Abstract:
A Library is an institution in the field of information provider services oriented to the needs of users. Five library laws put forward by S.R. Ranganathan (books are for use, every reader his book, every book its reader, save the time of the reader and the staff, library is a growing organism) has become one of the references in library collections development that are oriented to user needs. Implementation of five library laws according to Ranganathan are (1) Library collections must be regularly evaluated. The results of this evaluation can then be used as a reference in weeding activities. It is intended that each book can be used optimally. (2) A series of procurement procurement proseas that include user analysis, selection, selection, and procurement policies must be oriented to user needs. It aims to make every information that users need available in the library. (3) Accuracy in the processing and display management becomes important in information retrieval. It is intended that every book in the library can be accessed. (4) Libraries must provide easy access to users to get information as effectively and efficiently as possible. This is so that users do not waste time looking for collections in the library. (5) Libraries must adapt to the changing environment that is always developing. The development and fulfillment of a stable source of information aims to keep all parts of the library current and reliable.Keywords: S.R. Pemasaran ialah menyangkut perencanaan, pengorganisasian, diseminasi, dan pengawasan setiap layanan informasi yang diberikan secara proaktif dan berorientasi pada pengguna untuk memastikan kepuasan pengguna dalam mencapai visi utama organisasi. Lebih jauh, tulisan ini menekankan pada sisi pentingnya menggunakan kelima hukum ini sebagai pedoman prinsip memberikan layanan yang terbaik kepada pengguna. Untuk maksimalnya pemanfaatan perpustakaan, pustakawan harus meningkatkan kemampuannya dalam mempromosikan layanan perpustakaan yang disediakan karena pemasaran atau promosi adalah hal yang penting untuk membangun dan mengembangkan perpustakaan.ABSTRACT:This paper discussed in detail the implication of Dr. S. R. Ranganathan’s Five Laws of Library Science in marketing library and information resources and services. Marketing in librarianship is an act of planning, organizing, dissemination and controlling of information services on a proactive and users’ oriented way that ensures the patron's satisfaction while achieving the objectives of the parent organization. The paper, therefore, emphasized more on the importance of using the laws as a guiding principle to provide adequate service delivery to the users. To achieve maximum utilization of library resources, librarians must improve the way they market their services because marketing is vital to the growth and development of any library irrespective of the parent organization.

In 1931, S.R. Ranganathan, an unknown literary scholar and statistician from India, published a curious manifesto: The Five Laws of Library Science. The manifesto, written shortly after Ranganathan's return to India from London—where he learned to despise, among other things, the Dewey decimal system and British bureaucracy—argues for reorganizing Indian libraries. Ranganathan believed that India's libraries, many of which had been established by the British, could promote radically egalitarian ideals if they followed five fundamental laws.

Prinsip Five Laws of Library Science yang dikemukakan oleh Rangganathan (1931) dan dimodifikasi oleh Michael Gorman dalam New Five Laws of Library Science (1998) hendaknya menjadi panduan pustakawan. dalam berinovasi yang didukung oleh upaya terus menerus dalam peningkatan kualifikasi dan kompetensinya melalui pendidikan dan pelatihan, baik dalam ilmu perpustakaan maupun ilmu penunjang lainnya. Nirliterasi pada generasi muda sebagai salah satu dampak pandemi covid-19 yang paling dikhawatirkan akibat kurangnya akses, keterbatasan koleksi, informasi, dan teknologi, serta rendahnya tingkat pendidikan, dapat menjadi celah inovasi pustakawan yang hendaknya dilakukan dengan semangat kolaboratif dengan institusi perpustakaan, organisasi profesi, pemerintah (daerah, provinsi, nasional) atau bersama komunitas masyarakat secara umum, karena permasalahan yang dihadapi skalanya cukup luas. Inovasi hendaknya didahului dengan pemetaan secara kongkrit mengenai permasalahan yang ada di sekitar sehingga hasil inovasi dapat diterapkan secara terstruktur, bertahap, dan terukur. Karenanya, organisasi profesi pustakawan dapat mengambil peran lebih besar untuk berkontribusi memetakan masalah dan membuat sumbang saran mengenai strategi perbaikan literasi ke depan.Kata kunci: COVID-19, perubahan, inovasi, kolaboratif, nirliterasi.

It has a conceptual basis on the five principles of Library Science applied to virtual reality. The design of distance education using Internet was based on well known authors of Information Science, Library Science, and Education. It also applies techniques used in cyberspace. The suggested plan - theoretical and applied - contributes to expand the educational potential of distance education using Internet. Using this model, a checklist was designed to help controlling quality of distance education using the Internet.<br>Estudo para elaboração de modelo roteirizado para cursos à distância via Internet à luz da Ciência da Informação, tendo como arcabouço conceitual as cinco leis da Biblioteconomia aplicadas para a realidade virtual. A modelagem de cursos à distância via Internet foi fundamentada em autores clássicos da Ciência da Informação, Biblioteconomia, Educação, recebendo ainda o aporte de informações geradas por especialistas do ciberespaço. In this study, youth services instructors from five countries (Australia, Canada, New Zealand, the United Kingdom, and the United States) were surveyed as to the content of youth-oriented classes they had taught between 2000 and 2003. As anticipated, a content analysis of those descriptions revealed that the youth-oriented library curriculum was heavily dominated by childrenâ s and young adult materials. Management of the youth library and foundations of youth library services were less frequently emphasized. Descriptive content is remarkably similar between regions, but looking at an analysis of the content with regard to national differences suggests additions to curricula based on the needs of each country.

Objective: To determine the value of a program instituted by an academic medical library to train public library workers across the State of Tennessee, US to deliver quality health information to patrons. Methods: Qualitative analysis including focus groups. Results: The East Tennessee State University (ETSU) Medical Library used four three-hour classes developed by the US National Library of Medicine to train public library workers across the State of Tennessee over the last five years. All four classes were offered multiple times in the nine regions of the state public library system. Approximately 250 library workers received the Consumer Health Information Specialization designation from the US Medical Library Association for participating in 12 hours of training. The motivation behind this effort was reports that the first place people with a new diagnosis go for information is the public library. Conclusion: We wanted to look for evidence to see if there was value in this project in order to know whether to repeat it in the future or whether to promote it as a model to other geographical areas. A qualitative analysis of the results of the project will be presented at the conference.

Abstract:
The thesis takes the French revue Lignes (1987-present) as its object of study to provide a new account of French intellectual culture over the last twenty-five years. Whilst there are now many studies covering the role of such revues throughout the twentieth-century, the majority of such monographs extend no further than the mid-1980s: the major novelty of this thesis is extending these accounts up until the present moment. It is largely assumed that a reaction against the Marxist and structuralist theories of the 1960s and 1970s led to embrace of liberalism and an intellectual drift to the right in France from the 1980s onwards: whilst largely supporting this account, the thesis attempts to nuance this narrative of the fate of the intellectual left in the following years by showing the persistence of what can be called a politicised 'French theory' in Lignes, and a returning left-wing militancy in recent years. In doing so, it will both reveal under-studied aspects of well-known thinkers, such as Jean-Luc Nancy, Jacques Rancière and Alain Badiou, as their thought develops through their participation in a collaborative, periodical publication, and introduce lesser known thinkers who have not received an extended readership in Anglophone spheres. Lignes also argues for the continued persistence and relevance of the thought of a previous generation of thinkers, notably Georges Bataille, Maurice Blanchot and Dionys Mascolo, and the thesis concludes by examining the potential role 'French Theory' could still have in France. Furthermore, as revues provide a unique nexus of intellectual, cultural, social and political concerns, the thesis also provides a unique history of France from the fall of the Berlin Wall to the 2007 financial crisis and the Arab Spring. Much of the thesis is concerned with contextualising intellectual debates within a period characterised by the moralisation of discourses, a return of religion, the global installation of neo-liberalism and the eruption of immigration as a controversial European issue. From a relatively theoretical and politically stable position to the left of the Parti socialiste, Lignes therefore provides a privileged vantage point for the mutations in French social and cultural life throughout the period.

Abstract:
In this thesis I present new insights into aspects of Peter Guthrie Tait's life and work, derived principally from largely-unexplored primary source material: Tait's scrapbook, the Tait–Maxwell school-book and Tait's pocket notebook. By way of associated historical insights, I also come to discuss the innovative and far-reaching mathematics of the elusive Frenchman, C.-V. Mourey. P. G. Tait (1831–1901) F.R.S.E., Professor of Mathematics at the Queen's College, Belfast (1854–1860) and of Natural Philosophy at the University of Edinburgh (1860–1901), was one of the leading physicists and mathematicians in Europe in the nineteenth century. His expertise encompassed the breadth of physical science and mathematics. However, since the nineteenth century he has been unfortunately overlooked—overshadowed, perhaps, by the brilliance of his personal friends, James Clerk Maxwell (1831–1879), Sir William Rowan Hamilton (1805–1865) and William Thomson (1824–1907), later Lord Kelvin. Here I present the results of extensive research into the Tait family history. I explore the spiritual aspect of Tait's life in connection with The Unseen Universe (1875) which Tait co-authored with Balfour Stewart (1828–1887). I also reveal Tait's surprising involvement in statistics and give an account of his introduction to complex numbers, as a schoolboy at the Edinburgh Academy. A highlight of the thesis is a re-evaluation of C.-V. Mourey's 1828 work, La Vraie Théorie des quantités négatives et des quantités prétendues imaginaires, which I consider from the perspective of algebraic reform. The thesis also contains: (i) a transcription of an unpublished paper by Hamilton on the fundamental theorem of algebra which was inspired by Mourey and (ii) new biographical information on Mourey.

Abstract:
The study investigated the information literacy skills among Form Five students at government senior secondary schools in Gaborone, Botswana. The results of the study will be used in the improvement of the Information Literacy Course offered at the University of Botswana Library (UBL). Background information was given on education in Botswana and also a brief history of the evolution of the University of Botswana, an overview of the University of Botswana Library and highlights of the schools in the study. The researcher designed a questionnaire in order to achieve the objectives of this study. A sample of 240 Form Five students was drawn from four senior secondary schools situated in Gaborone, Botswana. Purposive sampling was used to draw the sample. The Statistical Package for Social Sciences (SPSS) was employed in the analysis of data. The results were presented in frequency tables, analyzed and discussed. The findings of the study revealed that the students at senior secondary schools did not have sufficient competence in translating information problems into information needs. Their ability to use a variety of sources was not well developed. The study further revealed that the students were not motivated to look for information sources by their teacher by, for example, giving them assignments that required them to use the library resources. Students' skills in the evaluation of the accuracy, currency and authority of information sources were found to be under-developed. The study showed that the students were not given any form of user education at any of the schools. The study also found that staffing problems in senior secondary school libraries contributed to the lack of information literacy of the students. The situation was more obvious in cases where there was no full-time librarian to run the library. Abstract:
The purpose of this study was to examine the feasibility of unionising the employees of the LIS sector in South Africa in the context of the new South African labour dispensation. The study examined the factors that have been identified as having an influence on the growth of trade unionism. The review of the literature revealed that the factors that have influenced unionism were, inter alia, collective bargaining, legislation and employee concentration. The unionism versus professionalism debate also influenced the growth of trade unionism. The factors that were identified as influencing the growth of white collar unionism, at the national and international level, were applied to LIS sector employees to determine their influence on the growth of unionism in this sector. The findings from the survey of employees confirm the findings in the literature with regard to the factors that have influenced trade unionism. While trade unionism has continued to grow and fulfils the industrial needs of the LIS employees in South Africa, professional associations here fulfilled the professional needs of those employed in the LIS tertiary education sector. This study also examined the roles and characteristics of professional library associations in the international arena with particular reference to two African countries. The factors that have influenced the continuance of professional associations amidst pressure from trade unions for the same membership, were also investigated. Self-administered questionnaires were used to survey the views of LIS employees regarding factors that have influenced their affiliation to the different employee representative bodies. Selfadministered questionnaires were also used to survey trade union officials of the three national unions that service the tertiary sector in South Africa, regarding their views on the infra-structural capacity of unions to incorporate a sector specific union. Percentages and frequency distributions as well as content analysis were used to analyse the data collected. The findings from the survey of the LIS employees reveal that the factors that have influenced the growth of trade unionism at the national and international levels are evident in the LIS sector in South Africa. The findings also reveal that factors that have negated the growth of trade unionism in this sector. Further, the employee population expressed preference for a single representative body to represent the industrial and professional interests of the LIS sector. The findings from the survey of the LIS employees revealed a need which could not be accommodated by the current trade union structures. In suggesting a way forward, the researcher proposes a model. The aim of the model is to stimulate discussion about how change can be achieved. The researcher draws conclusions based on the analysis of data and in the context of related literature and proposes a way forward for the tertiary LIS sector in South Africa.<br>Thesis (Ph.D.)-University of KwaZulu-Natal, Pietermaritzburg, 2005.

AbstractFunctional languages allow rewrite-rule systems that aggressively generate a multitude of semantically-equivalent but differently-optimized code versions. In the context of GPGPU execution, this paper addresses the important question of how to compose these code versions into a single program that (near-)optimally discriminates them across different datasets. Rather than aiming at a general autotuning framework reliant on stochastic search, we argue that in some cases, a more effective solution can be obtained by customizing the tuning strategy for the compiler transformation producing the code versions.We present a simple and highly-composable strategy which requires that the (dynamic) program property used to discriminate between code versions conforms with a certain monotonicity assumption. Assuming the monotonicity assumption holds, our strategy guarantees that if an optimal solution exists it will be found. If an optimal solution doesn’t exist, our strategy produces human tractable and deterministic results that provide insights into what went wrong and how it can be fixed.We apply our tuning strategy to the incremental-flattening transformation supported by the publicly-available Futhark compiler and compare with a previous black-box tuning solution that uses the popular OpenTuner library. We demonstrate the feasibility of our solution on a set of standard datasets of real-world applications and public benchmark suites, such as Rodinia and FinPar. We show that our approach shortens the tuning time by a factor of $$6\times $$ 6 × on average, and more importantly, in five out of eleven cases, it produces programs that are (as high as $$10\times $$ 10 × ) faster than the ones produced by the OpenTuner-based technique.

Base on this fact, a new method has been implemented using biometrics as it is described in the following chapters. This chapter explores the ongoing path toward disaster preparedness taken by Los Alamos County Library System. The library system has experienced three disasters since the year 2000, the Cerro Grande Fire; a cloudburst that sent water pouring through the library's skylight, and the Las Conchas Fire. The author tells the stories of these disasters, and their impacts on the library, its staff and community, with some emphasis on the emotional impacts. These stories and the lessons learned from them are interwoven with the steps and missteps in the writing of the library's disaster preparedness manual and the ongoing need to keep preparedness efforts active. The importance of forming supportive relationships with colleagues in the local government and with regional library cohorts, and the magnitude of the role the library staff, collections and facility already had in the community, a role that expanded in the recovery process, are highlighted.

A recently established university in the United Arab Emirates has shifted from an input-based teaching model to an outcome-based learning model. The outcome based academic model is new in the Gulf region and is designed to allow students and faculty members to work together to foster learning. This model is a dramatic departure from the traditional input model where students in the Gulf have learned to mainly accept and retain information. Using the university’s learning outcomes model, the College of Information Technology (CIT) has identified five learning outcomes and used them to develop its curriculum. All learning outcomes are integrated into all CIT courses. All students own a laptop and have wired and wireless access to various university resources such as the library, Blackboard, IT labs and the Internet. Currently, the CIT is moving to a web-based learning environment. Under this environment, the outcome-based academic model requires faculty members to shift their efforts from teaching or lecturing to facilitating student learning. CIT faculty are reshaping their course contents and refocusing their courses to clearly show all the steps needed to learn various concepts and skills as well as how students can achieve a particular learning outcome. This study proposes an outcome-based IT curriculum for delivery in an e-learning environment. Such an environment is ideal for female students who prefer to have limited interaction with male faculty and who typically need more time to understand IT concepts in English. It is anticipated that this e-learning environment will facilitate the delivery of course content and also improve the discussion and communication between students and faculty.

Although machine control data can be obtained by means of converting cutter location (CL) data comprised of the tool tip coordinate and the tool axis orientation vector in the workpiece coordinate frame with postprocessor, it’s uncertain whether they can be used for 5-axis machining. Owing to the fact that most postprocessors focus on the method to derive solutions for the equations of NC data by the form-shaping function matrix and the inverse kinematics model without taking the manufacturing scene into consideration, this study has presented a new post-processing system to generate and optimize NC data more effectively by correcting and selecting optimum solution intelligently for machining based on the solid model of machine tool in simulation environment. In general, the post-processing system consists of user interface layer, data access layer and data processing layer to give expression to the characteristics of universality, practicality and adaptability. User interface layer is mainly about loading the machine model and setting the relevant parameters. Data access layer includes model library of generalized five-axis machine tool configurations, rules library of cutter location data and NC data. Data processing layer is the major research in the paper, which illustrates how to correct the inverse solutions set and select the optimization solution for actual machining. The visual interface for post-processing system written by C++ was successfully applied in the experiment on a five-axis machine tool with a C-axis behind a B-axis rotary table, which demonstrated the effectiveness of the proposed post-processing methodology in the field of manufacturing.

This paper focuses on the transient behavior of a solid oxide fuel cell system used for stationary power production. Dynamic modelling is applied to identify the characteristic time scales of the system components when introducing a disturbance in operational parameters of the system. The information on the response of the system may be used to specify the control loops needed to manage the changes with respect to safe component operation. The commercial process modelling tool gPROMS is used to perform the system simulations. The component library of the tool is completed with dynamic models of a fuel cell stack and a prereformer. The other components are modelled for steady state operation. For the fuel cell a detailed dynamic model is obtained by writing the constitutive laws for heat transfer in the solid part of the cell and conservation of heat and mass in the air and fuel channels. Comprehensive representation of resistive cell losses, reaction kinetics for the reforming and heat conduction through the solid part of the cell is also included in the model. The prereformer is described as a dynamic pseudo-homogeneous one-dimensional tubular reactor accounting for methane steam reforming and water-gas shift reaction. The differences in the transient behavior of the system components and their interaction are investigated under load changes and feed disturbances.

This article describes the development of industry standard for pipeline security pre-warning (PSP) technology which is an achievement of China National Petroleum Corporation’s Eleventh Five-Year science and technology project. By comprehensive application of signal acquisition and identification technologies, the PSP system monitors the pipeline for real time and promptly warns and locates the damages caused by illegal excavation, drilling hole for oil-stealing, pipeline erosion and natural disaster. This technology applied and operated well on some long distance transport pipelines in China and was listed on the Recommendation Projects for Safe and Security by the State Administration of Work Safety in 2009. To speed up the industrial application and promotion of the PSP technology, the Oil &amp; Gas Storage and Transportation Standardization Committee (OGSTSC) of the Petroleum Industry organized the development of the standard from which transferred the research and development results. The standardization process has taken two years and gone through five major steps: first, determining the standard range; second, researching relative standards, laws and regulations; third, carrying out field tests; fourth, drafting the specifications, finally, revision and finalizing the standard. The development of PSP standard is a typical example for OGSTSC of transferring knowledge from R&amp;D to industrial standard and finally to end users. The PSP standard development process was finished in 2010 and the industry standard SY/T 6827 Specification for Security &amp; pre-warning System of Oil &amp; gas Pipeline was published in the July of 2011.

Aim/Purpose: [This Proceedings paper was revised and published in the 2018 issue of the Interdisciplinary Journal of e-Skills and Lifelong Learning, Volume 14] The digital divide and educational inequalities remain a significant societal prob-lem in the United States impacting low income, first-generation, and minority learners. Accordingly, institutions of higher education are challenged to meet the needs of students with varying levels of technological readiness with deficiencies in information and digital literacy shown to be a hindrance to student success. This paper documents the efforts of a mid-Atlantic minority-serving institution as it seeks to assess and address the digital and information literacy skills of underserved students Background: A number of years ago, a historically Black university located in Maryland devel-oped an institutional commitment to the digital and information literacy of their students. These efforts have included adoption of an international digital literacy certification exam used as a placement test for incoming freshmen; creation of a Center for Student Technology Certification and Training; course redesign to be performance based with the incorporation of a simulation system, eportfolios, Webquests, a skills building partnership with the University library; pre and post testing to measure the efficacy of a targeted computer applications course taught to business and STEM majors; and student perception surveys Methodology: In 2017, pre and post testing of students in enrolled in core computer applications courses were conducted using the IC3 test administered during the second and fifteenth week of the academic terms. These scores were compared in order to measure degree of change. Additionally, post test scores were assessed against five years of the scores from the same test used as a placement for incoming freshmen. A student perception survey was also administered. The survey included a combination of dichotomous, Likert-scaled, and ranking questions with descriptive statistical analyses performed on the data. The results were used to test four hypotheses. Contribution: This study provides research on a population (first-generation minority college students) that is expanding in numbers in higher education and that the literature, reports as being under-prepared for academic success. Unfortunately, there is a paucity of current studies examining the information and technological readiness of students enrolling at minority serving institutions. This paper is timely and relevant and helps to extend our discourse on the digital divide and technological readiness as it impacts higher education. Additionally, this paper also marks a valuable contribution to the literature by examining the efficacy of computer applications courses in higher education with Generation Z learners Findings: The digital divide is a serious concern for higher education especially as schools seek to increasingly reach out to underserved populations. In particular, the results of this study show that students attending a minority serving institution who are primarily first generation learners do not come to college with the technology skills needed for academic success. Pre and post testing of students as well as responses to survey questions have proven the efficacy of computer applications courses at building the technology skills of students. These courses are viewed overwhelmingly positive by students with respondents reporting that they are a necessary part of the college experience that benefits them academically and professionally. Use of an online simulated learning and assessment system with immediate automated feedback and remediation was also found to be particularly effective at building the computer and information literacy skills of students. Recommendations for Practitioners: Institutions of higher education should invest in a thorough examination of the information and technology literacy skills, needs, and perceptions of students both coming into the institution as well as following course completion. Recommendation for Researchers: This research should be expanded to more minority serving institutions across the United States as well as abroad. This particular research protocol is easily replicated and can be duplicated at both minority and majority serving institutions enabling greater comparisons across groups. Impact on Society: The results of this research should shed light on a problem that desperately needs to be addressed by institutions of higher education which is the realities of the digital divide and the underpreparedness of entering college students in particular those who are from low income, first generation, and minority groups Future Research: A detailed quantitative survey study is being conducted that seeks to examine the technology uses, backgrounds, needs, interests, career goals, and professional expectations with respect to a range of currently relevant technologies

The mission of the United States Military Academy (USMA) is “To educate, train, and inspire the Corps of Cadets so that each graduate is a commissioned leader of character committed to the values of Duty, Honor, Country; professional growth throughout a career as an officer in the United States Army; and a lifetime of selfless service to the nation.” [1] The academic program at the USMA is designed to meet the intellectual demands of this mission statement. One very unique aspect of this academic program is the requirement that each cadet take a minimum of five engineering courses regardless of his or her major or field of study. Because of this requirement, nearly one-third of every graduating class take Fluid Mechanics. The Fluid Mechanics course taught in the USMA’s Department of Civil and Mechanical Engineering differs from others throughout the country for two primary reasons: 1) Within every class there is a mixture of cadets majoring in engineering and those who are in other majors, such as languages, history, and political science, 2) Each cadet will be commissioned as a Second Lieutenant in the United States Army immediately upon graduation, [2] and [3]. In this course cadets learn about fluid mechanics and apply the principles to solve problems, with emphasis placed upon those topics of interest to the Army and Army systems that they will encounter as future officers. The course objectives are accomplished through four principal methods. The first is through engaging, interactive classroom instruction. Cadets learn about the principles of fluid statics, conservation laws, dimensional analysis, and external flow; specialized topics, such as compressible flow and open channel flow have also been integrated. The second method is through hands-on laboratory exercises. Pipe friction, wind tunnels, and smoke tunnels are examples of laboratories in which cadets take experimental measurements, analyze data, and reinforce concepts from the classroom. The third method occurs in the “Design of an Experiment” exercise. In groups, cadets design their own experiment—based upon an Army parachutist—that will predict the coefficient of drag of a parachute system. The fourth method is a hands-on design project that culminates in a competition. In teams, cadets build a water turbine to lift a weight on a pulley from ground level to a designated height. Competition categories include the torque competition, in which maximum lifted weight determines the winner and the power competition judged by minimum time to lift a designated weight. This project, implemented within the curriculum prior to formal instruction on the design process, requires cadets to develop their own design process through analysis, experimentation, and trial and error.
