Classical vertex coloring problems ask for the minimum number of colors needed to color the vertices of a graph, such that adjacent vertices use different colors. This thesis has strived to analyze how institutionalized frames may affect how another topic is discussed in a political context. This presented framing strategy is referred to as frame bridging. The aim was to analyze whether the framing of homosexuality in Uganda has affected its HIV policy. In this inquiry, I use ethnographic research methods to uncover the tensions that a selected group of military officers and students from Central and Eastern Europe and Asia experienced learning English in Canada and in Europe.
