Villages scattered along the steep slopes of north-west Yunnan present a serene picture of colourful prayer flags fluttering from rooftops and only the occasional vehicle raising dust from dirt roads. But for the past few years, summers have been a time of intense and often violent conflict. In late July, neighbouring villages prepare to fight once again over access to forests which produce wild matsutake mushrooms, a high-value Japanese luxury food that has been harvested and exported from the region for the past 12 years. The quiet summer nightlife in the nearby county seat has been transformed to a bustling mushroom market busiest between midnight and dawn. Why has this market come into existence, and what have been its effects on access to and control over forest resources?

Abstract:
Standard explanations for trade liberalization do not fully account for Mexico's turn toward free trade during the 1980s. To a large extent, the initiative came from within the country. Even many Mexican entrepreneurs whose sectors seem likely to lose from increased competition now support trade liberalization. Four conditions lowered the “political cost-benefit ratio” for policymakers and entrepreneurs. First, Mexico's leaders dispersed implementation into several financial ministries, thereby better insulating this policy from lobbying by the likely “losers.” Second, potential losers were less well-informed than were likely “winners.” Third, under these conditions, the liberal ideological biases of Mexican elite policymakers and investors flourished, prompting them to accept a higher political cost than would have been tolerated otherwise. Finally, many Mexicans came to perceive trade liberalization as a necessary tool in the fight against inflation. Each of these hypotheses, however, also flags a possible threat to the policy's future political survival.

Abstract:
In July 1923, the Munich chapter of the Social Democratic Security Troop (Sicherheitsabteilung, hereafter Socialist SA) staged a Festspiel in a suburban woods. The skit’s sylvan setting belied its combative leitmotif, echo of a wider German environment racked by occupation of the Ruhr, hyperinflation, unemployment, and threatening ultraright organizations. The drama aimed to convince its Social Democratic audience to join or support the Security Troop. In the opening scene, a “leader of the SPD” lamented proletarian disunity. As he resolved to quit politics, the “goddess of freedom” materialized and urged him to keep up the fight. To demonstrate that the masses were on the move against reaction, she pointed to a sky blanketed with flags born by members of the Security Troop.1 Four male mortals stepped forward: a former Independent Socialist, a Young Socialist, a Communist, and a “lumpenproletarian.” The Socialist exhorted the Communist to join the SPD but, instead, he lambasted its bureaucratic bosses and called for a council republic. Suddenly, the lumpen’s passivity aroused the group’s distrust. Unmasking him as a Nazi, they chased him offstage. As the Social Democrats went off to a meeting, the wife of the SPD leader told of her sacrifices for a husband and son who devoted themselves to the party. Yet she proclaimed her willingness to suffer “for the sake of proletarian freedom.” The men returned, disgusted that Nazis had busted up their conclave.

Abstract:
Fraud and white-collar crimes have assumed different dimensions, albeit with increased sophistication within the Nigerian banking industry. Hence forgeries, deceit and other unwholesome practices have continued to thrive. Unfortunately, there is no definitive answer as to why people commit fraud. Good knowledge of the symptoms of occurring fraud is essential for us to know so we can learn to prevent it. In line with this thought, it has become necessary to review the existing theories on fraud and to ascertain if there are inherent clues or red flags that can be drawn from them to assist banks in the fight against fraud. That is the main objective of this study. There is no gain in stating that any meaningful attempt at stopping the menace of financial crimes will be a welcome development in the long run as managing fraud instead of preventing it might be so dangerous, it poses an institution’s ongoing concern. Thus, the broad objective of this research is to ascertain means and ways for preventing fraud in the Nigerian banking industry. A vast array of fraud theories were reviewed and reconciled with the pattern of financial crimes in the Nigerian banking industry. The research identified the influence of power, personal gain and self-control, loss aversion and risk acceptance, rationalization, and emotion as the drivers or propensity to commit fraud. We must learn our lessons from a past misdemeanor, as this will lead to a reduction in the re-occurrence of frauds. Thus, the essential lessons learnt from this study include the need for effective corporate governance, beefing up of internal control measures and objectively structured mechanisms to regulate and to supervise the Nigerian banking industry. There is also an urgent need for government’s commitment to wage an all-out war against crime and to create a new healthy culture of integrity and honesty in all aspects of life with zero tolerance for fraud and white-collar crimes even in the Nigerian banking industry. Our society also needs to inculcate the principle of self-control/ restraint in individuals.

A 2, 5 - year-old DSH female spayed cat was presented with a history of a tail base wound resulted from an abscess inflicted in a cat fight. The wound was managed initially as an open wound for 3 days and was covered with a bilateral rotation flap. One year after surgery the cat was reported to be in good health and the wound healed uneventfully.

Abstract:
In War and Self-Defense David Rodin uncovers many flaws of current thinking about war. Rodin correctly points out that the justification of national self-defense goes beyond the justification of individual self-defense. He accurately rejects the standard notion of moral symmetry—the accepted view that both just and unjust warriors can permissibly kill enemies as long as they observe the laws of war. Rodin vindicates the right view: if a war is unjust, each and every injury caused by the unjust warrior is a criminal act. There are no morally justified killings by those who fight unjust wars. Further, Rodin rightly rejects various holistic theories of self-defense. Last but not least, he correctly denounces what I have called the Hegelian Myth, the idea that tyrannical governments are worth defending against interventions aimed at deposing them because they are protected by the principle of sovereignty.
