ABSTRACTThis paper studies the 2004 Spanish fictional novel by Andrés Barba,Ahora tocad música de baile, one of the first cultural texts dealing entirely with Alzheimer's disease to appear in Spain. It argues that the significance of Barba's fictional novel rests on two important issues: the ethics of representation of violence against vulnerable subjects and the ethics of care. The paper analyses how these two issues allow Barba to create a story in which the verbal and physical abuse to which the person living with Alzheimer's disease is subjected places the reader, on the one hand, as voyeur/witness of the abuse; and, on the other, as interpreter, and ultimately judge, of the fine line that separates euthanasia, assisted suicide and murder. The open ending of the novel defers all ethical and moral judgement to the reader. It examines how the novel offers a monolithic perspective about Alzheimer's disease, in which care is presented as a burden. In fact, this study shows that the novel's multi-layered structure and polyphonic nature places the emphasis on stigmas, stereotypes and negative metaphors around Alzheimer's disease, as found in contemporary social discourses.

Currently one of the most controversial and intriguing science fiction series on television, Black Mirror (Channel 4, Zeppotron, 2011–present) gained worldwide popularity through dealing with the issues of technologically-driven society of the near future. The levels of similarity and dissimilarity with contemporary Western society are carefully balanced in order to make a significant cognitive and psychological impact on viewers.This paper focuses on analyses of the second episode from the first season, titled “Fifteen Million Merits”. In it, people spend most of their days in an automated, high technology environment, surrounded by video screens. Their attention is focused mainly on performing one rather mundane task (cycling on stationary bicycles), and their sparse interpersonal relationships are also carried out through a particular kind of social network. The screens are also the source of fulfillment of individuals’ consumerist and diversionist leanings. Having in mind the theorization of the subject in cyber-space and screen as an interface, as well as questions that emerge from the field of contemporary media ecology, the primary objective of this article is to investigate the complex relations between human subjects and their virtual realities, the entertainment industry, and communication technologies. Abstract:
The theme of the Second World War and the Holocaust is one of the topical themes of contemporary fiction and cinema. Outstanding writers and directors of our time are turning to the embodiment of this tragic topic. They set themselves the task of comprehending the past and giving the third millennium generation spiritual experience that will help young people combat the manifestations of racism and xenophobia in the modern world. The article deals with the novel “Schindler’s Ark” by Th. Keneally, “The Children of Noah” by E.-E. Schmitt, “The Boy in the Striped Pajamas” by J. Boyne, “The Book Tief” by M. Zuzak and movies that are based on these books. In the genres of a historic novel and psychological story based on the documents, the writers revealed the complicated social processes in Europe during 1930-1940. The writers described the historic events within the life of ordinary people who lived in the terrible circumstances of the totalitarian system. The symbols playedthe main role in revealing the subject of the Holocaust in the novels and films about the Second World War and the Holocaust. Thomas Keneally continued the traditions of romantic irony and added to it some social, psychological and philosophical meanings. The irony in the novel by Thomas Keneally “Schindler’s Ark” plays an important role in the investigation of European society in the tragic period of the 20thcentury. In the novels by Thomas Keneally irony takes place on the different levels such as plot, composition, imagology, time and space, style and language. T. Keneally broadens the meaning of irony and its function in the documentary and historic novel. The irony in the novel “Schindler’s Ark” maintains some main functions: social for explaining the anti-humanistic essence of fascism, war, racial hatred, research in investigating the tragedy of the Holocaust and its consequences, psychological in revealing the psychology of people of different social class, philosophical in discussing the important issues of human life in the word, axiological dealing with the values of mercy, morality, the ability to resist violence. T. Kenealy represents different forms of irony such as the irony of the narrator, the irony of the author, the combination of controversial documentary facts, the contradiction of phenomenon and notions, the comparison of the different points of view, self-irony, irony as inner enlightenment, catharsis. In the novel “Schindler’s Ark” by T. Kenealy the author of the article analyzed the traditions of world literature such as B. Brecht within the motive of personal financial profit from the war, N. Gogol within the motive of buying and selling the dead souls. The writer represented these motives in his own way as the events took place during the real historic time, and he found the inner power in people of past century to keep their life, humanity and culture on the Earth. The irony is a unique feature of T. Keneally’s individual style and it enriched the genre of novel.

The narrative story has evolved from its precursor, when the old myths are shattered, in which the new novel has become a text with numerous cultural formats within its contents. Fragmentation and separation have been two of the most significant aspects of modern creative writing. In order to grasp the evolving reality, novelists must assume new creative forms in which the reader joins the realms of secrecy and marginalization. Those looking for the positions of the novelist critics will notice that contemporary writing has occupied a distinguished position due to the issues it raises regarding humanity and the homeland and pushing its readers to become conscious and understand what is lacking. The issues of the homeland have become thorny issues due to the imagination of the novelist and his intellectuality. It became more and more evident. The novel, with its transformation and development in content and structure, has become an autonomous literary genre that hides complex topics beyond the words. Its reader must search for distinct critical mechanisms to read it and decode its words. Hence, contemporary novelists did not write fictional texts arbitrarily. But, behind every text there was a significance and a human issue affecting the community whose conditions deteriorated socially and politically. From the above, we will try, in this research paper, to dig into the depth of the issue and reveal the features of the contemporary fictional text and its marginalization. Perhaps the most important question is: Did contemporary creative writing really contribute to educating societies? And revealed the issues that are absent and marginalized? Will the continuation of this type of writing change and solve the nation's crises? In order to answer these questions, we have to research contemporary creative writing and dive into the most important cultural, social, political and even ideological systems.

This article explores the way in which Missing (una investigación) plays with the limits between fiction and non-fiction in dealing with two of the most prominent issues of the politico-historical Chilean context of the twentieth century: exile and disappearance. It does so through a close reading of the novel’s narrative form and its relationship to the context that the novel addresses. It attempts to demonstrate that, despite its setting outside Chile and an author who is apparently not interested in ideological debates, the novel is charged with local Chilean socio-political issues inherited from the second half of the twentieth century and presents us with an alternative approach to those issues, as well a problematic reading of them.

Abstract:
The Trafficking of Nepalese women to various parts of India for sexual purposes has a long history and is an extremely sensitive issue. Despite the focus by non governmental organisations and various plans being formulated by the Nepalese government to ameliorate the problem of trafficking of women, the situation of returnee trafficked women is largely unknown. Analysis of the lived experiences of Nepalese trafficked women shows that trafficking is linked with gender, migration, poverty, work, sex, money, power and violence. Women may be able to escape trafficking physically; however legal and social labelling of women continues to affect all aspects of their lives. These labels are linked with the women’s perceived sexuality and build on sexual trauma and violence the women encounter in trafficking. After leaving trafficking settings these processes of social labelling often negatively characterise women as ‘bad women’, as morally and socially degraded and/or as a criminals responsible for HIV/AIDS transmission. Trafficked women are eventually blamed for bringing ‘shame’ to their families and society at large. These consequences are not desirable, but are imposed by Nepalese society, and contribute to various forms of samajik bahiskar (social rejection) enforced on women on their return disqualifying them from achieving the formal citizenship that they are entitled to. This samajik bahiskar sets trafficked women apart from other women and prevents them taking part in religious ceremonies within the family and communities; setting up businesses and cooperatives; accessing services and resources for example health, education, daily wages and legal assistance, and receiving skills training. This study examines the processes and consequences of samajik bahiskar experienced by trafficked women in Nepal and how these processes interact with the socio-cultural context of Nepal from the perspectives of trafficked women who have returned from various trafficking settings in Nepal and India. This study also explores the contexts in which women are stigmatised, labels are attributed to them, samajik bahiskar is constructed, the consequences are experienced and tactics and strategies employed by trafficked to resist samajik bahiskar in the cultural context that women have returned to.

Take that woman explores social issues as a piece of mainstream fiction. The story revolves around realistic characters, in a contemporary setting, facing situations which many people encounter in their lives. The piece isn't didactic. Nor does it force-feed the reader; rather it provides information in bite-sized pieces so it can be easily digested. Take that woman is the story of a group of people brought together by a wedding. Set in the present, the action takes place in Canberra on a day in early November. The story moves between Australia and England, between the present and the past as it examines the conflicts the day generates for the couple's families and friends. Not only does the wedding serve as a device to bring the characters together, it also highlights the seriousness of the issues being explored. The account is a fictional piece as fiction can be an effective communication tool. Information is disseminated in different forms through a variety of media, both electronic and print. But, however widely, or creatively, the material is distributed, there is nothing to ensure the recipient will read or understand the information. Mainstream fiction can be a means of raising awareness about serious social issues, of changing attitudes, and, ultimately, behaviours. The research for the piece involved a search of literature, films and videos, and relevant websites. It also consisted of personal interviews with subject experts, workers in the field of domestic violence, and people who have been exposed to violence in their own relationships.

Abstract:
This thesis examines the ways in which exile, both actual and metaphorical, informs the work of four path breaking female writers from South Africa and the American South: Carson McCullers, Bessie Head, Zoë Wicomb and Dorothy Allison. In this study, exilic consciousness is closely linked to postcolonial, nomadic feminisms which can best be understood as liminal, as fundamentally ‘out of place’. The border-crossings involved here are not only geographical, they also signify a change in critical consciousness, as the foundational texts of this thesis – Rosi Braidotti’s Nomadic Feminism and Francoise Lionnet and Shu-Mei Shih’s Minor Transnationalism – indicate. By exploring writers who problematise the categories of race, gender, sexuality and class I demonstrate how these writers offer new ways of reading the postcolonial condition as nomadic, and I examine the shared processes that nations and individuals undergo as they experience political and personal liberation struggles. My thesis is divided into four main parts. The opening section offers both an introduction to, and rationale for, the study, providing historical and sociocultural contextualisation linking South Africa and the American South; it goes on to establish my choices of Carson McCullers and Dorothy Allison as the southern US writers in this study and Bessie Head and Zoë Wicomb as the South Africans. In the opening chapter I interrogate self-representation and variations in autobiography by the four writers. Chapter 2 has as its focus body and exilic consciousness in selected work by all four writers. My final chapter examines identity formation as situated subjectivity in the work of Allison and Wicomb who are foregrounded here. I contend that transnationalism need not be seen as inevitably homogenising; rather, I show that minority individuals and groups can establish agency through transversal, lateral networks.

L'objectiu de la investigació consisteix en entendre quines són les estratègies sobre les que el serial estudi de cas, El cor de la ciutat (2000-2009), proposa l'organització de l'experiència de la vida quotidiana en relació a qüestions que prèviament defineix com a temes i problemes socials rellevants per a l'individu al que adreça la seva acció comunicativa. A methodology combining textual analysis and content analysis techniques for studying agenda enables us to identify the logics for the introduction and approach of certain social issues and to examine, in a comparative framing and discourse analysis, which are the strategies implemented depending on values' dynamics (shared, transgressed or confronted).

This dissertation describes the participatory development process which was facilitated among the parents of children attending Themeli Nursery and Pre-school in the community of Ramaphosa, an informal settlement near Reiger Park, Boksburg (Gauteng-South Africa). The focus of this study was empowerment of men and women alike. This study seeks to investigate the practical strategies used by religious organisations in dealing with issues related to HIV/AIDS in Greater Pietermaritzburg. The study comes from the assumption that all religious organisations tend to structure and restructure themselves as a means of responding to and intervening in the problems of society. The study therefore argues that intervention in HIV/AIDS issues is one of the conditions through which restructuring of religious organisation in Greater Pietermaritzburg is currently evident. By way of conclusion then, the study attempts to answer the question as to what extent such interventions are sustainable. The interventions are sustainable in that they are, by and large, undertaken by the grassroots people who are directly affected and infected by HIV/AIDS. However, the interventions are often very variable, ad hoc and haphazard. Although the discipline of Translation Studies is presently dominated by ethical considerations, there are reasons to believe that ethical issues have been neglected in recent translations of Bosman’s English short stories into Afrikaans. His translators, Griebenow and De Lange, have conformed to a simplistic fidelity-driven perception of ethics, while more attention should have been paid to “sensitive” aspects of the original. The research problem is how this gap that exists in translation practice can be addressed, which in turn raises the question: How would one translate Bosman’s stories in an ethically responsible manner for the twenty-first century? This study not does deal with all of Bosman’s short stories but focuses on the Oom Schalk Lourens ones as these demonstrate the research problem best. Thus, the data consist of existing texts in printed form. The following stories have been selected for comparative analysis: “Makapan’s Caves”, “The Rooinek”, “The Gramophone”, “Mafeking Road”, “Splendours from Ramoutsa”, “Unto Dust”, and “Funeral Earth”. Since excerpts from the original and their corresponding translations are compared, translator style is inevitably included in the discussion. A committed approach, which considers translation as an activist and interventionist cultural activity (Brownlie 2011), forms the analytical framework of this study. The analyses indicate that Griebenow and De Lange have retained the offensive racial epithets of the source texts, rather than toning them down for modern target-text readers. Thus, the translators have been faithful to a dead author, instead of taking the socio-cultural and political context of reception into consideration. From a committed stance, I would strongly recommend that derogatory racial epithets, found in older texts, should be subdued in current translations. Otherwise, it may be better not to translate at all, as Pym (2012) suggests. Owing to translators’ responsibility for the effects of their translations on their readers, and South Africa’s political transformation to a democracy in which all people are deemed equal before the law, the use of racist language, is totally unwarranted.<br>Herman Charles Bosman (1905–1951) bly ʼn gewilde Suid-Afrikaanse skrywer, ten spyte van die gereelde voorkoms van die neerhalende k-woord vir swart mense in sy werk. Die vertalers, Griebenow en De Lange, vereenselwig etiek met getrouheid aan die skrywer, in plaas daarvan om meer aandag te skenk aan “sensitiewe” aspekte van die oorspronklike. &lt;p&gt;Modern civil engineering mega-projects dealing with buildings, bridges, and infrastructures take sustainable engineering into consideration for the development and execution of their proj-ects. Since sustainable development and sustainable engineering are rather broadly covered as global issues, each individual needs to take personal responsibility for environmental, social, and economic questions whose performance outcomes may impact the life cycle of the struc-ture. An integration concept on sustainable engineering will deal with emerging criteria and concept for a strategic approach to the planning, execution, operation, and maintenance phase of the building process. It can be shown that approaches to and strategies for these issues result from individual consciousness, national policies, and global actions. Current research has been conducted on the sustainability perspective of areas such as global climate changes, CO2 levels, life-cycle assessment (LCA), green design rating, emerging trends in sustainable engineering, and sustainability monitoring and evaluation criteria. However, there may still be more areas requiring further research to apply an integrated concept to emerging strategies for building a process to achieve the goals. Then the methods and procedures appropriate for each community or society can be explored. However, a quantifying performance method also needs to be used as a measure to guarantee satisfactory findings.&lt;/p&gt;

Dealing with sparse, long-tailed datasets, and cold-start problems is always a challenge for recommender systems. These issues can partly be dealt with by making predictions not in isolation, but by leveraging information from related events; such information could include signals from social relationships or from the sequence of recent activities. Both types of additional information can be used to improve the performance of state-of-the-art matrix factorization-based techniques. In this paper, we propose new methods to combine both social and sequential information simultaneously, in order to further improve recommendation performance. We show these techniques to be particularly effective when dealing with sparsity and cold-start issues in several large, real-world datasets.

Autistic Spectrum Disorder - TEA is marked by a number of characteristics that influence the daily lives of citizens with the disorder. This change consists of difficulty in communicating with society, badly social interaction and restricted and repetitive behavior, of- ten not dealing with changes in routine. Due to these obstacles faced by autists, forms of intervention arise in order to social inclusion towards these people, such as alternative methods that help autistics communicate. The Picture Exchange Communication System - PECS is one of these assistive tools, based on picture communication, one simulates autism and others everyday foods and objects. However, this method has some issues, for example, some of them cannot associate an illustrative figure that represents an object in reality, causing the PECS to be unusable. From this, this project based on the development and implementation of the site “SeuPecs”, based on the above Communication System, with the creation of unique PECS for each autistic in order to contribute to the communication of who has the TEA.

Globalization, the coalescence of the economies and cultures of this planet, has raised new ethical issues. Information Technology (IT) is an enabler of globalization, but IT also produces new ethical problems. There is already a substantial literature in philosophy and political theory on globalized ethics, but not much on IT’s special impact on globalized ethics. This paper is a sketch of the main argument of a book I am writing on this topic. I first give examples of to show how these IT-enabled global ethical problems come about. Then, in the second and third parts of the paper I briefly summarize the main theories of globalized ethics and show their inadequacies in dealing with IT-enabled global ethical problems. In the final part, I sketch a social contract approach which can begin to deal with these IT-enabled global ethical problems. This approach derives from the work of John Rawls (1999a) on justice.

Coronavirus pandemic has caused major change in peoples’ personal and social lives. The psychological effects have been substantial because it has affected the ways people live, work, and even socialize. It has also become major discussions on social media platforms as people showcase their opinions and the effect of the virus on their mental health particularly. This pandemic is the first of its kind as humans has never encountered anything like this virus. Handling it was very difficult at first as its characteristics are peculiar. Eventually, it was detected that it is airborne and so there is need to social distance. Before the virus surfaced, some countries of the world were dealing with mental health cases, with over 40 percent of adults in the USA reported experiencing mental health challenges, including anxiety and depression. Social media has become one of the major sources of information due to information sharing on a very large scale. People perception and emotions are also portrayed through their conversations. In this research work, the interaction and conversation of people on social media, particularly Twitter, will be analyzed using machine learning tools and algorithm to determine the effect of the virus on the mental health of people and help suggest the area of concentration to medical practitioners in order to speed up the recovery process and reduce the mental health issues which has escalated due to the virus.

The context of long-term radioactive waste management is being shaped by changes in modern society. Values such as health, environmental protection and safety are increasingly important in our society, demanding new forms of risk governance in dealing with hazardous activities. These changes necessitate, in turn, new forms of dialogue and decision-making processes that include a large number of stakeholders. The development and implementation of radioactive waste management schemes take place over a long time scale, on the order of decades. In this complex context, a “decision” no longer means opting, in one go and for all time, for a complete package solution. Instead, a decision is one step in an overall, cautious process of examining and making choices that preserve the safety and well-being of the present generation and the coming ones while not needlessly depriving the latter of their right of choice. Consideration is thus increasingly being given to concepts such as “stepwise decision making” and “adaptive staging” in which the public, and especially the most affected local public, are meaningfully involved in the planning process. This paper is based on the work of the Forum on Stakeholder Confidence. It reviews the current developments regarding the stepwise approach with the aim to pinpoint where it stands, to highlight its societal dimensions, to analyse its roots in social sciences, and to identify guiding principles and issues in implementation.

The main objective of the article is to indicate the main challenges and development opportunities related to the bioeconomy, shown in the regional layout on the example of the Małopolska voivodeship. The theoretical part of a paper is basing on a review of the literature regarding a concept of bioeconomy. It finds is conclusions in a model of 'bio-economy triad of challenges', that the conventional economy is facing. The issues of bioeconomy in this paper are presented in a context of:  processes taking place between enterprises, consumers and the state,  challenges for qualitative and quantitative economic development. Referring to the above-mentioned model, it was stated that the bioeconomy should be the main direction of development as part of the smart specialization strategy for Małopolska. This will allow, among others development of functional value chains, increasing the added value of production and the possibility of sustainable management of natural resources. Attention was also paid to conditions of development that may constitute significant barriers in shaping the bio-profile of the economy on a regional basis:  environmental, in the sense of sustainable access to natural resources;  social, understood as the quality of social capital and access to a qualified workforce;  institutional, being the state's responsibility and related to the law, providing adequate infrastructure or adequate expenditures for R&amp;amp;D. It was noticed that Małopolska is characterized by a dual development model - on the one hand, we are dealing with sectors of modern technologies concentrated in the provincial city and some poviat cities. On the other hand, when we talk about the raw material sphere, one can talk about development destimulants, i.e. agrarian structure, the problem of fallowing land or the lack of a qualified workforce in rural areas.

Emergency Relief (ER) is a Department of Social Services (DSS) funded program, delivered by 197 community organisations (ER Providers) across Australia, to assist people facing a financial crisis with financial/material aid and referrals to other support programs. ER has been playing this important role in Australian communities since 1979. Without ER, more people living in Australia who experience a financial crisis might face further harm such as crippling debt or homelessness. The Emergency Relief National Coordination Group (NCG) was established in April 2020 at the start of the COVID-19 pandemic to advise the Minister for Families and Social Services on the implementation of ER. To inform its advice to the Minister, the NCG partnered with the Institute for Governance at the University of Canberra to conduct research to understand the issues and challenges faced by ER Providers and Service Users in local contexts across Australia. The research involved a desktop review of the existing literature on ER service provision, a large survey which all Commonwealth ER Providers were invited to participate in (and 122 responses were received), interviews with a purposive sample of 18 ER Providers, and the development of a program logic and theory of change for the Commonwealth ER program to assess progress. The surveys and interviews focussed on ER Provider perceptions of the strengths, weaknesses, future challenges, and areas of improvement for current ER provision. The trend of increasing case complexity, the effectiveness of ER service delivery models in achieving outcomes for Service Users, and the significance of volunteering in the sector were investigated. Separately, an evaluation of the performance of the NCG was conducted and a summary of the evaluation is provided as an appendix to this report. Several themes emerged from the review of the existing literature such as service delivery shortcomings in dealing with case complexity, the effectiveness of case management, and repeat requests for service. Interviews with ER workers and Service Users found that an uplift in workforce capability was required to deal with increasing case complexity, leading to recommendations for more training and service standards. Several service evaluations found that ER delivered with case management led to high Service User satisfaction, played an integral role in transforming the lives of people with complex needs, and lowered repeat requests for service. A large longitudinal quantitative study revealed that more time spent with participants substantially decreased the number of repeat requests for service; and, given that repeat requests for service can be an indicator of entrenched poverty, not accessing further services is likely to suggest improvement. The interviews identified the main strengths of ER to be the rapid response and flexible use of funds to stabilise crisis situations and connect people to other supports through strong local networks. Service Users trusted the system because of these strengths, and ER was often an access point to holistic support. There were three main weaknesses identified. First, funding contracts were too short and did not cover the full costs of the program—in particular, case management for complex cases. Second, many Service Users were dependent on ER which was inconsistent with the definition and intent of the program. Third, there was inconsistency in the level of service received by Service Users in different geographic locations. These weaknesses can be improved upon with a joined-up approach featuring co-design and collaborative governance, leading to the successful commissioning of social services. The survey confirmed that volunteers were significant for ER, making up 92% of all workers and 51% of all hours worked in respondent ER programs. Of the 122 respondents, volunteers amounted to 554 full-time equivalents, a contribution valued at $39.4 million. In total there were 8,316 volunteers working in the 122 respondent ER programs. The sector can support and upskill these volunteers (and employees in addition) by developing scalable training solutions such as online training modules, updating ER service standards, and engaging in collaborative learning arrangements where large and small ER Providers share resources. More engagement with peak bodies such as Volunteering Australia might also assist the sector to improve the focus on volunteer engagement. Integrated services achieve better outcomes for complex ER cases—97% of survey respondents either agreed or strongly agreed this was the case. The research identified the dimensions of service integration most relevant to ER Providers to be case management, referrals, the breadth of services offered internally, co-location with interrelated service providers, an established network of support, workforce capability, and Service User engagement. Providers can individually focus on increasing the level of service integration for their ER program to improve their ability to deal with complex cases, which are clearly on the rise. At the system level, a more joined-up approach can also improve service integration across Australia. The key dimensions of this finding are discussed next in more detail. Case management is key for achieving Service User outcomes for complex cases—89% of survey respondents either agreed or strongly agreed this was the case. Interviewees most frequently said they would provide more case management if they could change their service model. Case management allows for more time spent with the Service User, follow up with referral partners, and a higher level of expertise in service delivery to support complex cases. Of course, it is a costly model and not currently funded for all Service Users through ER. Where case management is not available as part of ER, it might be available through a related service that is part of a network of support. Where possible, ER Providers should facilitate access to case management for Service Users who would benefit. At a system level, ER models with a greater component of case management could be implemented as test cases. Referral systems are also key for achieving Service User outcomes, which is reflected in the ER Program Logic presented on page 31. The survey and interview data show that referrals within an integrated service (internal) or in a service hub (co-located) are most effective. Where this is not possible, warm referrals within a trusted network of support are more effective than cold referrals leading to higher take-up and beneficial Service User outcomes. However, cold referrals are most common, pointing to a weakness in ER referral systems. This is because ER Providers do not operate or co-locate with interrelated services in many cases, nor do they have the case management capacity to provide warm referrals in many other cases. For mental illness support, which interviewees identified as one of the most difficult issues to deal with, ER Providers offer an integrated service only 23% of the time, warm referrals 34% of the time, and cold referrals 43% of the time. A focus on referral systems at the individual ER Provider level, and system level through a joined-up approach, might lead to better outcomes for Service Users. The program logic and theory of change for ER have been documented with input from the research findings and included in Section 4.3 on page 31. These show that ER helps people facing a financial crisis to meet their immediate needs, avoid further harm, and access a path to recovery. The research demonstrates that ER is fundamental to supporting vulnerable people in Australia and should therefore continue to be funded by government.
