Abstract:
Many human and financial resources are being spent on the asylum determination and appeal processes in order to distinguish those asylum applicants who require protection from those who do not. However, the majority of failed asylum seekers do not leave the country. The lack of an effective removal policy defeats the purpose of having an asylum system at all. In other words, removals of failed asylum seekers are essential to preserve the integrity and credibility of the asylum system. Since forced removals are a crucial component of our asylum system, this paper seeks to examine how they can be made more eflcient and humane. In particular, it examines the recent measures adopted through the Asylum and Immigration (Treatment of Claimants, etc.) Act 2004 and proposed measures currently debated at the EU level.

AbstractThe Truth and Reconciliation Commission (TRC) has introduced a process in South Africa in which healing became possible through storytelling. The Research Institute for Theology and Religion (University of South Africa) has taken up the challenge of extending this process to people who, for a variety of reasons, did not have the chance to tell their stories to this commission. This introduces a new era in oral history research in South Africa in which healing, that is discontinuity, and not truth or the establishment of a continuous tradition, is the aim of research on and through storytelling. Also, the present government, by withdrawing from moral legislation, now allows for religious communities to assist civil society in the formation of a social ethos. Consequently, the aim of oral history research for the RITR has shifted from establishing the liberational and interventionary moment in storytelling to that of focusing on its religious, healing and moral subtext. This article deals exclusively with the stories of coloured people in Eersterust, a town just outside Pretoria, which focus on the forced removals of the 1960s.

In the context of transitional justice, how does the reinvented state come to be assumed as a social fact? South African land restitution interpellates victims of apartheid- and colonial-era forced removals as claimants, moral and legal subjects of a virtuous 'new' state. In the emotional narratives of loss and suffering called forth in land claim forms, the state is addressed as a subject capable of moral engagement. Claim forms also 'capture' affects related to the event of forced removals as an unstable political resource. However, within an ultimately legal and bureaucratic process, the desire for recognition is typically not reciprocated. Moreover, material settlements are indefinitely delayed due to political and institutional complications. The resulting disillusionment is counterweighed by persistent aspirations for state redress.

Whilst the colonial practices of child removal outside of Europe are (in-)famous, similar practices within Europe have received less critical attention. This paper examines novels and short stories set in Sweden, Finland, and the border area known as the Torne Valley. It analyses the literary portrayal of the forced removals of children, almost exclusively from the Sámi- and the Finnish/Meänkieli-speaking minorities, into workhouses or boarding schools in the Arctic regions of Sweden and Finland in the twentieth century. These stories are set against the historical background; our focus is on modalities of the trauma experienced. The discussion reveals recurring themes regarding the direct and indirect violence experienced by children, and highlights the inadequacies in the theorisation of coloniser-colonised situations developed in other contexts for describing European Arctic literature.

AbstractIn this article we argue that the pacification of strategic Rio de Janeiro favelas is a case of what David Harvey calls accumulation by dispossession, allowing for capital accumulation at multiple scales. Drawing on multi-year participant observation, we seek to show the particular form that this process takes as it works through Rio's social and spatial structures. Unlike the mass removals of the 1960s and 1970s, favela families have more recently been displaced through a process of thinning, in the context of a neoliberal development programme centred on a series of mega-events. Removal is carried out through a combination of threats, promises, disinformation, and the intentional generation of insecurity that together constitute a form of psychological terror.

Involuntary resettlement due to planned economic interventions for the purpose of economic growth, is a political and socio-economic phenomenon. It is associated with development and poverty, as it affects livelihoods of those involved. This process impacts differently on different individuals, depending on their capability to regain earning and productive bases, to access support systems, as well as to access opportunities and widen choices that sustain their lives. The study investigates the assumption that their vulnerability, ineligibility for compensation provisions and lack of specific programmes to address their needs affect their capability to adjust in new areas. In view of this, the purpose of the study is to explore the impact of resettlement on vulnerable groups (the landless, unemployable aged and disabled). The overall objective is to highlight their situation, because of a concern for their long-term welfare, possible marginalisation from mainstream development and risk of poverty. The coverage involved vulnerable groups in stage one resettlement. A stratified sampling technique was employed to select 31 respondents who represent these groups. In the study, primary and secondary data were collected by making use of In-depth interviews, focus-group discussions and content analysis of related literature. A semi-structured schedule with open-ended questions was employed to gather information that was qualitatively manipulated. The findings suggest that the resettlement process has resulted in the disruption of support systems, limited opportunities in host areas, and inadequate restorative measures to sustain livelihoods of vulnerable groups. As a result, these groups are disempowered, marginalised and excluded from mainstream social and economic development, which compounds their risk of impoverishment.

Abstract:
In this thesis I have examined the life stories of three victims of forced removals. It is based on an understanding that there is much that we can learn from the lives of 'ordinary people' and that the oral medium is a rich source of understanding other aspects of society. Chapter 1 sketches the background of this study, and the socio-political context within which it has grown. In the main theory section (chapter 2), I provide a general overview of the tools of narrative-based discourse analysis which I have used for my work and lead into a consideration of theories of memory and time. I focus particularly on aspects of representation of time in narrative and explore the nature of traumatic memory in relation to this. In chapter four, my analysis draws attention to the different ways in which narrators make sense of the traumatic event in their lives. In fact, my analysis demonstrates that trauma shares fewer features with 'events' (as understood by Portelli, Ricouer and others), and seems to correspond more closely to an understanding of it as 'duration'. I conclude that the concept of linear time is not the organising principle in the narratives which I have examined, and that the forced removal has been a central occurrence around which the rest of life - and narrating about life is understood.

s life in a new environment. Several books have been published tracking the lives of the forcibly removed and their responses to leaving District Six. My research focuses on a different group namely those who had been forcibly removed from the centre of Stellenbosch, called &ldquo
Die Vlakte&rdquo
during that time. Living and working with and among people who have experienced this removal, I was keen to research whether the impact of the trauma is currently 
manifesting in this specific community and if so, what the symptoms would be. This qualitative inquiry focuses on one particular individual, Mr. Hilton Biscombe. I selected him because he, who experienced the removal as a teenager, spent most of his later life determinedly collecting stories and documents relating to this incident. Mr. Biscombe is also the only person of whom I am aware who responded personally through compiling a book, making a DVD, writing poetry as well as an autobiography relating to this event. My inquiry into the ways trauma manifests in a narrative, will be based on two interviews: one conducted by a white man from the University of Stellenbosch thirty years after the event
and another interview, six years later, conducted by myself.Our understanding of trauma is usually associated with a death or injury or the possibility thereof, but it could also include the victim&rsquo
s response to extreme fear, serious harm or threat to 
family members. According to van der Merwe and Vienings, people also become traumatized when witnessing harm, physical violence or death or the sudden loss or destruction of a victim&rsquo

Abstract:
This thesis is a case study of how church, land and dispossession of land has influenced identity formation of a coloured community in the Eastern Province, namely the Klipfontein community. Coloured history in the Eastern Province has largely been neglected. This study attempts to rectify such a lack of in-depth enquiry as it may lead to misinterpretations that may influence contemporary politics and identity formation. Through research based on primary sources, it is evident that the social landscape of Klipfontein Farm and the relationships between that community and surrounding black African and white communities have largely been shaped by the stipulations contained in the joint will of the community’s ancestors: Dirk and Sarah Janse van Rensburg. The land devolved into a trust and has been administered by trustees since the death of the first spouse in 1877. By keeping the land in a trust, it enabled the descendants to continue to live on the farm in perpetuity, without the risk of being forced off the land via financial restraints or racially-based legislation. But the usufructuaries could also never fully utilise Klipfontein as an agricultural concern due to a combination of a lack of equipment and skill, and the provisions of the will. These complications inevitably led to inter-familial disputes and tension. Before 1939 there had already been three court cases dealing with the interpretations of the Will. In that same year the Supreme Court ordered that tracts of the land, including a part of Boesmansriviermond village, be sold in order to pay off arrear rates and taxes. Although the responsibility for these sales lay with the trustees, the community has been suspicious of the usufructuaries ever since. A key element of the Klipfontein identity is their religion. The church legitimises their right to the farm - against those who wish to take that right away. Their claim to occupation is couched in scriptural discourse, viewing Klipfontein as 'their Garden of Eden' that God gave to the stamvader, Dirk Janse van Rensburg. This seemed to have been partially successful for the Klipfontein community in staving off harassment by authorities. It also caused friction between the community and the black African residents. Some usufructuaries and family members felt that such right was exclusively given to the coloured community and so they became increasingly annoyed by the black Africans who settled there. Other usufructuaries did not share this feeling. They allowed evicted black African farm labourers to settle on certain portions of Klipfontein until the late 1970s. The black African population rapidly increased due to misinformation and evictions from neighbouring farms. This only further exacerbated the inter-familial conflict between usufructuaries, flaring tensions between the black Africans and their reluctant hosts as well as animosity from the white community towards Klipfontein. In 1979, after a series of court cases, a decision was made to remove all the African settlers by force and relocate most of them to the ‘homeland’ of Ciskei. The rest, who were of ‘working-age’ were left behind in a ‘temporary emergency camp’ on the outskirts of Kenton-on-Sea. The effects of these removals still impact the relationships between the different racial groups in the area to this day.

The existence of the Lesotho Evangelical Church in Southern Africa (LECSA) or Paris Evangelical Missionary Society (PEMS) in the Western Areas of Johannesburg, South Western Township (Soweto) and more poignantly, Meadowlands and their forced removals experience is succinctly captured. The struggle of the LECSA/PEMS Meadowlands Parish in becoming a missional ecclesia in a sea of missional challenges in her context are vividly spelt out. They, inter alia, include constitutional matters, language policy, finances, ministerial preparation, lay-ministry development, institutionalisation of ministry, unity issues, prophetic ministry, mission and evangelism. The researcher, then, proposes an intervention – of course not a perfect one – that perhaps will galvanise the LECSA/PEMS Meadowlands Parish members to improve on what they have been doing and become a missional ecclesia in her context, Meadowlands.

Abstract:
To optimize chemical mechanical polishing CMP process, one needs to get information on the interaction between the abrasive slurry particles and the surface being polished. To study such interactions, we used atomic force microscopy (AFM). An AFM tip was used to mimic a single abrasive silica particle typical of those used in CMP slurry. Studying copper CMP, we found that the AFM scanning removes the surface oxide layer in different rates depending on the depth of removal and the pH of the solution. Oxide removal happens considerably faster than the CMP copper removal. This is in agreement with generally accepted models of copper CMP. Both long-range and the friction forces acting between the AFM tip and surface during the polishing process were measured. The correlation between those forces and the removal rate is discussed.

Abstract:
Arterial disease occurs when plaque builds up in the arteries and limits flow of oxygen-rich blood to organs and other parts of the body reducing organ function. Atherectomy is a mechanical process in which plaque is removed from artery walls or modified to change vessel compliance. Various types of atherectomy systems exist to remove or modify plaque depending on plaque morphology. Orbital atherectomy (Diamondback 360® Orbital Atherectomy System) is a sanding process utilizing a diamond abrasive crown mounted eccentrically to a flexible drive shaft. The effects of rotational speed, crown size, centrifugal forces and run time were evaluated. Finite element modeling and bench testing using carbon as a calcified plaque surrogate material were used. The crown-simulated vessel wall force was calculated using a finite element model that included a rigid vessel wall and a rotating crown. Results show a small force when the crown begins to rotate at lower speeds, that increases to a peak force at maximum speed, and decreases as the orbit diameter increases with material removal. A design of experiments plan was created and used to quantify the effects of crown size rotation speed and number of treatment passes on lumen diameter. Increasing the crown diameter increased lumen diameter nonlinearly at an increasing rate with crown rotation speed in the carbon model. Scanning Electron Microscopy (SEM) analysis of the particulate material removed in the bench test demonstrated brittle fracture as the mode of material removal of the carbon surrogate.

A flexible robotic grinding system has been used for in situ maintenance of large hydro turbine runners by Hydro-Quebec. Field trials for more than 20 years have proven the reliability and efficiency of the technology for hydropower equipment maintenance and repair. This portable robot named SCOMPI, is developed by IREQ, Research Institute of Hydro-Quebec and can perform high material removal rate grinding on hardly accessible areas of turbine runner blades. Due to the light weight and low rigidity of the robot, traditional position control of conventional grinding is not applicable in this process. Instead a hybrid force/position controller is employed to ensure the accuracy of the predefined material removal rate. Therefore, having a good force model for a specific removal rate is a prerequisite for controlling the grinding task. Understanding the grinding process as the cutting action of several single grits participating in the material removal process provides an insight to predict the needed forces. This paper presents an investigation of the effects of grits shape on cutting forces in single abrasive cutting mechanism during high removal rate grinding by SCOMPI robot. A three-dimensional finite element model is developed to simulate the chip formation process with different grit shapes. Thermal results from our previous study of temperature distribution in the contact zone for this special robotic grinding are imposed to the un-deformed chips. Then, Johnson-Cook plasticity model is employed to investigate effects of hardening and thermal softening of work piece material in cutting forces. It is also found that, rake angle and cutting edges of the grit can have significant effects on the cutting and normal forces.

The deposition of lunar dust on the surface of solar panels and optical elements is one of the most important problems need to be solved in lunar exploration. This paper will propose an initiative lunar dust removal system based on the photovoltaic effect of PbLaZrTi (PLZT), which is activated by the ultraviolet light extracted from sun light at the lunar surface. When ultraviolet light with a wavelength near 365nm illuminates on polarized PLZT materials, high voltages of several kilovolt per centimeter can be generated between two electrodes of PLZT. When two electrodes of PLZT are connected to a lunar dust collector (LDC) and the ITO film of protected surface respectively, an electrostatic field forms between LDC and the protected surface. Coulomb forces over particles will overcome gravitational force and surface forces, so the particles can be absorbed to LDC and removed by LDC finally. Based on the equivalent electrical model, mathematical model of electrostatic force is derived when the lunar removal electric field is acted either by single piece PLZT or by multi-pieces PLZT which are connected in parallel. Experimental platform is set up to prove the feasibility of this lunar dust removal system. In order to improve the removal efficiency, a novel configuration design of LDC based on multi-PLZT patched is proposed and its removal efficiency is evaluated by experiments.

Filamentary brushing tools are used in a wide range of surface finishing processes, such as deburring, edge radiusing, polishing, and surface decontamination applications. Moreover, these tools are easily adapted to automation because the filament tips, which perform the machining operation, readily conform to the workpart surface without the need for sophisticated control systems technology. However, little is known about the material removal mechanics of filamentary brushes and, therefore, trial-and-error experimentation is often necessary before the tool is implemented in a production environment. This uncertainty of performance can be traced to a lack of understanding of the actual forces that are generated within the contact zone, that is, along the interface of the filament tip and workpart surface. Although previous experimental research has focused on the overall (i.e., resultant) brush force exerted onto the workpart, no information exists in the literature regarding the variation of force within the contact zone. Such information is essential for understanding the material removal profile within the contact zone, and could provide valuable information regarding the most active machining site along the contact surface. In this paper, a novel experiment is proposed for evaluating the force profile of filament tip forces that are generated within the contact region of a brushed surface. A specially designed workpart fixture is constructed and used in conjunction with a multi-axis force sensor for measuring the detailed force variation within the contact zone. The experiment is conducted using a wire brush at several different rotational speeds, which enables one to ascertain the role of filament inertia in the material removal process. Findings are reported which suggest that a significantly enhanced material removal rate can be achieved at a selective location within the contact zone at moderately elevated spindle speeds.

Abstract:
The term Reclaimed Asphalt Pavement (RAP) is used to designate a material obtained from the removal of pavement materials. RAP is used across the US in multiple applications, largely on asphalt pavement layers. RAP can be described as a uniform granular non-plastic material, with a very low percentage of fines. It is formed by aggregate coated with a thin layer of asphalt. It is often used mixed with other granular materials. The addition of RAP to aggregates decreases the maximum dry unit weight of the mixture and decreases the optimum water content. It also increases the Resilient Modulus of the blend but decreases permeability. RAP can be used safely, as it does not pose any environmental concerns. The most important disadvantage of RAP is that it displays significant creep. It seems that this is caused by the presence of the asphaltic layer coating the aggregate. Creep increases with pressure and with temperature and decreases with the degree of compaction. Creep can be mitigated by either blending RAP with aggregate or by stabilization with chemical compounds. Fly ash and cement have shown to decrease, albeit not eliminate, the amount of creep. Mechanical stabilizing agents such as geotextiles may also be used.

The extended stiffened endplate (8ES) connection is broadly used in the seismic load-resisting parts of steel structures. This connection is prequalified based on the AISC 358 standard, especially for seismic regions. To study this connection’s behaviors, in the event of accidental loss of a column, the finite element model results were verified against the available experimental data. A parametric study using the finite element method was then carried out to investigate these numerical models’ maximum capacity and effective parameters' effect on their maximum capacity in a column loss scenario. This parametric analysis demonstrated that these connections fail at the large displacement due to the catenary action mode at the rib stiffener's vicinity. The carrying capacity, PEEQ, Von-Mises stress, middle column force-displacement, critical bolt axial load, and the beam axial load curves were discussed. Finally, using the Least Square Method (LSM), a formula is presented to determine the displacement at the maximum capacity of these connections. This formula can be used in this study's presented method to determine the maximum load capacity of the 8ES connections in a column loss scenario.
