The government procurement market is a macroeconomic system that includes interacting structural elements within a single system that are an integral part of a country's economic system. The state, as the owner of significant financial resources, acts as the largest subject of market relations in placing budget orders. State procurement (goods, construction works, services) is carried out to meet the most important state needs. Modern market relations have confirmed the need to regulate the process of procurement of goods, services and construction works in country by the state, at the level o

Abstract:
Multiple development actors are interested in stimulating more inclusive fiscal governance. Efforts to generate greater budget transparency, citizen participation in resource allocation, and public oversight of government spending are commonplace. How can development donors and lenders support such efforts, and what are their limitations? How do their attempts to do so interact? Exploring the outcomes of two projects in the Nigerian States of Jigawa and Kaduna provide some answers to these questions. The projects pursue overlapping goals, but with different approaches. Abstract:
BASIC Research focuses on the intersection between social protection and humanitarian approaches in providing assistance in protracted crises. Digital systems can offer benefits in these contexts, but can also increase vulnerabilities. Delivering cash and voucher assistance (CVA) at scale using digital tools in challenging contexts is complex. A lack of digital and financial infrastructure, and the digital exclusion experienced by intended beneficiaries from marginalised communities, are critical issues. This Policy Briefing looks at the different drivers of digitisation from the perspectives

This report aims to provide a better understanding of how the World Food Programme’s (WFP) cash-based transfer (CBT) interventions in Nigeria make peace contributions and looks at how these contributions could be further enhanced. The findings are based on a desk review of programme documents and in-depth interviews with various stakeholders and project site visits by locally-based researchers across the three states in North-East Nigeria: Borno, Adamawa and Yobe. Additionally, relevant questions were added to the WFP Food Security Outcome Monitoring (FSOM) survey with intended beneficiaries.

The worldwide fight against money laundering (AML) is escalating. Individuals and businesses that conduct and depend on legitimate international financial transactions are feeling the impact of measures meant to counter illegitimate ones. Countries flagged as having weak AML regulations encounter substantial challenges maintaining correspondent banking relations. However, recent experiences have shown that fulfilling the AML standards, albeit necessary, is not sufficient to persuade financial institutions to keep international financial relations. African governments are spending over 1US$bn per year on digital surveillance technologies which are being used without adequate legal protections in ways that regularly violate citizens’ fundamental human rights. This report documents which companies, from which countries, are supplying which types of surveillance technology to African governments. Without this missing detail, it is impossible to adequately design measures to mitigate and overcome illegal surveillance and violations of human rights. Since the turn of the century, we have witnessed a digitalisation of surveillance that has ena
