This case explores the complex multi-layered governance structure in the international Olympic sport of gymnastics, describing in detail the governance structures and operations of each layer – the International Olympic Committee (IOC), Fédération Internationale de Gymnastique (FIG), which is the international federation for gymnastics, and the national governing bodies (NGB) of gymnastics in the United States and Australia, USA Gymnastics and Gymnastics Australia. While both NGBs highlighted in this case are deemed to be successful on an international level, the case reveals many subtle differences between the two, which can be discussed in both governance and organizational behavior contexts. Finally, the timely issue of age fraud in gymnastics and the response from each level of governance are presented and provide an opportunity for further in-depth discussion.

Abstract:
This paper examines the governing body of international gymnastics, the Fédération Internationale de Gymnastique (FIG) and its relationship with the International Olympic Committee (IOC). It outlines the nature of the relationship between the two bodies and how that relationship has historically impacted the resulting policy of both organizations. In particular, this research focuses on three main areas of policy. The first is economics and the shift from amateur to professional and commercial gymnastics. When the IOC began to develop commercial interests, the FIG feared losing its purity if it was to follow suit. Second, it explores policy surrounding gender. This is particularly relevant in a sport where each discipline is not only categorized by gender, but also contested on the basis of performance-gendered ideals. And finally, this research examines athlete welfare. Gymnastics is known for its young, docile participant base and, more recently, cases of sexual abuse in the United States. While a range of protective policies have since been created, what existed at an international level before then? I argue that the FIG has had to work within the confines of its Olympic remit in order to retain its relevance to the Olympic behemoth and its inclusion in the Games as gymnastics’ pinnacle event. At the same time, the FIG has mediated Olympic policy and exerted the will of the IOC over stakeholders in gymnastics. Moreover, this relationship is symbiotic: gymnastics is one of the top three most popular Olympic sports, attracting viewership and its attendant commercial benefits to the Games. This research is based on FIG bulletins and IOC correspondence, and it builds on a range of secondary works about the role of International Federations, their policies, and their rules in shaping the sports they govern.

Abstract:
The present paper looks at the different positions two major international sport federations, the Fédération Internationale de Football Association (FIFA) and the Fédération Internationale de Ski (FIS), took with respect to East Germany during the 1950s. Because these positions were greatly influenced by FIFA’s and the FIS’s prior relations with Germany and by the challenges posed by global politics, this study begins by examining these relations during the interwar period. By combining information from the FIFA, FIS, and International Olympic Committee (IOC) archives with documents from the German national archives and articles published in Switzerland’s sporting press, the authors were able to highlight differences between the two federations’ approaches and show the need for studies to go beyond an IOC-centric approach.

Les années 1920 constituent l'apogée de la Fédération gymnastique et sportive des patronages de France. En effet, le sacrifice de la Grande guerre a démontré l'utilité des sportifs et gymnastes catholiques dans la nation et dans la République. Cependant, après une décennie de commémoration, de reconnaissance par les gouvernements d'Union nationale et de relatif consensus au sein de l'Eglise catholique, la Fédération est affectée par une remise en question de sa double identité, patriotique et religieuse. Le débat, sensible dès les années 1930, s'accentue après la seconde guerre mondiale : les facteurs religieux, politiques, économiques, sociaux ou démographiques, doivent être pris en compte pour analyser cette évolution. Ainsi, les signes précurseurs de la crise des années 1960 sont-ils décelables dans le second après-guerre
The FGSPF reached its high point in the 1920s. The losses of the Great war demonstrated the usefulness of catholic gymnasts and athletes for the nation and the Republic. Nevertheless, after a decade of commemoration and acceptance by the “national-Union” governments and relative consensus within the catholic Church itself, the Federation was shaken by a questioning of its double identity, patriotic and religious. The controversy, already present in the 1930s, grew after the Second world war. Religious, political, economic, social and demographic factors must be taken into account in order to analyse this change. Thus, precursors to the crisis of 1960s can be found in the post world war II era

L’objet de notre thèse est de mettre en lumière, à partir de l’étude des fédéralismes allemand et suisse, le modèle de gouvernance de l’Union européenne qui se trouve être compris entre deux courants de pensée : l’Intergouvernementalisme et le Fédéralisme coopératif. Nous avons essayé de montrer comment, à travers le financement des Etats-Nations, la consolidation de son modèle de gouvernance, l’Union européenne cherche d’une part à métamorphoser son espace territoriale tant aux plans politiques, économiques qu’identitaires et, d’autre part, à légitimer son influence au niveau de ses Etats membres et des citoyens. Notre analyse nous a confirmé, qu’à travers l’interaction entre les institutions européenneset les Etats membres, les actions des dirigeants, de chefs d’Etat et de Gouvernement, l’impact de ce « fédéralisme coopératif émergent » est réel ; il contribue, en effet, non seulement à créer mais aussi, à modifier et à donner une forme particulière à l’Union européenne (les « Vingt-sept »). Ainsi, en essayant d’apporter des réponses aux « peurs » des citoyens, vis-à-vis de cette incapacité des Etats-Nations à répondre aux défis de la mondialisation, l’Union européenne insuffle le sentiment d’appropriation de cette identité commune européenne en gestation. Cette situation est confortée par ce contexte actuel de crise économique, financière et sociale mondiale, qui a amené l’Union et ses Etats membres, malgré leurs divergences de représentation et de perception de l’« objet-Europe », à faire un « saut quantitatif » vers une « Europe fédérale », préalable à l’émergence d’une « Europe politique »
The aims of out thesis is to highlight, from the study of German and Swiss federalism, the European Union model of governance which is made up of two ways of thinking: intergovernmentalism and federalism. We have emphasized how, through the financing of Nation-States and the consolidation of its model of governance, the European Union is trying to, on the one hand, transform politically, economically and from the perspective of its identity, its territorial space, and, on the other hand, to legitimate its influence on member States and citizens. Our analysis has confirmed that through interaction between European institutions and member States, through leaders and heads of State and Government’s actions, the impact of an “emerging cooperative federalism” is real; it has a role not only on the creation but also on the transformation of the European Union, shaping it in a particular way (the “Twenty-Seven”). Therefore, trying to bring answers to the “fears” of citizens in relation to the Nations-States inability to face issues and challenges brought by globalization, the European Union gives a new lease of life made up with the rise of a “mutual European identity”. The situation is reinforced by thecurrent context of the economical, financial and social worldwide crisis which has brought the European Union and its member States, despite their different views and perception of the “Europe Object”, to take a quantitative leap toward a “Federal Europe” prior to the emergence of a “Political Europe”

La fédération internationale du planning familial (IPPF) regroupe les associations de planning familial autonomes, concernées par les problèmes de contraception et de santé sexuelle dans plus de 150 pays. L'IPPF a été fondée à Bombay en 1952, par les responsables des principales associations volontaires de planning familial de huit pays : Inde, Allemagne, Hong Kong, Pays-Bas, Singapour, Suède, Royaume Uni, États-Unis d'Amérique. L'IPPF et ses associations membres sont chargées de promouvoir le droit des femmes et des hommes de décider librement du nombre et de l'espacement de leurs enfants, ainsi que le droit à la santé, au niveau le plus élevé possible, dans les domaines de la sexualité et de la reproduction. Elles estiment que l'équilibre entre la population mondiale, sa productivité et ses ressources naturelles est une condition nécessaire à l'amélioration de la qualité de la vie dans le monde. Elles se battent pour obtentir pour les femmes égalité, parité et participation plus active au pouvoir. Elles aident les jeunes a mieux comprendre leur sexualité et tentent de satisfaire leurs attentes. L'IPPF continue de promouvoir la planification familiale, dans un contexte élargi toutefois au droit à un état de bien-être positif, pour les femmes, les hommes et les enfants, ainsi qu'au rôle de la population dans le développement socioéconomique. Elle travaille au respect des droits de l'homme, à l'égalite entre les hommes et les femmes, à la prevention du sida, à la recherche en matiere de contraception, et à la suppression des violences a rencontre des femmes. L'IPPF a reconnu la nécessité de ces droits supplémentaires en 1992, lors de l'adoption de son plan stratégique vision 2000. Deux ans plus tard, en 1994, la conférence sur la population et le développement du Caire, qui réunissait les représentants de 180 pays, offrait un formidable encouragement à ce programme son action se vit renforcée à l'occasion de la quatrième conférence de Pékin sur les femmes en 1995. L'importance du role de l'IPPF et de ses membres est attestée par les innombrables prix qui leur ont été atribués. L'ippf est la deuxième ONG mondiale juste après la Croix Rouge internationale. Fière d'avoir été reconnue "consultant de 1ere catégorie" par l'ONU, elle travaille en étroite collaboration avec toutes les organisations bénévoles, les organisations inter-gouvernementales et les agences.

Often arbitration has been closely related to issues that are likely to be arbitrated, including commercial, corporate or investment matters.However, the sporting matter has been less related to arbitration issues.In the present article, a relatively new and very interesting issue is develop: the sport arbitration, which has been gaining space in various sport organizations to become an instrument of great importance in the sports world. In this way, the author, through the experience of the Tribunal Arbitral Du Sport, shows us the way that sports arbitration has followed, its strengths, its composition and the importance it has achieved in these issues until forging an integral and solid relationship between arbitration and sport.
Muchas veces el arbitraje ha sido muy relacionado con temas que son susceptibles de ser arbitrados, entre los cuales se encuentran materias comerciales, corporativas o de inversión. Sin embargo, la materia deportiva ha sido menos relacionada con temas arbitrales.En el presente artículo, se desarrolla un tema relativamente nuevo y muy interesante: el arbitraje deportivo, el cual ha ido ganando espacio en diversos organismos deportivos hasta convertirse en un instrumento de gran importancia en el mundo deportivo. De esta manera, el autor, a través de la experiencia del Tribunal Arbitral Du Sport, nos muestra el camino que ha seguido el arbitraje deportivo, sus fortalezas, su composición y la importancia que ha conseguido en dichos temas hasta forjarse una relación íntegra y sólida entre el arbitraje y el deporte.

Abstract:
Ce travail de recherche est une comparaison entre les carrières des animatrices de la Fédération Française d’Entraînement Physique dans le Monde Moderne Sports pour Tous (F. F. E. P. M. M) et des Brevets d’Etat des Métiers de la Forme (B. E. M. F), dont l’activité est la remise en forme d’un public par l’enseignement ou l’animation des gymnastiques de forme. L’enquête s’appuie sur une méthode biographique basée sur 23 récits de vie (12 animatrices et 11 B. E. M. F) et selon une approche sociologique de la construction identitaire. Elle s’articule autour de l’étude de trois processus successifs : l’engagement en formation, l’acquisition d’une place d’intervenant et les mobilités internes. Les résultats révèlent d’abord que l’engagement en formation peut-être entendu comme une négociation identitaire qui s’élabore depuis des moments critiques analysés à travers les revendications des acteurs et leurs récits d’interactions. Ainsi, devenir animatrice ou B. E. M. F correspond à une ressource identitaire mobilisée depuis des places et des situations différentes. L’analyse de ce processus met en exergue une typologie de stratégies identitaires intéressante. Ensuite, l’acquisition d’une place d’intervenant en gymnastiques de forme est appréhendée comme un processus de conversion. L’initiation, qui s’inscrit à l’intérieur de deux mondes sociaux distincts, constitue une étape d’appropriation d’un modèle d’intervention spécifique. Les discours dévoilent que c’est à partir de ce modèle que les acteurs s’orientent et sont recrutés dans les structures de pratique, permettant ainsi d’apporter une explication sur la répartition des acteurs dans le secteur associatif F. F. E. P. M. M et marchand de la forme. Enfin, les mobilités internes observées en direction d’une place d’instructrice, de responsable des professeurs et de B. E. M. F indépendant ont également été analysées sous l’angle d’un processus d’engagement. Ce dernier montre que les mobilités sont l’œuvre de négociations identitaires face à de nouveaux moments critiques qui apparaissent dans la sphère privée, les situations d’interventions ou dans la profession occupée parallèlement à l’activité d’intervenant en gymnastiques de forme
This is a comparative study of two types of careers for fitness instructors, particular to France. The instructors with diplomas from the Fédération Française d’Entraînement Physique dans le Monde Moderne Sports pour Tous (F. F. E. P. M. M. ) are called animatrices and those with diplomas from the Brevets d’Etat des Métiers de la Forme (B. E. M. F. ) are called BEMFs. This study uses a sociological approach to identity construction and is based on the biographical interviews of 23 persons (12 animatrices and 11 BEMFs). Three successive processes were studied : the decision-making process during which the actors decided to become fitness instructors, the process whereby they acquired their positions, and the statute mobility process. Results showed that the decision-making process took the form of an identity negotiation with the actors themselves and with those in their environment. Becoming an animatrice or a BEMF was viewed as an identity resource in response to particular critical moments. Analysis of this process revealed an interesting typology of identity strategies. The process whereby they acquired their positions was studied as a conversion process. Initiation, which was the adoption of a specific teaching model, took place in two distinctly different social worlds. Analysis of the interviews revealed that the models played an influential role in whether the actors applied to, and were hired by, businesses or fitness associations. This information helped explain the distribution of actors in the two work sectors. Different types of status mobility, such as obtaining the position of instructor, manager, or becoming self-employed, were also analyzed as a decision-making process. This process showed that mobility was the result of identity negotiations occurring at new critical moments which appeared in the private lives or workplaces of the instructors, or in their parallel professions

L’implication des volontaires de santé communautaire, tels que les volontaires de la Fédération Internationale des Sociétés de la Croix-Rouge et du Croissant-Rouge, peut constituer un moyen approprié de s’attaquer au problème d’inégalités sociales et de santé. Pourtant, les connaissances manquent sur ce qui marche pour améliorer la performance des volontaires. Objectifs Comprendre comment, pourquoi, pour quels volontaires et dans quelles circonstances les stratégies organisationnelles mises en œuvre pour améliorer la performance des volontaires de santé communautaire marchent. Méthodes En raison de la complexité des programmes impliquant des volontaires de santé communautaire, nous avons adopté l’évaluation réaliste comme approche méthodologique et l’étude de cas comparative comme modèle d’étude. Dans un premier temps, des entretiens, une synthèse réaliste de la littérature ainsi qu’une revue des théories d’action qui sous-tendent ces programmes ont été réalisés pour développer le cadre théorique de l’évaluation. Ensuite, deux cas ont été sélectionnés sur Kampala, la capitale de l’Ouganda, ou la Société Nationale de la Croix-Rouge et du Croissant-Rouge Ougandaise développe des stratégies pour améliorer la performance des volontaires. Chaque cas correspond à une unité organisationnelle de la Société Nationale Ougandaise, responsable de la mise en place des programmes de santé au niveau d’un district du pays. Les méthodes de collecte de données ont inclus des entretiens individuels, des groupes de discussion, des observations, ainsi qu’une revue de documents. Un processus méthodologique de comparaison constante a été utilisé pour l’analyse des données. Résultats Les stratégies d’intervention, dont les pratiques managériales peuvent influencer positivement la performance lorsqu’elles favorisent la satisfaction des besoins psychologiques des volontaires (l’autonomie, la responsabilisation, la compétence et le lien social). Pour ce faire, les stratégies et leur mise en œuvre doivent s’adapter aux différentes formes de motivation des volontaires et à l’évolution de celles-ci pendant le volontariat. S’agissant du contexte, la reconnaissance communautaire et la reconnaissance organisationnelle sont deux facteurs clés qui interviennent dans la satisfaction des besoins psychologiques des volontaires. Discussion Cette recherche doctorale a des implications pour la Fédération Internationale des Sociétés de la Croix Rouge et du Croissant Rouge. Les résultats fournissent des informations utiles à l’action relative à la mise en place de programmes de volontaires de santé communautaire et l’approche évaluative a des implications générales en ce qui concerne la dynamique d’apprentissage organisationnel. Par ailleurs l’approche de l’évaluation réaliste a également contribué, à sa mesure, au développement du champ de l’évaluation de programme en santé. L’opérationnalisation des concepts de l’approche réaliste a été discutée et approfondie afin de contribuer au développement de cette approche
Context The recruitment of community health volunteers, such as the volunteers of the International Federation of Red Cross and Red Crescent Society, is an established approach to improve the health of underserved communities. However, there is a dearth of evidence about what works to improve volunteers’ performance. Objectives To understand why, how, for which volunteers and under which circumstances intervention approaches to improve volunteers’ performance is more likely to be successful. Methods Given the complexity of the intervention under study, a realist evaluation as methodological approach and a case study as study design was adopted. Firstly, a realist review together with interviews with the main stakeholders and a review of the theories underlying community health volunteers programme have been conducted to develop the theoretical basis for the evaluation. Secondly for the case study, two contrasted cases have been then selected at district level in the capital of Uganda, where the Red Cross Society is implementing a community-based programme. A case is as a Red Cross unit run by a programme manager that operate around one governmental district structures. Data collection included document review, participant observation and interviews. The constant comparative method was used for the analysis. Results Intervention approaches that include supervision supportive of autonomy, skills and knowledge enhancement and that is adapted to the different sub-groups of volunteers, leads to satisfaction of the three key drivers of volunteer motivation: feelings of autonomy, of competence and of connectedness. This contributes to volunteers’ better performance. Enabling contextual conditions include the responsiveness of the organisation to community needs and recognition from the organisation and the community of the work of the volunteers. Discussion The findings will inform the management of community health volunteers and have implication for the International Federation of Red Cross and Red Crescent Societies regrading organisational learning. It also contributed to building the field of programme evaluation in Health and led to methodological developments for doing realist evaluation

This thesis explores the relationship between the safety and security measures for the 2010 FIFA World Cup and the militarisation of urban space and policing in post-apartheid South Africa. In particular, it focuses upon how the South African state and FIFA, the owners of the World Cup franchise, worked to present the World Cup as an event which required exceptional levels of security – resulting in a historically unprecedented joint police and military operation across host cities. However, in contrast with previous research on these security measures, this thesis aims to interrogate the political and commercial forces which constructed security and positions them against a backdrop of intensified state violence and social exclusion in South Africa. Concurrently, the South African case was indicative of an international militarisation of major events, with policing operations comparable to national states of emergency. This is representative of the ‘new military urbanism’ in which everyday urban life is rendered as a site of ubiquitous risk, leading to the increased diffusion of military tactics and doctrines in policing and policy. While the interpenetration between urbanism and militarism has often been studied against the context of the ‘war on terror’, in the case of South Africa this has primarily been accelerated by a pervasive social fear of violent crime, which has resulted in the securitisation of cities, the remilitarisation of policing and the intensification of a historical legacy of socio-spatial inequalities. The South African government aimed to use the World Cup to ‘rebrand’ the country’s violent international image, while promising that security measures would leave a legacy of safer cities for ordinary South Africans. The concept of legacies was also responsive to the commercial imperatives of FIFA and a range of other security actors, including foreign governments and the private security industry. However these policing measures were primarily cosmetic and designed to allay the fears of foreign tourists and the national middle class. In practice security measures pivoted around the enforcement of social control and urban marginalisation while serving as a training ground for an increasingly repressive state security apparatus. Security was as much a matter of fortifying islands of privilege and aiding a project of financial extraction as protecting the public from harm.

O futebol é atualmente o desporto mais popular no mundo. A FIFA (Fédération Internationale de Football Association) é composta por mais países membros do que a Organização das Nações Unidas (Stein et al., 2016), mostrando assim como é grande e popular este desporto. É uma indústria que move milhares de milhões de euros e parece não parar de crescer, com recordes de transferências a serem batidos em todas as janelas de transferências. Apesar de ser uma indústria deste tamanho, o futebol é algo simples de se jogar, qualquer pessoa, independentemente do seu estatuto social, tem a possibilidade de praticar este desporto, tornando-se assim algo de fácil acesso a todas as classes sociais. Em conjunto com a evolução tecnológica, o futebol também viu a necessidade de se modernizar e se adaptar às novas tecnologias, com o objetivo de o tornar num desporto mais justo e de melhorar a qualidade deste espetáculo desportivo. Os clubes tiveram a necessidade de evoluir, de modo a poderem acompanhar a sua concorrência, pois existe uma grande evolução na compreensão das necessidade físicas e técnicas do futebol (Coutts, 2014). Com a crescente evolução da IA no nosso quotidiano e na evolução da sociedade humana (Liu et al., 2018), é relevante estudar e entender, cada vez mais, qual é o impacto desta tecnologia no desporto mais popular do mundo. Apesar de ser uma tecnologia que não está ao alcance de todos e de não ser de fácil compreensão, é também uma tecnologia revolucionária que poderá mudar a maneira como cada jogo é disputado. A introdução de tecnologias como o VAR ou de análises físicas nos treinos dos atletas, mudaram já este desporto centenário, sendo cada vez mais relevante, para ser competitivo, tirar o máximo proveito desta tecnologia. A IA irá revolucionar a nossa sociedade, sendo esperado que a inteligência da máquina venha a superar a inteligência humana (Makridakis, 2017), significando isto a necessidade de se conseguir desenvolver cada vez mais este tipo de tecnologias neste desporto que, apesar de ser simples, é envolto numa complexidade de processos e análises bastante difíceis e metódicos. Dito isto, podemos, no futuro, vir a ter robôs ou máquinas que serão os preparadores físicos ou os treinadores, sem necessidade da intervenção humana, mas com uma taxa de sucesso maior do que a de um ser humano.
