On 1 April 2020, the Latvian fishing company SIA North Star and its owner Peteris Pildegovics initiated an investor-State arbitration against Norway (Peteris Pildegovics and SIA North Star v. Kingdom of Norway) at the International Centre for Settlement of Investment Disputes (ICSID). This case is not only Norway’s first ever ICSID case, but also the first publicly known investor-State arbitration in which an operator of a fishing vessel has brought a claim against a coastal State for allegedly unlawful exercise of prescriptive and enforcement jurisdiction in relation to fisheries. The case raises intricate questions concerning the limits of jurisdiction ratione materiae and jurisdiction ratione personae of investment tribunals.

We present the results of a high-resolution Chandra X-ray image of the Wolf-Rayet binary system WR 147, which consists of a WN8 star and an early-type companion located 0″.6 to its north. The image provides the first direct evidence for spatially extended X-ray emission in an early-type binary system, and shows that the emission peaks north of the WN8 star and close to the position of the radio bow shock. Simulated X-ray images of the wind-wind collision have a fwhm consistent with the data, but cannot account for the full spatial extension, unless emission from the stars is also included.

SUMMARY This paper investigates how young pied flycatchers, Ficedula hypoleuca, and blackcaps, Sylvia atricapilla, interpret and use celestial cues. In order to record these data, we developed a computer-controlled version of the Emlen funnel, which enabled us to make detailed temporal analyses. First, we showed that the birds use a star compass. Then, we tested the birds under a stationary planetarium sky, which simulated the star pattern of the local sky at 02:35 h for 11 consecutive hours of the night, and compared the birds’ directional choices as a function of time with the predictions from five alternative stellar orientation hypotheses. The results supported the hypothesis suggesting that birds use a time-independent star compass based on learned geometrical star configurations to pinpoint the rotational point of the starry sky (north). In contrast, neither hypotheses suggesting that birds use the stars for establishing their global position and then perform true star navigation nor those suggesting the use of a time-compensated star compass were supported.

ABSTRACT We present stellar metallicity measurements of more than 600 late-type stars in the central 10 pc of the Galactic Centre. Together with our previously published KMOS data, this data set allows us to investigate, for the first time, spatial variations of the nuclear star cluster’s metallicity distribution. Using the integral-field spectrograph KMOS (VLT), we observed almost half of the area enclosed by the nuclear star cluster’s effective radius. We extract spectra at medium spectral resolution and apply full spectral fitting utilizing the PHOENIX library of synthetic stellar spectra. The stellar metallicities range from [M/H] = −1.25 dex to [M/H] > +0.3 dex, with most of the stars having supersolar metallicity. We are able to measure an anisotropy of the stellar metallicity distribution. In the Galactic north, the portion of subsolar metallicity stars with [M/H] < 0.0 dex is more than twice as high as in the Galactic south. One possible explanation for different fractions of subsolar metallicity stars in different parts of the cluster is a recent merger event. We propose to test this hypothesis with high-resolution spectroscopy and by combining the metallicity information with kinematic data.

AbstractThe giant Hii region NGC 604 constitutes a complex and rich population to study in detail many aspects of massive star formation, such as their environments and physical conditions, the evolutionary processes involved, the initial mass function for massive stars and star-formation rates, among many others. Here, we present our first results of a near-infrared study of NGC 604 performed with NIRI images obtained with Gemini North. Based on deep JHK photometry, 164 sources showing infrared excess were detected, pointing to the places where we should look for star-formation processes currently taking place. In addition, the color–color diagram reveals a great number of objects that could be giant/supergiant stars or unresolved, small, tight clusters. An extinction map obtained based on narrow-band images is also shown.

Abstract:
Stephan’s Quintet (SQ), the prototypical compact group of galaxies in the local Universe, has been observed with the imaging Fourier transform spectrometer SITELLE, attached to the Canada-France-Hawaii-Telescope, to perform a deep search for intergalactic star-forming emission. In this paper we present the extended ionised gaseous structures detected and analyse their kinematical properties. The large field of view (11′ × 11′) and the spectral ranges of SITELLE have allowed a thorough study of the entire galaxy system, its interaction history and the main properties of the ionised gas. The observations have revealed complex three-dimensional strands in SQ seen for the first time, as well as the spatially resolved velocity field for a new SQ dwarf galaxy (M 82-like) and the detailed spectral map of NGC 7320c, confirming its AGN nature. A total of 175 SQ Hα emission regions have been found, 22 of which present line profiles with at least two kinematical components. We studied 12 zones and 28 sub-zones in the SQ system in order to define plausible physical spatial connections between its different parts in the light of the kinematical information gathered. In this respect we have found five velocity systems in SQ: (i) v = [5600−5900] km s−1 associated with the new intruder and the southern debris region; (ii) v = [5900−6100] km s−1, associated with the north starburst A and south starburst A and the strands connected to these zones; (iii) v = [6100−6600] km s−1, associated with the strands from the large-scale shock region (LSSR); (iv) v = [6600−6800] km s−1, associated with the young tidal tail, the starburst A (SQA), NGC 7319, and the NGC 7319 north lobe; and (v) v = [6800−7000] km s−1, associated with the strands seen connecting LSSR with SQA. We fail to detect ionised gas emission in the old tail, neither in the vicinity of NGC 7318A nor in NGC 7317, and the connection between NGC 7319 north lobe and SQA cannot be confirmed. Conversely, a clear gaseous bridge has been confirmed both spatially and kinematically between the LSSR zone and the NGC 7319 AGN nucleus. Finally, a larger scale, outer rim winding the NGC 7318B/A system clockwise north-west to south-east has been highlighted in continuum and in Hα. This structure may be reminiscent of a sequence of a previously proposed scenario for SQ a sequence of individual interactions.

ABSTRACT In January 1999, over 200 oiled waterfowl were recovered from the coastal beaches of South Carolina and North Carolina. A large, multiagency response effort was mounted to collect and rehabilitate these birds, and to identify the source of the damaging oil spill. This was the first time on record that the Oil Spill Liability Trust Fund (OSLTF) was used on the East Coast of the Unite States to clean wildlife in the absence of any known spill. A temporary rehabilitation center was established for the bird rescue and recovery operation under the direction of the U.S. Fish and Wildlife Service (USFWS) and the South Carolina Department of Natural Resources (SCDNR), while the U.S. Coast Guard spearheaded efforts to determine the cause and source of the damaging spill. Representatives from a number of government agencies located up and down the eastern seaboard and Gulf Coast worked together to respond to this wildlife damage and identify the source of the spill: the Star Evviva, which discharged 24,700 gallons of heavy fuel oil approximately 30 miles off the coast of South Carolina. Responding agencies used a unified response and innovative techniques to deal with the unusual challenges presented by this event. This paper summarizes the “lessons learned” in that response effort and attempts to provide useful advice concerning wildlife contingency planning and oil spill investigation and identification.

The use of neural network pattern recognition techniques in the field of astronomy is reviewed. In assessing the quality of image recognition derived from this method particular attention is given to the problem of star/galaxy discrimination in large digital sky surveys. A two color survey of 9 fields of the first epoch Palomar Sky Survey, centered on the North Galactic Pole, has been performed with the Minnesota Automated Plate Scanner. A set of neural network image classifiers are used to automatically perform star/galaxy discrimination. We assess the efficiency of image classification and sample completeness through comparisons with a variety of independent studies of the NGP area.

In the 2009 General Election the UN vote was greatly reduced and could not exceed the 2.5% threshold, so that they could not place their representatives in the DPR RI, in connection with that the UN DPP through the Independent Survey Institute of the University of Indonesia (UI) had done survey to find out the causes, with results: first, the Candidate Figure is unknown or unpopular. Second, party administrators are less well known and not close to the community. Third, programs and issues are not in accordance with the aspirations of the people. Fourth, the image of leaders and administrators is rarely covered by the mass media. Fifth, the performance of legislators and regional heads from the United Nations is not aspiration and less publicized.

AbstractTWA 5B is a brown dwarf companion of H=12 mag, 2″ off the ~5 mag brighter triple star CoD-33° 7795 (=TWA 5), a member of the TW Hydrae association of T Tauri stars at ~55 pc. This object is the first brown dwarf around a pre-main-sequence star (confirmed by common proper motion) ever found. In the last year we have newly reduced VLT NaCo data originally taken in 2003 and combined it with all the available astrometric data of the system to investigate possibly detectable orbital motion of the system. Indeed we were able to find linear orbital motion of the system combining data from HST, VLT and Gemini-North.

Abstract:
Through a qualitative study of professionals whose careers span the public and private sectors, I develop theory on boundary crossing in a career. I find that two role orientations – gold-star and north-star orientation – activate the boundary-crossing process. Gold-star oriented professionals seek to cross sectors to help society and focus on gaining authority by climbing well-institutionalized paths of career advancement. North-star oriented professionals seek to cross sectors to solve a complex societal problem and focus on gaining expertise by learning and building community around the problem. I introduce the concept of arbitrage, a narrative-based boundary-crossing strategy where professionals claim currencies, like status and knowledge, to craft a story of value creation for the new sector. After the boundary is crossed, I find these professionals enact their roles using two distinct adaptation behaviors, depending on their career orientation. Based on inductive analyses of 40 career stories, I propose a process model of how people cross sector boundaries over the course of a career.

This thesis examines constructions of English Canadian national identity in school readers approved for use in Grades Four to Six in Ontario Public Schools from 1909 to 1970, schoolbooks used throughout English‐speaking Canada during the mid‐twentieth century. While the lavishly illustrated readers comprise collections of prose, poetry and exposition designed to improve reading comprehension, the accompanying Teachers’ Guides reveal the editors’ intentions to reinforce Canadian identity through the creation of a common cultural heritage and values based upon a British settler past. The emerging metanarratives of wilderness and multiculturalism mark the shift from a concertedly British colonial identity in the early twentieth century to a distinctly Canadian identity after World War II. Wilderness is constituted as the site for the construction of this uniquely Canadian identity, not only through brave pioneer ancestors creating homes but also as the location for contemporary adventures and encounters with Aboriginal Others. The readers were children’s first official introduction to Canada, effectively children’s handbooks for Canadian citizenship, modelling their duties and responsibilities as ‘young Canadians.’ Children imagined their nation, not only by taking part in the communal ritual of reading in the classroom but also through virtual tours of Canada, visiting other children ‘from sea to sea’. The thesis establishes school readers as a valuable but neglected resource in discussions of the development of Canadian national identity, revealing largely unresolved tensions between traditional antimodern values and occupations and the realities of twentieth‐century Canada urban industrial society.

Abstract:
PCBs are among the most problematic marine contaminants. Converging towards the oceans via the rivers and the atmosphere, they concentrate in sediments where they become a permanent threat to organisms living at their contact. PCBs are extremely resistant, bioaccumulated and some congeners are considered as highly toxic. The North Sea is considered as a highly contaminated area ;however little information is available regarding the impact of PCBs on key benthic organisms of this region.

Ubiquist, abundant and generally recognized as a good bioindicator species, the common NE Atlantic sea star Asterias rubens (L.) is an ecosystem-structuring species in the North Sea and was chosen as an experimental model. The present study focused on the characterization of PCB bioaccumulation in A. rubens exposed through different routes (seawater, food, sediments) and on subsequent biological responses, at immune and sucellular levels. The considered responses were respectively (i) the production of reactive oxyggen species (ROS) by sea stars amoebocytes, which constitutes the main line of defence of echinoderms against pathogenic challenges and (ii) the induction of a cytochrome P450 immunopositive protein (CYP1A IPP) which, in vertebrates, is involved in PCB detoxification.

Experimental exposures carried out have shown that A. rubens efficiently accumulates PCBs. Exposure concentrations were always adjusted to match those encountered in the field. PCB concentrations reached in sea stars during the experiments matched the values reported in field studies ;therefore our experimental protocol was found to accurately simulate actual field situations. Uptake kinetics were related to the planar conformation of the considered congeners :non-coplanar PCB uptake was described using saturation models, whereas coplanar PCBs (c-PCBs) were bioaccumulated according to bell-shaped kinetics. Non-coplanar congeners generally reached saturation concentrations whithin a few days or a few weeks, which means that sea stars can be used to pinpoint PCB contamination shortly after occurrence. On the other hand, c-PCB concentrations reached a peak followed by a sudden drop, indicating the probable occurrence of c-PCB-targeted metabolization processes in sea stars. Our experimental studies also demonstrated that seawater was by far the most efficient route for PCB uptake in sea stars and that even if PCB levels in seawater are extremely low compared to sediment-associated concentrations, seawater constitutes a non-negligible route for PCB uptake in marine invertebrates. Among the different body compartments, bodywall displayed the highest bioaccumulative potency and can therefore be considered as particularly interesting for field biomonitoring applications. Rectal caeca, which play a central role in digestion and excretion processes in sea stars, have also rised particular interest as results suggest these organs could be involved in the elimination of PCB 77 degradation products.

The field work carried out during the present study showed that PCB concentrations measured in A. rubens tissues reflect environmental levels of certain congeners. As it was the case in experimental conditions, A. rubens differentially accumulated PCB congeners according to their planarity. Strong relationships were found between concentrations measured in sediments and those determined in sea stars body wall for certain non-coplanar congeners (e.g. 118 and 138), thus allowing to consider A. rubens as a suitable bioindicator species for medium-chlorinated PCB congeners. On the other hand, sea stars appeared to be able to regulate -to a certain extent- their content in coplanar PCBs. This implies that (i) A. rubens cannot be strictly considered as an indicator organism for c-PCBs and (ii) c-PCBs probably affect essential aspects of sea star biology, potentially leading to deleterious effects.

The present study addressed effects of PCB exposure on A. rubens biology, in both experimental and field conditions. In experimental conditions, PCBs were found to significantly alter ROS production by sea stars amoebocytes. This alteration also occurred in a congener-specific way :c-PCBs were found to significantly affect, and probably impair sea stars immune system, whereas non-coplanar congeners had no effect. In the field, the PCB contribution to immunotoxicity could not be determined because none of our studies considered ROS production along with c-PCB concentration measurements. However, the levels of ROS production by sea stars amoebocytes measured in field and experimental conditions were found to potentially lead to altered immunity, and therefore to impair sea stars defence against pathogenic agents.

A specially designed ELISA was used to measure CYP1A IPP in experimental and field conditions. Experimental work has shown that the induction of this protein was related to PCB exposure in a congener-specific fashion :c-PCBs alone were found to strongly induce the production of CYP1A IPP according to a dose-dependent relationship. These results have highlighted many similarities between the dioxin-like responsiveness of CYP1A IPP induction in sea stars and that occurring in vertebrates. This strongly suggests similarities in the toxicity-triggering mechanism of dioxins and c-PCBs. In the field, CYP1A IPP induction was found to be significantly related to PCB levels determined in bottom sediments. It can thus be considered as a valuable biomarker. Further research is however needed to better characterize the influence of physico-chemical and physiological parameters on CYP1A induction to refine the interpretation of the information gathered via this biomarker.

Results obtained in our study have lead to questionning international regulations applying to PCB biomonitoring in the marine environment. For instance, we strongly suggest that the selection of congeners to be systematically considered should be revised to include c-PCBs. Indeed, in our experiments PCB toxicity was almost always attributable to the sole c-congeners. Historically, determination of c-PCB concentrations was extremely difficult due to analytical limitations ;however, nowadays, these problems have been overcome and do no more justify their exclusion from monitoring studies.

Although A. rubens appeared to be quite resistant to PCB contamination, levels measured in sea stars from the southern North Sea can possibly affect their immune and endocrine systems in a subtle way, but with relatively low risk for this species at the short-term. However, this does not mean that other species in this region undergo similarly low risks, or that sea star-structured ecosystems may not become affected in the long-term

Abstract:
A Milky Way region in the direction of the North America and Pelican Nebulae is investigated using CCD photometry of 2600 stars in the Vilnius seven-color system. Its central part was covered with a CCD camera on the Maksutov wide-field telescope of the Moletai Observatory. Deeper CCD exposures for most interesting selected targets were taken with the 1 m telescope of the USNO Flagstaff Station. The author developed a new method for CCD data processing trying to reduce systematic errors and to increase photometric accuracy. This allowed us to measure M67 stars with high precision and use it as a CCD standard region in all our subsequent observations. To investigate interstellar extinction law in the area we obtained spectra for 33 B-type stars with the 2.3 m telescope of Steward Observatory at Kitt Peak. We also used near-infrared 2MASS data and other data sources when they were available. From photometric results in the Vilnius system we determined two-dimensional spectral types, color excesses, interstellar extinctions and distances of ~1300 stars. For more accurate determination of open cluster ages we recalibrated the zero-age main sequence in absolute magnitude vs. color diagram of the Vilnius system. We also investigated the possible connection between two open clusters in the area and surrounding star-forming region. Young stellar objects and possible ionizing sources of the NAP gas clouds were identified.

Didesnė sritis, apimanti abu ūkus ir tarp jų esantį dulkių debesį L935 buvo eksponuojama Molėtų observatorijos plataus lauko Maksutovo sistemos teleskopu. Mažesnės sritys, turinčios svarbių objektų, buvo eksponuojamos JAV laivyno observatorijos Flagstafo stoties 1 m. teleskopu. Autorius sukūrė metodiką. kaip ženkiai sumažinti sistematines redukcijos paklaidas ir padidinti CCD fotometrijos tikslumą. Tiksliai išmatuoti CCD fotometriniai standartai padrikąjame spiečiuje M67 bus naudojami tolimesniuose stebėjimuose. Ekstinkcijos dėsnio tyrimui buvo gauti 33 O-B žvaigždžių spektrai Stiuarto observatorijos 2.3 m teleskopu. Taip pat buvo panaudota 2MASS infraraudonosios fotometrijos katalogas ir kiti duomenys. Aptikta apie 30 jaunų emisinių žvaigždžių ir 4 ar 5 žvaigždės, kurios galėtų būti ūkų jonizacijos šaltiniai.

Abstract:
The Great Observatories Origins Deep Survey North (GOODS-N) field, first surveyed by the HST, has been observed across numerous wavebands revealing populations of both Star Forming Galaxies (SFG) and Active Galactic Nuclei (AGN) over wide ranges of luminosities. It has been surmised that the evolution in the star forming population appears to diverge from that in the AGN population leading to a domination of SFGs at low flux densities. The number of starbursts can only be disentangled from the entire population if each source can be classified individually, which usually requires high angular resolution imaging. This is the motivation behind the e-MERLIN Galaxy Evolution survey, e-MERGE, which expands the depth of high resolution radio imaging in the GOODS-N field to increase the number of potentially classifiable sources. By use of wide-field imaging techniques, including a new high-speed mapping tool, together with a new semi-empirical primary beam-shape model for the e-MERLIN array, a deep wide-field high-resolution map is derived. This is the widest and deepest contiguous imaging yet obtained from e-MERLIN and JVLA observations, and yet contains less than 25% of the e-MERLIN data so far observed. The majority of the objects are shown to exhibit extended structure, and the angular size distribution place the median size around 1.2 arcsec, peaking between 0.5 and 0.7 arcsec. Automated algorithms are utilised to facilitate a new probabilistic classification tool based on multi-parameter correlations. 248 sources could be classified using the tool, each deriving a probability of AGN or SFG rather than forcing a binary category. Linear sizes of star-formation dominated sources are determined to lie in a range of 4 - 11 kpc, within the optical extent of galaxies. Differential source counting based on probabilistic classifications reveals that an increase in the luminosity evolution of SFGs is likely, although an apparent upturn in AGN may also exist to some lesser degree at low flux densities. The thesis establishes a clear roadmap for the remainder of the e-MERGE survey and a path to determine the star formation rate history of the Universe.

Through their editorial arrangements of African-American, Euro-American and European poetry, fiction and news, Frederick Douglass’s anti-slavery periodicals (The North Star and Frederick Douglass’ Paper) imagine a cosmopolitan discourse that predates the segregated realities of the antebellum United States. In spite of Southern blockades against the infiltration of Northern texts, Douglass’s material space uniquely capitalized on the limited restrictions of his reprinting culture to relocate the voice of the ‘outraged slave’ onto a global stage. From the poems of Phillis Wheatley and William Cowper to Charles Dickens’s Bleak House and Douglass’s own novella “The Heroic Slave,” this project considers how Douglass’s literary inclusions—and exclusions—complicate our static considerations of the historicized Douglass and exhibit his savvy insertions of black print into an exclusive, transatlantic nineteenth-century print culture.

Designing good digital experiences for children can be difficult; designers have to consider children's cognitive and motor skill limitations, understand their target audience, create something entertaining and educational, comply with national and international jurisdiction, and at the same time appeal to parents. We set out to create a general framework which designers and developers can use as a foundation and testing ground for their digital products in the field of user experience. The methods used during the thesis include interviews, literature studies, user testing, case studies, personas, prototyping, and more. The results created are primarily user experience guidelines packaged in a Theoretical Framework, user testing conclusions, along with suggestions on improving the current Lego Star Wars: Force Builders application, a few in the form of prototypes.

Abstract The Icelandic horse is one of the purest horse breeds in the world, reaching an average 140 cm (13.3 hh) height at the withers and weighing 340 kg. The conformation is rectangular and compact, with a sloping croup, and a long, thick mane and tail. The breed is most known and appreciated for the lateral gaits tölt and pace, which it has in addition to the basic gaits (walk, trot and canter/gallop). The breed is found in more than 30 countries, with more Icelandic horses abroad (ca. 175,000) than in Iceland (ca. 65,000). There is one international studbook, WorldFengur, with breeding associations in 21 countries and a common breed evaluation system. Following mechanization in Iceland around 1950, the role of the Icelandic horse changed from being 'the most useful servant' to that of a leisure and sport horse. Also in 1950, Landsmót - the largest outdoor sporting event for the Icelandic horse in Iceland - was held for the first time. It was then repeated every four years until 1998 and biennially after that. Landsmót has been held 23 times in total, at seven different locations in the south and north of Iceland, lasting for 3-8 days in the high summer period. The event has expanded over time with an increasing number of horses, riders and competition disciplines. This chapter introduces the disciplines, qualification of horses and riders and facilities required for Landsmót.
