Abstract:
Currently transformation of criminalistics subject is determined due to reform of the Ministry of Internal Affairs, the prosecutor's office, courts and other bodies of criminal justice authorities of Ukraine, change of status, powers of operational units, bodies of pre-trial investigation , expert institutions, and their organizational and structural reformations. Concepts regarding the initial stage of development criminalistics subject has been improved. This stage defined the period 1893–1914 years, when the data on the criminalistics subject reflected in writings, mainly Western European criminalists (H. Gross, R. Reiss, A. Nicheforo, etc.). Five stages of development approaches to the criminalistics subject are proposed: first (1893–1914) – physical evidence research, the behavior of criminals and the activities of participants in criminal process; second (1915 – until the 1930s) – technical support for crime investigation; third (1930s to 1967) – disclosure, investigation and prevention of crimes; fourth (1967 to the end of the 20th century) – research on patterns of information emergence about the crime and those based on cognition of these patterns, forensic means and methods of disclosure, investigation and prevention of crimes; fifth (beginning of the 19th century until the present) – criminalistics is defined as a science studying criminal activity patterns, genesis of information about a crime or any phenomenon in society and which is used in a number of types of legal proceedings and related social relations. The author has proved that in such new approach to the definition of criminalistics subject it is necessary to take into account the scope of criminalistic knowledge application, conceptual approaches to crime investigation provided by criminal procedural law, modern legal terminology.

In this article the author observes the history of the doctrine of conflict law, the dynamics of legislation in this area, the evolution of the main collision bindings (links) – from Soviet times to the moment of gaining independence by Ukraine, identifies European theories, being taken into account during formation of the Soviet theory of international private law.Also, special attention is paid to the study of the form, content, structure of codifications of conflict of laws in independent Ukraine. The author identifies doctrinal approaches to the subject, nature and system of private international law in the first years of Ukraine’s independence, when private international law was declared as a separate branch of national law; it is noted that there was a gradual paradigm shift regarding the subject, nature and system of private international law in Ukraine.

Abstract:
The article is devoted to the actual theme of the formation of key competencies of students. The list of key competencies, which according to the program «History of Ukraine» is to be mastered by graduates of comprehensive educational institutions, is analyzed. In order to achieve this goal, the author convincingly proves the expediency of organizing lessons-seminars with high school students on the example of the subject «History of Ukraine». Examines the seminar as a way of organizing school education and the form of subject-subject interaction of participants in the educational process. The analysis of the peculiarities of the organization and the methods of conducting shows the great possibilities of its application in the history lessons of Ukraine in the upper classes. The author emphasizes that such varieties of seminars as a question and answer seminar, a seminarunfinished conversation, a seminar-collective reading, a seminar-discussion, a seminar-conference, a seminar-»brainstorming» meet the demands of modern education for interactive lessons. The format of seminars allows you to use interactive methods and exercises: «Let’s imagine a situation», «Problem issue», «Deferred guess», «Associative bush», «Cryptogram solving». According to the author, conducting lessons-seminars stimulates students to become independent in gaining additional knowledge, encourages the formation of critical thinking, teamwork, and other necessary competencies. Examples from the practice of carrying out seminars on the history of Ukraine among high school students are shown, which demonstrate the possibilities of forming key competencies. In the prospects of scientific research of the author of the article – the study of the specifics of control and evaluation of student achievements in seminars on the history of Ukraine.

Abstract:
The subject of this research is consideration of the questions of formation of the mechanism of corruption crimes and obstruction of investigation thereof. The author examines the elements of the stage-by-stage formation of corruption crimes: initial stage, main stage, and final stage (result of committing an offense).  The subject of crime is defined as a special subject with administrative or other powers in accordance with the law. The author reviews various methods of corruption crimes and the attributes of misfeasance; as well as determines the key distinguishing feature of corruption crimes – use of powers or position by an official, etc. The main conclusion consists in the statement that the problems of obstruction of investigation are common to investigation of corruption crimes, which is explained by the fact that the detection of this type of offenses ant subsequent investigation pertains to special subjects. This poses a separate, independent task of overcoming obstruction of investigation and application of different methods of overcoming. Analysis of the practice demonstrates that penal sanctions for such crimes are imposed at the lowest possible sanction of the criminal article, and in some cases –  a suspended sentence; there is evidence of not only investigative and judicial errors, but also instances of investigative and judicial arbitrariness. This results in non-application of penalties to the offender, and the worst part – prosecuting the innocent. The examined materials on corruption crimes confirm the fact of obstruction of investigation in virtually every case, which presses the need for the development of forensic doctrine on overcoming obstruction of investigation.

Abstract:
The article studies the specificity of formation of the concept of the information and communication sphere of international relations related to public legitimation of the use of military force. The relations between military and political subjects and the civil society, emerging in this process, are defined by the author as international military and civil relations. The research object is the international military and civil relations discourse formed by the participants for the purpose of organization, preparation and use of military force. The research subject is the peculiarity of its formation at the present stage. The author gives special attention to the issues of information activities of the military policy subjects on the Internet, noting the leading role of electronic media and social networks. The scientific novelty of the research consists in the application of the discourse approach to the analysis of the information activities of military and political subjects. Based on the current understanding of a discourse, the author considers it in terms of the reproduction of ideas in the public conscience. Being a component of the military and political discourse, the international military and civil relations discourse has some peculiarities determined by its purpose, the subjects, producing it, and the specificity of its formation at the present stage. The author suggests considering the international military and civil relations discourse as a developing in time communicative event with different levels of representation which are in constant conceptual connection. The textual level is represented by official documents and statements of heads of states and their coalitions. The contextual level - by discussions, debates and negotiations in Mass Media. The pre-contextual level is represented by feelings, emotions and conditions contained in the public mind and manifested in social networks users’ posts. The author arrives at the conclusion that the international military and civil relations discourse is used as a means of political influence reflecting the ideology and worldview of the subjects producing it.

The author presents the outlines of a theory of subjectivity that is anchored in processes of identification. Subject formation is a continual process of becoming that is constituted by three interrelated processes: (1) intrapsychic factors within each child; (2) effects of participation in groups on the kinds of identifications and disidentifications a child adopts; and (3) effects of the discursive practices of society on the kinds of subjectivity a particular child performs. The author begins by outlining Melanie Klein's theory of the development of individual subjectivity through early object relations. Then, using neo-Kleinian writings, the effect of group membership on the child's evolving sense of subjectivity is explored. Ways in which specific discursive environments at home, at school, in popular culture and media etc. can either open up possibilities for expanded subject identification for children or limit those possibilities are then explored. Finally, the author explores the pedagogical implications of this way of thinking, focusing on the ethical responsibilities of teachers to understand the workings of otherness in subject formation so that they might create classroom communities that foster empathy and positive identity formation and diminish the capacity of children to hate and exclude others.

The article reveals the peculiarities of formation of students’ communicative competence in the professional training process, which involves the formation of their communicatively meaningful personality traits, a pronounced humanistic tendency to communicate with pupils, the possession of a system of integrated professional- speech skills and communicative qualities. The author defines the essence of the concept of «communicative competence of students» as a process and the result of professional training on the ability to subject-subjective interaction with colleagues of preschool age, which contains a complex of communication knowledge, skills and abilities. The benefit of the study is that a great attention is focused on creating the favorable conditions for the implementation of interpersonal communication in future professional activities.
 The author of the article has made a conclusion that the analysis of scientific literature gives grounds to assert that the formation of students’ communicative competence is understood by us as a process and the result of professional training on the ability to subject-subject interaction with colleagues and children of preschool age, which contains a complex of communication knowledge, skills and abilities. The author has also identified the components of the structure of the communicative competence formation, which include: motivational-cognitive (comprehension of the multifaceted personality, understanding of its desires; requirement and motives; positive attitude towards colleagues; feeling of community with the team); content (knowledge of norms and rules of communication and interaction, knowledge of ways to resolve conflicts); reflexive (effective use of communicative knowledge, skills and abilities that regulate the communication process, ability to collaborate in joint activities and communication with colleagues, use of constructive ways of resolving conflicts). The author of the article believes that the determining the essence and components of the formation of students’ communicative competence will provide an opportunity to substantiate and develop the technology of forming the communicative competence of students in the process of professional training and its implementation in the educational process of H. S. Skovoroda Kharkiv National Pedagogical University.

The article deals with problems of the legal status, formation and functioning of the election commission of the municipality. The author analyzes the provisions of the Federal Law "On Basic Guarantees of Electoral Rights," this law determines the status of the election commission of the municipality. The author notes the following problems of the legal status of the municipal commission. First, the representative body of the municipal formation forms the municipal election commission. Secondly, the representative body of the municipality must appoint half of the total number of members of the municipal election commission on the basis of proposals of election commission of the subject of the Russian Federation. Thirdly, the municipal election commission is not legal entity, in this connection, the municipal authority is more dependent on the election commission of the subject of the Russian Federation. Fourth, the order of work of members of the municipal election commission is uncertain. Fifthly, the scope of the federal procurement law is not correct. Proposals to improve the electoral legislation are formulated in the research.

Abstract:
The paper explores the relationship between two levels of theory, i.e. its initial theoretical basis and its logic. The author describes three possible states of the initial theoretical basis: the potential, the state of the hypothesis, and the formation state. These states presumably differ in the degree of internal correlation of ingredients, which depends on the activity of the researcher’s mind. The author tries to determine the ontological location of the original theoretical basis. An analysis of historical and philosophical literature revealed the following characteristic positions, i.e. objective idealism, representationism, praxeological apriorism, praxeological subjectivism, and culturological transcendentalism. Each of the positions has its own argument and rational grounds. After a brief comparison, the author focuses on the last one. He analyses the possible mechanisms of the epistemological genesis of the idealized subject of theory from a potential initial theoretical basis, i.e. choice, invention, and transfer. In this paper, the methodological level of theory is understood as a set of its interpretations, i.e. in practical experience, semantics, and spiritual-theoretical space. Then the author identifies the main forms of interaction of the initial theoretical framework and the logic of theory. First, scientists, often unaccountably, shape the potential space of the original theoretical basis through the methodological operations of idealizations, design, and hypothetical input. In addition, theorists, who purposefully develop a theory, conceptualize the corresponding specific methods through the empirical projection of the theory, by introducing definitions of certain terms of the theoretical language in terms of the empirical language and vice versa. Finally, the author summarizes that the initial theoretical foundations formed into conceptual frameworks are prescriptions of scientific activity and operators of reflexive acts. Thus, rationality is a constant search for proportion and equilibrium between the postulated order (the ontological scheme) and the order of judgments about it (the methodology).

In this paper the author considers a structural and functional model of the future mathematics teachers professional competence formation through the contextual tasks of the mathematical analysis in the implementation of competence and contextual approaches in the training of bachelors majoring in Pedagogical Education. The author analyses scientific and methodological literature on the competence approach and Model as the basic concept of this paper. In the research the main components of the future mathematics teachers professional competence formation process are defined: information and methodological, subject and methodical, social and communicative, personal and valeological competences, development of which occurs in the process of solving contextual tasks of the mathematical analysis, which are subdivided into subject, interdisciplinary, practical and professional. The unity of the structural (goal, methodology, content and organization of the process, result) and the functional components of the model (stages, criteria, indicators, levels of the future mathematics teacher professional competence formation) are described. In each structural component of the model, the content and determining moments are described in detail. The author comes to the conclusion that the developed model of the future mathematics teachers professional competence formation can be used to develop the professional competence of the future teacher of another direction.

Abstract:
The article discusses the significance of responsibility in providing safety of the environment surrounding the person. The problem is caused by the contradiction between the human need for security and impossibility in many cases to satisfy it because of inadequate fulfilment of the duties by employees. The purpose of the article is to outline the ways of solving this contradiction by pedagogical means. The methodological basis of the research is systematic, activity-based, and subject-subject approaches. The author reveals the essential features of responsible behavior and prerequisites for the formation of a responsible person: macro-level (organization of public life); family and other micro-communities; educational institutions. Importance of effort consolidation of all subjects of pedagogical influence for solving urgent educational problems is noted. The role of certain principles of education in the formation of a responsible person in the past and at the present stage is shown. Particular attention is paid to the role of higher education in the formation of responsibility, since it is in the university environment where students develop such patterns of behavior that afterwards may be used in public and everyday life, and in their profession. This approach makes a purely pedagogical issue socially important.

Abstract:
The article defines the fact that educational conditions analyzed by the author are in close correlation and set up a unity which is characterized by availability of integrated components to secure the availability of specialists to the professional service. They ensure the potential use of natural sciences by optimization of educational forms, methods and technologies. The complex of measures of selection of educational conditions for formation of professional competences of physical therapy specialists which is proposed by the author includes: formation of value attitude of specialists to be toward their specialty; use of different methods and forms, a system of situational tasks and practical training in process of natural science education; settlement of subject-subject correlation in process of natural science education.
 As a result of our research, the essence of the concept “educational conditions” is revealed and educational conditions of formation of professional competences of physical therapy specialists in process of natural science education are separated and substantiated. It was proved by the author that the educational conditions of formation of professional competences of physical therapy specialists in process of natural science education are a system of opportunities, technologies and facilities of organization of educational process which enable the effectiveness of formation of professional competences of specialists.

Abstract:
The author examines the process of racial knowledge creation within the context of U.S. empire and its military occupation of southern Korea from 1945 to 1948. The author uses a postcolonial sociohistorical approach to analyze archival sources authored by U.S. military occupation administrators, advisers, and journalists. The author argues that the U.S. military occupation was in practice colonialism, and that the United States pulled racial knowledge gained through previous colonial experiences and from British and Japanese empires to construct the racial script of the “Irish of the Orient.” Through this script, the United States justified the need for a military occupation by reading Koreans through colonial constructions of Irish drunkenness and joviality as well as Filipino immaturity. Conversely, the script signaled the potential of Koreans to eventually become democratic subjects. Through the metaphor of the “Irish of the Orient,” the author finds that the racial formation of Koreans during the U.S. military occupation exemplified the relational, nonlinear, and transcolonial process of racial formation.

The subject of this research is the problems of ensuring transportation safety at the initial stage of establishment of Ancient Rus’. The author explores the origins of formation of the national legal framework for ensuring transportation safety; as well as describes the transition from extralegal means of ensuring transportation safety (physical armed defense of the subjects of transport relations) towards legal regulation of this issue. The platform of transportation safety of that time was based on the variety of transportation services, first and foremost, international. Emphasis is made on the natural-climatic conditions, due to which the East Slavs put the problem of ensuring safety of water transportation to the forefront. Application of the narrative method of research allowed structuring a logically consistent image of the formation of legal framework for ensuring transportation safety in its historical development. The comparative legal method allowed analyzing the processes of formation of legal framework for ensuring transportation safety in the countries that dealt with Ancient Rus’ in this field. The author supports an opinion on infeasibility of juridification of relations in the area of transportation safety in the pre-state period; only with the emergence of state institutions in the territory of East Slavs, they take on the functions of legal protection of the subjects of transport relations. The first international agreements of the Kiev State and the Novgorod Feudal Republic confirm this conclusion.

The relevance of this work is due to the formation of a new integrated area of research ethnolinguoculturology, and the lack of a clear approach to the definition of objects and subjects of ethnolinguistics and cultural linguistics (linguoculturology), which are integral parts of this new area. The purpose of the work is to determine the object and subject of ethnolinguistics and сultural linguistics based on the analysis of scientific works of domestic and foreign authors related to this problem. The author substantiates the position that the object of synchronic ethnolinguistics are ethnospecific phenomena of language (non-equivalent vocabulary, lexical units with ethno-specific structures, values, idioms and proverbs, reflecting the peculiarities of the mentality, ethno-specific derivational means, grammatical forms, syntactic structure, part-of-speech form of words), and the subject – the specific features of the worldview, axiology and pragmatics of a particular ethnic group. The object of cultural linguistics, according to the author, is the verbalized part of the «language of culture» (culturallymarked words and expressions, phraseological units and proverbs, lacunae, verbal and non-verbal symbols (for example, birch as a symbol of Russia), mythologems (for example, living and dead water), rites and beliefs, rituals and customs, enshrined in language, slogans, precedent phenomena, etiquette formula). and etiquette rules of speech and non-speech behavior, and the subject is the culturally significant information contained explicitly or implicitly in the verbalized units of the language of culture, as well as the national specificity of etiquette rules.

The subject of the article is the process of forming a new ontological paradigm of the subject – the modern subject as a center of transformative activity aimed at the world (nature) – the object. Today, along with the classical concepts (M. Heidegger, M. Foucault) linking the genesis of the modern type of subject with the philosophy of Descartes, studies (P. Hajdu, A. De Libera), in which his Christian origins and nature are grounded, are gaining more and more in­fluence. The article focuses on the ontological dimension of this genesis, the author shows that in the process of forming the ontology of the Christian paradigm of the subject, three stages can be distinguished: 1) the formation of Christian ideas about God as a subject of being and at the same time a loving Person, whose incarnation removes the barrier between the divine and the hu­man; 2) articulation of ontological concepts in the form of doctrinal principles of Christianity; 3) conceptualization of the doctrine in the text of the Symbol of Faith, which provides a categorical apparatus and a specific vocabulary for ontological discourse of a new type, one of the central meanings of which is the new subject. The process of general secularization of the Christian doctrine in the rational discourses of modern philosophy, primarily in the concept of Descartes and German classical idealism, led to the consolidation of the Chris­tian type of subjectivity for a person as an existential center of a new ontologi­cal paradigm, whose activity turns into a new metaphysical foundation of the world of objects.

The article (the publication consists of two parts) presents an analytical and historiographical overview of the problems that are substantively related to the question of the role, meaning and historical fate of metaphysics. The author focuses on the phenomenon of the return of metaphysics to the philosophy of our time. This phenomenon is proposed to be analyzed from the viewpoint of historical ontology, which deals with the ontological presuppositions of knowledge and their historical dynamics. In the first part, the author highlights two directions of the historical development of metaphysical problems, one of which expresses the immediate metaphysical position, and the other represents the criticism of this position. The author associates criticism of metaphysics with the development of science and the philosophy of science. The author shows the difference between the “analytical” and “continental” approaches to metaphysical problems. The consideration of metaphysics as a historical phenomenon is associated with Hegel’s metaphilosophical historicism. The alternative, non-historical, consideration of metaphysics is placed in the context of empiricism and positivism. The concepts of scientific realism are defined as a kind of positivistically restricted analytical metaphysics. The author highlights three points of growth of post-positivist philosophy and pays special attention to the relationship between post-positivist philosophy of science, history of science, metaphilosophical history of ideas, and sociology of science. The author traces the gradual formation of theoretical conditions for the rehabilitation of metaphysics in these research fields. The author demonstrates that the historicization of Kant’s “transcendental subject” creates a specific epistemological perspective that joins historicism with contextualism. Within this perspective, the question of the ontological presuppositions of empirical (primarily scientific) knowledge, their development and change becomes of great importance.

The geographical boundaries of the study are the modern territory of the Volga Federal District. The period of the late 1940s and early 1950s was a stage of students’ science formation in universities. Based on the study of the state and university normative documents, universities’ plans and reports of those years, the author draws conclusions about the main peculiarities of the organization of students’ scientific activity and problems of development of the direction. The basic requirements for a student science society member are described. The importance of such forms of work as review-competition of student scientific works and student scientific conference is considered. In article public legal formation is studied as the organizational and legal embodiment of state and in the publication analyzes using the normative and systematic methods, as well as analysis and synthesis, the content of the Russian legislation and the works of legal scholars. The author came to a conclusion that «to be a subject of legal relations» means only to have ability to enter them. Therefore nothing and nobody can treat a sort of such phenomena as a legal entity or subject of legal relationship as ability is one of attributes. When public formation is called legal entity, often on a background the fact it is officials and bodies of public government (public administration and local government) ordered in structure and that the most important function of public formation – right ensuring. According to the author legal personality of public formation and legal personality of its bodies also mutually depend on each other. On the one hand, public formation as phenomenon, ideal in terms of philosophy, cannot carry out any actions as legal entity without actions of people – bodies and officials. On the other hand, state and municipal bodies and officials or act as legal entities – representatives of state or municipality (for example, governor in relations with legal entities which exist out of state), or their legal personality is based on they are recognized as a part of public formation, entering relations with its population or with other bodies and officials of this public formation. At the same time legal personality of public formation is not the sum of legal personality of all public bodies neither particular bodies of public formation, nor all of them combined are legal entities of state or municipal property.

As part of the civil legislation reform, a public not-for-profit company is recognized as an independent form of non-profit organizations. Its intermediate position between a legal entity as a subject of private law and a public authority shows the existence of features in the methods of its property formation. In the article the author has analyzed the sources of formation of the property of the public not-for-profit company, investigated doctrinal approaches to understanding the essence of the sources of formation of the property of the organization under consideration. The peculiarities of property formation of public law companies operating in Russia have also been determined. According to the results of the analysis, the author has drawn the conclusion about a predominantly public nature of the property component of public not-for-profit companies, the main source of formation of which is the state property or funds received under statutory provisions. The author makes the interest of the founder in the property component of a public not-for-profit company conditional upon implementation of the state and public interests and public law functions imposed on it. On the basis of the study, the author has determined a conflict in the legislation regulating the investment of temporarily free funds of a public not-for-profit company as a revenue-producing activity and has made proposals to resolve it.

The review analyzes the key statements of the study by Anna Kulagina-Stadnichenko "The phenomenon of individual religiosity of the Orthodox believer". The problems raised in the monograph focus on the research of the influence of Orthodoxy onto the world view (religious consciousness), world perception and sensation (religious psychology), world attitude, formation of religious behavior and social activity (religious practice), the subject of Orthodox faith. Through the analysis of the works of psychologists, religion scholars, theologians and sociologists, the author managed to discover wide variety of factors that go far beyond the purely religious sphere but have rather strong impact on the formation of individual religiosity. The abovementioned points to the author's holistic approach to the analysis of the phenomenon of man, in which none of the spheres of their existence can be understood without tight connection to the other spheres. Therefore, the formation of individual religiosity possesses psychological, social, cultural and even economic nature, what has been successfully demonstrated by the author.

The subject of this research is the process of formation of civil society. The author presents a comparative analysis of the Western and Russian models. Based on such positions as the stance on private property, peculiarities of social community, agency of social transformations and source of social initiatives, the article highlights the key characteristics of the two described models. Particular attention is turned to the problem of personal spiritual and economic freedom as one of the fundamental factors for the establishment of civil society. The author outlines its external and internal determinants. The research methodology is based on the comparative analysis of the Western and Russian models of the formation of civil society, considering the specifics of cultural and historical context. The Russian model of civil society, being functionally identical to the Western, represents a peculiar social phenomenon, differed by the type and genesis. Within the national context, civil society acquires a unique content, defined by nature and dynamics of interaction between the government and people. In this regard, the formation of mentality of a Russian person is of particular significance.

The article discusses the discourse on the methodological foundations of political science research and the need to outline the existing paradigms of political science research, both in the temporal-retrospective dimension and in the dimension of the subject area. It is emphasized that the determinants of defining the value of paradigm in modern political science research is the prospect of acquiring scientific novelty at the stage of determining the research topic. The focus is on the need for a more thorough consideration of specific paradigmatic means of determining the methodological design of contemporary political science research. It is noted that on the basis of linguistic analysis of subject aspects of political science, one can easily see the multivariate interpretation of many essential concepts of the modern political sphere. It is argued that one can also see expansive interpretations of particular concepts and processes from a non-professional perspective. The importance of interdisciplinary natural science paradigms has been established. Attention is paid to identifying the possibility of forming a new conceptual apparatus, taking into account the concepts that have become widespread in the scientific environment. The role of the concept of "paradigm approach in modern political science" is revealed, which is aimed at understanding the peculiarities of considering political science subject within other scientific disciplines. It is proved that the leading task of paradigm as a discipline of political science is the formation of paradigmatic choice of young researcher. The peculiarities of searching for a scientist’s own «paradigm face» have been found. The ability to use the task of defining scientific novelty is emphasized to some extent. The specificity of choosing a paradigm vector of a researcher-political scientist with consideration of the requirements of interdisciplinarity is considered. The purpose of the article is to identify paradigm in political studies as a factor in the formation of authorial conceptualism against the backdrop of interdisciplinary imperatives. The purpose of the article is to highlight the main directions of paradigm and their correlation with modern political theories. It is proved that the choice of the paradigm vector of the researcher-political scientist is confronted with interdisciplinary, first of all philosophical meanings of cognition as a form of social activity. The idea that choosing one’s own paraligmal vector for a specialist political scientist is presented is important because of the need to overcome the Soviet and post-Soviet paradigmatic provinces. It turned out that the formation of the national paradigm of political science, which should be carried out only on condition that the fullest representation of all paradigm directions. The situation of paradigm choices and orientation of political scientist researcher in the world paradigm mainstream is revealed. The necessity of finding a researcher in the environment of those paradigms that give the most significant scientific result is proved. The article establishes that the combination of the universality of interdisciplinary paradigms and the optionality of paradigms for a particular political science study is carried out on the basis of a conceptual and categorical apparatus of political epistemology. It is argued that on the basis of the notion of "scientific truth (episteme)", the formation of the author’s own attitude to the subject of research and the prospect of solving his problem is carried out.

Safety, along with freedom, is one of the most important indicators of the quality of our lives. But it is difficult to find a word in the Russian language, which, though used just as often, includes less specific meaning. The problem is that in the light of objective expansion of the "content" of the concept of "security" its "volume" in strict accordance with the rules of logic approaches zero. If possible, a more adequate definition of such fundamental concept as "security" should be seen as return of "volume." The definition cannot be given in isolation from domain concept most closely associated with technosphere, from other concepts and relationships between concepts of technosphere security. Assessing the adequacy of the described definition (definitions) of the subject area is only possible with system approach — in connection with the other terms of terminology. Logically, the same should be addressed to the formation of scientific and technical terminology of the subject area to avoid isolated definitions, and to form separate terms and their definitions within a coherent terminological system. An example of the wrong approach to the formation of the terminology is the Introduction into the Labour Code of the Russian Federation of a new legal term "occupational hazard", which did not work in this new subject area without its content and volume. Therefore, on the example of the concept of "security" the author proposed and demonstrated the methodology of formation of terminological concept of "security" (in technosphere) based on a model called the "puzzle of concepts."

Still today, the university is assigned the role of active debater in discussions through creative reflection and criticism over its own formation processes, over and above the provision of quality education that allows students to think about society and about their role in the world as a subject of, and in, history.

This article attempts to consider John Chrysostom’s practice of exegesis (interpretation of biblical texts) from the point of view of the formation of the subject of faith. The main research method applied here is multilevel hermeneutic and exegetical text analysis. The author of this study shows how John Chrysostom’s exegesis evolves from a simple set of tools into a condition for a person’s self-change. According to John Chrysostom, a subject engaging in exegesis transforms and brings his mind into a holistic state. The purified mind becomes able to notice its own non-authentic existence, while authentic existence must be revealed to the subject in the process of biblical interpretation. This happens when the interpreter questions himself and doubts the existence. Text interpretation for an exegete is not an act of studying an object. Exegesis is fundamentally dialogical in nature and is based on the subject–subject relationship, thus presenting an opportunity to meet with the Other being, which needs to ask a question about itself. Questioning the Other is an attempt to get out of the closed world and start moving towards the truth. The truth lies before the subject and opens up new ways of existence for him. Becoming a subject is always incomplete: it is impossible to reach the moment of final formation since the truth cannot be exhausted, one can endlessly approach it. A unique and inimitable relationship is established between the truth and the subject, opening up new ways of being. It is safe to say that exegesis for the subject becomes an act of creating his own life.

The article discusses the problem of determining the information space of modern society. Considering modern interpretations of this space, the author notes the widespread approach of describing the properties of this space from the information itself contesting the relationship between the past and the present, their interaction in modern society. Trying to solve the problem we consider the constant function of the social system, i.e. the formation of its specific historical integrity in the form of the universality of the subject - a special property of the system itself expressing the achieved level of social relations of society, forming goals, defining guidelines and patterns of behavior, as well as features of consciousness and ideas of people of this society. The article deals with the peculiarities of four historical forms of universality of the subject – myth, religion, activity and information, their interaction with the social system and personality (social subjects). From this point of view the author believes that the modern information space does not reveal its real subjective potential and should be considered as a formation, since the social system itself and its subject are historically only at the beginning of its existence. The conceptual basis of the article lies in the identification of a special objective regularity – the dialectical interaction of the social system and its subject form generated by the system – a historically reproducing permanent mechanism, which, however, changes its content along with the development of society. The main function of the universality of the subject is to present or express the most common systemic quality as a kind of objective goal of society and at the same time to determine the main direction and nature of socio-spiritual and practical interactions of people in a particular historical era. Thus this subject acts as a special intermediary between specific individuals and the social system. It expresses some general quality of system structures or orders arising in different epochs objectively arising in society. Therefore, the information society and its space are not autonomous in relation to the past, but express the modern stage of this process – the formation of objective conditions of the system stability on the basis of accelerating dynamics of information processes and interactions. And the basis of these conditions, their concentrated manifestation is the universality of the subject in its information "objectification".

The article is based on two models of texts’ semantic analysis: the synergetic model of translation named as “translation space” conception and the extralinguistic model of scientific text defined as epistemic situation. The short of the approach is that translator studies both objective, - textocentric, -and subjective, - subject oriented, - meanings of the text; their formation can be traced in the fields of the translation space. At that, subject-object interactions characterize also an epistemic situation that is formed by ontological, methodological and axiological features of source and target texts included in the orbit of the translation space. The result of dynamical interaction of all textual meanings and their synergy is a harmonious text of translation determining reciprocal understanding of the author and the recipient that belong to different lingo cultures.

Abstract:
The paper suggests the search for ways of development of modern science subject in the context of post-non-classical scientific rationality. The logic of the functioning of science as a system assumes that the activities of the subjects perform the regulatory function of the whole system. The development of the subject of science appears as a systemic problem, which includes not only professional development, but also the formation of multidimensional responsibility of scientists, which is manifested both in the interaction of science and society, and in the processes taking place within the science itself. The subject of technological impact is not an individual scientist or a team, but an integrated system, which is the science itself. The author concludes that such a system should have the status of a subject (metasubject), since its effects on scientists are manifested not as a determination, but as the opening of the space of freedom, the preservation of uncertainty in the system. Social technologies are relied upon as a mechanism for the formation and maintenance of metasubject status of science. Social technologies are supposed to be extremely flexible, because in the semantic space of science as a subject there is a higher level of freedom and subjectivity. The key technological requirement here is the growth of autonomy of the subject, which voluntarily and interestedly moves into the sphere of metasubject science. The potential of such a subject implies the requirement to identify the hidden potential of the system state. The notion of metasubject denotes a higher level of subjectivity than individuals and groups (subjects in the traditional sense). Metasubject acts as a source of space of scientific intersubjectivity. As a fundamental requirement for the activity of the subject of science the author points out the need to update the solution of strategic tasks on a par with the current ones. Taking into consideration all the stated above the study specifies a number of post-non-classical rationality norms: cognition is understood as a subject-subject process; reflection on the value measurement of knowledge is assumed; the self-developing nature of cognizable systems is postulated; the necessity of correlation of three forms of subjectivity in science (personality, collective, Institute); the communicative basis of human existence, the need to rely on the principle of cooperation is realized; understanding is fixed as a method of modern science; the nature of the connection between fundamental and applied research is clarified; the requirement of the analysis of knowledge riskiness is put forward.

The changes in education dictated by the 4th industrial revolution and the specifics of training future teachers in primary education associated with the multidimensionality of pedagogical activities give grounds for refining the structural and content model of ICT competence of future teachers in primary education. In the contemporary information society, establishing a holistic view of the unity of information processes is a prerequisite for educational process organization. The insufficient level of ICT competence in future teachers in primary education and the need to achieve meta-disciplinary results in education serve as a basis for the clarification and specification of the model of this concept. The authors propose an expansion of the invariant component composition of ICT competence with meta-subject components (the variable core of the competence): semiotic, technological, and integrative. Refining the structural and content model and identifying the methods and techniques that contribute to the formation of ICT competence in future teachers in primary education and allow reaching meta-subject results. One of the main instruments contributing to the formation of ICT competence is mathematical modeling based on the universal sign-symbol system and most suitable for designing computer models. The methodology based on the method of cross-curricular tasks allows achieving meta-subject results in the construction of the educational process of training future teachers in the field of primary education. Research demonstrates that enriching the educational process of future teachers in primary education with schematic, graphic, and geometric tools and the implementation of the method of cross-cutting tasks that serves as a leading means of teaching mathematics contribute to the emergence of a stable positive dynamic in the formation of information culture, particularly the meta-subject components of ICT competence of future teachers in the field of primary education.

Riabova, being of interest to author's research. The researcher O. Kvasnyk developed the model of formation of social and cultural competence of the professional of engineering and technical field. The structure of such model includes the following components: theoretic and methodological, organizational and sense bearing, procedural and activity, estimative and efficient. The scientist Yu. Riabova represented the model of training of social workers to-be for the professional activity in multinational environment. The model is structured according to the following blocks: organizational, sense bearing, test and efficient. Each specified block (or component) has own subject matter. The article also represents the description of the model of formation of social and cultural competence of social workers to-be in course of professional training developed by the author. It also provides the characteristic of destination, sense bearing, organizational and efficient blocks identified in the structure of proposed model. Destination block is represented by such components as the purpose, task, principles and approaches. The components and subject content are the constituents of sense bearing block. The organizational block is characterized with the availability of the following components: organizational and pedagogical conditions, stages, forms, methods and means. The criteria, levels and result are identified in the structure of the efficient block.

The report highlights the little-explored aspects of the Russian liberal theory of political parties in the second half of the XIX – 30s of the XX centuries: the stages of its development, the philosophical foundations, and the innovative ideas of its main representatives. Analyzing the works of Russian liberal thinkers, the author used the methods of philosophical research, as well as approaches used in historical and political sciences, and also general scientific methods, such as logical and classification methods. The author distinguishes three stages in the development of the Russian liberal theory of political parties in this period: 1) 1858-1889; 2) 1889-1917); 3) 1917-1930s, which differ by subject of study (Russian or Western parties) and research tasks (preparing the conditions for the transition from authoritarianism to democracy or fighting against the totalitarian Communist system). The author notes the heterogeneity of the philosophical foundations of the Russian liberal theory of political parties, which included neo-Hegelianism, positivism, and even elements of Marxism. Among the most important achievements of Russian liberals, the author notes the study of the social nature and functions of party elites (Ostrogorski) and determining the place and role of the ruling parties in authoritarian and totalitarian political systems (Chicherin, Miliukov).

The article describes the actual problem of the development of critical thinking and the formation of the subjectivity of the future teacher in modern conditions. A theoretical analysis of the literature on the problem considered is presented. On the basis of the analysis, in accordance with the purpose and subject of the research, the definitions of the concepts "subjectivity" and "critical thinking", specified by the author of this article, are given. The course and results of experimental work on the development of critical thinking and the formation of subjectivity of future teachers are described. The article provides the rationale for the developed diagnostic complex of methods necessary for the study. As a hypothesis, the authors put forward the statement that the subjectivity and critical thinking of future teachers do not develop without the use of a complex of productive technologies of professional education. The article provides a rationale for the complex of pedagogical technologies necessary for the development of critical thinking and the formation of the subjectivity of future teachers. The results of the study are presented, confirming the effectiveness of the used complex of pedagogical technologies and the dynamics of the formation of the studied personality traits of the future teacher.
