Full textLa comuna de San Rosendo, localizada en la VIII del Bío Bío, nació como consecuencia del desarrollo del ferrocarril en Chile en la segunda mitad del siglo XIX. Gracias a su ubicación en el borde de los ríos Bío Bío y Laja, este pueblo se convirtió en un cruce estratégico entre el norte y el sur del país, pasando a ser una importante “capital ferroviaria”. Así el ferrocarril siempre fue el principal motor de desarrollo, económico, social y cultural de esta comuna. La problemática a la que responde este proyecto de título es el Patrimonio Industrial Ferroviario, específicamente el abandono y deterioro progresivo al que están expuestas las estructuras del Conjunto Ferroviario. La causa a resolver es el reciclaje de estas infraestructuras re-otorgándoles una significación tanto para la comunidad de San Rosendo como para el país.

Full textMore than three decades ago, the European rail sector has been immersed in a process of gradual liberalization. To date, it is made up of four «railway packages», of 2001, 2004, 2007 and 2016. The provisions contained in them have established the common regulatory framework of the sector. However, outside the packages, Directive 2012/34/EU, of the Parliament and of the Council, of 21 November, which establishes a single European railway area and currently contains the principles governing European rail policy, has particular relevance. This dissertation analyses the evolution of the rail sector liberalization regime promoted at the behest of the EU, as well as the consequences derived from it in the different national legal systems, particularly in Spain. Likewise, the sector is studied from the viewpoint of competition law, to which it is currently subject.

Full textSi bien la importancia de los ferrocarriles no es privativa de nuestro país, la apuesta que hizo Chile, al crear la Empresa de los Ferrocarriles del Estado en 1884, fue gravitante en el rol que este le asignó a este medio de transporte en el desarrollo del país. A pesar de que EFE estuvo en la génesis del Parque Museo Ferroviario, este impulso no se manifestó en un apoyo permanente en el tiempo, que consolidara un trabajo de rescate y puesta en valor de su historia y patrimonio. Tampoco el Estado ha tenido una participación más activa en valorizar el desarrollo de los medios de transportes terrestres como la Empresa de Transportes Colectivos del Estado. Han existido iniciativas de espacios museales de gran valor y potencialidad en el ámbito ferroviario, en donde la empresa estatal también ha participado, pero a pesar de ello, no ha sido posible reconstruir esta historia mayor. Es por eso que, según mi análisis, estamos en un punto crucial para ejecutar un proyecto de museo ferroviario en la Maestranza de San Eugenio, logrando reunir, en un solo lugar, el desarrollo histórico de la Empresa de los Ferrocarriles del Estado (EFE), potenciar el valor de la Zona Típica de dicha maestranza, tanto mueble como inmueble, lo que, sumado a un posible traslado del Parque Museo Ferroviario desde la Quinta Normal, crearía un espacio de excepción en Chile y Latinoamérica para el Patrimonio Industrial, en un periodo cercano a los 5 años. El costo de habilitación del museo implicaría una suma cercana a 9.000 millones de pesos, con una operación mensual cercano a los $ 30 millones

Resumo: Neste trabalho apresenta-se um estudo das forças que ocorrem no contato entre as rodas de um veículo ferroviário (com truques rígidos) e os trilhos, quando este veículo descreve uma curva de raio constante. Levam-se em consideração as forças internas de microescorregamento geradas neste contato e as cargas externas que atuam na direção lateral, influenciadas pelo peso, velocidade, forças de tração, frenagem e impacto, parcela da força centrífuga não compensada pela superelevação, pela geometria da via permanente (raio de curva, bitola, " superlargura e tipo de trilho) e do veículo (folgas axiais existentes entre as caixas de mancal dos rodeiros e os pedestais dó truque, base rígida, distâncias entre eixos do truque e entre piões do estrado). Utilizou-se para sua realização um sistema de computador IBM 3090, existente na UNICAMP, com o qual simulou-se, através do modelo matemático proposto, o comportamento de duas locomotivas com suas características nominais a velocidades constantes. Em seguida verificou-se a influência de alguns parâmetros considerados mais importantes. Procedeu-se da mesma forma, porém mais resumidamente, para um terceiro modelo de locomotiva. Comparam-se e analisam-se as forças e momentos resultantes obtidGS nas simulações. epresentam-se graficamente os resultados mais significativos, utilizando-se um programa gráfico apropriado para microcomputador. Conclui-se que se pode simular em computador o comportamento dinâmico lateral dos truques rígidos de locomotivas e carros de passageiros, nas diversas condições de operação e geometrias do veículo e da via, o~tendo-se informações como forças, momentos e posições dos centros de fricção, que contribuem para o desenvolvimento do projeto, sua análise ou sua alteração, operação e segurança do veículo e para o projeto e manutenção da Via
Abstract: The study of forces that occur at the railway vehicle wheel (with rigids trucks) and rail interface, when this vehicle negotiates a section of curved track with a constant radius, is presented. The friction-creep intemals forces, generated at the wheel-rail interface and extemals loads acting at lateral direction affected by vehicle weight, speed, traction, braking and buffing loads, portion of centrífugal force not balanced by the elevation, by track (curvature radius, gage, gage widening and rail section) and vehicle geometry (wheelsets joumal boxes/pedestaIs clearances, wheel base, truck axles and platform pins distances) are considered. An IBM 3090 computer sys~em, available in UNICAMP, is used to simulate, througli the proposed mathematical model, the dynamic behaviour of two locomotives in their nominal features and steady-state condition. The influence of some importants parameters is considered. In the same way, but condensed, a third locomotive is simulated. The forces and moments are compared and analyzed. Graphs of significatives results are plotted, by using appropriated microcomputer software. It is concluded that is possible to simulate, with the help of a computer, the locomotives and passenger cars dynamic behaviour, for severals operation conditions, vehicle and track geometríes, getting information that contríbute for the design development, analysis or its alteration, vehicle operation, safety, track design and its maintenance

Full textThe Colombian economy has been characterized by its dependence on commodities, particularly mining and oil and gas, as the main contributors to its GDP. As a consequence, deindustrialization (i.e., of secondary goods) has been empowered and, as far as services (i.e., tertiary goods) are concerned, progress has been timid. In this regard, the country is worthy of disruptive changes that lead to a balance in the generation of its domestic production and the putting aside of its dependence on raw materials as the main generator of inputs into the national budget. To make national production more competitive, not only for domestic consumption but also for the international market, it is necessary for the country to build a freight transportation network that is cost-efficient for producers. This is why the rail freight sector emerges as one of the sustainable solutions, not only in terms of competitiveness for domestic production but also as an attractive option for long-term investors who contribute to the creation of employment. Railway transportation will be the backbone of the multimodal system that will reduce freight movement costs at a ratio of 4 to 1. Today, the railway subsector lacks organic laws, a clear business model, and a multimodal strategic plan. This paper aims to propose a comprehensive regulatory framework in which the railway is the main element of the transportation system, based on a more efficient and effective business model and within the framework of public-private alliances (PPA), an arrangement that has not been used in the past. The aim of this document is to provide an integral and practical tool for future decision-making in the Colombian rail freight sector that helps it to adjust to market situations without losing its way, especially in a sector that has a high impact on economic growth and is interdependent on other means of transport. The Colombian railway transport sector has competitive advantages that should be exploited for the economic development of the country. Once a recovery plan for the current railways is implemented and it is interconnected with other transportation alternatives, from a commercialization point of view, intermodal transportation in Colombia will offer advantages to producers who will be able to lower their pricing for exporting purposes and to compete in the local market. The acquisition of the latest and environmentally friendly technology will generate not only sustainability but also render opportunities to reduce tax rates and to take advantage of tax incentives provided by the Government for the use of advanced technologies. The development of laws and regulations for the sector, where public-private investment is promoted, will be advantageous for the financing of infrastructure projects in the Colombian freight railway sector. Such legislation should promote investment from financial institutions, especially from pension fund managers. Horizontal integration with other transport modes will allows not only economic development of the Colombian Rail Freight sector, but also will support other in-country freight and passenger transportation sectors that are necessary for the continuous improvement of production prices and to facilitate mobility of citizens in Colombia. In order to develop these competitive advantages, five long-term goals have been proposed: (a) To establish a legal and regulatory framework of public policy for the Colombian Rail Freight Sector in accordance with international standards ALAF, UIC, COTIF and OTIF. As of 2014, this framework is nonexistent; (b) for the Colombian Rail Freight Sector to mobilize 120 million tons of freight in the international market by the year 2030. In 2014 it mobilized 43 million tons; (c) to have the public-private alliances invest US$67.8 million into the rehabilitation, recovery and construction of double track standard gauge railways in the Colombian rail system, between the years 2015 and 2030. In 2014, US$212 million was invested; (d) to reduce by 40% of the environmental impact of CO2 emissions generated by the Colombian Rail Freight Sector by the year 2030. Its emissions in 2014 accounted for 14% of total CO2 emissions (Legicomex.com, 2013); and (e) to have the Rail Freight Sector in Colombia allocate 1% of total investments to improving the quality of life of families located in the vicinity of the railways by 2030. In 2014 no resources were allocated. The implementation of the nine retained competitive advantage strategies will strengthen the competitive advantages of the rail freight sector, and will attract not only private investors (i.e., foreign or local), but also public investment. Public-private partnerships will also empower the sector and thus generate disruptive economic development that will help better balance production that today is highly dependent on raw materials and oil and gas
