Abstract:
This project tested the dominant cultural belief that Hip-Hop music is a more violent form of music. Our research compared music genres and indicators of violence. Using data from the Madison Police Department, we coded and analyzed 4,624 police calls made from bars, clubs, and venues licensed to host live musical performances in Madison from 2008 to 2016. We then determined whether there was a live music performance during the time of a police call by using archives from local publications, venue websites, and direct correspondence with venues. When compared with all other genres, our analysis does not confirm the popular belief that live Hip-Hop performances have higher instances of violence in Madison, Wisconsin.

Abstract:
Purpose Web-based courses are a practical way to engage in meaningful discussions with learners from a diverse set of communities. By gathering online to learn about a topic, learners can form communities that transcend geographic and political boundaries. This paper aims to investigate a partnership between the University of Wisconsin-Madison (UW-Madison) and Wisconsin Library Services, which brought open access online learning to thousands of lifelong learners around the state of Wisconsin. “Changing Weather and Climate in the Great Lakes Region”, a massive open online course the UW-Madison launched in 2015, paired a regional focus with face-to-face discussions at 21 public libraries to deepen learners’ personal connections to the subject matter. Through strategic partnership, targeted course development and marketing of events, intimate local discussion sessions and statewide events provided fora in which Wisconsin residents would explore changing weather and climate with university faculty, staff and students. Design/methodology/approach This paper uses a case study approach and firsthand interview feedback from librarians, library staff and university faculty and staff who were leading the effort. Findings This paper explores the lessons learned and practical implications from the project and offers insight into libraries and universities looking to engage specific communities in non-credit online learning projects into the future. Originality/value This effort was a first of its kind partnership for the University and the State of Wisconsin.

Abstract: This study aims to describe and explain about (1) the structure of the presentation of madihin, (2) the forms of madihin, (3) the values in madihin, and (4) the functions in madihin that were performed by pamadihinan John Tralala and Hendra. This study used Parry and Lord and oral literary approach and it was qualitative research type. The oral literary approach was used to study Madihin's oral literature in terms of presentation structure, form, value, and function. As an oral literature, Madihin can be described qualitatively because the data is submitted verbally by the pamadihinan (someone who presents madihin). After that, the madihin data is discussed in accordance with its presentation structure, form, value, and function. The results of this study are (a) the presentation structure consists of opening, installing tabi, presenting the contents (manguran), and closing; (b) the forms of madihin of John Tralala and Hendra are (1) sampiran, (2) question and answer or question and answer sentence, (3) poem, (4) poem of more than 4 lines and broken rhymes, (5) broken rhyming poem, (6) poem of less than 4 lines, and (7) Answers. So, there are 7 forms of Madihin of John Tralala and Hendra; (c) the values in madihin of John Tralala and Hendra are (1) the value of loving art, (2) the value of preservation, (3) the value of working together, (4) the value of art appreciation, (5) the value of hard work, (6) the value of honesty, (7) the value of self-confidence or self-flattering, (8) the value of "dropping", (9) the value of reminding (moral), (10) the value of courage to self-defend or not want to lose, (11) the value of self-defending or not willing to budge, and (12) the value of education. So, there are 12 values in Madihin of John Tralala and Hendra; (d) functions in madihin John Tralala and Hendra are functions of education, advice, and entertainment (humor).Key words: presentation, structure, form, value, function, madihin Abstrak: Penelitian ini bertujuan untuk mendeskripsikan dan menjelaskan tentang (1) struktur penyajian madihin yang dibawakan oleh pamadihinan John Tralala dan Hendra, (2) bentuk-bentuk madihin yang dibawakan oleh pamadihinan John Tralala dan Hendra, (3) nilai-nilai dalam madihin yang dibawakan oleh pamadihinan John Tralala dan Hendra, dan (4) fungsi-fungsi dalam madihin yang dibawakan oleh pamadihinan John Tralala dan Hendra. Penelitian ini menggunakan pendekatan sastra lisan Parry dan Lord dan berjenis penelitian kualitatif. Pendekatan sastra lisan digunakan untuk mengkaji sastra lisan madihin dari segi struktur penyajian, bentuk, nilai, dan fungsi. Sebagai sebuah sastra lisan, madihin dapat diuraikan secara kualitatif karena data disampaikan oleh pamadihinan secara lisan. Abstract:
The goal of the thesis is to plan for tourism in a historic community in a manner that would enrich the experiences of its visitors and residents. In order to avoid tourism's undesirable impacts, a method is presented to document residents' and visitors' problems and the improvements they desire, and to describe and compare their images of Madison.Data collection begins with structured interviews followed by a questionnaire distributed to random samples of residents and visitors. The results of the questionnaire analysis establish the residents' and visitors' images. The two images are compared using statistical tests to identify the places with greatest, moderate, and least image differences. Out of the twenty-six places tested, eleven show significant image differences.The image findings are incorporated into the site analysis for tourism. Objectives for tourism are expressed in a concept diagram, and then refined in a conceptual plan. The accompanying recommendations outline policies for proposed facilities, visitor-resident relations, and environmental education.

Abstract:
This chapter focuses primarily on Madison’s role in the adoption of the Bill of Rights. Madison had initially opposed a bill of rights as unnecessary, unenforceable, and likely to disrupt the ratification process. He also argued that some rights would inevitably be omitted, thus creating a presumption that they were not protected. Jefferson strongly disagreed, telling Madison they ought to “secure what we can,” and providing him with a mechanism to enforce a bill of rights: judicial review. Jefferson seemed confident that the courts would refuse to enforce laws that clearly infringed on rights protected by the Constitution. Under pressure from Jefferson and from Virginia’s Baptists, who wanted a guarantee of religious freedom, Madison agreed, in a spirited congressional race against Anti-Federalist James Monroe, to support the adoption of a bill of rights if elected. Madison won the race and, ironically, almost single-handedly pushed a set of amendments, which became the Bill of Rights, through Congress. Madison emerged as an outspoken champion of additional safeguards for civil liberties after the Constitution was ratified in large part because he believed a bill of rights could be used to reconcile moderate Anti-Federalists to the new government.

Abstract:
In this chapter, Jefferson and Madison gain their first experience in constitution-writing. Madison served as a delegate to the Virginia convention of 1776 that produced Virginia’s first state constitution. As a novice lawmaker,Madison’s contribution was limited largely to strengthening protections for freedom of conscience. Although Jefferson was serving in the Continental Congress, he submitted a draft constitution of his own to the convention, but it had only a limited impact. At about the same time, Jefferson also drafted the Declaration of Independence, a process the chapter describes. Madison later reconciled the Declaration and the Constitution by describing the former as a statement of basic political principles and the later as a framework for a government that would respect the people’s rights. Although America’s Revolutionary-era Union was weak, Jefferson considered the emotional ties among Americans to be more binding than a formal alliance.

This chapter offers a more detailed analysis of some of Justice Antonin Scalia’s most striking inconsistencies. Its first section addresses Scalia’s use of James Madison as a principal and particularly prestigious originalist source, especially his essays in the Federalist Papers. The chapter examines in particular his inconsistent uses of Madison’s writings in such cases as United States v. Windsor and Morrison v. Olson and in his attitude toward affirmative action and Madison’s idea of the “extended republic” in his decisions on the Eleventh Amendment. The chapter shows that he used Madison when his writings supported Scalia’s own views but ignored him when they contradicted those views. The chapter’s second section examines two of Scalia’s most dubious actions on the Court, joining the five-justice conservative majority in Shelby County v. Holder and writing a deeply flawed opinion for the Court in Boyle v. United Technologies. The chapter argues that the two cases show Scalia at his most inconsistent, contradictory, and willful in serving his ideological and political goals, in the first case voiding a critical provision of the Voting Rights Act of 1965 and in the second expanding federal common law to protect military contractors from tort suits.

Abstract:
John Henry, the British spy, seemed to understand what it took to move the powerful to action, using secret letters to his handlers in British colonial administration as an incitement to Constitutionally declared war. My discussion here relies on that metanarrative of “abstraction” to produce a conversation between its historical actors. Though Henry wrote his letters on Federalist activities to Sir James Craig, Governor-General of the Canadas, he saved copies for his own use. Ultimately, he found the means to sell them to James Madison in February of 1812, at a moment when the president was equally keen to know of the activities of his political opponents. Madison published the letters almost as soon as he received them. In some sense then, the Henry letters, though addressed to Craig, were written for Madison. And Madison’s own subsequent rhetorical and legal moves towards war came in “conversation” with Henry. Henry abstracts authority and the public so as not to risk the ruin of the fictive and novelistic, but to harness it and its mediational effects. It redefines the relationship between the people and the Constitution, from the irrationally voiced nation, which diffuses authority, to a proper realignment with Presidential power. The move is a containment of the role of individual self-hood in the process of naming national interests and declaring war. In the process, that republican devotion to bottom-up persuasive transparency, idealized in the contemporaneous media of letters, print, and opinion, is critically diminished. He invites us to consider how late eighteenth century networks of information—letters, secret communiqués, war messages to Congress--abstract the self (its “absurd” opinions, its “inconsistent” rationales) to the benefit of a new (masculinized) executive. The executive model of authority will replace the irregular multitude of republican political culture.

The “father of the Bill of Rights,” James Madison, described the unqualified words protecting freedoms of speech and press as embodying a broad definition rather than a narrow definition of those liberties. Upon offering those provisions, he said that “freedom of the press and rights of conscience . . . are unguarded in the British constitution,” including the common law, and that “every government should be disarmed of powers which trench upon those particular rights.” In Madison’s draft and in the final First Amendment, each clause was worded to modify or to reject the English common law on point in order to provide for far greater protection of individual liberties; no clause was worded with the restrictions that the common law imposed. Was Madison right? Are freedoms of press and speech in the First Amendment broad or narrow protections?

Abstract:
In the winter of 1787-1788, Madison was surprised by opposition to the ratification of the Constitution from Anti-Federalists who complained that the Constitution threatened the rights of the states and of individuals by conferring too much power on the central government. Even Jefferson had mixed emotions about the document. His reservations included concerns about the president’s eligibility for reelection and about the absence of a bill of rights. Jefferson proposed that nine states ratify the Constitution--the minimum number needed for it to take effect--and that four states withhold their approval in order to create pressure for amendments. Many of Madison’s twenty-nine Federalist essays addressed issues raised by Jefferson, and they reassured Jefferson on several points. Nevertheless, in order to win ratification of the Constitution in Virginia, its Federalist proponents had to agree to support amendments after the new government began operating, a compromise that Jefferson, who continued to support the addition of a bill of rights, could accept.

Abstract:
In this chapter, which among other things, discusses the adoption of the Articles of Confederation, Jefferson and Madison encounter the major political issues confronting the new republic: allocating representation in the national legislature and accounting for America’s enslaved population; resolving state land claims in the West; securing American access to the Mississippi River; and maintaining a stable currency, all while waging a war for independence. Convinced nevertheless that even more important work remained to be done within the individual states, Jefferson embarked on a campaign to reform Virginia’s legal code. Elected governor in June 1779, Jefferson began to form a close friendship with Madison, who served on the governor’s council before being elected to the Continental Congress in December 1779. After entering Congress, Madison soon emerged as a leader of the more nationalistic delegates.

The Group Teleconferencing System (GTCS), used at the University of Wisconsin-Madison, is described. Fundamental understanding of many multiscale manufacturing processes can be significantly improved with better sensing and instrumentation techniques. In light of the recent advances in micro senor technologies, this paper first reviews the recent research conducted at University of Wisconsin-Madison in developing methods to integrate micro thin film sensor into harsh environment manufacturing processes. The study demonstrates how thermomechanical data obtained with distributed micro sensors to improve the understanding of laser micromachining and mesoscale ultrasonic metal welding. The paper then presents the current study in an effort to extend the method to more manufacturing process, the feasibility of embedded micro sensors in metallic material using ultrasonic welding and diffusion bonding was investigated.

MELCOR is widely used and sufficiently trusted for severe accident analysis. However, the occurrence of Fukushima has increased the focus on severe accident codes and their use. A MELCOR core degradation calculation was conducted at the University of Wisconsin – Madison. The calculation results were checked by comparing with a past CORA experiment. MELCOR calculation results included the flow rate of argon and steam, the generation rate of hydrogen. Through this work, the performance of MELCOR COR package was reviewed in detail. This paper compares the hydrogen generation rates predicted by MELCOR to the CORA test data. While agreement is reasonable it could be improved. Additionally, the MELCOR zirconium oxidation model was analyzed.
