AbstractThis article analyses literary approaches to the relation between the folkhem, the Swedish welfare state, and the miljonprogram (a public housing program between 1965 and 1974 implemented by the social democratic government with the aim to build 1 million homes to solve the housing shortage). Since its initiation, this housing program has been subjected to critique addressing, among others, issues with quality and the promotion of segregation and social exclusion. Literary discussions since the mid-1960s have both responded to this critique and challenged it. They have questioned the impact of welfare politics on a still divided society by drawing on negative aspects of miljonprogram-areas. Recent texts that negotiate class and ethnicity, however, reclaim these areas with positive descriptions. They highlight their meaning as homes for a large part of Swedish contemporary society and thereby re-connect to the original idea of the folkhem – a home for the people.

Abstract The paper’s aim is to indicate the mutual relations between contemporary Swedish literature and the academic and political discourse on the welfare state’s crisis. The article’s first part discusses the genesis, evolution and meaning of the term ”Swedish folkhem” as it is understood today, i.e. as a political vision underlying the Swedish welfare state which with time has become a metaphor and a myth. In its other part the presence of historical narratives on the Swedish folkhem in five autobiographically inspired novels on childhood and growing up is investigated (Jonas Gardell’s En komikers uppväxt (1992), Lena Andersson’s Var det bra så? (1999), Mikael Niemi’s Populärmusik i Vittula (2000), Torbjörn Flygt’s Underdog (2001) and Susanna Alakoski’s Svinalängorna (2006). Analysing the chosen examples, the author of the paper focuses mainly on the issue of how the narratives known from political propaganda and debate are transformed, commented and used in a literary text to construct a collective identity.

Grotesque bodies in the Swedish folkhem: Improper aesthetic and rhetoric in the magazine PUSS 1968–1974 In an analysis of the Swedish satirical magazine PUSS (1968–1974) this article explores what is considered as improper rhetoric and aesthetic in the public sphere. It draws on theories of representation and the culture of carnival laughter and the grotesque as well as research on the Swedish folkhem and satire and democracies. I coin the concept demogrotesque-atic in order to capture how PUSS, by using comics, grotesque bodies and carnivalesque, improper rhetoric and aesthetics, makes visible fundamental challenges to democratic societies. I argue that the magazine’s representational practices highlight the function of what is often considered ‘filth’ in the public sphere and the central role the grotesque body plays in upholding – and breaking – boundaries of propriety. I interpret this as important democratic work, and demonstrate that while the satire in PUSS is situated in a specific time and place, it is also part of a longstanding literary and artistic tradition.

ABSTRACT The subject of the article is the experience of social exclusion present in five contemporary novels on childhood and adolescence spent in the Swedish folkhem, by Jonas Gardell, Lena Andersson, Mikael Niemi, Torbjörn Flygt and Susanna Alakoski. In the first part of the article I am discussing social exclusion as a term used in the debate about the Swedish welfare-state in crisis. The second part is an analysis of the literary texts, using a sociological perspective. I am focusing there on portraits of the children that are main characters in the novels, the children whose personal identity is being shaped in the shadow of the collective dream of a perfect society. Asking a question about the specifically Swedish character of those children’s sense of exclusion, I am referring to the words of the social democratic leader Per Albin Hansson, who in his speech of 1928, presented a vision of Sweden as a happy and fair common home (folkhem), in which there is no place for either favored citizens (“darlings”), or for second-class citizens (“stepchildren”).

Recently past its centenary, The Wonderful Adventures of Nils (1906–7), by Selma Lagerlöf, has remained an international children's classic, famous for its charm and magical elements. This article returns to read the book in its original contexts, and sets out to demonstrate that it was also published as a work of instruction, a work of geography, calculated to build character and nation. Arguing that it represents the vested interests of the state school system, and the national ideology of modern Sweden, the article analyses Nils's journey as the production of a Swedish ‘space’. With a focus on representations of power and nationhood in the text, it points to the way Lagerlöf takes stock of the nation's natural resources, characterises its inhabitants, draws upon legends and history, and ultimately constructs a ‘folkhem’, where social classes, ethnic groups and linguistic differences are all made to contribute to a sense of Swedish belonging and destiny.

Romanen Slyngstad Events (2002) av Unni Drougge kan klassificeras som skröna, det vill säga uppdiktad, humoristisk berättelse som för det mesta ska underhålla. Parallellt innehåller boken en hel del samtidskritik. Åsabygden, ett fiktivt område i Skåne där handlingen är förlagd, drabbas av samma problem som det senmoderna svenska välfärdssamhället i stort och kan betraktas som ett Sverige i miniatyr. Genom att analysera romanens starka och utrycksfulla karaktärer vill jag visa att romanen inte endast är en underhållande skröna utan den kan betraktas som en samhällssatir där de enskilda aktörerna representarar olika levnadssätt och värderingar, men framförallt olika svagheter och brister hos medborgare i välfärdsstaten. I vidare mening framstår Slyngstad Events också som en berättelse om ett Sverige som inte längre är ett lyckligt folkhem och ett mönsterland utan håller på att förvandlas till sin motsats, ett bisarrt monsterland, vilket jag utvecklar genom att tolka romanen mot bakgrund av de olika historiska berättelserna om folkhemmet.

In the mid-1990s, the concept 'ecological modernisation' was established to characterise the perception that environmental protection and economic growth are not mutually exclusive but rather comprise a solid foundation for sustainable development. We argue in this essay that believing that modernisation, economic growth and a healthy environment could go hand-in-hand was nothing new as far as Sweden was concerned. Rather, it is a belief that developed during the 'folkhem era (1930s-1970s) due to an extensive dialogue about the proper relationship between nature and society in the construction of the welfare state. We highlight the idea of 'dissonances' as a salient metaphor describing the disharmonic relation between old and new and modern society and modern nature. According to advocates of modernisation, it was important to overcome dissonances - backwardness, inefficient use of natural resources and negative 'side effects' of societal progress such as pollution and environmental damage - between society and nature. Instead, by rational thinking and new technology it would be possible to make society and nature go hand-in-hand and thereby enhance human welfare. However, broadened knowledge and intellectual horizons and critiques of progress have brought new problem complexes and dissonances to light. Like the dream of Sweden the modern Model Nation, the definitive answer to the difficulties of the environmental issue has constantly been deferred.

Denna uppsats tar utgångspunkt i Sverigedemokraternas erövring av det historiska folkhemsbegrepp som brukar associeras till det socialdemokratiska samhällsbygget. Uppsatsen analyserar Sverigedemokraternas folkhemsvision utifrån två idealtyper av det historiska folkhemsbegreppet, en socialkonservativ idealtyp och en socialdemokratisk idealtyp av folkhemmet. Den teoretiska utgångspunkten i uppsatsen är de historiska idéerna om folkhemmet som sammanställs i dessa idealtyper. Den socialkonservativa idealtypen bygger på de folkhemsidéer som företräddes av Rudolf Kjellén, ledande konservativ nationalist, och Manfred Björkquist, ledande kristen nationalist, i det tidiga 1900-talet. Den socialdemokratiska idealtypen bygger på de folkhemsidéer som företräddes av Per Albin Hansson och hans socialdemokratiska parti omkring 1920- och 1930-talet. Sverigedemokraternas folkhemsidé operationaliseras genom att studera hur SD använder folkhemsbegreppet i partiprogram och tal och vilka principer partiet knyter till sin folkhemsvision.Slutsatserna av idealtypsanalysen är att SD:s koncept på ett övergripande plan liknar båda de traditionella folkhemsbegreppen i sin kombination av höger- och vänsterelement. Konkret delar de tre folkhemskoncepten principer om folklig intressegemenskap, social solidaritet, värnande om den svenska nationen och aversion mot revolutionära metoder. SD:s folkhemsidé liknar mer den socialkonservativa idealtypen i fråga om nationalismen, traditionalismen, det kristna arvet och den reaktionära inställningen till samtiden. SD liknar mer det socialdemokratiska folkhemmet i fråga om ekonomin, välfärden och demokratin. I förhållande till den socialkonservativa idealtypen saknar SD ett antimaterialistiskt perspektiv, ett monarkiskt styre istället för demokrati och ett militant element i nationalismen. I förhållande till den socialdemokratiska idealtypen saknar SD en större framstegsinriktning, social ingenjörskonst, starkare samarbets- och samförståndsanda och starkare jämlikhetstanke. I förhållande till båda idealtyperna saknar SD en starkare korporativ hållning och betoning av allmänintresset. De principer i SD:s folkhemsvision som saknas i båda idealtyperna handlar om lag och ordning, familjen, jämställdheten och miljön. Den generella slutsatsen är att SD:s folkhemsvision till ungefär lika delar både liknar och skiljer sig från båda idealtyperna - till ungefär lika delar vardera.

Abstract:

The overarching aim of this dissertation is to explore and describe Swedish local authorities’ measures to prevent and manage homelessness; how these measures diverge between different municipal categories; what factors predict homelessness, provisions of accommodation and cov-erage rates between the number of accommodations and the respective municipalities’ housing interventions.

Measures studied are policies and housing interventions. The housing interventions re-ferred to here are those provided by or through the social welfare authorities to persons living with unstable housing or who are homeless. The interventions can be divided into two main categories: 1) preventive interventions in the form of daily-life support, usually in the form of personnel support in the individual’s own apartment, designed to help persons at risk of becom-ing homeless to remain housed and prevent eviction; 2) accommodation support for persons who are already homeless and in need of housing. Such accommodations may be more or less temporary, more or less integrated and include a greater or lesser amount of care.

Two sets of data were collected for the study: 1) a case study of two category-housing programmes using both qualitative and quantitative data; 2) a survey of 147 randomly chosen municipalities (about half of the municipalities in Sweden) to explore the prevalence and charac-teristics of policies and housing interventions.

Findings from the case study show that special-category housing has positive direct effects on the housing stability of the residents and their feelings regarding their quality of life, but does not have a direct effect on their substance misuse. Moreover, the increased housing stability seems to be more a direct effect of the person having stayed on the programme, rather than a long-term effect. Furthermore, although their quality of life improves, the residents still experi-ence a lack of belonging and feel that their lives lack meaningful content.

On the national level, the findings show that an array of housing interventions divided into 12 sub-categories is offered to counteract homelessness. These categories vary along two central dimensions: care and normality. The two most frequent types of housing interventions in all types of municipalities are daily-life support and social contracts. Other housing interventions are marginal compared with these two. There is greater fluctuation between municipalities in the level of care provided than in the level of normality. Furthermore, the more densely populated municipalities are more highly engaged in developing housing policies and the administrative means to handle them. Such policies, however, seem to decrease the level of normality without promoting levels of care.

When exploring factors that predict homelessness, the findings show that urbanisation is central to understanding variations in homelessness, not only in the largest cities but also in less densely populated areas. In addition, higher rent levels and more of aggregated psychiatric prob-lems in the municipality seem to increase homelessness. The apartment rate and the proportion of public housing within the stock of apartments are both important for the possibility to pro-vide accommodations. Moreover, the proportion of single-parent households seems to enhance the need to provide such accommodations. Political majority and the functional organisation of the social services both seem to have an impact on the coverage rates. Thus, the findings indicate that the municipalities have various options for managing factors that impact on the homeless-ness rate.

Abstract:
The Difference of Conversion examines theologically the possibilities for a religious minority group to maintain its own corporate identity while contributing as a member of the greater society. The research centers on the Swedish Baptist denomination, Örebromissionen, and focuses on its youth ministry. The research material is the weekly newspaper Missionsbaneret. This examination is twofold: part one is a historical analysis, and the second, a Diaspora-theological analysis that results in the development of a Diaspora ecclesiology. The historical analysis is influenced by a discursive approach and emphasize two areas of focus; what makes something visible, or problematic, and which steering techniques that are used. The study covers three different periods – 1930s, 1950s and 1980s. The research shows that it has been a great challenge for Örebromissionen to maintain a corporate identity in Sweden, both during the Folk Church period as well as in the Folkhemmet period. The examination suggests that this depends on two coexisting processes; first, the understanding of personal conversion primarily as an emotional, datable, and complete experience within the denomination and secondly the strong emphasis of a shared identity in society. The theological analysis begins with a description of the late Mennonite theologian John Howard Yoder’s Diaspora theology. Using Diaspora-theological analysis shows that the strong emphasis of a shared identity in Swedish society has changed the theology concerning personal conversion in relationship to moral values; where once conversion preceded moral change to later when moral development preceded conversion. This shift in understanding was brought about by new practices introduced in Youth Ministry. In conclusion it is suggested that a Diaspora ecclesiology that both wants to maintain a corporate identity as well as to contribute to a good society must emphasize a multi-cultural society, accentuate the individual as a part of a specific religious social body, and understand the religious corporate identity borders as porous, and therefore constantly re-negotiated.

Syftet med denna uppsats är att undersöka hur arbetet med att utveckla och modernisera samhället Oxelösund gick till under expansionsåren 1956 till 1973. Frågeställningarna som studien ska formas kring utgår från följande frågor: Hur såg det konkreta arbetet ut? Vilka åtgärder ansåg man sig tvungen att vidtaga? Hur återspeglas folkhemsideologin i arbetet med att förnya Oxelösund? Det primära materialet till uppsatsen är generalplanen för Oxelösund som låg färdig 1959 och de protokoll som finns bevarade från generalplanekommittéerna, vilka arbetade med att utveckla och förverkliga generalplanen. Undersökningen sker utifrån ett antal nedslagspunkter i planeringsarbetet. Poängen med de olika nedslagspunkterna är att de speglar många olika aspekter på förändringsarbetet, samt kanske framförallt, att de tillsammans ger en övergripande bild av hur man tänkte sig det nya Oxelösund. Resultatet visar att utvecklingen och moderniseringen av Oxelösund i många fall utgick från folkhemsideologins aspekter. Planeringen för det nya samhället genomfördes inte bara som ett lokalt projekt utan även regionala instanser samt instanser på riksnivån var inblandade i arbetet. Stor tilltro fästes också vid experter. Även när det gällde genomförandet av själva arbetet slår folkhemstanken igenom på många sätt. ABC-tanken, där man skilde mellan arbetsplatser, bostäder och centrumfunktioner är genomgående. Analysen av bostadsaspekterna visar att utformningen av dessa var starkt klassrelaterade. Stor ansträngning lades från planerarnas sida på att utforma sociala mötesplatser exempelvis idrottsplatser, lekparker och andra fritidsrelaterade funktioner

Miljonprogrammet tillkom genom en storslagen politisk satsning under det expansiva 60-talet. Produktionen lades utanför städerna och vilade på funktionalism och stordriftsfördelar. Trots minutiös social ingenjörskonst hade ingen kunnat förutse att många av de hyresgäster, som befolkade miljonprogrammet till en början, inom några år skulle flytta till egna småhus. Kvar blev de socioekonomiskt svagare hyresgästerna. Dessa områden präglas idag överlag av många in och utflyttningar. I Sverige finns ett miljonprogramsområde i varje medelstor stad. Dessa områden kännetecknas av samma typ av problematik; hög arbetslöshet, höga ohälsotal och lågt valdeltagande. I den politiska debatten väcks ofta förslag om att man ska bygga om eller riva delar av miljonprogrammen. Andra menar att problemen bekämpas genom att åtgärda makroekonomiska problem i samhället i stort. Få av dessa förslag kretsar kring teorier om socialt kapital och vad det sociala kapitalet enligt vissa välkända statsvetare kan åstadkomma i samhällen. Syftet med denna uppsats är således att kvalitativt beskriva det sociala kapitalet i ett miljonprogramsområde i Linköping. Vi vill även studera huruvida det sociala kapitalet kan bidra till en demokratisk utveckling i stadsdelen. Det är vår förhoppning att våra slutsatser kan generaliseras till andra miljonprogramsområden i Sverige. Det sociala kapitalet beskrivs och analyseras utifrån tretton genomförda intervjuer med tjänstemän och föreningsrepresentanter i stadsdelen. Det görs med teoretisk hjälp av statsvetarna Robert D. Putnam och Bo Rothstein samt sociologen James S. Coleman. Vi kommer fram till att det förekommer stora variationer av socialt kapital i stadsdelen. Det finns en stor mängd av det Putnam kallar för sammanbindande socialt kapital. Samtidigt uppvisar stadsdelen en brist på det överbyggande sociala kapitalet, som på allvar skulle kunna bidra till ett demokratiskt lyft i stadsdelen. Det menar vi beror på etniska grupperingar och stora omflyttningar, som gör det irrationellt att investera i socialt kapital för den enskilde. Särskilda politiska insatser kan av de skälen motiveras i stadsdelen.
“The million programme”, an ambitious housing programme, took place in Sweden between the years 1965-1974. During this period 1006000 dwellings were built, which represents about a quarter of the contemporary housing stock in Sweden. The programme was due to a strong political will from the Social democratic party to erase the demand surplus on housing that had existed in Sweden until then. The production of the housing took place in the outskirts of the cities and was based on ideas of functionalism and scale economy. Despite extensive social engineering no one had been able to foresee that after a couple of years many of the tenants moved away from the new residential areas, choosing instead to live in single-family, detached houses. Those who were left behind were mostly families of low socioeconomic status. Most Swedish medium sized cities still have a residential area from this period. These areas are nowadays often characterized by a lot of passing tenants, high unemployment and unhealthy rate. Few of the residents visit the polls on election day. Many politicians argue that the socioeconomic problems in these areas can be improved by restorement or deconstruction of housing. Others mean that in order to solve the socioeconomic problems in these areas you have to tackle the macroeconomic problems in modern society. Few of the proposals revolve around social capital and the ideas that well-known political scientists have about the importance for wellbeing in societies. The aim of this essay is therefore to qualitatively describe the social capital in a residential area built as a part of the million programme in the town Linköping and see how it can contribute to the democratic process. Hopefully our conclusions can be generalized to other similar residential areas in Sweden. The description of the social capital consists of the tellings of county officials and representatives of local associations. The information they have provided was analyzed with the help of theorists Robert D. Putnam, Bo Rothstein and James S. Coleman. We conclude that there exist substantial variations in the social capital in the residential area that we have studied. There exists an extensive amount of what Putnam calls bonding social capital in the neighbourhood, but there is also a lack of bridging social capital that could significantly improve the democratic process in the area. This is due to ethnic groupings and great numbers of passing residents which makes investments in social capital irrational for the individual. Specific political support for these residential areas can therefore be motivated.

Cette thèse analyse les formes et les effets de l’utopisme qui sous-tend le projet politique du SAP (parti social-démocrate suédois) entre 1932 et 1986. Dans le cadre d’une approche conceptuelle du politique nous nous interrogeons sur le pouvoir des idées, des symboles et de l’imaginaire dans la constitution d’un roman national original, mais aussi à travers la mise en oeuvre de l’action publique. A partir d’un important corpus inédit de discours et d’écrits rédigés par les trois leaders qui se sont succédés à la tête du gouvernement pendant un demi-siècle(Hansson, Erlander, Palme), la thèse s’efforce de mettre à jour « la cristallisation sémantique » qui a structuré le lexique politique du SAP. En son coeur figure la métaphore du Folkhem qui fonctionne comme un mythe mobilisateur pour la nouvelle société, avant de se transformer en élément essentiel de l’identité nationale et de la culture politique de la Suède. Autour du Folkhem, se noue le contrat social suédois, et la notion se transforme en source etressource de légitimité politique. L’histoire des récits du Folkhem permet de mieuxcomprendre les origines du modèle suédois et les modalités récentes de son évolution. Par son extrême plasticité, le Folkhem continue de nos jours à faire l’objet d’appropriations politiques nombreuses et diverses, confirmant ainsi son rôle fondateur d’institution de sens
This thesis relates the forms and effects of the utopianism that underlies the SAP (Swedish Social-Democratic Party) political project between 1932 and 1986. The power of ideas,symbols and imaginary in politics is our theoretical base. The political discourse of the SAP leaders and the importance of words in the creation of public policy are studied. Our corpus consists of a vast archive material. Guided by utopianism, the leaders express their will to create a new society. The Folkhem political metaphor, narrative at the heart of the political glossary of the SAP, is in the centre of this utopianism. The notion is used as a mobilizingmyth for the new society and it works as a social contract for the Swedes. The Folkhem narratives help us understand the Swedish model and contemporary Sweden. By its extreme plasticity and by being part of the Swedish identity, the notion is still a source of political legitimacy and continues to produce meaning

AbstractIn 1968, Swedish insurance company Folksam launched the information campaign Front mot miljöförstöringen (“Front against Environmental Degradation”). The campaign culminated in 1969 with large public hearings where young people addressed local politicians and industry leaders about environmental problems. Throughout this campaign, the aim was to activate youth and make them co-creators of large-scale social change. Within a year, initiatives were taken to launch the campaign in other Nordic countries as well. In this chapter, we explore this early transnational Nordic initiative to raise environmental awareness and the role of children and youth in advancing these issues in the Swedish and Norwegian editions of the campaign. By analysing the various media involved, we specifically discuss the interplay between information and activation.
