo i rad narodnooslobodilačkih odbora (NOO). Ovi propisi su poznati kao “Fočanski propisi”, kojima su NOO utemeljeni kao privremeni organi narodne vlasti. U cjelini gledano, fočanski propisi su stvarali elemente novog sistema narodne vlasti na oslobođenom području. Krajinskim propisima iz septembra 1942. godine narodnooslobodilački odbori postaju stalni organi vlasti, a na drugom zasjedanju AVNOJ-a pravno su ozakonjeni kao lokalni organi vlasti nove federativne Jugoslavije. Ustavom Federativne Narodne Republike Jugoslavije narodnooslobodilački odbori potvrđeni su i proglašeni osnovnim organima državne vlasti i dobili su ustavno-pravnu garanciju i zaštitu. U radu su elaborirana temeljna pitanja ustrojstva i načina rada NOO tokom narodnooslobodilačkog rata (NOR) u Bosni i Hercegovini, njihova demokratska osnova, doprinos u organizaciji antifašističke borbe te njihova uloga u rješavanju ekonomskih, socijalnih, zdravstvenih i drugih egzistencijalnih životnih pitanja, kao i pitanja lične i imovinske sigurnosti građana na oslobođenim teritorijama.

Deere & Co. has actively pursued development of the multifuel Wankel-type stratified charge engine since February 1984. During this period, a new R&D facility has been established where development is in progress for three new engine families having basic displacements of .66, 1.72 and 5.8 liters/rotor, for a 1 to 8 rotor engine output range from 37 to 2250kW (50 to 3000HP). The initial SCORE™ (“Stratified Charge Omniverous Rotary Engines”) production engines will be placed into service next year. This series of three engine families offers the size, weight and low vibration characteristics of small gas turbines and the fuel efficiency and initial cost characteristics of diesel engines. This paper describes the combustion concept, relates relevant history and gives the current development status for all three basic sizes.

Abstract:
In the article on the material of the Salzburg weekly «New Days» (1945–1947) various spheres of activity of Peter Volyniak are presented. It is noted that this edition was a business card of the publishing house of the same name and had a history of continuation: in Toronto Petro Volyniak restored the publishing house of the same name and continued the publication in the format of the universal monthly «New Days» (1950–1969). The article also presents periodicals («Latest News», «New Days», «Timpani», «Our Way») and literary, artistic and scientific collection «Steering Wheel», which were published in the Salzburg publishing house of Peter Volyniak «New Days». The purpose of the publication is to trace the path of Petro Volyniak from a writer to a literary critic, journalist and publisher. This trend is reproduced in chronological order. Peter Volyniak as a writer is informed in the article «Literary Evening of P. Volyniak» (author – M. Ch-ka). O. Satsyuk’s literary-critical article is devoted to the coverage of ideological and artistic aspects of Petro Volyniak’s collection «The Earth Calls» (Salzburg, 1947). Petro Volyniak as a literary critic is presented in an article devoted to a collection of literary tales by A. Kolomiyets (Salzburg, 1946), which was published by «New Days». Petro Volyniak as a journalist presents the essay «This is our song…». With the help of content analysis it was observed that the text is divided into two parts: the first contains the author’s reflections on the Ukrainian song, its role in the life of the Ukrainian people; in the second, main, Peter Okopny’s activity abroad is presented. The publisher Petro Volyniak in 1947 in a separate publication of the February issue of the weekly summarizes the third year of activity, providing statistics on the publication of periodicals, books, postcards, calendars, various small format materials. The analyzed material demonstrated the experience of combining creative work and commercial activity.
