This case explores the complex multi-layered governance structure in the international Olympic sport of gymnastics, describing in detail the governance structures and operations of each layer – the International Olympic Committee (IOC), Fédération Internationale de Gymnastique (FIG), which is the international federation for gymnastics, and the national governing bodies (NGB) of gymnastics in the United States and Australia, USA Gymnastics and Gymnastics Australia. While both NGBs highlighted in this case are deemed to be successful on an international level, the case reveals many subtle differences between the two, which can be discussed in both governance and organizational behavior contexts. Finally, the timely issue of age fraud in gymnastics and the response from each level of governance are presented and provide an opportunity for further in-depth discussion.

Abstract:
This paper examines the governing body of international gymnastics, the Fédération Internationale de Gymnastique (FIG) and its relationship with the International Olympic Committee (IOC). It outlines the nature of the relationship between the two bodies and how that relationship has historically impacted the resulting policy of both organizations. In particular, this research focuses on three main areas of policy. The first is economics and the shift from amateur to professional and commercial gymnastics. When the IOC began to develop commercial interests, the FIG feared losing its purity if it was to follow suit. Second, it explores policy surrounding gender. This is particularly relevant in a sport where each discipline is not only categorized by gender, but also contested on the basis of performance-gendered ideals. And finally, this research examines athlete welfare. Gymnastics is known for its young, docile participant base and, more recently, cases of sexual abuse in the United States. While a range of protective policies have since been created, what existed at an international level before then? I argue that the FIG has had to work within the confines of its Olympic remit in order to retain its relevance to the Olympic behemoth and its inclusion in the Games as gymnastics’ pinnacle event. At the same time, the FIG has mediated Olympic policy and exerted the will of the IOC over stakeholders in gymnastics. Moreover, this relationship is symbiotic: gymnastics is one of the top three most popular Olympic sports, attracting viewership and its attendant commercial benefits to the Games. This research is based on FIG bulletins and IOC correspondence, and it builds on a range of secondary works about the role of International Federations, their policies, and their rules in shaping the sports they govern.

The present paper looks at the different positions two major international sport federations, the Fédération Internationale de Football Association (FIFA) and the Fédération Internationale de Ski (FIS), took with respect to East Germany during the 1950s. Because these positions were greatly influenced by FIFA’s and the FIS’s prior relations with Germany and by the challenges posed by global politics, this study begins by examining these relations during the interwar period. By combining information from the FIFA, FIS, and International Olympic Committee (IOC) archives with documents from the German national archives and articles published in Switzerland’s sporting press, the authors were able to highlight differences between the two federations’ approaches and show the need for studies to go beyond an IOC-centric approach.

Abstract During the Cold War, international associations of resistance veterans were important transnational actors. Split along the political fault lines, an ‘antifascist’ stance was crucial to them, both in their memories of resistance against Nazi Germany and in their involvement in the propaganda campaigns of the Cold War. Due to its manifold activities, the pro-communist Fédération Internationale des Résistants (fir) was the most important of these international associations. Liberal and anti-communist organizations, like the Fédération Internationale Libre des Déportés et Internés de la Résistance (fildir), formed the counterpart to the fir. These organizations will serve as a point of comparison. This study transcends the prevailing national perspective, instead investigating the transnational memory of the survivors. It goes on to examine the consequences of the political changes in the ussr after Stalin’s death in March 1953, and Khrushchev’s ‘secret speech’ as well as the Hungarian Uprising and its suppression in 1956.

How can Global Sporting Governing Bodies (GSGBs) like the Fédération Internationale de l’Automobile (FIA) take a stand on political issues in places where a sporting event which comes under their aegis is being held without compromising their own position as neutral governing bodies of sport? Drawing upon a historical sociological approach and using the FIA and the Formula 1 world motorsport championship as its key example, this paper argues that one reason why controversy about this is growing is because FIA’s current power structures were established in an era less suited to today’s world of sports and stakeholdership. In order to change, we need to review the historical processes that shaped current power relations between the GSGB and its stakeholders and, through that, identify an alternative view of power which may resolve the dilemma which the relation between sport and politics currently throws up.

AbstractCompetitive alpine skiing is a complex sport that requires high physical and technical competence. Testing the physical status of athletes may be important to increase their ability to achieve elite sport-specific performance. This study aimed to investigate the predictive power of the national test battery of the Swedish Olympic Committee (Fysprofilen) and anthropometric variables in the prediction of competitive performance of elite alpine skiers, indicated by Fédération Internationale de Ski points. Data from fourteen Swedish elite female alpine skiers were analyzed using bivariate and multivariate statistical methods. Physiological test results and anthropometric data could not generate significant bivariate or multivariate models for prediction of competitive performance. Multivariate regression (R2) and prediction (Q2) models for Fédération Internationale de Ski Slalom and Giant Slalom rank reached R2=0.27 to 0.43, Q2=+− 0.8 to−0.17, indicating no valid models. The overall interpretation of these and previous findings are that future test batteries must be validated before implemented, and that test results should be treated with caution when it comes to prediction of future competitive results. Applying tests that are not validated against competitive performance risk misleading coaches and training advisors who aim to increase the sports-specific performance of the individual athlete.

Neither the history of volleyball nor of its governing body has received much scholarly attention. As such, the objective of this study is to highlight the institutional history of the Fédération Internationale de Volleyball (FIVB) through the organization’s response (or lack of response) to the corrupt practices known as “volleygate” that have embroiled the volleyball world since the mid 1980s. Through this sociohistorical study of the FIVB, many of the challenges facing modern international sport federations can be recognized and critiqued. Yet, despite its moral failings, the show must go on.

Context: Exposure to severe heat can have detrimental effects on athletic performance and increase the risk of exertional heat injuries. Therefore, proactive assessment of the environmental characteristics of international football match venues becomes critical in ensuring the safety and optimal performance of the athletes. Objective: To propose the use of climatologic data (modeled wet-bulb globe temperature [WBGT]) in making athletic-event management decisions for the 2020 Summer Olympic Games and the 2022 Fédération Internationale de Football Association World Cup. Design: Descriptive study. Setting: Hourly meteorologic input data for a WBGT model were obtained from the second Modern-Era Retrospective Analysis for Research and Applications for Japan (Yokohama and Saitama) and Qatar (Doha and Al-Daayen). Main Outcome Measure(s): The pattern of hourly WBGT and percentage of hours between 30°C and 32°C and exceeding 32°C WBGT during the expected competition periods for the 2020 Summer Olympic Games in Japan and the scheduled (November, December) and traditional (June, July) periods of the World Cup games in Qatar. Results: The WBGT during the 2020 Olympic football tournament in Japan may exceed 30°C in 40% to 50% of the late mornings and early afternoons. The shift in tournament timing for the 2022 Fédération Internationale de Football Association World Cup in Qatar from the summer to late fall will reduce the exposure to ≥30°C WBGT to null. Conclusions: Directors of mass sporting events should consider using climatologic data in their organizational decision making to assess the potential heat illness risk and to implement risk-mitigation plans.

On October 23, 2010 in the city of Fujairah, east of Dubai, United Arab Emirates (UAE), United States medal winning swimmer Fran Crippen failed to finish the Fédération Internationale de Natation (FINA) 10 Kilometer Marathon Swimming World Cup open water race. The conditions of the water and exterior temperature were relevant factors contributing to the death of Fran Crippen. A discussion of risk communication, as an integral part of the risk management process, describes how this tragedy could have been avoided. This case study will address how the proper authorities could have employed the risk communications to prevent this tragedy.

This study analyzes 400 broadcasts of Fédération Internationale de l’Automobile (FIA) Formula One (F1) World Championship Grands Prix between 1993 and 2014 in order to explore the question of whether race outcome uncertainty affects the TV demand for F1 racing in Germany. The results reveal that demand is shaped by race outcome uncertainty as proxied by performance differences between those drivers with the best performances during the qualifying as well as additional factors primarily related to Grand Prix circuit and scheduling. From a TV demand perspective, FIA, therefore, is well advised to keep the competition among F1 teams balanced.

Cet article portera sur la place de la vie associative dans la formation de professeurs de français qui se développe dans une logique de réseau. Il est essentiel de rappeler que si l’on veut que la langue française demeure une grande langue vivante internationale, il faut obligatoirement qu’elle conserve son prestige et cela passe nécessairement aujourd’hui par sa promotion dans la diversité institutionnelle et la cohérence pédagogique et didactique dans le contexte interculturel de la francophonie. De plus, ces formations visent à animer la vie associative, au travers d'un espace de rencontre et partage d'expériences entre les membres, ce qui sert également de motivation à un engagement plus important. De ce fait, nous exposons, dans les lignes qui suivent, les actions entreprises par la Fédération internationale des professeurs de français en tant qu’un lien capable de favoriser des échanges entre les enseignants liés au réseau, ainsi que la formation de ses membres associés, mettant en relief la place de la francophonie dans le monde.
