In June 1994, a 150-m-long secondary road pavement section was built as part of the realignment of route 616 and 757 in Bedford County, Virginia to evaluate the performance of geosynthetically stabilized flexible pavements. A majority of the primary roadways in the United States are constructed using hot-mix asphalt (HMA) placed over a granular base material. The strength of this pavement system is strongly influenced by the local environmental conditions. Excessive moisture in a granular base layer can cause that layer to lose its structural contribution by reducing the area over which loading may be distributed. The work presented in this thesis is aimed at improving the accuracy of one of the components of a flexible pavement design procedure commonly used in South Africa, namely the South African Mechanistic- Empirical Design Method. This is achieved through the development of a new design approach and permanent deformation model for the pavement subgrade.
