Abstract:
The main argument of this chapter is that the concentration-of-power hypothesis—the idea that reform capacity is higher under power-concentration institutions—only holds, if at all, in societies where interest groups have negligible informal power. Where interest groups have significant power, sharing formal power among several political parties may lead to higher reform capacity than a concentration of power. The chapter shows that reform capacity tends to be low if power-concentration institutions are situated in societies where interest groups are strong enough to threaten to block reforms, but not strong enough for the government to treat them as a permanent interlocutor. The chapter's empirical sections are concerned with labor market reforms in European Union member states, pension reforms and employment-protection reforms in France, and political strikes in the advanced democracies.

As information and communication technologies have diffused, scholars have turned attention to online informal political discussion and formal deliberation because of the importance of online political talk for constructing society and informing government policy. This chapter examines the research on both formal deliberation and informal discussion online, identifies the importance of this research area, signals its major findings, and examines key unanswered questions. Along the way it argues that more research is needed to understand why women and minorities are less likely to talk politics online; better conceptual clarity is needed about the phenomenon of interest; more experimental work is required to isolate the causes and consequences of channel characteristics and mechanics that produce higher-quality discussion and decisions; and more work is needed that extends across information and communication technologies (ICTs), cross-culturally, and beyond democratically-governed societies.

Abstract:
This chapter outlines key feminist contributions to understanding the contested meanings of formal, informal, and care economies. It first examines feminist efforts at making visible the essential yet generally unacknowledged unpaid household labor of women. Second, it examines tensions around viewing care work—in both its unpaid and paid forms—as a distinctive form of labor. Third, it provides an overview of feminist writing on the complex articulations of social reproduction and capitalism. Fourth, it addresses the gendered dynamics of paid work. Finally, the chapter turns to a discussion of the gender aspects of informal, flexibilized work that has become increasingly precarious for both women and men. Throughout the chapter, the focus is on the interactions among the gendered formal, informal, and care economies.
