Abstract:
Thesis deals with the postwar economical development in Czechoslovakia, in particular it covers the period from 1945 to 1948. At first it focuses on situation right after the end of WWII, especially on the conditions ruling in the Czechoslovak economy and on possible directions of its future economical restoration. The crucial part in this issue belonged to aid received from international organization UNNRA. The courses of UNNRA's aid as well as the supply of its goods are described in detail. Thesis then follows the political development in postwar period, it mainly concentrates on the acceptance of The Kosice Government Programme and its economical consequences in form of land and monetary reform. Special chapter is then dedicated to nationalization. After parliamentary elections in 1946 thesis focuses on two-year plan of economical restoration and its particular aspects. In relation to unsatisfactory conditions in 1947 thesis contains the reasons for rejection of Marshall Plan. Thesis ends with the February 1948economical changes and the commence of the communist era.

Abstract:
The thesis maps the change in the territorial structure of Czechoslovak foreign trade in 1945-1953. The aim of the study is verification of the hypothesis that allows for direct foreign trade policy constraints on political events. In other words, as the gradual political integration of Czechoslovakia into the Soviet bloc touched territorial structure of foreign trade. The text examines the changing trend in foreign trade, which has been shown by growth of the share of the USSR at the expense of the capitalist states, and addresses the question of whether and how much the Soviet Union could replace the liberal market economy. The work contributes to the knowledge of the functioning of the post-war period with foreign exchange trading and describes the influence of foreign trade by the disproportionately greater economic and political entity.

Abstract:
This thesis seeks to examine the factors that led to the February 28th Incident of 1947 in Taiwan in which tens of thousands of Taiwanese were massacred by the Nationalist troops from Mainland China. The Nationalist crackdown was a counter measure against a spontaneous island-wide insurrection that broke out approximately a year and a half after Taiwan was returned to China at the end of the Pacific War. The Incident was a censored issue in Taiwan until recently. Since the late 1980s and early 1990s, it has become one of the most intensively researched and vehemently debated subjects in Taiwan. After fifteen years of study, main contributing factors to the Incident such as Nationalist misrule, social and cultural differences between China and Taiwan, and factional struggles in the Nationalist Party were identified. This study aims to provide a more nuanced interpretation of the origins of the Incident by demonstrating that Nationalist propaganda designed to re-Sinicize the 'Japanized' Taiwanese also contributed to the Taiwanese uprising. Evidence from three major newspapers published in Taiwan between October 1945 and February 1947 will be used to illustrate the author's contention. Theories of propaganda and communication will also be utilized to support the main argument.

Because of El Niño's seemingly late start and uncertain progress, a pattern that did not conform to some early predictions, some people in the western United States question what effect El Niño finally will have on the area; some even believe the event might be diminishing. El Niño, however, should not be lightly dismissed, as recent rains demonstrate. A January report from the U.S. Weather Service's Tucson office confirms El Niño's continued presence: 'We are currently in a strong El Niño episode, which is forecast to continue through April 1998. This episode is similar in magnitude and aerial extent to that of 1982-83, which is considered the strongest of the century."

Abstract:
During the last two decades international terrorism has made international civil aviation one of its prime targets. While the aviation security conventions cover a variety of acts of terrorism against civil air transport they failed to adequately deal with terrorism at international airports.
In direct response to the terrorist attacks that took place at Rome and Vienna international airports in December 1985, the international civil aviation community adopted under ICAO auspices the Montreal Protocol of 1988, a new legal instrument aimed at the control of terrorism at airports serving international civil aviation.
The purpose of this thesis is to critically examine the Protocol in order to provide an answer to the question whether or not this legal instrument can be considered as an effective tool for the achievement of its main goal, the suppression of terrorism at international airports.

Am Abend des 13. Februar gedenken seit 66 Jahren viele Dresdner vor der Frauenkirche mit Kerzen in der Hand der Zerstörung der Stadt im Jahre 1945. Seit einigen Jahren bestimmen aber weniger die trauernden Menschen als vielmehr die Märsche rechtsradikaler Gruppierungen das öffentliche Bild, die sich vor der wieder erstandenen Stadtkulisse in Szene setzen und ein weltweites Medieninteresse auf sich lenken wollen. Seit 1989 sind Deutschland und Europa friedlich vereint, der Zweite Weltkrieg und der Kalte Krieg sind überwunden. Wir leben versöhnt mit unseren vielen Nachbarn, die Grenzen sind offen, die kriegsverwundeten Städte sind weitgehend wieder aufgebaut, in Dresden stehen die Synagoge wieder und die Frauenkirche – und die ganze Welt hat an diesem Wiederaufbau mitgewirkt. Dresden ist wieder eine schöne und weltoffene Stadt. Ist es da verwunderlich, wenn die „Trauermärsche“ rechtsradikaler Gruppierungen nicht nur die Dresdner, sondern Menschen in aller Welt entsetzen und Erinnerungen an ein intolerantes und ausländerfeindliches Deutschland der Diktatur von 1933 bis 1945 wecken? Warum aber marschieren Jahr für Jahr Neonazis durch die Stadt?

Abstract:
The main objective of this thesis is to describe the problems and difficulties of an island population, which had suffered from extreme shortages of food and other basic necessities for a number of years and also endured months of intense aerial bombardment before being invaded by an Allied army which became engaged in fierce combat with the defending forces. The conquest of the island was followed by the establishment of the first Allied Military Government of an enemy territory in Europe in World War II. This government, a joint UK/US enterprise, also had its problems, caused not only by the war-torn conditions in Catania but by its inefficient and inept military headquarters in Algiers. The Civil Affairs Officers (CAOs) responsible for the administration had a duel task: to support the combat forces by ensuring roads were cleared for the passage of troops and to obtain supplies for them, and to keep law and order and relieve distress among the civilian population, the needs of the military always taking priority. The thesis aims to show the tenacious way in which the CAOs, in very restricted numbers, coped with acute shortages of food and other necessities, which Allied propaganda had promised the islanders, while the military forces, with only a few exceptions, were most unhelpful.

Das Gedenken an diejenigen, die vom 13. bis 15. Februar 1945 Opfer der Bombardierungen britischer und amerikanischer Luftstreitkräfte wurden, ist von zahlreichen weiteren Versuchen gekennzeichnet, die Erinnerungen daran individuell und kollektiv einzuordnen. Der Luftangriff verursachte jedoch nicht nur eine Diskussion um den Stellenwert des historischen Ereignisses, sondern ließ darüber hinaus sofort eine Erinnerungskultur entstehen, die trotz Diskontinuitäten bis heute an Vielfältigkeit zunimmt. Ihre Entwicklung kann allerdings nicht losgelöst von der Diskussion um Erinnerungskultur(en) in Deutschland gesehen werden. Die Arbeit geht – unter Bezugnahme auf Cornelißens Begriffsbestimmung von Erinnerungskultur – davon aus, dass das Dresdner Gedenken anlässlich der Bombardierungen am 13. Februar 1945 maßgeblich von lokalen AkteurInnen – d. h. Initiativen, Gruppen, Organisationen und Institutionen – gestaltet wird, die darin ihre erinnerungskulturellen und geschichtspolitischen Vorstellungen verwirklichen. Die öffentliche Memorialkultur als Teil der Erinnerungskultur bedient sich einer überwiegend gefestigten Ritual- und Symbolstruktur, die sich in Folge von Auseinandersetzungen verändert. Dieser Wandlungsprozess unterliegt seit der Wiedervereinigung 1990 einer größeren Dynamik und ist noch nicht abgeschlossen. Die Entwicklung der Ritual- und Symbolstruktur wird daher in den Jahren 1990 bis 2008 untersucht. Betrachtet wird die erinnerungskulturelle Entwicklung aus der AkteurInnenperspektive. Schwerpunkte der Arbeit bilden infolgedessen, in welcher Form die verschiedenen Bedeutungsrahmen der AkteurInnen zu den erinnerungskulturellen Konflikten beitrugen, wie sich kollektive Erzählungen und Identität in den vergangenen knapp 20 Jahren wandelten.

Abstract:
Il y a soixante-dix ans, le droit pénal des mineurs acquérait son autonomie. Influencée par les idées humanistes de l'après guerre, l'ordonnance du 2 février 1945 a mis en place un droit pénal spécifique à l'enfance délinquante tourné davantage vers la protection et l'éducation du mineur auteur d'une infraction que vers sa répression. Ce système de justice tutélaire n'a toutefois pas résisté à l'épreuve du temps. L'augmentation de la délinquance juvénile ainsi que son évolution – les mineurs délinquants seraient de plus en plus jeunes et de plus en plus violents – ont en effet conduit les pouvoirs publics à douter de l'efficacité du dispositif mis en place par l'ordonnance du 2 février 1945, laquelle serait trop laxiste et donnerait un sentiment d'impunité aux jeunes délinquants. Le législateur est ainsi intervenu à maintes reprises, surtout depuis 2002, pour réformer le dispositif mis en place par ce texte et l'adapter aux problèmes de la jeunesse. Ces réformes, qui ont profondément bouleversé la justice des mineurs, n'ont-elles pas mis à mal sa spécificité? C'est à cette question que notre étude s'attachera à répondre
Seventy years ago, the criminal law of the minors acquired its autonomy. Influenced by the humanist ideas which emerged after war, the prescription of February 2nd, 1945 set up a specific criminal law in the delinquent childhood turned more to the protection and the education of the minor author of a breach than towards its repression. This system of guardian justice did not however stand the test of time. The increase of the juvenile delinquency as well as its evolution - The juvenile delinquents would be more and more young and more and more violent - indeed led public authorities to doubt the efficiency of the device set up by the prescription of February 2nd, 1945, which would be too overliberal and would give a feeling of impunity to the young delinquents. The legislator so intervened in many reprises, especially since 2002, to reform the device set up by this text and to adapt it to the problems of the youth. These reforms, which profoundly upset the justice of the minors, did not they damage its specificity? It is this question that our study will attempt to answer

Abstrakt

Massmedierna har blivit en allt större del av vårt historieskapande och är med och skapar vår världsbild. Vissa pressbilder når närmast ikonstatus och blir våra referenspunkter när vi reflekterar över händelsen. Därför har jag valt att titta närmare på de bilder som har publicerats i den amerikanska bildtidningen Life, den svenska bildtidningen Se och de svenska

kvällstidningarna Expressen och Aftonbladet under Tet-offensiven i februari 1968. I min

undersökning har jag samlat in alla bilder från de aktuella tidningarna under perioden och kategoriserat dem efter grupperna militära, militära/civila och civila. Bilderna i kategorin

militär var så många att jag valde att dela upp dem i underkategorierna strid, fångar, rutin och döda/sårade. Därefter har jag tittat närmare på bilderna för att få fram hur de olika parterna i kriget framställdes och vilka likheter och skillnader som fanns i materialet i de olika tidningarna. Därefter genomförde jag bildanalyser på en fyra slumpvist utvald bilder, en från

varje underkategori i avdelningen militära. Min undersökning visar att tidningarna har haft tillgång till i stort sett samma bildmaterial men att vinklingen i reportagen skiljer en del beroende på vilken sorts bilder de väljer att fokusera på. Identifieringen skedde med de

amerikanska trupperna och de vietnamesiska parterna utkristalliserades som de andra. Min

undersökning visar att tidningarna har följande fokus.

• Life Stort fokus på militära bilder med motiven döda/sårade och rutin.

• Se Klart jämnast fördelning över de tre huvudkategorierna. Störst fokus på fångar

och de civila.

• Expressen Fokus på militära bilder med motiven rutin och döda/sårade. Har även en

stor andel bilder som berör de civila.

• Aftonbladet Stort fokus på militära bilder med motiven rutin, döda/sårade och strid.

Im Fokus der vorliegenden Studie steht die Position zweier historischer Ereignisse der Zeit des Nationalsozialismus in der lokalen Erinnerungskultur Dresdens: zum einen die Novemberpogrome des Jahres 1938, zum anderen der alliierte Luftkrieg gegen deutsche Städte. Für den Untersuchungszeitraum von 1945 bis 1990 werden dabei das gesamte Spektrum der staatlichen, kirchlichen und unabhängigen Erinnerungsakteure, deren jeweilige Praxis und ihr Verhältnis zueinander auf Basis lokaler und regionaler Archivalien und Presseerzeugnisse vermessen.

Abstract:
During the third year of the Great War 1914-1918 Russia experienced the upheaval of revolution, precipitating the abdication of Tsar Nicholas II and installation of the Provisional Government in March, and culminating in the Bolshevik takeover of November, 1917. Due to the political, military, and economic chaos which accompanied the revolution Russia was unable to continue the struggle on the eastern front. Russia was not fighting the war against the Central Powers of Germany and Austria-Hungary alone, however, and her threat to capitulate was of the gravest concern to her Allies, Great Britain and France. In fact the disintegration of Russia's war effort was the pivotal issue around which Anglo-Russian relations revolved in 1917. Britain's war policy was dominated by the belief that the eastern front had to be maintained to achieve victory. It appeared that any interruption to the eastern front would allow Germany to reinforce her lines on the western front, then to win and control the economic destiny of Europe. Britain could not allow this to happen. This study focuses on the reportage from British diplomats and representatives in and outside of Russia to their superiors at the Foreign Office in London from December 1916 to December 1917. A vast wealth of documentation is available in the Foreign Office Correspondence. Analysis of these notes reveals certain trends which were dictated by the kaleidoscopic turn of events in Russia and the national ethos of these representatives. A minute analysis demonstrates a great diversity of opinion regarding the situation in Russia, ranging from optimism to pessimism and objectivity to prejudice in all phases of the year 1917. To a limited degree this diversity can be correlated with the geographical location and diplomatic status of the individual representatives. Above all it is clear that when historians quote from these sources, they choose the quotations which support the conclusions they have already reached because they know the outcome of the developments that they are describing. The individuals on the spot at the time were far less prescient and insightful. They were much more affected by their own historical prejudices and rumours, as well as the vagaries and short-term shifts of their immediate environment. Many of them believed in the great-man theory of history; a number attributed all developments and difficulties to some aspect of the Russian national character; some explained certain events during the year by conspiracies, especially of the Jews, with whom they tended to equate the Bolsheviks. Only a few were consistently solid and realistic in their appraisal of events, attributing them to factors favoured by our most respected historians.

Par l’étude des raisons qui ont conduit la France à manquer le tournant restauratif et de celles ayant permis, en Belgique, l’implantation de la justice restaurative dans le droit pénal des mineurs, des points d’ancrage sont relevés de nature à permettre son épanouissement dans l’ordonnance du 2 février 1945. Une expérimentation dans un service éducatif de réparation pénale a été menée avec le souci de prendre en compte des problématiques intéressant le service lui-même (logiques actuarielles, prudentielles, financières, idéologies professionnelles, craintes diverses). L’analyse des pratiques souligne que les services de réparation pénale, inscrits dans une rationalité managériale du traitement du phénomène criminel juvénile, sont limités dans la mise en œuvre des démarches de justice restaurative. Il s’avère également que quelques prises en compte du mineur et des modalités de l’exécution de la mesure envisagée par les éducateurs facilitent (approche psycho-criminologique du passage à l’acte inscrit dans une dimension psycho-socio-éducative de la réparation) ou bien inhibent (approche criminologique de l’acte inscrit dans une dimension rétributive de la réparation) des programmes de justice restaurative. Pour autant, quand bien même la pratique facilite une telle expérimentation, lorsque les éducateurs disposent de mission de « réparation-directe » notamment, des obstacles d’ordre idéologique s’observent au niveau de l’accueil, du démarchage et de la participation de la victime. Il demeure cependant essentiel de souligner que, par la présentation des principes et des promesses de la Justice restaurative aux éducateurs rencontrés, les écueils identifiés tombent, principalement quant à la présence de la victime lors de la mise en œuvre de la réparation pénale directe. Une telle évolution des postures professionnelles augure d’une intégration harmonieuse prochaine des démarches de justice restaurative en droit pénal des mineurs
This research focuses on the juvenile criminal law and restorative justice in a comparative approach between France and Belgium. Beyond revealing the similarities and differences of these countries in these fields, the research also carters to the difficulties encountered by France and Belgium in the acceptance of restorative justice in juvenile criminal law and its development in the judicial institutions. By studying the reasons that led France to miss the “turning” of restorative justice and those enabled, in Belgium enabled, the implementation of restorative justice in the criminal law for minors, anchor points have been identified for its development in the order of 2 February 1945. Subsequently, an experiment in youth justice service on the reparation measures was led considering difficulties which concern the service itself (actuarial logic, supervisory, financial, professional ideologies and fears). Our analysis of practices in the youth justice services on the reparation measures, reveals that the experimentation of restorative justice is limited by a managerial rationality treatment of juvenile criminal phenomenon. Also, some of the minor approaches and their implementation in the measure facilitate (psycho-criminological approach to acting out part and a psycho-socio-educational dimension in reparation) or inhibit (criminological approach to act itself and a retributive dimension in reparation) restorative justice programs. However, even if the practice facilitates experimentation and that educators apply “direct reparation”, ideological barriers remain in dealing with victims. However, it remains essential to underline that, thanks to the presentation of the principles and promises of restorative justice educators met, the identified pitfalls fall, mainly with the presence of the victim during the implementation of “direct reparation”. Such a development professional postures omen a harmonious integration of next restorative justice approaches in juvenile criminal law

The thesis submitted deals with the period of 1945 {--} 1948, the period of the end of the World War II and the beginning of the communist regime. It follows the events in the Czechoslovak Republic since its liberation by the American and Soviet Armies, the punishment of the collaborators and the withdrawal of the German inhabitants, the establishment of the National Front and People{\crq}s committees as new administrative and authority units, further the Constitutive National Assembly elections in May of 1946, gradual fall of the National Front, communist coup d{\crq}état of February 1948 and subsequent May election, with all the events focused on the region of the chosen South Bohemian town {--} Písek. The events start to be followed in May of 1945, in the long{--}awaited days of liberation from Nazism. It deals with the restoration of autonomous authorities in the form of the Local and the District people{\crq}s committee as well as the restoration of the activities of political parties which peaked during the election campaign of 1946 reflecting in the results of the election. It also pays attention to the disputes among the parties and their members that culminate in the February events of 1948 and oncoming new socio{--}political arrangements. The master thesis Periodical Press in the Kutná Hora Region during the period 1918 - 1948 focuses on the changes of the structure of periodical press in the Kutná Hora region in the specified time range. First, the definition of the Kutná Hora region with its demographic and geographic characteristics is provided. As the structure of the periodical press in the Kutná Hora region during the era of the First Republic was based on the situation before the First World War, the landscape of the media of the Kutná Hora region before 1918 is described. Kutná Hora region had been already rich in periodical press of political parties as well as the press of non-political organizations in that time and the same situation applies also for the interwar period. After the Munich agreement until the beginning of the occupation of Czechoslovakia the structure of the political press was changing at first and finally all the periodicals of political parties ceased to exist. By the march 1943, also the press of the non-political organization disappeared. In 1945 the richness of the prewar periodical press situation was not renewed. The aim of this diploma thesis is the comparison between cartoons published in two wide-nation newspapers by examples of major political events in Czechoslovakia between 1945 - 1948. In order to achieve this objective I used a comparative-historical method. I deliberately worked with issues that had divided the public and political representation. I focused on inequality in the way of exposing and selection of the content of cartoons. The Selection of newspapers was not random, because representativeness was my main criterion. Svobodné slovo was based on the tradition of the party list and its contents were corrected by the party leadership of the Czechoslovak National Socialist Party, which formed together with the Czechoslovak People's Party internal opposition to the Czechoslovak Communist Party in the National Front. Daily Práce was a new paper which represented the views of the Central Council of Trade Unions, which were initially under the strong influence of the Communists. ENGLISH ABSTRACT This dissertation is focused on Prague in views in literary works of post-february exile authors, which emigrated after year 1948: Egon Hostovský, Zdeněk Němeček and Jiří Kovtun. The picture of Prague, which we can (re)construct from their works, is different in each case. In the novel Nezvěstný of Egon Hostovský dominate followings motives: gray, weak contours, theatricality, panoptic and a metaphorical description of February Prague. The main features of the works of Zdeněk Nemeček are: close relationship between teller and main character, short dialogs, view from above, sad feelings and feeling of separation. Konvtun's work named Pražská ekloga is specific with irony (it is evidently a product of considerable time span from the other described events), naturalistic features and war atmosphere. The authors associate a considerable relationship to Prague and their contributions to the programme "Slovo a svět" of the Radio Free Europe, in spite of their different life stories and poetics. The main theoretic result of the diploma is city poetology of Daniela Hodrová ("Citlivé město"). The aim of this thesis is to introduce all changes, that occurred in the Presidential office since February 1948 until the death of Klement Gottwald. After the short introduction, which gives us insight into the so called the Foundation period of Communism and into the life of Klement Gottwald and his wife Marta, follows the opening chapter about the situation in the Presidential office after the February 1948. It introduces two great topics, which would be examined in the next chapters - staff question and organization of the office. The thesis is closed by the chapter about the role of the Prague castle and Gottwald himself in 1948-1953. Books about this era describe mostly the general characteristics of the period and of Klement Gottwald himself. They are not paying attention to the Presidential office. Only one of the persecuted employees wrote a biography - Miroslav Jirásek. I used mostly the books of Karel Kaplan. The memoirs of Ladislav Novák (chancellor of Antonín Zápotocký, Antonín Novotný and Ludvík Svoboda) were very useful for the description of the situation after the death of Klement Gottwald. During the first republic, Hubert Ripka (1895-1958) was one of the most active democratic orientated journalists and closest colleagues of minister of foreign affairs and later president Edvard Beneš. His political and journalist beginnings are connected with national democratic group Mladá generace. What was crucial for Ripka's career was the split between left and right wings of Mladá generace in 1920, when he - after the victory of the right wing - withdrew. Antonín Pešl brought him to the Národní osvobození, which was associated with Československá obec legionářská and politics of Hrad. In the area of foreign policy he focused above all on monitoring political and cultural life in Jugoslavia, he became a secretary of Československo-jihoslovanská liga, member of Slovanský ústav, he contributed to the Jugoslavian periodicals and to the renovated Slovanský přehled. Ripka's most important lecture activity was associated with prestigious Klub Přítomnost. He worked in Lidové noviny since 1930, yet he still contributed to a lot of other periodicals. The dissertation is about Rudolf Slánský, an important figure in the history of the Communist Party of Czechoslovakia. The first part of the text is based on a reconstruction of Slánský's political activities. It looks at his leaning towards left-wing ideas when he became interested in social democracy at the beginning of the 1920s and subsequently became a member of the Czechoslovak Communist Party where he was involved in the internal struggles of that time. An important part of the text consists of Slánský's activities as regional secretary in Moravská Ostrava. Two basic camps clashed in the Ostrava region (although the disputes were more of a personal nature than ideological) and in Slánský's subsequent rise (he became regional secretary) the efforts of the Prague Communist Party leadership to calm the situation and to put a "compromise" candidate in charge (or one that was not personally involved in either of the camps) can partly be seen. By transferring him, the aim of the Prague leadership was to "calm down/bring into line" the young radical, but also eventually to give him the opportunity (in an important region) to show his abilities (especially his organisational abilities). This thesis examines Alberta and Manitoba sugar beet farms as carceral sites for displaced Japanese Canadians during the Second World War. Previous literature has focused on the relocation of Japanese Canadians but has not addressed the many distinct sites that marked the boundaries of incarceration for Japanese Canadians. By exploring issues of citizenship and history, this thesis examines the many ways that regulation was imposed on Japanese Canadians by state and extra-state organizations and individuals. This subject was explored using critical discourse analysis of the Calgary Herald and the Winnipeg Free Press for a twelve month period beginning February 1, 1942, two months prior to the announcement of the Sugar Beet Programme and ending January 31, 1943, as original beet contracts covered only the 1942 crop year. My analysis follows two major themes: sugar beet farms as carceral sites and the use of citizenship narratives to both legitimize and erase Japanese Canadian labour. Utilizing Fbucault's notion of 'carceral', I show how disciplinary strategies were used to strip Japanese Canadians of their social, economic and political citizenship. While Japanese Canadians were never formally incarcerated, I argue that the term carceral needs to be reworked in order to include losses of liberty that are not formally sanctioned. I examine newspaper reports regarding official state policy, local community responses, protests and individual letters to the editors, and conclude that, indeed, Japanese Canadians underwent surveillance, supervision, constraint and coercion, all markers of incarceration. Citizenship discourses were a crucial tool of both state and non-state agencies. Further, 'whiteness' was central to these discourses. Citizenship discourses such as patriotism and duty were directed at 'white' citizens to encourage their acceptance of Japanese Canadian relocation. Further, these same discourses were used to recruit a volunteer 'white' labour force. However, despite the significant contributions of Japanese Canadians to this wartime industry, never were these types of discursive rewards or the subsequent material benefits offered to them. Further, the voices of Japanese Canadians were also silenced by the media. Thus, Japanese Canadians became invisible and silent workers who could claim no voice and thus, no membership in the nation.

Taiwan’s February 28 Incident happened in 1947 as a set of popular protests against the postwar policies of the Nationalist Party, and it then sparked militant actions and political struggles of Taiwanese but ended with military suppression and political persecution by the Nanjing government. The Nationalist Party first defined the Incident as a rebellion by pro-Japanese forces and communist saboteurs. As the enemy of the Nationalist Party in China’s Civil War (1946-1949), the Chinese Communist Party initially interpreted the Incident as a Taiwanese fight for political autonomy in the party’s wartime propaganda, and then reinterpreted the event as an anti-Nationalist uprising under its own leadership. After the rapprochement of Mao’s China with the United States in the 1970s, both parties successively started economic or political reform and revised their respective policies toward the February 28 Incident. Moreover, the Democratic Progressive Party rose as a pro-independence force in Taiwan in the mid-1980s, and its stress on the Taiwanese pursuit of autonomy in the Incident coincided with the initial interpretation of the Chinese Communist Party. These partisan views and their related policy changes deeply influenced historical research on the Incident. This study re-examines both the history and the historical accuracy of these partisan discourses and the relevant scholarship on the Incident, and further proposes to understand this historic event in the long-term context of Taiwanese resistance and political struggles.
