Full textSince the end of 1980s, Sustainable Development (SD) has been made the object of much attention, driving the different actors of society to change their behaviors. Various institutional and private initiatives were introduced favoring the implementation of the concept. It was the case for example in Quebec, where the government introduced in 2004 a Plan de développement durable, followed by a the Sustainable Development Act in 2006. Various studies focused on the manner in which companies react to different pressures to widen their spheres of responsibility, but some key issues remain little studied in the literature. This is particularly the case for companies that display passive and negative behavior in the field of the integration of the integration of SD, and Small and Medium-Sized Entreprises (SMEs) in particular. SMEs offer a fertile ground for exploration because of their importance and economic weight, and their historically commitment to the environmental aspects of the SD. The objective of this qualitative study is to produce a portrait of the practices and the discourses of companies, in particular SMEs, in the field of the SD. More specifically, this research aims to analyze the stance of Quebec companies towards SD and of the public policies on this matter, as well as the perceptions of the SMEs which are less committed in this area and the justifications provided. To this end, a content analysis To this end, a content analysis of 69 submissions presented by the business community during the public consultation on the Plan de développement durable du Québec in 2005 was conducted, followed by a case study in nine manufacturing SMEs based on 33 interviews. The results allow to highlight the fact that enterprises adopt and justify passives positions to towards the implementation of SD are assumed and justified by the enterprises. In addition, the inactive behaviors in the field of SD seem just as legitimate as the increasing pressures and the prevailing views favoring the adoption of the SD. This calls into question the findings of recent studies, which adopt an optimistic view on the business engagement in SD, particularly among SMEs. Full textCe mémoire observe le processus de création d'une aire protégée dans le secteur du lac de l'Est situé à Mont-Carmel, une municipalité rurale de la région québécoise du Bas-Saint-Laurent. Le lac de l'Est est aussi sujet à un projet municipal de « gestion multiressource » inspiré du modèle des forêts communales. Dès lors, cette étude de cas permet d'observer l'aire protégée comme un espace négocié au travers d'activités de planification portées par les acteurs impliqués dans ce processus décisionnel. Ces activités sous-tendent des rapports à l'espace et au temps qui éclairent les significations que revêtent ces deux projets. L'analyse avancée dans ce mémoire se penche donc sur la question de la négociation en documentant ce à quoi aspirent les acteurs au travers de l'aire protégée et de la forêt communale. Ces aspirations, décrites comme des projets politiques, se construisent dans des contextes sociohistoriques particuliers et marquent des rapports à l'environnement qui colorent les discussions de la création de l'aire protégée au lac de l'Est. Cette recherche, se campant dans une démarche d'écologie politique, réfléchit au façonnement des environnements par les systèmes institutionnels. This thesis analyses the implementation process of a protected area in the sector of Lac de l'Est situated in Mont-Carmel, a rural locality of Quebec's Lower-St Lawrence region. As a negotiated space, Lac de l'Est is also the object of a multiresource management project based on the communal forest model. This case study looks at the protected area as a space negotiated through planning practices conducted by the social actors involved in this decision-making process. Those practices entail space and time conceptualizations that stress the importance and significations of those two projects. This negotiation is scrutinized through the aspirations of the different actors reflected in the project of the protected area and the one of the communal forest. These aspirations, described as political projects, are forged into particular sociohistorical contexts and influence the relationships of those actors with the environment. Those dynamics are of a great importance, as they influence the discussions about the creation of the protected area of the Lac de l'Est. This anthropological research, building from a political ecology perspective, reflects on the articulations of institutional systems with the shaping of our environments. Full textClimate change is the paradigmatic example of modernisation’s side effects on contemporary societies. In addition to cause severe ecological impacts, climate change also entails a range of socio-political challenges whose nature and scope deserve special attention. While many sociological studies have already addressed these issues, urban climate governance has been quite neglected. This is rather curious if one considers that we now live in an urbanized global society, and that most significant and promising climate initiatives are being carried out by cities. This doctoral thesis thus explores this line of research. Adopting a constructivist approach, and in the light of ecological modernisation theory, it focuses on climate governance in Quebec City, Canada, and Genoa, Italy. The aim is to understand the way climate change becomes the subject of discourses and actions at the urban level, and to what extent it influences choices affecting urban development trajectories. Results show that both Quebec City and Genoa have undertaken efforts to deal with climate change, even if involved actors, modes of governance, planning instruments and implemented actions can differ substantially from one context to another. On the one hand, our results show that the fight against climate change is increasingly taken into consideration by cities, and that this seems to be associated with broader changes in how urban development is planned and how public action is practiced. On the other hand, our results suggest interpreting some forms of climate action in terms of ecological modernization; this, insofar as they are designed in a spirit that assigns a central role, although renewed, to modernity’s institutions. In addressing the growing phenomenon of cities involvement in climate action, this doctoral thesis helps to expand sociological knowledge about how and why contemporary societies and institutions transform in order to address environmental challenges.
