This article considers the roles, identities and experiences of female emergency services volunteers, most of whom are active fire fighters, within a regional brigade of the NSW Rural Fire Service (RFS). It is based on interviews and explores how women both adapt to and resist the culture and in the process are transforming it. RFS women were motivated by values of camaraderie, skill and community participation. Their experiences were informed by inclusion and exclusion, and the complex association of gender and competence with physical strength and leadership. Drawing upon the Foucauldian ins

Abstract:
This chapter explores the context for devolution in Greater Manchester, and why it matters in terms of residents' health and wellbeing. The authors set out some of the changes they have seen: the integration of health and social care, and the creation of local care systems; the bringing together of health and care commissioning; and the crucial role of partnerships across health, care, the voluntary and community sector, housing, police, fire, and others. One of the arguments for local authority leadership on devolution is that good health is about more than the National Health Service (NHS) — it is about good food, warm homes, decent jobs, good education, close friends, and open green and safe public spaces (to name just a few). Devolution is about connecting all these agendas through local leadership and local action. Devolution is complex, as are the relationships between Greater Manchester and local democratic leadership in each of the ten boroughs. The chapter then considers some observations about the future challenges for local leadership if good health for residents is to be sustained.

Abstract:
The strategic planning process in special libraries and information centers is described, with emphasis given to the importance of planning efforts being tightly aligned with the business goals of the parent organization. Success in executing the strategic plan is strongly dependent on developing and polishing skill sets needed by persons active in the workforce today, while concurrently growing leadership and technical talent to meet future challenges. Following a discussion of general characteristics that distinguish special libraries and information centers from academic and public libraries, key concepts related to the strategic planning process in an organizational context are presented. A case study of the strategic planning efforts at a special library, the Illinois Fire Service Institute Library, University of Illinois at Urbana-Champaign, illustrates the process and benefits gained from following the goals and strategies highlighted in the plan. The authors offer insightful recommendations to those involved in the planning process and suggest future research directions.

Abstract:
The central issue in this chapter is people management in public organizations. That is, managers’ implementation of HR practices and their leadership behavior in supporting the employees they supervise at work. This chapter focuses on five key aspects related to HRM and leadership in a public sector context. First, the historical move from personnel management to HRM and leadership. Second, the distinction between external and internal management and this chapter’s focus on internal management. Third, the role of middle and frontline leaders in the implementation of policies and their responsibility for turning general policies into results. Fourth, the mutual dependency between HRM policies and leadership. Fifth, the distinction between intended, implemented, and perceived HRM and leadership. This chapter systematically draws on both the general HRM and leadership bodies of literature, and specifies these insights to the public sector context whenever possible.

This chapter argues that the US military is not adaptable enough for the challenges of future warfare discussed in Chapter 9. In the area of doctrine, excessive amounts hinder creativity and flexibility, revision processes are too slow, and flawed training provides too little opportunity to practice adaptability. In the area of technology, few of the problems identified in Chapter 6 have been addressed, because of the structural tension between the services and the combatant commanders, and the broken acquisition system. In the area of leadership, adaptability is hindered by the generational legacy of the recent wars, problems with the system of professional military education, and a growing tendency toward risk aversion that threatens the principle of mission command.

This chapter addresses the adoption of Internet applications by an Arab Student Association in North America (ASANA)1. ASANA uses the Internet to integrate its members, promote the Arabic culture, bridge with the American society and transfer knowledge to its native country. It delivers these services through websites, email service, electronic payment systems, online conferencing, file sharing tools and other digital resources. These online services build social capital, accrue intellectual capital, and cement mutual understanding between Arabs and the American society. However, these e-services are not widely adopted due to the lack of awareness of their usefulness, the absence of suitable IT culture, poor service quality, instability of leadership, and inadequate incentive system. Improving the adoption of ASANA e-services requires stable leadership, supportive IT culture, assessing provided services, and providing incentives to members to participate. This chapter provides insights and conceptual details that help Arab academic communities to use the Internet to participate in the overall socioeconomic development of their societies.

This study adopted a qualitative approach using Interpretative Phenomenological Analysis (IPA) to examine the lived experience of graduates of the L.E.A.D. program. Five graduates of the L.E.A.D. program who are currently practicing secondary teachers in southwestern Ontario were interviewed in one focus group and one individual interview. Significant changes in organizational leadership are often accompanied by organizational members suffering from trauma. This situation is not for the faint of heart; however, it is an opportunity to employ a leadership style that enables an inviting and safe environment. This “culture of care” maintains efficiency and clearly articulates the vision of the organization, while addressing its mission and goals. Leading during a time of turmoil, trauma, and drastic change requires a leader to be intentional. The leader must know who they are, what they believe, and what they value. They must establish a clear path for the organization, and plan for the unexpected. The leader's compassion, consistency, empathy, fairness, honesty, professionalism, and transparency will serve as the standard by which all others follow.

Chapter five explores how Ocopa’s ability to resist government imposition began to weaken, due to philosophical changes from within its own ranks. As some of the missionaries themselves began to embrace reformist ideas such as evangelization through commerce, viceregal officials found a way to more effectively control Ocopa, through the voluntary participation of some of its own members. The end of this chapter recounts the election of the guardian of Ocopa in 1787, a moment where missionaries more aligned with reformists goals (later known as the Aragonese faction) took control of the leadership of the College with the help of the viceroy.
