So, they operate according to the local customs and norms. Niesten, Hannelore. Are Digital and Traditional Financial Services Taxed the Same? A Comprehensive Assessment of Tax Policies in Nine African Countries. Institute of Development Studies, 2023. http://dx.doi.org/10.19088/ictd.2023.015.

Abstract:
Several African countries have introduced taxes on digital financial services (DFS) during the past decade. Given the size and rapid growth of the telecom and DFS sector, DFS taxation is considered an opportunity to broaden the government’s revenue base. These recent developments need to be considered alongside the framework for taxation of traditional financial services (TFS) delivered by banks and other formal financial institutions – such as credit unions, insurance companies and microfinance institutions. The working paper analyses key legislative, tax and regulatory policy instruments, co

Gen Z are reshaping the way financial advice is sought and acted upon. Moving away from traditional sources like family, banks, and financial advisors, younger generations are turning to social media platforms like TikTok and Instagram, where financial influencers —“finfluencers”— offer accessible, though often unregulated, advice. While this shift has democratized financial education, it has also introduced significant risks to advice-seekers, including misinformation, high-risk investment recommendations, and a lack of regulatory oversight. For Credit Unions, this transformation presents cha

The purpose of this paper is to analyze a program that extends credit cards to agricultural input suppliers and rural producers in Costa Rica and to determine whether this program is financially viable and potentially replicable in other rural areas of Latin America. A credit card program is very innovative and unusual for a rural setting. Normally, credit cards have been promoted in urban areas with business firms and salaried employees who have steady cash flows. Credit cards in rural areas are not as common because potential clients, especially agricultural producers, have more seasonal and

Agents play a key role in making financial services more accessible, especially for those who are financially excluded. Agents act as intermediaries between mobile money account holders and mobile money service providers, helping them to register as new customers and to credit and take money out of their accounts. In this paper, we explore how introducing a 0.2 per cent tax on mobile money transactions in Cameroon in 2022 affected the performance and revenue of agents. We mainly analyse agents’ commission and transactions using the administrative databases of those responsible for daily manage

Abstract:
Digital financial services (DFS) have expanded rapidly over the last decade, particularly in sub-Saharan Africa. They have been accompanied by claims that they can alleviate poverty, empower women, help businesses grow, and improve macroeconomic outcomes and government effectiveness. As they have become more widespread, some controversy has arisen as governments have identified DFS revenues and profits as potential sources of tax revenue. Evidence-based policy in relation to taxing DFS requires an understanding of the enablers and barriers (preconditions) of DFS, as well as the impacts of DFS.

Abstract:
The share of Latin American and Caribbean households led by women is rapidly increasing, at the same time as these households are overrepresented among those living in housing deficit. In this study, we looked at whether there is a gender gap in access to housing loans, one of the main tools available to housing. In addition, we explored which are the characteristics of FHHs and to which extent they can have an impact on their access to adequate housing. This study shows how FHHs face greater housing deficits. Our findings indicate that gender gaps in other areas, most importantly in labor mar
