Full textThe main problem of the first European communities was always in the opposition between the creation of a supranational concept, which was going to be a federal concept, and the preservation of national policies. During the Second World War, with the resistance, and in the post war years (1945 - 1950), the federal ideology was born and it grew in federal organizations. After addition of European coal and steel community (1951), European defense community (1952) and European politic community (1953) could afford to create a true European federation. Full textFrom its creation in July 1980 to the passing of its founder, Altiero Spinelli, the developments of the Crocodile Club are at the heart of this research. The study of one of the first examples of an intergroup in the European Parliament highlights the project, strategies and actions of its members. The Crocodile Club was behind the creation of the institutional committee in the European Parliament, which its members put to use in their constituent project. It resulted in the adoption of a draft Treaty on European Union by the Assembly in February 1984. However, the treaty never came into force. This thesis highlights the influence strategies of the members of the Crocodile Club and the institutional innovations they generated. Finally, it provides an analysis of the Crocodile Club’s lineages and collective memories with the aim of demonstrating the existence of lieux de mémoire (sites of memory) relating to the European construction

Full textOur thesis explores the socio-historical paths of the institutionalization of the mothers and fathers of Europe. From a corpus of 24 individuals who actually contributed to the creation of the European Community, 0ur approach is based on comparative politics, sociology of collective memory, mobilization and public action. Our proof is structured in three parts. We first deconstructs the trajectories of the fathers of Europe from the perspective of comparative politics, to explain the logic of European integration, which cannot be reduced to changes in the European project. The second part of the thesis focuses on the mobilization of associations and foundations, political or non-political, which perpetuate the memory of the fathers of Europe, largely unexplored topics in political science. The mobilizations in memorial associations and foundations explain why some fathers of Europe are more recognized than others. Similarly, partisan mobilization reflects the greater consecration of the fathers of Europe Christian Democrats. Finally, the third section analyzes the commemorative practices devoted to the fathers of Europe on regional, national and community levels. Contrary to what the name of "father of Europe" would suggest, we demonstrate that national frameworks of memory are the most meaningful. More generally, this thesis demonstrates the relevance of the concept of governance in order to think memorial public policy as nesting state actors, European and associative structures

Full textAfter the fall of the Union of Soviet Socialist Republics in December 1991, the Russian Federation stated repeatedly its commitment to democratic development and to be part of "Europe without borders". To achieve this goal it joins a number of European treaties, among others, the European Convention for the Protection of Human Rights and Fundamental Freedoms. However, despite the willingness of Russia to be part of the European system of protection of fundamental rights, the problems of political transition, economic and institutional development make this task very difficult. Among other the federalism, which could be qualified as "complex", creates a very singular legal system. Some of its elements are not always compatible with international instruments on human rights protection ratified by Russia. The objective of this work is to study the problems of implementation of the European Convention for the Protection of Human Rights and Fundamental Freedoms and the decisions of the European Court of Human Rights in the Russian Federation and their possible influence on the development of national instruments for the protection of fundamental rights under the Russian federal system
