While researchers have pointed to numerous methods of expanding state capacity in the Progressive Era, the literature has overlooked the creation of nominally private companies relying on implicit government guarantees, later known as government-sponsored enterprises. Following his failed overland campaign, Banks attempted once more to achieve a foothold in Texas, thus defusing the threat of French intervention on the side of Confederacy, this time with an amphibious landing near the mouth of the Rio Grande.
