Abstract:
Three different international courts have determined that genocide took place in Bosnia-Hercegovina in 1992-1995: the International Criminal Tribunal for the Former Yugoslavia (ICTY), the International Court of Justice (ICJ), and the European Court of Human Rights (ECHR). Yet paradoxically, there has been virtually no punishment of this genocide, while the punishment of lesser war crimes of the Bosnian war has been very limited. The ICTY has convicted only one individual, a lowly deputy corps commander, of a genocide-related offence. The ICJ acquitted Serbia, the state that planned and launched the assault upon Bosnia-Hercegovina in 1992, of genocide and related offences, finding it guilty only of failure to prevent and punish genocide. Although Serb forces were responsible for the overwhelming majority of war crimes, the ICTY prosecution has disproportionately targeted non-Serbs in its indictments and, among Serbs, has disproportionately targeted Bosnian Serbs, with no official of Serbia or Yugoslavia yet convicted of war crimes in Bosnia. This article argues that the meagre results of the international judicial processes vis-à-vis the crimes of the Bosnian war must be sought in the structural failings, poor decision making, and political influences that affected the international courts. It argues that the international courts have failed either to deliver justice to the victims of the war crimes or to promote reconciliation among the peoples of the former Yugoslavia and suggests measures that could be taken to rectify the situation.

AbstractIn this work, we present the results of radiocarbon (14C) dating of three historically important objects related to the period of the reign of the Ottoman Empire in Europe. The following objects from the museum collection of the Franciscan Monastery in Fojnica, Bosnia and Herzegovina were 14C dated: (1) paper from the Ahdname (Fojnička ahdnama); (2) textile of the mantel of Fra Anđeo Zvizdović; and (3) paper from the Fojnica Armorial (Fojnički grbovnik). It was assumed that the Ahdname was issued in AD 1463 by the Ottoman Sultan Mehmed II to the Catholic monks and that the Mantel had belonged to Fra Anđeo Zvizdović, who received the Ahdname. The Fojnica Armorial is an important source of the classical heraldry of the Balkans Peninsula, with various estimates of the age. The 14C calibrated ages of the Ahdname are as follows: lower part, cal AD 1430–1465, upper part, cal AD 1665–1808, proving that only the lower part of the Ahdname was original. The 14C calibrated age of the textile from the outer layer of the Mantel is cal AD 1492–1641, somewhat younger than expected, and inner lining even younger, cal AD 1652–1805. Good coincidence between the calibrated age span of the renewed part of the Ahdname and the lining material of the Mantel can suggest that both objects had been renewed around the same time. Two samples of the Fojnica Armorial were dated: thick paper, cal AD 1631–1667 and thin paper, cal AD 1809–1926, showing that the Armorial had been compiled during different periods.

The aim of the study is to analyse the impacts of the suicidal and parasuicidal behaviour in B&H in relation to transition and structures of suicidal personalities.MethodsTwo self-destructive groups were tested in B&H in the period 01. January 1999. to 31. December 2009. The test group consists of n = 150 subjects who had suicide, and control group consists of n = 150 persons with parasuicidal behaviour. We used: GDL, EPQ, HDRS and Pluchic's test in a longitudinal study.ResultsSelf-destructivity has been increasing in B&H. Socio-demographic data of the suicide are: gender = 71.11% ± 3.25 (m) 27.50% ± 3.30 (f), broken family = 35.50% ± 3.77, migration = 55.21% ± 3.20, heredity = 55.10% ± 2.11 and parasuicide: gender = 35.81% ± 4.31 (m), 27.60% ± 2.10 (f), broken family = 55.77% ± 3.90, migration = 58.60% ± 5.15, heredity = 43.50% ± 3.10. EPQ in suicide is: M ± SD-neuroticism = 17.10 ± 8.20, psychosis = 19.72 ± 7.10, and in parasuicide extroversion = 21.20 ± 5.30 and Lay -scale = 14.87 ± 4.40, and significance P < 0.01. HDRS is increased in suicide: H ± SD: depression: 3.30 ± 1.20, emotion of guilt = 3.10 ± 1.20, suicide = 5.80 ± 1.25, early insomnia = 2.20 ± 1.15, anxiety = 2.10 ± 1.15 with P < 0.01, and in parasuicide: hypochondria = 1.45 ± 1.10, depersonalization = 1.90 ± 0.70 with P < 0.01. Pluchic's test separates basic emotions, and all is gathered by matrix of discriminative function.ConclusionIn the study is proven high level of self-destruction in suicidal and parasuicidal behaviour. Suicide shows faster self-destruction and a way of suicidal end, and parasuicide slower destruction with postponing the suicidal crash. Sign of suicide and parasuicide can be found in both groups of respondents and the ways of expression are different, but definite in suicide.

In 1878 The Habsburgs exercised their rights under the Treaty of Berlin and marched an army of occupation into the former Ottoman provinces of Bosnia and Hercegovina. Between then and their expulsion in 1918, the Habsburg authorities attempted to weld their new province into the Austro-Hungarian polity and economy. Responsibility for governing Bosnia-Hercegovina was entrusted to the Common Finance Ministry. Its officials, especially during the administration of Count Benjamin Kalláy (1882–1903), saw their task as a “civilizing mission” and the Bosnian economy as clay to be worked according to their prescriptions. The developmental outcome of their endeavors forms the subject of this paper.

AbstractWorld attention has been focused on Bosnia/Hercegovina, where war erupted in 1992. The regional hospital of Mostar, an industrial city with a population of 100,000, operated -with chronic shortages of medical supplies including general anesthetic agents. In February 1992, just prior to the referendum for independence in that republic, a shipment of medical supplies with anesthesics, food, and clothing was delivered safely to Ljubuski, a village near Mostar, for Mostar hospital and surrounding clinics by a small, private organization from Birmingham, Alabama. No difficulties were encountered in delivering the supplies despite warnings from the U.S. State Department, the lengthy transit from Austria through Croatia to Bosnia, an active black market, and the inexperience of the relief agency. This disaster relief effort by a small, private sponsor was representative of both the positive aspects of such a project, as well as typical negative aspects. These efforts had been discouraged in the past, but as disaster medicine matures, there may be room for such endeavors, if properly directed.

Three new troglobitic leiodid beetle species have been described from several underground habitats in Central Bosnia and Herzegovina: Leonhardia jajcensis sp. n., from the Kapnica Cave, village of Bozikovac, near Jajce, Mt. Dnolucka Planina, Katobatizon apfelbecki sp. n., from the Jama Ispod Puta, village of Bozikovac, and the Snjezara Pits, village of Brvanci, near Jajce, Mt. Dnolucka Planina, and Protobracharthron dusinae sp. n., from the Dusina Cave, village of Dusina, near Fojnica, Mt. Pogorelica. The three leiodid species are easily distinguished from related taxa. All important morphological characteristics of the species have been listed, along with the diagnoses and images of the taxa. The new species are relicts and endemics of Central Bosnia and Herzegovina and probably belong to old phyletic lineages of Tertiary or even pre-Tertiary origin.

Based on published records and original data from recent research, a list is presented of the water mite (Acari: Hydrachnidia) fauna of the Balkan countries, i.e. Croatia, Bosnia and Hercegovina, Montenegro, Albania, Serbia, Macedonia, Bulgaria and Greece. It includes 382 species and subspecies in 77 genera and 34 families. Numerous new records for national faunas are reported, and five taxa, Sperchon pelopeius (Greece), Atractides stankovici (Croatia), Axonopsis graeca (Greece), Woolastookia minuta (Bosnia and Hercegovina, Greece) and Arrenurus ornatus graecus (Greece) are described as new to science. Atractides moniezi (Motaş, 1927) is synonymized with A. lacustris (Lundblad, 1925). The assumption of K. O. Viets (1987) that Pionopsis subruber Đ orđević, 1903 is a synonym of P. lutescens (Hermann, 1804) is confirmed. The characteristics of the water mite fauna in the treated area are briefly outlined. Additional field work is highly desirable for a more appropriate evaluation of the extant water mite biodiversity in the Balkans.

The 2011 population census recorded 4,290,612 residents of Croatia among which 584,947 or 13.7% were born abroad. Even though the most of them were born in Bosnia and Herzegovina (70% or 409,357) no research was conducted about this significant group of immigrants. This paper analyses the migration flows between Bosnia and Herzegovina and Croatia during the last 60 years, especially focusing on demographic data available from diverse secondary sources and data on migration history and transnational activities obtained through empirical study ?The Effects of Immigration from Bosnia and Herzegovina on the Sociodemographic Development of Croatian Urban Areas?. The survey was conducted in 2014 in Sesvete, district of City of Zagreb on a judgemental/purposive sample of 301 adult Croatian residents born in Bosnia and Herzegovina. Historical events (especially war) and economic developments had the influence on the number of immigrants as well as their motivation and decision to move from Bosnia and Hercegovina to Croatia. The data obtained through secondary sources and the results of conducted survey confirmed the shift in dominant migration patterns during three periods. First period, after the WWII until beginning of 1990s, indicated mostly labour migration where the migrations from Bosnia and Herzegovina to Croatia were mostly driven by economic underdevelopment of the country of origin and directed towards Croatian commercial and industrial centres. In the first half of 1990s the change of socio-political system (breakup of the former federal state) and the war in Croatia and Bosnia and Herzegovina induced significant forced migrations directed towards Croatia. After the end of the war and due to the consequences of armed conflict effecting the contemporary socioeconomic and political development of Bosnia and Herzegovina, a part of its citizens who were temporary settled in Croatia (as labour migrants or refugees) or elsewhere abroad, decided not to move back to Bosnia and Herzegovina but permanently stay in or move to Croatia. This was followed by the new period of migration driven (again) mostly by economic reasons complemented by general social situation and advanced unfavourable demographic processes in Bosnia and Hercegovina. These conditions stimulated the citizens of Bosnia and Hercegovina to migrate more frequently to other, economically more developed countries (Germany, Austria) effecting significantly the number of immigrants from Bosnia and Herzegovina in Croatia. The respondents included in empirical research are mostly Croats by ethnic affiliation (93.4%) and 99% of them have Croatian citizenship. In the highest proportion they migrated to Croatia during the 1990s. The results showed statistically significant correlation between the area of Bosnia and Herzegovina from where they moved to Croatia and the period of migration (the most numerous migrations were recorded from the area of the contemporary Republika Srpska). Three most frequent reasons of migration were war destruction (41.5%), economic reasons (33.2%) and family reasons (13%). Almost two thirds of respondents (63.1%) had no prior migration experience and more than 90% plan to stay permanently in Croatia. The study also confirmed significant social and transnational activities of immigrants. However, these respondents cannot be considered as the ?typical migrants? since they largely share language, culture and tradition of receiving society which presents a favourable environment for their legal/political, socioeconomic and sociocultural integration.

The paper deals with the impact of changes to the international order on the position of Bosnia and Herzegovina over the period of 25 years, from the signing of the Dayton Agreement in 1995 to 2020. For a start, there is an analysis of all models of international order in that period. Furthermore, the paper analyses the unipolar international order as it existed until 2008 and its impact on the internal relations and political system in Bosnia and Herzegovina, as well as on the position of Bosnia and Herzegovina in Europe and the region of former Yugoslavia. In this respect, it particularly focuses on NATO's activities in Bosnia and Herzegovina in that period and the position of the Republic of Srpska. The second period begins after the year of 2008, and it represents the growth of a multipolar international order. It is the impact of that order on Bosnia and Herzegovina and its internal situation that is discussed in the paper, with Russia's return to the Balkans and its consequences analysed in detail. In addition, an analysis of the Chinese economic and geopolitical project entitled 'Belt and Road Initiative' and its impact on the region of former Yugoslavia, Bosnia and Herzegovina included, is given. In the presentation, as well as in the paper, one of the focal points is the respective position of Bosnia and Herzegovina and the Republic of Srpska within the context of NATO enlargement. The influence of the structure of the international project (nejasno, potrebno je definisati koji projekat, iz prethodnog teksta to nije vidljivo) on the states can be seen on the example of Bosnia and Herzegovina - according to the scheme given by the theorist Kenneth Voltz. The unipolar order, influenced by the then US administration, is the creator of the Dayton Agreement in 1995, as well as of the political and legal order in Bosnia and Herzegovina. The political processes that took place after 1995 were also affected by the unipolarity and power of the United States. This power was focused on efforts to turn Bosnia and Herzegovina into a unitary socio-political structure, that is. to change its Dayton design. The culmination of the power of unipolarity and the United States in Bosnia and Herzegovina is the acceptance by political elites of Bosnia and Herzegovina of the NATO integration process in the period of 2005-2009. The emergence of a multipolar order is blocking the process of Bosnia and Herzegovina joining NATO, with the Republic of Srpska stopping the transfer of competences to the state level.

After the Congress of Berlin in 1878, in Bosnia and Hercegovina we saw big changes. The Austrian government was building roads, and railroad tracks. In the Austro-Hungarian period, also they changed their architectural style; from the prevailing ottoman one to more like in Vienna or Prague. This situation was a short time, in live only one generation. These changes affected to life and behavior of Bosnia and Hercegovinas’ citizens. Was changed several people, because after the Austrian arrive, a lot of Muslims Bosniacs, and Turks, were left this part. There were elites in this place. Their positions, how “new elites” take people which they came from different part of the Habsburg Monarchy; Hungarians, Germans, Poles, Czechs, etc. They were taking new ideas, how feminism. The emancipation of women was something new in these places. The first woman, which was proclaiming the slogans, as teachers. On the article we can show two examples; Jelica Belović-Bernadzikowska, and Jagoda Truhelka. They were born in Osijek, from giving Bosnian part ideas, that girl needs to will independent and need to have good graduated. These modern ideas, supported, in a way, the government because in the country was a school program for girls. Austro-Hungarian politics was building a school for girls, and take some scholarship went girl studied in University, how Marija Bergman, born in Bosnia, daughter of some Jews officials. However teachers not only modern women, similar roles had women-doctors. Girls who graduated Faculty of Medicine, arrive in Bosnia and Hercegovina and help Muslim women. Poles Teodora Krajewska and Czechs Anna Bayerova also take ideas of feminism, but, most important that she was great respect between patience. Propagating the feministic ideas was thinking which affect all women. Most important was not only slogans but also changes in everyday life normal family in Bosnia and Hercegovina. The other day only men can work on the farmland or work. After the Congress of Berlin situations was changed. On the consequences, women must be going to work, often how a worker in fabric. Work was hard, but women first time have their cash. Automatically her position in society was better. These situations have consequences for the city, as like villages. We sow this situation in the book Vere Ehrlich, which researched this topic in the interwar period. In the article, we went to show, that this changing was things also women, which life to margin, how prostitutes. Naturally, their life was always difficult, but the new government also got assistance. Habsburg's administration knew, that better control of specific profession, because this is the way how deal with the epidemic of syphilis, and something like this. In this work, we use scientific literature and documents from archives, mainly the Archive of Federation Bosnia and Hercegovina, and Historical Archive from city Sarajevo, when was document fo Jelica Belović-Bernadzikowska. How method we use case study and analyzing to literature and historical sources.

Today, after the signing of the peace agreement in Paris, when the end of the Yugoslav war is in sight, one frequently hears the questions: Could the war have been avoided and could a confederation have saved Yugoslavia? Namely, in late 1990 and early 1991, the republics now outside Yugoslavia (Slovenia, Croatia, Bosnia-Hercegovina and Macedonia) proposed that Yugoslavia be reorganised as a confederation which would, as they claimed, have fulfilled their main political aspirations. The Serbian side refused resolutely, and, soon afterwards, war started in Slovenia, Croatia and Bosnia-Hercegovina, which was actually their war of liberation. Now, when the republics in the territory of ex-Yugoslavia are internationally recognised, when they have largely recognised each other and when we are witnessing the restoration of economic and other relations between the peoples who shared a common state for seventy-three years, we may justifiably ask: Would it not have been better if the Serbian side had accepted a confederation and, thus, preserved some kind of Yugoslavia, than, by its persistent refusal, have lead the secessionist republics to take up arms?

This paper covers the period from 1937 to 1945, the period of the establishment and works of the Serbian Cultural Club. The paper will discuss the political circumstances in the Kingdom of Yugoslavia in wich Serbian Cultural Club was founded, as well as the program goals and its activities in Bosnia and Herzegovina. Special emphasis will be put on the period of the Second World War in the Bosnia and Herzegovina and the former common state and the activities of the Serbian Cultural Club in the Second World War. The work and achievement of the program goals of the Serbian Cultural Club in the Second World War will be presented through the work of the Exile Government in London and the activities of the Chetniks Movement in the Bosnia and Herzegovina and the former common state. The Serbian Cultural Club was formed as a form of political association and activity, which included politicians, public workers, scientists, members of various political organizations, representatives of state and parastate bodies and organizations, under the slogan "Serbs for Reunion". The club acted as a unique and homogeneous organization, regardless of the composition of the membership, with the goal of saving Serbia and Serbs. This most clearly expressed his overall activity, composition and degree of influence on state policy. The most important issues of state or Serbian nationalist policy for the interest of the Government were discussed in the Club, so the club had an extensive network of boards and several media. Professor and Rector of the University of Belgrade, Dr. Slobodan Jovanović, was elected the first president of the Serbian Cultural Club. He was the ideological creator of this organization (and he set out the basic tasks and goals of the Club). The vice presidents were Dr. Nikola Stojanović and Dr. Dragiša Vasić, and Dr. Vasa Čubrilović the secretary. Dr. Stevan Moljevic was the president of the board of the Serbian Cultural Club for the Bosnian Krajina, based in Banja Luka. According to Dinić, the initiative for the formation of the Serbian Cultural Club was given by Bosnian-Herzegovinian Serbs Dr. Nikola Stojanović, Dr. Vladimir Čorović, Dr. Vladimir Grčić and Dr. Slobodan Jovanović. The activities of the Serbian Cultural Club can be divided into two stages. The first from its founding in 1936 until the signing of the Cvetković-Maček agreement, and the second from 1939 to 1941. The program of the Serbian Cultural Club was a sum of Greater Serbia programs of all major political parties that operated in Serbia with the help of state institutions. The goals of the Serbian Cultural Club were mainly: expansionist policy of expanding Serbian rule to neighboring areas, denying the national identity of all other Yugoslav nations and exercising the right to self-determination. The program goals of the Serbian Cultural Club were to propagate Greater Serbian ideology. With its program about Greater Serbia and its activities, the Serbian Cultural Club has become the bearer of the most extreme Serbian nationalist aspirations. After the Cvetković-Maček agreement of August 1939, the Serbian Cultural Club demanded a revision of the agreement, calling for a Serbo-Croatian agreement based on ethnic, historical or economic-geographical principles. The adoption of one of these principles was to apply to the entire area inhabited by Serbs. The subcommittees of the Serbian Cultural Club in Bosnia and Herzegovina had the primary task of working to emphasize its Serbian character, and after the Cvetkovic-Macek agreement to form awareness that the whole of Bosnia and Herzegovina should enter the Serbian territorial unit. With the prominent slogan "Wherever there are Serbs - there is Serbia", the Serbs in Bosnia and Herzegovina were marked as the "vigilant guardian of the Serbian national consciousness". The leadership and most of the members of the Serbian Cultural Club joined the Chetnik movement as Draža Mihailović's national ideologues. The policy of the militant Greater Serbia program and Serbian nationalism of the Serbian Cultural Club was accepted as the program of Draža Mihailović's Chetnik movement. Some of Draža Mihailović's most important associates belonged to the Serbian Cultural Club. The main political goals of the Chetnik movement are formulated in several program documents. The starting point in them was the idea of a "Greater and Homogeneous Serbia", which was based on the idea that Serbs should be the leading nation in the Balkans.

The empirical analysis based on calculation of the following indicators: Grubel – Lloyd index (GL), Revealed Comparative Advantages (RCA indicator) and Relative unit value (RUV indicator). In order to show the level of intra-industry trade specialisation and to examine comparative advantages at sectoral level, as well for individual product group, are calculated Grubel – Lloyd index and RCA indicator. RUV indicator is used for analysis of two components of total intra-industry trade (TIIT); horizontal intra – industry trade (HIIT) and vertical intra- industry trade (VIIT) of agro-food products in Bosnia and Hercegovina. The analysis and calculations of above mentioned indicators are conducted using the data about international trade of agro-food products in Bosnia and Hercegovina for period of time 2008-2015, as well data at 4 – digit level, classified according to HS (Harmonised System). The final analysis in this paper is finished through applying K - means cluster analysis. K - means method was used for identificiation of different clusters of agricultural and food commodity groups related to comparative advantages, level of specialization in intra – industry trade, as well as the ratio between unit value export and unit value import. The emprical results indicated that GL index for observed period at sectoral level is lower than 50 %. The values of RCA indicator for agro-food sector of Bosnia and Herzegovina in international trade and to important trade markets indicate lack of comaparative advantages. In the structure of intra – industry trade is dominated vertical specialization.
