Full textEl plan estratégico para el Departamento de Santander busca establecer la ruta de trabajo y estrategias que le permitan posicionarse como un departamento prospero económicamente con alta calidad de vida para todos los habitantes donde se maximicen los recursos públicos y se logre incrementar la inversión privada para mejorar los índices productivos de la región. En el presente documento se identifica la realidad actual de departamento resaltando las debilidades y fortalezas internas de la misma manera que se realiza un análisis del entorno para determinar el posicionamiento dentro de país y del mundo, buscando determinar los puntos críticos a desarrollar en los próximos años. La economía de Santander ha estado históricamente jalonada por la industria petrolera lo cual ha generado una gran cantidad de recursos provenientes de las regalías pero a su vez ha creado una dependencia que ha bloqueado el desarrollo de otro tipo de industrias en la región. Siendo una de las principales economías de Colombia, cuenta con un ecosistema propicio para el desarrollo turístico y una imagen favorable nacional e internacionalmente en la producción de calzado lo cual se podría utilizar como cimientos para el desarrollo. En contraste con esto, se presenta la baja calidad y desarrollo en infraestructura vial y el bajo nivel de educación y bajo desarrollo profesional de sus habitantes. A través del proceso de planeación estratégica se plantea al 2025 la misión, visión, objetivos concretos, retadores y alcanzables. Se buscara apalancamiento en los recursos de la industria petrolera para fortalecer la infraestructura mediante un plan de inversión agresivo que permita a futuro disminuir la dependencia de la misma y desarrollar fuentes alternativas de desarrollo económico que contribuyan al incremento de la calidad de vida y prosperidad económica de la región
The strategic plan of the Colombian department Santander seeks to create the roadmap and strategies to position itself as a financially thriving department offering high quality of life to its inhabitants through the maximization of public resources and by increasing private investment to enhance the productive indicators of the region. This document presents the department´s current reality through the identification of internal weaknesses and strenghts as well as through an analysis of the context to determine its positioning in the country and worldwide in order to identify critical points to be developed in the years to come. Santander´s economy has historically been boosted by the oil industry, which has generated a wealth of resources coming from royalties, but it has also created a dependence which has blocked the development of other industries in the region. Being one of the main economies in Colombia, Santander offers a favorable ecosystem for tourism development, and a propitious image, domestically and internationally, concerning the production of footwear, which could become the foundation for this development. In contrast, roads infrastructure and development are low, added to the low level of education and professional development of its inhabitants. The mission, vision, and concrete, challenging, and achievable objectives towards 2025 are set out through strategic planning. Leverage will be sought through the resources provided by the oil industry in order to strengthen infrastructure through an aggressive investment plan which will allow Santander to decrease its dependence on the same industry, and to create alternative economic development sources to support the improvement of the quality of life and the economic prosperity of the region

Full textThis research presents the Santander Department strategic planning, based on the analysis of macroeconomic and social environment, looking to improve its position in Colombia. The objective is identify the factors that will lead it to success in terms of better use of the resources in the medium term, such as oil, turism and agro industrial opportunities. In addition to highlight the importance of women's work performance, generating greater opportunities for formal work that improves the quality of life of women and integrate the reinserted population product of the peace process recently. All this actions look to maximize its main economic sources of income through clear and well-defined policies and strategies. The current situation of Santander economy is presented in detail, as a basis to understand the objectives and the income increase of Santander Department. These actions would benefit people in aspects such as life quality and employment. The strengths, weaknesses, opportunities and threats have been identified in order to develop a path to achieve the midterm objectives to the year 2027.

Full textThe purpose of this paper is to implement the Strategic Plan developed for the department of Norte de Santander. Through the execution of retained strategies, the long-term objectives established by 2028 will be achieved, and the desired future situation will be reached based on three fundamental pillars: sustained economic development, reduction of unemployment and as a result the reduction of poverty; throughout the development of the mining, agroindustrial, tourism and livestock sectors. This Strategic Plan has been developed based on the Sequential Model of the Strategic Process created by D'Alessio (2015). It began with the analysis of the current situation of the department of Norte de Santander, to subsequently establish the desired future situation, from which the strengths and weaknesses of the department, the threats and opportunities of the environment were identified. Afterwards, the effective strategies to be followed were established to achieve their competitive and environmentally sustainable development. This Strategic Process is iterative, feedback and interactive, which allows to constantly review the different stages of the plan, making adjustments as required. Research shows that although Norte de Santander presents many opportunities for improvement, it has the potential to become a competitive department in the economic and social fields at a national level. Implementing this strategic plan, the department will be one of the most productive, efficient and sustainable departments in Colombia, and an international benchmark for competitiveness and management.

Full textArtisanal products went from circulating in popular local markets, to attracting the attention of ethnologists, folklorists and, then, tourists, to now shape an important creative industry that has taken them to national and international markets. The development of the category of intangible cultural heritage and the inclusion on it of the so-called crafts have contributed in this last turn. This research focuses on the implications of transnational heritage and tourism policies on local artisan sectors. The way in which tourist use of handicrafts affects their patrimonialization and how this relationship influence handicraft dynamics of localities are estudied, with special attention to the artisans strategies to adapt and legitimize themselves in these new scenarios. The role of different social agents in these processes, the negotiation of authenticity narratives and emergent meanings of crafts in contexts of heritage and tourism development, are also analyzed. Empirical study took place in Colombia, country that has gained international recognition for developing crafts as a creative industry based on partnerships with other sectors such as industrial design, fashion design and tourism. Turistic Nucleus of Santander region is focalized, specifically the cases of Barichara and Curití, localities that have been consolidating as artisan towns on the national multicultural and tourist map. It is concluded that patrimonialization of crafts has been associated with a local economic project promoted by supra-local agents in which tourism is an increasingly relevant vector that produces and reproduces heritage value. The latter, to the extent that have focused on trades, raw materials and techniques, have allowed an important heterogeneization of production stimulated by competition in a market favorable to handicrafts that shows a conciliation between tradition and innovation. Artisans adapt to this new context by appropriating and reconfiguring relevant criteria such as identity, quality, innovation or creativity, and introducing changes in their production process and products. This dynamic of transformation, which has not been exempt from internal conflicts, has promoted the renewal of crafts as a productive and symbolic space at the same time, since its importance in the new economy transforms it into a privileged field to resolve local identity.

Full textThe documentary base obtained in field, set allowed explain the processes of settlement and social change, represented archaeologically in the settlements as a unit of historical and social analysis, technological formats potter lithic or order (in the social productive context) and in settlement patterns expressed as changes in the landscape, which presented the responses of economic, social and historical order. For this, a collaborative work between geology, archeology and cadastral engineering and geodesy planned, to use and archaeological environmental at different scales thematic mapping: the analysis of landscapes, settlements, extractive sites and archaeological items (lytic and ceramic); and different methodological and technical analysis of each find strategies were used, but always adjusted to archaeological purposes and backed by a range of physicochemical analysis to gain insight at multiple scales. These macro and micro order, are intended to meet the environmental matrix and assess the technological responses expressed in lithic technology and ceramic technology, assess the landscape (natural and sociocultural), the composition of the soil, the micro- soils at the sites of prehistoric room and Amerindian regional settlement, their dynamics and their transformation processes. The results obtained in the field phases (exploration, excavation, laboratory, analysis of results) of such research, make the documentary body of this thesis for the degree of doctor of Prehistoric Archaeology at the Autonomous University of Barcelona. This research opens the door to address new questions about national and regional pre-Hispanic social history and, therefore, this work is a clear contribution to the archaeological, historical and cultural knowledge of the region in northeast Colombia, regarding the settlement of the mountain and the problems Santander pre guane - guane, call archeology "guane region." The results retrieved in this thesis, periten address the social and economic transformation of horticultural societies Archaic to farmer-first sedentary societies in northeastern Colombia and proposes an explanation of the historical and social process development and social socio-'político (settlements ) and economic (full development of agricultural production of grains such as corn and tubers like cassava and production of ceramic vessels), which in the terminology of America is identified as formative period. In this formative period, the transformation of the horticultural societies to societies agro-pottery, meant competition for the appropriation of biotic and abiotic resources generated a degree of consciousness to earth and whose sense of filial-kinship membership, expressed an idea social domain of a social space that we welcome on two concepts: the territory, as a physical and social space subjected to social and political control and place, as the particular or specific area of occupation of a social group whose conception and expression material includes what other researchers pose as the "sphere of culture".

Full textThe purpose of this document was diagnosis and establishment of the importance of the strategic development of North of Santander. It was began through the analysis of information both public as governmental. A study of different variables which could have influence in the growth departmental was developed, which will be reflected in an improvement in the quality of life of its inhabitants. An analysis of the environment was carried out, where was determined the interests and priority objectives with the internal study of the department. Such analysis was carried out through the interpretation of the information of the results of the strategic statement matrices obtained through the use of quantitative and qualitative tools. An internal and external analysis was developed which finally generated the key success factors. Afterwards, long-time objectives were set which allowed us to determine short-term objectives to be achieved through the execution of the strategies. Based on the results obtained of the matrices and taking into account the proposed objectives, strategies related to the interests of long and short term were raised in order to be implemented. After establishing the implementation scheme, a system of analysis, evaluation and control of strategies was developed to facilitate monitoring them and identify opportunities and threats for the development of the department. The competitiveness of the department of Norte de Santander in the mining, manufacturing, agriculture and tourism was stand out, thus giving emphasis on socio-economic development, taking advantage of its geographical location which not only has a different variation of weather, terrain and natural resources but also has a communication and privileged relationship to be a region bordering Venezuela.

Full textEl proyecto minero Angostura, localizado en la provincia de Santander, Colombia, se encuentra actualmente en la etapa de factibilidad. Como parte de esta etapa de ingeniería, se ha elaborado un diseño para el rajo del proyecto. El objetivo de este trabajo es determinar la viabilidad del diseño propuesto a través de un análisis de estabilidad a distintas escalas (escala de banco, inter-rampa y global), considerando distintas metodologías para cada nivel. A escala de bancos e inter-rampa se realizaron análisis de estabilidad cinemáticos, mientras que a escala global se realizó un análisis de equilibrio límite. Los parámetros de resistencia del macizo rocoso, así como los datos de sismicidad e hidrogeología fueron obtenidos de estudios anteriores. En esta etapa del proyecto la principal diferencia, respecto de la etapa de ingeniería de pre-factibilidad, radica en la disponibilidad de los parámetros resistentes de las estructuras obtenidas en los ensayos de laboratorio. La caracterización geotécnica realizada previamente en el proyecto resultó en la definición de 4 dominios estructurales: dominio estructural Veta de Barro, caracterizado por la predominancia de fallas y zonas de fallas con rumbo NW-SE; dominio estructural Los Laches, caracterizado por la predominancia de estructuras con rumbo WNW-ESE; dominio estructural La Perezosa Sur, caracterizado por la predominancia de estructuras con rumbo WNW-ESE y NE-SW; dominio estructural La Perezosa Norte, caracterizado por la predominancia de estructuras con rumbo E-W y N-S. Como parte de los trabajos a desarrollar en este estudio, fue necesario integrar la nueva información estructural disponible a la ya existente en la etapa anterior del proyecto. Esta integración incluía la verificación de los límites de los dominios estructurales existentes. Como resultado de este trabajo se concluye que no es necesario redefinir o modificar esta definición de dominios estructurales. A partir de los análisis cinemáticos se obtuvieron distintos ángulos inter-rampa para los diferentes dominios estructurales definidos para el proyecto. Las diferencias entre los ángulos inter-rampa propuestos para la etapa de pre-factibilidad versus la etapa de factibilidad corresponden a que los ángulos obtenidos en este estudio son ligeramente mayores a los obtenidos en la etapa previa. Para el dominio estructural Veta de Barro el nuevo ángulo es de 50° en comparación a los 48° obtenidos anteriormente. Para el dominio estructural Los Laches el ángulo aumenta de 48º a 52º. Para el dominio estructural La Perezosa Norte el nuevo ángulo es de 51° en comparación a los 49° obtenidos anteriormente. El dominio estructural La Perezosa Sur mantiene el ángulo de 48° inter-rampa propuesto en la etapa de pre-factibilidad. Considerando los resultados de los análisis de estabilidad global realizados para verificar el cumplimiento de los criterios de diseño de taludes durante el desarrollo de la mina se concluye que el diseño propuesto cumple con los criterios de aceptabilidad en todas las escalas estudiadas. Los análisis de estabilidad global, mostraron que la presión de poros juega un rol relevante en la estabilidad de los taludes en algunos sectores de la mina. Dado lo anterior, se ha recomendado el desarrollo de un programa de despresurización de taludes para asegurar la estabilidad de estos. Adicionalmente, se ha identificado taludes con factores de seguridad por sobre el mínimo requerido para el proyecto, por lo cual se ha recomendado verificar su potencial optimización contribuyendo en forma positiva en los parámetros económicos del proyecto.
