The thesis develops a theory of legislative cooperation in bicameral legislatures. At its core is a distinction between two decision-making scenarios leading to a concurrent majority in the two chambers. In an inter-institutional scenario, the chambers oppose each other as unitary actors. In a trans-institutional scenario, the constituent actors enter into cooperation across the boundaries of their chambers. The central argument is that formateurs face a strategic decision on which of these two routes to take. They can stick to their intra-institutional coalition, or they can abandon it and pr

Both stages require that the company driving the VO formation process has access to considerable amou

Cooperative behaviours can be defined as those that benefit others at an apparent cost to self. How these kinds of behaviours can evolve has been a topic of great interest in evolutionary biology, for at first sight we would not expect one organism to evolve to help another. Explanations for cooperation rely on the presence of a population structure that clusters cooperators together, such that they enjoy the benefits of each others' actions. But, the question that has been left largely unaddressed is, how does this structure itself evolve? If we want to really explain why organisms cooperate,
