Montgomery, Erwin B. Controlling the Flow of Electrical Charges. Oxford University Press, 2016. http://dx.doi.org/10.1093/med/9780190259600.003.0004.

Full text
Abstract:
In depolarization to effect neuronal activations,, electrical charges are delivered to the neuron to affect the electrical potential across the neuronal membrane to subsequently affect voltage-gated ionic conductance channels. The orientation of the field of electrical charges to the neuronal membrane is critical. Electrical charges flow from the negative contact to the positive contact. The negative electrostatic charge “pushes” negative charges onto the outer surface of the neuron, which results in depolarization of the neuronal membrane. Neurons near the positive contact will not have negative electrical charges deposited on the outer surface, will not be depolarized, and thus, are not activated. Likewise, neurons whose membranes are oriented parallel to the lines of electrical forces that move electrical charges will not receive the electrical charges and, consequently, will not be activated. The electronics of the DBS systems are designed to control the electrostatic forces so as to control the activations of the nervous system to generate benefit and avoid adverse effects.

Abstract:
In a clear and accessible style, Kasabov describes rule-based and connectionist techniques and then their combinations, with fuzzy logic included, showing the application of the different techniques to a set of simple prototype problems, which makes comparisons possible. A particularly strong feature of the text is that it is filled with applications in engineering, business, and finance. AI problems that cover most of the application-oriented research in the field (pattern recognition, speech and image processing, classification, planning, optimization, prediction, control, decision making, and game simulations) are discussed and illustrated with concrete examples. Intended both as a text for advanced undergraduate and postgraduate students as well as a reference for researchers in the field of knowledge engineering, Foundations of Neural Networks, Fuzzy Systems, and Knowledge Engineering has chapters structured for various levels of teaching and includes original work by the author along with the classic material. Data sets for the examples in the book as well as an integrated software environment that can be used to solve the problems and do the exercises at the end of each chapter are available free through anonymous ftp. Abstract:
Cognition does not work without attention. Attention enables us to focus on particular tasks and particular aspects in the environment. Psychological insights show that attention exhibits bottom-up and top-down components. Attention is attracted from the bottom-up towards unusual, exceptional, and unexpected sensory information. Top-down attention, on the other hand, filters information dependent on the current task-oriented expectations, which depend on the available generative models. This computational interpretation enables the explanation of conjunctive and disjunctive search. Different models of attention emphasize the importance of the unfolding interaction processes and a processing bottleneck can be detected. As a result, attention can be viewed as a dynamic control process that unfolds in redundant, neural fields, in which the selection of one interpretation and thus the processing bottleneck is strongest at the current focus of attention. The actual focus of attention itself is determined by the current behavioral and cognitive goals.

Benvenisti, Eyal, and Georg Nolte, eds. Community Interests Across International Law. Oxford University Press, 2018. http://dx.doi.org/10.1093/oso/9780198825210.001.0001.

Full text
Abstract:
This book explores the extent to which contemporary international law expects states to take into account the interests of others, namely third states or their citizens when they form and implement their policies, negotiate agreements, and in general conduct their relations with other states. The contributions to this book also inquire whether international law imposes on states in certain situations not only the duty to consider the interests of people outside their territory or control but also the duty to accommodate them—at least to a certain extent. The book considers various manifestations of what has been described as community interests in most areas regulated by international law. Accordingly, this book takes stock of the state of contemporary international law and observes the extent to which the law has in fact evolved from a legal system based on more or less specific consent and aimed at promoting particular interests of states to one that is more generally oriented toward collectively protecting common interests and values. By systematically covering different areas of law, we are asking in each area whether states are required to take into account the interests and rights of third states (or of the persons under their jurisdiction or control). The book does not provide clear answers in favor of a simple progress narrative, but assesses the degree to which elements of one or the other paradigm coexist and interact in different fields of international law.
