Abstract:
The purpose of the article is to characterize the conditions for the transformation of pub- lic administration in the digital age. The relevance of the research is connected with the actively spreading digital innovations, which increasingly cover the frontiers of public ad- ministration, forming a new framework for institutional changes. These changes need competent reflection and systematization. The theoretical part of the work is devoted to the discussion of the concepts of “open government”, “digital government”, “digital trans- formation”, which have become one of the key elements of public management discourse. The process of digitalization involves the free flow of information from public authorities to the public and third parties, such as civil society organizations and the media, as well as from the public and third parties to the authorities, and is at the heart of well-function- ing open governments that are successfully undergoing the path of digital transformation. Methodologically, the article is based on expert interviews with representatives of public authorities of St. Petersburg, aimed at forming an idea of the institutional framework for the transformation of public administration in the context of digitalization. The author of the article conducted a number of expert interviews with the deputy heads of the districts of St. Petersburg and the deputy chairmen of the committees. As a method of interview analysis, the content analysis of the interview was used using the software ATLAS.ti 9 (http://atlasti.com). The main procedures implemented in this program are coding and grouping by category. As a result of the study, 16 codes were identified, which were com- bined into 3 semantic categories: macro-institutional conditions, micro-institutional condi- tions, and technical conditions for successful transformation of public administration in the context of digitalization. Analyzing the interview data, the author comes to the conclusion that the success of the transformation of public administration in the era of digitalization is directly related to the efforts and resources allocated by public sector bodies to imple- ment the law or policy, both at the time of implementation and over time. In other words, the interweaving of macroinstitutional, microinstitutional, and technical conditions plays a critical role. At the same time, the competencies of civil servants at all levels of govern- ment are a unifying element, a generative factor in the implementation of both macro-in- stitutional, micro-institutional, and technical conditions for the transformation of public administration in the era of digitalization.

Abstract:
The purpose of the article is to consider the history of the public administration system development in Russia via various aspects and features. The analysis and accounting of Russian historical expe-rience in building the integral system of state incentives in the context of the management vertical formation is very relevant today. The article presents the author's approach to the state incentives consideration in the context of the state awards institution, taking into account legal and technical regulation of this process in various regulatory legal acts. The purpose of the article is to consider the genesis of the state awards institution and its formalization in regulatory legal acts in the context of public administration functioning. The subject of the study is the Russian state awards system and the system of normative acts regulating the award mechanism, both considered in historical retro-spect. The authors summarize that the institute of state incentives as a mechanism of public admin-istration is in permanent development and, today, it is designed for stimulating state-significant activi-ties in various fields, and the award mechanism, having passed a long evolutionary period, is cur-rently regulated by a number of specialized regulatory legal acts of the federal and regional levels.

Abstract:
Abstract Massive haemorrhage is a major cause of death in trauma patients. In military trauma cases the exsanquination is the reason of death in 44% (WDMET Vietnam war 1967–1969, 8000 casualties) In civilian trauma 39% of patients die because of massive haemorrhage. (Sauaia A et al. J. Trauma, 1995; 38:185–193). Massive bleeding is responsible for the death of more than 80% of trauma patients in the operating room (Hoyt DB et al. J. Trauma; 37: 426–432). There are also other medical specialisations which are faced with the problem of massive haemorrhage. Pathogenesis of life threatening bleeding is a complex problem not only in trauma patient. It is influenced by dilution coagulopathy, acidosis and other metabolic changes, thrombocytopenia and functional disorders of platelets, hypothermia and others. In fact all these problems lead - by different ways - to the thrombin formation disorders. Ineffective or inappropriate formation of thrombin than leads to defective or even no clot formation. If we were able to re-establish the proper thrombin formation, we would be theoretically able to solve most problems caused by massive haemorrhage in our patients. This is the theoretical basis for the use of rFVIIa as a potentially universal haemostatic agent in life-threatening bleeding. As the activity of rFVIIa is limited on the surfaces containing TF and phosphatidylserine - compartment physiologically active in normal clot formation - treatment with rFVIIa is probably one of the most save and most physiological way of treatment for such a bleeding. To support the evidence for the treatment of life-threatening bleeding with rFVIIa we have designed the software which registers individual cases when rFVIIa has been administered to control massive haemorrhage. This powerful tool will be able to provide its users with multiple outcomes and presentations based on statistically significant data. We believe that UniSeven registry will be useful for both intensive care givers and patients and that it will help to save numbers of human lives. Our work presents the technological background of the registry as well as first output from the registry based on data from more than 100 patients treated with rFVIIa mainly for life-threatening bleeding as a complication of trauma, surgery, cardiac surgery and malignancy in Czech Republic in years 2001– 2003. Up to now rFVIIa was administered in 114 cases in patients aged 0–80 years whose bleeding was refractory to standard therapeutical measures and threatens the patients′ lives.In 28, 57% the reason for rFVIIa administration was bleeding in trauma, 10, 7% cardiac surgery, 1, 79% gynaecology/obstetrics, 0, 89% intracranial haemorrhage and in 58% other reasons for uncontrolled bleeding. In 17 cases (15, 04%) rFVIIa was administered as a prophylaxis and in 96 cases (84, 9%) for treatment of life-threatening bleeding. Median dose of rFVIIa when administered for treatment of uncontrolled bleeding was 100 ug/kg and 1–2 doses was sufficient to treat the bleeding in more than 80% of cases. Such a treatment led to decrease of Packed cells transfusions from 7, 5 TU (median 24 h prior to rFVIIa administration) to 2 TU (median 24 h post rFVIIa administration). In our hands 62, 5% of patients with life threatening bleeding treated with rFVIIa survived. No death was related to rFVIIa treatment and we did not notice any serious adverse event related to rFVIIa treatment

Abstract:
The international community, led by the United Nations, created Kosovo’s new post-war institutions and continues to influence them, even after Kosovo declared independence in 2008. One of the very first priorities of the United Nations Interim Administration Mission in Kosovo (UNMIK) was to establish the rule of law and to develop institutions and legal frameworks for a normally functioning economy. However, after almost two decades of internationally led institution-building, Kosovo is still, measured by European standards, a poor country with weak institutions. This paper shows that the creation of institutions does not follow a rational decision-making model, even when, like in Kosovo, institutions are created under direct international involvement and with the intention to develop the rule of law and facilitate economic development. The garbage can model approach to governance and decision-making provides a better explanation of the formation of governance institutions and why institutions, despite perhaps the best intentions, do not produce the desired results; failing to solve the underlying policy problems. The case studies on the privatisation of socially owned property and the development of contract law show that, in the case of Kosovo, adopting the best international and European standards almost always meant adopting a decontextualised solution promoted by an international actor. It did not really matter if that solution indeed solved the problem. In fact, in most cases the problem remained, with new problems being created because of the inadequacy of the imported ready-made solution. The conclusion is that sometimes less international assistance is more. In the absence of so much international financial and technical assistance, Kosovar leadership would have been required to assume more ownership of the policy-making for solving their problems. Less international assistance would also have meant less competition between international actors and less pressure to adopt ready-made decontextualised solutions.

Background. Thyroidectomy is one of the most frequently performed surgical procedures worldwide. Despite technical advances and high experience of thyroidectomy of specialized centers, it is still burdened by a significant rate of postoperative complications. Among them, the skin sinus formation is an extremely rare postthyroidectomy complication. Here, we first report the incidence of the skin sinus formation after thyroidectomy to identify the causes for skin sinus formation after thyroidectomy and to discuss its prevention and treatment options.Methods. A retrospective analysis was carried out of patients who underwent excision operation of fistula for postthyroidectomy skin sinus formation. Data were retrieved from medical records department of the Affiliated Hospital of Inner Mongolia Medical University.Results. Of the 5,686 patients who underwent thyroid surgery, only 5 patients (0.088%) had developed skin sinus formation. All 5 patients successfully underwent complete excision of fistula.Conclusion. Infection, foreign body, thyroid surgery procedure, combined disease, and iatrogenic factors may be related with skin sinus formation after thyroidectomy. To reduce the recurrence of postoperative infections and sinus formation, intra- and postoperative compliance with aseptic processing, intraoperative use absorbable surgical suture/ligature, repeated irrigation and drainage, and postoperative administration of anti-inflammatory treatment are to be followed.

Abstract:
The study investigates the entrepreneurial competencies and intentions of students. Their formation is a requirement of modern times. The question arises whether students of modern technical universities get entrepreneurial competencies and whether they transform these competencies into their entrepreneurial intentions. More than 3.6 thousand students from six technical universities from Poland, Ukraine, Latvia, Bulgaria, and Lithuania were surveyed. Methods of summarizing and grouping data, analysis of the structure of the population and distributions of its elements, evaluation of relationships were used to analyze the results of the survey. It was found that studying at technical universities is not an obstacle to the existence of entrepreneurial intentions among students. The respondents positively assessed their ability to recognize market opportunities for new business (the sum of the shares of positive answers exceeded the sum of the shares of negative answers by 12.4%). A positive generalized assessment was determined when assessing the ability to persuade others to invest in their business, while negative – their ability to write a formal business plan. It is proved that students who highly value their entrepreneurial abilities are much more likely to show the intention to start their own business (р < 0.001). Students’ focus on starting their own business is partly explained by the fact that they connect employment in corporations with a low guarantee of job retention. High positive integrated assessments received the following advantages of own entrepreneurship: prestige (0.302), chance to be realized (0.362), and the ability to create jobs (0.597). The article analyzes conditions of development of psychological and pedagogical competence of teachers of special disciplines of technical colleges as a determining factor in the preparation of a highly qualified graduate. An author's scheme of scientific and methodological work of a technical college is proposed, which combines components, principles and functions of the system and conditions of its effective functioning, in which all structural components of the system (goals and objectives, content, forms and methods) are aimed at realizing the result of work and associated with the conditions, principles and functions, and the integrity and systematic use of all the components identified in the complex will contribute to the end result. It is emphasized that an important factor for becoming a beginning teacher is the moral and financial support of a pedagogical employee by the administration of an educational institution. The priority goal of improving the teachers training system is the principle of accessibility of methodological-educational services and orientation to the individual needs of each teacher, and among the ways of solving the set tasks - full-scale introduction of modern computer technologies of teaching. The key conditions for the development of psychological and pedagogical competence of teachers of special disciplines of technical colleges have been formulated, namely: the creation of a system of scientific and methodological work in the educational establishment, which allows to develop the psychological and pedagogical competence of teachers of special disciplines of technical colleges, the formation of internal and external disciplines of teaching professional activity in a technical college, providing scientific and methodological system of educational establishment with information, in particular clouds technology. It is concluded that the implementation of the above-mentioned organizational and pedagogical conditions into the scientific and methodological process of the technical college will become the foundation for the further formation and development of the psychological and pedagogical competence of teachers of special disciplines.

Ukraine's economy, as compared to other neighbouring European countries, is lagging behind. Unstable political situation, significant tax pressure, various administrative barriers, complexity of tax administration and with obtaining permits, technical regulation, certification and standardization, frequent sudden inspections by state control bodies, limited opportunities for the use of financial and credit resources, weakness of material, technical, financial, managerial and personnel components of business entities – all these factors do not promote the entrepreneurial initiative in this country. The key precondition for rising the prosperity level raising and effective social and economic development is strengthening the competitiveness of the national economy through the coordinated work of the state and its budget and fiscal institutions. This study reveals the theory and the methodology of the formation and implementation of fiscal policy in Ukraine. Peculiarities in the development of the entrepreneurial environment in Ukraine are analysed and fiscal mechanisms are defined with the purpose of activating further entrepreneurship development.

Abstract:
The article examines the formation of the material and technical base of Ukrainian film production based on the wide range of little-known publications in the Ukrainian and Russian periodicals of the 1922-1930s. The influence of the technical equipment of film factories on the quality indicator of film production in the 1920s is analyzed. The All-Ukrainian Photo and Film Administration did not receive the necessary state funding for the development of film production and had to independently seek the possibility of such funding. Initially, the main investments were directed to the development of the Odessa and partly Yalta film factories. In the second half of the 1920s, it was decided to build the largest cinema factory in the USSR in Kyiv, and therefore all funds were directed to this construction. However, after the transition to the production of sound films, the Kyiv Film Factory turned out to be completely unadapted to such processes. The article also discusses the negative consequences associated with the uneven distribution of funding for the development of three film factories.

Abstract:
Building upon the practices of the Treasury of Russia as well as other federal executive agencies, this article presents a new approach aimed at improving the efficiency of public administration through the centralization of general management functions within a given body. The set of general functions across public authorities is largely generic, suggesting that the stage involving the optimization of said functions can be regarded as a preliminary one preceding a full-fledged digital transformation of public administration. Functions associated with budget accounting and budget report formation, material and technical support, and personnel, legal and administrative activities dominate in the structure of both federal and local authorities’ general management functions. At the same time, individual government bodies at both the federal and regional levels are all, to some extent, engaged in the optimization of general functions implementation costs through assigning appropriate powers to subordinate agencies. Exemplified by the Treasury of Russia and other public administration bodies, the article systemizes and analyzes the existing approaches within the subject matter. As a result of the analysis, it is deemed advisable to synchronize the activities of public authorities, in particular through coordinating the process at the level of the Government of the Russian Federation.

Summary. The purpose of this study is to analyze the general tendencies of military-technical cooperation of Ukraine with NATO at the turn of the XX–XXI centuries. The research methodology is based on the use of historical-comparative method and methods of analysis, synthesis and generalization. The scientific novelty. It was noted that the leaders of our country considered the North Atlantic Alliance as the most effective structure of collective security in Europe and the main goal of military-technical cooperation was to ensure national interests and security, equipping the Armed Forces and other military formations with modern weapon and military equipment, development of the export potential of the military-industrial complex, increase of the scientific-technical and technological potential of the defence industry of Ukraine. Conclusions. The legislative and normative-legal acts that laid the foundation of military-technical cooperation between Ukraine and NATO are outlined, including the Decree of the President of Ukraine "On measures to improve military-technical cooperation of Ukraine with foreign countries" (1999), the "Decree of the President of Ukraine delimitation of powers of central executive bodies in the field of military-technical cooperation with foreign states" (2002), the Concept of military-technical cooperation of Ukraine with foreign states for the period up to 2010 (2003). It is emphasized that the main problems of military-technical cooperation of Ukraine with foreign states in the period under study were the uncertainty of the state’s defence policy and imperfect public administration.

Abstract:
The technical difficulties of serial intravesical administration of drugs are a significant problem in preclinical studies of the effectiveness of local chemotherapy for superficial bladder cancer. The aim of the study was to develop and evaluate the effectiveness of the method of serial intravesical administration of drugs in the experiment. The study included 49 Wistar rats of both sexes. Five proposed methods of intravesical administration of drugs were investigated: retrograde catheterization of the urinary bladder under anesthesia, method of transcutaneous puncture of the urinary bladder in rats, intraoperative puncture of the bladder, method of subcutaneous fixation of the bladder for subsequent puncture in the experiment, method of serial intravesical administration of drugs in female rats using special catheter. The obtained data were processed using a package of statistical programs SPSS 20.0 for Windows. The disadvantage of the first technique is its trauma – each insertion of the catheter is accompanied by trauma of the urethral mucosa and associated pain. The manipulations were failed because of edema of the urethral mucosa. The manipulation should be performed under general anesthesia. The second technique also requires general anesthesia. The aggressive cytostatic action of Doxorubicin prevented the closure of the puncture hole and caused the development of complications. Sealing the bladder with a collagen plate when performing the third technique prevents the release of the drug into the abdominal cavity, however, the adhesion of the tissues of the surrounding organs to the plate promotes the formation of an adhesive conglomerate and makes further manipulations impossible. The withdrawal of the bladder from the abdominal cavity during the implementation of the fourth technique, theoretically, should have helped to avoid the complications observed during the third technique. However, insufficiently reliable fixation of the urinary and adhesions in the area of the implanted ring make this technique such that it does not correspond to the tasks set. The fifth method was the only one proposed that met all the assigned tasks. This technique made it possible to perform a series of 5 intravesical injections of Doxorubicin without general anesthesia and without the development of postoperative complications from the postoperative wound and abdominal cavity. The subject of this research is the advanced technological solutions associated with the transition from digital to neuro-communication technologies in the sphere of public administration. The author explores the current stage of development of the NeuroNet, which is the new-generation information and communication network, which promotes the transition from the data-centrism of digital government towards the intelligence-centrism of neuro-digital public administration. The article also considers the possibility of connecting brain-computer interfaces in the sphere of interpersonal communication, contributing to the formation of neurocognitive level of mass communication, neuro-digital interaction between the government authorities and the citizens. At the same time, one of the crucial aspects of the neuro-communicative environment is the digital equivalents of a human, the Internet of things and objects of material infrastructure, which e shift the management processes to the sphere of virtual and augmented reality. The novelty of the this work consists in disclosure of the applied aspects of implementation of quantum communications in digital infrastructure of public administration, which ensure secure interdepartmental document flow, as well as dialogue with citizens, including on the level of neuro-communications, and allow effectively counteracting quantum hacking. Digital sensorics and technical bionics, combining the capabilities of control of unmanned transport vehicles and robotics, significantly impacting the development of a “smart city” based on the big data and predictive analytics, and reflecting the neural network structure of the digital state, make a considerable contribution to the scientific novelty of this research, and simultaneously actualize the aspect of neuro-communication as personal biodata and biosafety.

The issue of the formation of the Leningrad airfield network in the pre-war period and its transformation during the years of the blockade are considered. Particular attention is paid to processing statistics of the involved network. The novelty of the research is seen in the fact that for the first time a number of data on the results of the work of the airfield construction department of the front and the administration of airfield construction of the People’s Commissariat of Internal Affairs (NKVD) are being introduced into scientific circulation. The question is raised about the causes of aerodrome-technical problems in the work of aviation in the North-Western direction in the initial period of the war. General information about the airfield network on the “mainland” used by the forces of the 14th air army and the aviation of the Baltic fleet is provided. The author dwells on a detailed examination of the airfields of the Leningrad air hub, their maintenance, use and transformation. Information on the main problems in the use of airfields in the winter period and plans for the development of the network in the period 1942/1943 are given. It is proved that, despite the impressive volume of the airfield network, one way or another involved in the defense of the city, only a limited number of them were used during the most difficult period from the fall of 1941 to the spring of 1943.

Point-of-care ultrasound (POCUS) offers numerous benefits and is recognized as an important competency within Internal Medicine (IM). Despite this, a significant educational gap exists, owing in large part to a lack of expertly trained faculty and structured training opportunities. A robust POCUS training program requires not only technical excellence among faculty but also leadership with expertise in program creation and administration, quality assurance, medical education, and research. A dedicated 6- to 12-month POCUS fellowship model in programs with well-established infrastructure allows for the development of these competencies and the establishment of a network of key POCUS contacts, and prepares trainees to create or expand POCUS programs at their centers. We propose that the expansion of dedicated General IM POCUS fellowships in Canada is imperative to addressing this educational bottleneck and shaping the future leaders of Canadian IM POCUS. RésuméL’échographie au point d’intervention (POCUS) offre de nombreux avantages et est considérée comme une compétence importante en médecine interne. Pourtant, il existe une lacune importante au chapitre de la formation, attribuable en grande partie au manque d’enseignants qualifiés et d’occasions de formation structurée. Un programme de formation solide sur la POCUS exige non seulement une excellence technique parmi le corps professoral, mais aussi un leadership démontrant une expertise dans la création et l’administration de programmes, l’assurance de la qualité, l’éducation médicale et la recherche. Un modèle de formation complémentaire de 6 à 12 mois consacrée à la POCUS dans des programmes dont l’infrastructure est bien établie permet d’acquérir ces compétences et d’établir un réseau de personnes-ressources clés sur la POCUS, et prépare les personnes en cours de formation à créer ou à élargir des programmes sur la POCUS dans leur centre. Nous proposons qu’il soit impératif d’élargir les formations complémentaires sur la POCUS en médecine interne générale au Canada pour remédier à ce goulot d’étranglement en matière de formation et façonner les futurs chefs de file de la POCUS en médecine interne au Canada.

Prospects of the use of artificial intelligence (AI) in the administration of justice actualize a set of legal issues that are not only applied but also theoretical in nature, including the issue of the formation of the legal concept of “artificial intelligence” for the purposes of legal regulation. The legal academic literature describes a tendency to attribute signs of subjectivity to artificial intelligence, in connection with which the paper attempts to carry out a critical analysis of foundations of such approach. The authors explain inadmissibility of inclusion of such a characteristic as a legal capacity in the concept of “artificial intelligence.” They also argue that in jurisprudence it is useless to apply definitions of artificial intelligence based on the description of technical-technological characteristics because it has no influence on the legal regulation. The incorporation of artificial intelligence as a sociocultural phenomenon into legal reality requires either an independent term for its designation in the field of law or the filling of this concept with a specific legal content. The development of such content should be carried out within the framework of the paradigm of the legal science, since the use of categories and definitions of other branches and spheres of public life without being adopted to the legal field, is unlikely to be effective for the regulatory purposes.

The article presents the results of the conducted ascertaining experiment that covered undergraduates in the specialty 073 «Management» of the sphere of knowledge 07 «Management and Administration». The experimental research questionnaires are structured into blocks that make it possible to predict the need to create and implement the pedagogical system of forming the managerial competence of the future heads of institutions of general secondary education.
 At the stage of conducting the ascertainment experiment, the level of understanding and perception of the concepts of management activity was investigated, which showed the lack of clear interpretation and differentiation of managerial definitions; the self-needs of the undergraduates in the formation of managerial competence and readiness for the implementation of managerial functions were carried out, which showed the lack of personal readiness for managerial activity; we cleared out own attitude of students of the second (master’s) level of higher education to the expediency of forming of the aggregate competences, which create the managerial function. We made self-assessment of factors influencing the effectiveness of managerial activity, confirming the need for the formation of managerial competence through the acquisition of ethical, communicative, conflictological, psychological, general sectoral, economic, legal, subject-methodological, diagnostic, educational, information technical competence as well as competences, of self-development and productive activity.

 Analysis of current tax legislation Ukraine, departmental regulations and practices for their implementation, theoretical understanding of scientific works, publications and recent research shows that today urgently needs further reformatting the Tax Code of Ukraine. Recently, discussions around the Tax Code of Ukraine tend to increase. Particularly sharp criticism is about the quality of writing legal text of the Code, its shape and structure.
 The current topic of contemporary tax debates in Ukraine is the imperfection of the current norms of the Tax Code. The generally acknowledged problem in the field of tax legislation is recognized by the language and technical quality of tax law-making.
 Consequently, the study of legal problems in the regulation of relations in the field of collecting taxes and fees shows that one of the principles on which the tax legislation of Ukraine should be based on the principle of uniqueness and stability of the meanings of concepts. In accordance with them, the legal rules of the tax legislation should be formulated clearly. Legal terms should be used in the texts of tax legislation in a logical and consistent manner. That is, the formation of tax terms, their consolidation in modern tax legislation should take place on their own tax base.
 Imperative provisions of the Tax Code of Ukraine, which are based on positive obligations must provide clarity, intelligibility of tax regulations. Another problem, in our opinion, is the question of efficient use in existing Ukrainian tax legislation concepts of ‘special tax regime’, ‘generic tax regime’, ‘tax regime’, ‘special regime’.

After a long period of decline and persecution, there is a revival and rapid development of the cannabis industry around the world: the use of this unique crop is expanding rapidly, and finally, it was transferred from a narcotic to an agricultural one (except for Ukraine). Nowadays, the Ukrainian hemp industry has practically gone unnoticed by the state, scientists, practitioners and society. At the same time, it has development prospects and can play a significant role for rural areas and the national economy. The paperis aimed at exploring the possibilities of growing hemp (Cannabis sativa L.) and justifying the need for strategic management of the development of the cannabis industry in Ukraine. Based on the analysis of hemp production, it is established that during the years of Ukraine’s independence, the area of hemp crops has decreased almost 8 times; the number of producers is limited; hemp processing plants do not function; the yield of technical hemp seeds has a slight tendency to increase andapproximates 6-7 kg/ha. The prospects for cannabis cultivation require building strategic management of the cannabis industry to address key issues and mitigate threats. The key elements of the production development strategy are identified as improving institutional and financial support at the state level. The main guidelines of strategic management of hemp cultivation are: simplification of regulation for producers; intensification of agribusiness entities; increasing production volumes; and improving the competitive environment in the hemp market. It is proved that the strategic development of the hemp industry requires developing hemp processing enterprises; disseminating knowledge among the population about the usefulness and benefits of this multi-purpose culture. To substantiate the effectiveness of strategic decisions, the algorithm was proposed for assessing the effectiveness of growing different types of hemp products by different technologies, which is carried out using economic and mathematical modeling.

Abstract:
The article represents certain results of the general theoretical research of the peculiarities of the legal status of the bodies of state administration, other state bodies, the commissioners for the formation of state registries and other subjects of the formation and functioning of the state registries; it investigates the basic approaches to the formation of their legal status. The legal status is considered as a complex of marks that determines their place, role and destination in the system of administrative and legal relationship. These marks serve as the elements of the legal status. These elements, above all, comprise their tasks, functions, duties, etc. The legal status of the subjects of the formation and maintenance of each separate state registry is normatively defined. It is proved that the scope and nature of power of the authorized bodies depend on the object of the legal control, the character of the social relationship regulated by the state registry and their importance for the society. The subjects in legal relationships in the sphere of formation and maintenance of the state registries with regard to their place and role in the issue of the legal and organizational support of this process are conditionally divided into two groups according to their legal status. The first group comprises the subjects that don’t directly participate in the formation and functioning of the state registries but definitely have an impact on it. They are the Verkhovna Rada, the President of Ukraine and the Cabinet of Ministers of Ukraine that are authorized with law making powers. The article characterizes the means of implementation of law making powers of the subjects of the first group as their main function in the sphere of the support of formation and functioning of the state registries. The particular attention is paid to the issue of the determination of the place and role of these subjects in legal relationships in the formation of the legal status of the subjects that, according to the requirements of the enactment of the subjects of the first group, determine in their statutory documents the features of formation and maintenance of the corresponding state registries, carry out organizational and legal activities and fulfil other functions of their formation and maintenance. In particular, it is considered the peculiarities of the statutory activity of the holders of state registries, its content and direction. Another group of powers of the subjects directly involved in the formation and maintenance of the state registries is connected with the direct activity of the formation and maintenance of the state registries. In the course of the research it was found who and how determines the powers as an element of the legal status of the holder (disposer) of the state registry, the administrator (technical administrator), the bodies of state registration, maintenance of the state registry and its administration.

It was analyzed the financial resource from 2016 to 2018 as a basis for the practical implementation of projects in the field of public diplomacy, promotion and formation of a positive international image of Ukraine in the world. Defineded the foreign policy of Ukraine in the field of public diplomacy and identified key indicators of the Ukrainian Institute report in 2019. It was investigated the organizational structure in the system of public administration in Ukraine. Defined the tasks and spheres of public diplomacy influence for the purpose of organizational and functional development as a component of the system of public administration in Ukraine.
 The term «public diplomacy» constantly appears in the public and media space. Proper functioning of public diplomacy offers constant cooperation between the state and public society organizations, representatives of the professional and expert community. Proper providing institutional and organizational component of public diplomacy promotes international cooperation between institutions and understanding, trust and influence. Thus, an important priority of the public diplomacy strategy is to construct, develop a network of influence and strengthen cooperation with national and international stakeholders. It was suggested the institutional sphere of public diplomacy with the obligatory network of priority policy areas. Due to this it’s important to provide grant support to those organizations engaged in research and analysis in the field of foreign policy, international relations.
 Proper provision of public diplomacy in the system of public administration can be observe to improving the quality and efficiency of services provided both state and public organizations. Through the harmonious functioning of the economic component, the organizational support of public diplomacy in the system of public administration contributes to the achievement of clear goals, including: efficient use of economic resources, development of scientific and technical sector, growth of internal and external financial stability.

The article highlights the experience of Bulgaria in the field of public administration and regulation of logistical support of the agricultural sector of the economy under European integration conditions. The legislative bases of support of the national agricultural machine-building are analyzed with the aim of determining the factors of increasing the efficiency of agrarian production, depending on its logistical support in the conditions of European integration. In the course of the study, extensive methodological tools were used, in particular, methods of analysis and synthesis, generalization, unity of logical and historical approaches, comparative law, historical law and formal law. Main results: It has been found that in order to ensure high efficiency of agricultural production, a wide range of Bulgarian production equipment should be created. State support was provided by financing targeted programs aimed at improving the logistical base of the Bulgarian village. The state policy of promoting the development of innovative activity of agricultural producers has been investigated. Practical meaning: The author’s proposals to improve the logistics and increase the efficiency of agricultural machinery use by agricultural producers can be used in the formation of national state support policy in the formation of the material base of the Ukrainian village. Originality: For the first time in the Ukrainian historiography the Bulgarian experience of logistical support of the agrarian producer in the conditions of European integration has been investigated and generalized. The scientific novelty is to substantiate the Bulgarian experience in organizing the system of state support for logistics and supply of the agricultural sector of the economy. The structure of logistical support of the Bulgarian village is revealed through the system of legislative acts and targeted programs. The regularities of state support of logistical support of agriculture have been studied. It is substantiated that the logistics of agricultural production affects its efficiency and effectiveness.

The existence of the logistic component in the general complex of the conduct of trading activity by the entrepreneurship subjects is determined. The essence and ratio of concepts «system of logistic» and «logistics system» of the enterprise are determined. The objective of the logistics system organization as a complex, economic and technical and technological system covering the logistics system of the enterprise is emphasized), personnel of the management services of the enterprise logistic activity, as well as legal, organizational,managerial and methodical principles of all these elements interaction of the system and its management, formed on the basis of the scientific and theoretical basis (theory) of logistics management. The peculiarities of the functioning of small business entities in Ukraine and the averaged parameters of commodity flows in this sector of economy are investigated, factors of logistic flows organization specificity formation in the retail segment, which influence the requirements for the creation and operation of trade enterprises logistic systems and the choice of approaches to them, are determined. The attention is drawn to the need to consider as the main factor in the formation of the trade complex system of logistic of operational and functional processes of logistics activities, which are carried out by a trading company in order to bring commodity flows to end buyers of goods. The necessity of determining the structure of the logistics system of the trading company is focused on taking into account the resources available from the dealer in order to create opportunities for organizational, economic, technical and technological interaction with other supply chain participants in which the given enterprise is involved, and simultaneously ensuring compliance of the goods sold with the requirements end buyers. The key directions of logistic activity improvement of enterprises of trade – subjects of small (and micro) entrepreneurship, which are connected with technical and technological and infrastructure improvements within the enterprise logistics system, introduction of modern management technologies in the logistics management subsystem and logistics administration, are grounded, as well as the use of outsourcing capabilities of logistics functions and operations and the use of modern communication tools for the radical change of trade technologies , which will be reflected in the requirements for organizing a complex of logistics activities of retailers and, accordingly, logistic systems created by them. The purpose of the research is to develop theoretical approaches, to systematize the results of the analysis of the essential characteristics and the composition of the trade company system of logistics, and to identify the main measures for the formation of the system of logistics of the subjects of trade enterprise (trade enterprises), which belong to the small business sector. Тhe object of research is state security and its element-by-element structure in the context of the objective attention of public administration. A problematic aspect is the lack of clarity of interpretation of the main category and identification of components of state security, which slows down the formation of effective mechanisms of public administration in the field of state security, and thus reduces its effectiveness. The study used methods of analysis and synthesis, induction and deduction, as well as decomposition, which allowed to clarify the definition of state security, its structure and provide a primary description of these components. The definition of «state security» is formed. It is proposed to understand the state of protection of various vector interests of the state and the citizen, which ensures the effective functioning of all spheres, industries, institutional sectors, mechanisms, implementation of functions and powers of the state for their development. An important emphasis on this situation is its achievement in a changing environment, external and internal threats. The separation of the following types of components of state security with the corresponding content load is motivated: security of national administration; political security; economic security; military security; security of public and legal order; social and humanitarian security; information and communication security; resource and environmental security; technical and technogenic safety; international diplomatic security. In comparison with the existing approaches, the applied unification terminological approach allows to emphasize quite concretely the content of concepts in the context of their «historical nature». In contrast to the existing approaches to the structure of state security, the presented segmentation of state security takes into account the domestic regulatory framework, global approaches to determining the objective attention of the state and its threats, current trends in civil society. In the fall of 1995, a grass-roots groups of campus computer users championed the extension of network access and the formation of a College presence on the World Wide Web. Despite a lack of money, technical support, experience or equipment, the initiative moved forward, and by July 1996 the Web site was up and running. Key success factors included strong motivation, hard work, a critical mass of supporters, a willingness to experiment and to start small, as well as log file software to justify our existence and well-publicized demonstrations to sustain interest and build support. Despite many positive aspects of the project and unexpected dividends, the effort has not been without its problems. This article addresses design, implementation and assessment issues from the perspectives of administration, student, and educator. Ongoing development and maintenance issues remain a challenge, as does the need to develop consistent policies and procedures, continue training programs, extend participation beyond the initial group of “early adopters,” and encourage a reward mechanism for involvement in innovative campus projects.

Background During the COVID-19 pandemic, there was an urgent need to develop an automated COVID-19 symptom monitoring system to reduce the burden on the health care system and to provide better self-monitoring at home. Objective This paper aimed to describe the development process of the COVID-19 Symptom Monitoring System (CoSMoS), which consists of a self-monitoring, algorithm-based Telegram bot and a teleconsultation system. We describe all the essential steps from the clinical perspective and our technical approach in designing, developing, and integrating the system into clinical practice during the COVID-19 pandemic as well as lessons learned from this development process. Methods CoSMoS was developed in three phases: (1) requirement formation to identify clinical problems and to draft the clinical algorithm, (2) development testing iteration using the agile software development method, and (3) integration into clinical practice to design an effective clinical workflow using repeated simulations and role-playing. Results We completed the development of CoSMoS in 19 days. In Phase 1 (ie, requirement formation), we identified three main functions: a daily automated reminder system for patients to self-check their symptoms, a safe patient risk assessment to guide patients in clinical decision making, and an active telemonitoring system with real-time phone consultations. The system architecture of CoSMoS involved five components: Telegram instant messaging, a clinician dashboard, system administration (ie, back end), a database, and development and operations infrastructure. The integration of CoSMoS into clinical practice involved the consideration of COVID-19 infectivity and patient safety. Conclusions This study demonstrated that developing a COVID-19 symptom monitoring system within a short time during a pandemic is feasible using the agile development method. Time factors and communication between the technical and clinical teams were the main challenges in the development process. The development process and lessons learned from this study can guide the future development of digital monitoring systems during the next pandemic, especially in developing countries.

Abstract Technology roadmaps have become an essential part of the European Commission’s (EC) nanotechnology policy strategies. They represent socio-technical landscapes and evolving pathways, suggesting the underlying or otherwise supportive metaphorical patterns and narrative structures. For the same reason, however, roadmaps are problematic assemblages: they can simplify and distort reality, and filter things that don’t fit. The presented study combines cognitive linguistics with narratology to scrutinise the European Commission’s nanotechnology roadmapping as a discursive formation. It targets the systematic metaphors in approximately two-hundred news and reports on nanotechnology, compiled ad hoc from the CORDIS database (between the years 1999–2015). It is argued that the identified metaphors correspond to a discourse topology of ‘locations’, ‘events’, and their structures, especially as regards to the dilemma of ‘path dependence’, overcoming ‘knowledge gaps’, and reaching ‘nanoworld’. These are accompanied by a narrative climax of developing mature science policy model, in the arrangement of actions and roles for the European governments, science (nanotechnology), policy, and the public. The study demonstrates how systematic metaphors engage all the actors in the narrative of ‘innovation journey’ to form stabilised structures of meaning, that is, spatio-temporal consolidation of nanotechnology policy. It is imperative to continuously assess the context of such consolidation, being less overt but not necessarily less effective, in privileging some meanings, interests, and practices over the others, thereby excluding other political alternatives.

The article deals with determining ways to improve the system of public administration of educational institutions in order to ensure competitiveness. Were analysed the main trends in the regulatory support for the activities of higher education institutions in the article, as a result of which the basic innovations of the Law of Ukraine “On Higher Education”, which became the basis for the formation of systems of academic mobility, virtue and autonomy, were defined. The main problems of development of higher education system in Ukraine were identified, consisting of imperfect management mechanisms, inefficient system of financing and incomplete implementation of processes of academic autonomy defined by law. The main approaches to reforming the higher education system in Ukraine were analysed, as a result of which the role of the public administration system in the regulation and coordination of higher education institutions were determined. Today this system is not flexible and therefore cannot be effective. The creation of approaches to the rating of higher education institutions determines the format of redistribution of funds in the system of state financing of education. This system will motivate educational institutions to improve the quality of the educational process, research activities, academic mobility, partnerships, the level of material and technical resources of the educational process, the level of employment of graduates in the specialty and the like. These indicators provide motivation to improve the performance of higher education institutions, but do not fully solve the problem of lack of funding, in particular for innovation. Low pay for faculty members also affects the educational process negatively. Thus, the article gives recommendations on the possibility of increasing the effectiveness of the system of state management of universities, which consists in creating opportunities to attract financial resources of partners of higher educational institutions, cooperation of education and business, simplification of the system of development of grants and financial cooperation with foreign educational institutions

A bolsa destina-se à realização de atividades de apoio técnico-acadêmico e de interesse institucional, abrangendo ensino, pesquisa, extensão e administração acadêmica, como uma forma de aprendizagem complementar, possibilitando ao estudante uma melhor integração à Universidade e uma formação complementar. O objetivo desse trabalho foi descrever as atividades desenvolvidas por quatro estudantes do ensino médio de Seropédica/RJ como bolsistas de Apoio Técnico-Acadêmico na disciplina de Anatomia Humana e avaliar a importância dessa experiência para a sua formação educacional e pessoal. This scholarship is primarily intended for low-income students, regularly enrolled in undergraduate courses, at the Technical College of UFRRJ, and in high schools in the city of Seropédica/RJ. The scholarship is intended to carry out activities of technical and academic support and of institutional interest, covering teaching, research, extension and academic administration, as a form of complementary learning, enabling the student to better integrate into the University and provide additional training. The objective of this paper was to describe the activities developed by four high school students from Seropédica/RJ as scholarship holders of technical-academic support in the discipline of Human Anatomy and to evaluate the importance of this experience for their educational and personal training. All the tasks developed by the technical and academic support fellows were aimed at enriching the undergraduate classes of Pharmacy and Psychology courses. But, above all, it contributed in a unique way to the educational formation, professional growth and personal maturity of each one of these fellows, who based on the experience obtained, continued their studies. Abstract:
Labor potential for the Ukrainian economy cannot be formed without professional training of staff. The system for professional technical education (PTE) consists of professional technical institutions in an industry, other enterprises, institutions, organizations, and education or supervisory offices charged with the administration of the former. The studies demonstrate that the existing PTE network in Ukraine is ineffective and distanced from the needs of regional economies in terms of their demography problems and needs of their labor markets. The abovementioned raises the importance of the issues of access to high quality and complete statistical information, incorporating a wide range of statistical indicators, first and foremost the ones on labor market performance, enabling for effective decision-making. The author’s review of the respective statistical reports shows that the existing statistical indicators form three linked modules (labor market, formation of PTE system, national accounts of education), containing quantitative data on network, enrolment, teaching personnel, material-technical and methodological provision of professional technical education institutions, PTE financing.
 Sufficiency of the existing statistical information is assessed by use of multi-step typology by the technology based on the statistics of non-numeric data. The data obtained from users and makers of PTE system in time of Turin process in 2016 show that the existing statistical reports fails to meet information needs of labor markets in high quality statistical data. According to the respondents, the main barrier is unstable economic situation; more than one quarter of the respondents (27%) mention irrelevance of the body supervising the collection of statistical data, and lack of advanced methodologies and methods for recording of jobs. A pressing problem is related with overlooking the scopes of shadow jobs and reluctance of a major part of employers to inform the development plans of their enterprises.
 Measures to improve the existing statistical reporting on PTE are as follows:
 
 introduce the questionnaire-based interviews of employers, to calculate the number of graduates kept on jobs, by specialty;
 considering large number of small enterprises and private enterprises, improve the existing method for collection and processing of bid data;
 construct a standard method for calculating the rate of graduates’ job placement using the shadow economy ratio;
 create an integrated information and analytical system for PTE;
 calculate the rate of apprenticeship passed, by specialty, ours of apprenticeship, and location of apprenticeship;
 introduce the monitoring-based assessment of PTE quality;
 develop the method for balancing the scopes of professional technical staff trained in education institutions and labor market needs.

Nowadays, the aspect of Lean Management is a very fashionable trend of reorganizing the work of production processes, but also in management processes. It affects the approach to work, its quality, cost-effectiveness and the organization itself. The classic understanding of Lean Management comes from Japan (Toyota Motor Corporation). The aim of Toyoda was to eliminate flaws and wastage in the production process [1]. Ohno, who identified seven types of muda (waste) [2]- widely described in the Lean literature continued the elimination of waste in the processes. Analyzing the organization and its organizational culture it is clear that the enterprises of the energy sector in Poland are undergoing transformation. Organizational behaviour is increasingly observed to improve the external and internal image of the company. Guidelines and basic elements shaping the organizational culture more and more often for the managerial staff are a basic tool of work. It is important because that, the Liker [3] added the eighth type of muda - untapped creativity of employees, understood as the loss of time, ideas, skills, improvements and learning opportunities due to the fact that employees are not involved or do not listen to them. In the energy industry, which is highly specific in its functioning, the simple implementation of the principles and classical understanding of Lean may prove to be ineffective. Especially in the technical and technological aspects, where considering the long investment time, rigid modelling of processes, only few paths of process optimization, it is difficult to effectively change and modify Lean Management or Lean Manufacturing. However, it is not advisable to stop thinking about Lean in the energy industry. According to specialists[4], Lean methodologies and principles should be implemented, especially in the areas of maintenance, production and supervision, logistics, administration or sales and customer service. Transformation of the organizational culture to such a character that has Lean in its foundations needs number of actions. This article will present a concept designed to transform the organizational culture of energy companies in Poland.

The purpose of the research. The article discusses the problems of forming horizontal and vertical ties in Russian legislation system. The process of transformation of the Russian legal system in the context of the development of digital technologies, the ongoing changes in the modern mechanism of legal regulation are analyzed. The purpose of the research is to establish and identify the features of existing horizontal and vertical relationships that exist and arise between normative acts included in the system of legislation. This is necessary to determine the main directions for the development of the Russian legal system in the context of digital technologies. Results. As a result of the research, the author comes to the conclusion that vertical and horizontal connections can be distinguished in the system of Russian legislation. The subject of legal regulation and the system of public administration are singled out as grounds. In the context of the development of digital technologies, it is advisable to supplement these criteria with a more subjective approach and the legal regime used in the field of legislation. The author comes to the conclusion that vertical and horizontal links between normative acts are formed at the level of the legal system, while the legal system is characterized by the presence of only horizontal links. The legal system is much larger than the legislative system. The legislative system includes not only normative legal acts, but also various technical rules and regulations. In the system of legislation, it is possible to distinguish separate complex entities that regulate a certain sphere of public relations. Having a man-made nature, the legislative system can respond more quickly to changes in public life. The author concludes that it is necessary to use a more differentiated approach in determining the branches of the legislative system. Here, too, the subject approach can be used as a solution.

The paper provides the formation of a strategy for managing public service personnel based on the principles of a management staff diversity and employees involvement to solve problems of increasing the level of personnel potential. The purpose of the study is to determine the requirements for public service management, to identify a new set of tasks for the top management of a company that transfers most of its activities to digital platforms. The author presents an approach to improving a company’s performance in the digitalization of economy and society. The implementation of the strategy for management excellence is based on the principle of “smart simplicity” and the formation of new professional qualities of the head of the public service. The paper gives a feature of using the 360-degree competency assessment methodology. It presents the world and domestic experience of changing the strategy of personnel management in a modern organization that has embarked on the path of digital transformation. The main requirements to the competence of the Executive who should have knowledge in professional and technical fields being able to think globally and have a wide managerial experience and vision, to have foresight being proactive to turn the company strategy into a new quality. A list of key indicators has been formulated that can be used for monitoring personnel management activities aimed at the successful implementation of a managerial excellence strategy.

Cloning, the generation of genetically identical individuals, frequently occurs in plants and in several animal groups. Nowadays cloning is technically reproducible thanks to both embryo splitting and somatic cell nuclear transfer thus playing an important role in zootechnical applications (i.e., to increase transgenic animals for drug production) and in biomedicine (i.e, to produce embryonic stem cells in animal models, cybrids, etc.). The relevant historical advancements of these techniques and the related ethical issues are discussed. A brief review of the formation of a new individual as "a process" clearly leads to the impossibility for the biologist to unambiguously determine at which stage a new individual is first formed. However, the application of the scientific method to this issue produces a communal statement independent from ideological or religious opinion: ontogenetically, the material-energetic process originating and identifying a new individual is coincident with the moment in which the first genetically active copy of his genome is formed. Even the critical production of patient-specific stem cells (therapeutic cloning) it is most likely to be superseded and devoided of any ethical concerns thanks to the technical advancements developed by Shinia Yamanaka on the genetic reprogramming of terminally differentiated nuclei. The production of specific cell types might address the therapy of nearly all the pathologies. Noteworthy, starting April 2009 but actually beginning August 2010, the FDA gave green light to the first trial based on the administration of neuronal cells derived from human embryonic stem cells to 11 patients with severe spinal cord injury. Bio-political topics are briefly frameworked within the elaboration of ethical principles and laws that respect multiple values, which are necessary in multi-ethnic cultures.

Leptospirosis is an infectious natural-focal disease of many species of animals and human with a wide range of clinical signs. The most common serovars causing leptospirosis in dogs are Icterohaemorrhagiae and Canicola. Analyzing the epizootic situation concerning leptospirosis of carnivores in Ukraine, employees of the Laboratory of Leptospirosis of Institute of Veterinary Medicine of the National Academy of Agrarian Sciences have developed and produced successively three series of bivalent inactivated vaccine against leptospirosis of carnivores, taking into account the etiological structure of the disease of this animal species. The paper presents the results of the study of three experimental series of inactivated polyvalent vaccine against leptospirosis of carnivores regarding: pH, sterility, residual amounts of inactivant, completeness of inactivation, harmlessness and immunogenic activity. It has been established that according to the indicators of sterility, completeness of inactivation, residual amount of inactivant, harmlessness and concentration of hydrogen ions, all three series of vaccine meet the requirements and norms of normative documentation. Intravenous administration of all three experimental series of the vaccine to the experimental rabbits provided the formation of specific anti-leptospirosis antibodies in the titers corresponding to the parameters of the immunogenicity norms established in the technical conditions of the drug.

The article examines foreign experience in the formation and functioning of mass assessment systems on the example of individual countries. The sample of countries, on the one hand, includes the United States and Sweden as countries where the mass appraisal system has been successfully functioning for decades, and on the other hand, Lithuania, Slovenia, Belarus and Poland, where the formation of a mass appraisal system began only in the late 20th – early 21st centuries. The article covers a comparative analysis and generalization of key aspects of mass appraisal systems of selected countries such as legislative regulation of mass appraisal, administration of the mass appraisal process in the context of the division of functions and powers between key entities, accounting and analysis of input information on the economic and physical-technical characteristics of real estate objects, the use of appraisal approaches and methods for evaluating certain types of real estate, etc. As the world experience shows, the models and procedures of mass appraisal form the basis of modern value-based systems of real estate taxation, since they allow to effectively solving the problems of simultaneously evaluating a large number of objects in conditions of limited time and financial resources. That is why the results of the mass appraisal are primarily used for tax purposes, in particular, to determine the tax base for real estate tax. In some countries, the results of mass appraisal are additionally used in banking and insurance activities, as well as for the purpose of accounting and taxation of real estate in inheritance or donation, etc. Based on the analysis of foreign experience, the article discusses the problems and prospects of introducing a mass appraisal system in Ukraine, in particular, the emphasis is on the lack of appropriate legislative resolution, low openness and transparency of the real estate market, the inconsistency of existing real estate accounting registers with the information needs of mass appraisal, etc. Further research will be directed in the following directions. Firstly, the study of accounting systems for transactions with real estate and accounting systems for the physical-technical characteristics of real estate, corresponding to the information requests of the mass appraisal. Based on field data in 2016-2018, 18 regional regulations have been successfully enacted. However, according to information from the legal bureau, all regional regulations from 2016-2018 have been sourced from regional executive regulations, and there are no DPRD-initiated regulations. Every year, draft regional regulations on DPRD initiatives are included in the priority scales of the regional regulations but have not been enacted. Quality of DPRD members. With the limited quality of board members in understanding legal drafting for the formation of regional regulations, the board members encourage establishing a technical guidance program related to legal drafting. However, in its implementation, it is the members of the council who do not take it seriously, so the substance of the materials for technical guidance is not implemented in forming regional regulations. This study aims to analyze how the implementation of the legislative function of the DPRD of North Sulawesi Province for the 2016-2018 period. In connection with one of the council's functions in terms of legislation, namely forming regional regulations. In it further analyzes the things that make the DPRD less than optimal in the field of legislation. So that it gets a result from the discussion that can be a reference for improving the system and scientific literacy material in the study of public administration management. The approach used in this research is qualitative—data collection using interviews, observations and documentaries. Data analysis uses data analysis techniques according to the Miles and Huberman model, namely Data Reduction, Data Display, and Verification. The results showed that implementing the legislative function of the DPRD of North Sulawesi Province has not run optimally. This refers to the achievements of local initiative regulations, all of which are sourced from regional executive regulations. The timeliness of DPRD in formulating regional regulations has not been optimal. The process of forming regional regulations is less than optimal, hampered by several factors, including the Absence of DPRD members at the special committee meeting for regional regulations, the quality of DPRD members, more lengthy procedures for DPRD initiatives.

Abstract:
The article explores the current state and trends in the development of railway transport services. It is determined that the frequent change of the administration of JSC «Ukrzaliznytsia» and the priorities of its development, inhibition of the necessary reformation changes, inconsistency and non-systematicity of the implemented policy of railway transport development led to an extremely difficult financial and technical condition of the railway company. The result of the technical degradation of railway transport and the decrease in its throughput and transportation capacity were a catastrophic deterioration in the quality of services of railway enterprises and a gradual loss of the share of the freight market in favor of other types of transport. It is proved that restoring consumer confidence and ensuring the balanced development of services of railway enterprises requires the use of a digital instrumentarium for their modernization and the introduction of new digital solutions aimed at improving communication with stakeholders. The main requirements of consumers for the quality of transport service in terms of segments of activities of railway enterprises are disclosed. The theoretical foundations for the balanced development of services of railway enterprises are formed, taking into account the trends in the digital transformation of the railway industry and defining the key role of digital instruments in ensuring the balanced development of services of industry enterprises. Scenarios for the development of services of railway enterprises based on the introduction of digitalization instruments are presented, among which pessimistic, realistic and optimistic scenarios are identified. In particular, the pessimistic scenario involves the introduction of digital instruments that ensure the improvement of only the customer service of railway enterprises, realistic is focused on the introduction of digital instruments in the segments of transport service in accordance with the formation of the railway transportations market. To implement the optimistic scenario, it is necessary to ensure the improvement of existing and the development of new services based on the comprehensive implementation of digital transformation instruments.

With the current situation facing land grant universities of declining resources and a portion of federal funding being dependent upon multistate activities, the search for means to successfully address clientele needs may be handled through multistate activity. In the Southeast, the tree fruit programs, both research and extension, have been evaluating areas that could be addressed with multistate programming. To date, most of the tree fruit multistate activities have been informal in nature. The apple program was the first to look at multistate activity because of the heavy concentration of the industry in the mountains of NC, SC, GA, and TN. The formation of the Southeastern Apple Growers Meeting, which combined the annual educational meeting for apple growers in NC, GA, SC, and TN, was the first initiative. It proved to be very successful with the completion of the eighth joint meeting. In addition, the pest management guides for both apple and peach have been combined for many of the southeastern (five states) and southern states (11 states), respectively. Numerous working groups, workshops, tours, and field days are held on a regional scale as well. However, in order for multistate programming to succeed, our experience suggest the need for several key components. The technical competence in the program to be addressed, a supportive university administration, backing of the industry groups, and personnel that are neither territorial nor resistant to change must be present. From our experience multistate programming can be very successful!

The paper examines the history of the formation of Harbin poly-technical university, which is one of the leading modern universities of the People’s Republic of China and the initial period of its operation as the Russian-Chinese Polytechnic Institute (RCPI). The research is based on reports on the activities of the RCPI for the 1920–1925s, prepared for the Harbin press by its first principle, Russian engineer Alexey Alekseyevich Schelkoff (1876–1942), who found himself in China (since 1920) on the wave of post-October emigration. The studied sources made it possible to present the Institute's organization as a result of joint activities of the Russian and Chinese administration of the Board of the China-Eastern railway and representatives of the emigrant scientific community to provide the road with qualified engi-neering personnel, to clarify information about the personal composition of the Society for the estab-lishment of the Russian-Chinese Institute from the Chinese side. The article describes the structure of the Institute, highlights the features of financing RCPI and the organization of the educational pro-cess. The data on the number and personal of the first RCPI teachers (as of 1923), the dynamics of growth in the number of students in 1920–1924, in-cluding information on the number of Chinese stu-dents studying at the University, are presented. The names of the first graduates who graduated from the Institute in October 1924 and January 1925 are given.

The article demonstrates the timeliness of the emergence in Ukraine of new positions for higher / intermediate BIM qualification specialists at modern architectural offices and construction companies during design, construction, and operational stages of an architectural object. Attention is focused on the legislative framework for the development of interrelated (architectural and construction) specialties in Ukraine. At the same time, a shortage of personnel with deep knowledge of BIM technologies is noted.
 Development of specialized courses and curricula for training and integration of professional BIM managers in the design and development business throughout the country is encouraged. The hierarchy of the main responsibilities and functions of BIM managers determines the list of tasks and the direction of their professional activities. Engaging specialists from real design, leading specialized institutions, educational and experimental centers for the formation of an in-depth specialized training course for top-level specialists is proposed. For the preparation of BIM managers, the concept of a training program for senior years of a specialized university, a refresher courses or other postgraduate trainings in licensed training centers has been proposed. It includes training in project administration, setting up collaboration, an interdisciplinary system, checking the model’s quality, effective organization of BIM processes themselves and within a company, as a whole. A system of organizational, technical, methodological, software and other means of ensuring the educational process is considered. The stages and specifics of professional staff development, as well as preparation for the subsequent BIM certification, have been specified.

Goal of the investigation: This article aims to distinguish the characteristics of the development of the digital educational environment in Russia in the context of the global digitalization process, and to identify threats to information security. Methodology: The leading method for studying this problem is a comparative analysis of the level of evolution of the digital administration in various nations of the world, which passes to comprehensively estimate the obstacle of receiving the learning and informative space as a portion in the sustainable expansion of the Russian economy. Results: The authors revealed the peculiarities of the Russian “digitalization” management system, which is still distinguished by spontaneity and the lack of a coordinated action program on the part of the state. It was revealed that Russia has the necessary potential for the further development of the digital economy: the scientific and intellectual base, a good level of secondary and higher technical education. The article substantiates the results of the development of the Russian digital educational environment: a data source (portal) has been created that is convenient to all levels of residents and stores each user with entrance to online classes for all levels of training and online support for mastering general education subjects; an infrastructure has been created to train teachers and administrative staff, to spread the experience of introducing successful methods and practices of online learning, to track the dynamics of creating a digital educational environment; and a system of advanced training for teachers in the development, use and examination of online courses has been created. Applications of this study: The materials of the article can be useful to relevant state and economic institutions for the formation of a mechanism for informatization of the country's development management system and education in particular, which is part of certain development strategies and programs; researchers of socio-economic processes associated with the development of the information society and the economy, and the increasing distribution of digital data processing technologies. The analysis of the digitalization process in the country and the world allowed us to identify problems that require close attention and finding solutions for the implementation of project activities for the formation of a modern digital educational environment in the Russian Federation. Novelty/Originality of this study: The novelty and originality of the study lies in the fact that for the first time it offers a comprehensive approach to assessing the specifics and factors of the digitalization process in the educational space of the country, developing mechanisms to reduce threats to information security by developing a system for identifying users, technical controls, and improving the legislative framework.

Topicality. "Green economy" is an integral part of sustainable development of society and aims at raising the standards of human life on the basis of preservation of the environment and more effective use and protection of natural resources. One of the economic and ecological priorities of the "green economy" is to ensure the sustainable use of the territories and objects of the nature reserve fund. In order to assess the results of implementation the "green economy"objectives for sustainable development of these territories, it is necessary to develop a system of indicators and determine the extent of their implementation in Ukraine.Aim and tasks. The purpose of the article is to develop a system of indicators for assessing the sustainable use of territories and objects of nature reserve fund and analysis of their achievements in Ukraine. The main tasks of the article are: definining the methodological approaches to the formation of assessment indicators system based on economic&ecological and technical indicators of the protected areas status; assessment the implementation of green economy model in Ukraine on the basis of developed indicators of sustainable development.Research results. The analysis of sustainable development indicators showed positive trends in the growth of the total area of protected areas, in particular in the mountainous regions (Lviv, Zakarpattia, Ivano-Frankivsk and Chernivtsi), and the ecological network for more than half during the last decades. The biodiversity of the natural reserve fund of Ukraine is characterized by more than four thousand species of plants in these territories, the economic development of which takes into account the features of natural objects and aimed at their conservation.Conclusions. In Ukraine, there are ongoing measures to achieve the objectives of the "Green Economy", in particular, there is a positive dynamics in increasing the territories and objects of nature reserve fund, including in mountainous regions and the ecological network. The results of solving the problem of preservation, restoration and sustainable use of terrestrial and inland freshwater ecosystems are practically closer to the target landmarks. The institutional environment and the system of public administration and administration of the formation of nature reserve fund should develop in the direction of ensuring the fulfillment of the priority goals of the "green economy". An analysis of allocation the financial resources for conservation, restoration and improvement of the territories and objects state of Ukrainian nature reserve fund showed that there are trends in increasing their volumes and prospects of achieving the "green economy" benchmarks in this area.

Abstract:
The series of strong earthquakes that hit the province of West Nusa Tenggara (NTB) on 29 July 2018 (M6.4), 5 August 2018 (M7.0), 9 August 2018 (M6.2) and 19 August 2018 (M6.5 and M6.9) has caused many casualties, injuries as well as damages in the housing sector. The disaster emergency was stated on July 29th, 2018 and was extended several times up to August 25th, 2018. A transition period from an emergency situation to recovery was declared starting from August 26th, 2018 to February 26th, 2019, while the rehabilitation and reconstruction (R & R) phase was started from February 27th. , 2019. In the R & R program, the Government has established a policy of building earthquake-resistant houses with a self-managed system through the formation of community groups (POKMAS) consisting of house owners, supported by technical and administrative facilitators. There are many models of earthquake resistant houses, both those proposed by the government and the private sector that are approved by the government. A Presidential Instruction (Inpres) Number 5 Year 2018 was issued on 23 August 2018 to provide guidance on the housing sector reconstruction. An investigation to study and document the lessons learnt from the housing reconstruction process is conducted in Lombok Island, covering the issues of program management, institutional set up and coordination, project administration, technical design, quality assurance and community participation. It was found that there were so many house building models proposed to the community by various sponsors, which cause confusion to the affected community. The study also found that the house reconstruction program has been delayed during the process, as one year after the earthquake, there were only about 52 thousands houses which have been completed, and 80 thousands other are still in progress, compared to the total of more than 237 thousand affected houses to be repaired and rebuilt. The study is expected to reveal various impeding issues and propose solutions for expediting the process. It is also expected that the result of the study can be used as a reference for future post-disaster housing sector recovery program in other places.
