Abstract:
The State anti-drug policy is one of the most important elements of the state policy in the field of combating crime. Organized forms of criminal activity in the field of drug trafficking are considered as a threat to the national security of Russia. This actualizes the need to study the directions, forms and methods of countering drug crime, including within the framework of a special course, for the development of which a textbook has been developed. It includes a complex of knowledge related to the subject of criminal law, criminal procedure law, criminology, theory of operational investigative law, criminology, forensic examination. Combining the knowledge of various sciences of the criminal law cycle within one publication makes it possible to comprehensively consider the mechanisms of combating drug trafficking in the framework of detection, suppression, disclosure and investigation of crimes. It is intended for students in higher educational institutions of a legal profile, while due to the complexity of the knowledge presented in the textbook, it may also be of interest to teachers, graduate students and practitioners of law enforcement agencies engaged in the prevention of crimes in the field of drug trafficking and the fight against them.

Abstract:
The United Nations Convention against Corruption (UNCAC) from 2003 marks the peak of a broad international development in the fight against corruption, which started in the early 1990s. In recent years, it has been signed and ratified by an overwhelming majority of states. Although the UNCAC is not just a criminal law convention, but encompasses a multitude of rules on prevention, asset recovery, and international cooperation, it also includes a comprehensive arsenal of criminal law provisions. This chapter explores the origin of the UNCAC as a whole and the background and scope of all its criminal law provisions, both mandatory and discretionary.

Abstract:
This chapter focuses on the limited success of the police in improving public safety in most countries of the region, showing that in most countries law enforcement agencies have been unable to lead effective anti-crime programs. Police structures and crime-fighting strategies are surveyed, and it is argued that police forces generally reacted slowly and erratically against rising crime, that they did not develop strong information systems to fight organized crime, and that they have lacked the support of citizens due to the past repression and corruption. Using arrest, survey, and administrative data this text underscores two variables that correlate with rising criminality: a) the failure to incorporate modern, large-scale policing techniques, particularly those that make use of information and intelligence, and b) the failure of police to adjust to new standards after transitions to democracies, undermining bonds of trust between police and citizens.

Financial crime is an important and topical area. Concerns over money laundering have grown considerably since links with terrorist organisations have become more apparent in recent years. This revised and updated new edition provides a guide for banks to their regulatory responsibilities, their private law duties, their liabilities to third parties and their obligations to assist persons seeking the recovery of assets (including regulatory bodies within and without the jurisdiction). It also sets the relevant law in its national and international policy context and assesses the current state of this body of law in that context. In the years following the publication of the first edition of Banks and Financial Crime the legal regime against money laundering, terrorist financing, and financial sanctions has not diminished in importance for financial institutions. Indeed, the reverse is the case. In 2012, HSBC paid US authorities a record fine of £1.2 billion for laundering billions of dollars; powers under existing legislation have been exercised for the first time; and there have been significant new developments at the international level. This second edition addresses recent practice under the main international conventions, including the Sixth Session of the Conference of the Parties to the UN Convention against Transnational Organized Crime (October 2012) and the forthcoming Fifth Session of the Conference of States Parties to the UN Convention against Corruption (November 2013). Throughout, the book has been updated to incorporate new developments at the international level; in statute and case law; and in the regulation of financial institutions. It also provides a further assessment of the extent to which there has emerged an international law of tainted money to complement the emergence of an international financial system.

Abstract:
This collection of nine original essays explores the development of a modern criminal justice system in the Jim Crow South, from the 1890s through the 1950s. It covers key transformations surrounding the practices of policing, incarceration, and capital punishment, as municipal police departments became professionalized and as authority over criminal punishment shifted from local jurisdictions to the state. The collection’s essays address the history of segregated police forces, black-on-black crime, police brutality, organized crime and government corruption, restrictions on ex-felons’ rights, convict labor, prison reform, and the introduction of the electric chair. Together, they make a case for southern distinctiveness. Criminal justice in the Jim Crow South looked quite different than it did in the North due to white southern demands for racial control, as well as white southerners’ suspicions of centralized state power and modern bureaucracies. This collection examines these relationships between white supremacy, the modernizing state, and crime control. In doing so, it provides a more nuanced portrait of the dynamic between state power and white supremacy in the South beyond a story of top-down social control. The essays reveal stories of state institutions grappling with their expanding authority, stories of political leaders and reformers anxious to render that power modern and efficient, and stories of African Americans appealing to the regulatory state in order to push back against racial injustice.
