Abstract:
The article considers the average monthly real wages and salaries of employees of the Southern Federal District in the period 2013-2016. To assess the types of economic activity from the point of view of remuneration for the year 2016, the data are ranked into four groups, where later, outsider industries and leading spheres of economic activity were identified. In the conditions of the transition economy, one of the topical and acute problems is the problem of labor remuneration, the solution of which predetermines the growth of the material and physical well-being of company personnel, as well as the level and prospects for the development of economic entities in the region. At the same time, it should be noted that the existing system of labor remuneration for firms of various organizational and legal forms of ownership of the Russian Federation does not allow to properly provide a sufficient level of motivation for the staff of organizations, which leads to insufficient labor productivity. Thus, increasing the efficiency of economic entities should be considered through the prism of increasing the level of staff salaries through the economic interest of the personnel of economic entities. The reasons stipulating the problems of sectoral and regional differentiation of labor remuneration in the Russian Federation are considered, and later the ways of solution are suggested.

Abstract:
Among the territories of the Carpathian Basin inhabited by Hungarians, Transylvania proved to be the most suitable field for the interethnic research of the music related to choreographic folklore. Most professional musicians in the rural areas, who receive regular or intermittent payment in money or other forms of remuneration, are of Romani ethnicity. The existence of musical instruments in the accompaniment of dances is richly documented since the 15th and 16th centuries. Hungarian ethnochoreology defines three types of musical accompaniments for the dances: rhythmic accompaniment (without melody), merely melodic accompaniment, and complex accompaniment created by the combination the first two types. A number of accompaniment types, considered ideal by local communities, had been established. These include the duos flute–gardon, fiddle–gardon (the gardon/gordunǎ being a stringed percussion instrument), fiddle or flute with koboz/cobzǎ, the trios made up of violin–cimbalom/ţambal–bass, or fiddle–kontra–double bass, the most common band consisting of a fiddle, a three-stringed kontra with flat bridge, and a bass (without cimbalom/ţambal). The rhythmic formulae provided by these instrumental ensembles specialized in accompaniment-playing constitute the musical support of the dances, at the same time they play an important role in defining the dance types. The three main types of rhythmic accompaniment are: slow dűvő/duva (in quarters), fast dűvő/duva (in eighths) and the estam (produced by eighth notes, alternately played by different instruments). The musical folklore of Transylvania inherited several principles of harmonization, such as the drone/ison principle, various forms of heterophony, polyphony focused on pivotal melodic notes, the accompaniment with mixtures of major triads, and the tonal-functional harmonization.

On the one hand, we are dealing with the emergence of various types of non-standard work and forms of remuneration with reduced taxation. On the other hand – with an increase in entitlement to appropriate (in terms of type and amount) social benefits, determined on the basis of general human and social rights, including various rights not related to work and employment. There is no coordination between the two sides, as evidenced by successive reforms; both in the labor market and in social security systems. These reforms are indicated in the text and their limited effectiveness in reconciling the new labour market with the desired scope of the welfare state has been assessed. Abstract:
The article considers the organization of the system of remuneration of agricultural workers in Donetsk and Luhansk regions in the mid-1960s and mid-1980s. The main role in the income of the Soviet people was played by wages. It was the main lever of material incentives for the population to work. Its changes directly affected the well-being of the region's residents, as wages were the main source of livelihood for the Donbass population. The main component of the salary was the tariff rate. The authorities systematically reviewed the system of rates and salaries, believing that this would help achieve the main goal to ensure the optimal share of the tariff part in wages. The search for the most rational ways to create an effective system of material remuneration of workers in the 1960-80s continued quite actively. In general, wages in the country were regulated mainly by the state, market mechanisms were not involved in this process. Much attention is paid to the legislative justification of the formation and changes in the system of remuneration of their labor. In particular, the relevant resolutions of the Central Committee of the CPSU, the Council of Ministers of the USSR and the Ukrainian SSR, decisions of the Plenums of the Central Committee, local authorities, etc. are traced. On the basis of the above documents, the level of salaries of agricultural workers, the procedure for calculating various types of surcharges and bonuses, their differences in the years and main positions under study are analyzed. For almost the entire period under study, there has been a relentless search for optimization of wages in rural areas, but this search has had almost no effect on a significant improvement in the living standards of peasants. Different forms of wage distribution are also considered, salaries of management and agricultural specialists are analyzed and compared. The aspect of the existence of homesteads as a means of additional income is studied. The author gives a generalized description of the changes in the system of remuneration of rural workers during 1965 1985, following it from archival materials. The main attention is paid to the shortcomings in the system of wages in agriculture, reveals the unfair distribution of monetary expenditures on the wage fund.

Abstract:
Introduction. The article is devoted to the consideration of changes which took place in the system of remuneration for work in the patrimonial industry of Russia in the first half of the XIX century. The methods of mobilizing of workers for industrial enterprises are considered, the value of the monetary form of payment for different categories of workers is characterized. The methods of labor stimulation applied by noblemen-industrialists with a view of increase of labor activity of workers and increase in labor productivity are investigated. Methods and Materials. When solving the set research tasks, materials from the funds of federal and regional archives, published sources, as well as scientific literature were used. To analyze the nature and direction of the processes that took place in the industry of serf Russia, the modernization theory was applied. When processing quantitative data, a statistical method was used, and for a more detailed immersion in the subject of the study, a micro-historical approach was applied. Results. The conducted research showed that capitalist experiments at the patrimonial enterprises of the Middle Volga region, connected with increasingly firmly established industry in the first half of the XIX century the tradition of applying monetary forms of labor for their own serf and household people, was used by many noble entrepreneurs in their industrial manufactures. The monetary forms of remuneration were methods of intensifying forced labor and were aimed at increasing the profitability of the patrimonial enterprises. Discussion and Conclusion. In the patrimonial industry of the Middle Volga region in the first half of the XIX century, the use of labor of serfs and household people was gradually transferred to a commercial basis, and only serfs were employed in the form of corvee labor for auxiliary servicing. While maintaining the connection with the land and legal dependence on the owner, the position of the working patrimonial manufactory acquired a dual character: on the one hand, elements of contractual employment relations were present on a market basis, and on the other, feudal features of forced recruitment were preserved. The statistical analysis of payroll data in patrimonial factories, mainly cloth, revealed significant differences in its size, depending on gender, age, professional specialization and skill level of workers. But in general, the size of the monetary payment of labor remained rather low. The absence of any formally fixed rates often allowed the factory owners, at their own discretion, to evaluate certain types of labor, and on this basis to compile the wage pay tables for industrial workers, the vast majority of whom were also in a state of non-economic coercion.

Abstract:
In modern conditions, forensic examination is of particular importance, which determines its further development as a scientific branch of knowledge and type of activity. Forensic accounting examination of labor and its payment includes determining the correctness of the calculation of wages to employees, planning the wage fund, the correctness of the application of forms of remuneration, calculation of wages (including incentive payments and additional wages, payment for holidays, weekends, downtime), the correctness of attributing to the composition of production costs (work performed, services rendered), payment or non-payment of wages. Forensic accounting expertise of payroll settlements with employees is one of the most demanded subtypes of expertise. However, problems remain in her methodology that need to be resolved. The aim of the study is to develop the theoretical foundations of forensic accounting expertise of payments to personnel. Due to the lack of standard methods, we propose the definition of the subject, object and tasks of forensic accounting expertise of settlements with employees on wages, the types of work of such an examination stage as research, as well as an algorithm for conducting expert research to identify cases of non-payment of wages to employees of the organization. Abstract:
The aim of the article is to analyse the foreign experience of the social security system of law enforcement personnel, to distinguish the features of establishing the rates and types of remuneration for law enforcement personnel in foreign countries, to determine the interrelation between the standard of social security and work experience and professional competencies. The subject of the study is the foreign experience of the social security system for law enforcement officials. Methodology. The study is based on a comparison of the social security system for law enforcement officials in Ukraine and in foreign countries. The analysis of the features of social security for law enforcement officers enabled to determine the advantages and disadvantages of different social security systems. A comparative legal study of certain provisions of Ukrainian legislation enabled to reveal the possibilities and limits of the application of positive foreign experience in this sphere. The results of the study revealed that in Ukraine the solution of problems on the performance improvement of law enforcement is interrelated with the issues of social security for personnel at work. Therefore, nowadays one of the main objectives is the development of a clear system of social security for law enforcement officers, including police officers, formation of an effective system of remuneration, based on performance indicators. Practical implications. In developed countries, the practice of social policy has formed several areas of its implementation. These include wage policy, social insurance, including medical, pension insurance, housing policy, as well as allowances and social benefits. Some aspects of social security for employees should be studied as a positive example for Ukraine in the course of social reforms. However, the application of foreign experience does not mean a mechanical transfer of certain forms of social security of foreign countries to Ukrainian reality. It should be considered that some aspects of reforming social security for law enforcement officers are universal; other aspects can be applied only under certain conditions related to the political situation in the country, the level of economic development, traditions, as well as the level of crime and criminalization of society. Relevance/originality. A comparative analysis of the ratio of social security systems for law enforcement officers is the basis for developing the most promising areas of domestic legislation in this sphere.

Abstract:
Purpose of research. The aim of this work is research of algorithms for quantitative assessment of intellectual potential (rating) of academic and pedagogical staff in higher educational institutions, as well as the development of technology for the application of these algorithms in practice.Materials and methods. According to the authors, the most appropriate method of assessing the diverse activities of the Faculty members is a technique based on the method of qualimetry – ranking objects in ascending or descending order based on the calculation of a certain set of features. This approach was embodied in the rules of rating of academic and pedagogical staff of Plekhanov Russian University of Economics. Due to the fact that the indicators can change annually the possibility of dynamic adjustment of indicators was provided in the project implementation. An important factor affecting design decisions is the need to process a large number of indicators in a limited time. At the same time, the preparation of data (their input and control, coordination) should be engaged in a large number of people who are employees of different departments, geographically distributed, in different subordination. In addition, it was necessary to take into account the possibility of new requirements for output forms. As a result, the concept of an automated rating system of Plekhanov Russian University of Economics was based on the following design decisions: dynamic setting of indicators and algorithms of ranking, the dynamic configuration of the personal account of the rated academic and pedagogical staff, external configuring of control parameters, the possibility of creating extensible libraries of output forms, the use of Internet technologies.Results. As a result of work the system of indicators of quantitative assessment, technology of their collecting and storage is prepared, and also the information system providing collecting, processing and display of the received results in an acceptable form on the basis of Internet technologies is realized. The technology of dynamic adjustment of the collected indicators, binding to the places of their formation, as well as setting the output forms has shown its effectiveness.Conclusion. Experience in the implementation of the rating system in Plekhanov Russian University of Economics showed that the independent automated assessment of the activity efficiency of officers allows to improve the mechanism of planning and personnel management system, allows to create model of stimulation of the types of activity influencing increase of the place of University in the Russian and international ratings, and also creates conditions for positive dynamics of growth of level of qualification of academic and pedagogical staff. At the same time, rating enables employees to identify areas for development and improvement, influence their earnings and receive competitive remuneration for their work. Implementation of rating system in Plekhanov Russian University of Economics proved the flexibility of the proposed approach, reduction of labor costs for data processing, full transparency of calculations, and, as a consequence, reduction of questions from the rated academic and pedagogical staff. In addition, the directions of technological development of the system are identified.

Abstract:
This article considers the autonomy at work trends in Russia for more than 15 years on the basis of monitoring data "Social differences in modern Russian society". A degree and characteristics of autonomy in work depend on external conditions and are manifested differently in different periods. The 1990s are a watershed of these periods. The established trends in the degree of manifestation of different types of autonomy in work are shown. There is a marked contradiction between the assessment of their autonomy and limiting framework of its manifestation: in comparison with 2015, in 1999, employees evaluated it significantly higher. This can be explained by adaptation to changing conditions of work and employment. At the same time, the organization of the workplace, according to the estimates of workers, does not give great opportunities to show their autonomy. This trend has been observed throughout the years of the survey. Meanwhile, workers are noticeably more likely to feel the insignificance of their level of autonomy. The study confirmed the relationship of autonomy in labour relations with professional status: a high level of power, education, well-being. There is a decrease in autonomy of the heads of organizations and managers of the lower level. Working conditions are also important: forms of employment, contract, remuneration. Personal characteristics associated with attitudes to change in their lives, play a role. The influence of age and sex is not so significant. Trends in the situation of self-employment are noted: the growth of the scale, professional and qualification compliance. This confirms the assumption that compulsion characterizes self-employment to a lesser extent than in the 1990. It is concluded that autonomy in work is a characteristic of a more privileged social position of workers, as well as emerging social groups of self-employed.

Abstract:
Abstract The aim of this paper is to give some general views on international labour standards, regarding equality of opportunity and treatment. It is important to mention that respecting freedom from discrimination, as a fundamental human right, places a great importance in guaranteeing other rights for workers. Equality standards applied by ILO provide methods which aim to fight against discrimination in society and in the workplace of the employers. One part of this paper is focused in analyzing the term “discrimination”, focusing in different forms that can occur at work, the target group which it can affect and measures that can be taken in order to provide equality at work. This paper analyses the scope and the obligations under ILO instruments, such as three fundamental conventions. One of the most important conventions is the convention concerning discrimination regarding occupation and employment, “Discrimination Employment and Occupation” Convention nr. 111. This fundamental convention represents discrimination as every different treatment which has effect on equality of creating same possibilities for everyone in occupation or employment. According to this legal act, it is mandatory the implementation of a national legislation which promotes equality of treatment and opportunity, regarding occupation and employment in general, designed to eliminate all types of different treatment in these fields. This paper is focused especially on analyzing the “Workers with Family Responsibilities” Convention, 1981, which refers to standards on equal treatment and opportunities for both women and men workers. “Workers with Family Responsibilities” Convention, applies to workers with such responsibilities, which restrict their possibilities to involve in an economic activity. The purpose is to provide an effective implementation of standards related to equality of treatment and opportunity for both women and men workers, in order to guarantee free choice of employment to help workers which have family responsibilities and to take into consideration their needs. Furthermore in this paper will be identified the methods that governments should apply, which aim to provide the application of the standard of equal compensation for workers, according to “Equal Remuneration” Convention, 1951 (No. 100).

Abstract:
This paper uses Public Choice analysis to examine the case for and experience with Public-Private Partnerships (PPPs). A PPP is a contractual platform which connects a governmental body and a private entity. The goal is to provide a public sector program, service, or asset that would normally be provided exclusively by a public sector entity. This paper focuses on PPPs in developed countries, but it also draws on studies of PPPs in developing countries. The economics literature generally defines PPPs as long-term contractual arrangements between a public authority (local or central government) and a private supplier for the delivery of services. The private sector supplier takes responsibility for building infrastructure components, securing financing of the investment, and then managing and maintaining this facility. However, in addition to those formed through contracts, PPPs may take other forms such as those developed in response to tax subvention or coercion, as in the case of regulatory mandates. A key element of PPP is that the private partner takes on a significant portion of the risk through a schedule of specified remuneration, contingency payments, and provision for dispute resolution. PPPs typically are long-term arrangements and involve large corporations on the private side, but may also be limited to specific phases of a project. The types of PPPs discussed in this paper exclude arrangements which may result from government mandates such as the statutory emission mandates imposed on automobile manufacturers and industrial facilities (e.g., power plants). It also excludes PPP-like organizations resulting from US section 501(c)(3) of the Internal Revenue Code, which provides tax subsidies for certain public charities, scientific research organizations, and organizations whose goals are to prevent cruelty to animals or erect public monuments at no expense to the government. This paper concludes that an array of Public Choice tools are applicable to understanding the emergence, success, or failure of PPPs. Several short case studies are provided to illustrate the practicalities of PPPs.

Currently, amid the economic crisis associated with the Covid-19 pandemic, each enterprise, regardless of its structure and type of ownership, is in a continuous mode of choice: to reduce personnel costs and retain qualified personnel and jobs. At the same time, in order to preserve jobs and continue production activities, it is important not to preserve the employee’s contribution. The employee must be motivated to increase labor productivity and the quality of products, and this must be directly related to his salary.

The article discusses the role of human resources in the efficiency of an organization. Employees influence the result of the company’s activities and make the company competitive in the market. The authors consider incentives as part of the HR management system and analyze the relationships between an incentive scheme and labor productivity, an incentive scheme and staff turnover, an incentive scheme and competitiveness. The authors note the importance of the electric power industry in the economy of the Russian Federation, investigate the labor market in electrical engineering in St. Petersburg, and determine a range of problems. Incentives are classified into types. The incentive system of the enterprise includes material incentives and non-material incentives. Material incentives are divided into material monetary incentives and material non-monetary incentives. Material monetary incentives consist of basic wages and additional wages. Material non-monetary incentives are material benefits and rights, as well as non-monetary forms of remuneration. Features of material incentives in the industry are noted. Enterprises in the industry use a lot of material incentives. The study shows that the majority of workers in the electric power industry are satisfied with the material incentives. Non-material incentives consist of moral incentives, organizational incentives, and work time incentives. Systematic informing of staff, organization of corporate events, official recognition of achievements, and regulation of relationships in the team are moral incentives. Improving the quality of employees’ working life, managing an employee’s career, involving the team in the management process, and organizing labor competitions are organizational incentives. Provision of additional rest time, establishment of flexible working hours, and use of flexible forms of employment are work time incentives. Features of non-material incentives for personnel in the electric power industry are analyzed. Leading enterprises of the electric power industry use company websites to inform staff. Organization of corporate events is a common incentivization method at Russian enterprises. Sports activities are most effective for increasing productivity. Enterprises of the industry do not organize creative competitions, but such competitions are necessary for satisfying the need in the implementation of employees’ creative abilities. Official recognition of merit in the power industry is manifested in the placement of the best employees’ photos on the honor board and in the granting of awards. Relationships in the team are regulated by codes of corporate ethics. The results of a special assessment of jobs at enterprises of the industry demonstrate that there are no optimal working conditions in the electric power industry. Practice shows that the opportunity of career advancement depends on the scale of the enterprise: the larger the number of staff, the more ramified the management structure and the more opportunities for career advancement. Involvement of teams in the management is difficult due the large number of enterprises in the industry. Labor competitions for teams are organized, and they are very efficient for the industry. Enterprises do not give work time incentives. The authors make recommendations on how to use various incentives at enterprises of the energy industry and name the factors influencing the incentive system.

Theoretical and practical consideration of questions about calculations from the remuneration of labour has an actual value, as a remuneration of labour is the important enough link of the system of sociallabour relations and most thorny in a decision socio-economic problem. The questions of salary are regulated by the wide enough circle of legislative and normative documents, that every workplace of accountant, accountable for a certain area account of calculations must be provided from a salary. Abstract:
Abstract Based on the analysis of literature and our own data, we have suggested a new version of the typification of types and forms of the tapetum. It is proposed to distinguish two types of tapetum: parietal and periplasmodial. Parietal tapetum lines the locule of microsporangium and this position is maintained throughout the development. A periplasmodial tapetum is characterised by the formation of a coenocyte as a result of the fusion of protoplasts, while the cytoplasm and nucleus are located not only between the developing microspores and pollen grains, but also come into contact with the inner layers of the cavity. The differences between tapetum types relate to the peculiarities of structural and temporal reorganisation in anther development. The protoplasts that form after the disappearance of the cell walls (usually at the stage of microspore tetrad, or after their disaggregation), gradually break down (form 1 – typical parietal tapetum), or they form protrusions inside the microsporangium cavity (form 2 – amoeboid tapetum). The protoplasts in the periplasmodial tapetum are formed before or during meiosis. They fuse resulting in a symplast. It is possible to distinguish two forms of periplasmodial tapetum: combining and invasing of protoplasts into the locule of microsporangium (form 1 – typical periplasmodial tapetum), and almost or partly fusion of protoplasts, which do not organise the invasions and maintain the initial position (form 2 – bordering symplast). Data on the diversity and structure of the tapetum, like any other characters, are used to clarify the position of taxa on the phylogenetic tree.

This database will be used by the Department of the Environment to help assess national policy on greenhouse gas emissions and energy conservation. The speculations relate to the classification of building types by activities and forms; to criteria of room size and lighting for classifying built forms; to possible regularities in the relationships of wall area to floor area in forms so classified; and to the modelling of hybrid assemblies of different types of forms. Connections are drawn throughout to the land-use and built form studies pioneered by March and Martin at Cambridge in the 1970s, which have provided the starting point for many of the ideas put forward here.

Abstract:
Abstract The convenience of cloud services rapidly increases their popularity among consumers. Although the services are often marketed as free, the consumer may be required to provide remuneration. Instead of charging a fee, however, providers usually collect assets other than money, in particular consumer’s personal data. This raises serious questions about consumer protection which until recently has mainly covered ‘paid’ contracts. Moreover, treating some forms of non-monetary remuneration as payment is controversial due to the special status of the information provided by the consumer in exchange for the service. The article analyses the impact of non-monetary remuneration on consumer protection in cloud computing contracts, taking as reference points Directives 2011/83 (with the latest amendments) and 2019/770. The following considerations highlight the disadvantages of both Directives, concluding that they do not remove all the concerns associated with cloud computing contracts. The article also indicates possible solutions to the issue of non-monetary remuneration.

In the years that have passed since the publication of Wolfram Saenger's classic book on nucleic acid structure (Saenger, 1984), a considerable amount of new data has been accumulated on the range of conformations which can be adopted by DNA. Many unusual species have joined the DNA zoo, including new varieties of two, three and four stranded helices. Much has been learnt about intrinsic DNA curvature, dynamics and conformational transitions and many types of damaged or deformed DNA have been investigated. In this article, we will try to summarise this progress, pointing out the scope of the various experimental techniques used to study DNA structure, and, where possible, trying to discern the rules which govern the behaviour of this subtle macromolecule. The article is divided into six major sections which begin with a general discussion of DNA structure and then present successively, B-DNA, DNA deformations, A-DNA, Z-DNA and DNARNA hybrids. Abstract:
The term ‘scallop form’ is used to refer to a structural form, such as a dome, that has ‘arched’ sectors. Thus, in addition to the general ‘curviance’ of the dome, the sectors are separately arched. The term ‘curviance’ means ‘the way a form is curved’. Also, the term ‘scallop’ refers to the marine creature scallop whose shell has arched ribs. Scallop forms constitute a wide range of spatial structural forms that can provide efficient structural solutions. The form processing programming language ‘Formian’ includes capabilities that allow the geometry of various types of scallop domes to be generated conveniently (visit Formexia.com ). Also, the new version of the language, namely, Formian-K has extended the scalloping facilities of the language to include scallop barrel vaults. The objective of this article is to explore the range of possible scallop forms and to explain how these forms may be generated using the ‘scalloping functions’ of the Formian language. This article contains many practical examples, in terms of which the generation of forms is discussed. This article is meant to be a practical manual for generation of scallop forms. However, to understand all the details of the operations, it is expected that the article is studied together with the necessary background material.
