Abstract:
It is currently hypothesised that the chokka squid (Loligo reynaudi) consist of a single stock. This was tested through a spatial comparison of the morphology of this species. Forty three morphometric characters were measured from 1079 chokka squid collected from three regions: the south coast of South Africa, the west coast of South Africa, and southern Angola. While no significant differences were found for the hard body parts, results from discriminant function analyses showed the soft body morphometric characters from each of the three regions differed, with an overall correct classification rate of 100% for males and 99% for females in all three regions. Due to the existing model being used to assess the resource currently being updated it was not feasible to apply this model to the area-disaggregated data from this study. Rather, the CPUE trends and catches from the area-disaggregated data were compared against those of the area-aggregated data, as a first attempt to discern any appreciable differences which would suggest the use of disaggregated data in future assessments. Both the trawl and jig CPUE trends from the area-disaggregated analysis differed only slightly from those of the area-aggregated data. Similarly, the spring and autumn biomass trends for the main spawning area (east of 22°E) followed the same trends as for the full area. It is therefore concluded that there is currently no need to assess the resource on an area-disaggregated basis.

Abstract:
Movement of fishes is an integral part of their daily life, but has significant implications for fishery management. As with nearly all coastal countries, South Africa relies on coastal fisheries as a renewable resource, but many stocks have been overexploited for decades. Although it has long been recognised that an understanding of fish movement is necessary for effective management, it is with some difficulty that the subject has been studied in the past. In recent years, however, improvements in technology have provided the means for more in-depth investigations into fish movement. This research has revealed a range of complex movement behaviours. Movement in fishes occurs on a variety of temporal and spatial scales leading to the characteristic patterns of distribution and abundance observed in marine ecosystems. Fishes move nearly constantly in search of food, shelter or reproductive opportunities. Observations of behaviours such as long-term site fidelity, longdistance migration and natal homing are enabling ecologists to understand patterns of distribution and abundance within a species' range. Fish movement around the South African coast has been studied on numerous occasions but this has largely been confined to studies on single species. Movement behaviour of multiple species has been studied, but this has been limited to spatially localised marine protected area research. There has been little attempt in southern Africa to synthesize interspecific movement behaviour over wide spatial scales.Unprecedented concern over the biological effects of overexploitation, together with rapid technological advances in biotelemetry, have provided the impetus for much research, on a global scale, into the movement of marine animals. I reviewed 101 marine and estuarine fish movement studies from southern Africa, published from 1928 to 2014, with the aim of synthesising research trends and findings. Trends showed an increasing emphasis on fish movement research in publications in the sub-tropical and warm-temperate biogeographic regions along the south and east coasts of southern Africa. Although 63% of publications featured only marine studies, research into fine-scale habitat use in estuaries has been on the increase, concomitant with increasing accessibility of biotelemetry. Overall, 26 fish families were identified in the surveyed literature with regionally endemic sparids featuring in 32% of the publications. Ten movement themes were identified in the surveyed literature, including broad-scale movement patterns, which featured in 68% of studies, followed by fine- scale habitat usage (33%) and protected areas (26%). The most prominent phenomenon, emerging from this research, is that of partial migration, which describes the occurrence of resident and migratory behaviour within a coexisting animal population. Substantial progress has also been made in unravelling the complexities of fine-scale movements in marine reserves and habitat usage in estuaries. While this knowledge has enabled more effective management of South Africa's multi-user, multi-species fisheries, focus should now be directed at improving our understanding of the commonalities in movement behaviour, the associated driving forces behind this behaviour and the extent of movement across reserve boundaries. Mark-recapture data, collected over the past 30 years by the Oceanographic Research Institute’s Cooperative Fish Tagging Project (ORICFTP), were used to investigate broad- scale movement patterns of 30 prominent coastal fishery species (Chapter 4). Fishes were tagged with plastic dart tags along the coastline of southern Africa from Angola to Mozambique. This exercise yielded more than 10000 recaptures. The 30 chosen species represented 14 families, although 12 species belonged to a single family (Sparidae). Overall, 67% of recaptures were reported from the original tagging locality and 73% were recorded within 5 km of the tagging locality. The remaining observations extended from 6-3000 km. Movements were assigned to four distance bins (0-5 km, 6-50km, 51-500km and >500 km) and modelled with an ordinal logistic regression. Species, life-stage (juvenile/adult) and time- at-liberty were included as predictor variables. Model coefficients were then included in a cluster analysis, which produced two primary groupings of species (Category I and II), with two sub-groupings (Category IIa and IIb). Category I species were characterised by wide-ranging movements, greatest median recapture length and highest trophic levels. Category II species were characterised by residency, lower median recapture length and lower trophic levels. These findings have implications for fisheries management. Exploitation of resident species may lead to localised depletion, but their diffuse spatial distribution may offer some resilience. In contrast, even localised targeting of migratory species may pose a population level risk if individuals are known to aggregate. Life-cycle diversity or intra-population variability describes the existence of alternative strategies or tactics among coexisting individuals within an animal population (Chapter 5). Partial migration is a specific case of life-cycle diversity where coexisting groups exhibit either resident or migratory (wide-ranging) behaviour within a single population. Mark- recapture data collected under the auspices of the ORICFTP were used to investigate the occurrence and nature of life-cycle diversity in the movement behaviour of five non- diadromous fish species around the coastline of southern Africa. Among the five species were three teleosts (Category I and IIa) and two elasmobranchs (Category I). A fish was considered to have remained resident if recaptured within 0-5 km after 365 days at liberty. A fish was considered to have undertaken a wide-ranging movement if recaptured more than 50 km away from the release site in 365 days or less. A total of 1848 individuals from the five study species were recaptured during the study, of which 73% of the observations were classified as being resident. Binomial logistic regression confirmed that species, life-stage (juvenile/adult) and ecoregion were significant (p < 0.001) predictors of the probability of wide-ranging behaviour. A Gaussian model confirmed that species and ecoregion were also significant (p < 0.001) predictors of direction and distance of wide-ranging movement. However, the direction and distance of wide-ranging movements in juveniles did not differ significantly (p > 0.05) to that of adults. The median growth rate was mostly greater in wide- ranging individuals; however, this was only statistically significant (p < 0.05) in two cases. These findings provide unequivocal evidence of life-cycle diversity in five fish species, with vastly different life-histories. This ecological phenomenon may provide species resilience at the population level and needs to be considered in fisheries management initiatives. The movement of fishes is a fundamental aspect to consider when designing fishery management regimes. Unfortunately, traditional management strategies have often disregarded movement behaviour to the detriment of fish populations (Chapter 6). As a case study, the management of Lichia amia (Category I: wide-ranging) was evaluated in the context of its movement behaviour. Long-term catch-per-unit-effort (CPUE) datasets were examined for three South African recreational fishery sectors. The CPUE was standardised using generalized linear models (delta-Gamma/hurdle approach) to reduce the effect of factors other than abundance. Factors that were available for this purpose were year, month and locality/zone. Year was included in every model as the primary objective was to detect trends in abundance over time. Although standardised CPUE for all sectors showed an overall long-term decline, there was considerable variability in trends between the different recreational sectors and between datasets. Contrasting trends between competitive shore angling and general shore angling datasets were ascribed to hyperstability in competitive CPUE data. Hyperstability in this case was mostly influenced by rapidly improving technology, techniques and communication networks amongst competitive anglers. Month and locality were significant factors explaining the probability of catching L. amia. This suggests that the predictable aggregatory behaviour of this species could further compound the observed CPUE hyperstability. Although the CPUE responded positively for six years after implementation of the first minimum size and bag limits, and for one year after the decommercialisation of the species, these regulations and their amendments failed to arrest a long-term decline in the CPUE despite the ample evidence for hyperstability. It is clear from this case study that the predictable nature of wide-ranging behaviour in L. amia has made the population vulnerable to exploitation. This has led to the demise in the population, which could have been worse if not for the occurrence of intra-population variability in its movement behaviour, which may provide some measure of resilience.

Labeo spp. are large, herbivorous fishes that are important components of aquatic ecosystems and are a high conservation priority in South Africa. This thesis contributes to determination of conservation priorities for Labeo umbratus (Smith 1841) by resolving the taxonomic status of this species in the evolutionary context of southern African Labeo spp., assessing the presence of unique lineages in historically isolated river basins, and assessing the threat of intra- and interspecific hybridisation associated with introductions. Phylogenetic analyses of five DNA sequence data sets (cytochrome c oxidase subunit I gene [COI], cytochrome b gene [Cyt b], Recombination activating gene 1 [Rag1], COI+Rag1 and COI+Cyt b+Rag1) showed that the Labeo umbratus group (sensu Reid, 1985), which comprises the species Labeo umbratus, Labeo capensis (Smith 1841), Labeo seeberi Gilchrist and Thompson 1911 and Labeo rubromaculatus Gilchrist and Thompson 1913, is monophyletic, morphologically distinct and geographically disjunct from other African Labeo spp. groups except in the Tugela River system were L. rubromaculatus co-occurs with Labeo molybdinus Du Plessis 1963. Phylogeographic analysis of mitochondrial DNA (Cyt b) sequence data demonstrated that the populations of the L. umbratus from the Orange and the southward-flowing river systems are reciprocally monophyletic and were identified as evolutionary significant units. The populations in the southward-flowing river systems were further divided into southwestern (Gourits and Gamtoos) and southeastern (Sundays, Bushmans, Great Fish, Keiskamma, Buffalo and Nahoon) polyp hyletic sublineages. Four management units (Gourits Basin; Gamtoos Basin; Sundays+Bushmans+Great Fish River Basins; and Keiskamma+Buffalo+Nahoon River Basin) were not reciprocally monophyletic but were proposed on the basis of containing unique haplotype frequencies for conservation purposes. To evaluate the threat of hybridisation to the genetic integrity of L. umbratus, the occurrence of Labeo umbratus x L. capensis hybrids was investigated using mtDNA Cyt b and nDNA S7 intron sequence data and morphological data. Genetic evidence for interspecific hybridisation was detected for populations in two impoundments, Hardap Dam (Orange River Basin) and Darlington Dam (Sundays River Basin, Eastern Cape, South Africa). Some putative hybrids were identifiable morphologically on account of intermediacy between the parental species in meristic and morphometric characters. Translocation via direct stocking (Hardap Dam) or via an inter-basin water transfer scheme (Darlington Dam) was identified as a driver for hybridisation. Introductions associated with an inter-basin water transfer scheme has resulted in introgression between the previously isolated Orange River and southern lineages of L. umbratus. Further translocation of fish from these affected areas to non-contaminated river systems and impoundments such as Kat River (Great Fish River) and Slagboom (Sundays River) should be avoided.

Abstract:
The objective of this thesis is to analyse the management and redistribution policies implemented in the South African squid industry. This is done within the broader context of fisheries policies that have been implemented within the South African fishing industry as the squid industry has developed. The study therefore has an institutional basis, which reviews the development of institutional mechanisms as they have evolved to deal fisheries management problems. These mechanisms (which can either be formal or informal) consist of committees, laws and constitutions that have developed as society has progressed. Probably the most prominent of these, in terms of current fisheries policy, is the Marine Living Resources Act (MLRA) of 1998. The broad policy prescription of the MLRA basically advocates the sustainable utilisation of marine resources while outlining the need to restructure the fishing industry to address historical imbalances and to achieve equity. It is this broad objective that this thesis applies to the squid fishery. The primary means of achieving the above objective, within the squid industry, has been through the reallocation of permit rights. These rights also provide the primary means by which effort is managed. A disruption in the rights allocation process therefore has implications for resource management as well. Permits rights can be described as a form of use right or propertY right. These rights are structured according to their operational-level characteristics, or rules. Changing these rules can thus affect the efficiency or flexibility of a rights based system. This is important because initial reallocation of rights, by the Department of Environmental Affairs and Tourism (DEAT), was based on an incomplete set of rights. This partly led to the failure of early redistribution attempts resulting in a "paper permit" market. Nevertheless, this thesis argues that redistribution attempts were based on ill-defined criteria that contributed to the failure described above. In addition to this the method through which redistribution was attempted is also questionable. This can be described as a weak redistribution strategy that did not account for all equity criteria (i.e. factors like capital ownership, employment or relative income levels). This thesis thus recommends, among other things, that an incentive based rights system be adopted and that the design of this system correctly caters of the operational-level rules mentioned above. In addition to this a strong redistribution, based on fishing capital, ownership, income and the transfer of skills, should be implemented.

Abstract:
A new policy incorporating an operational protocol was developed for the establishment of new fisheries in South Africa. The common octopus, Octopus vulgaris was used as a candidate species for the project. The operational protocol consisted of a three-phased development framework, namely information gathering (Phase 0), an experimental fishery (Phase 1) and the final implementation of a commercial fishery (Phase 2). The present study focussed on phase 0 of this theoretical framework and protocol and was implemented by using a proposed octopus pot fishery in South Africa as a case study. Phase 0 included a desktop study, information gathering in the field, an economic feasibility study and the formulation of a Fishery Management Plan and experimental design for the fishery. Information gaps identified during the desktop study were addressed during field investigations into the population structure and biology of O. vulgaris along the southeast coast. Immature females were found to use the intertidal area to feed and grow before migrating to the subtidal area to mature and spawn. Mean size differed substantially between intertidal and subtidal areas, with larger octopus found subtidally. Age and growth trials using tetracycline as a marker showed that O. vulgaris deposit daily growth lines in their beaks. A genetic study showed that there is most likely only one panmitic population along the coast. The economic feasibility study indicated that a longline pot fishery could be feasible provided a 30% catch in 6600 pots/month is attained. Only existing, debt-free vessels should be used in this fishery. The Fishery Management Plan proposed in this study includes management measures such as effort limitation of licences and gear, size restrictions, vessel monitoring systems, and observer programmes. Based on the population dynamics and biology of O. vulgaris it is suggested that a precautionary approach to developing fisheries for this species in both the inter- and subtidal areas along the South African coast.

This study covers an investigation into project management best practices in Southern Africa. The purpose of the research was to determine which of the current accepted project management tools and techniques are seen as critical in the region. It also focuses on determining any external or internal factors that hamper effective development of project management in the Southern African region. The study further tries to determine whether there are any noticeable differences between accepted project management practices in the developed world and practices used in the region. The study was conducted using a survey with a mix of open and scaled questions and was sent out to a number of companies selected because they employ established project managers. A total number of 400 questionnaires were sent out and 42 completed questionnaires were received from respondents. The study found that there are no significant differences between the techniques used for project management in Southern Africa and techniques used in the rest of the world. There are, however, several factors influencing project management development in the region that are unique to the region including a severe shortage of skilled people and infrastructure problems. There is also a lack of knowledge about project management practices amongst respondents and amongst other members of their organizations including senior management. This lack of knowledge combined with the shortage of skilled people can result in serious problems with the execution and management of projects in the Southern African region.

Over the past few decades it has become recognised that an ecosystem approach is required to manage world fisheries. Management strategies must ensure that non-target (bycatch) as well as target catches are sustainable. To achieve this, detailed commercial catch and biological information is required. The composition of catches made by trawlers operating off the south and west coasts of South Africa was investigated. Distinct fishing areas were identified on each coast, based on target species and fishing depth. Catch composition differed markedly among the areas defined. Although hake Merluccius sp. dominated South Coast catches, a large proportion of the catch was composed of bycatch. On the West Coast, hake dominated catches and this domination increased with increasing depth. On both coasts approximately 90% of the observed nominal catch was processed and landed. Estimates of annual discards suggested that the fishery discarded 38 thousand tons of fish per annum (16% of the nominal trawl catch). The data also indicated that hake discarding, the capture of linefish and the increased targeting of high value species might be cause for concern. Spatial analysis indicated that a variety of factors such as trawling position, catch size and catch composition affects bycatch dynamics. The monkfish Lophius vomerinus is a common bycatch species that has been increasingly targeted by demersal trawlers. This study showed that L. vomerinus is a slow-growing, long-lived species (West Coast males L∞ = 68.50cm TL, t₀ = -1.69yr, K = 0.10yr⁻¹; West Coast females L∞ = 110.23cm TL, t₀ = -1.54yr, K = 0.05yr⁻¹; South Coast sexes combined L∞ = 70.12cm TL, t₀ = - 0.80yr, K = 0.11yr⁻¹), that matures at approximately 6 years of age. These traits could have serious management implications for the species. Per-recruit analysis suggested that the stock might be overexploited, although further investigation is required to confirm this. Solutions were suggested for each of the concerns raised, taking cognisance of the differences observed between the South and West Coasts and the economic dependence of South Coast companies on bycatch. The needs of future research were considered.

Abstract A retrospective serosurvey of multi-host feline and canine viruses among carnivore species in southern Africa (n = 1018) identified widespread pathogen exposure even in remote protected areas. In contrast to morality experienced in East African predators, canine distemper virus (CDV) infection among African wild dogs (Lycaon pictus) in Botswana was not associated with identifiable change in pup survivorship or disease related mortality of adults. A disease outbreak of unknown aetiology occurred in the same population over 4 weeks in 1996. Outbreak boundaries coincided with ecotones, not the spatial distribution of contiguous packs, highlighting the potential importance of landscape heterogeneities in these processes. Direct management of pathogens in domestic animal reservoirs is complicated by the apparent complexity of pathogen maintenance and transmission in these large systems. Conservation effort should be focused at securing large metapopulations able to compensate for expected episodic generalist pathogen invasion and attention directed to addressing underlying causes of population depression such as habitat loss and wildlife conflict.

The airline industry is structurally challenged by its very nature, facing high fixed costs, cyclical demand, intense competition and vulnerability to external shocks. This is exacerbated further by other endogeneous and exogeneous challenges in the operating environment, which make it difficult to operate airlines successfully. Consequently, structural, endogeneous and exogeneous challenges produce thin profit margins for airlines, thereby prompting airline managers to identify critical success factors to these challenges. However, operating airlines in southern Africa has proved to be fraught with difficulties resulting in several airlines terminating their services after short periods of operation, thereby disrupting travellers. The purpose of this research is to identify critical success factors to overcome challenges facing airlines in the region. A mixed-methods research design and an extensive literature review on critical success factors for airlines was employed, followed by several interviews with key personnel at eight southern African airlines. Purposive sampling was used to collect data from 54 respondents from eight different airlines. From the study, it is clear that the ability for airlines to survive financially is seriously threatened by organisational, industry, and environmental success factors. Within the organisation management inefficiency, labour inefficiency, use of aged fleets and management turnover significantly affected negatively the performances of state carriers, whilst alliances and the use of a standardised fleet significantly affected positively the performances of private airlines. The following environmental success factors namely, political, economic and technological factors, significantly affected negatively the performances of all airlines. Furthermore, national airlines received preferential treatment, which often distorted any prospect of a level playing field, thereby preventing privately owned carriers from competing effectively. The following industry success factors namely, rivalry amongst existing competitors, the bargaining power of suppliers and the bargaining power of customers significantly affected negatively the performances of airlines. As such, the following industry success factors were identified, namely the low threat of substitutes and new entrants, which are not enough to mitigate intense rivalry and the high bargaining power of customers and suppliers. Several suppliers can squeeze airlines, and even though the threat of new entrants is low, wherever there is potential, there will be new entrants, creating overcapacity and reducing yields. Consequently, to overcome challenges in the region the following organisational success factors were identified, namely management efficiency, the use of a modern fleet, fuel efficiency, labour efficiency, alliances, aircraft choice and customer satisfaction.

Since the democratic election of 1994, the government was left with the challenge to re-allocate rights in a way that would ensure that the under-presentation of historical disadvantaged individuals (HDl's) in the fishing industry would be corrected. The laws and regulations related to marine fisheries were also revised. The Marine Living Resources Act, No. 18 of 1998 attempted transformation in the fishing industry but lacked clear guidelines which led to litigation and crises in the fishing industry as many fishers were unhappy with the whole process. Marine fisheries policy was established and published in 1997 to address those historical imbalances by introducing the fishing right system of allocating rights to represent the national demographics of the country. This report seeks to describe the theory of the South African fishing industry, policy developments and the current status of permit allocation in South Africa. It will also examine the effectiveness in the implementation of the marine fisheries policy for South Africa. It will focus on the distribution of marine resources for commercial fishing purposes.

The main objective of this thesis is to provide an analysis of the economic logic behind fisheries policy and redistribution in South African. An examination of the institutional and organizational evolution reveals that South African fisheries policy followed the world trend in the movement toward quota management systems. However, it is argued that due to the peculiarities of the Apartheid political system, South Africa developed a unique and persistent structure of individual fishing rights that resulted in a transfer of power from the fisher to monopsonistic, and subsequently vertically integrated, fish processing companies. Problems, however, arose with the need to redistribute fishing rights to previously repressed racial groups. It is proposed that, within a specific form (TAC), the structure of individual fishing rights can be decomposed into four operational rules, namely, the right of participation, asset size, tradability and duration of term. Policy design is restricted to a feasible set of rules that impact on the flexibility of the system, the incentives facing private fishing companies and fishers, the efficiency of the fisheries management plan and finally the effect it has on a redistribution strategy. Within this analytical framework, South Africa's policy yields a very flexible system favourable to monopsonistic industrial organisation. However, by adding a redistribution constraint, this structure has a number of important effects. First, as new quota holders are added the information costs for effective fisheries management increase exponentially. Second, the transaction costs to private fishing companies are increased. Third, only the resource rent is redistributed (weak redistribution). Next, the micro to small vessel fisheries, the medium vessel fisheries and the large vessel fisheries are examined separately. The major aim is to determine, within the available data, the effect that a weak redistribution policy (redistribution of the resource rent), has on strong redistribution (redistribution of fishing capital and skills). The evidence definitely supports the analytical framework and suggests that fundamentally the structure of individual fishing rights, which evolved in response to a monopsonistic industrial organisation during the apartheid era in South Africa, works against strong redistribution. Also, that different fisheries face different constraints and that these should in certain instances be treated separately.

The recent adoption of the Trade Facilitation Agreement by WTO members in 2014 renewed the global impetus to ease the movement of goods. Developing countries in Sub Saharan Africa have joined the global community in this regard. It has been noted that although tariffs in developing countries have been lowered, numerous non-tariff barriers and non-tariff measures are stifling trade. Cumbersome border processes have added avoidable costs to trade. In this study, we examine the challenges being faced in Zimbabwe in the transboundary movement of goods. The study makes use the World Bank database on Trading Across Border, Logistics Performance Indicators, and the Ad Valorem Equivalent by the World Bank's Economic and Social Community for Asia and Pacific. The data is compared with South Africa, Zambia, OECD High Income Countries, and East Asia. The findings show that, it is a huge challenge to move goods in Zimbabwe. In other words, doing business with Zimbabwe is not for the faint at heart. These challenges emanate from exorbitant administrative fees, high document requirements, and time delay constraints. These costly non-tariff barriers present a costly murky trade protectionism. The entire logistics chain and infrastructure system need to be revamped to improve reliability and minimise trade costs. When compared to ad valorem equivalent, Zimbabwe trade costs with South Africa and Zambia in agriculture are in excess of 100%, while those for the manufactured goods average 65%. The high trade costs in agriculture are high mainly due to excess requirements in terms of processes and procedures to move goods across borders. Combining trade costs data with specific knowledge on trade facilitation, logistics and trade policy will provide a comprehensive diagnosis that will help to prioritize reform packages that carry maximum impact. In light of these findings, the research recommends to customs officials and government policy makers, areas to address in the entire trade facilitation process that will bring huge impact in terms of removal of border inefficiencies, minimising of trade costs, and improvement of the logistics chain. These recommendations range from the establishment of single window system, integrated border management, and one stop border posts as part of the entire process under trade facilitation.

The global trend towards sustainability is influencing humankind on a daily basis. One of the aspects of human life that is significantly influenced by this trend is decision making with regard to travel and holidays. The investigation was initiated in an attempt to monitor the sustainability of community-based ecotourism in southern Africa and to set a baseline for future comparison. A comprehensive inventory of 331 community-based tourism ventures across southern Africa was compiled as part of the study. A spatial selection was undertaken to refine the selection of ventures which could be safely and economically visited in southern Africa. A telephonic interview was carried out with each of the remaining 241 community-based tourism ventures in order to determine which ventures may be categorized as community-based ecotourism ventures. The results of the telephonic interview were used to classify the community-based ecotourism ventures into types. A random selection within types followed to select six case studies for further investigation. An evaluation framework was constructed to monitor the sustainability of the selected community-based ecotourism ventures. The evaluation framework made use of a number of sustainability issues and their associated indicators. The evaluation framework was then tested for its applicability to investigate the social, economic and environmental sustainability of the six case studies. Thereafter a cross-case analysis was undertaken to compare the results and to obtain baseline data for future comparison. The utility of the constructed evaluation framework was subsequently commented on and changes were recommended. The study provided a time- and cost-effective evaluation framework for monitoring the sustainability performance of community-based ecotourism ventures. The constructed framework also makes an important contribution as a departure point in the adaptive learning cycle for the development and implementation of sustainable tourism indicators for community-based ecotourism ventures. Case study specific recommendations were made in order to improve the sustainability performance of the investigated case studies. The results of this study serve as a benchmark against which future investigations into the sustainability of community-based ecotourism ventures in southern Africa may be compared. Conclusions relating to the sustainability of community-based ecotourism ventures in southern Africa are drawn, and a number of recommendations for further research are made.

Pollution control regulations directed at the land-based factories of the Southern African fish processing industry do not appear to promote the required level of investment in pollution control systems. Two self-administered mail-questionnaires comprising undisguised fixed-alternative and open-ended questions were constructed to survey the opinions and viewpoints of a census consisting of twenty-seven senior managers responsible for making pollution control investments in the demersal and pelagic sectors of the fish processing industry. The first questionnaire was directed at establishing the relative importance of factors that influence waste and pollution control investment decisions as well as the perceptions and preferences of managers with regard to various pollution control policy options. Descriptive statistics such as the modal class were used to summarize the distribution of opinions and viewpoints within the research population. Rank ordered preference data was analyzed using a multidimensional unfolding computer algorithm. This structural multivariate statistical method is a special case of non-metric multidimensional scaling that generates perceptual maps which can aid in the discovery of the hidden structure underlying multidimensional decisions. Investments in waste and pollution control do not appear to have a high priority when compared to other strategic investments that the fish processing industry managers may make. The relative importance of factors that could influence the managers of the industry to invest in waste control equipment appear to be determined by the perceived financial returns that can be expected from such investments. Findings suggest that pollution control legislation is rendered ineffective due to inadequate enforcement. However, it appears that existing legislation needs to be rationalized in order to facilitate compliance. The most favoured pollution control instruments were those that lowered the cost of legally mandated expenses such as subsidies and income tax allowances. These were followed by permit systems which specified the allowable characteristics of discharges while allowing individual companies freedom of choice as to the method of achieving compliance. The second questionnaire was used to verify the researcher's interpretation of the findings and preliminary conclusions drawn from the replies to the first questionnaire.

Tuna are of significant global economic importance and a prime food source. Increased levels of fishing have resulted in many stocks being under threat and a number of species are considered to be overfished. The South African tuna industry has had limited management attention from the South African fisheries management agency. A recent development has been an increase in the number of tuna caught by small vessels that target the fresh tuna market in South Africa and overseas. This has highlighted the importance of developing a holistic management plan for the sector and creating an awareness, among vessel owners, of the importance of compliance with initiatives such as the Marine Stewardship Council (MSC). The South African tuna fishery comprises three sectors: baitboat, sport and longline, all of which are currently in need of acquiring more biological and fisheries data. This project was initiated to collate existing information and to collect additional information where possible. This encompassed a qualitative and quantitative assessment of the size and shape of the tuna fishing industry, which included estimates of total catch, effort, catch-per-unit-of-effort (CPUE) and stock structure (obtained through comparative estimates of age and growth), as well as socio-economic and economic information. A technique involving an examination of specific vertebrae was used to obtain age-growth information for T. albacares. These data were used to estimate von Bertalanffy (VBGF) growth parameters: F 2 1. , k 0.1 , and t₀ -0. 1 year. No significant differences in growth parameters were found in yellowfin tuna (Thunnus albacares) from different localities around the South African coast, i.e. from the south eastern Atlantic and the south western Indian Ocean. In addition, growth did not differ between South Africa and other regions (Draganic and Pelzcarski 1984, Fonteneau 1980, Gascuel et al. 1992, LeGuen and Sakagawa 1973, Lehodey and Leroy 1999, Lessa and Duarte-Neto 2004, Shuford et al. 2007, Stequert et al. 1996, Wild 1986, Yang et al. 1969). Further substantiation of the above-mentioned observations was found by recording differences in the sizes of fish caught in the inshore (baitboat and sport fishery vessels) and offshore (large pelagic longline vessels) sectors of South African tuna fisheries. A significant difference between the regions — in terms of the size of fish caught inshore — was noted, with mostly-juvenile fish being caught in KwaZulu-Natal (5.4 ± 3.5kg), sub-adult fish in the Eastern Cape (26.2 ± 13.4kg), and adult fish in the Western Cape (42.3 ± 14.4kg). Since mostly-adult fish were caught offshore by longliners, with no significant differences between regions, it is however possible th at adult fish predominantly inhabit the offshore region. Yellowfin tuna caught by the large pelagic longline fishery in the three managerial zones (A, B and C) were predominantly adult fish of similar size, namely Zone A: 38.9 ± 6.9kg; Zone B: 28.7 ± 4.6kg, and Zone C: 36.0 ± 5.1kg. The recreational ski boat sport fishery has remained stable, in terms of participation, consisting mostly of white middle aged males in the top 25% of household income distribution, having either permanent occupational status or being retired. Fishers within this sector are willing to incur great expense to partake in the fishery and they provide an important economic contribution to coastal towns, particularly in the Eastern Cape. The total catch (of 83t) of yellowfin tuna by the competitive sport fishery within the Western and Eastern Cape regions was considerably lower than that of commercial tuna baitboat catches, which amounted to 186t, and the large pelagic longline sector that caught t in 200. It is however likely that the competitive sport fishery's total yellowfin tuna catch (of 83t in 2009) of the Eastern and Western Cape competitive sport fishery was considerably less than the total yellowfin tuna catches of the whole South African deep-sea sport fishery. Longfin tuna are the primary target species of South Africa‘s baitboat fisheries, comprising an average of 86% of the total catch and generating ZAR49 million in employment income in 2002. South Africa was responsible for 20% of the total longfin tuna annual yield in 2004 in the southern Atlantic Ocean, behind Taiwan with 59%. However, yellowfin tuna only contributes a small percentage towards total catches (8.4 ± 8.2% between 1995 and 2009), generating ZAR1.3 million in employment income in 2002. Of the four vessel categories comprising the tuna baitboat fishery, ski boats had the highest yellowfin tuna CPUE in 2009 (117 ± 62 kg.vessel⁻¹.day⁻¹) and the lowest effort. The ski boats sector is the most opportunistic fishery as they are only active when either longfin or yellowfin tuna are in high abundance. At such times catches are guaranteed, so can be expected to offset expenses. In 2009 the CPUE for yellowfin tuna for 15–19m vessels and freezer deckboats was 12 ± 20kg.vessel⁻¹.day⁻¹ and 3 ± 6kg.vessel⁻¹.day⁻¹, respectively. These vessels specifically target longfin tuna when they are in abundance. Since the start of the tuna baitboat fishery in 1995, there has been a substantial increase in the number of new entrants. In 2002 this sector had a fleet size of 82 vessels with a capital value of ZAR163 million and a total employment income of ZAR58 million, employing 2 173 fishers, of which 87% were black African. The commercial tuna baitboat fleet has subsequently grown to 200 vessels and 3600 crew, with 110 active vessels fishing for a combined fleet average of 46 days per year. There are a high number of owner-operated vessels. Since 2007 the fishery's profit to cost ratio has been low due to the low abundance of tuna stocks off the coast of South Africa, which has resulted in poor catch returns, placing economic pressure on the fishery. The baitboat industry is a low-profit-margin fishery with a total net catch value worth ZAR90 million in 2009 (Feike 2010). The abundance of yellowfin tuna influences profit margins, with very high profits being made when abundance and catches are high. The large pelagic longline fishery has a total allowable effort of 43 vessels of which only 30 vessels fished during 2009, when a reported 766t of yellowfin tuna were caught, representing a total tonnage far in excess of that obtained by the combined effort of the baitboat and sport fishery. It is, however, assumed that considerable underreporting of catches takes place within this fishery, which means that the estimated total net catch value of ZAR100 million could, in fact, be much higher. Such underreporting of catches is of great concern for this fishery, as is the high bycatch of Chondricthians spp. that significantly outweighs imposed regulatory limits (DEAT 2007). The present study demonstrates the current lack of comprehensive catch and effort data for the sport, baitboat and longline fisheries as well as the serious limitations and flaws associated with current databases. Results from the present study have drawn attention to a number of high-priority research needs, as outlined below. (1) A major lack of comprehensive catch and effort data for the sport fishery, which can be rectified by focussing on obtaining more competition data, as well as high-quality catch and effort and socio-economic information, as opposed to relying on information from non-club anglers (Gartside et al. 1999, Williams 2003, Cass-Calay 2008). Acquisition of such data is relatively inexpensive: the location of organized clubs and their frequent competition meetings provide widespread coverage along the Southern African coastline. Such data acquisition efforts have the potential to provide reliable information on spatial catch trends. (2) Validation of vessel catch return data is required for commercial fisheries and on some recent data that has emerged from studies of catch rates and trends for target species, particularly in the longline fishery. In this context it should be noted that the most recent peer-reviewed publications on this exploratory fishery were published more than a decade ago (Kroese 1999, Penny and Griffiths 1999). Additional studies need to be undertaken and journal articles published on the current stock status of South African catches of yellowfin and bigeye tuna and swordfish.

In his 2006 State of the Nation Address, President Thabo Mbeki emphasised the need for the development of managerial competencies and other skills to empower the country’s municipalities to meet the needs of the community (Governance and Administration, 2005). In order to meet the needs of the local community, municipalities need to render effective and efficient services. The lack of relevant managerial competencies adversly influences the municipality’s capacity to deliver the required services. In addition, the uneven distribution of capabilities and capacity across different sections within a municipality also poses a great risk to municipal performance and equitable service provision over the medium term. Notwithstanding progress made to date, service delivery backlogs still exist in key areas that affect the daily lives of the community. Where these backlogs coincide with poor municipal capacity, the result is service failure and a government that is incapable of meeting its goals (Governance and Administration, 2005). The objective of the study is to assess the contemporary management competencies that are required to assist municipal management in addressing the challenges of a dynamic, uncertain and complex Local Government environment. A questionnaire was used to gather the perceptions of 26 senior managers. This sample constituted a response rate of 65 per cent of people employed by municipalities within the Eden District Municipality’s service area. The questionnaires were distributed to the senior managers by means of an identified contact person within each municipality. The empirical findings such as the mean, median, standard deviation and pvalues were calculated by means of MS Excel. The main findings of this research indicated that: • Presently the most developed managerial competencies were selfmanagement, strategic action, planning and administration and communication. • The least developed current competency was global awareness. • The managerial competencies regarded as the most important for the next ten years were planning, administration and strategic action. • Global awareness was regarded as the least important competency for the next ten years. This finding points to the need for developing the global awareness competency to ensure that Municipal Managers are more sensitive to cultural cues and are able to adapt quickly in novel situations.

Approximately 24 alien fish species, equivalent to 9 percent of all South African freshwater fish species, were introduced and established into South African waters during the 19th and 20th Centuries (Skelton, 2001). Of the 24 species introduced, the Rainbow trout and the Brown trout have over time become South Africa's most widely spread and used freshwater fish species (Bainbridge, Alletson, Davies, Lax and Mills, 2005). The National Environmental Management: Biodiversity Act, no.10 of 2004 has, however, cast considerable doubt on the future of trout as a food source and a recreational fishing resource in South Africa. More specifically, Section 64 of the Act has the following aims: “(a) to prevent the unauthorized introduction and spread of alien species and invasive species to ecosystems and habitats where they do not naturally occur; (b) to manage and control alien species and invasive species to prevent or minimize harm to the environment and to biodiversity in particular; and (c) to eradicate alien species and invasive species from ecosystems and habitats where they may harm such ecosystems or habitats.” The uncertainty surrounding the future of trout in South Africa is mainly underpinned by aim (c) of Section 64 of the Act. Regarding the eradication of trout and in keeping with aim (c) of Section 64 of the Act, three remarks can be made. First, there exists a paucity of published studies which offer validated proof of the impacts which may be ascribed entirely to the introduction of alien trout in South Africa, since no pre-stocking assessments were conducted (Bainbridge et al., 2005). Second, the elimination of trout is feasible in a few limited closed ecosystems, such as small dams, but is highly impractical and untenable from an environmental and cost perspective where open and established river systems are concerned (Bainbridge et al., x 2005). More specifically, there are no efficient or adequate eradication measures which may be used in wide-ranging open ecosystems, which selectively target alien fish species. Moreover, most, if not all, measures have the potential to cause considerable adverse impacts on indigenous aquafaunal species. Finally, the elimination of trout could undermine the tourism appeal of many upper catchment areas in South Africa. The trout fishing industry is well established and is a source of local and foreign income, as well as a job creator in the South African economy (Bainbridge et al., 2005; Hlatswako, 2000; Rogerson, 2002). In particular, the industry provides a two-tier service: first, in food production at the subsistence as well as commercial levels, and second, as an angling resource. Recreational angling, including fly-fishing for trout, is one of the fastest growing tourism attractions in South Africa. Furthermore, the trout fishing industry is sustained and underpinned by a considerable infrastructure consisting of tackle manufacturers and retailers, tourist operators, professional guides, hotels, lodges and B&Bs. The economic case for the trout fishing industry in South Africa has, however, not been convincingly made. The economic benefit provided by trout and trout fly-fishing is priced directly in the market place by expenditures made by fly-fishers, and indirectly in property values, which provide access to fly-fishing opportunities. The benefit of trout and trout fly-fishing can also be valued through non-market valuation techniques. Non-market valuation is used to calculate values for items that are not traded in markets, such as environmental services. There are several non-market valuation methods available to the researcher, namely those based on revealed preference and those based on stated preference. The former includes the hedonic pricing method and the travel cost method, while the latter includes the contingent valuation method and the choice modelling method. Of the available non-market valuation techniques, the travel cost method is the most suitable method for determining the value of trout and the trout fishing industry because travel cost is often the main expenditure incurred. xi The aim of this study is threefold: first, to value the economic contribution of trout and trout fly-fishing to the Rhodes region, North Eastern Cape; second, to determine the willingness-to-pay for a project that entails the rehabilitation and maintenance of trout streams and rivers in and around Rhodes village so as to increase their trout carrying capacity by 10 percent; third, to determine the willingness-to-pay for a project aimed at eradicating trout from streams and rivers in and around Rhodes village so as to prevent trout from harming the indigenous yellowfish habitat. The first aim was achieved by applying the travel cost method, whereas the second and third aims were achieved by applying the contingent valuation method. The study aimed to provide policy makers with information regarding the value of trout fishing in the Rhodes region, so as to create an awareness of the economic trade-offs associated with alien fish eradication. Through the application of the travel cost method, the consumer surplus per trout fly-fishermen was estimated to be R19 677.69, while the total consumer surplus was estimated to be R13 774 384.40. The median willingness-to-pay for a project to rehabilitate trout habitat was estimated to be R248.95, while the total willingness-to-pay amounted to R199 462.20. The median willingness-to-pay for a project to eradicate alien trout from the Rhodes region rivers and streams was estimated to be R41.18, while the total willingness-to-pay amounted to R28 829.36. This study concludes that trout and trout fly-fishing make a valuable economic contribution to the Rhodes region. The extent of the economic benefit provided by trout and trout fly-fishing services in the Rhodes region should be carefully considered in any stream management project.

ENGLISH ABSTRACT: The central question that this research report attempts to answer is how southern African countries can leapfrog from agrarian to knowledge-based economies. There is no single answer to this question, but rather a complex solution. This can best be answered using scenario planning; hence the title 'Scenario planning 2020 for southern African economic empowerment'. Scenario planning is not the only way of answering the central question, but is the one preferred by the author. The scenario-building process helps to identify a number of key forces or factors that impact on the region. Culture and openness were top of the list with regard to importance and uncertainty in answering the central question. Using culture and openness, the author was able to develop a matrix with four quadrants. With these quadrants the author developed four plausible futures for the region, using the other forces identified and listed as characters, guided by the technique developed by experts in the field of scenario planning. The scenario process gives insightful information that helps one appreciate the dynamic forces, both positive and negative, and how they interact with each other to translate into an outcome - be it a desirable or undesirable outcome. There is a strong business case for recognising and appreciating the existence of culture and that this is the reason why people (and their culture) cannot be separated from the way of business. People have a way of life and, in order to do business with them, their culture must be understood.

Daar is geen enkel-antwoord tot hierdie vraag nie, maar eerder 'n komplekse oplossing. Dit kan die beste beantwoord word deur scenariobeplanning; daarom die titel 'Scenario planning 2020 for Southern African economic empowerment. Scenario-beplanning is nie die enigste wyse om die sentrale vraag te beantwoord nie, maar is die een wat deur die skrywer verkies word. Die scenariobouproses help om 'n aantal sleutelkragte of -faktore te identifiseer wat 'n impak op die streek het. Kultuur en openheid was bo aan die lys met betrekking tot belangrikheid en onsekerheid. Met die gebruik van kultuur en openheid, was dit vir die skrywer moontlik om 'n matriks te ontwikkel met vier kwadrante. Met hierdie kwadrante het die skrywer vier geloofwaardige toekomsbeelde vir die streek ontwikkel, met gebruikmaking van die ander kragte wat geldentifiseer en gelys is as karakters, gelei deur die tegniek deur kenners ontwikkel in die veld van scenariobeplanning. Die scenarioproses hied insig wat 'n mens help om die dinamiese kragte te waardeer, positief sowel as negatief, en hoe hulle met mekaar in wisselwerking is om'n uitslag te bewerkstellig - wenslik of nie-wenslik. Daar is 'n sterk saak uit te maak vir sakeondememings om herkenning en waardering te gee vir die bestaan van kultuur en dat dit die rede is waarom mense (en bulle kultuur) nie geskei kan word van die wyse waarop sakebelange bedryf word nie. Mense het 'n leefwyse en om sake met hulle te bedryf, moet hul kultuur verstaan word.

Community Based Natural Resources Management (CBNRM) in southern Africa has gained an important role in alleviating poverty and conserving natural resources. The attention and funding CBNRM is receiving from governments, non-governmental organisations and donors is seen as one way to strengthen civil society‟s involvement in decision-making and participating in activities that contribute to a sustainable livelihood, whilst at the same time learning in their social contexts to adapt and care for the ever changing environment characterised by constraints, challenges, contradictions, new opportunities for learning and change. This study focuses on social learning in commercialisation of natural resource products in two case studies of commercial beekeeping in rural southern African contexts. In this study social learning entails a process of qualitative change taking place in a social context for the purpose of personal and social adaptation. This perspective is useful in this study as learning in the two cases, Hluleka in South Africa and Buhera in Zimbabwe involved the transition beekeeping.from traditional honey harvesting practices and subsistence beekeeping to commercial beekeeping. This study is informed by two related theoretical perspectives namely Cultural Historical Activity Theory (CHAT) and Social Learning Theory. CHAT was used as conceptual and methodological framework to inform the first phase of data gathering and analysis processes; as well as second phase data gathering. In the first phase, I gathered data through semistructured interviews, document reviews and observations to identify problems, challenges and critical incidents in learning commercial beekeeping, technically known as tensions and contradictions within the CHAT framework. These tensions and contradictions, surfaced through analysis of first phase data were used as "mirror data‟ in Intervention Workshops within CHAT's process of Developmental Work Research, which supports social learning in response to tensions and contradictions in workplace activity. Use of mirror data provided a basis for dialogue and the modelling of new solutions to identified contradictions. To interpret the social learning processes resulting from these interactions, I drew on Wals' (2007) analytical lenses, through which I was able to monitor social learning processes that emerged from the Intervention Workshop dialogues while beekeepers modelled new solutions to contradictions in learning commercial beekeeping. The findings of the study revealed that social learning in commercial beekeeping is internally and externally influenced by socio-cultural, political and economic complexities. Social learning in Intervention Workshops was supported by different knowledge bases of participants, in this study these are beekeepers, extension officers, trainers and development facilitators. Such knowledge bases were the source of information for learning and constructing model solutions. The study also revealed that learning in CBNRM workplaces can be observed across the development processes, and CHAT as a methodological tool and Wals‟ (2007) analytical tool are complementary and can be used in researching social learning in other CBNRM workplaces. The study contributes in-depth insight into participatory research and learning processes, especially within the context of CBRM in southern Africa. It gives some empirical and explanatory insight into how change-oriented social learning can emerge and be expanded in Education for Sustainable Development. It also provides learning and extension tools to work with contradictions that arise from socio-cultural and historical dimensions of learning commercialisation of natural resources in southern African context. Its other key contribution is that it provides further insight into the mobilisation of human agency and reflexivity in change oriented social learning processes of commercialisation of sustainable natural resources products and poverty alleviation processes that are critical for responding to socioecological issues and risks and development challenges in southern Africa.

Abstract:
Water is recognised as a key driver for social and economic development in the Zambezi basin. The basin is riparian to eight southern African countries and the transboundary nature of the basin’s water resources can be viewed as an agent of cooperation between the basin countries. It is possible, however, that the same water resource can lead to conflicts between water users. The southern African Water Vision for ‘equitable and sustainable utilisation of water for social, environmental justice and economic benefits for the present and future generations’ calls for an integrated and efficient management of water resources within the basin. Ensuring water and food security in the Zambezi basin is, however, faced with challenges due to high variability in climate and the available water resources. Water resources are under continuous threat from pollution, increased population growth, development and urbanisation as well as global climate change. These factors increase the demand for freshwater resources and have resulted in water being one of the major driving forces for development. The basin is also vulnerable due to lack of adequate financial resources and appropriate water resources infrastructure to enable viable, equitable and sustainable distribution of the water resources. This is in addition to the fact that the basin’s economic mainstay and social well-being are largely dependent on rainfed agriculture. There is also competition among the different water users and this has the potential to generate conflicts, which further hinder the development of water resources in the basin. This thesis has focused on the Zambezi River basin emphasising climate variability and climate change. It is now considered common knowledge that the global climate is changing and that many of the impacts will be felt through water resources. If these predictions are correct then the Zambezi basin is most likely to suffer under such impacts since its economic mainstay is largely determined by the availability of rainfall. It is the belief of this study that in order to ascertain the impacts of climate change, there should be a basis against which this change is evaluated. If we do not know the historical patterns of variability it may be difficult to predict changes in the future climate and in the hydrological resources and it will certainly be difficult to develop appropriate management strategies. Reliable quantitative estimates of water availability are a prerequisite for successful water resource plans. However, such initiatives have been hindered by paucity in data especially in a basin where gauging networks are inadequate and some of them have deteriorated. This is further compounded by shortages in resources, both human and financial, to ensure adequate monitoring. To address the data problems, this study largely relied on global data sets and the CRU TS2.1 rainfall grids were used for a large part of this study. The study starts by assessing the historical variability of rainfall and streamflow in the Zambezi basin and the results are used to inform the prediction of change in the future. Various methods of assessing historical trends were employed and regional drought indices were generated and evaluated against the historical rainfall trends. The study clearly demonstrates that the basin has a high degree of temporal and spatial variability in rainfall and streamflow at inter-annual and multi-decadal scales. The Standardised Precipitation Index, a rainfall based drought index, is used to assess historical drought events in the basin and it is shown that most of the droughts that have occurred were influenced by climatic and hydrological variability. It is concluded, through the evaluation of agricultural maize yields, that the basin’s food security is mostly constrained by the availability of rainfall. Comparing the viability of using a rainfall based index to a soil moisture based index as an agricultural drought indicator, this study concluded that a soil moisture based index is a better indicator since all of the water balance components are considered in the generation of the index. This index presents the actual amount of water available for the plant unlike purely rainfall based indices, that do not account for other components of the water budget that cause water losses. A number of challenges were, however, faced in assessing the variability and historical drought conditions, mainly due to the fact that most parts of the Zambezi basin are ungauged and available data are sparse, short and not continuous (with missing gaps). Hydrological modelling is frequently used to bridge the data gap and to facilitate the quantification of a basin’s hydrology for both gauged and ungauged catchments. The trend has been to use various methods of regionalisation to transfer information from gauged basins, or from basins with adequate physical basin data, to ungauged basins. All this is done to ensure that water resources are accounted for and that the future can be well planned. A number of approaches leading to the evaluation of the basin’s hydrological response to future climate change scenarios are taken. The Pitman rainfall-runoff model has enjoyed wide use as a water resources estimation tool in southern Africa. The model has been calibrated for the Zambezi basin but it should be acknowledged that any hydrological modelling process is characterised by many uncertainties arising from limitations in input data and inherent model structural uncertainty. The calibration process is thus carried out in a manner that embraces some of the uncertainties. Initial ranges of parameter values (maximum and minimum) that incorporate the possible parameter uncertainties are assigned in relation to physical basin properties. These parameter sets are used as input to the uncertainty version of the model to generate behavioural parameter space which is then further modified through manual calibration. The use of parameter ranges initially guided by the basin physical properties generates streamflows that adequately represent the historically observed amounts. This study concludes that the uncertainty framework and the Pitman model perform quite well in the Zambezi basin. Based on assumptions of an intensifying hydrological cycle, climate changes are frequently expected to result in negative impacts on water resources. However, it is important that basin scale assessments are undertaken so that appropriate future management strategies can be developed. To assess the likely changes in the Zambezi basin, the calibrated Pitman model was forced with downscaled and bias corrected GCM data. Three GCMs were used for this study, namely; ECHAM, GFDL and IPSL. The general observation made in this study is that the near future (2046-2065) conditions of the Zambezi basin are expected to remain within the ranges of historically observed variability. The differences between the predictions for the three GCMs are an indication of the uncertainties in the future and it has not been possible to make any firm conclusions about directions of change. It is therefore recommended that future water resources management strategies account for historical patterns of variability, but also for increased uncertainty. Any management strategies that are able to satisfactorily deal with the large variability that is evident from the historical data should be robust enough to account for the near future patterns of water availability predicted by this study. However, the uncertainties in these predictions suggest that improved monitoring systems are required to provide additional data against which future model outputs can be assessed.

Abstract:
This study adopts, develops, and applies an institutional approach to protected area management performance. The approach attempts to provide a unifying analytical structure and language, based on the framework, concepts, and definitions of institutional theory (North, 1990). Its premise is that a country's formal institutions, informal institutions, and their enforcement characteristics interact to create a set of incentives which guide the behaviour of its conservation stakeholders, and it is this behaviour that largely determines conservation outcomes. To evaluate its explanatory power, the institutional approach is tested on two discrete country case studies, Botswana and Namibia, followed by a cross-country comparison. The case studies assess management performance in each country's Category II protected areas (national parks) to see if conservation outcomes reflect the formally stated management objectives or the prevailing institutional conditions (as predicted). The case studies are followed by a comparative analysis of Botswana and Namibia's perspective non-institutional characteristics, institutional characteristics, and conservation outcomes. In both Botswana and Namibia, protected area management performance is largely consistent with the institutional incentives guiding stakeholder behaviour, though theory and data constraints preclude totally straightforward conclusions. When comparing the two countries, the framework and language of the institutional approach illuminates why, despite a striking number of non-institutional similarities, their conservation outcomes are different. While many of the conclusions of the institutional approach are consistent with the current state of knowledge, for example that cultural characteristics can influence conservation outcomes, what it does offer is a theoretical context for these findings which has been absent from literature.

Knowledge is now regarded as the most important resource surpassing other resources like land and capital. It is a foregone conclusion that knowledge flows out of organizations through various ways such as resignations, retirement and death yet, it does not seem as if organizations are employing strategies to retain such a vital component of production and service delivery. This study investigated the knowledge retention strategies in three Southern Africa Development Community (SADC) public broadcasting organizations of the South African Broadcasting Corporation in South African (SABC), the Department of Broadcasting Services (DBS) in Botswana and the Zimbabwe Broadcasting Corporation (ZBC) in Zimbabwe. The aim of this study was to establish how knowledge is captured and retained at such organizations. The objectives of the study were; to find out the types of strategies the three broadcasting organizations employ to capture and retain knowledge; establish how the three broadcasting organizational cultures enable knowledge acquisition, transfer, sharing and retention; establish the role of ICTs as tools and enablers of knowledge retention, creation, transfer and sharing in the three broadcasting organizations; and to propose recommendations on the best strategies for retention of knowledge in the three public broadcasting organizations as well as suggest areas for further and future research. v The study used the survey method and employed the triangulation design for data gathering. Data were collected from three SADC public broadcasting organizations. The population sample comprised 240 professional staff including 38 managers from different sections of the broadcasting organizations. The researcher collected data by administering a questionnaire to staff, interviews with managers and observations. Documentary analysis was also conducted in order to supplement data and fill in gaps. The researcher was mainly interested in gathering data that would give a comprehensive picture about knowledge retention methods in broadcasting organizations. There were four main findings. First, knowledge management as a relatively new concept and practice has not yet been properly embraced in the public broadcasting organization system in order to capture and retain knowledge that is acquired and generated in the organizations. There are no measures put in place in the organizations to retain the knowledge to ensure that once those who hold vital tacit knowledge are gone, the knowledge may still be available and accessible. Second, the study established that the respective organizational cultures impede on organizational knowledge retention. The study established that there was no culture of knowledge sharing. It also emerged that employees were not free to share their knowledge because of government regulations, prevailing political contexts, mistrust and general lack of incentive to share knowledge. Third, the study established that the organizations have no strategies or systems in place to capture the experts‟ knowledge or the knowledge of experienced staff and vi those approaching retiring age. The Human Resources Departments hold exit interviews that cover issues purely to do with why the person is leaving the organization instead of recording the work experiences and expertise of the departing employees. Fourth, the study revealed that the public broadcasting organizations still lag behind in collaborative and communicative technologies that facilitate knowledge transfer and sharing of tacit knowledge but retention of knowledge generally. The study also found that, some of the organizations studied did not have internet connectivity and websites were not yet functional, which hampered acquisition and sharing of knowledge for retention purposes. The importance of this study is that it has made a contribution and provided literature on knowledge retention strategies for public broadcasting corporations as part of knowledge management practice. On the basis of these findings the study recommended the following: appointment of knowledge management officers, establishment of Communities of Practice, encouraging knowledge sharing between employees, introduction of joint programmes with other broadcasting organizations by managers and their supervision of mentoring programmes; organizations to facilitate acquisition of information and communication technologies that enable knowledge management

Global trends in commercially valuable teleost fisheries point to substantial deterioration in population size, offering limited potential for increased harvests. Consequently a shift in focus towards alternative fisheries has increased fishing effort towards targeting chondrichthyans as a possible solution to meet global demands. The life-history traits of chondrichthyans make them poor candidates for resolving economic and nutritional security as these make them particularly vulnerable to anthromorphic influences. Current fisheries management approaches based on centralized government intervention have proved inadequate. This failure of current management approaches is often linked with poor co-operation by industry with government when collecting fishery-dependent data. As management decisions are based on quantitative estimates from fishery assessment modes data collected are often of poor quality. Co-management with its implied power-sharing arrangement between government and fishing communities has been proposed as a more realistic alternative. The motivation within industry to collect high quality data can only be created with a feeling of ownership. The decline in linefish species in South Africa has led to increased exploitation of demersal sharks such as Mustelus mustelus. Their status as one of the target and by-catch species of South Africa's shark fisheries necessitated resource assessment. Age, growth, maturity and mortality calculations for M mustelus were made from data collected from 1983-2006. The maximum observed age for M mustelus was 25 years. Estimated von Bertalanffy growth parameters from observed length-at-age for combined sexes, females and males were L∞ = 1946.16 mm TL, K = 0.08 year⁻' , to = -3.63 year⁻'; L∞ = 2202.21mm, K = 0.05 year⁻', to = 4.67 years; and L∞ = 1713.19 mm TL, K = 0.08 year⁻' and to = -4.36 years, respectively. Instantaneous total mortality (Z) was estimated at 0.16 y⁻', whilst natural mortality (M) for M mustelus was estimated at 0.05 y⁻'. The age and length at 50% maturity was determined for combined sexes, females and males at 1216 mm TL corresponding to an age of 9.93 years, 1234 mm (TL) and 10.75 years, and 1106 mm TL and 9.1 years respectively. The smoothhound shark resource off the south-eastern and south-western Cape coast was assessed by three dynamic pool models; yield per recruit, spawner biomass per recruit and an extended yield and spawner biomass per recruit. Due to the longevity of elasmobranches the per-recruit model was extended over a 20 year time-frame to simulate resource responses to management options. Fo.1 was estimated as 0.034 year⁻' and F MAX was estimated as 0.045 year⁻'. FsB50 was estimated as 0.031. The extended per-recruit model tested the outcome of different management scenarios, Size and effort control showed the least probability of pristine biomass falling below 20% of current levels in 20 years (where selectivity was set at 3 years). The replacement yield model showed that the average catches over the past decade are 2.5 times higher than the replacement yield is on the South Coast and 1.30 on the West Coast. A more realistic level optimising yield would be at 0.05 with a selection pattern at 3 years, where the probability of the biomass falling to below 20% of pristine pre-exploited levels in twenty years becomes negligible. A comparison of the models showed that current catches need to be halved for exploitation of smoothhound sharks to be sustainable. The results of this study indicate a need for a management intervention for M mustelus in South Africa with regards to potential overexploitation and collection of quality data for further assessments. A demersal identification key was developed as part of this study, which should aid monitoring officials in accurately identifying shark logs for collecting data. This study showed how adopting a management plan with the inclusion of comanagement concepts would improve the quality of data collected and increase monitoring of fishing activities. The inclusion of co-management is possible due to the unique bottle neck created by few demersal shark processing facilities actively exporting shark. A fishery management plan was compiled proposing several management options including size and effort controls.

ENGLISH ABSTRACT: The electricity crisis presently affecting Africa is forcing govenments in the region to increasingly consider independent power developers as a means to help mitigate the imbalance between the demand and the supply of electricity. However, the success of this initiative will depend entirely upon governments' ability to create an environment that is conducive to developing private electricity generation plants. This paper focuses on Africa's independent power producer (IPP) market, evaluating the context in which it would develop. It also assesses how issues such as the complexity and uncertainty surrounding power purchase agreements, the current level of electricity tariffs, the incompleteness of power sector refonn as well as risk-sharing agreements between IPPs and the utilities are affecting the electricity market in the region. The analysis has broader implications for potential independent power projects as it not only questions the longterm sustainability of these but also provides strategic recommendations as to how to best maneuver in an environment fraught with major challenges.

International peacekeeping has gained a high profile in international relations and more so, in the post cold war era. The profound increase in the occurrence of civil wars globally and the consequent high demand for the UN to intervene has compelled the world body to delegate its peacekeeping powers to regional organisations. SADC is one of many regional organisations around the world which are faced with the challenge of developing peacekeeping capacities to resolve local conflicts. This thesis endeavours to investigate the prospects of peacekeeping in Southern Africa with specific reference to the involvement of South Africa as a regional power with the wherewithal to play a leadership role in this regard. This is done within the theoretical framework that is provided by the Realist school of thought in international relations. Furthermore, the concept of national interest as defined by Realism will be utilised to explain why countries in Southern Africa in general and South Africa in particular become involved in regional peacekeeping initiatives. The issue of whether the Republic should be involved and how much it should be involved has provoked an intense debate within the country. This debate will therefore be instructive in understanding the dynamics that influence the country's foreign policy behaviour towards the region in relation to playing a leadership role in regional peacekeeping initiatives. The central issue implicit in the debate is the fact that most of the SADC member states that are expected to contribute towards these initiatives have weak economies. This economic weakness in turn leads to the thorny issue of having to seek foreign assistance from western countries from which the region is trying to gain greater independence. This presents the region with a paradox because foreign assistance has serious implications for the SADC countries' sovereignty. It is in this context therefore, that this thesis examines economic development in individual SADC countries and in the region as a whole to establish whether they are in a position to develop a sustainable regional peacekeeping capacity. The contention of the thesis is that economic development is closely related to peacekeeping because without a sound economic base Southern Africa or any other region for that matter, will not be able to develop a viable peacekeeping capacity. On the other hand, keeping the peace in the region is itself important for economic development because it is only in a peaceful environment that economic development can take root.

Abstract:
A fishery-dependant monitoring method of the recreational shore-based fishery was undertaken in the Goukamma Marine Protected Area (MPA) on the south coast of South Africa for a period of 17 months. The method used was a roving creel survey (RCS), with dates, times and starting locations chosen by stratified random sampling. The MPA was divided into two sections, Buffalo Bay and Groenvlei, and all anglers encountered were interviewed. Catch and effort data were collected and catch per unit effort (CPUE) was calculated from this. The spatial distribution of anglers was also mapped. A generalized linear model (GLM) was fitted to the effort data to determine the effects of month and day type on the variability of effort in each section. Fitted values showed that effort was significantly higher on weekends than on week days, in both sections. A total average of 3662 anglers fishing 21 428 hours annually is estimated within the reserve with a mean trip length of 5.85 hours. Angler numbers were higher per unit coastline length in Buffalo Bay than Groenvlei, but fishing effort (angler hours) was higher in Groenvlei. Density distributions showed that anglers were clumped in easily accessible areas and that they favored rocky areas and mixed shores over sandy shores. Catch documented between October 2008 and December 2009 included a total of 361 fish, of 27 species from 12 families. Sparidae had the highest contribution (12 species). A Shannon-Weiner diversity index showed that diversity was higher in Buffalo Bay (0.81) than Groenvlei (0.57). Catch composition of retained fish (336 individuals) showed that the six numerically most important species were blacktail (Diplodus sargus capensis) (66 percent of catch), followed by galjoen (Dichistius capensis) at 11 percent, Cape stumpnose (Rhabdosargus holubi), belman (Umbrina robinsonii) and strepie at 3 percent, and elf (Pomatomus saltatrix) at 2 percent. Catch composition of an earlier study in Goukamma (Pradervand and Hiseman 2006) was compared with the present study, as well as data from the De Hoop MPA, which is closed to fishing. A multi-dimensional scaling plot of catch composition showed tight clustering of the De Hoop samples, and high variability among the Goukamma samples. A bray-curtis similarity index and dendrogram of similarity between study sites and study periods showed that there was an 83 percent similarity among De Hoop samples and a 75 percent similarity among Goukamma samples (ignoring the two outliers). The two sites are different with respect to species composition, but this is expected because they are different areas. Differences between time periods in Goukamma (i.e. the previous study versus the present study) were not significant. The most significant result from the catch composition analyses is the high variability among the Goukamma samples. This can be explained by the variable fishing methods used by anglers in Goukamma, compared with the standardized fishing methods used by researchers in De Hoop, and the fact that fish are more abundant and populations are more stable in De Hoop – giving higher sample sizes which reduce the variability in the statistics. Species-specific CPUE was calculated for the six numerically most important species. In both sections, CPUE was highest for blacktail, with an average of 0.133 fish per hour for Groenvlei, and 0.060 fish per hour for Buffalo Bay, over the 12 months. The second highest CPUE values per section were 0.030 for galjoen in Groenvlei and 0.039 for strepie in Buffalo Bay. Remaining CPUE values ranged from 0.014 (belman in Groenvlei) to the lowest value of 0.001 (strepie in Groenvlei). Total estimated CPUE for these six species in the MPA using the estimated effort and catch results amounted to 0.018 fish per hour. An annual estimated 3897 fish were landed in the reserve during 2009. Most fish (n=2481, 64 percent) were caught in the Groenvlei section. Numbers of blacktail were the highest of all species, within both sections (2353 fish). Strepie was the next most common (561 fish), but was caught almost entirely within the Buffalo Bay section (97 percent of individuals), followed by galjoen (548 fish) caught mostly within the Groenvlei section (92 percent of individuals). Size comparisons of the six species between the Goukamma and De Hoop MPAs showed that ranges in size are similar, but there are substantial differences in mean sizes between the two MPAs. Sample sizes of all species from the Goukamma MPA were too small to draw conclusions about stock status, except for blacktail. The Goukamma MPA is a popular fishing destination and angler effort is high. It can be considered a node of exploitation for surf zone fish, for which it provides no protection. Even though the MPA allows shore angling, sustainable fishing practices should be incorporated in management plans if the MPA is expected to protect and conserve its stocks. Of noteworthy concern is the occurrence of illegal night fishing (the public may not enter the reserve between sunrise and sunset) which leads to underestimates of catch and effort (night surveys were not conducted because of safety concerns). It is recommended that more communication should take place between the angling community and the reserve management. Sign boards giving information on species which are under pressure, and why they are under pressure, with a short explanation on their life cycles, is advised. The roving creel survey method was suitable for the study area and delivered statistically rigorous results. I thus recommend that it is continued in the future by management. I make some recommendations for reducing costs of future surveys, as well as for altering the survey design if funds are very limited.

Abstract:
White steenbras Lithognathus lithognathus (Pisces: Sparidae) has been a major target species of numerous fisheries in South Africa, since the late 19th century. Historically, it contributed substantially to annual catches in commercial net fisheries, and became dominant in recreational shore catches in the latter half of the 20th century. However, overexploitation in both sectors resulted in severe declines in abundance. The ultimate collapse of the stock by the end of the last century, and the failure of traditional management measures to protect the species indicate that a new management approach for this species is necessary. The species was identified as a priority for research, management and conservation in a National Linefish Status Report. Despite knowledge on aspects of its biology and life history, little is known about juvenile habitat use patterns, home range dynamics and movement behaviour in estuaries. Similarly, the movement and migration of larger juveniles and adults in the marine environment are poorly understood. Furthermore, there is a complete lack of information on its genetic stock structure. Such information is essential for effective management of a fishery species. This thesis aimed to address the gaps in the understanding of white steenbras movement patterns and genetic stock structure, and provide an assessment of its current conservation status. The study adopted a multidisciplinary approach, incorporating a range of methods and drawing on available information, including published literature, unpublished reports and data from long-term monitoring programmes. Acoustic telemetry, conducted in a range of estuaries, showed high site fidelity, restricted area use, small home ranges relative to the size of the estuary, and a high level of residency within estuaries at the early juvenile life stage. Behaviour within estuaries was dominated by station-keeping, superimposed by a strong diel behaviour, presumably based on feeding and/or predator avoidance, with individuals entering the shallow littoral zone at night to feed, and seeking refuge in the deeper channel areas during the daytime. Conventional dart tagging and recapture data from four ongoing, long-term coastal fish tagging projects, spread throughout the distribution of this species, indicated high levels of residency in the surf zone at the late juvenile and sub-adult life stages. Consequently, juvenile and sub-adult white steenbras are vulnerable to localised depletion, although they can be effectively protected by suitably positioned estuarine protected areas (EPAs) and marine protected areas (MPAs), respectively. It has been hypothesized that adult white steenbras undertake large-scale coastal migrations between summer aggregation areas and winter spawning grounds. The scale of observed coastal movements was correlated with fish size (and age), with larger fish undertaking considerably longer-distance coastal movements than smaller individuals, supporting this hypothesis. Given the migratory behaviour of adults, and indications that limited spawning habitat exists, MPAs designed to protect white steenbras during the adult life stage should encompass all known spawning aggregation sites. The fishery is plagued by problems such as low compliance and low enforcement capacity, and alternative management measures, such as seasonal closure, need to be evaluated. Despite considerable conventional dart tagging effort around the coastline (5 782 fish tagged) with 292 recaptures there remains a lack of empirical evidence of fish migrating long distances (> 600 km) between aggregation and spawning areas. This uncertainty in the level of connectivity among coastal regions was addressed using mitochondrial DNA sequencing and genotyping of microsatellite repeat loci in the nuclear genome, which showed no evidence of major geographic barriers to gene flow in this species. Samples collected throughout the white steenbras core distribution showed high genetic diversity, low genetic differentiation and no evidence of isolation by distance or localised spawning. Although historically dominant in several fisheries, analysis of long-term commercial and recreational catch data for white steenbras indicated considerable declines and ultimately stock collapse. Improved catch-per-unit-effort in two large MPAs subsequent to closure confirmed that MPAs can be effective for the protection of white steenbras. However, the current MPA network encompasses a low proportion of sandy shoreline, for which white steenbras exhibits an affinity. Many MPAs do not prohibit recreational shore angling, which currently accounts for the greatest proportion of the total annual catch. Furthermore, EPAs within the juvenile distribution protect a negligible proportion of the total available surface area of estuaries – habitat on which white steenbras is wholly dependent. Despite some evidence of recent increases in abundance in estuaries and the surf zone in certain areas, white steenbras meets the criteria for “Endangered” on the IUCN Red List of Threatened Species, and for “Protected species” status on the National Environmental Management: Biodiversity Act of South Africa. The species requires improved management, with consideration for its life-history style, estuarine dependency, surf zone residency, predictable spawning migrations and its poor conservation status. The multidisciplinary approach provides valuable information towards an improved scientific basis for the management of white steenbras and a framework for research that can be adopted for other overexploited, estuarine-associated coastal fishery species.

Abstract:
It is evident that natural fish stocks are in rapid decline and that millions of people around the world rely on these resources for food and for securing a livelihood. This has brought many social scientists, biologists and fisheries experts to acknowledge that communities need to take more control in managing their natural resources. The paradigm shift in fisheries management from a top-down resource orientated control to a participatory people-centred control is now being advocated in many maritime nations in facilitating community-based natural resource management. At the heart of these projects is the establishment of institutions and social networks that allow for clear communication and information sharing, based on scientific data and traditional knowledge which ultimately allow empowered communities to collectively manage their resources in partnership with government, market actors and many other stakeholders. Central to the problem is the issue of access rights. In many situations where co-management of natural resources through community-government partnerships is advocated, the failure of coastal states to provide adequate legislature and regulatory frameworks has jeopardised such projects. A second issue is the failure of many states to provide adequate investments in social and human capital which will enable communities to become the primary stakeholder in the co-management of their natural resources. Whilst investments like capacity building, education, skills training and development, communications and institution building can initially require high financial investments, the regulatory costs for monitoring, controlling and surveying fish stocks along the coastline will go down as communities take ownership of their resources under sustainable awareness. The main unit of investment therefore is social capital which allows for the increase in trust, cooperativeness, assertiveness, collective action and general capabilities of natural resource governance. High levels of social capital require good social relations and interactions which ultimately create a social network of fishers, community members and leaders, government officials, market players, researchers and various other stakeholders. Co-management thus has an inherent network structure made up of social relations on a horizontal scale amongst community members as well as on a vertical scale with government and fisheries authorities. These bonding relations between people and the bridging relations with institutions provide the social capital currency that allows for a successful co-management solution to community-based natural resource governance. The South African coastline is home to thousands of people who harvest the marine resources for food security and securing a basic income. Fishing is a major cultural and historical component of the livelihoods of many people along the coastline, particularly along the Wild Coast of South Africa located on its South-eastern shoreline. Due to the geopolitical nature of South Africa’s apartheid past many people were located in former tribal lands called Bantustans. The Transkei, one of the biggest homelands, is home to some of South Africa’s poorest people, many of whom rely on the marine resources. By 1998 the government sought to acknowledge the previously unrecognised subsistence sector that lived along the South African coastline with the promulgation of the Marine Living Resources Act. The act sought to legalise access rights for fishers and provide opportunities for the development of commercial fisheries. The act and many subsequent policies largely called for co-management as a solution to the management of the subsistence sector. This thesis largely explains the administrative and legislative difficulties in transporting the participatory components of co-management to the ground level. As such co-management has largely remained in rhetoric whilst the government provides a contradictory policy regarding the management of subsistence and small-scale fishers. This thesis attempts to provide qualitative ethnographic research of the East Coast Rock Lobster fishery located in a small fishing village in the Transkei. The fishery falls somewhere on the spectrum between the small-scale and subsistence sector as there are a basket of high and low value resources being harvested. It will be argued that in order to economically and socially develop the fishery the social capital and social networks of the community and various stakeholders needs to be analysed in order to effectively create a co-management network that can create a successful collective management of natural resources thereby sustaining these communities in the future.

Abstract:
The panga, Pterogymnus laniarius (Cuvier, 1830), is a South African endemic sparid fish species. On the Agulhas Bank, South Africa it is a commercially important species, caught as bycatch in the hake directed trawlfisheries and targeted by offshore hook-and-linefishers. Recently there has been considerable interest shown in directing further fishing effort on this species. The lack of a suitable management procedure for teleost bycatch in South Africa was the principal reason for undertaking this study. This thesis investigates aspects the panga's life history, particularly those aspects that have management implications. A full knowledge of this species' distribution and abundance was necessary as this could highlight the existence of any nursery areas, ontogenetic migratory patterns and areas of high spawner biomass. The derived parameter estimates were then included as inputs into stock assessment models to determine the status and productivity of the resource. Growth studies based on sectioned sagittal otoliths revealed that the panga was a relatively slow growing fish with ages of 16 years being recorded. Growth was best described by the von Bertalanffy growth model as Lt=379.4(1-e⁻°·¹³⁽t ⁺ ¹·⁷⁸⁾). Total, natural and fishing mortalities were estimated at 0.36 year⁻¹, 0.28 year⁻¹ and 0.08 year ⁻¹, respectively. Detailed histological examination of the gonads revealed that panga is a late gonochorist, males and females maturing after a non-functional intersexual stage. Females mature at approximately 200 mm fork length or 4 years of age. Reproduction occurs throughout the year although there is a slight peak in winter. Gametogenesis was found to be similar to that of other sparid fishes and marine teleosts in general. The panga feeds predominantly on crustaceans with a distinct ontogenetic shift in feeding habits. Juvenile fish feed predominantly in the water column on mysids after which they move to the benthos. Subadult fish feed principally on ophiuroids and amphipods. Adult fish remain on or near the benthos, feeding predominantly on crabs, and on polychaetes, ophiuroids and fishes to a lesser extent. Several aspects of the panga's biology contribute to its ability to sustain a higher fishing pressure than other sympatric sparid species. These include its late gonochoristic reproductive style, protracted spawning season, maturation before recruitment and preference for soft substratum prey that enables it to utilise large areas of the Agulhas Bank. The panga's longevity, slow growth and low natural mortality rate, however, mitigated against these factors and were considered in the stock assessments. A heterogeneous Geographical Information System (GIS) was developed to analyse the distribution and abundance patterns of the panga. The GIS developed in this thesis makes a significant contribution towards the development of a South African Fisheries Information System to analyse and manage fish resources in general and bycatch resources in particular. The GIS developed in this study combines statistical Generalized Additive Modelling and standard GIS methods. Analysis of fourteen biannual fishery independent biomass surveys, disaggregated by life history stage, revealed that a nursery area for immature fish (<23 cm TL or < 4 years of age) exists on the Central Agulhas Bank. After sexual maturation, approximately 40% of the biomass migrated eastwards, colonising large areas of the Eastern Agulhas Bank.ilie location of the nursery area appears to be a result of the pelagic eggs and larvae being advected towards the coast in an anti-cyclonic gyre, stemming off the Agulhas current and later deposited over the Central Agulhas Bank. The weak bottom currents on the Central Agulhas Bank prevented juvenile loss to the Benguela system. The eurytopy of adult fish to various physical variables such as temperature, dissolved oxygen and stronger currents enabled it to reduce conspecific competition and migrate eastwards with distribution primarily determined by depth. Relative biomass estimates revealed a gradual increase in biomass of 5.5% per annum between 1988 and 1995. Predictions from yield-per-recruit, biomass-per-recruit and spawner biomass-per-recruit analyses showed that there was scope for further exploitation. A FSB₅₀ fishing strategy was considered to be the most appropriate fishing strategy as it did not reduce the spawner biomass-per-recruit to less than 50% of unexploited levels. Effort control was considered the most effective management tool as the age-at-50%-selectivity occurred after age-at-sexual maturity and releasing undersized fish was undesirable due to heavy mortalities resulting from severe barotrauma. The panga resource was also assessed using an age-structured production model. The values for the free parameters of the model were estimated using biomass indices derived from fishery-independent trawl surveys. Although the data were fairly uninformative about the productivity of the resource, the results indicated robustly, that the population has recovered from low levels in the mid-1970's and could sustain higher levels of fishing intensity. Risk analysis calculations were used to assess the sustainability of different catch scenarios. The level of sustainable catch was found to be sensitive to the selectivity pattern of the gear utilised. Both stock assessment methods used in this study to investigate the status of the panga resource showed that the resource could theoretically sustain higher catches. It was found that although the stock could be harvested using available fishing methods, the sympatry of this species with other commercial species was of concern as the latter would form a significant bycatch in a panga directed fishery. The failure of current harvesting methods to address the bycatch problem highlights the management problem in South Africa and stresses the need for creativity by both scientists and fishers in designing new and improved methods for selectively harvesting bycatch fish resources. Considering that no suitable method is currently available to fish the panga stock in a directed fishery the fishery should be managed as status quo until some suitable and efficient gear is developed.

Abstract:
This study presents a detailed investigation into size, density and community structure of temperate marine reef fish in the medium-sized Goukamma Marine Protected Area (Goukamma MPA) and adjacent fishing grounds on the south coast of South Africa. The oceanographic conditions, the spatial distribution of the benthic community and the prevailing fishing effort are also described. Life history traits and per-recruit (PR) models for the principle target species, roman (Crysoblephus laticeps) are compared between the protected and exploited area. From the study results, various strategies are proposed for the use of MPAs in the conservation and management of linefish species along South Africa’s south coast. The distribution and topography of reefs in the protected and exploited sections of the study area were found to be comparable. Atmospheric pressure ranged from 992 to 1,032 mb, being significantly lower in summer. Wind speeds ranged from 0.7 to 71.3 km/h. Water temperatures ranged between 9.0 and 22.2 ºC and turbidity between 0.3 and 45.8 NTU. Water temperature and clarity were uniformly low in winter. In summer the water was generally warm, clear and stratified, with a thermocline at around 20 m, although intermittent upwelling events caused water temperature to decrease and clarity to deteriorate. Current speeds ranged between 0.11 and 2.59 km/h and were significantly higher in spring and autumn. Easterly currents prevailed in spring, summer and autumn and westerly and southerly currents in winter. Hake (Merluccius capensis), various resident reef fish and kob (Argyrosomus japonicus) were most frequently targeted by the local linefishery. A significant amount of illegal fishing was found to occur in the protected area. Fishing effort was found to be highest around the border of the MPA (2.7 boats/km²) and lowest in the core of the MPA (0.2 boats/km²). If law enforcement remains poor it may be necessary to adapt the management strategy to extend the reserve, thereby mitigating against illegal fishing and ensuring a core area of no exploitation. Various other alternatives were investigated and it was demonstrated that the amount of fish caught of legal size could be increased by about 23% and post-release mortality of undersized fish reduced by 50% through the introduction of a suit of restrictive measures. Randomly stratified underwater visual census (UVC) and controlled fishing were used to investigate the ichthyofauna and benthic community at protected and exploited sites in the study area. Resulting density and size data from 273 fishing sites and 177 point counts were analyzed using generalized linear models (GLMs). Fish communities were found to vary significantly, depending on the level of exploitation. Roman, the principle reef fish species targeted by the fishery had significantly higher densities within the protected parts of the study area (CPUE: 4.3 fish/anglerhour; UVC: 2.2 fish/point-count) as compared to the exploited part (CPUE: 3.4 fish/anglerhour; UVC: 1.8 fish/point-count), correlating strongly with the observed fishing effort. Also mean sizes were significantly higher in the protected area (299 mm from fishing survey and 233 mm from diving estimates) as compared to the exploited section (283 mm from fishing survey and 198 mm from diving estimates). Although other fish species also had significantly higher mean sizes at protected sites in most cases their densities were significantly lower. This suggests a top-down control of the fish community by the dominant predator (roman). The results of the UVC showed the diversity of the ichthyofauna to be significantly higher inside the protected area. Interestingly this did not apply to the results of the controlled fishing experiment where the diversity of fish in the catch was lower in the protected area - a result that may be explained by the selectivity of fishing for the most aggressive species – and a reminder of the limitations of controlled fishing experiments. Possibly the most important finding of the study revolved around the benthic community. These were significantly different at exploited and protected sites, with algae and crinoids more abundant at exploited sites. Crinoids are the principle food of roman and were low in abundance where roman abundances were high, suggesting that the dominant top predator reduced crinoids. Furthermore, it substantiates the correlation of roman abundance with fishing effort, since habitat preferences can be ruled out by the observed causal predator-prey distribution pattern. Low algae abundances at protected sites correlated with high strepie (Sarpa salpa) frequencies within the fish communities encountered there. Strepie, a shoaling and abundant benthic grazer, does not compete for food with roman, suggesting a high potential for coexistence of the two species. As expected, and found by other studies, life history traits of roman differed between protected and exploited sample-sites. With a significantly lower age-at-maturity and age-atsex- change, the exploited population showed a typical response to fishing effort. The sex ratio of this protogynous hermaphrodite was found to be sustained at healthy levels by phenotypic plasticity. However, one important additional factor was highlighted by the study; the average condition factor of the protected population was significantly lower (0.0283 g/cm³) compared to the exploited population (0.0295 g/cm³). This was probably due to the higher intra-specific competition for lower food abundance in the protected area. Interestingly the diving and fishing survey methods yielded similar mortality results for roman. Total mortality rate estimates derived from length frequency analysis from the diving and fishing survey were not different (0.32 and 0.29 y⁻¹, respectively) as were natural mortality rate estimates (0.24 and 0.19 y⁻¹, respectively). Natural mortality rate (M) estimates indicated by Pauly’s and Hoenig’s relationship were similar (0.25 and 0.23 y⁻¹, respectively). Detailed yield-per-recruit (Y/R) and spawner biomass-per-recruit (SB/R) analyses were presented for different levels of M, varying age-at-recruitment (tR) and fishing mortality (F). Current tR (7.60 y) and F (0.16 and 0.25 y⁻¹, from the diving and fishing dataset, respectively) suggests an optimal exploitation of the population in the exploited part of the study area. However, a separate SB/R analysis of the male part of the population showed their vulnerability to over-exploitation, even at reduced age-at-sex-change from fishing. There therefore remains a high risk of recruitment failure for the roman population. Of course MPAs can be used to measure stock status directly if the influence of factors such as cachability, habitat and sampling method on CPUE assessments can be limited or reduced. The experimental design in this study allowed for contemporary CPUE comparisons across the border of the Goukamma MPA. Results were similar to those obtained by the SB/R analyses. CPUE extrapolations therefore, using small MPAs, can provide reliable and consistent estimates, and offer a practical alternative to conventional assessment strategies. This study has highlighted the importance of ensuring a well structured and comprehensive survey design when undertaking a comparison of protected and exploited marine areas. The results provide a comprehensive framework for future management of the Goukamma MPA and other protected areas along the temperate coastline of South Africa.

ENGLISH ABSTRACT: During the past decade the government of South Africa has launched various initiatives to stimulate the economy in general, but more specifically to economically and socially empower previously disadvantaged communities. Initially these initiatives have been very broadly defined, but are increasingly fitting in with the concept of Local Economic Development (LED). The concept of LED is not new; in fact, research has shown that LED initiatives have been successfully implemented in various countries in the world with needs and problems very similar to those of South Africa. This study focuses on the Eden District Municipality in the Western Cape province of South Africa and more specifically on the relation between LED and the construction industry. To answer some relevant questions relating to this topic, a questionnaire has been distributed to the agents of LED in the major municipalities of the district. The survey was divided into four main sections, which dealt with issues relating to both the construction industry and local economic development. The responses in general reflected what could be observed in practice. Due to the current relatively high economic growth in South Africa the regional economies also experience good economic growth. Focusing on the issue of Local Economic Development, it is important to note that the economy of the Eden District is driven by the tourism and public services sectors. Taking the cue from the survey responses, the deduction has therefore been made that the construction industry, consisting of the building and infrastructure subsectors, is driven by the demand for housing and public services. The construction industry was therefore not a driver of economic development, but more a 'secondary' industry, that would benefit from sustainable growth and development in the primary economic sectors. Therefore it is important that managers and agents of local economic development should consider the issue of sustainability when deciding on empowerment and development initiatives. Sustainable development can only be achieved when development initiatives are focused on sectors of the local economy that are the 'primary' industries in the region, and therefore less susceptible to fluctuations in the global and South African economy.
AFRIKAANSE OPSOMMING: Gedurende die laaste 12 jaar het die regering van Suid Afrika verskeie inisiatiewe van stapel gestuur met die doel om die ekonomie te stimuleer, en meer spesifiek om voorheen benadeelde gemeenskappe en individue op maatskaplike en ekonomiese gebied te bemagtig. Aanvanklik was hierdie inisiatiewe slegs breedweg gedefinieer, maar algaande het dit in meer doelgerigte konsepte ontwikkel, waaronder die konsep van Plaaslike Ekonomiese Ontwikkeling (PEO). Hierdie konsep is egter nie nuut nie, en 'n kort literatuurstudie het getoon dat PEO-inisiatiewe reeds met sukses geimplementeer is in verskeie lande met behoeftes en probleme baie soortgelyk aan die van Suid Afrika. Hierdie studie fokus op die Eden Distriksmunisipaliteit in die Wes-Kaap provinsie van Suid Afrika en meer spesifiek op die verband tussen PEG en die konstruksie-industrie. Ten einde sekere relevante vrae te beantwoord, is 'n vraelys aan die verskeie rolspelers in PEG in die groter Munisipaliteite in die distrik gestuur. Die vraelys het uit vier dele bestaan wat elk oor kwessies van beide konstruksie en plaaslike ontwikkeling gehandel het. Die terugvoer van die vraelyste bevestig dat die ekonomiee van die onderskeie provinsies en streke dieselfde positiewe groei ondervind as die landsekonomie in die algemeen. Indien meer spesifiek op die konsep van PEG gefokus word, dan word dit gou duidelik dat die ekonomie van die Eden Distrik hoofsaaklik deur die toerisme- en openbare dienste sektore gedryf word. Hierdie feit, sowel as die antwoorde op die vraelyste, het gelei tot die gevolgtrekking dat die konstruksie-industrie, wat uit die bou- en infrastruktuur subsektore bestaan, hoofsaaklik deur die vraag na behuising en publieke dienste gedryf word. Die konstruksie-industrie is dus nie self 'n drywer van ekonomiese ontwikkeling nie, maar in werklikheid 'n 'sekondere' industrie wat baat vind by volhoubare groei en ontwikkeling in die primere ekonomiese sektore. Dit is dus noodsaaklik dat bestuurders en agente van PEG die konsep van volhoubaarheid deeglik oorweeg wanneer daar oor bemagtigings- en ontwikkelings-inisiatiewe besin word. Volhoubare ontwikkeling kan slegs suksesvol geimplementeer word wanneer ontwikkelingsinisiatiewe op die primere industriee in 'n streek gefokus word wat in die algemeen minder blootgestel is aan die sikliese beweging van die Suid-Afrikaanse en globale ekonomiee.

The “What” and “Why” in information system development in resource restricted environments is already well covered in literature. However, the “How” to do it still has not been explored. This thesis reports on the development of a locally flavoured participatory user requirements elicitation framework for the development of information systems in resource restricted environments. It uses existing participatory design practices, user requirements elicitation literature and local participatory norms and traditions to achieve this. In doing so, it takes a step towards the way information systems could be developed in resource restricted environments. The topic of this thesis is mainly motivated by the recent calls in existing literature for developing countries to start developing their own information systems in order to address their own requirements. Accordingly, and to lay a foundation towards the realisation of this goal, this research is positioned within the user requirements elicitation region of information systems development. Current user requirements elicitation methods use traditional methods where experts/designers ask system users questions through interviews or learn about their environment through observations. This research proposes a shift from this approach to one that not only views users as equal partners in the elicitation process but in the whole information systems development process. This is in the spirit of participatory design, which was developed in Scandinavia more than four decades ago. Further, recent research in participatory design emphasises the importance of its contextual nature and concedes that there is no single best practice for participatory design in information systems that applies to all contexts. This research explores the information systems development discourse in resource restricted environments in Africa. Its purpose is to enhance understanding of the local contexts, thus providing new insights on how to develop a framework that speaks to local challenges using norms and traditions in order to develop information systems that address local requirements. Thus, the main contribution of this research lies in laying a foundation for a locally flavoured participatory approach for information systems development in resource restricted environments. It contributes to the existing information systems development, participatory design and user requirements elicitation body of knowledge by developing a framework for participatory user requirements elicitation. In addition, it contributes to the participatory design body of knowledge by introducing an age-old African participatory decisionmaking approach to the academic participatory design community. In doing so, it adopts the meaning of participation from an African value system point of view, which is something that has only been previously explored in the Nordic countries and North America. Finally, recommendations for the application, limitations and avenues for further research are incorporated into the findings of this research.

Global trends in teleost fisheries indicate significant population declines. Thus, alternative fisheries are being developed to meet the growing economic and nutritional demands of the expanding human population. Recently, it has been established that elasmobranch fisheries may fulfill these demands. As many elasmobranchs possess life-history characteristics that make them particularly vulnerable to overfishing, it is imperative to develop management strategies prior to the inception of these fisheries to ensure sustainable resource utilisation. In South Africa, elasmobranchs have been commercially exploited since the 1930s. Although generally considered an under-exploited resource, the potential for growth within these fisheries has been recognized. In 2005, the commercial shark fishery will undergo a transition from medium to long-term rights allocations. This represents an ideal opportunity for scientists and managers to develop precautionary species-specific management plans for commercially exploitable elasmobranch species. The soupfin shark (Galeorhinus galeus) is one of the principal target species in South Africa’s shark fisheries. Given its inherent susceptibility to overexploitation, G. galeus was selected as a management priority by South Africa’s regional fisheries organisation. The purpose of this study was to examine and describe the stock status of G. galeus in South Africa, and to develop a precautionary fishery management plan to ensure the sustainability of this resource. Age, growth, and mortality calculations for G. galeus were made from research survey data collected between 1996 and 1999. A small sample size precluded independent analyses of females. The maximum recorded age for G. galeus was 33 years. Estimated von Bertalanffy growth parameters from observed length-at-age for males and combined sexes were: L∞ 1542.8 mm TL, K 0.21 year⁻¹ , t₀ -2.79 year⁻¹ and L∞ 1560.3 mm TL, K 0.19 year¹, t₀ -3.03 year⁻¹, respectively. The age-at-50% maturity was determined to be 6 years, corresponding to 1011 mm TL for males and 1100 mm TL for combined sexes. Natural mortality was calculated as 0.126 yr⁻¹. The rate of instantaneous total mortality was calculated as 0.27 yr⁻¹. Catch trend analysis showed that catches and CPUE of G. galeus are increasing in the demersal longline fishery, and decreasing in the handline fishery. Decreasing catches and CPUE were observed in fishery-independent research survey data. The status of the soupfin shark stock was modelled using per-recruit analysis. The SB/R model indicated the soupfin shark is being optimally exploited and spawner biomass is at 43% of preexploitation levels. Current fishing levels ( F = 0.14 yr⁻¹) approximate the Fsb₄₀ level (F = 0.17 yr¹); thus, an increase in fishing pressure may lead to stock collapse. It was determined that the current age-at-capture (7.9 years) should be increased to 10 years, or 1420 mm TL, to maximize yield and minimize the possibility of recruitment failure. The results of this study indicate a need for immediate scientific and management intervention in South Africa’s soupfin shark fishery. An assessment report and fishery management plan for G. galeus was compiled, and several management options were proposed. These include the implementation of licence and size restrictions, as well as seasonal/area closures. The potential for an experimental gillnet fishery should be investigated.

Demilitarisation of the state and politics has become an imperative because it is decisive for consolidating democratic politics and for ensuring improvements in public safety and security. Yet the process of such demilitarisation in these countries has often generated a paradox, whereby the reduction of the political influence of state institutions of violence has been associatedw ith rising civil militarism and the prevalenceo f organised violence in the wider society. In these circumstances, taking cognisance of the dangers of civil militarism and other forms of private violence is a priority for designing and implementing demilitarisation strategies and other security reforms in post-authoritarian African states. Reformminded political elites and external supporters need to be sensitive to these dangers or risk perpetuating the shell of electoral democracy that cannot deliver the goal of human security in the region. This dissertation explored how the current approach to demilitarisation is related to the problem of civil militarism by examining the case studies of Nigeria and South Africa. It explains that given the condition of the state in Africa, demilitarisation of politics after transition from military or military-backed authoritarianism contributes to the emergence of civil militarism. Based on this finding, it argues for a comprehensive approach to demilitarisation as a strategy that caters to both state and societal violence in order to mitigate the risks of civil militarism in the process.

That natural resources (NRs) are important to those experiencing adversity, and, especially, vulnerability associated with HIV/AIDS, is well documented, particularly with respect to food and energy security. What is unclear is where HIV/AIDS ranks in terms of its significance in comparison to other household shocks, the role local ecological knowledge may (LEK) play in households' response to shock, a propos the types of coping strategies that are employed. Consequently, this research aims to bridge the knowledge gap between HIV/AIDS and the degree to which it is contributing to the expansion of NR commercialisation and to explore the unknowns surrounding the influence of LEK on people's choice of coping strategy. A two phase study was designed to provide quantitative rigour with qualitative depth. Phase one was an extensive, rapid survey of NR traders within urban and rural settings in five southern Africa countries. The principle objective was to profile the trade, the livelihoods of those involved and their reasons for entering the trade, to ultimately establish to what degree HIV/AIDS may have been a catalyst for this. Almost one third of the sample entered the trade in response to illness and/or death in their households, with 80% of deaths being of breadwinners. The findings illustrated considerable dependence on the sale of NRs; for almost 60% of the sample it was their household's only source of income. There was evidently increased blurring of the lines between rural and urban NR use with a greater diversity of products being traded in urban areas. Phase two involved in-depth interviews and work with a smaller sample at two sites selected based on the findings from the first phase. It incorporated three groups of households; non-trading, inexperienced trading and experienced trading households. Key areas of focus were household shocks, coping strategies employed in response to these and the role LEK may be playing in the choice of coping strategies. Within a two year period, 95% of households registered at least one shock, of which 80% recorded AIDS-related proxy shocks. Non-trading households were significantly worse-off in this regard, while in the case of non-AIDS proxy shocks, there was no such difference between groups. The most frequently employed coping strategy was the consumption and sale of NRs and was of particular importance when households were faced with AIDS proxy shocks. Trading households emerged as having superior levels of LEK in comparison to non-trading households, even for non-traded NRs, suggesting that prior LEK of NRs opened up opportunities to trade in NR as a coping strategy. Further inspection of the latter group however revealed that the portion of non-trading households who traded on a very ad hoc basis actually had comparable levels of LEK to the trading households. Despite the ad hoc trading households' vulnerable state and their disproportionately high level of AIDS proxy measures, they had at their disposal, sufficient LEK to unlock certain key coping strategies, namely the NR trade. In this sense there are apparent linkages between LEK, HIV/AIDS and the expansion of the commercialisation of NRs.

By presenting case studies from the village of Mahenye in Zimbabwe and the five villages of the Okavango Community Trust in Botswana, the study looks beyond the objectives, discourse and contests of policy and undertakes an investigation of what actions rural people are undertaking inside the institutions established by policy makers, and of governance outcomes at the local level. These case studies reveal that unfettered devolution can lead to elite capture and the perpetuation of poverty; that rural communities themselves have agency and the ability to exercise it; and that there is limited and shrinking political space in both countries which is reducing opportunities for rural communities to engage with political processes. The Botswana case studies demonstrates that an imported and imposed devolutionary initiative which lacks links to higher levels of governance can reduce political space at local levels. The Zimbabwe case study demonstrates that political space may be more effectively created through decentralisation. The lesson drawn from these case studies is that institutional arrangements and roles should be determined by context specific issues and circumstances and move beyond the structural determinism that has characterized much of the CBNRM debate to date. The study concludes with policy recommendations. These include the need for recognition of the synergy between CBNRM and democratisation as mutually reinforcing processes and the need to be context-specific.
