Full textThe fishing sector has been suffering a strong setback, with reduction in fishing stocks and more recently with the reduction of the fishing fleet. One of the most important factors for this decrease, is related to the continuous difficulty to find fish with quality and quantity, allowing the sector work constantly all year long. However other factors are affecting negatively the fishing sector, in particular the huge maintenance costs of the ships and the high diary costs that are necessary for daily work of each vessel. One of the main costs associated with daily work, is the fuel consumption. As an example, one boat with 30 meters working around 17 hours every day, consumes 2500 liters of fuel/day. This value is very high taking into account the productivity of the sector. Supporting this premise was developed a project with the aim of reducing fuel consumption in fishing vessels. The project calls “ShipTrack” and aims the use of forecasts of ocean currents in the routes of the ships. The objective involves the use of ocean currents in favor, and avoiding ocean currents against, taking into account the course of the ship, in order to reduce fuel consumption and increase the ship speed. The methodology used underwent the creation of specific Software, in order to optimize routes, taking into account the forecasts of the ocean currents. These forecasts are performed using numerical modelling, methodology that become more and more important in all communities, because through the modeling, it can be analyzed, verified and predicted important phenomena to all the terrestrial ecosystem. The objective was the creation of Software, however its development was not completed, so it was necessary a new approach in order to verify the influence of the ocean currents in the navigation of the fishing ship "Cruz de Malta". In this new approach, and during the various ship routes it was gathering a constant information about the instant speed, instantaneous fuel consumption, the state of the ocean currents along the course of the ship, among other factors. After 4 sea travels and many routes analyzed, it was possible to verify the influence of the ocean currents in the Ship speed and in fuel consumption. For example, in many stages of the sea travels it was possible to verify an increase in speed in zones where the ocean currents are in favor to the ships movements. This incorporation of new data inside the fishing industry, was seen positively by his players, which encourages new developments in this industry.
O sector pesqueiro tem vindo a sofrer um forte revés, com a redução dos stocks de pesca e mais recentemente com a diminuição da frota de pesca. Um dos principais fatores mais importantes para esta diminuição está relacionado com a contínua dificuldade em encontrar peixe com qualidade e em quantidade, permitindo ao setor trabalhar constantemente durante todo o ano. No entanto, outros fatores estão a afetar negativamente o setor pesqueiro, nomeadamente, os grandes custos de manutenção das embarcações e os elevados custos diários que são necessários para o trabalho de cada embarcação. Um dos principais custos associados ao trabalho diário é o consumo de combustíveis. Como exemplo, uma embarcação com 30 metros de comprimento e que trabalha cerca de 17 horas diárias consome cerca de 2500 litros de combustível por dia, valor muito alto tendo em conta a produtividade do setor. Suportando esta premissa foi desenvolvido um projeto com o objetivo de reduzir o consumo de combustível por parte das embarcações pesqueiras. Este projeto chama-se “ShipTrack”, e tem como finalidade a utilização de previsões de correntes marítimas nas rotas efetuadas pelas embarcações. O objetivo envolve um aproveitamento das correntes a favor e evitar correntes contra, tendo em conta o rumo do barco, de forma a diminuir consumos de combustíveis e aumentar velocidades de navegação. A metodologia utilizada passou pela criação de um Software específico, de forma a otimizar rotas tendo em conta a previsão das correntes oceânicas. Estas previsões são realizadas com recurso à modelação, mecanismo que tem cada vez mais importância em todas as comunidades, pois através da modelação, podemos prever, antecipar e verificar fenómenos importantes para todo o ecossistema terrestre. O objetivo inicial consistia na criação de um Software para o sector pesqueiro, no entanto o seu desenvolvimento não ficou concluído durante a realização deste trabalho. Assim foi necessária uma nova abordagem de forma a verificar a influência das correntes oceânicas na embarcação de pesca “Cruz de Malta”. Nesta nova abordagem, e durante as várias rotas realizadas, foi recolhida constantemente informação sobre a velocidade instantânea, o consumo instantâneo e o estado das correntes oceânicas ao longo do percurso do barco, bem como outros fatores. Após 4 viagens oceânicas e muitas rotas analisadas, foi possível verificar a influência das correntes oceânicas na velocidade do barco e no consumo de combustível. Por exemplo, em muitas fases das várias rotas realizadas, foi possível verificar um aumento da velocidade em zonas onde as correntes oceânicas se encontravam a favor do movimento do barco. A incorporação de novos dados na indústria da pesca foi vista positivamente pelos seus intervenientes, o que encoraja a novos desenvolvimentos nesta indústria.

Full textThe objective of this research was to analyze the changes occurred in the conditions of life in the human population, at community Canto do Mangue in Canguaretama (RN), and also their possible relationships with the introduction of the shrimp creation in captivity after 1980. Techniques of qualitative research were used (documentary analysis, interviews and observation in locus ) and quantitative (analysis of central trend, dispersion and correlation). It was evidenced that the occurred alterations in the local space are associated to the pressures caused by factors of external and internal order, such as implantation and expansion of the creation of shrimp in captivity projects. This led to the advance of the real estate speculation and intensified the deforestation of mangroves areas at the estuary of the river Curimataú/Cunhaú. It contributed to the abandon of the agriculture of subsistence in this community, as well as of handcraft fishing activity. Consequently, there was a loss of knowing traditional in the accomplishment of this activity. It was still verified that alterations in the use of territory and the resources threaten biodiversity and have contributed to the reduction of fishing supplies boats of the community of Canguaretama and consequently, the decrease of the quantity of shrimp (Ucides cardatus) at Canto do Mangue. The results allowed to conclude that the production in wide scale inside market economy, it disrespects the search of balance in the territorial configurations. Thus, the environmental disturbances caused by the shrimp creation of in captivity have social and cultural consequences, affecting directly the way of life of the Canto do Mangue inhabitants. The shrimp companies have employed part of the fishermen that are leaving the fishing activities, however the low level of scholarship and old age are factors that leave them out of team of employees of these companies. Therefore, conditions should be created to make possible to conciliate the shrimp creation in captivity and sustentability of the region.

Full textIn South Africa, squid fishing vessels need to find and then anchor above benthic squid egg beds to effect viable catches. However, waves acting on the vessel produce a dynamic response on the anchor line. These oscillatory motions produce impact forces of the chain striking the seabed. It is hypothesised that this causes damage to the squid egg bed beneath the vessels. Different mooring systems may cause more or less damage and this is what is investigated in this research. The effect of vessel mooring lines impact on the seabed during squid fishing is investigated using a specialised hydrodynamic tool commercial package ANSYS AQWA models. This study analysed the single-point versus the two-point mooring system’s impact on the seabed. The ANSYS AQWA models were developed for both mooring systems under the influence of the wave and current loads using the 14 and 22 m vessels anchored with various chain sizes. The effect of various wave conditions was investigated as well as the analysis of three mooring line configurations. The mooring chain contact pressure on the seabed is investigated beyond what is output from ANSYS AQWA using ABAQUS finite element analysis. The real-world velocity of the mooring chain underwater was obtained using video analysis. The ABAQUS model was built by varying chain sizes at different impact velocities. The impact pressure and force due to this velocity was related to mooring line impact velocity on the seabed in ANSYS AQWA. Results show the maximum impact pressure of 191 MPa when the 20 mm diameter chain impacts the seabed at the velocity of 8 m/s from video analysis. It was found that the mooring chain impact pressure on the seabed increased with an increase in the velocity of impact and chain size. The ANSYS AQWA impact pressure on the seabed was found to be 170.86 MPa at the impact velocity of 6.4 m/s. The two-point mooring system was found to double the seabed mooring chain contact length compared to the single-point mooring system. Both mooring systems showed that the 14 m vessel mooring line causes the least seabed footprint compared to the 22 m vessel.

At present, no activity can take place without respecting the environment. The management of seaports has not been immune to this trend and have not escaped either or sport fishing ports where it is also necessary to lessen any form of contamination if you want to limit their negative effects on the environment. Concern about the effects passed on to the environment, import the negative impacts of fishing activities and recreational impact, whether common or resources on the social fabric, through environmental and health risks in a broad sense, on the ability of the environment to absorb and regenerate waste or simply to produce aesthetic satisfaction or otherwise. The costs of these impacts will, if external to the market and be borne by all citizens, as it directly affects largely to tourism businesses. The environmental quality will be key to the success of a quality tourism and many leisure activities, as the demand for non-degraded environments involves a high environmental quality, not only for tourists in the strict sense of the word but for any "consumer of leisure".

Fish culture is na aquaculture field which has been growing a lot in the last few years, specially by fish capture stagnation and for the growing high nutritional quality animal protein demand. A market field that has been greatly developed since 1990 s and which holds huge transactions of buying and selling alive cultures fish is the fee fishing activity, moving not only São Paulo fish cultures but from other states too, like Paraná, Mato Grosso do Sul and Minas Gerais. However, as in any human activity, it has negative and positive impacts. On this perspective, this study has objected, through an environment assessment evaluation in five fee-fishing units located in Araras region, manage the proposition Best Management Practices (BMP s) use and making a cost/benefit analysis to prove the viability of those practices use. Data were collected through a previous prepared questions and fishing pounds water and sediment samples analysis and water quality parameters measures in three different moments: before, during and after the rainy period. The analysis showed there are lead and iron elements excess in water, the former is due to previous lead contamination in Mogi-Guaçu hydrographical basin, and the last one because of the region soil type. Several Best Management Practices (BMP s) were proposed and the cost/benefit analysis identified only one economic viable establishment, whereas under a 9.5% a year discount rate in a 15-year analysis, it s proved to be profitable. The studied fee-fishing units presented serious problems on economic sector, and should in an urgent way improve their administrative and management strategies in order to better explore the property potentialities and the activity the execute in a sustainable manner.
A piscicultura é um ramo da aqüicultura que vem crescendo muito nos últimos anos, impulsionada pela estagnação na pesca extrativa e pela crescente demanda por proteína animal de alta qualidade nutricional. Um dos mercados que se desenvolveu copiosamente no início da década de noventa e que comporta grande movimentação de compra e venda de pescados cultivados é o mercado de pesque-pague, movimentando não só a piscicultura do estado de São Paulo, como também de estados vizinhos como Paraná, Mato Grosso do Sul e Minas Gerais. No entanto, assim como qualquer outra atividade humana, provoca impactos positivos e negativos. Sob esta perspectiva, este trabalho objetivou, através de uma avaliação de impactos ambientais em cinco pesque-pague da região de Araras, propor a adoção de boas práticas de manejo (BPM s) e realizar uma análise de custo/benefício para verificar a viabilidade da adoção de tais práticas. As informações foram coletadas através de questionários pré-elaborados, análises de amostras de água e sedimento e a medição dos parâmetros de qualidade de água dos tanques de pesca em três momentos diferentes: antes durante e após o período chuvoso. As análises de água revelaram existência de excesso dos elementos chumbo e ferro, o primeiro devido à contaminação pré-existente na bacia do Mogi-Guaçu, e o último em decorrência do tipo de solo da região latossolo. Várias Boas Práticas de Manejo foram propostas e a análise de custo/benefício identificou apenas um estabelecimento considerado economicamente viável, pois a uma taxa de desconto de 9,5% ao ano e sob um horizonte temporal de 15 anos, mostrou-se rentável. Os estabelecimentos estudados apresentam sérios problemas no setor econômico, devendo com urgência melhorar suas estratégias administrativas e gerenciais a fim de melhor explorar as potencialidades da propriedade e das atividades que desenvolvem de forma sustentável.

This dissertation had for objective to search the paper of the fishing in the daily one of the City of São Paulo, under the perspective of the conservation of the landscape geographic in a productive model and sustainable of occupation of the ground and the natural resources, in the current and historical time of the fishing urban. In this direction, the study of establishments of the type feefishing , that they had been created in small farms located in surroundings of the São Paulo metropolis, have for purpose, the attainment of data that make possible an analysis of the geographic space, in order to consider the creation of projects that they allow a new use of public and private areas, and that they are come back to the improvement of the ambient quality in the urban centers. For in such a way, data searched had been systemize of way quantitative and qualitative in graphs and tables, what appreciation guaranteed detailed of establishments searched and of its proprietors and frequentadores, what allowing to conclude that these feefishing had started to be a viable alternative for refuncionalização and conservation of urban and agricultural spaces, as much in public areas, as in particular areas
Esta dissertação teve por objetivo pesquisar o papel dos pesqueiros no cotidiano da Cidade de São Paulo, sob a perspectiva da conservação da paisagem geográfica em um modelo produtivo e sustentável de ocupação do solo e dos recursos naturais, no tempo atual e histórico da pesca urbana. Neste sentido, o estudo de estabelecimentos do tipo pesque-pague , que foram criados em sítios localizados no entorno da metrópole paulista, teve por finalidade, a obtenção de dados que possibilitou uma análise do espaço geográfico, a fim de propor a criação de projetos que permitam um novo uso de áreas públicas e privadas, e que estejam voltados à melhoria da qualidade ambiental nos centros urbanos. Para tanto, os dados pesquisados foram sistematizados de maneira quantitativa e qualitativa em gráficos e tabelas, o que garantiu uma apreciação detalhada dos estabelecimentos pesquisados e de seus proprietários e frequentadores, permitindo concluir que esses pesqueiros passaram a ser uma alternativa viável para a refuncionalização e a conservação de espaços urbanos e rurais, tanto em áreas públicas, como em áreas particulares

In order to change the color of FBFA appearance, enhance the viscosity of FBFA and reduce the feasibility of FBFA being used in the traveling diesel-vehicles (TDVs), the working items and method of study were as follows. 1. A discussion of manufacturing process and additives of FBFA and the establishment of two new ingredients of FBFA (RDS0.5 and PFO0.5); 2. Understanding the numbers, tonnage, horse power, tones per fishing boat and horse power per tone of fishing boat in Taiwan from 1992 to 2006; 3.Observing the color appearance of PDF, FBFA, RDS0.5 and PFO0.5; 4.The measurements of sulfur and total-aromatic contents, dynamic viscosity and T90 of PDF, FBFA, RDS and PFO; 5.The tests of mechanical performance and pollutant emissions for PDF, FBFA, RDS0.5 and PFO0.5, respectively on a diesel-engine dynamometer; 6.The test of FBFA, RDS0.5 and PFO0.5, respectively being used in three real-scale fishing boats; 7. The feasibility assessments of FBFA with new ingredients being used in road traveling diesel vehicles and real-scale fishing boats, respectively; 8. Proposing a leading direction of policy performance for new ingredient FBFA. The major results and conclutions of this study are as follows: (1). By using the appearance and color of fuel oil for the preliminary screening of illegal diesel fuel, the RDS0.5 will be a better choice for fishing-boat fuel. (2). If the fishing boat fuel being used in the traveling diesel vehicles, the emission amount of SOx will be increased approximately by 162 times and the total-PAH emission will be also elevated very significantly. This is one of the major reasons why the fishing boat fuel being used illegally in the traveling diesel vehicle needs to be strongly prohibited. By using the mass balance analysis, by adding 0.5% RDS or 0.5% PFO in the fishing boat fuel (FBFA), the sulfur content of FBFA will be no significant change. (3). The mean PM emission factors from the FBFA, RDS0.5 and PFO0.5 fueled diesel engines were higher than that of PDF by 72.2%, 63% and 87.4%, respectively and the mean total-PAH emission factors from the FBFA, RDS0.5 and PFO0.5 fueled diesel engines were higher than that of PDF by 72.2%, 63% and 87.4%, respectively. The fishing boat fuel being used in the traveling diesel vehicles did increase the emissions of both PM and PAHs. (4). The results of real-boat testing displayed that by using RDS0.5 as fishing boat fuel can reduce the emission factors of PM by 43.5%, increase the emission factors of total-PAHs by 43.5% and showed no significant difference in total-BaPeq. It revealed that by using RDS0.5, the majority of advantage will be very positive. (5). Performance of New policy: Replace the FBFA as RDS0.5. By looking the appearance and color of fuel oil, if a dark-brown color diesel-fuel is found during the preliminary screening process, the diesel fuel needs a further analysis for sulfur content.

The rising international oil prices and global environmental awareness have forced many fishing boat owners and shipbuilding corporations to introduce different types of energy-saving technologies and products into fishing boats. Currently, light emitting diode (LED) lamps to replace traditional light ones on board is the mainstream trend. However, the development of these LED lighting equipment is usually based on land use requirements, and thus ignores the marine use requirements of illumination, temperature, vibration, water proof, and corrosion resistance. In order to ensure the LED light equipment that are suitable for the fishing boat environment, this thesis aims developing LED light equipment based on the traditional equipment on board according to corresponding specifications of the existing light equipment on board through experimental and filed tests. According to the test results, this thesis suggests that in response to the introduction of new electronic lighting sources to fishing boats, the test standards for illumination and vibration must be appropriately modified and the periodic light decay test and the ambient temperature test with a higher setting should be considered. Analysis results can provide manufacturers useful information in designing similar equipment for effectively enhancing energy efficiency of light equipment on fishing boards.

The maritime area of Jinmen had been subject to strict governmental control for decades after the 1958 Jinmen Bombardment. This control fostered the abundant fishing resources in this area, which causes the trespassed fishing committed by mainland Chinese fishing boats. The number of population in mainland China is huge, and people inhabiting along the coastline depend on agriculture and fishery. Due to the poor farming conditions, most people earn their livings by fishing and aquaculture. However, because of the over-fishing along mainland Chinese coastline, the fishing resources has almost depleted. Mainland Chinese fishers has trespassed to the maritime area of Jinmen for illegal fishing and damaged the fishing conditions and productivity of this area. Mainland Chinese fishing boats can reach the area within an hour, which renders the current approach of protection and prohibition ineffective and in null. In practice, mainland Chinese fishing boats cast their nets and deploy their fishing instruments in the maritime area of Jinmen. The cruising police boats cannot reach the area immediately, and the cruising police is unable to preserve the fishing resources in this area. Therefore, the way to prevent mainland Chinese fishing boats from trespassing should emphasize the strategy of blocking the Chinese boats from entering the maritime area of Jinmen. Having implementing the policy of implementation for years by the Coast Guards, mainland Chinese fishing boats has understood the approach of investigation thoroughly, and the distance between Jinmen and Xiamen is only a few thousand meters, it is easy to escape. On the contrary, we can employ the newly acquired data to analyze the fishing patterns of the trespassed mainland Chinese fishing boats. We can use the variables of month, time, and the scale of waves to conduct research. We can also use Google Earth to produce the spot map of crime to identify the area, time date (Chinese calendar) and so on. For these purposes, one can analyze the patterns of mainland Chinese trespassed fishing and use the results of analysis as a reference for policy-making of trespassed fishing prevention. The policy should adopt an active approach to actively prevent the trespassing, not simply try to arrest the trespassed boats.

Cigarettes are closely related to people’s health and can be the most popular smuggled consumer goods in the world. Since its high taxation, the scenario of cigarettes smuggling is very common internationally. In the author’s perspective, among all kinds of crime on smuggling, cigarettes smuggling is relatively hard to prevent and control and has a high recidivism rate. The reasons are the crime of cigarettes smuggling is generally committed by the group’s, cross-border and organized activities and those smuggled cigarettes can bring criminals a huge profit. Moreover, the work allocation between the upper and lower streams is meticulous and the territory of committing crimes is vast. What is more, the penalties and identification for cigarettes smuggling in Taiwan are relatively loose. Thus, it is quite difficult to prevent the crime of cigarettes smuggling. This study focuses on the topic of preventive strategy of cigarettes smuggling by fishing boats. In this study, the author probes into the effectiveness and obstructed problems of current policies on preventing cigarettes smuggling by fishing boats. Base on the result of the research, the practical proposals of preventive strategy will be proposed accordingly. The qualitative research is used in this study by conducting the method of analyzing references and in-depth interview. By reviewing references and analyzing the official statistic data, the causes and the theory basis of smuggling, the current scenario and model of smuggling by fishing boats are well understood. Additionally, in the empirical research, the purposive sampling is adopted by conducting in-depth interviewing 15 professional and well-experienced staffs. According to their point of views, it is clearly to understand the difficulties and deficiencies of the policies of preventing cigarettes smuggling by fishing boats. The study found the factors of the formation of cigarettes smuggling activities by fishing boats involving politics, economy, society, legislation and geographic environment. The explicit organization of smuggling groups and the meticulous division of work lead to difficulties and complexities of investigation and collection of evidences. Moreover, the increasing cigarettes price, weak restriction of law, ineffective investigation and seizing, sophisticated criminal skills of smuggling, insufficient energy and poor environment of investigation and seizing which influences officer’s willingness of investigation are reasons cause the problems of cigarettes smuggling by fishing boats continuingly. In conclusion, according to above problems, the study proposes practical and specific preventive strategy corresponding to current situations in five different aspects: reducing the demand of the market, decreasing the supply of smuggled cigarettes, increasing the risk cost of smuggling, improving the effectiveness of enforcing the law and enhancing the willingness of officer to conduct investigation. Hopefully, the result of the study can offer the government a reference to establish the policies to prevent crimes of cigarettes smuggling by fishing boats and improve the effect of prevention and control.

The policy that supply duty-free fuel oil to fishing boats have been carry out for many years and have benefited to Taiwan fishery and fishermen as well. However, because of the diesel oil’s price of marine-used is much cheaper than ashore-used oil, which causes minority fishermen sell the fishing boat oil to the diesel vehicles and induce many social problems. Because of the marine-used oil contains high quantity of sulfur, therefore, the selling marine-used oil behavior not only causes the loss of revenue, but also brings the serious air pollution problems. In order to solve the fishing boat oil embezzlement problem, a system to estimate the oil consumption of fishing boats is developed in this established in this study. The outcomes of this system would help government to decide the amount of oil that could be subsidized. This system is composed of GPS records, track path collection workstations and a data collection center. GPS records installed on fishing boat record the track path data. The track path collection workstations will be set up in the fishing boat gas station, through which the data translation and encrypting process will be carried out. When gas station is closed, the collects data center will summarize the translated track path data from the track path collection workstation. In the fore part of the thesis, an equation to estimate the oil consumption of fishing boats under different cruising speed had been figure out, and its accuracy was confirmed by experiments. By setting up GPS records on several fishing boats that have different tonnages, engine power and etc., the experiments were achieved. It is found out that the estimating equation which contains speed (v), length (LOA), horsepower (BHP), displacement (W), can make a satisfactory prediction. The test results show that the difference between the real consumption and the estimating consumption is less than 30%. In the rear part of the thesis, study focus on the establishment of a practical system to verify its feasibility. A GPS record consists a GPS antenna and an embedded system is adopted. An industrial class server is used as track path collection workstation. The test results indicate that the performance of the system is very steady. The Fisheries Agency of Taiwan Government intends to introduce this system to replace the present subsidizing method. If the system is put into practice, it would reduce the amount of subsidized oil, and improve the air pollution problem as well.

Boats, especially fishing boats, sailing in shallow water usually encounter tangling problem. Current Taiwanese fishing rafts/boats and many ring net fishing vessels all face this problem. The present objective is to evaluate the possibility of installing pump jet on fishing vessels, including simulation of flow field near the pump jet, comparison with traditional propeller on issues of tangling, and life-cycle cost for typical Taiwanese fishing methods. This study found that pump jet’s inflow velocity affect all flow field when in shallow water; pump-jet almost avoids tangling problem;rim-driven propellers can easily clean tangled material by reversing operation or different speed, and can still operate even when ropelike material stuck with the blades. Both are better than traditional propellers. Without the consideration of indirect benefit of less tangling situations, the installation of pump jet on American style purse seine ships as subsidiary propulsion, small boat power, or maneuvering device (replacing rudder), will all delay the balance of cost and benefit for only a slight level. The effect is smaller to the change of fuel price. The preliminary design of the small boat makes its stability decline, while American style purse seine has no significant change.

As information and communication technology, rapid development of sailing ships on the ocean, through the communications satellite (INMARSAT) to establish the network connection is a clear trend. After the connection, apart from the general fishing, shipping an important message to corporate headquarters through the website announced, but in navigating through all levels of staff are also IP-based environment for real-time information access to the shore. The original land use in the transmission of information on the distance to the shipping industry, technology transfer, so that ships sailing in to shore human use of information supporting the ship moving in the sea. In recent years, the rise of the concept of conservation of marine resources, so the fishing vessels operating in the South Pacific, the need to comply with FFA (Forum Fisheries Agency-South Pacific) and related administrative services. The study of satellite communications, GPS, shore access road so different technology areas and shore-based maintenance technology, system integration concept, the planning and design of an ocean-going fishing vessels can catch the information returns reporting format consistent with the provisions of FFA and global positioning of the prototype system.

Fishing light is one of the most important fishing gears in fire-trap fishing industry and is often used to attract and catch fish species. However, catching efficiency and energy consumption are equally important in terms of adequate use of fishing light. Compared with high-intensity discharge (HID) lamps and other traditional fishing lamps, light-emitting diode (LED) fishing lamp has been found to have higher energy efficiency. Therefore, LED fishing lamps were installed in three fishing vessels in order to investigate their lighting characteristics and cost effectiveness through field test of the vessels. The experimental results show that the LED lamps own more concentrated directivity so that their underwater illumination value at 10 m reached 1.5 times of those of the traditional HID fishing lamps. The required power output of LED lamps was only 30 % of that of traditional fishing HID lamps fixed in a fishing boat. In addition, the average power consumption and fuel consumption savings of the tested fishing boats which were installed with a combination of LED with HID lamps were only 32~42% and 15~25%, respectively of the tested vessels equipped with neat traditional HID lamps. The number and weight of electricity generators required to retrofit LED fishing light in the fishing vessels were also reduced by more than 50%. Hence, both the flexibility of maneuvering and fishing catch rate were increased. However, the total quantity of fishing catch was not influenced significantly by the lighting replacement. Abstract The purpose of this thesis is to provide fishermen few ways when handling with the difficulties of "recreational fishery" and stabilizing the situation for the transformation and development of fisheries. This thesis focuses on the current status of the operation and transformation of “Recreational Fishing Boats” and it analyses the main factors causing problems. Also, it studies the management methods of recreational fisheries in Regulations for Recreational fishery of Fisheries Agency and analyses operating restrictions of the recreational fishing boats. Then it compares with market competitors of the recreational fishing boats such as yachts. Finally, I will share my experience about managing recreational fishing boats from the building a marketing strategy to designing activities. 1. Recreational fishing boats have restrictions in activity time and distance, while yachts, ferries and other similar marine tourism service providers do not have this kind of restrictions, resulting in low competitiveness of recreational fishery in the market; and fishermen are not willing to change their fishing business model. These factors slow down the development of industry and lead to a situation of unfair market competition. It is recommended that the authorities such as the Fisheries Angency and Maritime Port Bureau can change Regulations for Recreational fishery refers to the standards of yachts. It could raise the market competitiveness of recreational fishing boats, increase the willingness of fishermen joining recreational fishery, and provide services to marine tourism and leisure industry service providers a stable market and fair competition between service providers. 2. The government might have fishing management loopholes like letting fishing vessels with a capacity of more than 100 tons enter the fishing grounds within 30 miles from shores. The fishing capacity and fishing gear efficiency of large fishing vessels are much higher than those small fishing vessels, which may affect the livelihood of fishermen and influence the quality of activities of other marine tourism and leisure service providers. It is recommended that recreational fishery boats should work closely with yachts and ferries. They could clean up marine debris; assist in the academic research; and actively report illegal fishing vessels; and respond to the government’s policy against sustainable fishery resources. They could protect Taiwan's marine ecological resources together. 3. Fishermen's marketing ability and experience are insufficient, resulting in its ticket price being too high; the crew service quality and equipment are poor; the target consumer group base is less. It might cause price cut competition among peers, poor industrial development. The risk of joining recreational fishery is enormous and the willingness of fishermen transforming to recreational fisheries is lower. It is recommended that recreational fishing boats could use the marketing scheme cooperating with other tourism and leisure industry. They could launch the price promotion of joint packages and series of travel itineraries and activities. It could attract passengers and tourists from cruise ships by offering a new way to explore a city and fulfil their needs. The statistical accidents number of coastal pleasure boats and fishing boats is high in Taiwan area. With international shipping rules and conventions, the sea-going vessel all should be equipped with the Very High Frequency (VHF) radio telephone for necessary communication. But the coastal boats and Taiwanese marine workers usually carry Cell phone (Mobile phone) as a primary communication tool. For the purpose of improving the safety of shipping environment, this study is attempted to examine the evaluation on willingness to install VHF radiotelephone on coastal boats by using the questionnaire census method. The census was proceeded with boat owners, administration staff of government and fishermen association and captains in June to September, 2008. The study was gotten 511, representing 85.25% of total questionnaires 600, and there was 434 effective questionnaires, comprising 85.1% of retrieval questionnaires. The data was analyzed by the descriptive statistics, one-way ANOVA, factor analysis and Pearson correlation. The results shows that pleasure boats and fishing boats have the wish to install VHF radiotelephone, and expect the Government to enact Legislation to require the installation. For the willingness to pay for the installation, there are a small gap with market prices, and they all expect the Government to provide subsidies.

Smuggling activities has been a long-term existence of the crime problem in the countries of the world, as well as in Taiwan. Cigarette smuggling is a huge money crimes, not only committed by group, but also by cross-border criminal activities. The effects decided whether the cigarette smuggling to proceed including the strength the investigation unit to check, success assessment for smuggling, and severity of the law and punishment, all of the above are smuggling syndicates will consider before smuggling. For successfully smuggling cigarettes by fishing boat, the most important considerations are the season and the marine. The material of this study is based on the official archives, cigarette smuggling cases based on the data from a fishing boat seized by the Coast Guard during 2009-2011. Especially focus on characteristic s of “time”, “place”, together with the wind speed, wave height and flow rate, etc. by the research institute of the Ministry of Transportation and Communications Transport. The analysis is to understand the correlation between their mutual, to explore the correlation coefficient, and sinks the entire current legal requirements in order to analyze whether allow smuggling syndicate with impunity and large-scale smuggling of cigarettes of legal loopholes. The purposes of the study are summarized as follow: A. to explore fishing boats carrying contraband cigarettes into and out of Taiwanese waters have been seized at the time, place and the relationship of the factors of marine, to summarize the relationship between weather, marine and the activities of smuggling cigarettes by fishing boats. B. to analysis and highlights Taiwanese current inadequacies toward regulations in relation to smuggling cigarettes by fishing boats, to allow government departments to have a reference in the development of relevant laws. This study showed that during 2009-2011, frequency highest place for smuggling cigarettes by fishing boats are in Ilan and Kaohsiung, in the month of May, the time during 2 a.m. to 4 a.m. in the morning. Wind speed of 5 m / s, the wave height of 1.1 meters and seawater flow rate ratio of less than 0.4 m / s up to 80%. The number of cigarette smuggling by fishing boats departing and leaving Taiwanese waters was seized, correlation coefficients were calculated between the prevailing wind speed, wave height and flow rate of -0.55, -0.55, and -0.82 and -0.58 -0.61 and -0.50. The result calculated by the analysis of the correlation coefficient is -0.5, showing negative moderate correlation, as well as highly relevant negative. The result shows that there is an important relationship between smuggling and marine factors and marine factor is an important factor to decide whether smuggling by fishing boat to proceed.

Abstract Recreational fishery experienced a rapid development after the Martial Law abandoned, however, the industry has changed from flourish to decadence in recent 20 years. The reasons behind includes the inadequate funding and management concept of fishermen as well as the reduction of fishery sources. The Sain-Ou Fishing Port, located near Taipei metropolitan, is one of the fishing ports with most complete port facilities, recreational boats and fishers. The long-term catch statistics from the port can serve as the indicator for the resource status of key fish species in the northeast waters. For this reason we take the port as the research site, the spatio-temporal characteristics of the recreational fishery catch data collected from the port during 2000-2013 were processed using Geographic Information System in order to understand the changes of abundance, composition and fishing ground, and thereby analyze the fishing site status and potential problems with the recreational fishing boats in Northeast. The relevant results are summarized below: 1. During the investigation period between 2000 and 2013, the average fishing days of the sample boat in Sain-Ou Fishing Port was 124 days in a year with fishing effort of 18.2 rod/day and catch rate of 13.8 Kg/rod. 2. The average catch per sample boat in each year was 31 tons, consisted of 40 some species and dominated by 9 species (94.45%), namely Trichiurus lepturus, Auxis rochei rochei, Auxis thazard thazard, Katsuwonus pelamis, Uroteuthis edulis, Sarda orientalis, Scomber australasicus, Dentex tumifrons, Trachurus japonicas, Parapristipoma trilineatum, and Decapterus maruadsi. Among them, the catch of hairtail (Trichiurus lepturus) accounting 38.34% of the total catch was the highest ratio of all. 3. The gridded cumulative values of fishing locations and catch showed that most of the fishing activities were took place on the waters shallower that 200 m in depth. The summer fishing points were mainly concentrated in the waters along the north coast, Keelung Islet, and the three Northern Isles (Huaping Yu, Pengjia Yu and Mianhua Yu). In winter time, the fishing points shifted southward to the waters surrounding Gueishan Islet. 4. The catch was highly related to the nature of seabed. With regards to the seabed, the sand texture accounts for 68.05% of the seabed nature with also the largest catch, accounting for 60.14%. Rock, gravel and coral regions had higher ratio of catch than the seabed. In particular the fishing points at coral layer were relatively high and were the most popular sites for boat fishing. With regards to water depth, fishing mainly was located in depth less than 200 m with the highest catch in water depth between 40m to 50m, accounting for 47%, followed by water depth between 50m to 60m, accounting for 10%. With regards to slope, the slope angle between-1°~ 0° had the highest catch, accounting for 35%, followed by between 0°~ 1°, accounting for 19%. 5. The ANOVA test results showed that the seabed nature had significant difference (p<0.05) on the hook rate of specific species. With regards to seabed nature, Trichiurus lepturus had the highest hook rate in mud layer while Dentex tumifrons had the highest hook rate in gravel layer. With regards to water depth, Auxis rochei rochei and Trachurus japonicas had the highest hook rate in water depth of 50 m. 6. Comparing the trends on the three major hot areas, Keelung Islet, three Northern Isles and Gueishan Islet, inicated that the waters arround Keelung Islet had highest performance in fishing days, total catch and hook rate. In this study, the remote monitoring system is developed by E-technology, to provide an immediate and detailed data of the material management and catch of fish for the fishing boats. This system could provide a more efficient communication channel between fishing boats at sea and fishing companies on land, consequently, the information could be shown in time. Administrators can obtain the information about the stocks and spares of materials, maintenance schedule and the catch of fish through this real time information display system. Information’s transparency and real-time transfer are the points of the E-management strategy to achieve the goal of integral formulation and instant reaction for the fishing companies. With the E-management system, fishing companies could not only reduce the unnecessary waste and increase the financial benefit, but also promote the competitiveness of the deep-sea fisheries in Taiwan.

In perils of the sea, collision incidents of fishing boats have often reported in maritime ship casualties, with the major causes being human error and unpredictable conditions. This study proposes to establish a research of fuzzy theory and MGIS for operating fishing boats collision avoidance. It will propose a safe collision-avoidance guarding ring (GR) and dangerous index (DI) for vessels navigational safety between fishing boats and merchant ships. The research utilizes maximum relative speed between fishing boats and merchant ships and relative direction as the reference value of space, and the guarding time of fishing boats as the reference value of time. The three indexes are used as the linguistic input variables of fuzzy logic control theory. By a fuzzy logic control calculation, a safe collision-avoidance guarding ring radius is obtained, which is shown on the platform of Marine Geographic Information Systems (MGIS) in accordance with the actual proportion. In addition, in order to further determine the danger relationship for the collision of two ships, the Area Difference (AD) calculated through MGIS is used as the evaluation basis for a danger index between two ships. It is expected to promote the collision-avoidance energy of the fishing boats effectively, improve the safety of fishermen operating at sea, and reduce collision incidents for fishing boats and merchant ships in the future.

This article will focus on the experience of the criminal investigation about drug smuggling via fishing boats and the effective ways to prevent drug smuggle as discussing the drug smuggling impact on national security. The results are: 1. Set up an anti-drug organization to information management of the criminal investigation. 2. Work with the international anti-narcotics cooperation and the cooperation of across the strait. 3. Set up a technology research and development organization to strengthen the telecommunications monitoring technology and equipment. 4. Increase the amount of reporting rewards and the bonus of investigation, and improve the citation of the Whistleblower Protection Act. It is hoped that this article will serve as a new vision as on the criminal investigation about drug smuggling via fishing boats.

Dongsha Island has Taiwan’s only well developed and integrated coral atoll ecosystem. The numbers of fish species and coral varieties in its waters have topped 679 and 286 respectively, which illustrates its biodiversity and wealth of fishery resources; therefore, it has drawn plenty of Chinese fishing boats to illegally enter into the area for fishing. Over the years, the fishery resources and terrain ecology of the Dongsha Island have been damaged as a result of illegal fishing. On the other hand, even though Taiwan’s Coast Guard Administration in charge of patrolling the waters of the Dongsha Marine National Park, due to the vast sea area and varying depths of the atoll, the effect of the law enforcement on the vessels is limited, and cannot provide effective deterrence. By using existing information technology to gain knowledge on the distribution of the Chinese fishing boats, this study proposes to make the most of the limited law enforcement capacity to enhance the efficiency of law enforcement. With the coastal radar station established by Taiwan’s Coast Guard Administration in 2003, this study scanned the waters around the clock and digitally journalized the data regarding times and locations of the voyages of the fishing boats, to further explore the time and space distribution of the Chinese fishing boats at the Dongsha atoll. Based on the annual, quarterly, monthly, day to night and tidal periods, five periods in total, this study used the Geographic Information System (GIS) to map out the distribution of the Chinese fishing boats, and probed into the distribution patterns in different times and spaces. The results will provide a scientific reference for law enforcement; it is hoped that the law will be effectively enforced and the ecological environment will be well preserved under limited resources. The study results indicate that the Chinese fishing boats operating at the Dongsha atoll are mainly small boats; a large boat can carry 10 to 30 small boats. Furthermore, the fishery catches are mainly live fish, sea cucumbers and conches, and are mostly carried back to the port by transport vessels for sale. The Chinese fishing boats often gather at two hot spots of the south atoll platform and the north atoll platform. In terms of the distribution of seasonal gathering, the study found that most of the Chinese fishing boats return home for the Chinese New Year holiday, the gathering density is higher during full moon periods and the gathering may slightly move towards the north when affected by the southwest monsoon. These results can serve as an important reference for Dongsha Marine National Park’s resource management and Coast Guard Administration’s sea area law enforcement.

Abstract Taiwan is surrounded by seas. The extensive seas cover tropical and sub-tropical zones. In this environment of diverse marine ecology, seas surrounding Taiwan are rich fisheries. In recent years, in addition to fishing boats of Taiwan fishing in these zones, there are also China fishing boats always trying to trespass. They fish by such operating methods as poisoning, dynamiting, and sea bed roller nets. Long-term excessive catching abuses have severely damaged the fishing resources and marine ecology in the seas surrounding Taiwan, leading to declining fishing yields and jeopardizing the livelihood of fishermen of Taiwan and operating safety in the seas. Sea patrol authorities have long caught and expelled these trespassing ships, but they have been at the same time unable to prevent China fishing boats from trespassing and fishing illegally, especially in winter months when the weather is bad. In this season, due to the unfavorable weather, the patrol ships cannot endure the maximum wave endurance and cannot go out to expel China ships. This has caused that China fishing boats continue trespassing, making the problem of excessive catching in our seas persist. China fishing boats trespass our seas to make inappropriate excessive catch. At the same time, some Taiwan fishermen make transactions with China fishing boats in the high sea. All these have influenced the fishing resources and economy of Taiwan and obscured the reality that the two sides on the Taiwan Strait are under separate administrative jurisdiction. China fishing boats trespassing the territorial sea of Taiwan and Taiwan’s sea patrol units towing back the caught fishing boats for ensuing handling have made it possible for China fishermen to understand the harbor environment and shipping routes. This has been a worry for our sea defense. It is very important to devise and formulate counter strategies to respond to the problems derived from China fishing boats trespassing Taiwan’s territorial seas so that Taiwan’s limited patrol and law enforcement capacities can yield the maximum enforcement efficiency. In view of this, this research conducted in-depth investigations into the current conditions of Taiwan’s sea patrol authorities in expelling and forfeiting China fishing boats and the difficult parts with relation to laws and practical execution aspect, and brought up concrete solution ideas that will be referred to by decision-makers and executors. It is hoped to construct an excellent marine environment and facilitate the perennial development and exploitation of marine resources. Located within the East Asian monsoon system, Taiwan’s ocean flows are under the influence of monsoons,seafloor topography of Taiwan Sfrait, China coastal currents, the Kuroshio Current entering the Luzon Strait and the northern flow of South China. The complexity of the changes in the sea condition in space and time has increased the likelihood for fishing boat sea casualties occurring in the waters off Taiwan. For instance, in 2010, the number of fishing boat rescues (including plastic rafts and sampans) topped 239, accounting for 87.5% of the total boat rescues, numbers far beyond those of merchant ships and other types of vessels. Among the fishing boats suffering from sea casualties, the number of boats rescued in Taiwan’s southwest waters (Tainan, Kaohsiung and Penghu) ranked the highest, accounting for 40.9%. When sea casualties occur, in addition to the government rescue units’ mobilization of a huge rescue effort, there is also the added social cost as the casualties pose a great threat to the lives and property of fishermen. The purpose of the study is to explore the main causes of past sea casualties through data analysis, in order to provide recommendations for relevant government agencies, to prevent or decrease the number of sea casualties and further improve the safety of the work environment for fishermen and fishing boats. By collecting and analyzing data from past literature, the present study first examines important discussions from previous related studies in an attempt to better understand the study methodology adopted in those studies. Next, the study employs the current information collection and analysis method, covering the processing data of reported sea disaster cases received by the duty command centers of Tainan, Kaohsiung and Pingtung Flotillas of the Maritime Patrol Directorate General for the 3 year period from 2008 to 2010. Data on the number of the fishing boat sea casualties occurring in each year, the raft types involved, as well as the times, locations and consequences of the incidents have been analyzed, forming the basis for cause investigation of sea casualties. In addition, a questionnaire survey on 138 fishermen who frequently fish in the southwest waters (including those who have experienced sea casualties) has also been conducted, in order to obtain a better understanding of the actual conditions and causes of sea casualties, put forward recommendations for boat inspection and crew training currently being implemented by the government and, in the end, reduce the frequency of sea casualties. In the study, types of sea casualties are defined according to the following nine types of incidents: collision, grounding, fire, leakage, overturning, mechanical breakdowns, extraordinary incidents, net twisting and others, while types of fishing boats are divided into power fishing boats, plastic rafts and sampans. Based on the analysis of current data, the study has found that plastic rafts are more likely to experience sea casualties, accounting for 29.87% (89 boats) of the total boat rescues, whereas power fishing boats have the lowest chances at 6.33% (18.8 boats). On the contrary, by taking total boat rescues at the southwest waters into account, the ratio of sea casualties encountered by power fishing boats is higher at 1.84% (56.6boats), while sampans have the lowest rate at 0.81% (13 boats). In terms of sea casualties hotspot, there are seven areas in total, covering: 3 nautical miles offshore from Xishu, Tainan City; 3 nautical miles offshore from the Erren River bordering Tainan and Kaohsiung; 3 nautical miles outward from the Port of Kaohsiung; 3 nautical miles offshore from the Zhongyun port of Linyuan District, Kaohsiung; 6 nautical miles offshore from Zhongzhou of Qijin District, Kaohsiung; 3 nautical miles offshore from Jialu Village of Fangshan Township, Pingtung County; and 3 nautical miles offshore from Maobitou, Hengchun Township, Pingtung County. As far as sea casualties seasons are concerned, it is evident that sea casualties are more likely to occur in summer and winter, i.e., in the three months of May, November and December, with the majority of sea casualties being caused by mechanical breakdowns, accounting for over 60% of the total sea casualties. By analyzing major fishing methods and fishing gear, it is recommended that, for power fishing boats mainly using trawls, the prevention and management of mainframe breakdowns, oil inlet system and cooling system, which are more likely to cause sea casualties, should be reinforced. The same recommendation also applies to plastic rafts mainly using drift gillnets. As for sampans mainly using drift gillnets, the three major causes that result in sea casualties: mainframe breakdowns, propeller blade damage or falling off, as well as steering engine’s incapability of changing directions, shall be especially prevented and managed. Finally, recommendations concerning the aspects of technology, system and society, have been put forward in the hope of reducing the frequency of sea casualties for the fishing boats in the southwest waters. Cross straits share the same fishing zone and the number of fishing boats is enormous. Besides, on account of net-strangling, collision of fishing boats at sea, sometimes even serious highjack events, fishermen from both straits more often than not have dispute while working at sea. However, with the limited amount of patrol ships and once in a while places where these incidents take place are far away from Taiwan,thereupon,as far as highjacking events are concerned, slow action cannot save a critical situation ,so the way of handling such events is always not as expected. It has been fourteen years since cross-strait authorities signed the “Kimmen agreement”. Because they can’t make a breakthrough in mutual legal assistance or aid when it comes to the law aspect and with the changes of political situation,there is no way to effectively solve problems caused by bilateral fishing development. Taking the fishing dispute of hijacking for example, not only does it endanger our life,safe of property but influence our international image. Thus, it is urgent to set up a basic handling mode. Above is the motive why I discuss handling mode of cross-strait fishery dispute.This discussion mainly divided into six chapters: Chapter1: preface. Chapter2: delibration on standards of categorizing cross-strait fishery dispute,contents,current handling mode ,fundamental reasons and so on. Chapter3: discussion on domestic highjacking events and analysis on our countermeasure. Chapter4: analyzing the fishery-dispute- handling mechanism of both straits and comparing the difference. Chapter5: discussion on setting up a handling mode,including consensuses,prevention strategies,emergency response guidelines and how to proceed to develop a handling mode. The Coast Guard Administration (CGA) is a multi-function department with a mixture of military appointment, police appointment, civil post, and customs post. The “Marine anti-smuggling” mission may be obvious as a police jobs. However, unlike the Ministry of the Interior National Police Agency, the CGA has no “Police Authority Enforcement Act'” or “Police Duty Regulations”. The CGA bases its law enforcement on the “Coast Guard Act”, “Enforcement Procedure of Coast and Marine”, “Regulations for Coast Guard Administration to Conduct Boarding and Inspection Procedures”, and “Guidelines to Perform Coast Guard Duties”. These are, according to Article 159 of the Administrative Procedure Act, administrative directions except for the “Coast Guard Act”. There are doubts about whether it is appropriate to enforce the law based on these regulations. The theoretical basis of this study is the rule of law, which suggests the separation of powers of government institutions for supervision and balances, the government agencies and public servants administer abide by the law to avoid people’s right being infringed. In other words, in order to protect people’s fundamental civil rights, limitations on these rights must be based on the principle of clarity and definite principle of proportionality. In cases these rights are infringed, a way for right relief shall be provided. In Taiwan, criminal regulation has always been criticized by scholars due to special criminal law and the many subordinate regulations. A crime can varied with different interpretation and law regulation. In the aspect of this research topic, many different regulations may also be applicable to the same act of smuggling and thus result in lapping of legal provisions. This study listed, analyzed, and discussed the laws related to the procedure of marine anti-smuggling operations. In the hopes of identifying controversial points, exploring the necessity and corresponding directions for revision, as a reference for future studies regarding these regulations. The research purposes of this study are (1) to clarify the legal basis for the jurisdiction controversies of boarding and inspecting fishing boats for marine anti-smuggling; and (2) to discuss the disputes caused related to the legal procedures of boarding and inspecting fishing boats for marine anti-smuggling; and (3) to explore the legal remedy and relief related to marine anti-smuggling cases. Based on the research motivation and research purposes of this study, the “qualitative research method” was adopted. The related discussions by scholars, laws and decrees, and historical literature were also reviewed. The research methods applied include “literature review” and “in-depth interview”. The research findings are summarized as below: (1) the jurisdictions of the related institutions are overlapped and may easily caused controversies; (2) the procedure of boarding fishing boats for inspection should be regulated by the law; and (3) there is no efficient mechanism for opposition procedure. The suggestions for law revision include the followings: (1) Article 5 of the Coast Guard Act should cover clear regulations regarding authorities; (2) legal trainings for law enforcement personnel should be improved (3) the SOP for law enforcement should be reviewed on a regular time schedule; and (4) the trend of cross-border cooperation should be followed. Tobacco smuggling is a major issue that severely impacts citizens’ health and safety, disrupts the market price mechanism, and destroys the national economic order. According to the annual statistical report of Coast Guard Administration, as well as the quantity sheet of the private inferior tobaccos and wines seized of National Treasury Administration, the tobacco and wine smuggling activities never stopped over the recent years in Taiwan. This study aims to explore the main tobacco smuggling mode of the fishing boats in Taiwan and the difference in the perception of the inspectors on the attention and performance of the factors influencing the seizing performance of tobacco smuggling. The findings can serve as reference for the Coast Guard, while adjusting the seizing performance strategy and modifying the business. The results showed that that “Philippines→Taiwan” is the main mode of the smuggling routes in tobacco smuggling. The results of importance-performance analysis revealed that “legal policy aspect-tobacco control measures”, “practice implementation aspect-human resources, resource allocation and promotion of the professional knowledge”, “management system aspect-promotion on information communication, coordination of the administrative agency and the weighty incentive measures” and “working attitude and performance aspect-work and family, self evaluation and performance evaluation, promotion in position” fall in the second quadrant of the main disadvantages, indicating that the subjects considers this part as the importance part but the performance degree is low so that the key factor of the inspectors’ demands cannot be satisfied. Thus, they need to be “immediately improved” and the key type management should be carried out. In the aspect of promoting the seizing performance, compared to Southern Coastal Patrol Office, Central Coastal Patrol Office thinks that it is more important to improve the tobacco smuggling punishment. In the aspect of the performance of the factors influencing the seizing performance, compared to other agencies and units, Central Coastal Patrol Office performs better in the reinforcement of seizing skills, enhancement of the seizing cabin and equipment, and enhancement of the education and training, promotion in position, welfare benefits.

Due to an excessive number of fishing vessels, depleted fisheries resource, and reduced ground in the inshore and coastal fisheries, the income for fishermen has been decreased in recent years. This prompted an exodus of labor force from the fishing industry so that a shortage of workers in these fisheries. To deal with the problem, the government has lessened the regulations to employ foreign and Mainland China crews. The percentage of foreign crews was more than 30%. Because of the differences in the management system and other factors, such as wage rate, language, hiring procedures and unlimited supply, employers prefer Mainland China crews to foreign crews. If the trend continues, domestic crews will eventually withdrawn from the labor market of fishing industry. This will have an adverse effect on the sustainable development of the inshore and coastal fisheries, national security and the welfare of the general public. Based on questionnaire survey and other secondary data, this study analyzes factors that determine boat owners’ hiring decision and provides a review of the current system and regulations with suggestions for future considerations. The research concludes that: 1.The inshore and coastal fishing boat owners are aged. 2.The percentage of hiring Mainland China crews has been increased while the size of fishing boats became smaller. 3.Some boat owners have employed foreign or Mainland China crews in management. 4.Most boat owners hire Mainland China crews through employment agencies. 5.Government intervention becomes necessary. 6.The demand for foreign and Mainland crew is projected to be 24,641. If the policy that a boat owner must hire one domestic or (and) foreign crew for every Mainland China crew employed is adopted, the total demand for Mainland China crews would be between 6,000 and 12,000. For the sustainable development of the fisheries, we suggested: 1.The program of vessel reduction should be continued to lower the demand for crews. 2.To provide job opportunities for domestic crews, the regulation of requiring employers to fill a minimum quota of domestic crews should be maintained. 3.Formal channels for hiring Mainland China crews should be established. 4.The maximum number of Mainland China crews employed should be restricted to reduce the dependency on them. 5.Domestic crews should be trained for management. Incentives should be provided to encourage them to fisheries. 6.Employers in the fisheries should be educated the benefit of training domestic crews.

Working on fishing boats are characterized as “long hours, low wages, and dangerous” and few young people are inclined to select it as a career path. This career avoidance has caused the number of people working in the fishing industry to continuously decline in the last 20 years. With the shortage of workforce, fishing boat owners turn to Mainland China and other international sources to fill the gap in order to sustain their operation. However, international fishing boat workers have difficulty in sustaining the existing cultures in the fishing industry, and they have also caused some management problems due to such cultural differences. Thus it becomes an urgent issue in expanding the sources of domestic workforce for the fishing industry. The Marine Vocational High Schools have been the primary workforce training ground for commercial shipping, and they should have the potential to become the source for the needed fishing boat workforce. This research develops a theoretical construct from the four dimensions of salary compensation, work characteristics, socio-economic status, and career development to study the inclination of graduates from the Marine Vocational High Schools to select working on fishing boats as a career path. The data are collected from four Marine Vocational High Schools -- namely National Keelung Maritime Vocational High School, National Suao Marine & Fisheries Vocational High School, National Tainan Senior Marine Fishery Vocational School, and National Penghu Marine & Fisheries Vocational High School -- and the graduating classes are selected from the Divisions of Fisheries, Marine Engineering, and Marine Navigation to participate in the survey. A total of 324 valid returns were received. Analyzing these data with regression models, two major findings emerged: (1) when the four dimensions were discussed separately with respect to the inclination of working on fishing boats, it shows significant positive correlations; and (2) when the four dimensions are discussed in totality, the dimensions of salary compensation and graduates’ self-assessed socio-economic status of working on fishing boats have stronger impact than the other two dimensions.

Sain-Ou Fishing Port, located near Taipei Metro, is a domestic port with highest number of recreational fishing boats. However, few relevant documentation regarding the spatial-temporal information of its fishing activity were reported. In this study, we collected daily fishing logbook from sample boats during 2000-2006 and integrated with bathymetric data by GIS to analyze spatial-temporal characteristics of locations, species composition and abundance, which would be helpful to the fishery management and research. The results are summarized as follows: 1. The annual catch of each sampling boats were about averaged 31 tons which were consisted of 55 species. Nine species dominated 91.4% of the total catch, including Trichiurus lepturus、Katsuwonus pelami、Loligo edulis 、Dentex tumifrons 、Trachurus japonicus 、Scomber australasicus、Parapristipoma trilineatum、Decapterus maruadsi and Cookeolus japonicus. 2. The annual CPUEs of the 9 dominant species indicated that most of them fluctuated or declined year by year, except those for Trichiurus lepturus. The most fluctuant species were Loligo edulis, which is a decisive species affecting activity rate of anglers because of its high market value. 3. The density of locations, catch and species aggregated by grids suggested that waters shallower than 200 m were main fishing area. Three hot spots with relatively high activity were identified in the waters around Keelung Isle, remote Isles (Peng Chia Yu、Mien Hua Yu、Hua PingYu)and Gui-Shan Isle. 4. In the main fishing areas, the amounts of catch were related to characteristic of sea bottom including sediment, depth and slope. Sandy seabed comprising the largest area contributed 60.2% of total catch; activities on rocky seabed were relatively high although such sediments were rare. About 19% of fishing locations were took place in bottom depths between 121~130 m and 16% were between 81~90 m. About 75% of catch occurred from slope of 0.1° to 1° and 19% from -1° to 0°. 5. According to the results of the ANOVA, characteristics of sea bottom has significant difference (p<0.05) on CPUE of specific species. The CPUEs for Trichiurus lepturus in mud-sand sea seabed and dentex tumifrons in sand sea seabed were significantly high. The CPUEs for Katsuwonus pelami in depths of 80-100 m and 140-160 m, and CPUEs for trachurus japonicus in depths of 80-100 m were significantly high. Seabeds with slope of -3°~-1° and -1°~+1° has significant high CPUE of Katsuwonus pelami and dentex tumifron.
