Two new compounds were identified as 2-ethyl-cyclohex-2-ene-6-hydroxy-methylene-1-carboxylic acid and 3b-hydroxy-lup-20(29)-en-28-oic acid, respectively, from the petroleum ether extracts of Cleome rutidosperma plant. These two constituents is the first time occurrence in this plant. The structures of the two different type of compounds are elucidated with the help of UV, IR, 1H-NMR, 13C-NMR, COSY, DEPT 90, DEPT 135 and mass spectral data. Abstract:
Herein, we report the catalytic activity of nebivolol nanoparticles a novel organocatalyst for the synthesis of DHPMs and DHPM-5-carboxamides. The nanoparticles are confirmed by DSC, TEM, AFM, and IR spectroscopy. The catalyst can be readily recovered and reused for the next four runs without any significant impact on the yields of the products. The products are fully characterized by FTIR, 1H NMR, 13C NMR, and distortionless enhanced polarization transfer (DEPT) NMR. The methodology adopted here offers several advantages such as solvent-free reaction, low loading of catalyst, short reaction times, and quantifiable yields.

Abstract:
About 500 species of wormwood are known in the world. In the flora of Azerbaijan, this genus is represented by 42 taxa. The main chemicals in wormwood are shown to be sesquiterpene lactones, coumarins, steroids, and essential oils. From the aerial parts of Artemisia campestris (var. Marschalliana) Spreng., collected during the phenological phase of budding, an acetone extract was obtained, which, after removal of the solvent, was subjected to the column chromatography in neutral alumina oxide (II degree of activity) and eluted graduality with hexane, benzene, chloroform and their mixtures of increasing polarity. As a result of chromatographic separation, two sesquiterpene lactones of the eudesmann type were isolated - α-santonin (substance I) with m.p. 170–172 °С and artemisin (substance II) m.p. 201–203 °С. Moreover, an acetyl derivative of artemisin (substance III) with m.p. 196–198°C, the identification of which was carried out on the basis of physicochemical and spectral data (UV, IR, and 1H, 13C, 13C Dept 45, 13C Dept 90, 13C Dept 135 NMR spectra was obtained. Substances I and II are isolated from Artemisia campestris (var. Marschalliana) Spreng. for the first time.

The purpose of this study is to obtain empirical evidence about the influence of independent commissioners on financial performance, analyze the effect of institutional ownership on financial performance, analyze the effect of DER on financial performance, and to analyze the influence of independent commissioners, institutional ownership and DER on financial performance. The method / approach of this research is associative research. The results of the first hypothesis research, the Independent Commissioner Beta value of 0.615116 indicates that the independent commissioner has an influence on financial performance. The second hypothesis testing results, Beta value of institutional ownership of 0.007281 indicates institutional ownership has an influence on financial performance. The results of testing the third hypothesis, the DER Beta Value of -0.162996 indicates that the DER has an influence on financial performance. The fourth hypothesis testing results, the significance test of multiple regression seen from the data from the results of significant testing and F test. Conclusion of the results of the first hypothesis testing, the Beta value of the independent commissioner indicates that the independent commissioner has an influence on financial performance. The results of the second hypothesis testing, Beta value of institutional ownership indicates institutional ownership has an influence on financial performance. Garlic (Allium sativum L.) has been cultivated by asexual propagation since time immemorial. The discovery of male-fertile garlic accessions has opened a venue for genetic studies and improvement through sexual recombination. An S1 family of 84 plants was generated from a single male-fertile heterozygous plant from the U.S. Dept. of Agriculture Plant Introduction 540316 and used to identify the first genetic linkages in garlic based on single nucleotide polymorphisms, simple sequence repeats, and randomly amplified polymorphic DNAs. Thirty-seven markers formed nine linkage groups covering 415 centimorgans (cM) with average distance of 15 cM between loci; other 16 loci remained unlinked. A male fertility locus was placed on the map. This first genetic map of garlic is a seminal step toward the genetic improvement of garlic and eventual marker-assisted breeding.

Deleuze launches his description/prediction of the emergence and imminent consolidation of the society of control as a postscript. The text thus announces itself as an afterthought, a supplement appended to some complete larger textual body, from which it is, however, unmoored as it is launched as an independent self-standing text that, moreover, does not indicate to what it is an addendum but instead, on what it speaks. By this token, the Postscript unhinges the conventional notion according to which a supplement signals “the addition of something to an already complete entity” (Attridge 1992: 77). By marking his text as the adjunct to an absent main body, Deleuze appears to concede and at the same time emphatically embrace the necessary incompleteness of this short précis on the post-disciplinary regime. My argument in the following will be that the supplementary status of the Postscript does not so much signal some subversive or dissident gesture in the name of the minor or the molecular (even though it does that, too); instead, it primarily serves to keep at bay and contain an exteriority that it aims to ‘confine by exclusion’1; and that exteriority, I will argue, is the Third World.

The purpose of this study was to identify and describe from an ecological perspective the characteristics contributing to collaboration, empowerment and effectiveness of federally mandated Ryan White Title I and Title II planning councils and consortia within the State of Florida. A case study approach within two (2) community health planning partnerships, specifically those related to. HIV/AIDS consortia, was used to gather data over one and a half years. The methodology included a combination of qualitative and quantitative approaches, utilizing documents, administering several survey instruments, observing meetings, and conducting individual interviews. The interviews and surveys provided the primary sources of data, with the documents and observations providing supportive secondary sources of data. The data were analyzed to develop an ecological perspective of the collaboration, empowerment, and effectiveness of the partnerships. The findings indicate that both partnerships were collaborative, empowering, and effective in their fulfilling their responsibilities. Significant findings include those related to members' perceptions about the leader and the group, decision making, and conflict as well as the structure, processes, and outcomes of the partnerships. Suggestions were made for the improvement of each partnership and areas for further research and practical implications were identified.

Abstract:
The emerging technology of image communication over wireless transmission channels requires several new challenges to be simultaneously met at the algorithm and architecture levels. At the algorithm level, desirable features include high coding performance, bit stream scalability, robustness to transmission errors and suitability for content-based coding schemes. At the architecture level, we require efficient architectures for construction of portable devices with small size and low power consumption. An important question is to ask if a single coding algorithm can be designed to meet the diverse requirements. Recently, researchers working on improving different features have converged on a set of coding schemes commonly known as embedded wavelet algorithms. Currently, these algorithms enjoy the highest coding performances reported in the literature. In addition, embedded wavelet algorithms have the natural feature of being able to meet a target bit rate precisely. Furthermore work on improving the algorithm robustness has shown much promise. The potential of embedded wavelet techniques has been acknowledged by its inclusion in the new JPEG2000 and MPEG-4 image and video coding standards.

Abstract:
A map is an embedding of the vertices and edges of a graph into a compact 2-manifold such that the remainder of the surface has components homeomorphic to open disks. With the goal of proving the Four Colour Theorem, Tutte began the field of map enumeration in the 1960's. His methods included developing the edge deletion decomposition, developing and solving a recurrence and functional equation based on this decomposition, and developing the medial bijection between two equinumerous infinite families of maps. Beginning in the 1980's Jackson, Goulden and Visentin applied algebraic methods in enumeration of non-planar and non-orientable maps, to obtain results of interest for mathematical physics and algebraic geometry, and the Quadrangulation Conjecture and the Map-Jack Conjecture. A special case of the former is solved by Tutte's medial bijection. The latter uses Jack symmetric functions which are a topic of active research. In the 1960's Walsh and Lehman introduced a method of encoding orientable maps. We develop a similar method, based on depth first search and extended to non-orientable maps. With this, we develop a bijection that extends Tutte's medial bijection and partially solves the Quadrangulation Conjecture. Walsh extended Tutte's recurrence for planar maps to a recurrence for all orientable maps. We further extend the recurrence to include non-orientable maps, and express it as a partial differential equation satisfied by the generating series. By appropriately interpolating the differential equation and applying the depth first search method, we construct a parameter that empirically fulfils the conditions of the Map-Jack Conjecture, and we prove some of its predicted properties. Arques and Beraud recently obtained a continued fraction form of a specialisation of the generating series for maps. We apply the depth search method with an ordinary differential equation, to construct a bijection whose existence is implied by the continued fraction.

Projektet omfattas av ett parkprojekt med analyser och gestaltning av grönstrukturer i Nynäshamns stad. Inriktningen är utformning av allmänna utrymmen i det offentliga uterummet med fokus att öka tillgängligheten och tillgången av grönytor och parker. Projektet syftar i att skapa värdefulla platser för ökad trygghet och trivsel. Målsättningen är också att visualisera en vision om rum för upplevelser och aktiviteter. Rum i vilka allmänheten frivilligt vistas om den fysiska miljön är god. Stadsrummet utgör en stor del av stadens identitet. Ambitionen med projektet är därför att med hjälp av formgivning och arkitektur skapa en enhetlig identitet som återspeglas i stadens offentliga rum.
The core concept in the project includes a proposal for urban public open space and green structure planning for the city of Nynäshamn. The work is concentrated to give form to the outdoor public space in order to increase the accessibility and availability of green areas and parks. The proposal aims to create valuable places focused on safety and comfort. But also to give form to public rooms for experences which the citizens voluntary seeks and participates if the physical environment is good. The identity of a city constitutes a great deal by its urban environment. Therefor design and architecture helps creating a uniform identity which can be reflected in the urban public spaces of the city.

Abstract:
The purpose of this research was to assess the short-term debt burden of graduate education for those students needing to acquire loans. Building on and refining the work of Leslie and Brinkman, and Keynes (but narrowing the analysis to post-baccalaureates) an analysis of amount of student debt and debt burden (the proportion of debt payments to income) was conducted. Using institutional and NPSAS data, debt was analyzed by student level (i.e. masters, doctoral, first-professional) and program of study (business, education, law, physical sciences, social sciences, and other). Student loan debt was combined with average consumer debt to assess total debt payments. The research concluded that student debt burden alone was over the threshold of 10 percent of income for two groups: law students, and doctoral students in the social sciences. When using total debt, all categories of students had debt burden that exceeded 10 percent of income. In addition, there were marked differences in amount of debt and the proportion of students acquiring debt by level and program.

Abstract:
This work develops some simple models to study risky corporate debt using first passage-time approach. Analytical valuation expression derived from different models as functions of firm’s values and the short-term interest rate with time-dependent parameters governing the dynamics of the firm values and interest rate. We develop some numerical approximation of the analytical valuation, which is given implicitly through Voltera integral equation related to the density of the first-passage- time that a firm reaches some specified default barrier. For some appropriate default barrier arising from financial considerations we obtain a closed-form solution, which is more flexible for numerical calculation.

AbstractMore than a third of private wealth in the OECD plus China region consists of entitlements to public retirement benefits. If the state covered these future obligations using a reserve fund, an insoluble problem of investment would arise. It is only by doing without reserve funds that the twenty-first century welfare state is compatible with price stability at non-negative real interest rates. In calculating government obligations according to the ADL method, statistical offices acknowledge the implicit public debt deriving from the retirement system. Systems of public health insurance and public nursing care insurance also generate considerable implicit public debt and corresponding private wealth. The TRILL system advocated by Robert Shiller can make an important contribution to stabilize the high public debt that will be necessary in the future at low real interest rates. We undertake an empirical estimation of the level of public debt in the OECD plus China region. To determine explicit public debt, we use data on net public debt from the International Monetary Fund. Implicit public debt is mainly comprised of the state’s capitalized financial obligations deriving from the public retirement system and public health insurance. Some statistical offices publish data on the retirement benefit entitlements that have accrued within social security systems. This data provides an important basis for our calculations. We estimate that total public debt in the OECD plus China region is equivalent to more than 600% of total annual consumption in the region.

Statistics departments, and indeed universities, in South Africa are at present in a considerable state of flux. If one examines the state of tertiary education in South Africa (S.A. henceforth) ten years ago the changes are evident to even a casual observer. Although for many years the traditionally liberal campuses have defied apartheid legislation in formulating admission policies, it is a fairly recent phenomenon that universities such as Natal, Cape Town, Rhodes and Witwatersrand have clearly stated their intention (often as a Mission Statement) to make both the student body and the staff correspond as closely as possible to the community in which each university finds itself. This has resulted in a long overdue change in the type of applicants for entrance, and in particular to Statistics courses, that these bodies receive. In Natal the position is exacerbated by the large number of school education departments that issue matriculation certificates to school leavers; these are meant to allow the individual to enter a university without further examination. The proliferation of such departments is a glaring legacy of apartheid and their incorporation into a single education department appears certain under a new political dispensation. During 1991 and 1992 the Statistics & Biometry Dept. at the University of Natal admitted students from: Natal Education Dept.; Department of Education and Training; KwaZulu Education Dept.; Joint Matriculation Board; House of Representatives; House of Delegates; Cape, Transvaal and Orange Free State Education Dept.'s; as well as a large number of "homeland" departments, such as Ciskei, Transkei, Venda, Bophutatswana and adjoining states, in particular Zimbabwe.

These issues include demonstration of ceramic component reliability, readiness of ceramic suppliers to support ceramic production needs, and development of ceramic design technologies. The AlliedSignal/Garrett Model 331-200[CT] Auxiliary Power Unit (APU) is being used as a ceramics test bed engine. The first-stage turbine blades and nozzles were redesigned using ceramic materials, employing the design methods developed during the earlier DOE/NASA-funded Advanced Gas Turbine (AGT) and ATTAP programs. Ceramic engine components have been fabricated and are now being evaluated in laboratory engine testing. The fabrication processes for these components will provide the framework for a demonstration of manufacturing process scale-up to the minimum level for commercial viability. The laboratory engine testing is helping to refine the component designs and focus the development of ceramic component technologies. Extended engine endurance testing and field testing in commercial aircraft is planned to demonstrate ceramic component reliability. Significant progress has been made during 1994. An engine with ceramic turbine nozzles was successfully operated and engine tests in the laboratory are continuing to gather useful data. An engine equipped with ceramic blades was also tested, but blade fractures occurred, interrupting operation. An extensive investigation has identified possible vibration and contact problems. Investigative evaluation efforts are continuing to identify the problem source and determine go-forward plans for ceramic blade development. Component design technologies have progressed in the areas of modeling particle impact pulverization, development of a ceramic hot corrosion environmental life model, and methods for evaluating ceramic contact damage. The planned ceramic manufacturing scale-up was initiated with two ceramics vendors, Norton Advanced Ceramics (East Granby, CT) and AlliedSignal Ceramic Components (Torrance, CA). The scaleup demonstration program is emphasizing improvement of ceramic processing yields and increased production rates. Work summarized in this paper was funded by the U.S. Dept. of Energy (DOE) Office of Transportation Technologies, as part of the Turbine Engine Technologies Program, and administered by the NASA Lewis Research Center, Cleveland, OH under Contract No. DEN3-335.

AlliedSignal Engines is addressing the critical concerns that are slowing commercialization of structural ceramics in gas turbines. The 331-200[CT] auxiliary power unit (APU) test bed features ceramic first-stage nozzles and blades. Fabrication of ceramic components provides manufacturing process demonstration scale-up to the minimum levels needed for commercial viability. On-site endurance tests are demonstrating component reliability, and additional field testing in APUs onboard commercial aircraft and stationary industrial engines is planned. Manufacturing scale-up activities showed significant progress during 1998. Subcontractors AlliedSignal Ceramic Components (Torrance, CA) and Kyocera Industrial Ceramics Corporation (Vancouver, WA) transitioned process refinements to full demonstration. Both suppliers achieved demonstration capability of ceramic nozzle production at the rate of 100 pieces/month. These suppliers are also developing fixed processes to fabricate ceramic integrally-bladed turbine rotor disks (“blisks”). Ceramic design technology advanced, and 776 hours engine operational testing of a ceramic blisk were successfully completed. Ceramic turbine nozzles were readied for planned field demonstrations, with 2.213 hours of engine endurance testing completed. High-temperature ceramic material tests in the cyclic oxidation test rigs were initiated, to establish functional operating temperature limits for current silicon nitride materials in gas turbine environments. This work was funded as part of the Turbine Engine Technologies Program by the U.S. Dept. of Energy Office of Transportation Technologies under Contract No. DE-AC02-96EE50454.

Work continued in defining boundary conditions for impact modeling of ceramic turbine engines, including completion of a three-dimensional trajectory analysis for combustor carbon particles in the engine flowpath. Contact rig tests and supporting analyses helped define the effectiveness of compliant layers in reducing ceramic turbine blade attachment contact stresses, and the results are aiding the evolution of more effective compliant layer configurations. This work supported evaluation of various ceramic turbine blade attachment designs in subelement and engine tests. Thin-film strain gage technology for measuring vibratory levels at high temperatures was successfully applied on ceramic turbine blades. Ceramic materials were screened for susceptibility to cyclic hot corrosion fatigue at the conditions affecting turbine blades. Stress rupture testing in support of the proof test methodology development was completed. Engine endurance tests with ceramic turbine nozzles accumulated over 482 additional hours of successful operation. Ceramic turbine blades were successfully demonstrated in over 190 hours of engine operation. This work brought the combined ceramic component engine test experience to over 1500 operating hours. Work summarized in this paper was funded by the DoE Office of Transportation Technologies, as part of the Turbine Engine Technologies Program, and administered through Fiscal Year 1996 by the NASA Lewis Research Center, Cleveland, OH under Contract No. OEN3-335.

The stated goals of the current program are to develop and demonstrate structural ceramic technology that has the potential for extended operation in a gas turbine environment by incorporation in an auxiliary power unit (APU) to support automotive gas turbine development. AlliedSignal Engines changed the ATTAP ceramic engine test bed from the AGT101 automotive engine to the 331-200[CT] APU. The 331-200[CT] first-stage turbine nozzle segments and blades were redesigned using ceramic materials, employing design methods developed during the earlier DOE/NASA-funded Advanced Gas Turbine (AGT) and the ATTAP programs. The ceramic design technologies under development in the present program include design methods for improved resistance to impact and contact damage, assessment of the effects of oxidation and corrosion on ceramic component life, and assessment of the effectiveness of nondestructive evaluation (NDE) and proof testing methods to reliably identify ceramic parts having critical flaws. AlliedSignal made progress in these activities during 1993 ATTAP efforts. Ceramic parts for the 331-200[CT] engine have been fabricated and evaluated in component tests, to verify the design characteristics and assure structural integrity prior to full-up engine testing. Engine testing is currently underway. The work summarized in this paper was funded by the U.S. Dept. of Energy (DOE) Office of Transportation Technologies and administered by NASA-Lewis Research Center, under Contract No. DEN3-335.

Nowadays, there are major issues facing Romanian education system. Policy makers and/or innovative teachers can bring hope and success. This paper will present past achievements and current trends concerning the implementation of the digital technologies for education within the ODL Department of the University of Bucharest. Chapter 1. After 14 years of design, implementation and management of the ODL study programs, the ODL Department reached a stable situation with indisputable achievements that are presented in the first chapter of the paper. The framework for ODL in Romania is legally defined by H.G.1011/2001 and ARACIS Quality Standards. In fact, RO-ODL is a blended learning system. All study programs provided by the ODL Dept are accredited by Romanian Agency for Quality Assurance in Higher Education. Meanwhile, we have implemented the ICTStrategy of the University of Bucharest that was approved by University Senate (2003). This strategy had 3 levels: digital literacy, ICT based curriculum and computerization of institution and processes. Real achievements will be presented (virtual campus, eL learning resources etc).The chapter two presents the actual context "Digital Agenda 2020 for Europe" which is not surprising at all if we consider forecasts made 30 years ago by visionary people. The chapter 3 presents the digital technologies under implementation within ODL Department. Our objective is to be already prepared for virtual university concept (UNIBUC-Virtual) if such decision will be taken in due time. Subjects as cloud computing, Learning Management Systems, eL learning resources, blended learning, video-lectures, video-conference systems, on-line assessment, free of charge productivity tools will be presented within the context build by ODL Department of the University of Bucharest.

Public debt management is one of the most crucial functions of any government, but we know little about how debt management offices operate. Based on a survey of 24 Latin American and Caribbean countries, this document presents the first systematic effort to analyze how these offices are organized and how they perform crucial debt management functions: developing and executing the strategy for managing the States' portfolio of liabilities and new borrowing. The evidence indicates that, although institutional capacity to manage public debt has improved in the region, the experience is uneven among countries. We conclude by highlighting potential areas for improvement.

This document analyzes gross and net public debt data for countries in the Latin American and Caribbean (LAC) region up to December 2020. It provides a unique overview of the main characteristics of the regions debt and a comparative analysis of its most pressing risks (currency, maturity, rate, and credit). Its main purpose is to assess the changes in size and composition of debt for the region and to provide a comparative analysis of the diverse country cases that comprise it. 2020 was an atypical and pressing year in fiscal demands motivated by the COVID-19 pandemic, leading to increased financing needs and thus a potential to disrupt the characteristics of debt. Using debt data collected since 2006 by the IDBs LAC Debt Group, the analysis aims to contextualize the 2020 debt structure. It also analyzes LAC debt in the first year of the pandemic, examining its evolution between June 2020 and June 2021 and provides an overview of key variables for debt in LAC countries.

Abstract:
This article has three goals. First, it describes the genesis of fiscal rules in Peru and its degree of compliance. Second, it estimates the effect of fiscal rules adoption on public investment. Last, it analyzes the impact of alternative fiscal rules on public investment and public debt sustainability. Our main results are as follows. First, the implementation of fiscal rules in the year 2000 caused a 60 to 80 percent fall in public investment relative to several counterfactuals. Second, our DSGE model suggests a Structural Fiscal Rule would have increased the consumers welfare in the period 2000-2019 more than other fiscal designs. This rule reduces the procyclicality of public investment under commodity price shocks and macroeconomic volatility under world interest rate shocks. Third, a Structural Fiscal Rule has the lowest probability of exceeding the current public debt limit (30 percent of GDP), although there is a trade-off between investment-friendly rules and fiscal sustainability issues. Nevertheless, our quantitative results are limited to short spans of analysis. With a long-run perspective, we may say that fiscal rulesdespite constant modifications and recurring non-compliancehave fulfilled their original and most important goal of achieving the consolidation of public finances.

We study how capital controls and domestic macroprudential policy tame credit supply booms, respectively targeting foreign and domestic bank debt. For identification, we exploit the simultaneous introduction of capital controls on foreign exchange (FX) debt inflows and an increase of reserve requirements on domestic bank deposits in Colombia during a strong credit boom, as well as credit registry and bank balance sheet data. Our results suggest that first, an increase in the local monetary policy rate, raising the interest rate spread with the United States, allows more FX-indebted banks to carry trade cheap FX funds with more expensive peso lending, especially toward riskier, opaque firms. Capital controls tax FX debt and break the carry trade. Second, the increase in reserve requirements on domestic deposits directly reduces credit supply, and more so for riskier, opaque firms, rather than enhances the transmission of monetary rates on credit supply. Importantly, different banks finance credit in the boom with either domestic or foreign (FX) financing. Hence, capital controls and domestic macroprudential policy complementarily mitigate the boom and the associated risk-taking through two distinct channels

Approximation is a new inference service in Description Logics first mentioned by Baader, Küsters, and Molitor. Approximating a concept, defined in one Description Logic, means to translate this concept to another concept, defined in a second typically less expressive Description Logic, such that both concepts are as closely related as possible with respect to subsumption. The present paper provides the first in-depth investigation of this inference task. We prove that approximations from the Description Logic ALC to ALE always exist and propose an algorithm computing them. As a measure for the accuracy of the approximation, we introduce a syntax-oriented difference operator, which yields a concept description that contains all aspects of the approximated concept that are not present in the approximation. It is also argued that a purely semantical difference operator, as introduced by Teege, is less suited for this purpose. Finally, for the logics under consideration, we propose an algorithm computing the difference.

Abstract:
Earthquake focal mechanisms have contributed substantially to our understanding of modern tectonic stress regimes, perhaps more than any other data source. Studies generally group focal mechanisms by epicentral location to examine variations in stress across a region. However, stress variations with depth have rarely been considered, either due to data limitations or because they were believed to be negligible. This study presents 3D grids of tectonic stress tensors using existing focal mechanism catalogs from several subduction zones, including Cascadia, Japan, Nankai, Mexico, and northern Chile. We bin data into 50 x 50 x 10 km cells (north, east, vertical), with 50% overlap in all three directions. This resulted in 181380 stress inversions, with 90% of these in Japan (including Nankai). To the best of our knowledge, this is the first examination of stress changes with depth in several of these regions. The resulting maps and cross-sections of stress can help distinguish locked and creeping segments of the plate interface. Similarly, by dividing the focal mechanism catalog in northern Japan into those before and those >6 months after the 2011 Mw 9.1 Tohoku-Oki earthquake, we are able to produce detailed 3D maps of stress rotation, which is close to 90° near the areas of highest slip. These results could inform geodynamic rupture models of future megathrust earthquakes in order to more accurately estimate slip, shaking, and seismic hazard. Southern Cascadia and Nankai appear to have sharp stress discontinuities at ~20 km depth, and northern Cascadia may have a similar discontinuity at ~30 km depth. These stress boundaries may relate to rheological discontinuities in the forearc, and may help us unravel how forearc composition influences subduction zone behaviour and seismic hazard.

Abstract:
This paper aims to provide evidence on the effects of fiscal rules on public investment, fiscal results and growth in Costa Rica and Panama. First, we find that the budget formulation process and the political economy behind the adoption and compliance of fiscal rules explain that Panama has a bias to create and sequentially pile up rules, while Costa Rica has a tendency not to comply with them. Second, a retrospective analysis of the 2018 fiscal rules in both nations finds asymmetric effects on the fiscal results. In Panama it is difficult to separate the effect of fiscal rule designs on public investment; and, in Costa Rica, the application of the fiscal rule will decrease public investment, if the debt to GDP ratio exceeds 60 percent and current expenditure crowds out capital expenditure. Two lessons emerge. First, an effective fiscal rule compliance requires time consistent institutions, solid monitoring, enforcement schemes and improving the quality of public financial management systems. Second, it is necessary to review the design of fiscal rules in both countries to ensure they are investment and growth friendly.
