Abstract:
Foreign missions have been the pillars of trade promotion and in particular, of export and export-oriented investment. In Sri Lanka, the potentiality in export promotion to Germany is immense. However, it is discernible that there is no coordinated effort in promoting trade in Sri Lanka by foreign missions. Therefore, this research examines the role of foreign missions in promoting international trade between Sri Lanka and Germany especially focusing on Electrical and Electronic Sector. The case study is based on the empirical evidence of Sri Lankan foreign missions promoting electrical and electronic exports in Germany. Potential growth-enhancing factors will benefit from increased global economic integration through trade promotion activities undertaken by the host country and the foreign mission. A qualitative methodology was used to understand the stakeholder perspective of the role of foreign missions. Analysis of data collected through semi-structured interviews (13) derived the results that trade fairs and Business to Business meetings as the most effective trade promotion activities. Findings of the study confirms six (6) vital roles of a foreign mission which are internalizing industries, promoting, business intelligence, stakeholder communication, building strategic relationships and inter-governmental engagement respectively. The paper points out managerial and policy implications such as pro-activeness of the head of foreign missions and strategic and trustworthy relationships between the countries. The study concludes that the activities carried out by the Sri Lankan Foreign Mission in Germany does not satisfy the exporters’ expectations and requirements. Further this study recommendations are provided to both German and Sri Lankan Governments and foreign missions.

The books discussed include studies on Jesuit missions in China (Matteo Ricci), on the finances of the eighteenth-century Madurai mission in India, the debates over indigenous missions in the Peruvian province in the sixteenth and early seventeenth century, on print and book culture in the Jesuits’ European missions, and finally a series of studies on German-speaking Jesuit missionaries in Brazil, Chile, and New Granada.

This article discusses how pre-Genocide foreign missionary activity prepared the way for relief and existential support during and after the Armenian Genocide of 1915–1921. Examples are drawn from American, British, and German Protestant missionary organisations, especially the American Board of Commissioners for Foreign Missions, the Turkish Missions Aid Society or Bible Lands Missions Aid Society, and the Christlicher Hilfsbund im Orient. These agencies developed missionary and relief methods and transnational networks which were utilised by the Action Chrétienne en Orient (ACO) and other twentieth-century mission agencies in their work among Armenian communities.

The goal of the study is to analyse the outcomes of a questionnaire survey which concerns understandability of military language used on former Afghanistan missions. Two groups of respondents took part in the survey – 50 soldiers with experience from a foreign mission, 50 soldiers without such experience. The data have indicated that when it comes to decoding randomly generated expressions, an important role is mainly played by the soldiers' other foreign missions, professional specialisations, length of service, and close contact with the participants of the Afghan missions.

Abstract:
The article is devoted to the work of the diplomatic missions of the Russian Empire in the secondary German states that were part of the German Confederation. In historiography, these missions are paid relatively less attention than Russia’s diplomatic relations with Austria and Prussia, as a result — the whole direction of Russian foreign policy towards the German Confederation and its members is beyond the scope of research interest. At the same time, the materials of the Archive of Foreign Policy of the Russian Empire (AVPRI) make it possible to study the work of these missions and their significance for Russian foreign policy in general. The first part of the article discusses some features of organizational structure of Russian diplomatic service and mission staff in the German states: the unification of several missions under the control of one envoy, the need to have a separate representative at the Bundestag and the significant role of mission secretaries. The second part of the article is devoted to a brief review of the tasks and methods of work, as well as the level of independence of Russian diplomats during the German and European crises of the mid-19th century. These and other features of the activities of Russian missions in the secondary German states make it possible not only to add significant details to the image of foreign policy questions already known to researchers, but also to reveal new aspects of Russia's foreign policy in the middle of the 19th century.

Abstract:
The article describes the basic forms and problems of foreign consuls’ activities in Kyiv and «Soviet capital» Kharkiv in February 1919 – December 1922. We surveyed historiography (works by Hisem O.V., Kiladze S., Kupchyk O.V., Danylenko O.V., Netreba Y.B., Sokyrska V.V. etc.) and a wide range of sources concerning activities of foreign missions in Ukraine. The main forms and methods of foreign consulates’ activities in the Ukrainian SSR were surveyed, peculiarities of their functioning were outlined, personnel of the consular institutions and a role of their management in formation of consular relations with the Ukrainian SSR and an influence on building its foreign relations were determined. We characterized the personalities of the foreign consuls who represented Azerbaijan, Armenia, Georgia, Persia and other countries in Soviet Ukraine (Dubynskyi V., Mir-Tagiev J., Tsahareli K., Shumun Bit etc.). Indicated on the nationalization of foreign consulates’ buildings by the Soviet authorities. Nature of the activities of Chinese mission, mission of Assyrian National Delegation in the RSFSR and «a Brazilian consul earl Alberto Pirro» was also highlighted. On the basis of archival information we investigated features of the interaction of the People’s Commissariat for Foreign Affairs of the USSR to the foreign missions and actions of the USSR General Political Governance corcerning registration of foreigners. It has been shown that the foreign missions used the services of the Bureau for Foreign Missions Services concerning providing people with food provision and dwelling. We found differences in the organization of the consular corps in the era of the Ukrainian State and the Ukrainian People’s Republic and the Soviet regime. Regulations on the status of foreign nationals in the Ukrainian SSR were considered, and the role of the foreign consuls in ensuring contacts of the citizens of their states with the Soviet authorities was highlighted. It was proved that foreign consuls in the Ukrainian SSR were victims of repressive bodies.

This paper overviews the American missionary activity in Iran from the Southern Baptist Convention’s Foreign Mission Board. Much of the research is based on the Board of Trustee minutes of the Foreign Mission Board, as well as archival material from the International Mission Board, the new name for the Foreign Mission Board that includes personal correspondences, letters, communications, statistics of churches in Iran, strategies for missions, and other documents. Academic papers, diaries, composed and written oral histories, and other information from Foreign Mission Board missionaries of this period also are used. Therefore, the significance of this paper lies, I hope, at least in presenting documents previously unknown and inaccessible.

The activist foreign trade missions of the Clinton Administration are intended to open strategically important, but often difficult-to-enter, emerging markets to US foreign investment with government-to-government negotiations. Some research streams suggest that participation in a trade mission should benefit firms, while others suggest that participation should have no discernible benefit. This paper performs several event studies to analyze the stock return of a portfolio of the publicly traded firms participating in trade missions from 1993 to 1996. It finds that participants did not experience positive or significant abnormal stock returns as a result of mission participation, regardless of how the event date is defined or the data segmented.

European police officers’ work in the context of multinational police missions is an important component of international peace- and statebuilding. However, so far little is known about the inner life of police work in such missions. Existing research suggests that difficulties arise when police from countries with different policing models participate in the same mission. Focusing on public order policing and drawing on interviews with European police officers working in Common Security and Defence Policy (CSDP) missions of the European Union, our findings offer a more nuanced picture. Even though distinctly national styles continue to inform public order practices (trends of convergence notwithstanding), European members of multinational missions are not critical of differing approaches per se and even appreciate cross-national variation as it provides a range of options. However, their pragmatism also leads mission members to be critical towards practices they regard as not fitting local conditions in mission areas or as lacking proper planning. Abstract:

This research consists of three case studies conducted within American Jewish day schools (JDSs). Addressing some of the issues pointed to by past researchers, this investigation focuses on the following discrete areas of Hebrew language (HL) programs: the stated visions for Hebrew language learning as noted in the mission statements and other documents of the schools and as articulated by teachers and administrators, the methodologies employed by Hebrew and Jewish Studies educators within these institutions, and the assessment practices employed by these schools and educators to determine whether the expressed goals of these programs are being met. By exploring the missions, methods, and assessment processes within these Hebrew language programs, and contrasting these aspects of the schools, we come to a better understanding of the inner workings of these programs and the issues that may be addressed in practice and future research. The following questions guided this mixed-methods study: (1) Within each JDS, what are the goals, according to the mission statement, teachers and administrators, for receptive and productive oral proficiency and literacy in HL? (2) Within each JDS, what are the instructional methodologies employed by teachers in HL and Jewish Studies? (3) Within each JDS, what formal and informal assessments, including teacher perceptions, are currently used for student placement, ongoing and recursive assessment, and outcome assessment? Findings indicate that each of these schools has articulated its missions and program goals to incorporate the development of some kind of Hebrew proficiency and Jewish identity among students. However, confusion was identified within each institution regarding planning methodological approaches and employing systematic and meaningful evaluations of student progress, both of which are found to be interwoven with the desired development of Hebrew language, Jewish identity and a Zionist orientation. In order to successfully achieve their goals and missions, clearer articulation, more consistent and research-based methodological choices, along with consistent and meaningful assessments are required.

AbstractMariana Mazzucato argues that capitalism needs to be rebuilt around private-public partnered “missions.” To facilitate these missions, Mazzucato provides seven pillars to serve as guidelines. Using Mazzucato’s pillars, we critically review US government efforts to develop the local economy and establish new political institutions through foreign aid. We analyze the successfulness of these “missions” by assessing government officials’ ability to overcome the “knowledge problem” and “political economy problems.” We conclude that Mazzucato’s pillars are unlikely to be satisfied due to these dual problems.

In addition to tracing the main aspects and the most salient events in the life of the Neapolitan Jesuit Domenico Fuciti (1623-1696), attention will be paid to the religious and socio-cultural issues that emerge from a critical reading of the unpublished Relazione della Missione, preserved in the Archivum Romanum Societatis Iesu (ARSI) of which the second chapter (central chapter) is published here. The historical coordinates regarding Fuciti’s missionary activity and his hostility towards the Society for Foreign Missions of Paris, whose members were sent to the Indochinese peninsula by the Sacra Congregatio de Propaganda Fide, are also taken into consideration.

This chapter describes how thinking about American foreign missions provides an essential reminder of the sometimes hidden or overlooked role of religion in the history of foreign relations and policy. Accordingly, attention to foreign missions reveals the multiple ways that religious belief and priorities could shape political strategies. In foreign missionaries, one can see a group of early nineteenth-century Americans who had a grand plan for the role of the United States in the world. The United States was, in their view, one of the two seats of “true religion” in the world and accordingly it had a duty to lead the rest of the world toward a particular type of Christianity and “civilization.” This can be seen in the American Board of Commissioners for Foreign Missions’ (ABCFM) general process of location selection as well as their early efforts in China, which they saw as a key strategic location in the overall project of the conversion of the world. Similar dynamics were at work in all of the board’s mission stations, but the particular interest that missionaries, merchants, and diplomats had in relations with China make it a particularly apt location for considering missionary and grand strategy.

Abstract America was a field for foreign missions long before the American Board of Commissioners for Foreign Missions (A.B.C.F.M) sent the first American missionaries overseas. Missions to North America were predominantly, though by no means exclusively, aimed at the conversion of Native Americans, and Indian missions continued long after foreign operations commenced. The A.B.C.F.M. itself maintained extensive missions to the North American Indians throughout the period of this study. Foreign missions and Indian missions were organized into separate departments in 1832, but that does not mean they were regarded as distinctly different types of mission work. In the eyes of the missionaries, ‘‘heathenism’’ possessed an essential unity. All heathens were similarly possessed by mental stagnation and moral degradation—to different degrees, perhaps, but always owing to their ignorance of gospel truth. That was one indispensable justification for missions in the first place.

Abstract:
In the introductory part of the paper, the author defines the terms of policy and strategy for national security. Furthermore, the author determines the national security policy of Montenegro in accordance with the National Security Strategy of Montenegro from 2006, 2008, and 2018, as well as the components of the national security policy, such as national security interests and goals with special reference to strategic interests, overview of the global and regional environment, and security risks and threats. At the end of the paper, the author outlines the external components of national security policy – cooperation with European countries in responding to modern challenges, risks and threats, Montenegro's possible response to security risks and threats, and developing a crisis management system and participation in missions. The content will be based on an analysis of foreign literature and the use of electronic content. The subject of research in this paper is the national security policy of Montenegro in modern global conditions. The purpose of this study is to focus on the importance of national security and global security in the scientific literature. Abstract:
During World War II, the Navy contracted with the P-V Engineering Forum headed by Frank Piasecki for a challenging Coast Guard maritime-rescue requirement: hoisting a maximum of eight survivors (one at a time) from the sea following the sinking of a ship. This necessitated a useful-load requirement of about 2,000 lbs (900 kg), almost twice that provided by any helicopter then under development or in service. Both the tandem-rotor configuration and the selection of P-V were audacious choices because the former was unproven and latter's only experience was the development of a small (1,000lb/450-kg), one-off, single-seat helicopter with a single main rotor and a separate side-mounted anti-torque tail rotor. However, the three most prominent American helicopter companies - Platt-LePage, Sikorsky, and Kellett - were already fully involved with their existing projects, the R-1, R-4/5/6, and R-8 respectively. The subsequent successful and relatively trouble-free development of the XHRP-X (H for helicopter, R for transport, P for P-V Forum) proved the feasibility and benefits of the tandem-rotor configuration as well as P-V's design and development capability, resulting in the go-ahead for a prototype XHRP-1 and then production contracts for 20 HRP-1 Rescuers, small in number and too late for use in World War II but a significant investment by the Navy given post-war budget cuts. As a result, the U.S. Navy, Marine Corps, and Coast Guard were provided with a large transport helicopter that was used to very effectively demonstrate the feasibility and benefit of more missions than its raison d'être, maritime-rescue, and a company was established that has produced tandem-rotor helicopters for the U.S. military as well as civil operators worldwide and foreign military services for more than 70 years.

The Global Threat Reduction Initiative’s (GTRI) Off-Site Source Recovery Project (OSRP), which is administered by the Los Alamos National Laboratory (LANL), removes excess, unwanted, abandoned, or orphan radioactive sealed sources that pose a potential threat to national security, public health, and safety. In total, GTRI/OSRP has been able to recover more than 25,000 excess and unwanted sealed sources from over 825 sites. In addition to transuranic sources, the GTRI/OSRP mission now includes recovery of beta/gamma emitting sources, which are of concern to both the U.S. government and the International Atomic Energy Agency (IAEA). This paper provides a synopsis of cooperative efforts in foreign countries to remove excess and unwanted sealed sources by discussing three topical areas: 1) The Regional Partnership with the International Atomic Energy Agency; 2) Challenges in repatriating sealed sources; and 3) Options for repatriating sealed sources.

We see a possibility for researching the issue of strategic processes as a whole in companies, as there are publications on individual strategic processes, but from the point of view of the complete picture in company, the view of the intervention of foreign capital is absent. We want to point out significant differences in individual management strategic processes, while pointing out the difference in the functioning of companies with and without the participation of foreign capital. The method of data collection was carried out on the basis of a questionnaire survey, which consisted of 5 parts of the strategic process, namely: Vision, mission, goals; Analysis of the external environment; Analysis of the internal environment; Choosing and creating a strategy; Strategy implementation and control. The factor Participation of foreign capital was selected for the purposes of the work. The participation of foreign capital in companies has a fundamental impact on strategic processes and companies’ sustainability and efficiency, as our results suggest. In our conclusion, investigating the issue of foreign capital participation has a fundamental impact on understanding the business environment. For the sustainability of a high-quality business, we consider updating and understanding the issue to be an important point for efficiency and sustainability.

Abstract:
The idea that national security and economic prosperity stem from being at the technological frontier (‘techno-nationalism’) is once again a dominant feature of global politics. The post-war United States has emerged as the key model in these discussions, with the ‘moonshot’ seen as an outstanding example of how to direct state resources towards technological breakthroughs, while the capacity of the American government is praised more generally for its ability to sponsor ground-breaking technology. This paper, however, suggests that the United States was the exception, not the rule, and that the failures of post-war Britain highlight the limitations of ‘techno-nationalism’ with vivid clarity. During the 1950s and 1960s, the British state took long-term bets on securing a leading role in the world’s technological future, specifically in the areas of supersonic flight via Concorde and nuclear power generation. The result, however, was not export glory but industrial calamity. These long-running programmes were eventually cut back in the 1970s, when it became accepted in Whitehall that Britain should no longer try to be the Science and Tech Superpower, attempting to leapfrog the United States to technological glory. Understanding this trajectory in Britain dislodges the sense that focusing on emerging technology and the long term is a silver bullet in policymaking. We must appreciate that the realities of technological power matter, and grasp that the post-war US was an unrepresentative case: no country today will have the relative level of industrial and technological might that it enjoyed at that time. While my arguments will resonate in other national contexts, my focus is on ensuring that any strategy for ‘high technology’ in the UK today continues to learn the lessons from the errors of the post-war period. It must be wary of expert capture within the state. It must also think about industrial strategy in an integrated way, across national security, economics, and foreign policy, with a policymaking machinery set up to deal with this level of complexity. Moreover, despite the attention afforded to national state funding, the UK should continue to see forging alliances as essential alongside working with international business and be clear-eyed about where it does and does not need to sustain national capabilities.

The Missile Technology Control Regime (MTCR) is a cornerstone of the non-proliferation architecture for missiles and other uncrewed aerial vehicles. However, geopolitical and technical developments and operational challenges threaten the regime’s effectiveness and create a need for reform in several areas. The MTCR partners should develop a clear strategy for determining if and how to expand MTCR membership. To increase the number of adherents, partners should pursue reinforced outreach and expand and promote the benefits offered. By improving the transparency of its procedures and deliberations, the regime can make them more understandable for non-partners. The partners can also improve the MTCR’s legitimacy by emphasizing that it provides public goods and helps states to meet their international obligations. The regime can also address the challenges of emerging technologies by focusing on technical deliberations and sharing information and good practices. Through all this, the MTCR must ensure its continued functioning in the face of geopolitical tensions and armed conflict between partners. This SIPRI Report is the final output of the SIPRI research project ‘Quo Vadis MTCR: The Missile Technology Control Regime at a Crossroads’, co-funded by the Swiss Federal Department for Foreign for Foreign Affairs and the German Federal Foreign Office. It provides a comprehensive analysis of current challenges to the MTCR and provides extensive policy recommendations to the MTCR partners. This Emerging Evidence Report describes the availability of evidence on modern slavery interventions in Myanmar presented in the programme's interactive Evidence Map. This report on Myanmar uses the same methodology and complements the evidence map on interventions to tackle trafficking, child and forced labour in South Asia for Nepal, India, Pakistan, and Bangladesh. The Evidence Map provides an outline of where evidence is concentrated and where it is missing by mapping out existing and ongoing impact evaluations and observational studies exploring different types of modern slavery interventions and outcomes for specific target populations (survivors, employers, landlords, service providers, criminal justice officials) and at different levels (individual, community, state). It also identifies key ‘gaps’ in evidence. Both the Evidence Map and this report foremost target the UK Foreign, Commonwealth & Development Office (FCDO) and its partners in the CLARISSA research programme to support evidence-informed policymaking on innovations to reduce the worst forms of child labour. We hope that it is also useful to academics and practitioners working to address modern slavery, or in the intervention areas and locations described.

Abstract:
One of the leading Western Ukrainian diaspora journals – London «Liberation Way», founded in January 1949, has become the subject of the study for the first time in journalism. Archival documents and materials of the Ukrainian Publishing Union in London and the British National Library (British Library) were also observed. The peculiarities of the magazine’s formation and the specifics of the editorial policy, founders and publishers are clarified. A group of OUN members who survived Hitler’s concentration camps and ended up in Great Britain after the end of World War II initiated the foundation of the magazine. Until April 1951, including issue 42, the Board of Foreign Parts of the Organization of Ukrainian Nationalists were the publishers of the magazine. From 1951 to the beginning of 2000 it was a socio-political monthly of the Ukrainian Publishing Union. From the mid-60’s of the twentieth century – a socio-political and scientific-literary monthly. In analyzing the programmatic principles of the magazine, the most acute issues of the Ukrainian national liberation movement, which have long separated the forces of Ukrainian emigration and from which the founders and publishers of the magazine from the beginning had clearly defined positions, namely: ideology of Ukrainian nationalism, the idea of ​​unity of Ukraine and Ukrainians, internal inter-party struggle among Ukrainian emigrants have been singled out. The review and systematization of the thematic palette of the magazine’s publications makes it possible to distinguish the following main semantic accents: the formation of the nationalist movement in exile; historical Ukrainian themes; the situation in sub-Soviet Ukraine; the problem of the unity of Ukrainians in the Western diaspora; mission and tasks of Ukrainian emigration in the context of its responsibilities to the Motherland. It also particularizes the peculiarities of the formation of the author’s assets of the magazine and its place in the history of Ukrainian national journalism.

Abstract:
When a developing and a developed country sign Double Taxation Agreements (DTAs), its generally the case that the developing country is the one that forgoes some of its tax revenues (Braun & Fuentes, 2016). Nevertheless, developing countries enter these agreements on the assumption that this will have enough economic benefits to offset these losses (Neumayer, 2007). Besides alleviating the burden of double taxation, DTAs also have the added value of improving exchange of information, which helps combat tax evasion and avoidance (Barthel et al., 2009). One of the incentives for signing DTAs for developing countries is the increase in Foreign Direct Investments (FDIs) (Neumayer, 2007). The evidence from the literature on the link between signing DTAs and increasing FDIs is very mixed, with some finding a positive impact and others finding no impact (Quak & Timmis, 2018). However, the literature points to some clear factors that drive the relationship between FDIs and DTAs. There are also studies that attempt to quantify the tax revenue loss of developing countries when they enter DTAs. All the studies find substantial negative loss, although most do not account for the potential benefit of increased FDIs (ActionAid, 2016; IMF, 2014; Janský & Šedivý, 2018; McGauran, 2013; Van de Poel, 2016). There are also other reasons for why developing countries may still commit to negotiate and enter DTAs even when the benefits are not guaranteed. This includes increasing diplomatic ties with the treaty partner and the incentive of receiving foreign aid (Braun and Zagler, 2017). The other is a prisoner’s dilemma situation. The two most prevalent DTA conventions are the OECD Model and the UN Model. The UN Model tends to be more advantageous for developing countries compared to the OECD Model (Eyitayo-Oyesode, 2020). There are many issues over which the UN Committee’s expert members from developed and developing countries disagree but developed country member are better at influencing decisions. Finally, the OECD Model is updated more frequently, resulting in the UN one being comparatively out of date (Hearson, 2015; Quak & Timmis, 2018). Generally, the literature on the impact of DTAs on developing countries’ economies is extensive. This is especially the case for the impact of DTAs on FDIs as well as on tax revenue loss. However, because of the complexity of these issues, many of the empirical studies inevitably suffer from methodological issues that make conclusive claims very difficult. Notably missing from the literature is the impact of DTAs on international trade.

It deals with top analytics on simulated training of journalists, the study of events and phenomena at the macro level, which enables the qualitative forecast of world development trends in the appropriate contexts for a long time. Key words: top, analytics, book, worldview journalism, culture, arguments, forecast.The article is characterized intellectual-spiritual, moral-aesthetic and information-educational values of of scientific and journalistic works of Professor Mykola Hryhorchuk “Where are you going, Ukraine?” and “Freedom at the Barricades”. Mykola Ivanovych’s creative informational and educational communication are reviews, reviews, reviews and current works of writers, poets, publicists. Such as Maria Matios, Vira Vovk, Roman Ivanychuk, Dmytro Pavlychko, Yuriy Shcherban, Bohdan Korsak, Hryhoriy Huseynov, Vasyl Ruban, Yaroslav Melnyk, Sofia Andrukhovych. His journalistic reflections are about memorable events of the recent past for Ukrainians and historical figures are connected with them. It is emphasized that in his books Mykola Hryhorchuk convincingly illuminates the way to develop a stable Ukrainian immunity, national identity, development and strengthening of the conciliar independent state in the fight against the eternal Moscow enemy. Among the defining ideological and political realization of the National Idea of Ukrainian statehood, which are mentioned in the scientific and journalistic works of M. Hryhorchuk, the fundamental ones – linguistic and religious – are singled out. Israel and Poland are a clear example for Ukrainians. In these states, language and religion were absolutized and it is thanks to this understanding of the essence of state-building and national identity that it is contrary to many difficulties achieve the desired life-affirming goal. The author emphasizes that any information in the broadest and narrow sense can be perceived without testing for compliance with the moral and spiritual mission of man, the fundamental values of the Ukrainian ethnic group, putting moral and spiritual values in the basis of state building. The outstanding Ukrainian philosopher Hryhoriy Skovoroda emphasized: “Faith is the light that sees in the darkness…” Books by physicist Mykola Hryhorchuk “Where are you going, Ukraine?” and “Freedom at the Barricades” are illuminated by faith in the Victory over the bloody centuries-old Moscow darkness.

Since APHIS was formed in 1972, it has evolved into a multi-faceted Agency with responsibilities that include protecting and promoting U.S. agricultural health from foreign pests and diseases, regulating genetically engineered organisms, administering the Animal Welfare Act, and carrying out wildlife damage management activities. It has been 15 years since APHIS compiled a history of its mission and activities. This year, 2012, marks both the 40th anniversary of the Agency and the 150th anniversary of USDA, providing a unique opportunity to put that history in context.
