This paper looks at the design of intergovernmental transfers in two mature federations, Australia and Canada, in an effort to determine empirically how well transfers in these countries mitigate shocks to regional government revenues. Prior to 1950, there was very limited mapping in Australia covering only strategic areas. After World War II, the Federal Government funded the small scale mapping of the whole country.
