Abstract:
The article examines the organization of pension systems in developed countries, including the United States, Britain and Sweden. The main purpose of the recent reformation processes is determined. It is noted that the main goal of the recent reforms was to postpone retirement by raising the retirement age, slowing down the early retirement process and increasing motivation to continue working. The goals of the pension system are considered, in particular: protection against poverty; provision of income after the end of the employment relationship, the amount of which is usually proportional to the amount of income paid immediately before retirement; protection of this income from falling real living standards due to inflation. Analyzing pensions abroad, we have identified two main types of financing of pension schemes: distributive, which covers current pension costs from current income, and accumulative, which creates a special fund that makes all pension payments now and in the future. Also, based on world experience, we emphasize that the main trend in reforming pension systems is the transition to a funded pension system, the positive side of which is the ability to increase investment in economic development and return on investment for retirees. Based on the study, it was concluded that in reforming Ukraine's own pension system, it is hoped that the creation of a mandatory accumulative level in our country will begin a long-term process of reducing pension liabilities. After all, the existence of a unified solidarity pension system in Ukraine has ceased to meet the modern requirements of both the country's economy and the population itself.

AbstractWhile moving towards unified social health insurance (SHI) is often a politically popular policy reform in countries where rapid expansion in health insurance coverage has given rise to the segmentation of SHI systems as different SHI schemes were rolled out to serve different populations, the potential impacts of reform on service utilisation and health costs have not been systematically studied. Using data from the Chinese Health and Retirement Longitudinal Study (CHARLS), we compared the mean costs incurred for both inpatient and outpatient care under different health insurance schemes, and the impact of different SHI schemes on treatment utilisation and health care costs using a two-part model. Our results show that Urban Employee Medical Insurance, which offers the most generous benefits, incurs the highest total costs prior to reimbursement when compared to other SHI schemes. Our analysis also shows that utilisation of SHI did not show significant reduction in out-of-pocket payments for outpatients. We argue that, unless effective measures are introduced to deal with perverse provider payment incentives, the move towards a unified system with more generous benefits may usher in a new wave of cost escalation for health care systems in China.

Abstract:
The experience of states with limited democracy shows that populist manipulations often result in a collapse of the pension insurance system, and then – in an escalation of economic, political and social instability. Accordingly, the development of tools for identifying and preventing economic populism manifestations does not become irrelevant.Through analyzing the changes in pension legislation, as well as studying economic indicators’ dynamics, the article shows that pension insurance issues are widely used as tools for populist policy in Ukraine. This ultimately results in the formation of an abnormally low financial stability of the pension system. In particular, during the 2004 presidential election campaign and parliamentary election in 2007, there was a sharp short-term increase in the gap between growth rates of average pension and nominal GDP; significant deviation of replacement rate from its long-term average trajectory; and with some temporary lag, there emerged a substantial increase in transfers from the state budget.It is noted that the main tools for economic populism in Ukraine are: (1) permanent procrastination of retirement age raising; (2) “manual” pensions indexation; (3) the existence of a VIP pensions and early retirement system for certain population categories; (4) transfer of burden to lower-income social contribution payers as a result of limiting the maximum value of unified social tax base.The paper suggests a number of measures, the implementation of which could reduce the negative impact of populist decisions on budget balance of the Pension Fund of Ukraine

The article examines the issue of realization of the constitutional right of a person and a citizen to a pension on preferential terms.The nature and current state of legal regulation of old-age pension on preferential terms for work in harmful and dangerous conditionsare covered. It is proposed to improve the current legislation of Ukraine taking into account the relevant decision of the ConstitutionalCourt of Ukraine for a unified and fair mechanism for exercising the right to a pension on preferential terms. Based on the relevanceand practical significance of the problem, the purpose of this article is to examine the nature of old-age pensions on preferential terms,the current state of legal regulation and problems of the mechanism of retirement for citizens who worked in particularly difficult andharmful conditions, and also to offer the tool of perfection of the current pension legislation for the sake of fair and uniform law enforcementbefore the decision of a question of appointment of this type of pensions.For the purpose of unified and fair legal regulation and law enforcement regarding the retirement age on preferential termsaccording to the list № 1 it is proposed to change in Article 114 of the Law of Ukraine “On Compulsory State Pension Insurance” theretirement age on preferential terms according to the list № 1 for: men – after reaching 50 years of age and with a work experience ofat least 20 years, of which at least 10 years in these jobs; women – after reaching 45 years of age and with a work experience of at least15 years, of which at least 7 years and 6 months in these jobs.Subject to these changes, preferential pensions for workers on list № 1 will form a fairer and more defined system of protectionagainst poverty than the one that exists today. It will also reduce the number of citizens applying to court due to the unequal retirementage of the same type and nature.

Настоящая статья посвящена изучению социально-педагогической проблемы обучения лиц пожилого возраста. Увеличение числа людей данной категории, а также недостаток квалифицированных специалистов обусловливают необходимость привлечения профессиональных кадров пенсионного возраста к активно-полезным видам деятельности. Подчеркивается, что стремительная цифровизация и тотальная информатизация требуют от современных работодателей четкого понимания социально-психологических особенностей своего персонала. Без этого невозможно совершенствовать систему обучения для лиц предпенсионного и пенсионного возраста. Материалом для исследования по данному вопросу послужили труды отечественных и зарубежных ученых. В работе был использован метод анализа научно-педагогической литературы. Авторы отмечают, что в настоящее время отсутствуют единообразие и доминирующий теоретико-методологический подход к формированию единой системы обучения лиц пожилого возраста, их вовлеченности и мотивации. Приведен краткий обзор существующих на сегодняшний день направлений образования взрослых, предложена классификация андрагогики, обозначены задачи, которые ставит перед собой данный раздел теории обучения. В заключение авторы приходят к выводу, что привлечение работников пенсионного возраста может быть эффективным средством наставничества для молодого поколения. The article is devoted to the study of socio-pedagogical problem of teaching the elderly. The increase in the number of people in this category, as well as the lack of qualified specialists, necessitates the involvement of professional personnel of retirement age in active and useful activities. The authors emphasize that rapid digitalization and total informatization require modern employers to clearly understand the socio-psychological characteristics of their staff. Without this, it is impossible to improve the education system for people of preretirement and retirement age. The material for research on this issue was the works of Russian and foreign scientists. The method of analysis of scientific and pedagogical literature was used in the work. The authors note that at present there is no uniformity and a dominant theoretical and methodological approach to the formation of a unified system of teaching the elderly, their involvement and motivation; give a brief review of current trends in adult education; propose a classification of andragogy; outlines the tasks set by this section of the theory of teaching. In conclusion, the authors come to the conclusion that the involvement of workers of retirement age can be an effective means of mentoring the younger generation.

The basis of bureaucratic reform is the reform of human resources management. One supporting factor is the development of an employee database. To support the management of human resources required including data warehouse and business intelligent tools. The data warehouse is an integrated concept of reliable data storage to provide support to all the needs of the data analysis. In this study developed a data warehouse using the data-driven approach to the source data comes from SIMPEG, SAPK and electronic presence. Data warehouses are designed using the nine steps methodology and unified modeling language (UML) notation. Extract transform load (ETL) is done by using Pentaho Data Integration by applying transformation maps. Furthermore, to help human resource management, the system is built to perform online analytical processing (OLAP) to facilitate web-based information. In this study generated BI application development framework with Model-View-Controller (MVC) architecture and OLAP operations are built using the dynamic query generation, PivotTable, and HighChart to present information about PNS, CPNS, Retirement, Kenpa and Presence

Abstract:
The purpose of the article is the formation of an optimal model of pension provision of citizens in accordance with the modern market economy on the most important issues arising in the accumulative pension system of the Republic of Kazakhstan, strengthening its theoretical, methodological and legal foundations. The Republic of Kazakhstan was one of the first CIS countries to start pension reform 24 years ago. The main goal is to establish the personal responsibility of each citizen of Kazakhstan for his financial situation when reaching retirement age. In this regard, when implementing the reform, the state policy envisaged a gradual transition from the application of the principle of cooperation between generations to independent savings in pension funds. The pension reform in Kazakhstan was carried out optimally and the World Bank recognized it as one of the most successful reforms. The accumulative pension system plays a significant role in the life of the country, the development of the stock market and the improvement of the national economy, the distribution of long-term investments at the expense of domestic savings to increase the competitiveness of the country. In order to become one of the 30 effectively developed countries of the world, the state has created high standards of living for the citizens of Kazakhstan by improving the level and quality of pension provision. For this, one of the most important components of the economic and social conditions of the population is that accumulative pension funds in Kazakhstan should develop further, and the pension system should be competitive. The main pillar of the accumulative pension system in the country is the improvement of the accumulative pension fund and effective pension provision, which forms the basis of the future population. In the conditions of modern globalization and rapid development of financial markets, the financial position of the accumulative pension fund, a participant in the financial market, and its effective functioning are in the first place.

Penelitian ini bertujuan menganalisa perancangan <em>Knowledge Management System</em> berbasis web untuk mengolah data pengetahuan tenaga kependidikan di Fakultas Teknik Universitas PGRI Madiun. Metodologi yang digunakan pada penelitian ini merujuk pada kerangka kerja 10-<em>Step Knowledge Management Roadmap</em> milik Amrit Tiwana. Metode perancangan sistem menggunakan pendekatan berorientasi objek dengan <em>tools</em> UML (<em>Unified Modelling Languange</em>). Untuk pengujian kebutuhan fungsioanl sistem menggunakan metode FGD dengan responden tenaga kependidikan fakultas teknik. The PGRI Madiun University routinely carries out mutation, rotation and retirement activities for educational staff. This has an impact on the amount of knowledge lost because it is carried by the transferred or retired teaching staff. This study aims to analyze the design of a web-based Knowledge Management System to process the knowledge of educational staff in the Faculty of Engineering, University of PGRI Madiun. The methodology used in this study refers to Amrit Tiwana's 10-Step Knowledge Management Roadmap. The system design method uses object-oriented approach with UML (Unified Modeling Language) tools. To test the system functional requirements requirements using FGD method with engineering faculty respondent. This research produces a KMS application design document that can provide recommendations for institutions to build KMS applications in the future.</em></p><p class="Abstrak"><em><strong><br /></strong></em></p>

The provision of state services in electronic form today is one of the innovative directions of development of mechanisms for implementing the functions of state bodies. This was made possible by the improvement of information technology and the use of electronic signatures to give legal significance to documents in electronic form. The article raises the legal and technical issues of using electronic signatures in the practice of providing public services to the Pension Fund of the Russian Federation in electronic form.In the first part of the article, based on an analysis of federal regulatory legal acts in the field of public services and the use of electronic signatures, it is concluded about the types of electronic signatures used in the provision of public services in electronic form, as well as by what means the applicant can check the availability and validity of the electronic signature on received documents as a result of the provision of services.The second part analyzes the use of electronic signatures in the provision of two selective government services of the Pension Fund of the Russian Federation (informing insured persons about the status of their individual personal accounts in the compulsory pension insurance system and informing citizens about the category of citizens of pre-retirement age) through the Unified portal of public services and the personal account of the insured Pension Fund of the Russian Federation website. The author verifies the validity of electronic signatures on documents obtained as a result of an experiment using the services of the Unified Portal of State Services and a commercial accredited Certification Authority.

Abstract:
In the product life cycle from conception to retirement, there are three forms: conceptual products, digital products and physical products. The carriers of conceptual products are requirements, functions and abstract structures, and data management focuses on the mapping of requirements, functions, and structures. The carrier of digital products is digital files such as drawings and models, and the focus of data management is the design evolution of product. Physical products are physical entities, and their attributes and states will change over time. Existing data model research often focuses on one or two forms, and it is even impossible to integrate three forms of data into one system. So, a new data management method based on product form is presented. According to the characteristics of the three product form data, a conceptual product data model, a digital product data model, and a physical product data model are established to manage the three forms of data, respectively, and use global object mapping to integrate them into a unified data model. The conceptual product data model has a single data model for a single business stage. The digital product data model uses the core data model as the single data source, and uses one stage rule filter to add constraints to the core data model for each business stage. The physical product data model uses the core data model to manage the public data of the physical phase, and the phase private data model focuses on the private data of each business phase. Finally, a case of Multi-Purpose Container Vessel is studied to verify the feasibility of the method. This paper proposes three product forms of product data management and a unified data management model covering the three product forms, which provides a new method for product life cycle data.
