Why have Eastern European states adopted flat tax policies? That is what this dissertation answers. This is a curious development given that flat tax policies were noticeably absent from the landscape of most of the world, including Eastern Europe. Fives cases of adoption are examined, including Estonia, Latvia, Lithuania, Slovakia and the Czech Republic. I argue that two simultaneous processes occur in Eastern Europe that makes adoption viable. First, at the domestic level, the idea of the flat tax is held in esteem by a number of actors, specifically: elite carriers, tax and financial ministers, think tanks and right-wing political parties. They champion this idea to its adoption, or at the least, introduce the flat tax into the policy-making apparatus. Second, at the international level, policy diffusion of the flat tax is taking place. In other words, the experience of previous adopters impacts the decisions of future adopters. Examining both cognitive heuristics theory and rational learning I argue that there are "varieties of diffusion" during the diffusion of the flat tax. Additionally, though this dissertation concerns itself primarily with adoption, I also investigate two cases of non-adoption in Poland and Hungary. What is argued is "diffusion without adoption" occurs. The idea of the flat tax diffused, but the adoption was not politically, ideologically, and economically feasible.

This thesis describes and analyses market with rental housing in chosen city districts of Ostrava and examines factors that influence rental rates. The database of flats is breaked down by housing sizes 1+kk and 1+1, 2+kk and 2+1, 3+kk and 3+1, 4+kk and 4+1. This data is processed in tables and graphs and factors, that influence rental rates, are described. Flats are then marked in map and broken down by rental rates. The result of this thesis is evaluation of factors that influence rental rates in specific locality.

Abstract:
This master´s thesis concerns in contemporary trade situation of flat and house rental in the city of Hodonín. It is focused on those factors that influence the amount of demanded rent and how the price gets changed due to their influence. It describes the historical development of housing in our area. Also, it considers flat and house rental in general and pays attention mainly to the mentioned area. It compares the amount of a usual flat rent of flats from the data collected in a market research and judges changes of its amount of flats type 1+1 and 1+kk, 2+1 and 2+kk, 3+1 and 3+kk, 4+1 and 4+kk. By data processing, overviews of rented flats and their summarization into charts and graphical as well as textual evaluation are set up. Maps marked with areas with the same rents are created for particular flat cathegories.

Abstract:
Similar to many other countries, in Hong Kong, housing has long been a very difficult issue to manage. It is also one of the pressing social issues that the government has to face with urgently and tactfully. Given by the exorbitant high property prices and landlords increase their properties rent in recent years, the current problem in Hong Kong is a great deal number of people, especially the young generation, cannot afford to buy home or even rent apartment in private property market. Thinking despairingly that home-owning is an unrealistic dream, most people applied for Public Rental Housing as their last resort to be housed. This sort of thinking is somewhat shown by the growing number of applicants in Waiting List for public rental housing flats. The growing number of applicants, by and large, indicating the demand of subsidized housing has never been subsided and also meant applicants need to wait much longer for allocation. Unfortunately, supply of flats has persistently fallen short of demand. There has been no adequate increase in subsidized flats’ supply in the past few years. The number of completed flats in 2012 is really not comparable with the number of applicants in the queue for public housing. Even, by adding the 15,000 new units each year as committed by the chief executive Mr. CY LEUNG, the public housing stock still cannot effectively satisfy the overwhelming demand of public rental housing. In view of the lack of supply of new flats, there has been demanded that the Government should act creatively to provide more flats to ensure quick allocation. Under this circumstance, the better utilization of existing PRH stock is becoming more essential and important. It is not hard to find from various sources that there are already many studies in evaluating the efficacy of the so called “well-off tenants policies”, such as the Housing Subsidy Policy, while little studies touch on the issue of under-occupation situation of public flats –an rather unfair phenomenon that the average living density of a household is more than allowed. Under-occupation policy is the policy implemented by the Housing Authority for maximizing the rational utilization of public housing resources so that larger subsidized flats can be recovered and reallocated to those in genuine needs and reducing unnecessary wastage of precious housing resources. In view of this, the dissertation is going to evaluate the effectiveness of the policy on under-occupation implemented by Housing Authority. In order to response the criticism on the equity and fairness towards the under-occupation issue, the dissertation is also written with an aim to evaluate these aspects and explores with objective assessment by adopting qualitative research methods, such as surveys and questionnaires. Questionnaires will be dispatched to residents in various housing estates to collect necessary information and opinions for analysis the equity and effectiveness of the policy. Hypothetical analysis and literature reviews will also be conducted through comparing different related official publications and journals. This dissertation is going to evaluate, based on empirical study and literature review, the implication and effectiveness of the policy adopted by Housing Authority to tackle on the problem of under-occupation of public rental housing flats and, with great ambition, make viable suggestions for the authority to cogitate and refine the performance of the policy.

Abstract:
In an era that national flags are dying off (Sletmo 2001) there is no dispute about the success of Greek flagged shipping. How can a small nation like Greece retain the highest percentage of all national fleets? Literature identifies that this success is due to several reasons. However, what are the elements that contribute to the success of Greek-flagged shipping? This study establishes that ‘the success of Greek ocean-going flagged shipping is a blend of a tendency for governments to experiment with various policies intended to promote national competitiveness, individual entrepreneurship, the cluster as well as culture, knowledge and skill’. Litrature from different disciplines and sources are summarised, compared, contrasted, and synthesised in order to develop a coherent outcome and gain a new perspective in the respective field. Since “policy is like beauty in the eye of the beholder…” (Roe 2007c) a multilevel, holistic, exploratory, inductive, deductive, abductive, and overall pragmatic methodological approach is considered, as the only viable option for complex research questions related to maritime policy. A three-method approach is applied with every method contributing to each other: the Timeline A to Ω and Literature Analysis, Delphi Method, and the Application of Porter’s diamond on national competitiveness. The belief that traditional flags are dying off, implies that they are not dead yet. The Greek Registry, and every ship registry is a system of people, organisations , and processes and it is that system that contributes to the success of the flag. Contrary to the belief of some players, government policy affects the size and the quality of the national flag ocean-going fleet undertaking various polices intented to promote national competitiveness. This study contributes to academic knowledge as well as to the Greek and any other registry’s competitiveness, as well as to the govenemental decision making and development of maritime policies. Recommendations are made for the Greek flag and the maritime policy, as well as for the application of the GREKON MODEL to the real maritime world and academia.

Approaches to conserving biodiversity have traditionally left humans out of the picture. However, to separate between humans and protected areas has become increasingly criticized for being ethically problematic and ineffective. As a result, the political landscape for how biodiversity should be conserved has changed during the last 30 years. Instead of exclusive conservation practices, there is a request for so-called people-centered practices that tackle development and conservation jointly. However, several studies show a gap between public policies with people-centered ambitions and what is happening on areas assigned for biodiversity conservation. This study aims to understand if people-centered ideas are converted into conservation practices at four nature reserves in Cape Town, South Africa. The study also hopes to explain if the public-civil partnership Cape Flats Nature (CFN) is a useful arrangement in order to convert people-centered ambitions into practices. Using an ideal type analysis, conducting informant interviews and gathering documents, the findings suggest that people-centered practices are found at all four nature reserves. However, there are significant differences and the two nature reserves partnering with CFN have the most people-centered practices. In these cases, human well being is, for example, viewed to be an integral part of the objectives at nature reserves and fences that tend to keep people out are focused on to a lesser extent than in the other nature reserves that are not partnering with CFN. Even though there are no blueprint solutions, instruments such as CFN can be a useful arrangement for narrowing the gap between people-centered ambitions and conservation practices. However, further studies on for example social network analysis focusing on the role of bridging organizations would perhaps strengthen such claims.

The current Peruvian exchange regime is neither pegged nor free-floating. The Peruvian Central Bank sails against the wind in the exchange market, tending to buy dollars when the exchange rate falls, and tending to sell when the exchange rate rises. It is a dirty float regime.  In this paper we present a simple macroeconomic model where the central bank fixes the interest rate and maintains a dirty floating exchange rate regime, assuming a small, open, and partiallydollarized economy that exports raw materials, faces imperfect capital mobility, and has a structural fiscal deficit limit as a rule for its fiscal policy. The predictions of the model are consistent with the rule of foreign exchange intervention by the Central Bank and the main stylized facts of the Peruvian economy since the decline in the international price of raw materials in late 2011: drastic fall in private investment, decline of GDP growth, rising nominal exchange rate and reduction of international reserves.
El régimen de tipo de cambio en el Perú no es fijo ni flotante. El Banco Central de Reserva del Perú (BCRP) rema en contra de la corriente en el mercado cambiario. Tiende a comprar dólares cuando el tipo de cambio baja, y tiende a vender cuando el tipo de cambio sube. Es un esquema de flotación sucia. En este artículo se presenta un modelo macroeconómico sencillo donde el banco central fija la tasa de interés y mantiene un régimen cambiario de flotación sucia, en el contexto de una economía pequeña, abierta, parcialmente dolarizada, exportadora de materias primas, con movilidad imperfecta de capitales y una política fiscal que opera con un límite al déficit fiscal estructural. Las predicciones del modelo son consistentes con la regla de intervención del BCRP y los principales hechos estilizados de la economía peruana desde el inicio del descenso del precio internacional de las materias primas a fines de 2011: caída drástica de la inversión privada, descenso del crecimiento del PBI, alza del tipo de cambio nominal y reducción de las reservas internacionales.

Siekiant atsakyti į išsikeltus uždavinius, pirmojoje darbo dalyje ES bendroji žemės ūkio politika bei Lietuvos prisijungimas prie jos aiškinami tarpvyriausybiškumo teorijos kontekste, aptariant sąlygiškumo nuostatą ir panagrinėjant ES interesų grupių įtaką sprendimų priėmimui. Antrojoje darbo dalyje analizuojami svarbiausi ES bendrosios linų rinkos teisiniai dokumentai, išskiriami buvę ir esami paramos šiam sektoriui modeliai, nagrinėjama kaip linininkystė reguliuota ir subsidijuota Lietuvoje nepriklausomybės laikotarpiu iki prisijungiant prie ES ir po 2004 m. The master thesis, using the scientific literature, descriptive analytical and document analysis methods as well as semi-structural interview, analyses the implementation of the common agriculture policy of the EU in the sector of flax culture choosing a particular case in Lithuania. Seeking to fulfill the set tasks, the first part of the theoretical part of the thesis, the common agriculture policy of the EU as well as the joining of Lithuania to it are explained in the intergovernmental theory context, discussing the provisions of conditionality and analyzing the influence of the EU interest groups upon the decision making. The second part of the thesis analyses the most important legal documents of the common linen market of the EU, the former and present models of the support for this sector are distinguished, the analysis is provided on how the flax culture was regulated and subsidized during the period of independence of Lithuania till the accession to the EU and after the year of 2004. The third sector of the thesis is devoted to the discussion of the development, administration and financing of the flax culture sector of Lithuania. The conclusion was made that the tendencies of the regress of the flax culture sector were distinguished before the accession to the EU. Abstract:
The purpose of this study was to examine how the fear of crime affects the capabilities, perceptions and experiences of black female youth, living in the Cape Flats, Cape Town. Qualitative semi structured interviews were conducted with 18 black female participants between the ages of 18 to 30. This study used Garofalo's model of fear of crime and Amartya Sen's capability approach as theoretical frameworks. With the help of these two frameworks, the researcher sought to gauge what influence the fear of crime can have on people's lives and how crime affects young black females living in communities with high crime rates. It also showed how their life choices and opportunities are influenced by living in unsafe communities. The major challenges and problems highlighted by the participants include: Constant trauma of their daily life (leaving their houses, random shootings, unsafe public transport), mental health issues (losing friends and relatives), lack of proper police service (lack of police presence, incompetence of police, corruption), fear for family or friends, lack of trust and support systems (broken families, loss of trust, no role models, lack of social capital), lack of infrastructure (such as safe hospitals or educational challenges), the effects of gangsterism (gangs and drug wars, effects of drugs, families' or friend's involvement in gangsterism) and the lack of opportunities such as unemployment. This study showed how the peoples' capabilities have been affected by the above-mentioned issues and how the fear of crime affected their daily lives. This study also made recommendations for policy makers and social institutions on what can be done to reduce crime rates and make communities with high crime rates safer

The master´s thesis elaborates the project documentation for the construction of the District Police of the Czech Republic in Brno. The new building is situated in the north of city part Bohunice. It´s a three- floor object with partial basement and flat roof. The bearing perimeter masonry, internal bearing masonry and internal non- load bearing masonry are made with technology from ceramic hollow blocks. Ceiling construction is designed from prestressed ceiling panels. The perimeter walls of the of the underground floor are made from blocks of lost formwork, which is insulated with extruded polystyrene. The walls on the above- ground floors are insulated by a combination of contact thermal insulation system and ventilated facades with fiber- cement facade cladding boards.

This thesis aims to analyze trends in the area of residential properties within selected locality over a selected period of time. Introduction chapter explains basic terminology of real estate market and later unveils the way how is residential market integrated into real estate market as such. It also describes factors that have significant impact on supply and demand. Next chapter describes residential market and distribution of its particular sectors. Main chapter analyzes selected parameters which affect residential market in the South Moravian Region. Key parameters are demographic movement, income and living standards of residents and its relationship to household, residential construction trends, etc. The final chapter is concerned with housing condition of council flats and houses in the area of Brno metropolis. Abstract:
This thesis draws on David Harvey’s concept of “accumulation by dispossession” and an international political economy (IPE) approach centred on the institutional arrangements and power structures that privilege certain actors and values, in order to critique current capitalist practices of primitive accumulation by the global corporate extractive industry. The thesis examines how accumulation by dispossession by the global extractive industry is facilitated by the “free entry” or “free mining” principle. It does so by focusing on Canada as a leader in the global extractive industry and the spread of this country’s mining laws to other countries – in other words, the transnationalisation of norms in the global extractive industry – so as to maintain a consistent and familiar operating environment for Canadian extractive companies. The transnationalisation of norms is further promoted by key international institutions such as the World Bank, which is also the world’s largest development lender and also plays a key role in shaping the regulations that govern natural resource extraction. The thesis briefly investigates some Canadian examples of resource extraction projects, in order to demonstrate the weaknesses of Canadian mining laws, particularly the lack of protection of landowners’ rights under the free entry system and the subsequent need for “free, prior and informed consent” (FPIC). The thesis also considers some of the challenges to the adoption and implementation of the right to FPIC. These challenges include embedded institutional structures like the free entry mining system, international political economy (IPE) as shaped by international institutions and powerful corporations, as well as concerns regarding ‘local’ power structures or the legitimacy of representatives of communities affected by extractive projects. The thesis concludes that in order for Canada to be truly recognized as a leader in the global extractive industry, it must establish legal norms domestically to ensure that Canadian mining companies and residents can be held accountable when there is evidence of environmental and/or human rights violations associated with the activities of Canadian mining companies abroad. The thesis also concludes that Canada needs to address underlying structural issues such as the free entry mining system and implement FPIC, in order to curb “accumulation by dispossession” by the extractive industry, both domestically and abroad.

And the construction and construction of roads is only temporary, it is a long-term conservation and management, so there can be a government for the maintenance of the road, there must be a sound mechanism to maintain the quality of its use in order to provide long-term public safety, convenience comfortable driving space. But the public has long been criticized for pavement smoothness filled with discontent, although the government raised the level of policy and Lu Ping Road project to try to improve, but for the way the people are still not satisfied with the level. The purpose of this study was to investigate the cause of improving the poor road level, what is man''s poor road or is flat between technology and policy asymmetries exist, resulting in road improvements always seem to reach the level of social demands of the masses. Through research method to collect relevant literature and research at home and abroad, combined with experience in the management and maintenance of the Directorate General of Highways, to explore the road level between technology and government policies exist isomorphic interdependence and social differences. Research results on: (1)rules and regulations and organ tissue corresponding social change, and how resilient maneuver in response to the needs of society and the people. (2)review and improve the way from planning the design, bidding and construction phases of acceptance, the lack of implementation of technical specifications and drawbacks. (3)the applicant digging and road maintenance and management of information technology should be a way, unified management and construction, and make the information public so that people easily understand the query, reduce the impact of traffic impact, and improve management efficiency to meet the interests of the public traffic. Meaning in human relations has always been based on inferred similarities (Holyoak & Thagard,1995). We are quick to liken the new to an old type. In this study, South African bi- or multilingual citizens post-1994 are perceived to hold the same ethno-linguistic perceptions as their progenitors. This explains the growing amount of literature on bilingual language ideology which is dissected upon the language attitude and space table. Following the same line but from a different perspective, Rampton (1995, 1999, 2003) discusses the relativity involved in labelling a bi- or multilingual repertoire. He suggests that the performative act of a bilingual through his/her linguistic repertoire should be structured according to expertise (instrumental), affiliation(integration) or inheritance (ethnicity). Starting with a note on the attitudinal myth, and closing with possible implications for various educational strata, the research explores Rampton’s notions in a rapidly changing educational context and proposes a revised understanding of ‘appellation’ as a complementary concept, an agentive and non-essentialist form of approaching bi- or multilingual identity enactment. It asserts that each enactment is informed by and carries an element of one or all the other facets of the bi-or multilingual multiply identity. Central to the study’s argument is that a bi-or multilingual is not oblivious of the socio-cultural elements that come with each linguistic capital. So, while earlier literature on identity views appellation as ‘other- ascribed’ identity, this study defines appellation as the construction of ‘self’ using all the elements provided by one’s linguistic basket.Further, with its innovative use of spoken interactional data, the study is able to contribute to the ongoing research on the appropriate medium of instruction in the South African educational system. With a special focus on the primary stage, the study sheds light on the fluidity of bi- or multilingual identity formation and enactment inside and outside the classroom. It uses an analytical framework based on Conversation Analysis, the Ethnography of Speaking, Systemic Functional Linguistics, and Critical Discourse Analysis to test the fit of Rampton’s original categories of inheritance, expertise, and affiliation with learners’ actual conversations.In all, the study in a linguistically substantiated stance, argues for more situated perspectives on the mother tongue based educational policy.

This dissertation seeks to expose through a systemic approach the complexity and centrality of governance in community-based natural resource management (CBNRM). This is premised on the hypothesis that an appreciation of this complexity and of drawing analytic distinctions between governance and management is necessary for successful interventions. The study adopts community-based environmental governance (CBEG) as the core heuristic variable in a conceptual framework for analysing CBNRM. The application of this framework generates empirical evidence concerning CBNRM processes adopted in the Kafue Flats socio-biophysical system. It is illustrated that CBNRM processes are established and implemented in a complex context. It is observed that social actors on the Kafue Flats usually do not constructively understand and appreciate this complexity. Several examples are demonstrated in which the thinking and actions of these actors reflect a limited conceptual framework of systems thinking and the inherent complexity in CBNRM. It is illustrated that these actors do not appreciate that CBNRM is a significant component of the governance of natural resource utilisation. This lack of appreciation is essentially identified as a contributing factor to poor performance. Ultimately, CBNRM processes are not only about sustainable use of natural resources; but also the nature and quality of relationships amongst social actors in CBEG. By drawing attention to these relationships, this study broadens our understanding of what goes into CBNRM processes. The implications of ignoring these relationships can be detrimental to the success of CBNRM. Accordingly, the establishment of productive CBNRM systems depends on how firmly CBEG issues and concerns are incorporated into CBNRM analyses and operations. Evidently, CBNRM cannot be pragmatically pursued in rigid socio-biophysical settings. It requires systemic and structural changes in the socio-political, economic and cultural mechanisms of CBEG. Thus, all cooperating partners, governments included, should accept that CBEG and CBNRM are inseparable. This understanding necessitates them to spearhead CBEG capacity building schemes at international, national and local levels.

The Diploma thesis {\clqq}How to heighten the level of living, with the subtitle Comittee ÚV KSČ for questions of the level of living 1963-1968, deals about the standard of living of the people in Czechoslovakia of 1960s. The Sixties is evaluated for high quality of culture. Althought it was not the priority for the political leadership. Therefore neither do I in my thesis. The interest was rather addressed to the material satisfaction of citizen´s needs before their cultural and spiritual demands. The hightening of the level of living happened one of the partie´s priorities. The aim of the work is to get closer to an everyday live of the citizens on the basics of economic and social policy of the state. All foundations of the comitee UV KSC for the questions of life level became the source basement, which were determined to it by another comitee and organs of authority importance interested in it. On the base of the source it was possible to analyse economic and social conditions of Czechoslovakia and reforms before all, wchich above mentioned comitee was proposing. Before all it concerned to changes having the influence on the state of life standard. Population, flat, salary, price, socila policy of the state induce its quality. I ellected population problemacy, flat crisis, economic reforms, role of women, mainly the employment of women, shortening of working time, a question of free time and socilailist family as the crucial topic of the thesis. Politicaly relieved period of the sixties enabled an introduction of a new system of conducting national economy with the outsanding influence on material satiation of the citizens. Simultaneously with economic reform even a short period feeling of freedom came in. Interviews with contemporaries helped to disclose personal impressions of people.

In order to liquidate a large position in an asset, investors face a tradeoff between price volatility and market impact. The classical approach to this problem is to model volatility via a Brownian motion, and separate price impact into its permanent and temporary components. In this thesis, we consider two variations of the Chriss-Almgren model for temporary price impact. The first model investigates the infinite-horizon optimal liquidation problem in a market with float-dependent, nonlinear temporary price impact. The value function of the investor’s basket and the optimal strategy are characterized in terms of classical solutions of nonlinear parabolic partial differential equations. Depending on the price impact parameters, liquidation may require finite or infinite time. The second model considers time-varying market depth, in that intense trading increases temporary price-impact, which otherwise reverts to a long-term level. We find the optimal execution policy in a finite horizon for an investor with constant risk aversion, and derive the solution using calculus of variation techniques. Although the model potentially allows for price manipulation strategies, these policies are never optimal. We study the non time-constrained case as a limit to the finite-horizon case and explain the solution through a quasi-linear PDE.

This thesis is focused on social housing for families as a specific housing policy instrument for securing housing of families with children who are for various reasons disadvantaged on the free housing market. In the thesis social housing is understood as a way towards fulfilment of the right to adequate housing and at the same time as an instrument for supporting families in their function of securing healthy development of their children in a safe environment. The aim of the thesis is to contribute to the actual debate on the creation of the state policy of social housing. It is done mainly by the mapping of housing and social policy on the state and local level. Local policy of social housing is explored particularly in five city districts of the capital city of Prague. The research draws data from documents of the city districts and interviews with the officials from property departments and social departments, in particular with the heads of child welfare sections. The research shows that the access of families with children to the instruments of local housing policy is always in some way limited. The city districts vary in the level of these limits. Some districts really offer a solution of the housing problems of families who are disadvantaged in the access to housing while others fill this...

This research applies the Near Repeat Calculator (NRC) to identify near repeat residential burglary patterns in the Hillcrest (KZN) policing area for the first time. A total of 490 residential burglaries, over a 12-month period, reported to Hillcrest police station were mapped (geocoded) and the near repeat calculations were visualised using the Geographic Information Systems (GIS). The month-to-month near repeat calculations are analysed and suggest that the NRC is a valuable tool that can predict the space-time locations of near repeat residential burglaries in the Hillcrest policing area.
