We investigated the elastic scattering and fluorescence from laser dye solutions inside 5000, 1100, and 96.5 micron inner-diameter hollow-core capillaries. Incident 4416 A laser illumination of Coumarin 7 dye dissolved in ethanol caused fluorescence from approximately 4600 to 6000 A. This was studied over an angular range from 0° to 360°. The application of a method previously developed by Callis et al. to predict the quantum yields of Trp fluorescence has been successfully applied to the fluorescence of fluorescein and flavins in proteins. The calculated lifetime range of 2 ps - 4 ns is in agreement with experiment. The fluctuations in the electron transfer rate are shown to be dictated by the fluctuations in the density of states. The development and investigation of a new technique for measuring tropospheric concentrations of hydroxyl radicals (OH) is presented. The technique is based on the near-infrared fluorescence of IR125 which is quenched upon reaction with OH. IR125, is shown to react with OH, and be sufficiently less reactive with other tropospheric oxidants that when exposed to tropospheric air samples, changes in the dye fluorescence are related to the ambient OH concentration. The latter serves both as a sensitizer in photoreaction and as molecular support. The most stable composite structures are obtained in 2-propanol. In the first part of this thesis work, a water soluble benzothiazolium squaraine dye was synthesized with pyridium pendents, and controlled aggregation properties were achieved.
