The reflagging process was initially formalized by the U.S. Coast Guard with the printing of Navigation and Vessel Inspection Circular Number 10–81 (NVIC 10–81) issued October 5, 1981. Since that time, U.S. Coast Guard regulations have changed, and an economic downturn coupled with a surplus of cargo vessels worldwide has made purchase of existing vessels an attractive alternative to new construction. This has been especially true for our recent buildup of the Ready Reserve Fleet. These facts, in addition to the short turnaround time inherent in the technical review and inspection of a reflagging, caused the Coast Guard to update its reflagging guidance by issuing change one to NVIC 10–81 (NVIC 10–81, CH-1) on June 5, 1985. In the future, as more international standards are accepted and incorporated into the regulations, updated guidance for reflagging will again be necessary. Whatever form this guidance takes, it must remain flexible.

Abstract:
In Uruguay, extensive, welfare-friendly beef production is a substantial part of the economy and culture. Transport of beef cattle to slaughterhouse compromises animal welfare. The objective of this study was to assess transport conditions related to carcass bruising. A total of 242 trucks with 8132 animals were assessed on loading, transport, unloading conditions, and carcass bruising. Average loading time was 26 min and 21 s and the perception of the truck drivers was correlated with the time took for loading and the use of devices. In 39.3% of the loadings only a flag was used. The average unloading time was 5 min and 54 s with a significant difference in time for the use of devices; only flag 3 min 51 s, cattle prod 6 min 43 s and sticks 8 min 09 s. Of the carcasses observed, 772 (9.5%) had no bruises, 873 (10.7%) had one bruise, 1312 (16.1%) two, 1231 (15.1%) three and 3944 (48.5%) had four or more bruises. Prevalence of bruises were highest on the Tuber-coxea (hip) (29.3%) following forequarter (22.4%), Tuber-ischiadicum (rear) (17.3%), ribs/flank (14.1%), rump/round (10.1%) and loin (6.8%). Bruises were 68.7% grade 1 and 31.3 % grade 2; there were no grade 3, the deepest ones, observed. It appeared that animal welfare training of truck drivers worked out well and the use of flags increased compared to a previous study in 2008.

Evidence suggests that incidental national flag exposure activates nationalistic feelings and that incidental exposure to the EU flag can affect citizen attachments to Europe. However, we know little about what inferences citizens make based on the EU flag when they see it displayed by parties in an electoral context. To test the expectation that this display affects citizens’ evaluations of party elites’ EU attachment, we conducted a large-scale experiment embedded in a Swedish survey in which respondents were exposed to communications from one of the two main Swedish parties, containing or not containing the image of the flag. We find that simple visual display does little to move perceptions. However, if citizens perceive that a particular party displayed the flag, then they are more likely to evaluate its party elites as more attached to Europe.

Abstract:

Examensarbetet har gjorts åt Höglunds flak i Säffle och behandlar en ny framstam till timmerlastbilar.

En framstam är ett lastskydd som förhindrar stockarna på en timmerlastbil från att tränga in i hytten vid en kollision. Framstammen används även vid lastning som ett mothåll att slå stockarna emot.

Kraven på framstammen från företaget är

• Lättare konstruktion

• Samma utböjning vid slagprov, ytbelastning och böjbelastningsprovning som nuvarande modell

• Billigare eller samma pris som föregående modell

• Klara proven enligt SS 2563, SS 2564

• Vara estetiskt tilltalande för kund

• Anpassningsbar höjd

• Om möjligt få så mycket tillverkning som möjligt till den egna verkstaden

Arbetet delades in i två delar där en del är att konstruera plåten och hur denna skall styvas till. Den andra är att konstruera staken som håller upp plåten och tar den största delen av slagkraften.

På framstamsplåten togs det fram 2 koncept.

Bockningskonceptet.

Konceptet består av en aluminiumplåt 6082-T6 som bockats till en L-profil runt kanterna för att styva upp plåten

Fyrkantsprofil.

Detta koncept består av en fyrkantsprofil i aluminium som nitas fast mot plåten.

På staken togs det fram tre koncept. Alla tre är beräknade med att vara i samma material ett höghållfast stål vid namn Domex 650 med en sträckgräns på ca 650Mpa.[5]

JL-profilen

Är en profil som är lätt att tillverka genom bockning och är lätt att fästa in i både plåten och i rambalken.

I-profilen

I-balken är gjord med en större fläns mot plåten för att underlätta vid infästning och en mindre fläns på andra sidan för att minska vikten. På grund av att detta inte är en original balk så kommer denna modell att strängpressas.

W-profilen

W- profil som även denna skulle stängpressas och är även lätt att fästa mot plåten. Den har tagits fram med tanken på en T-balk som sedan stadgats upp med två stycken förstyvningar.

Fyrkantröret har en lägre vikt på 19 kg i jämförelse med rör- profilen, detta motsvarar en viktbesparing på 55%.

I-profilen klarar att ta upp 0,6kJ mer än Z-profilen samtidigt som den är 23 kg och 23%

lättare.


The work is done for the company Höglunds flak in Säffle and aims to develop a new front wall to a timber truck.

A front wall is what protects the cabin from the logs in case of a collision. The front wall is also used while loading the truck as a loading fixture to beat the logs against.

The requirements for the front wall from the company are:

• Easier construction

• The same deformation at impact testing, surface testing and bending load as the original.

• Cheaper or the same price as the previous model

• Withstand the standardization SS 2563, SS 2564

• Be attractive to the customer

• Customizable height

• If possible, get as much production as possible to the own workshop

The work was divided into two parts where one is to make the plate and how to make it rigid. The second is the beams which are going to keep up the plate and takes the greater part of the impact force.

Two concepts on the front wall plate, both is of the same material 6082-T6.

Bending concept.

The concept consists of an aluminium plate which is bended to an L-profile around the edges to rigid up the plate.

Square concept.

This concept consists of a square tube in aluminium which is riveted firmly against the plate.

Three concepts on the beams. All three are estimated to be in the same material Domex 650

JL-profile

Is a profile that is easy to manufacture by bending and is easy to mount on both the plate and in the frame beams.

I-profile

The I-beam is made with a larger flange to the plate in order to facilitate the attachment and a small flange on the other side to reduce weight. However, because this is not an original beam it will be manufactured through extrusion.

W-profile

W-profile is going to be extruded and is also easy to attach to the plate. It has been developed with the idea of a T-beam which then is stated up with two webs.

Of the two plate concepts it was the Square concept which was best suited one. The bending concept was not chosen because the material of the plate was for brittle and couldn’t be bent as much as wanted.

The analysis of the plate was made according to the standard SS2563, SS 2564 with a pressure of a certain distance from the base.

The FEM analysis at the plate shows that there is no residual deformation, which is the same as the original plate. The square pipe has a lower weight with 19 kg which is 55% lighter compared with the circular pipe profile.

The profile is able to take up 0,6 kJ more than the Z-profile and 23kg and 23% lighter

Abstract:
The purpose of this study is to trace how Sara Willis Parton achieved unprecedented literary celebrity status as Fanny Fern during the first three years of her professional career, 1851-1853. While most critics point to her famously lucrative contract with the most popular newspaper of the 1850s, the New York Ledger, in 1854 as the beginning of her fame, I argue that she had already fully achieved that fame and had done so by writing for small Boston newspapers and publishing a highly successful collection of her articles by 1853. Further, Fern was able to achieve such a high level of success because of a keen business sense, intuitive marketing savvy, an ability to promote herself, an original writing style, and a creative use of personas. My study provides an important addition to Fern scholarship by addressing the largely overlooked early years of her writing career. To date, scholars either make no mention of her first three years or do so only to demonstrate the point that Fern achieved notable success when she signed a contract for one hundred dollars a column with Robert Bonner, publisher and editor of the New York Ledger. Prior to that contract, Fern worked as a freelance writer for the Boston Olive Branch and the Boston True Flag, earning less than five dollars for each sketch she submitted. The critical assumption has been that her initial work prepared her for the fame she would achieve writing for Bonner, but in fact Bonner would not have hired her had she not already achieved significant fame, for Bonner hired only highly celebrated writers. My study explores how Fanny Fern became a famous writer. When she began writing, Fern wrote under a number of previously unknown pseudonyms for local newspapers, but within three years her distinctive style, rhetorical skill, and iconoclastic persona had made ―Fanny Fern a household name. Fern‘s unique ability to engage a popular audience, I would argue, is the principal difference between Fern and other famous contemporary women writers.

Abstract:
Cross wind analysis is one of the important safety measures for rail vehicle certification. The objective of this study is to identify which vehicle certification ground setup, true flat ground (TFG) or single track ballast and rail (STBR) represents a more realistic ground setup with atmospheric boundary layer (ABL) wind inlet and also to represent an embankment scenario. A streamlined high speed train ICE3 and a conventional Regional train are taken for the analysis to represent both categories. CFD is used as a tool for calculations. The best practice recommended by the AeroTRAIN project is used for the CFD approach. The analysis is done for various configurations including STBR, TFG, embankments, ground roughness, moving ground, non-moving ground, block profile inlet, ABL inlet, model scale and full scale setups. The Regional train shows higher roll moment coefficient about lee rail (Cmx,lee) compared to the ICE3 train, whereas the ICE3 train has a higher lift force coefficient than the Regional train. STBR setup shows a higher force and moment coefficient compared to TFG. The STBR setup represents the more realistic setup of moving rough ground with ABL wind inlet and also the realistic embankment scenario.

Abstract:
Computed tomography is one of the most evolving fields of modern radiology. The current CT applications permit among other things angiography, 3D image reconstructions, material decomposition and tissue characterization. CT is an important tool in the assessment of specific patient populations prior to an invasive or surgical procedure. The aim of this dissertation was to demonstrate the decisive role of CT with 3D-image reconstructions in haemodialysis patients scheduled to undergo fistulography, in patients undergoing surgical breast reconstructions with a perforator flap and in patients with complicated renal calculi scheduled to undergo percutaneous nephrolithotomy. CT Angiography with 3D image reconstructions was performed in 31 patients with failing arteriovenous fistulas and grafts, illustrating the vascular anatomy in a comprehensive manner in 93.5% of the evaluated segments and demonstrating a sensitivity of 95% compared to fistulography. In 59 mastectomy patients scheduled to undergo reconstructive breast surgery with a deep inferior epigastric perforator flap, the preoperative planning with CT Angiography with 3D image reconstructions of the anterior abdominal wall providing details of its vascular supply, reduced surgery time significantly (p< 0.001) and resulted in fewer complications. Dual Energy CT Urography with advanced image reconstructions in 31 patients with complicated renal calculi scheduled to undergo PNL, resulted in a new method of material characterisation (depicting renal calculi within excreted contrast) and in the possibility of reducing radiation dose by 28% by omitting the nonenhanced scanning phase. Detailed analysis of the changes renal calculi undergo when virtually reconstructed was performed and a comparison of renal calculi number, volume, height and attenuation between virtual nonenhanced and true nonenhanced images was undertaken. All parameters were significantly underestimated in the virtual nonenhanced images. CT with 3D-reconstructions is more than just “flashy images”. It is crucial in preoperative planning, optimizes various procedures and can reduce radiation dose.

In this thesis, an attempt is made to divide the Sepedi love story as 'light' reading matter into different subgenres. In order to do this, a distinction has to be made between 'light' and 'serious' reading matter. In short, this distinction amounts to the following: -- The love story as 'light' reading matter deals with problems of love that are resolved and the story ends on a happy mate. The conflict is between 'good' and 'bad' and the characters are portrayed accordingly and are hence flat characters. There is more emphasis on action than on characterisation. Suspense is built up by a series of problems that prevent the lovers from meeting each other. The problems are gradually resolved and the story has a happy ending. -- The love story as 'serious' reading literature emphasises problems in life rather than problems of love. The characters are portrayed fully in their exposure to the storm and stress of life. The love affair being depicted is headed for disappointment, and the ending is often tragic. In Sepedi literature, the love story as 'light' reading matter (or entertainment literature) is divided into five subgenres, i.e. the love story as (a) a moral story, (b) a subdivision of the detective story, the romantic mystery of Ramsdell (1999), (c) the ethnic or multicultural romantic story, (d) the historical love story, and (e) the true love story. In the love story as a moral story, there is a strong focus on the loyalty of the lovers. Where there is infidelity, the good relationship can only be restored if the guilty one received his punishment. Example of this are Noto-ya-Masogana (Tsebe, 1954), Morweši (Motuku, 1969), Tshehlana ya ka (Bosoma, 1990) and Sesasedi sa katlego (Kekana, 1990). In the love story as a subdivision of the detective story, the intrigue (of love) is used to intensify the secret in the detective story. Kekana's Nonyana ya Tokologo (1985) and Nnete Fela (1989) are two suitable examples in which the attitude of the heroine prevents a quick unravelling of the problem. In the ethnic or multicultural love story, the happy ending is delayed by the fact that the lovers do not belong to the same ethnic or cultural group and because the love affair is under social and cultural pressure. Megokgo ya Lethabo (1992) is an example of such a story in which the lovers are a Mopedi and a Motsonga respectively, and the young man's family was not at all in favour of the relationship. In the historical love affair, the conflict in the story is intensified by the difference between the traditional and the present-day outlook on life. This subgenre differs from the previous one in that the conflict originates within the same ethnic or cultural group and in that it is the result of the changes that have, amongst other things, been brought about by urbanisation. An example of this subgenre is Rafapa' s Leratosello (1978). The true love story shares many of its characteristics with the love story as a moral story, as the conflict is also between 'good' and 'bad' characters. In this subgenre there is, however, no place for peace; the 'good' is not used to emphasise the moral. Examples of this are Leratorato (Motuku, 1977), Lerato (Ramokgopa, 1978) and Le Lerato (Moloisie, 1986).

AbstractIn model checking, partial-order reduction (POR) is an effective technique to reduce the size of the state space. Stubborn sets are an established variant of POR and have seen many applications over the past 31 years. One of the early works on stubborn sets shows that a combination of several conditions on the reduction is sufficient to preserve stutter-trace equivalence, making stubborn sets suitable for model checking of linear-time properties. In this paper, we identify a flaw in the reasoning and show with a counter-example that stutter-trace equivalence is not necessarily preserved. We propose a solution together with an updated correctness proof. Furthermore, we analyse in which formalisms this problem may occur. The impact on practical implementations is limited, since they all compute a correct approximation of the theory.

This chapter continues to cover Pickens’s efforts in Indian diplomacy, seeking treaties and in several instances acting to prevent war. In May 1788, Pickens is outraged at the treacherous slaughter of several Indians under a flag of truce, including his friend Corn Tassel, and he uses his influence to try to hold responsible the white militia officers involved. The chapter highlights the practical, constitutional, and political obstacles to establishing a lasting peace between white settlers and the Creeks and Cherokees, as well as what Pickens, influenced by Calvinist theology, saw as a moral problem—man’s inherent greed and penchant for violence.

In the presented work, two studies using Computational Fluid Dynamics (CFD) have been conducted on a generic truck-like model with and without a trailer unit at a speed of 80 km/h. The purpose is to evaluate drag reduction possibilities using externally fitted devices. A first study deals with a flap placed at the back of a rigid truck and inclined at seven different angles with two lengths. Results show that it is possible to decrease drag by 4%. In a second study, the flap has been fitted on the tractor and trailer units of a truck-trailer combination. Four settings were surveyed for this investigation, one of which proved to decrease drag by up to 15%. A last configuration where the gap between the units has been closed has also been evaluated. This configuration offers a 15% decrease in drag. Adding a flap to the closed gap configuration decreases drag by 18%. New means of reducing aerodynamic drag of heavy-duty (HD) vehicles will be important in the foreseeable future in order to improve the fuel economy. The possibilities of reducing drag are prevalent using conceptual design.

Abstract The deformation and spreading of fully molten particles impacting onto a rough surface have been investigated by numerical simulation. A numerical technique, based on finite element analysis, was developed specifically for this simulation. The Lagrangian method with an automatic remeshing technique has been used to trace accurately the free surface of the molten matter and to improve the accuracy of the computation. A friction limiting condition at the particle substrate interface was introduced to describe the effects of the substrate surface roughness. This surface characteristic significantly influences the flattening degree, the flattening time, the spreading velocity of the liquid particle and its final shape.

Aortic dissection is an acute condition occurring more frequently than ruptured abdominal aortic aneurysms, with a mortality rate increase of 1% per hour if left untreated [1]. Dissection occurs following creation of an entrance tear, through which blood can force its way into the wall, forming a pocket that propagates longitudinally. The membrane of the dissection flap separates the true lumen (through which the organs are supplied with blood), from a false lumen (the pocket created by the dissection). The total obstruction of the true lumen by the motion of the vessel flap, or organ starvation due to branch vessel compression by the false lumen, can be fatal. Figure 1 shows an idealised representation of an aortic dissection model.
